Putting Our Resources Toward Security (PORTS) Act - Directs the Secretary of Homeland Security, between FY2012-FY2016, to increase the number of full-time Customs and Border Protection officers, agriculture specialists, and border security support personnel for U.S. ports of entry by not fewer than 5,000, 1,200, and 350, respectively, above the number of such personnel for which funds were made available during FY2010. Authorizes appropriations to the Administrator of the General Services Administration (GSA) for each of FY2012-FY2016 to make improvements to existing U.S. ports of entry to improve border security. Directs the Administrator to give priority to ports determined to be in most need of repair in accordance with required infrastructure assessment studies.

Space Shuttle Retirement Act - Makes the following locations the homes of the retiring Space Shuttles of the National Aeronautics and Space Administration (NASA): (1) the Kennedy Space Center Visitor Complex in Florida for Shuttle Atlantis, (2) the California Science Center in California for Shuttle Enterprise, (3) the Steven F. Udvar-Hazy Center in Virginia for Shuttle Discovery, and (4) the Johnson Space Center in Texas for Shuttle Endeavour.

Hunting, Fishing, and Recreational Shooting Protection Act - Amends the Toxic Substances Control Act (TSCA) to exclude from the definition of "chemical substance" for purposes of such Act: (1) any component of any pistol, revolver, firearm, shell, or cartridge the sale of which is subject to federal excise tax, including shot, bullets and other projectiles, propellants, and primers; and (2) any sport fishing equipment the sale of which is subject to federal excise tax and sport fishing equipment components.

Amends the Intermodal Surface Transportation Efficiency Act of 1991 to include U.S. Route 83 from U.S. Route 281 to U.S. Route 77 as part of the high priority Lower Rio Grande Valley Corridor of the National Highway System in Texas. Declares that the requirement of connection to an existing Interstate System segment shall not apply to segments of the Lower Rio Grande Valley Corridor or to the U.S. Route 59 Corridor from Laredo through Houston to near Texarkana, Texas.

National Security and Federal Lands Protection Act - Prohibits the Secretary of the Interior and the Secretary of Agriculture (USDA) from taking action on public lands which impede the border security activities of the Secretary of Homeland Security (DHS) (Secretary). States that the Secretary shall have immediate access to any public land managed by the federal government in order to conduct activities that assist in securing the border (including access to maintain and construct roads, construct a fence, use patrol vehicles, and set up monitoring equipment). States that a specified waiver by the Secretary of certain laws regarding sections of the international border between the United States and Mexico and between the United States and Canada shall apply to all sections of the international land and maritime borders of the United States within 100 miles of such borders with respect to the Secretary's activities under this Act.

Voluntary Protection Program Act - Directs the Secretary of Labor to enter into cooperative agreements with employers to: (1) encourage establishment of comprehensive safety and health management systems to protect employees from occupational hazards, and (2) establish a voluntary protection program to encourage excellence and recognize its achievement in both the technical and managerial protection of employees from occupational hazards. Requires the Secretary to take necessary steps for the orderly transition from Occupational Safety and Health Administration (OSHA) cooperative agreements and voluntary protection programs existing before enactment of this Act to agreements and programs authorized under this Act. Directs the Secretary to establish a program to increase small business participation in the voluntary protection program.

Expresses the sense of Congress that now that evidence is available that nullifies the most controversial aspects of the United Nations Fact Finding Mission on the Gaza Conflict (the Goldstone Report) the United Nations (U.N.) should formally retract the Report. Directs the Secretary of State to withhold U.S. contributions to the regularly assessed U.N. biennial budget until the U.N. formally retracts the Report. Defines "formally retracts" as a U.N.-adopted resolution stating that insufficient information relating to the Report's subject matter was available before its release and that the Report is annulled.

Bureau of Consumer Financial Protection Accountability and Transparency Act of 2011 - Amends the Consumer Financial Protection Act of 2010 to remove the Bureau of Consumer Financial Protection, an independent bureau in the Federal Reserve System, to the Department of the Treasury, where it would not be autonomous. Repeals the requirement of an annual transfer to the Bureau of funds from the Board of Governors of the Federal Reserve System. Subjects the Bureau to the regular authorization, budget, and appropriations process of the Department of the Treasury. Repeals establishment of the Bureau of Consumer Financial Protection Fund and of a Victims Relief Fund. Replaces the authorization of appropriations for FY2010-FY2014 with an authorization for only FY2011-FY2012.

Establishing Public Accountability Act of 2011 - Requires notice of a rule making by the Environmental Protection Agency (EPA) to include a statement that identifies any net gain or loss of domestic jobs that is likely to result if the rule is adopted and the analysis used to identify that net gain or loss.

Secure Border Act of 2011 - Directs the Secretary of Homeland Security (DHS) to submit to the House Committee on Homeland Security and the Senate Committee on Homeland Security and Governmental Affairs a comprehensive strategy for gaining operational control of the international borders of the United States within five years.

Ensuring Pay for Our Military Act of 2011 - Requires the Secretary of the Treasury, during a federal funding gap impacting the Armed Forces, to transfer to the Secretary of Defense (DOD), and the Secretary of Homeland Security (DHS) in the case of the Coast Guard, amounts necessary to continue to provide pay and allowances to members of the Armed Forces, including the reserves, who perform active service during the funding gap. Prohibits any such transfer after December 31, 2011.

Healthcare Fiscal Accountability Act of 2011 - Amends the Patient Protection and Affordable Care Act (PPACA) to convert specified funding under such Act from a direct appropriation to an authorization of appropriations or from a transfer to an authorization of such transfer, including funding for: (1) the establishment of a temporary high-risk pool for uninsured individuals with preexisting conditions, (2) the establishment of a temporary reinsurance program for early retirees, (3) health insurance exchanges, and (4) the Prevention and Public Health Fund. Rescinds or restores the unobligated balances of funds available pursuant to such direct appropriations or transfers, respectively. Repeals provisions of PPACA, as if such provisions had not been enacted, that appropriate funds to the Children's Health Insurance Program (CHIP, formerly known as SCHIP) for allotments to states, the Child Enrollment Contingency Fund, and outreach and enrollment grants. Repeals provisions of PPACA appropriating funds, except with respect to FY2010 or FY2011, for: (1) allotments to states for abstinence education, (2) special projects of regional and national significance for the development and support of family-to-family health information centers for families of children with disabilities or special health care needs, and (3) the National Clearinghouse for Long-Term Care Information. Rescinds the unobligated portion of funds available pursuant to such provisions for FY2010-FY2011.

Death Tax Repeal Permanency Act of 2011 - Amends the Internal Revenue Code to: (1) repeal the estate and generation-skipping transfer taxes, and (2) make permanent the maximum 35% gift tax rate and a $5 million lifetime gift tax exemption.

Equity in Government Compensation Act of 2011 - Requires the Director of the Federal Housing Finance Agency to: (1) suspend immediately the compensation packages approved for 2011 for the executive officers of the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) (government-sponsored enterprises or GSEs); and (2) establish, in lieu of such packages, a compensation system for such officers in accordance with the rates of pay for positions in the Executive Schedule and the Senior Executive Service of the federal government. Expresses the sense of Congress that each executive officer of Fannie Mae and Freddie Mac whose compensation package is suspended should return to the Secretary of the Treasury (clawback) any compensation earned in 2010 that was in excess of the maximum annual rate of basic pay authorized for a position in level I of the Executive Schedule. Instructs the Secretary of the Treasury to transfer any such amounts returned to the Secretary to a specified account in the Treasury for receiving gifts and proceeds from their sale or redemption, and dedicated to reducing the public debt. Establishes requirements for determining compensation rates for GSE employees according to the General Schedule for federal civil service employees.

Reversing President Obama's Offshore Moratorium Act - Amends the Outer Continental Shelf Lands Act to direct the Secretary of the Interior to make available for leasing and to conduct lease sales including: (1) at least 50% of the available unleased acreage within each outer Continental Shelf (OCS) planning area considered to have the largest undiscovered, technically recoverable oil and gas resources (on a total btu basis) based upon the most recent national geologic assessment of the OCS, with an emphasis on offering the most geologically prospective parts of the planning area; and (2) any state subdivision of an OCS planning area that the governor of such state requests be made available for leasing. Directs the Secretary, in the 2012-2017 5-year oil and gas leasing program, to make available for leasing OCS planning areas that are estimated to contain more than 2.5 billion barrels of oil or more than 7.5 trillion cubic feet of natural gas. Directs the Secretary, in developing a 5-year oil and gas leasing program, to determine a domestic strategic production goal for the development of oil and natural gas. Makes the production goal for the 2012-2017 5-year oil and gas leasing program an increase by 2027 in daily production of at least 3 million barrels of oil and 10 billion cubic feet of natural gas. Directs the Secretary to issue regulations providing for: (1) issuance of seismic surveying cost credits for the provision of data from seismic surveying of the OCS; and (2) use of such credits for payment of bonus bids owed for oil and gas lease sales in the planning area where the seismic survey was conducted.

Putting the Gulf of Mexico Back to Work Act - Amends the Outer Continental Shelf Lands Act to direct the Secretary of the Interior (who currently is only authorized) to require that any lessee operating under an approved exploration plan obtain: (1) a permit before drilling any well in accordance with such plan, and (2) a new permit before drilling any well of a design significantly different from the design for which an existing permit was issued. Prohibits the Secretary from issuing a permit without ensuring that the proposed drilling operations meet all: (1) critical safety system requirements including blowout prevention, and (2) oil spill response and containment requirements. Requires the Secretary to decide whether to issue a permit within 30 days after receiving an application. Allows up to two 15-day extensions of such deadline. Prescribes implementation procedures. Imposes a deadline for certain permit applications under existing leases. Establishes any district court within the 5th circuit as the exclusive venue for certain civil actions relating to covered energy projects in the Gulf of Mexico unless there is no proper venue within any 5th circuit court. Defines a covered action as one seeking relief (other than money damages) and stating a claim that an agency or an agency officer or employee acted or failed to act in an official capacity or under color of legal authority regarding such a project. Sets forth a time limitation governing: (1) filing a covered civil action, (2) judicial granting or approval of prospective relief, and (3) attorneys’ fees and other court costs. Specifies limitations upon: (1) prospective relief; and (2) attorneys' fees, expenses, and other court costs.

Restarting American Offshore Leasing Now Act - Directs the Secretary of the Interior to conduct specified proposed offshore oil and gas lease sales as follows: (1) lease sale 216 in the Central Gulf of Mexico within four months after enactment of this Act; (2) lease sale 218 in the Western Gulf of Mexico within eight months after enactment of this Act; (3) lease sale 220 on the Outer Continental Shelf offshore Virginia within one year after enactment of this Act; and (4) lease sale 222 in the Central Gulf of Mexico no later than June 1, 2012. Prohibits the Secretary from making any Offshore Virginia tract available for leasing if it would conflict with military operations. Declares that, for purposes of such proposed lease sales, specified Environmental Impact Statements are deemed to satisfy the requirements of the National Environmental Policy Act of 1969.

GSE Risk and Activities Limitation Act of 2011 - Amends the Housing and Community Development Act of 1992 to prohibit the Director of the Federal Housing Finance Agency from approving any new products of the Federal National Mortgage Association (Fannie Mae) or the Federal Home Loan Mortgage Corporation (Freddie Mac) (Government-sponsored enterprises or GSEs) during any term of conservatorship or receivership.

GSE Debt Issuance Approval Act of 2011 - Amends the Housing and Community Development Act of 1992 to prohibit the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) (government-sponsored enterprises or GSEs) from issuing any debt security, obligation, or instrument unless it gets advance approval from the Secretary of the Treasury.

GSE Portfolio Risk Reduction Act of 2011 - Amends the Housing and Community Development Act of 1992 to prohibit the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) (government-sponsored enterprises or GSEs) from owning mortgage assets in excess of: (1) $700 billion one year after enactment of this Act; (2) $600 billion two years after enactment of this Act; (3) $475 billion three years after enactment of this Act; (4) $350 billion four years after enactment of this Act; and (5) $250 billion five years after enactment of this Act.

GSE Subsidy Elimination Act of 2011 - Amends the Housing and Community Development Act of 1992 to require the Director of the Federal Housing Finance Agency to require the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) (government-sponsored enterprises or GSEs) to charge a guarantee fee in connection with any guarantee of the timely payment of principal and interest on securities, notes, and other obligations based on or backed by mortgages on residential real properties designed principally for occupancy of from one to four families. Requires the fee to be set at an amount that appropriately reflects risk of loss as well as the cost of capital allocated to similar assets held by other fully private regulated financial institutions. Directs the Director to require each GSE to increase its guarantee fee gradually over two years in a manner sufficient to comply with this Act.

Access to Professional Health Insurance Advisors Act of 2011 - Amends the Public Health Service Act to exclude remuneration paid for licensed independent insurance producers from administrative cost calculations for purposes of calculating the medical-loss ratio of a health insurance plan. Defines "independent insurance producer" to mean an insurance agent or broker, insurance consultant, benefit specialist, limited insurance representative, and any other person required to be licensed under the laws of the particular state to sell, solicit, negotiate, service, effect, procure, renew, or bind policies of insurance coverage or offer advice, counsel, opinions, or services related to insurance. Requires the Secretary of Health and Human Services (HHS), when a state requests an adjustment of a medical-loss ratio, to defer to the state's findings and determinations as to whether enforcing the required medical-loss ratio may destabilize the individual or small group markets for health insurance.

Fiscal Responsibility and Retirement Security Act of 2011 - Repeals provisions of the Public Health Service Act enacted under the Patient Protection and Affordable Care Act (entitled the Community Living Assistance Services and Supports Act or the CLASS Act) which establish a national, voluntary insurance program for purchasing community living assistance services and supports in order to provide individuals with functional limitations with tools that will allow them to maintain their personal and financial independence and live in the community. Amends the Deficit Reduction Act of 2005 to repeal provisions providing appropriations for the National Clearinghouse for Long-Term Care Information through FY2015.

Protecting Gun Owners in Bankruptcy Act of 2011 - Amends federal bankruptcy law to permit an individual debtor to exempt from the property of the estate in bankruptcy the debtor's aggregate interest, not to exceed $3,000, in a single rifle, shotgun, or pistol or any combination of them.

GSE Bailout Elimination and Taxpayer Protection Act - Sets a deadline for the Director of the Federal Housing Finance Agency (FHFA) to terminate the conservatorship of either the Federal National Mortgage Association (Fannie Mae) or the Federal Home Loan Mortgage Corporation (Freddie Mac) if the Director determines that it is financially viable. (Refers to both Fannie Mae and Freddie Mac as enterprises [government-sponsored enterprises, or GSEs].) Requires the Director to appoint the FHFA immediately as receiver of either enterprise if it is found not to be financially viable. Amends the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 (FHEFSSA) to repeal: (1) its housing goals, and (2) the housing trust fund. Amends the Housing and Community Development Act of 1992 to restrict the authority of an enterprise to acquire mortgage assets following its emergence from conservatorship. Repeals certain temporary, general, and permanent high-cost area increases to conforming loan limits. Establishes new conforming loan limits. Amends FHEFSSA to require the Director to require each enterprise to charge a guarantee fee, in connection with any mortrgage guaranteed after a specified three-year period, in an amount equivalent to that which the enterprise would charge if it were held to the same capital standards as private banks or financial institutions. Amends the Federal National Mortgage Association Charter Act (FNMACA) and the Federal Home Loan Mortgage Corporation Act (FHLMCA) to prohibit reduction in the rate of dividends paid on each enterprise's Variable Liquidation Preference Senior Preferred Stock. Amends FHEFSSA to require the Director to establish minimum levels of capital for the enterprises, including levels in excess of such minimums as necessary or appropriate in light of an enterprise's particular circumstances. Authorizes the Director to deem failure of an enterprise to maintain revised minimum capital levels to constitute an unsafe and unsound condition. Amends FNMACA and FHLMCA to: (1) prohibit the enterprises from purchasing mortgages if the mortgagor has paid less than the specified minimum downpayment; and (2) require the enterprises to pay state and local taxes. Repeals the exemption of mortgage-backed securities and subordinate obligations of Fannie Mae, as well as mortgage-backed securities of Freddie Mac, from regulation by the Securities and Exchange Commission (SEC), thus subjecting such securities and obligations to SEC regulation. Prescribes a deadline and procedures for the wind down of operations and dissolution of an enterprise three years after enactment of this Act.

Welfare Reform Act of 2011 - Welfare Reform Restoration Act - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to revise the TANF program by: (1) eliminating the temporary modification of the caseload reduction credit, and (2) reducing funding of state family assistance grants. Amends the Food and Nutrition Act of 2008 to: (1) restore its former name, the Food Stamp Act of 1977, and restore its text as if the Food, Conservation, and Energy Act of 2008 had not been enacted; (2) rename supplemental nutrition assistance program benefits as the food stamp program; (3) revise work requirements for the food stamp program; and (4) require able-bodied work eligible adult members of a family unit to participate in a work activation program during a full month of participation in the food stamp program, fulfilling specified levels of work activity during that month. (Work activation means, not employment, but supervised job search, community service activities, education and job training, workfare, or drug and alcohol treatment.) Specifies a financial reward for any state that reduces its food stamp caseload below calendar 2006 levels. Requires the President to include means-tested welfare spending in every budget submission. Amends the Congressional Budget and Impoundment Control Act of 1974 and the Congressional Budget Act of 1974 to define and establish an aggregate cap for means-tested welfare spending. Directs the Secretary of Health and Human Services (HHS) to provide grants to states to reward reductions in poverty and government dependence and increases in self-sufficiency. Prohibits the expenditure for abortions, with certain exceptions, of any funds authorized or appropriated by federal law, and funds in any trust fund to which funds are authorized or appropriated by federal law. Prohibits funding for health benefits plans that cover abortion. Prohibits the allowance of any tax credit with respect to amounts paid or incurred for an abortion or with respect to amounts paid or incurred for a health benefits plan (including premium assistance) that includes coverage of abortion.

Amends the Patient Protection and Affordable Care Act (PPACA) to repeal the prohibition against Medicare participation by physician-owned hospitals that do not have a provider agreement by August 1, 2010, which nonetheless allows their Medicare participation under a rural provider and hospital exception to a specified ownership or investment prohibition if they meet certain requirements. Amends the Health Care and Education Reconciliation Act of 2010 to repeal provisions: (1) postponing from August 1, 2010, to December 31, 2010, the date by which physician-owned hospitals must have a provider agreement in order to participate in Medicare under a rural provider and hospital exception to the physician-ownership or -investment prohibition if they also meet certain requirements addressing conflicts of interest, bona fide investments, patient safety issues, and expansion limitations; and (2) modifying the expansion limitation imposed on such a rural hospital Restores related previous law amended or repealed by PPACA as if PPACA had not been enacted.

Respect for Rights of Conscience Act of 2011 - Amends the Patient Protection and Affordable Care Act (PPACA) to permit a health plan to decline coverage of specific items and services that are contrary to the religious beliefs of the sponsor, issuer, or other entity offering the plan or the purchaser or beneficiary (in the case of individual coverage) without penalty. Declares that such plans are still considered to: (1) be providing the essential health benefits package or preventive health services, (2) be a qualified health plan, and (3) have fulfilled other requirements under PPACA. Declares that nothing in PPACA shall be construed to authorize a health plan to require a provider to provide, participate in, or refer for a specific item or service contrary to the provider's religious beliefs or moral convictions. Prohibits a health plan from being considered to have failed to provide timely or other access to items or services or to fulfill any other requirement under PPACA because it has respected the rights of conscience of such a provider. Prohibits an American Health Benefit Exchange (a state health insurance exchange) or other official or entity acting in a governmental capacity in the course of implementing PPACA from discriminating against a health plan, plan sponsor, health care provider, or other person because of an unwillingness to provide coverage of, participate in, or refer for, specific items or services. Creates a private cause of action for the protection of individual rights created under this Act. Authorizes any person or entity to assert a violation of this Act as a claim or defense in a judicial proceeding. Designates the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive and investigate complaints of discrimination based on this Act. Makes this Act effective as if it were included in PPACA.

Responsible Consumer Financial Protection Regulations Act of 2011 - Amends the Consumer Financial Protection Act of 2010, title X of the Dodd-Frank Wall Street Reform and Consumer Protection Act, to replace the position of Director of the Bureau of Consumer Financial Protection with a five-member Commission whose members are appointed by the President, by and with the advice and consent of the Senate. Prohibits the Chair of the Commission from making requests for estimates related to appropriations without the prior approval of the Commission.

National Association of Registered Agents and Brokers Reform Act of 2011 - Amends the Gramm-Leach-Bliley Act to repeal the contingent conditions under which the National Association of Registered Agents and Brokers (NARAB) shall not be established. Reestablishes the NARAB without contingent conditions as a nonprofit corporation to prescribe, on a multi-state basis, licensing and insurance producer qualification requirements and conditions. Retains states' regulatory authority over: (1) licensing, supervision, disciplining, and setting of licensing fees for insurance producers; and (2) insurance-related consumer protection and unfair trade practices. Prohibits NARAB from establishing criteria that unfairly limit the ability of a small insurance producer to become a member of NARAB. Authorizes NARAB to: (1) establish membership criteria, including a mandatory criminal background check for state-licensed insurance producers, and (2) deny membership to a state-licensed insurance producer on the basis of the criminal history information obtained. Authorizes the NARAB to deny membership to any state-licensed insurance producer for failure to meet membership criteria. States that NARAB membership authorizes an insurance producer to engage in the business of insurance in any state for any lines of insurance specified in the producer's home state license, including claims adjustments and settlement, risk management, and specified insurance-related consulting activities. Retains state regulatory jurisdiction regarding consumer protection and market conduct. Requires NARAB to: (1) receive and investigate consumer complaints, maintaining a toll-free telephone number; and (2) refer any such complaint to the state insurance regulator. Authorizes the NARAB to coordinate with state insurance regulators to establish: (1) a central clearinghouse, and (2) a national database for the collection of regulatory information concerning the activities of insurance producers.

Expedited Offshore Permitting Act of 2011 - Amends the Outer Continental Shelf Lands Act to direct the Secretary of the Interior to approve or disapprove any application for a permit for drilling a well under an approved exploration or development plan for an oil and gas lease, or any application to amend a previously approved permit under such a lease, within 30 days after its submission. Authorizes the Secretary to disapprove an application if any proposed activity under the permit: (1) would result in serious harm or damage to life (including fish and other aquatic life), to property, to any mineral (in areas leased or not leased), to the national security or defense, or to the marine, coastal, or human environment; and (2) cannot be modified to avoid such condition. Requires the Secretary, after disapproving a permit application, if there is no other well on areas subject to the applicable leases capable of production in paying quantities, to pay to the record title holders of any of the applicable leases the amount of any bonus bid paid for the lease plus interest.

Decrease Spending Now Act - Rescinds $45 billion of unobligated balances of current discretionary appropriations. Requires the Director of the Office of Management and Budget (OMB) to: (1) determine which appropriation accounts the rescission shall apply to and the amount that each such account shall be reduced, and (2) report to the Secretary of the Treasury and Congress a list of the accounts reduced by the rescission, including the amounts rescinded from each such account. Exempts from such rescission the Department of Defense (DOD), the Department of Veterans Affairs (VA), and the Social Security Administration (SSA).

Consumers Payment System Protection Act - Delays until one year after enactment of this Act any proposed or final rule issued under the authority of specified requirements of the Dodd-Frank Wall Street Reform and Consumer Protection Act governing interchange transaction (swipe) fees for electronic debit transactions (EDTs). Requires the Board of Governors of the Federal Reserve System and specified federal banking agencies jointly to study and report to Congress on the effect of such requirements upon consumers, card issuers, merchants, and financial institutions. Sets a deadline for the Board to make revisions to any proposed or final rule regarding such EDTs if at least two of the agencies contributing to such report determine that any one of the following is true: (1) either such requirements or the Board's proposed rule entitled "Debit Card Interchange Fees and Routing" does not encompass all costs and investments associated with debit card transactions; (2) consumers will be adversely affected by either the requirements or the proposed rule; or (3) the current exemption of small financial institutions (with less than $10 billion in assets) from such requirements, or as carried out by the proposed rule, is not effective in practice.

Bureau of Alcohol, Tobacco, Firearms, and Explosives Reform Act of 2011 - Amends the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Requires fines to be based upon the nature and severity of the violation, the size of the firearms business involved, and the prior record of the firearm's licensee. Prohibits consideration of the amount of fines or license revocations imposed by agents of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) in the retention, promotion, or transfer of such agents. Revises the definition of "willfully" for purposes of firearms violations and standards for criminal violations of firearms recordkeeping requirements. Declares that repetition of a recordkeeping violation, regardless of frequency, shall not be considered evidence that the licensee committed the violation knowingly and in intentional disregard of a legal duty. Requires the Attorney General to: (1) make preliminary determinations on firearms license applications and notify applicants in writing of a proposed denial; and (2) establish guidelines for ATF inspections, examinations, or investigations of possible firearms violations. Permits an owner of a firearms business whose license is expired, surrendered, or revoked 60 days to liquidate inventory. Allows purchasers of existing firearms businesses the right to cure firearms violations attributable to such businesses. Allows the transfer, possession, and importation of machineguns for industry testing, research and training, national security services, and motion picture or television production. Eliminates the requirement of written permission for the use of a handgun for lawful purposes by a minor (under age 18) where a parent or legal guardian is present at all times during such use. Revises firearms licensee recordkeeping requirements, including by prohibiting: (1) the Attorney General from electronically recording firearms transaction information of a discontinued firearms or ammunition business by name or personal identification code; and (2) any rule or regulation or administration action from establishing any comprehensive or partial system of registration of firearms, firearms owners, or firearms transactions or dispositions. Directs the Attorney General to authorize the importation of all frames or receivers of rifles, or barrels for firearms other than handguns, if the importation is for repair or replacement purposes.

Small Company Capital Formation Act of 2011 - Amends the Securities Act of 1933 to direct the Securities and Exchange Commission (SEC) to exempt from its regulation a class of securities for which the aggregate offering amount is between $5 million and $50 million, subject to specified terms and conditions. Authorizes the SEC to: (1) require an issuer of such exempted class of securities to make periodic disclosures available to investors regarding the issuer, its business operations, its financial condition, and its use of investor funds; and (2) provide for the suspension and termination of such a requirement with respect to that issuer. Requires the SEC to: (1) review and increase biennially such offering amount limitation, as appropriate; and (2) report to certain congressional committees on its reasons for not increasing the amount if it determines not to do so.

Burdensome Data Collection Relief Act - Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act to repeal the requirement that the Securities and Exchange Commission (SEC) amend certain federal regulations about executive compensation to require each issuer of securities to disclose in any filing: (1) the median of the annual total compensation of all the issuer's employees, except the chief executive officer; (2) the annual total compensation of the chief executive officer; and (3) the ratio of the first amount to the second.

Small Business Health Fairness Act of 2011 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for establishment and governance of association health plans (AHPs), which are group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations, and which meet certain ERISA certification requirements. Prescribes rules governing AHPs, including requirements relating to certification, sponsors and boards of trustees, participation and coverage, nondiscrimination, contribution rates, notice of voluntary termination, correction actions, and mandatory termination. Establishes the Association Health Plan Fund to be used by the Secretary of Labor to make payments to an insurer to maintain coverage for a plan if there is a reasonable expectation that, without such payments, claims would not be satisfied by reason of termination of coverage. Requires the Secretary to establish a Solvency Standards Working Group. Allows a state to impose a contribution tax on an association health plan that commenced operations in such state after the enactment of this Act. Preempts any state law that may preclude a health insurance issuer from: (1) offering health insurance coverage in connection with a certified AHP; or (2) offering health insurance coverage of the same policy type to other employers operating in the state that are eligible for coverage under such AHPs, whether or not such other employers are participating employers in such plan. Subjects to criminal penalties a person who willfully makes false representations with respect to an AHP.

Jerusalem Embassy and Recognition Act of 2011 - States that it is U.S. policy: (1) to recognize Jerusalem as the undivided capital of the State of Israel, and (2) that the U.S. Embassy in Israel should be established in Jerusalem not later than January 1, 2013. Amends the Jerusalem Embassy Act of 1995 to eliminate the President's authority to waive certain funding limitations for Department of State acquisition and maintenance of buildings abroad until the U.S. Embassy in Jerusalem has officially opened. Requires any official U.S. document which lists countries and their capital cities to identify Jerusalem as Israel's capital. Limits appropriations that may be obligated in FY2013 for Department acquisition and maintenance of buildings abroad until the U.S. Embassy in Jerusalem has officially opened. States that for each of FY2012-FY2013, of funds authorized to be appropriated for Department acquisition and maintenance of buildings abroad, necessary sums should be made available until expended only for construction and other costs associated with the establishment in Jerusalem of the U.S. Embassy in Israel.

Lease Extension and Secure Energy Act of 2011- Directs the Secretary of the Interior to extend by one year the term of each oil and gas lease (covered lease) for the Gulf of Mexico outer Continental Shelf region that was: (1) not producing as of April 30, 2010; or (2) suspended from operations, permit processing, or consideration, in accordance with either a certain moratorium dated May 30, 2010, or the decision memorandum of the Secretary dated July 12, 2010. States that this extension of covered leases is in addition to any suspension of operations or suspension of production granted by the Minerals Management Service or the Bureau of Ocean Energy Management, Regulation and Enforcement after May 1, 2010.

Lawsuit Abuse Reduction Act of 2011 - Amends the sanctions provisions in Rule 11 of the Federal Rules of Civil Procedure to require the court to impose an appropriate sanction on any attorney, law firm, or party that has violated, or is responsible for the violation of, the rule with regard to representations to the court. Requires any sanction to compensate parties injured by the conduct in question. Removes a provision that prohibits filing a motion for sanctions if the challenged paper, claim, defense, contention, or denial is withdrawn or appropriately corrected within 21 days after service or within another time the court sets. Authorizes the court to impose additional sanctions, including striking the pleadings, dismissing the suit, nonmonetary directives, or penalty payments if warranted for effective deterrence.

Secret Ballot Protection Act - Amends the National Labor Relations Act to make it an unfair labor practice for: (1) an employer to recognize or bargain collectively with a labor organization that has not been selected by a majority of the employees in a unit appropriate for such purposes in a secret ballot election conducted by the National Labor Relations Board (NLRB), and (2) a labor organization to cause or attempt to cause an employer to recognize or bargain collectively with a representative that has not been selected in such manner.

A Roadmap for America's Energy Future - Deems the Draft Proposed Outer Continental Shelf Oil and Gas Leasing Program 2010-2015 to have been approved by the Secretary of the Interior as a final oil and gas leasing program in full compliance with specified environmental law. Directs such Secretary to conduct a lease sale every 270 days in each outer Continental Shelf (OCS) planning region for which there is a commercial interest in purchasing federal oil and gas leases for OCS production. Requires the federal share of proceeds of lease sales from newly open areas to be deposited in the American-Made Energy Trust Fund (established by this Act). Amends the Outer Continental Shelf Lands Act (OCSLA) to: (1) modify the OCS leasing program; and (2) direct the Secretary to include, in each 5-Year Program, lease sales proposals offering for oil and gas leasing at least 75% of the available unleased acreage within each OCS Planning Area. Prescribes requirements for coordination with adjacent states regarding pipeline construction for crude oil, petroleum products, and natural gas. Prohibits, on either federal OCS or state waters, uses that are incompatible with: (1) oil and gas leasing, or (2) full oil or natural gas exploration and production on geologically prospective tracts. Requires the Secretary to accept, in satisfaction of mitigation requirements, proposals for mitigation measures on a site away from the area impacted by exploration and production activities. Directs the Secretary to establish a leasing program for oil, gas and oil shale within the Alaska Coastal Plain (ANWR). Amends the Alaska National Interest Lands Conservation Act of 1980 (ANILCA) to repeal the prohibition against production of oil and gas from the Arctic National Wildlife Refuge (ANWR). Allocates to the state of Alaska 50% of federal revenues derived from federal oil and gas leasing operations. Establishes in the Treasury the Coastal Plain Local Government Impact Aid Assistance Fund. Requires the Secretary to hold a lease sale offering an additional 10 parcels for lease for oil shale development. Directs the Secretary of Defense (DOD) to develop, construct, and operate a coal-to-liquid facility. Amends the Energy Independence and Security Act of 2007 to repeal the limitation on federal contracting for procurement and acquisition of alternative fuels with respect to associated lifecycle greenhouse gas emissions. States it is the policy of the United States to facilitate the continued development and growth of a safe and clean nuclear energy industry through reductions in financial, regulatory, and technical barriers to construction and operation. Directs the Nuclear Regulatory Commission (NRC) to: (1) issue operating permits for 200 new commercial nuclear reactors, and (2) establish a process for licensing facilities for the recycling of spent nuclear fuel. Amends of the Nuclear Waste Policy Act of 1982 to eliminate the Office Of Civilian Radioactive Waste Management. Requires the federal government to site and permit at least one radiological material geologic repository for the disposal of radiological material. Retains the repository site at Yucca Mountain (Nevada) as such a site unless the NRC determines that it is unsuitable. Directs the NRC to: (1) continue to review the pending Department of Energy (DOE) license application to construct the nuclear waste repository at Yucca Mountain until a determination is made on the merits, and (2) make a determination within 90 days after enactment of this Act on the suitability of Yucca Mountain for the repository site. Removes all current statutory limitations upon the amount of radiological material that can be placed in Yucca Mountain. Requires the NRC to replace them with new limits based on scientific and technical analysis of the full capacity of Yucca Mountain for the storage of radiological material. Directs the Secretary of Energy to apply for an alternative geologic repository providing at least 120,000 tons of storage capacity if the NRC determines Yucca Mountain is not a suitable location. Requires DOE to report to Congress on the feasibility of establishing an independent radiological material management program. Authorizes DOE to: (1) award a contract to an eligible entity to manage the nation's activities regarding radiological material repositories; and (2) transfer to that entity control and ownership of all NRC-issued licenses, allowances, and responsibilities for the operation of the nuclear materials repository at Yucca Mountain. Prohibits the President from blocking or hindering spent nuclear fuel recycling activities. Directs DOE to: (1) inventory all materials it owns that could be used to power commercial nuclear reactors, (2) establish a nuclear fuel supply reserve, and (3) transmit to Congress a long-term plan for introducing nuclear fuel supplies from the reserve into the market. Directs the NRC to implement an expedited procedure for issuing a Combined Construction and Operating License. Instructs the NRC Chairman to report recommendations to Congress regarding development of technology-neutral plant design specifications. Directs the DOE Secretary to establish a National Nuclear Energy Council. Directs the DOE Secretary and the NRC Chairman to reevaluate and accelerate the Next Generation Nuclear Power Plant schedule. Prohibits the Secretary of the Interior from using the Federal Land Policy and Management Act of 1976 to prevent uranium mining on federal lands unless the Secretary makes findings explaining the reason for such prevention. Instructs the Chairman of the NRC to make recommendations to Congress regarding streamlined licensing of small and modular nuclear reactors. Amends the Internal Revenue Code to establish the American-Made Energy Trust Fund to receive certain revenues from oil, gas, and oil shale leases. Instructs the DOE Secretary to: (1) establish a reverse auction program to award funds from the American-Made Energy Trust Fund to eligible entities to generate an amount of electric energy, and (2) establish within DOE a Reverse Auction Authority to conduct such auctions. Amends the Clean Air Act to: (1) redefine greenhouse gas, and (2) prohibit regulation of a greenhouse gas for climate change purposes. Amends the Endangered Species Act of 1973 to prohibit consideration of the climate change-related impact of a greenhouse gas upon any species of fish, wildlife, or plant.

Energy Tax Prevention Act of 2011 - Amends the Clean Air Act to prohibit the Administrator of the Environmental Protection Agency (EPA) from promulgating any regulation concerning, taking action relating to, or taking into consideration the emission of a greenhouse gas (GHG) to address climate change. Excludes GHGs from the definition of "air pollutant" for purposes of addressing climate change. Exempts from such prohibition: (1) implementation and enforcement of the rule, "Light-Duty Vehicle Greenhouse Gas Emission Standards and Corporate Average Fuel Economy Standards" and finalization, implementation, enforcement, and revision of the proposed rule, "Greenhouse Gas Emissions Standards and Fuel Efficiency Standards for Medium- and Heavy-Duty Engines and Vehicles"; (2) implementation of the renewable fuel program; (3) statutorily authorized federal research, development, and demonstration programs addressing climate change; (4) implementation and enforcement of stratospheric ozone protection to the extent that such implementation or enforcement only involves class I or II substances; and (5) implementation and enforcement of requirements for monitoring and reporting of carbon dioxide emissions. Provides that none of such exemptions shall cause a GHG to be subject to regulations relating to prevention of significant deterioration of air quality or considered an air pollutant for purposes of air pollution prevention and control permits. Repeals and makes ineffective specified rules and actions concerning permit requirements or emission standards for GHGs to address climate change. Prohibits the Administrator from waiving, and invalidates waivers given by the Administrator before the enactment of this Act, the ban on states from adopting or enforcing standards relating to the control of emissions from new motor vehicles or engines with respect to GHG emissions for model year 2017 or any subsequent model year.

Zero Baseline Budget Act of 2011 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to eliminate sequential and cumulative adjustments for inflation from Congressional Budget Office (CBO) baseline projections for discretionary appropriations with respect to: (1) expiring housing contracts and social insurance administrative expenses, (2) offset pay absorption and pay annualization, (3) inflation, and (4) any accounting for changes required by law in the level of agency payments for personnel benefits other than pay. Exempts from the requirement that budgetary resources (other than unobligated balances) be at the level available in the current year any resources designated as an emergency requirement or provided in supplemental appropriations laws. Prohibits adjustments for inflation or any other factor. Amends the Act to extend indefinitely the formula used to calculate the baseline.

Expresses the sense of the House of Representatives that: (1) the nation's economy and security depend upon full and immediate restoration of shallow and deepwater drilling operations in the Gulf of Mexico, and (2) the long-term economic health of Alaska depends upon the responsible development of the oil and natural gas reserves of the Beaufort and Chukchi Seas. Urges the Secretary of the Interior to: (1) streamline the review and approval of applications for both shallow and deepwater drilling permits in the Outer Continental Shelf, (2) take immediate action to provide the shallow and deepwater industry with a completed sample application meeting all new safety and environmental regulations, (3) supply written guidance and clarification to applicants regarding new safety requirements, and (4) give permit applicants timely and detailed explanations on any areas of a permit which do not satisfy new requirements.

Condemns the Obama administration's direction that the Department of Justice (DOJ) should discontinue defending the Defense of Marriage Act (DOMA) and demands that the DOJ continue to defend DOMA in all instances.
