Expresses the sense of the Congress that cost-of-living adjustments for Federal retirees should be paid beginning in January of each year, as current law prescribes, and should not be delayed, whether as part of a budget agreement or otherwise.

Calls for: (1) Ngawang Choephel and other prisoners of conscience in Tibet, as well as in China, to be released; (2) U.S. officials to request Mr. Choephel's release in all official meetings with representatives of the Government of the People's Republic of China; (3) the U.S. Government to sponsor and promote a resolution at the United Nations Commission on Human Rights regarding China and Tibet which specifically addresses political prisoners and negotiations with the Dalai Lama; (4) an exchange program to be established in honor of Ngawang Choephel, involving students of the Tibetan Institute of Performing Arts and appropriate U.S. educational institutions; and (5) the U.S. Government to seek access for internationally recognized human rights groups to monitor human rights in Tibet.

Declares that the Congress: (1) maintains that the standard for the "Made in USA" label should continue to be that a product was all or virtually all made in the United States; and (2) urges the Federal Trade Commission to refrain from lowering the standard at the expense of consumers and jobs in the United States.

Expresses the sense of the Congress that certain provisions of the Merchant Marine Act, 1920 relating to transportation of merchandise between U.S. points in other than domestically built or rebuilt and documented vessels and to incineration of hazardous waste at sea (those provisions popularly known as the Jones Act) and related statutes are critically important components of our Nation's economic and military security and should be fully and strongly supported.

Commends the National Aeronautics and Space Administration for successfully carrying out the Mars Pathfinder Mission and for its commitment to developing low-cost spacecraft with highly focused science objectives. Urges the United States to take all necessary steps to protect the Earth's climate and to take a leadership role in negotiating an international climate change agreement that: (1) contains legally binding targets and timetables beginning in 2005 for reducing greenhouse gas emissions substantially below 1990 level; (2) provides for participation by developing nations; and (3) is fair, enforceable, and provides options for nations to achieve necessary greenhouse gas reductions in a cost-effectiveness manner.

Reaffirms the view that the status quo on Cyprus is unacceptable and detrimental to U.S. interests. Considers that lasting peace and stability on Cyprus could be best secured by a process of complete demilitarization leading to the withdrawal of all foreign occupation forces, the cessation of foreign arms transfers to Cyprus, and providing for alternative internationally acceptable and effective security arrangements as negotiated by the parties. Supports the commitment by President Clinton to give increased attention to Cyprus and make the search for a solution a priority of U.S. foreign policy. Encourages the President to launch an early substantive initiative, in close coordination with the United Nations, the European Union, and interested governments to promote a speedy resolution of the Cyprus problem on the basis of international law, the provisions of relevant United Nations Security Council resolutions, democratic principles, including respect for human rights, and in accordance with the norms and requirements for accession to the European Union. Calls upon the parties to lend their full support and cooperation to such an initiative. Requests the President to report actions taken to give effect to the objectives set forth in this Act in the bimonthly report on Cyprus transmitted to the Congress.

Joins the Hellenic and the Armenian American communities in honoring the memory of the victims of Smyrna in 1922 and the millions of Orthodox Christians who perished in the genocidal campaign in Asia Minor from 1894 to 1923. Calls for: (1) the United States to encourage the Republic of Turkey to take all appropriate steps to acknowledge these crimes against humanity and commemorate the victims at Smyrna; and (2) the restoration and preservation of an accurate history of such events so that such atrocities may never be repeated.

Calls upon the President to instruct the Permanent Representative of the United States to the United Nations (UN) to act to amend the 1998-99 Regular Program Budget of the UN to eliminate funding of Kurt Waldheim's retirement allowance and to act to deny him a retirement allowance in all future UN budgets.

Urges the German Government to: (1) expand and simplify its system of reparations so that all Holocaust survivors can receive reparations regardless of their nationality, length or place of internment, or current financial situation; (2) provide reparations to Holocaust survivors in the former Soviet Union and other former Communist countries in Eastern and Central Europe; (3) fulfill its responsibilities to Holocaust victims and immediately set up a comprehensive medical fund to cover the medical expenses of all Holocaust survivors worldwide; and (4) help restore the dignity of such survivors by paying them sufficient reparations to ensure that no Holocaust survivor be forced by poverty to live in conditions worse than those generally enjoyed by the surviving former Nazis who persecuted them.

Expresses the sense of the Congress with respect to the significance of maintaining the health and stability of coral reef ecosystems by: (1) promoting comprehensive stewardship for coral reef ecosystems; (2) encouraging research and education on such ecosystems; and (3) improving the coordination of coral reef activities which take place within Federal agencies, academic institutions, nongovernmental organizations, and industry.

Condemns the violations of international humanitarian law by the Taliban coalition in Afghanistan, the reported cases of stoning, public executions, and street beatings, and the Taliban's targeted discrimination against women and girls. Urges the Taliban and all other parties in Afghanistan to cease providing safe haven to suspected terrorists or permitting Afghan territory to be used for terrorist training. Affirms the need for peace negotiations and expresses hope that the Afghan parties will agree to a cease-fire. Urges the President to: (1) continue to monitor the human rights situation in Afghanistan; (2) call for adherence to international humanitarian law by all Afghan factions; (3) call for an end to the systematic discrimination and harassment of women and girls in Afghanistan; (4) encourage efforts to procure a durable peace in Afghanistan and support the United Nations Special Mission to Afghanistan led by Lakhdar Brahimi to assist in brokering a peaceful resolution to years of conflict; (5) call upon the Government of Pakistan to use its influence with the Taliban to cease human rights violations, end provision of safe haven to terrorists and terrorist training camps, and reverse discriminatory policies against women and girls; (6) call upon all nations to cease providing financial assistance, arms, and other kinds of support to the militaries or political organizations of any factions that abuse human rights in Afghanistan; and (7) support efforts by non-Taliban organizations in Afghanistan and moderate Taliban organizations and individuals to establish a cessation of hostilities and a transitional multiparty government leading to freedom, respect for human rights, and free and fair elections.

Directs the Speaker and the minority leader of the House to appoint 20 independent factfinders at the beginning of each Congress (within 30 calendar days after the adoption of this resolution for the 105th Congress) to carry out investigations on behalf of the House as required by the Committee on Standards of Official Conduct. Disqualifies any lobbyist required to register with the Clerk of the House or the Secretary of the Senate under the Federal Regulation of Lobbying Act. Requires such Committee to adopt specified rules relating to the use of independent factfinders in lieu of a four or six-member investigative subcommittee.

Requires each Member and employing authority of the House of Representatives to comply with the Office Recycling Program of the Office of the Architect of the Capitol (AOC). Directs the AOC to: (1) ensure that all House employees with custodial duties are adequately trained in Program implementation; and (2) require any House contractor carrying out the Program to ensure that all personnel are trained in Program implementation; and (3) report semiannually to the Committee on House Oversight on Program compliance.

Amends rule XXXII (admission to the floor) of the Rules of the House of Representatives to exclude ex-Members of the House from admission to the Hall of the House and rooms leading thereto if they have a direct personal or pecuniary interest in any measure or matter under consideration in any committee or subcommittee, unless that measure or matter contains any provision that affects such individuals solely because they belong to the class of ex-Members.

Declares that the House of Representatives recognizes suicide as a national problem and declares suicide prevention a national priority, acknowledges that no single prevention program will be appropriate for all populations or communities, and encourages certain initiatives, including the development (and the promotion of accessibility and affordability) of mental health services to enable all persons at risk for suicide to obtain services without fear of stigma.

Constitutional Amendment - Authorizes the Congress, with respect to all Federal, State, and all other elections, to adopt reasonable regulations of campaign funds expended, including contributions, to influence the outcome of elections, provided that such regulations do not impair the right of the public to a full and free discussion of all issues and do not prevent any candidate for elected office from amassing the resources necessary for effective advocacy.
