Directs the Secretary of Transportation to conduct a study of the necessity for and the feasibility of a railroad tunnel across the Hudson River-Upper New York Bay Narrows waterway, to be located in or within the vicinity of New York City. Requires the Secretary in conducting such study to invite comments and recommendations from persons who may be affected by the construction of such a railroad tunnel. Requires the Secretary to submit a report to Congress on the results of such study within one year after the enactment of this Act.

Amends the Internal Revenue Code by providing graduated corporate income tax rates ranging, over seven brackets, from a 16 percent rate on a corporation's first $25,000 income to a 45 percent rate on income over $150,000.

States that the Congress of the United States calls upon the Rumanian Government to: (1) restore legal status and full religious freedom to the Byzantine Rite Catholic Church; (2) restore full religious freedom to the Latin Rite Catholic Church and all other religious communities; and (3) permit the Holy See to appoint bishops in both the Latin Rite and Byzantine Rite Catholic Churches.

Amends the Immigration and Nationality Act to exclude aliens affiliated with terrorist organizations from: (1) visa eligibility and admission into the United States; (2) temporary parole admission; and (3) transit through the United States as foreign officials. Authorizes the Attorney General to deport such aliens, and prohibits the Attorney General from allowing such aliens to voluntarily depart rather than being deported. Removes specified diplomatic and semidiplomatic immunities from such aliens. Makes it a felony under such Act to knowingly aid such an alien to enter the United States. Defines terrorist organization for purposes of such Act. Amends the Foreign Agents Registration Act of 1938 to: (1) define terrorist organization for purposes of such Act; (2) direct the Attorney General to investigate the activities of any person registered under such Act as an agent of a terrorist organization; and (3) make such an agent who knowingly receives funds from such an organization criminally liable.

Requests the President to (1) instruct the Department of State to report to Congress on the violations of human rights in Cambodia, (2) instruct the International Communications Agency to disseminate such information, and (3) instruct the Ambassador to the United Nations to introduce a resolution in the General Assembly condemning these atrocities.

Declares (1) that the Department of the Treasury does not possess authority to implement certain proposed firearms transaction reporting regulations, (2) that such proposed additional recordkeeping requirements serve no useful purpose and are wasteful, and (3) that the Department must seek explicit congressional authorization before proposing any rules or regulations for centralizing records required under existing firearms law.

Investment Incentive Act - Amends the Internal Revenue Code to restore part of the pre-1969 tax treatment of capital gains by repealing the capital gains item of tax preference for the minimum tax; lowering the corporate alternative tax to 25 percent of net capital gain; and lowering the alternative individual tax to 25 percent of net capital gain.

Declares the sense of the House of Representatives that, until such time as Kim Dong Jo is made available for examination under oath, authorization for the transfer of anything of value, directly or indirectly, to the Republic of Korea and appropriation of funds for transfer, directly or indirectly, to the Republic of Korea for nonmilitary purposes should be approved by the House of Representatives only where the refusal to so approve such authorization or appropriation would imperil the national security of the United States or the territorial integrity of the Republic of Korea. Declares it is the sense of the House of Representatives that the refusal of the United States to transfer things of value or funds to the Republic of Korea for nonmilitary purposes would not, under present circumstances, imperil the national security of the United States or the territorial integrity of the Republic of Korea.

Amends the Trade Act of 1974, with respect to the authority of the President to negotiate trade agreements, to direct the President to reserve any article for which an agreement limiting agricultural imports has been entered into, from negotiations to reduce or eliminate customs duties or import restrictions.

Condemns those responsible for the crimes against Aldo Moro. States the sense of Congress that: (1) the President extend support to the Government of Italy; and (2) the President encourage nations of the North Atlantic Treaty Organization to work with the Italian Government to coordinate and strengthen efforts of free nations to apprehend terrorists and work through diplomatic channels for the isolation and condemnation of those countries which give refuge and support to terrorists.

New York City Financial Assistance Act - Title I: Emergency Assistance - Authorizes the Secretary of the Treasury to guarantee, under stated conditions, obligations of the City of New York or of its financing agent. Limits the total amount of guarantees that may be outstanding at any time to $2,000,000,000. Title II: Amendments to the Internal Revenue Code of 1954 - Makes interest income received on any obligation guaranteed under Title I of this Act after the date of the enactment of this title taxable under the Internal Revenue Code of 1954.

Declares it the sense of the Congress that the President should instruct the Secretary of State to request the Secretary General of the United Nations to work through existing United Nations agencies to secure a full accounting of Americans listed as missing in Southeast Asia.

Amends the Internal Revenue Code to allow an individual who has attained the age of 62 before the close of the taxable year to exclude up to $3,000 of interest which would otherwise be includible in gross income. Reduces the amount of interest which may be excluded by one-half of the excess of the taxpayer's adjusted gross income over $5,500.

Neighborhood Reinvestment Corporation Act - Declares it to be the purpose of this Act to establish a public corporation to continue the efforts of Federal financial supervisory agencies and the Department of Housing and Urban Development to promote reinvestment in older neighborhoods by local financial institutions working cooperatively with community people and local government and to continue the nonbureaucratic approach of the Urban Reinvestment Task Force. Establishes the National Neighborhood Reinvestment Corporation. Names the board of directors of the Corporation. Opens all meetings of the board to public observation unless a board majority votes to close a specific meeting. Empowers the Corporation to continue the work of the Urban Reinvestment Task Force in establishing Neighborhood Housing Services Programs, in providing grants and technical assistance to selected neighborhood preservation projects, and in supporting Neighborhood Housing Services of America. Requires the Corporation, in making grants, to determine reporting and management restrictions or requirements on recipients and to assure that recipients make information necessary to determine compliance with Federal laws available to the Corporation. Enumerates the Corporation's powers, including the power to invest funds of the Corporation. Authorizes specified Federal departments and Federal banks to provide services to the Corporation with or without reimbursement. Directs the Corporation to publish an annual report to the President and the Congress. Requires an annual audit of the Corporation. Authorizes appropriations through fiscal year 1981 to carry out the purposes of this Act. Requires the Corporation to prepare annual business-type budgets for submission to the Office of Management and Budget. Requires inclusion of such budget as part of the President's annual budget to Congress.

Expresses the condemnation of the House of Representatives of the kidnapping of Aldo Moro. Declares it the sense of the House of Representatives that (1) Italy deserves the support of the United States, and (2) the President should instruct the Permanent Representative to the United Nations to press for consideration of solutions to the problem of terrorism in all appropriate forums.

Expresses the condemnation by the Congress of the March 11, 1978, attack on Israel by the Palestine Liberation Organization, and the expressed intention of the PLO to continue such attacks and to disrupt the peace efforts between Israel and Egypt. Requests the President to make the disapproval of the Congress known to governments approving the PLO attack. Expresses Congressional approval of the peace efforts between Israel and Egypt. Urges other Middle East countries to join such efforts. Declares negotiation to be the best way to bring peace to the Middle East.

Amends Title XVIII (Medicare) of the Social Security Act to provide payment under the supplementary medical insurance program for dental care including dentures, eye examinations including eyeglasses, and hearing aids including examination. Directs the Secretary of Health, Education, and Welfare to take steps to eliminate unnecessary or excessive medical (appliance) expenditures under the Medicare program. States that the Federal Trade Commission should continue and increase scrutiny of the medical appliance industries in the interest of consumer protection.

Amends the Immigration and Nationality Act to exclude from admission into, and provides for the deportation from, the United States of any alien who engaged or assisted in, or incited or directed others to engage in, the persecution of others on the basis of religion, race, or national origin under the direction of the Nazi government of Germany between March 23, 1933, and May 8, 1945.

Merit Selection for United States Attorneys Act - Revises the method for selection of United States Attorneys to establish a United States Attorney Selection Commission for each judicial district. Provides for appointment of commission members by the appropriate State chief executive. Directs a Commission to select and forward to the President and Attorney General a list of four to eight candidates within 90 days of the expiration of the incumbent's term. Requires the President to nominate a commission candidate or to request another list. Limits U. S. attorneys to two four year terms. Restricts the power of the President to unilaterally remove a U.S. attorney.

Amends the Board for International Broadcasting Act of 1973 to prohibit assistance to Radio Free Europe or Radio Liberty if any Communist country is permitted to use such broadcast facilities.

Alcohol Fuel Encouragement Act - Requires all gasoline stations, within three years of the passage of this Act, to sell a mixture of gasoline and alcohol in the same manner as they sell gasoline. Imposes a civil penalty for violations of such requirement. Amends the Internal Revenue Code to allow rapid amortization of facilities producing alcohol for use as a fuel in motor vehicles. Amends the Clean Air Act with respect to the authority of the Environmental Protection Agency to regulate the use of alcohol as a fuel additive.

Small Business Tax Relief Act - Amends the Internal Revenue Code to allow certain small businesses to compute taxable income under the cash method and without regard to inventories. Increases the corporate surtax exemption and reduces the corporate tax rates. Provides for limited recognition of the gain from the sale or exchange of a sole proprietorship prior to the age of 55, and non-recognition after age 55. Allows the amortization over a 36-month period of expenses of a business for property acquired to put the business in compliance with Federal law and which does not have any economic usefulness to the business. Increases the additional first year depreciation allowance for small businesses. Increases the investment tax credit for investments in certain small manufacturing facilities.

Veterans' and Survivors' Pension Improvement Act - Title I: Amendments to Pension Program for Non-service-connected Disability or Death - Revises the list of specified catagories of payments excluded from the determination of annual income for benefit payment purposes. Requires persons applying for a non-service-connected disability pension to report the income and estate of each spouse and child on account of whom added pension is applied for or received. Sets increased flat pension and aid-and-attendance allowance rates, reduced by the amount of a veteran's annual income, and in specified instances, by the amount of a spouse's or child's income which is reasonably available to or for such veteran. Sets increased flat benefit rates, with similar reductions, for the surviving spouses and children of such veterans. Requires annual adjustments in such pension and benefit rates in conjunction with cost-of-living increases in Social Security benefits. Title II: Miscellaneous Provisions and Effective Dates - Sets the effective dates for provisions of this Act.

Excludes from the Federal law limiting and restricting the corporate powers of national banking associations to deal in and underwrite investment securities specified dealing in and underwriting of all other nongeneral obligations issued or guaranteed by or on behalf of a State or any political subdivision thereof or agency of a State or any political subdivision thereof (except special assessment obligations and industrial revenue bonds) which are at the time eligible for purchase by a national bank for its own account, subject to specified limitations. Requires the Secretary of Treasury to submit an annual report to the Congress showing the extent to which the business of underwriting and dealing in State and local obligations is being carried on by commercial banks as compared with other banking institutions with a view to determining the effect of the amendment made by the first section of this Act on the institutional distribution of such business.

Amends the Rules of the House of Representatives to transfer the responsibility for investigating Communist and subversive organizations affecting the internal security of the United States to a standing Committee on Internal Security established by this Resolution. Confers upon such committee the responsibility for investigating all organizations within the United States aimed at overthrowing or altering the Government of the United States by force, insurrection or other unlawful means or inciting or employing violence to obstruct the authority of the Federal Government with respect to matters of internal security of the United States.
