Reforming CFPB Indirect Auto Financing Guidance Act - Declares without force or effect Consumer Financial Protection Bureau (CFPB) Bulletin 2013-02 (Indirect Auto Lending and Compliance with the Equal Credit Opportunity Act), published March 21, 2013. Amends the Consumer Financial Protection Act of 2010 to direct the CFPB, when proposing and issuing guidance primarily related to indirect auto financing, to: provide for a public notice and comment period before issuing the guidance in final form; make publicly available all information relied on by the CFPB; redact any information exempt from disclosure under the Freedom of Information Act; consult with the Board of Governors of the Federal Reserve System, the Federal Trade Commission (FTC), and the Department of Justice (DOJ); and study the costs and impacts of the guidance to consumers and women-owned, minority-owned, and small businesses.

Amends the S.A.F.E. Mortgage Licensing Act of 2008 to direct the Attorney General to provide appropriate state officials responsible for regulating financial service providers or related businesses (in addition to state officials responsible for regulating state-licensed loan originators) with access to criminal history information to the extent that criminal history background checks are required under state law for the licensing of such parties.

Veterans Dignified Burial Act - Directs the Secretary of Veterans Affairs (VA): (1) upon confirming the veteran status of a deceased veteran in the custody of a local medical examiner, funeral director, county service group, or other similar entity, to request from such entity the specific date of the scheduled interment of such veteran; and (2) during each 30-day period following such request, to repeat the request until such entity confirms that such veteran has been interred. Requires the Secretary, by January 31 of each year, to submit to the House and Senate Veterans' Affairs Committees a report on deceased veterans who were interred after the 30-day period following the date on which the Secretary made such request. Requires the report to include: (1) the number of deceased veterans who were not interred in such 30-day period during the prior year, (2) the number of such deceased veterans who are not interred as of the date of the report, and (3) the entity with custody of each such deceased veteran.

National Historic Vehicle Register Act of 2014 - Authorizes the Director of the National Park Service to expand and maintain a National Historic Vehicle Register composed of: (1) a narrative describing each historic vehicle and its significance, (2) a photographic record of the vehicle, and (3) line drawings or engineering drawings of the vehicle. Requires the Register to be archived in the Library of Congress. Requires the Director to: (1) coordinate with the Historic Vehicle Association in order to invite owners of historic vehicles to participate in the Register, and (2) develop criteria for historic vehicles. Requires the Director, when developing such criteria, to consider vehicles that are: (1) associated with important events or significant people in automotive or U.S. history; (2) distinctive based on design, engineering, craftsmanship, or aesthetic value; or (3) of a particular type that was the first or last produced or among the most well-preserved or authentically restored examples.

Prohibits any federal agency or instrumentality from using federal funding or resources to: (1) consider or adjudicate any new or previously denied application of any alien requesting consideration of deferred action for childhood arrivals, as authorized by Executive memorandum on August 15, 2012; or (2) authorize any alien to work in the United States who was not lawfully admitted into the United States and who is not in lawful status in the United States on the date of enactment of this Act.

Amends the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to declare that any unaccompanied alien child who has not been a victim of a severe form of trafficking in persons or does not have a credible fear of persecution on returning to his or her country of nationality or of last habitual residence shall be: (1) placed in removal proceedings, (2) eligible for voluntary departure at no cost to the child, and (3) provided with access to counsel. (Currently such expedited removal requirements apply only to unaccompanied children from countries that are contiguous to the United States.) Directs the Secretary of State to negotiate agreements with any appropriate country regarding the repatriation of children.

Commonsense Legislative Exceptional Events Reforms Act of 2014 - Amends the Clean Air Act to revise the requirements for regulations that govern the review and handling of air quality monitoring data influenced by exceptional events. (The Environmental Protection Agency [EPA] may exclude monitored exceedances of the National Ambient Air Quality Standards from consideration when designating an area as nonattainment, redesignating an area as nonattainment, or reclassifying an existing nonattainment area to a higher classification if a state demonstrates that an exceptional event caused the exceedances.) Requires the criteria used to determine if an exceptional event was demonstrated to be specific in order to minimize the discretion of the EPA in approving or disapproving the demonstration. Requires the EPA to make a determination within 90 days after the submission of a petition by a state of an exceptional event demonstration. Considers the demonstration approved if the EPA does not make a determination by that deadline. Requires a determination to be based on a preponderance of the evidence and to accord substantial deference to the findings of the state exceptional event demonstration. Establishes an appeal process for reviewing a disapproval of a demonstration.

Condemns and disapproves of the Obama administration's failure to comply with the lawful 30-day statutory reporting requirement in releasing the five senior Taliban members from detention at U.S. Naval Station, Guantanamo Bay, Cuba. Expresses concern over: (1) national security implications that may arise from the Taliban members' release; and (2) the repercussions of negotiating with terrorists, and the risk that such negotiations may further encourage hostilities and the abduction of Americans. Stipulates that further violations of appropriate law are unacceptable. Declares misgivings about the prospect of any similar transfers from Guantanamo, even if undertaken pursuant to statutory requirements. States that the Obama administration's release of the five detainees has burdened unnecessarily the trust in the administration's commitment and ability to work with the legislative branch, and therefore works against the best interest of the people of the United States.

Reauthorizes provisions of the Defense Production Act of 1950 (provides authority for the President and federal agencies to prepare for national defense, military conflicts, disasters, or acts of terrorism using the domestic industrial base to supply materials and services) through September 30, 2019. Revises requirements relating to the Defense Production Act Committee to: (1) direct the Committee to coordinate and plan (currently, advise the President) according to specified priorities and allocation authorities; (2) require the Chairperson to be the head of the agency to which the President has delegated primary responsibility for government-wide coordination of such activities; and (3) require the Chairperson to appoint a coordinator of Committee activities (currently, the President appoints an Executive Director). Expands the Committee's annual report to Congress to include a description of contingency planning by federal agencies, legislative recommendations, and updated copies of federal agencies' rules to promote national defense under both emergency and nonemergency conditions. Requires federal agencies delegated defense production authority to review such rules annually and make updates whenever appropriate. Prohibits the President from: (1) delegating a determination to execute a contract for an industrial resource, material, or critical technology that is essential to national defense; (2) executing contracts for such capabilities unless the purchases are the most cost effective, expedient, and practical alternative method for meeting the need; and (3) taking action to correct an industrial resource shortfall without congressional authorization if such action would cause the aggregate outstanding amount of all such actions to exceed $50 million.

Federal Financial Statement Transparency Act of 2014 - Establishes in the executive branch an independent Federal Accounting Standards Advisory Board (FASAB) to develop federal financial accounting concepts or standards, giving consideration to the budgetary information needs of executive agencies and the needs of users of federal financial information. Directs the Secretary of the Treasury to establish a FASAB operations fund to enable the FASAB to carry out its duties. Requires the Secretary to assess a fee on each sale of a security for deposit into the fund.

Insurance Capital Standards Clarification Act of 2014 - Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act concerning establishment of minimum leverage and minimum risk-based capital requirements on a consolidated basis for a depository institution holding company or a nonbank financial company supervised by the Board of Governors of the Federal Reserve System (Board). States that federal banking agencies shall not be required to subject any person to such minimum capital requirements, to the extent that such person either: (1) acts in its capacity as a regulated insurance entity regulated by a state insurance regulator, or (2) is a regulated foreign subsidiary engaged in the business of insurance (including a regulated foreign affiliate of such subsidiary). Exempts from any requirement to prepare holding company financial statements in accordance with Generally Accepted Accounting Principles any Board-supervised depository institution holding company or nonbank financial company that is also a person regulated by a state insurance regulator or a regulated foreign subsidiary (or a regulated foreign affiliate) that files its holding company financial statements using only Statutory Accounting Principles in accordance with state law.

Travel Promotion, Enhancement, and Modernization Act of 2014 - Amends the Travel Promotion Act of 2009 (TPA) to revise qualifications requirements for members of the Board of Directors of the Corporation for Travel Promotion. Revises requirements for the Corporation's annual report to the Secretary of Commerce (Secretary) to require a description of and rationales for: (1) the Corporation's efforts to focus on specific countries and populations, and (2) its combination of media channels employed in meeting the promotional objectives of its marketing campaign. Directs the Corporation and the Secretary (or their designees) to meet biannually to review procedures to determine the fair market value of goods and services received by the Corporation from non-federal sources. Reduces from 80% to 75% the percentage of the fair market value of those goods and services the Corporation may receive from non-federal sources each fiscal year, increasing from 20% to 25% the federal matching rate. Includes U.S. territories among the states and the District of Columbia whose benefit the Corporation's international travel promotion plan must ensure. Extends the TPA and the Corporation through FY2020. Amends the Immigration and Nationality Act to extend through FY2020 also the authority of the Secretary of Homeland Security (DHS) to charge a fee for use of the electronic travel authorization system to determine, in advance, an alien's eligibility to travel to the United States. Amends the TPA to require the Corporation to establish performance metrics to: (1) measure the impact of its marketing efforts, and (2) demonstrate any cost or benefit to the U.S. economy. Requires the Corporation to report to Congress actions it has taken in response to any recommendations the Government Accountability Office (GAO) might make to it. Requires the Corporation to: (1) establish a competitive procurement process, and (2) certify in its annual report to Congress that any contracts it has entered into were in compliance with that process.

Safe and Accurate Food Labeling Act of 2014 - Amends the Federal Food, Drug, and Cosmetic Act to establish premarket notification requirements for a bioengineered organism intended for a food use or application. Defines “bioengineered organism” to mean a plant or any part of a plant which contains genetic material that has been modified through in vitro recombinant deoxyribonucleic acid (DNA) techniques when such modification could not otherwise be obtained using conventional breeding techniques. Sets forth exceptions if: (1) the bioengineered organism is used for development or testing conducted to generate data and information that could be used in a premarket biotechnology notification or other regulatory submission; (2) a processing aid or enzyme produced from the bioengineered organism is intended to be used to produce food; or (3) food produced from, containing, or consisting of the bioengineered organism is intended to be fed to an animal from which food is intended to be produced or derived. Directs the developer of a bioengineered organism to submit a premarket biotechnology notification to the Secretary of Health and Human Services (HHS) at least 210 days before the organism is first introduced into interstate commerce for a food use or application. Requires such notification to include: (1) the basis for the determination that food produced from, containing, or consisting of that bioengineered organism is as safe for use by humans or animals as comparable marketed foods without the bioengineered organism, and (2) whether any other federal agency is conducting or has conducted any review of the bioengineered organism and the status or conclusions of any such review. Requires the Secretary to determine whether such food is as safe as food made without the bioengineered organism. Requires public disclosure of the premarket notification. Authorizes the Secretary to require the label of such food to disclose a material difference between food produced from, containing, or consisting of a bioengineered organism and its comparable marketed food, as necessary to protect health and safety or to prevent the label or labeling of such food from being false or misleading. Makes these requirements applicable 30 days after enactment of this Act, regardless of whether relevant regulations or guidance have been finalized or issued. Preempts any state or local requirement respecting a bioengineered organism intended for a food use or application, or food produced from, containing, or consisting of a bioengineered organism. Sets forth standards for any food label that contains claims that bioengineering was or was not used in the production of the food. Preempts any state and local labeling requirements with respect to bioengineered food. Requires the Secretary to issue regulations setting standards for a natural claim on food labels. Preempts any state or local regulations that are not identical to the requirements of this Act.

Bureau of Consumer Financial Protection Small Business Advisory Board Act - Amends the Consumer Financial Protection Act of 2010 to direct the Director of the Consumer Financial Protection Bureau (CFPB) to establish a Small Business Advisory Board to: (1) advise and consult with the Bureau in the exercise of the Bureau's functions under the federal consumer financial laws applicable to eligible financial products or services; and (2) provide information on emerging practices of small businesses that provide eligible financial products or services, including regional trends, concerns, and other relevant information. Requires the Director to appoint at least 12 members to such Board.

Lake Berryessa Recreation Enhancement Act of 2014 - Transfers the administrative jurisdiction over specified water and land that is within or adjacent to Lake Berryessa in California from the Bureau of Reclamation to the Bureau of Land Management (BLM) for administration as the Lake Berryessa Recreation Area. Directs the Secretary of the Interior to act in accordance with any existing agreement with any organization for the management of campgrounds and marinas located in the Area. Authorizes the Secretary to develop a management plan for the Area as a new document or by adopting the recreational use plan adopted by the Bureau of Reclamation on June 2, 2006. Declares that, nothing in this Act or any subsequent management plan shall impair the ability of the Bureau of Reclamation and its managing partners to operate, maintain, or manage Monticello Dam, Lake Berryessa, and other Solano Project facilities in accordance with that project's authorized purposes. Requires the Commissioner of Reclamation to continue to administer and operate the Dam and any power facility related to it. Authorizes the Secretary to establish, modify, charge, and collect recreation or concession fees at the Area in accordance with the Federal Lands Recreation Enhancement Act. Permits the Secretary to retain such fees for purposes of managing the Area.

Low Volume Motor Vehicle Manufacturers Act of 2014 - Directs the Secretary of Transportation (DOT) to exempt from certain federal motor vehicle safety and labeling standards (except any standard relating to motor vehicle equipment) up to: (1) 1,000 replica motor vehicles per year manufactured or imported by a low volume manufacturer, and (2) 50 non-replica motor vehicles per year manufactured or imported by a single low volume manufacturer that has evidence of a sales contract. Defines the term "low volume manufacturer" to mean a motor vehicle manufacturer who annually produces no more than 5,000 motor vehicles worldwide. Directs the Secretary to permit manufacturers to assign vehicle identification numbers. Requires manufacturers to register with the Secretary to qualify for an exemption. Directs the Secretary to require a manufacturer to affix a permanent label to: (1) an exempt non-replica motor vehicle that identifies the motor vehicle safety and labeling standards from which that vehicle is exempt, and (2) an exempt replica motor vehicle that designates the model year that vehicle replicates. Subjects low-volume manufacturers to all federal motor vehicle safety defect notification, recall, and remedy requirements if a particular motor vehicle has any defects related to motor vehicle safety or any nonconformities regarding any standards other than specified standards. Amends the Clean Air Act to allow a low volume motor vehicle manufacturer to install in an exempted specifically produced replica or non-replica motor vehicle a motor vehicle engine (including engine emission controls) from a motor vehicle that has been issued a certificate of conformity with Environmental Protection Administration (EPA) emission control standards if certain requirements are met.

Sacramento-San Joaquin Valley Emergency Water Delivery Act - Title I: Central Valley Project Water Reliability - Amends the Central Valley Project Improvement Act (CVPIA) to include among the Act's purposes: (1) to ensure that water dedicated to fish and wildlife purposes is replaced and provided to Central Valley Project (CVP) water contractors by December 31, 2018, at the lowest cost reasonably achievable, and (2) to facilitate and expedite water transfers in accordance with that Act. Redefines "anadromous fish" for purposes of such Act. Defines "reasonable flows" as water flows capable of being maintained taking into account competing consumptive uses of water and economic, environmental, and social factors. Eliminates existing limitations on the authority of the Secretary of the Interior to enter into any new contracts for water supply from the CVP. Directs the Secretary to renew any existing long-term repayment or water service contract, upon request of the contractor, that provides for the delivery of water from the CVP for a period of 40 years (the current contractual term is 25 years). Requires new or renewed contracts to include a provision that requires the Secretary to charge only for water actually delivered. Directs the Secretary to take all necessary actions to facilitate and expedite CVP water transfers in accordance with such Act or any other provision of federal reclamation law and the National Environmental Policy Act of 1969 (NEPA). Grants the Secretary discretion to modify CVP operations to provide reasonable water flows of suitable quality, quantity, and timing to protect all life stages of anadromous fish. Repeals a requirement that not less than 67% of all funds made available to the Restoration Fund under CVPIA be authorized to be appropriated to carry out habitat restoration, improvement, and acquisition provisions of that Act. Requires the CVP and the California State Water Project (SWP) to be operated pursuant to the water quality standards and operational constraints described in the "Principles for Agreement of the Bay-Delta Standards Between the State of California and the Federal Government," dated December 15, 1994 (Bay-Delta Accord of 1994), without regard to the Endangered Species Act of 1973 (ESA) or any other law pertaining to the operation of the CVP and the SWP. Prohibits the Secretaries of the Interior and Commerce from distinguishing between natural-spawned and hatchery-spawned or otherwise artificially propagated strains of a species in making any determination under ESA that relates to any anadromous fish species that are present in the Sacramento and San Joaquin Rivers or their tributaries and that ascend those rivers and their tributaries to reproduce after maturing in the San Francisco Bay or the Pacific Ocean. Adds the Kettleman City Community Services District as an authorized service area of the CVP. Directs the Secretary to enter into a long-term contract for the delivery of up to 900 acre-feet of CVP water for municipal and industrial use. Directs the Secretary to offer to the Oakdale Irrigation District, the South San Joaquin Irrigation District, and the Calaveras County Water District a contract enabling such districts to collectively impound and store a portion of their Stanislaus River water rights in the New Melones Reservoir in accordance with applicable terms of the Warren Act. Establishes a pilot program to remove non-native predatory fish from the Stanislaus River. Directs the Secretary, if the San Luis Reservoir does not fill by the last day of February, to permit any entity with an agricultural water service or repayment contract for the delivery of water from the Delta Division or the San Luis Unit to reschedule into the immediately following contract year (i.e., March 1 through the last day of February) any unused CVP water previously allocated for irrigation purposes. Title II: San Joaquin River Restoration - Directs the Secretary of the Interior to cease any action to implement the Stipulation of Settlement dated September 13, 2006, in the litigation entitled Natural Resources Defense Council, et al. v. Kirk Rodgers, et al., U.S. District Court, Eastern District of California. Amends the San Joaquin River Restoration Settlement Act to eliminate references to such Stipulation of Settlement and to direct the Secretary, beginning on March 1, 2015, to modify Friant Dam operations to release restoration flows in a manner that improves the fishery in the San Joaquin River between Friant Dam and Gravelly Ford. Directs the Secretary, prior to October 1, 2015, to: (1) identify the impacts associated with the release of such restoration flows; (2) identify measures necessary to mitigate impacts on adjacent and downstream water users, landowners, and agencies as a result of such restoration flows; and (3) implement all such mitigation measures identified before such restoration flows are commenced. Repeals provisions relating to settlement of litigation regarding restoration of the San Joaquin River reintroduction of the California Central Valley Spring Run Chinook salmon into such River. Title III: Repayment Contracts and Acceleration of Repayment of Construction Costs - Directs the Secretary of the Interior, upon request of the contractor, to convert all existing long-term CVP contracts to contracts that require a contractor to pay the remaining balance of construction at a Treasury rate discount. Title IV: Bay-Delta Watershed Water Rights Preservation and Protection - Directs the Secretary of the Interior (notwithstanding the provisions of this Act, federal reclamation law, or the ESA), in the operation of CVP, to: (1) strictly adhere to state water rights law governing water rights priorities by honoring water rights senior to those belonging to CVP, regardless of the source of priority; and (2) strictly adhere to and honor water rights and other priorities that are obtained or that exist under the California Water Code. Requires any action taken by the Secretary or the Secretary of Commerce to protect any species listed under the ESA that affects the diversion of water or involves the release of water from any CVP water storage facility to be applied in a manner that is consistent with water rights priorities established by state law. Directs the Secretary and the Secretary of Commerce, in implementing the ESA in the Bay-Delta and on the Sacramento River, to apply any limitations on the operation of CVP or to formulate any reasonable prudent alternative associated with CVP's operation in a manner that strictly adheres to and applies water rights priorities for project water and base supply provided for in the Sacramento River settlement contracts. Directs the Secretary, subject to the absolute priority of Sacramento River settlement contractors, to allocate water provided for irrigation purposes to existing CVP agricultural water service contractors within the Sacramento River Watershed. Directs the Secretary to ensure that there are no redirected adverse water supply or fiscal impacts to those within the Sacramento River or San Joaquin River watershed or to the SWP arising from the Secretary's operation of CVP to meet legal obligations. Title V: Miscellaneous - Declares that: (1) coordinated operations between CVP and SWP, previously requested and consented to by the state of California and the federal government, require assertion of federal supremacy to protect existing water rights throughout the system; (2) these circumstances are unique to California; and (3) nothing in this Act shall serve as precedent in any other state. Declares that this Act shall not affect the Proclamation of State of Emergency and the associated executive order issued on January 17, 2014, by the Governor of California. Amends the Wild and Scenic Rivers Act to: (1) decrease the length of a segment of the Lower Merced River in California designated as a wild and scenic river; and (2) revise provisions concerning the water surface level of Lake McClure in Mariposa County, California.

Responsible Rail and Deterring Deficiency Act - Declares that the Congress determines that a certain California high-speed train project would not be adequately served by continuation of federal assistance. Directs the Federal Railroad Administration (FRA), based upon that determination, to exercise its right under the grant agreement (entered into between the FRA and the California High Speed Rail Authority numbered FR-HSR-0009-10-01-05 on December 5, 2012) to suspend any further financial assistance for the project until: (1) the California High Speed Rail Authority certifies to the FRA that it has access to state funds, or other non-federal funds, in the amounts specified in the grant agreement and such funds are available to meet the Authority's financial obligations under that agreement; or (2) September 30, 2017. Prohibits the FRA from amending, supplementing, or otherwise changing the terms of the grant agreement until the requirements for suspension of federal assistance have been met.

Pay Back the Taxpayers Act of 2014 - Prohibits the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) (government sponsored enterprises or GSEs), during the term of any conservatorship or receivership, from making any contribution or transfer to, or allocating or setting aside any amounts for, the Housing Trust Fund or the Capital Magnet Fund. Requires any amounts paid or repaid to the Secretary of the Treasury by a GSE in any form, during any conservatorship or receivership of the GSE, to be covered into the General Fund of the Treasury and used only for reducing the federal budget deficit.

Fairness for Community Job Creators Act - Amends the Bank Holding Company Act of 1956 relating to prohibitions on proprietary trading and certain relationships with hedge and private equity funds (Volcker Rule). Prohibits any construction of these prohibitions to require the divestiture of collateralized debt obligations that were issued before December 10, 2013, if, as of that date, those obligations are predominantly backed by trust-preferred securities.

Health Exchange Security and Transparency Act of 2014 - Requires the Secretary of Health and Human Services (HHS) to notify an individual within two business days after discovery of any breach of security of any system maintained by a health care exchange established under the Patient Protection and Affordable Care Act which is known to have resulted in the theft of or unlawful access to the individual's personally identifiable information.

Reaffirms the commitment of the House of Representatives to prevent Iran from acquiring a nuclear weapons capability. Declares that Iran should: (1) dismantle all enrichment facilities and cease all centrifuge production; (2) dismantle its Arak heavy-water plutonium reactor and cease all heavy-water production efforts; (3) allow inspections and monitoring of all nuclear and weapons-testing facilities and fully implement the Additional Protocol to the Nuclear Non-Proliferation Treaty; (4) cease the development, production, and testing of long-range ballistic missiles; (5) cease and dismantle the development of a nuclear warhead and cease other weaponization efforts; (6) suspend support for terrorist organizations including Hamas and Hezbollah, as well as the Assad regime in Syria; and (7) reduce human rights violations, including the persecution of religious minorities and unjust imprisonment of innocent U.S. citizens. Reaffirms the need for additional economic sanctions against Iran should it fail to meet the negotiated terms of the interim nuclear agreement of November 2013 within six months.

Requires the House of Representatives to bring a civil action in the U.S. District Court for the District of Columbia for declaratory or injunctive relief to challenge any of the following policies or actions: the Department of Health and Human Services (HHS) policy that, for health insurance coverage that is renewed for a policy year between January 1, 2014, and October 1, 2014, health insurance issuers may continue to offer coverage that would otherwise be terminated or cancelled for noncompliance with various requirements of title XXVII of the Public Health Service Act (relating to health insurance coverage, individual group market reforms, and general reforms) and corresponding portions of the Employee Retirement Income Security Act, and the Internal Revenue Code, as announced by the Center for Medicare and Medicaid Services on November 14, 2013; the one-year delay in the application of the reporting requirements of the Code (and its related requirements with respect to shared responsibility for employers regarding health coverage), as provided under Department of the Treasury Notice 2013-45, as announced by the Department on July 2, 2013; the Department of Homeland Security (DHS) policy to exercise prosecutorial discretion for individuals who came to the United States as children, as announced by DHS on June 15, 2012; and the authorization, approval, renewal, modification, or extension of any experimental, pilot, or demonstration project under the Social Security Act (SSA) that waives compliance with any of its mandatory work requirements through a waiver of SSA state family assistance plan requirements. Derives any amounts obligated or expended by the House to carry out this resolution during a fiscal year from existing appropriations for House salaries and expenses for that fiscal year. Provides that nothing in this resolution may be construed as authorizing an increase in the amount of budget authority available to the House for that fiscal year.

Humane Care for Primates Act of 2013 - Directs the Secretary of Health and Human Services (HHS) to promulgate a final rule revising federal regulations regarding the importation of nonhuman primates (i.e. chimpanzees, gorillas, orangutans, macaques, and numerous other species) to expand the categories of uses for which nonhuman primates may be imported and distributed to include live nonhuman primates imported into the United States by a certified primate sanctuary for purposes of providing lifetime shelter and care. Requires such rule to establish a process for the certification of facilities as primate sanctuaries for purposes of the importation, shelter, and care of nonhuman primates.

CFPB Slush Fund Elimination Act of 2013 - Amends the Consumer Financial Protection Act of 2010 to repeal the Consumer Financial Civil Penalty Fund, into which are deposited any civil penalties paid in judicial or administrative actions under federal consumer financial laws. Requires the Board of Governors of the Federal Reserve System to deposit all such civil penalties, and all amounts currently in the Civil Penalty Fund, into the Treasury's general fund.

Uniting and Strengthening America by Fulfilling Rights and Ending Eavesdropping, Dragnet-collection, and Online Monitoring Act or the USA FREEDOM Act - Amends the Foreign Intelligence Surveillance Act of 1978 (FISA) to set forth additional requirements for obtaining orders for business records in counterterrorism investigations, including requiring that the records sought pertain to a foreign power, an agent of a foreign power, or an individual in contact with, or known to a suspected agent of, a foreign power. Requires additional information if the applicant is seeking a nondisclosure requirement in connection with such request. Allows the Director of the Federal Bureau of Investigation (FBI) to apply for renewals of nondisclosure requirements. Authorizes the Attorney General (AG) to require the production of call data records by the provider of a wire or electronic communication service. Amends the USA PATRIOT Improvements and Reauthorization Act of 2005 to require the Inspector General (IG) of the Department of Justice (DOJ), for 2010 through 2013, to report on an examination of the minimization procedures (procedures designed to minimize the acquisition and retention of information and to prohibit its unauthorized dissemination) used in relation to business records orders. Imposes additional requirements on the authorized use of pen registers and trap and trace devices (devices for recording incoming and outgoing telephone numbers), including that: (1) the information sought must pertain to a foreign power, agent thereof, or individual in contact with or known to such an agent; and (2) the application must contain a statement of proposed minimization procedures. Requires audits of the effectiveness and use of such devices. Prohibits the searching of collections of communications of U.S. persons, except: (1) under an order or authorization for electronic surveillance or physical search, (2) with the consent of such person, or (3) under a reasonable belief that the life or safety of the person is threatened and the information is sought to assist that person. Limits the collection of wholly domestic communications of a U.S. person to those communications: (1) to which any party is a target of the acquisition; or (2) that contain an identifier of a target of an acquisition, only if the communications are acquired to protect against international terrorism or the proliferation of weapons of mass destruction. Prohibits receiving into evidence any information obtained in an acquisition against any U.S. person for which a deficiency in the procedures for acquiring such information is identified by the Foreign Intelligence Surveillance Court (FISA Court). Authorizes the FISA Court, if the government corrects any deficiencies so identified, to permit the use or disclosure of information acquired before the correction under such minimization procedures as the FISA Court shall establish. Repeals on June 1, 2015, FISA procedures regarding the targeting of non-U.S. persons located outside the United States in order to acquire foreign intelligence information. Requires reviews of surveillance targeting and minimization procedures by the IG of the Intelligence Community (IC), including mandatory review with respect to the privacy rights of U.S. persons. Establishes within the judicial branch an Office of the Special Advocate to participate in proceedings before the FISA Court and the Foreign Intelligence Surveillance Court of Review, request reconsiderations of FISA Court decisions, and participate in appeals and reviews. Requires the Special Advocate to vigorously advocate in support of legal interpretations that protect individual privacy and civil liberties. Requires the Attorney General to publicly disclose specified information in connection with FISA Court or FISA Court of Review decisions appealed by the Special Advocate. Requires the release of as much information regarding the facts and analysis in such decisions as is consistent with legitimate national security concerns. Authorizes the FBI Director to request from a communication service provider the name, address, length of service, and local and long distance billing records of a person as part of a national security investigation only if there are reasonable grounds to believe that the information sought pertains to a foreign power, an agent of a foreign power, or an individual in contact with, or known to a suspected agent of, a foreign power. Provides similar requirements with respect to an FBI request for information from financial institutions and consumer reporting agencies. Revises provisions prohibiting the disclosure of the receipt of a national security letter by such providers, institutions, and agencies to except disclosure to: (1) those persons to whom disclosure is necessary to comply with the request, (2) an attorney in order to obtain legal advice or assistance regarding the request, or (3) other persons as permitted by the FBI. Includes under such prohibition (with the same exceptions) national security letters issued in connection with the investigation of persons with access to classified information. Allows affected communications providers, financial institutions, and consumer reporting agencies to seek judicial review of requests for information. Requires the DOJ IG to report results of audits of national security letters issued during 2010 through 2013. Amends provisions of FISA, the Right to Financial Privacy Act of 1978, the National Security Act of 1947, and the Fair Credit Reporting Act (FCRA) concerning national security letters to, effective June 1, 2015, make such provisions read as they read on October 25, 2001. Allows electronic service providers to publicly report on information provided under FISA orders and national security letters. Exempts such providers from liability with respect to such reports. Revises requirements concerning government reporting on the use of FISA orders and national security letters. Amends the Intelligence Reform and Terrorism Prevention Act of 2004 to remove the AG as a required intermediary for subpoenas in connection with authorized activities of the Privacy and Civil Liberties Oversight Board.

Keep Your Health Plan Act of 2013 - Permits a health insurance issuer that has in effect health insurance coverage in the individual market as of January 1, 2013, to continue offering such coverage for sale during 2014 outside of a health care exchange established under the Patient Protection and Affordable Care Act. Treats such coverage as a grandfathered health plan for purposes of an individual meeting the requirement to maintain minimum essential health coverage.

Amends the Consumer Financial Protection Act of 2010 to direct the Consumer Financial Protection Bureau (CFPB) to: (1) disclose to a consumer all information (and their sources) held by the CFPB with respect to that consumer, including any person or other federal department or agency to which the CFPB disclosed the information; and (2) truncate in the disclosure the first five digits of the consumer's Social Security number (or similar identification number), if the consumer so requests and the CFPB has received appropriate proof of the requester's identity. Permits consumers to request such a disclosure: (1) online, with a link prominently displayed on the CFPB website; (2) via U.S. mail; and (3) via a toll-free telephone number.

Rewarding Achievement and Incentivizing Successful Employees Act or RAISE Act - Amends the National Labor Relations Act to declare that neither its prohibition against interference by an employer with employees' right to bargain collectively, nor the terms of a collective bargaining agreement entered into between employees and an employer after enactment of this Act, shall prohibit an employer from paying an employee higher wages, pay, or other compensation than the agreement provides for.

Honoring the Fort Hood Heroes Act - Directs: (1) the Secretary of the military department concerned to award the Purple Heart to members of the Armed Forces (members) who were killed or wounded in the attack at Fort Hood, Texas, on November 5, 2009; and (2) the Secretary of Defense (DOD) to award the Secretary of Defense Medal for the Defense of Freedom to civilian employees and contractors of DOD who were killed or wounded in such attack. Deems, for purposes of all applicable federal benefit laws, regulations, and policies: (1) such members to have been killed or wounded in a combat zone as the result of an enemy act; and (2) such employees to have been killed or wounded by hostile action while serving with the Armed Forces in a contingency operation and to have been killed or wounded in a terrorist attack. Excludes any member whose death or wound was the result of willful misconduct. Applies such provisions to post-traumatic stress disorder (PTSD) or other psychological injuries that were a a result of such attack.

Defending American Taxpayers From Abusive Government Takings Act of 2013 - Amends the Federal National Mortgage Association Charter Act, the Federal Home Loan Mortgage Corporation Act, the National Housing Act, and the Housing Act of 1949, respectively, to prohibit the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) from purchasing, the Federal Housing Authority (FHA) from insuring, and the Department of Agriculture from newly guaranteeing, making, or insuring any mortgage secured by a structure or dwelling unit located in a county in which the state, including an agency or local government, has used the power of eminent domain to take a residential mortgage.

Veterans Access to Timely Medical Appointments Act - Directs the Secretary of Veterans Affairs to implement a standardized policy to ensure that veterans enrolled in the Department of Veterans Affairs (VA) health care system are able to schedule: (1) primary care medical appointments within 7 days of the date requested, and (2) specialty care medical appointments within 14 days of the date requested. Directs the Secretary to: (1) ensure that such policy will provide reliable data regarding the length of time that veterans are waiting for such appointments, (2) issue detailed guidance to the directors of the Veterans Integrated Service Networks to ensure the consistent implementation of such policy, (3) ensure that only VA employees who have completed required training are allowed to schedule medical appointments, and (4) assess the resources of each Network every 180 days to determine the Network's ability to meet such scheduling requirements. Requires the Secretary to direct each VA medical center to provide oversight of telephone access and implement the best practices outlined in the VA telephone systems improvement guide, including practices to ensure that: (1) calls are answered in a timely manner and patient messages will have a return call within 24 hours, and (2) a call center at each such center is properly staffed to meet the needs of the veteran population served. Directs the Inspector General of the VA to submit an annual report on the Secretary's progress in implementing this Act.

Amends the FAA Modernization and Reform Act of 2012, with respect to rollovers to a traditional or Roth individual retirement account (IRA) of payments to qualified airline employees in commercial airline carrier bankruptcy cases, to: (1) extend the period for filing a claim for refund of an overpayment of tax resulting from the receipt of such payments (i.e., by the later of April 15, 2015, or the expiration of the limitation period for filing refund claims); (2) modify the definition of "airline payment amount" to include payments in an airline carrier bankruptcy case filed after September 11, 2001, and before January 1, 2007, or on November 29, 2011; and (3) modify the definition of "qualified airline employee" to include an employee who was a participant in a defined benefit plan maintained by an airline carrier that was frozen effective November 1, 2012.

Academic Partnerships Lead Us to Success Act or the A PLUS Act - Allows each state to submit to the Secretary of Education a declaration of intent, applicable for up to five years, permitting it to receive federal funds on a consolidated basis that would otherwise be directed toward specific programs furthering the stated purpose of title I (Improving the Academic Achievement of the Disadvantaged) of the Elementary and Secondary Education Act of 1965. Requires each declaration to be formulated by a combination of specified State Authorizing Officials or by referendum and to list the programs for which consolidated funding is requested. Allows states to use such funds for any educational purpose permitted by state law, but requires them to make certain assurances that they will use fiscal control and fund accounting procedures, abide by federal civil rights laws, and advance educational opportunities for the disadvantaged. Allows states to amend their declarations. Allows each declaration state to adopt new academic assessments and standards or apply those described under the Elementary and Secondary Education Act of 1965, but requires each state to have a single system of assessments and standards that includes student proficiency goals. Requires each declaration state to: (1) inform the public about its student achievement assessment system; (2) report annually on student progress toward the state's proficiency standards, disaggregating performance data by specified student groups; and (3) keep aggregate spending on elementary and secondary education at no less than 90% of such spending for the school year coinciding with this Act's enactment. Limits administrative expenses. Requires each declaration state to provide for the equitable participation of private school children and teachers in the activities assisted under its declaration of intent.

Death Tax Repeal Act of 2013 - Amends the Internal Revenue Code to: (1) repeal the estate and generation-skipping transfer taxes, and (2) make permanent the maximum 35% gift tax rate and a $5 million lifetime gift tax exemption. Provides for an inflation adjustment to such exemption amount.
