DOE and USDA Interagency Research Act This bill requires the Department of Energy and Department of Agriculture to carry out cross-cutting and collaborative research and development activities through the establishment of an interagency agreement. The agencies are authorized to (1) carry out reimbursable agreements in order to maximize research and development effectiveness, and (2) collaborate with other federal agencies. Further, the interagency agreement must require the use of a competitive, merit-reviewed process, which considers applications from federal agencies, national laboratories, institutions of higher education, and nonprofit institutions. Research and development activities may include collaborative research in a variety of focus areas such as integrated natural resources and the energy-water nexus, biofuels and biobased products, invasive species management, grid modernization and security, and rural technology development; developing methods to accommodate large voluntary standardized and integrated data sets on agricultural, environmental, supply chain, and economic information; supporting research infrastructure and workforce development; and conducting collaborative research and development on ways to improve agriculture operations and processing efficiencies, and reduce greenhouse gas emissions.

Advanced Weather Model Computing Development Act This bill requires the Department of Energy (DOE) and the National Oceanic and Atmospheric Administration (NOAA) to carry out research on advancing weather and climate modeling and prediction. DOE and NOAA must jointly carry out research on using artificial intelligence and high-performance computing for climate modeling and weather prediction. Research activities may include (1) developing new methods for modeling and simulation, machine learning, and predictive data analysis; and (2) facilitating data sharing between federal agencies, institutions of higher education, and other organizations. Additionally, NOAA must carry out an initiative to conduct proof-of-concept scenarios by comparing forecasts generated by advanced forecasting models with those generated by current models. As part of the initiative, NOAA may share innovations in the modeling system and applications through community-based activities and leverage climate and weather data and efforts of other federal agencies. NOAA must collaborate with DOE on the initiative. The research required by the bill must meet security and integrity requirements that apply to certain research activities of the National Science Foundation.

Healthy Drinking Water Affordability Act or the Healthy H2O Act This bill directs the Department of Agriculture (USDA) to establish a program under which USDA awards grants for improving the quality of drinking water in certain rural areas. Grants may be given to individuals or entities, such as home owners, renters, and licensed child-care facilities, that have demonstrated the presence of one or more health contaminants in their drinking water. Grants may also be given to nonprofit organizations to help individuals and entities test their water, analyze the results of the tests, and reduce the contamination.

Protecting and Enhancing Public Access to Codes Act or the Pro Codes Act This bill addresses copyright protections for privately-developed technical standards that are incorporated into a law or regulation (e.g., a state law that requires buildings to comply with the electrical standards developed by a private standards development organization). Currently, there is not a consensus as to whether a technical standard that has been incorporated by reference into a law retains copyright protection. (A technical standard created by a private organization is typically eligible for copyright protection, but some courts have ruled that standards incorporated into law lose their copyright protections for various reasons. For example, some courts have held that incorporated standards effectively became law and therefore entered the public domain.) Under this bill, a technical standard shall retain its copyright protection even if it has been incorporated by reference into a law or regulation, if the applicable standards development organization makes the standard available on a free publicly accessible online source. If a party asserts that an incorporated technical standard has lost its copyright protection because it has not been made available for free online, the party making that assertion shall bear the burden of proof.

Puppy Protection Act of 2023 This bill requires the Department of Agriculture to expand standards that govern the humane handling, care, treatment, and transportation of animals to include new requirements for commercial dog dealers. Specifically, the standards must require dog dealers to provide to dogs adequate housing, exercise, and veterinary care; appropriate and nutritious food; continuous access to potable water; and meaningful socialization with humans and compatible dogs for at least 30 minutes each day. The standards must also include requirements for breeders to use safe breeding practices and make all reasonable efforts to find humane placement for retired breeding dogs.

Comprehensive Care for Alzheimer's Act This bill allows the Center for Medicare and Medicaid Innovation (CMMI) to test a Dementia Care Management Model that provides comprehensive care to Medicare beneficiaries with Alzheimer's disease or a related dementia. Under the model, participating health care providers receive payment under Medicare for comprehensive care management services that are provided to individuals with diagnosed dementia, excluding Medicare Advantage enrollees, hospice care recipients, and nursing home residents. Required services include medication management, care coordination, and health, financial, and environmental monitoring, as well as trainings and other support services for unpaid caregivers. Providers must furnish services through interdisciplinary teams and must ensure access to a team member or primary care provider 24-7. The CMMI must set payments and determine quality measures for the model in accordance with specified requirements. The bill also allows the CMMI to design a similar model under Medicaid.

Establishing Accreditation Grants for Law Enforcement Act of 2023 or the EAGLE Act of 2023 This bill requires the Department of Justice to provide grants to eligible local law enforcement agencies for activities related to obtaining qualified accreditation or recertification. Such accreditation or recertification shall be provided by a professional law enforcement organization involved in developing standards for law enforcement at the national, state, regional, or tribal level, such as the Commission on Accreditation for Law Enforcement Agencies.

Making Insulin Affordable for All Children Act This bill limits cost-sharing for insulin under private health insurance and Medicaid for individuals who are 26 years of age or younger. Specifically, the bill caps cost-sharing under private health insurance and Medicaid for these individuals for a month's supply of selected insulin products at $35 or 25% of a plan's negotiated price (after any price concessions), whichever is less, beginning in 2024.

Hello Girls Congressional Gold Medal Act of 2023 This bill provides for the award of a single Congressional Gold Medal in honor of the female telephone operators of the Army Signal Corps, commonly known as the Hello Girls , in recognition of their military service, devotion to duty, and 60-year struggle for veterans' benefits and recognition as soldiers.

Leveraging and Energizing America's Apprenticeship Programs Act or the LEAP Act This bill allows employers a tax credit for each of their employees who participate in qualified apprenticeship programs. The credit is equal to $1,500 for each of the apprenticeship employees of the employer that exceeds a specified apprenticeship level determined by this bill. As an offset, the bill requires the Director of the Office of Management and Budget to coordinate with federal departments and independent agencies to devise a strategy to reduce government printing costs over the 10-year period beginning with FY2023.

Veterans' Compensation Cost-of-Living Adjustment Act of 2023 This bill requires the Department of Veterans Affairs (VA) to increase the amounts payable for wartime disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Specifically, the VA must increase the amounts by the same percentage as the cost-of-living increase in benefits for Social Security recipients that is effective on December 1, 2023. The bill requires the VA to publish the amounts payable, as increased, in the Federal Register. The VA is authorized to make a similar adjustment to the rates of disability compensation payable to persons who have not received compensation for service-connected disability or death.

Paycheck Fairness Act This bill addresses wage discrimination on the basis of sex, which is defined to include pregnancy, sexual orientation, gender identity, and sex characteristics. Specifically, it limits an employer's defense that a pay differential is based on a factor other than sex to only bona fide job-related factors in wage discrimination claims, enhances nonretaliation prohibitions, and makes it unlawful to require an employee to sign a contract or waiver prohibiting the employee from disclosing information about the employee's wages. The bill also increases civil penalties for violations of equal pay provisions. Additionally, the Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs must train EEOC employees and other affected parties on wage discrimination. The bill directs the Department of Labor to (1) establish and carry out a grant program to provide training in negotiation skills related to compensation and equitable working conditions, (2) conduct studies to eliminate pay disparities between men and women, and (3) make available information on wage discrimination to assist the public in understanding and addressing such discrimination. The bill establishes the National Award for Pay Equity in the Workplace for an employer who has made a substantial effort to eliminate pay disparities between men and women. It also establishes the National Equal Pay Enforcement Task Force to address compliance, public education, and enforcement of equal pay laws. Finally, the bill requires the EEOC to issue regulations for collecting from employers compensation and other employment data according to the sex, race, and national origin of employees for use in enforcing laws prohibiting pay discrimination.

Reducing Hereditary Cancer Act This bill provides for Medicare coverage of germline mutation testing for individuals with a personal or family history of a hereditary cancer gene mutation or suspected history of hereditary cancer, as well as for associated coverage of risk-reducing surgeries and screenings.

Beagle Brigade Act of 202 3 This bill provides statutory authority for the National Detector Dog Training Center that is operated by the Animal and Plant Health Inspection Service (APHIS) of the Department of Agriculture. The center trains dogs to inspect passenger baggage, cargo, mailed packages, and vehicles to detect foreign pests and diseases that threaten domestic agriculture and natural resources. The bill also requires APHIS to report to Congress on (1) current and emerging threats to domestic agricultural and natural resources from foreign pests and diseases, and (2) recommendations to improve the center's capabilities and procedures.

Precision Agriculture Loan Program Act of 202 3 This bill establishes a loan program within the Farm Service Agency to assist agricultural producers in purchasing precision agriculture equipment and technology, such as geospatial mapping, data management and analytics software, and network connectivity products and solutions. Precision agriculture refers to managing, tracking, or reducing crop or livestock production inputs, including seed, feed, fertilizer, chemicals, water, and time, at a heightened level of spatial and temporal granularity to improve efficiencies, reduce waste, and maintain environmental quality.

Prescription Information Modernization Act of 2023 This bill allows health care providers to receive prescribing information for drugs electronically rather than in paper form from manufacturers. Manufacturers must still give providers the option to continue to receive or request the information in paper form. Additionally, the Food and Drug Administration must hold a public workshop to discuss with stakeholders how to optimize the format, accessibility, and usability of prescribing information.

Federal Firearm Licensee Act This bill makes various changes to the federal statutory framework governing the sale or disposition of firearms by federally licensed dealers, importers, and manufacturers (i.e., federal firearms licensees, or FFLs). Specifically, the bill establishes new requirements, including for FFLs to secure their business premises and conduct physical checks of their business inventories. It also expands the recordkeeping and reporting requirements with which FFLs must comply; broadens the authority of the Bureau of Alcohol, Tobacco, Firearms and Explosives to administer federal firearms laws and investigate violations; and increases penalties on FFLs for violations.

Producing Responsible Energy and Conservation Incentives and Solutions for the Environment Act or the PRECISE Act This bill incorporates support for precision agriculture into various programs of the Department of Agriculture (USDA). Precision agriculture refers to managing, tracking, or reducing crop or livestock production inputs, including seed, feed, fertilizer, chemicals, water, and time, at a heightened level of spatial and temporal granularity to improve efficiencies, reduce waste, and maintain environmental quality. Precision agriculture technology includes any technology and equipment that directly contributes to a reduction in, or improved efficiency of, inputs used in crop or livestock production. Specifically, the bill makes changes to eligibility criteria, administrative procedures, and other aspects of the Conservation Loan Program, the Environmental Quality Incentives Program, and the Conservation Stewardship Program. These changes include allowing the programs to support the adoption of precision agriculture practices and acquisition of precision agriculture technologies. In addition, the bill expands a program through which USDA makes and insures loans to for-profit and nonprofit organizations that invest in rural areas by allowing the loans to be used for precision agriculture practices. Also, USDA must emphasize the use of third-party providers when providing technical assistance on matters related to soil health for participants in certain USDA conservation programs.

Plant Biostimulant Act This bill excludes plant biostimulants (i.e., a substance, micro-organism, or mixture thereof that supports a plant's natural processes independently of the biostimulant's nutrient content) from regulation under the Federal Insecticide, Fungicide, and Rodenticide Act. The bill also requires the Department of Agriculture to study the types of plant biostimulants and practices of plant biostimulant use that best achieve certain results, such as increasing organic matter content.

Striking and Locked Out Workers Healthcare Protection Act This bill prohibits an employer from terminating an employee's health insurance coverage during certain labor disputes. Specifically, the bill prohibits an employer from terminating or altering the employer-provided health insurance coverage of an employee during the period that the employer is taking action to lock out, suspend, or otherwise withhold employment from the employee in order to influence the position of such employee or the representative of such employee in collective bargaining prior to a strike. It also prohibits an employer from terminating or altering such coverage during the period that an employee is engaged in a lawful strike. The bill establishes civil penalties for each violation of the prohibitions under this bill.

Eradicating Narcotic Drugs and Formulating Effective New Tools to Address National Yearly Losses of life Act or the END FENTANYL Act This bill requires U.S. Customs and Border Protection to review and update, as necessary, manuals and policies related to inspections at ports of entry to ensure the uniformity of inspection practices to effectively detect illegal activity along the border, such as the smuggling of drugs and humans.

Sustainable Cardiopulmonary Rehabilitation Services in the Home Act This bill permanently allows services relating to cardiac rehabilitation programs, intensive cardiac rehabilitation programs, and pulmonary rehabilitation programs to be furnished via telehealth at a beneficiary's home under Medicare.

Veterans' Appeals Backlog Improvement Act This bill requires the Department of Veterans Affairs (VA) to establish programs that provide employment opportunities within the VA and the Board of Veterans' Appeals (BVA). Specifically, the bill requires the VA to establish a competitive internship program to provide high-achieving law students with an opportunity to gain experience with the BVA. The VA must also establish a nine-year competitive honors pilot program to recruit high-achieving law students, recent law school graduates, and entry-level attorneys for employment. Under the pilot, the VA must (1) provide student loan repayment benefits to participants, (2) enter into participant agreements that outline terms of the program, (3) assign mentors who are outside of the participant's chain of command, and (4) provide participants with at least one assignment within the VA's Office of General Counsel. The bill also requires the VA to report on improving access to tele-hearings before the BVA (held by picture and voice transmission).

Expanding America's National Cemetery Act of 2023 This bill requires the Department of Veterans Affairs, before Arlington National Cemetery reaches capacity, to expand or otherwise modify an existing national cemetery to ensure that full military honors are provided in a specified manner. Specifically, the VA must expand or modify such a cemetery to ensure that full military honors are provided (1) in a manner consistent with the full military honors provided for interment in Arlington National Cemetery as of March 31, 2023; and (2) using the eligibility criteria in effect on March 31, 2023, for providing full military honors for interment in Arlington National Cemetery.

Dentist and Optometric Care Access Act of 2023 or the DOC Access Act of 20 23 This bill prohibits private health insurance plans from setting rates for items and services, except for dental cleanings, provided by a doctor of optometry, of dental surgery, or of dental medicine for which the plan does not pay a substantial amount. Additionally, an agreement between a plan and such a doctor for limited scope dental or vision benefits may last longer than two years only with the prior acceptance of the doctor for each term extension. Plans also may not restrict such a doctor's choice of laboratories or suppliers. Such doctors may elect to waive the application of the payment amount and choice of laboratories provisions of this bill. The bill does not supersede state laws regarding health insurers and dental or vision benefit plans.

STEM Restoring Employment Skills through Targeted Assistance, Re-entry, and Training Act or the STEM RESTART Act This bill establishes a new national program to support mid-career workers, including workers from underrepresented or rural populations, in reentering or transitioning to the STEM (science, technology, engineering, and mathematics) workforce by awarding grants to certain small- and medium-sized businesses to assist such workers in reentering or transitioning to the workforce at positions above entry level.

IMPACTT Human Trafficking Act This bill establishes a program within U.S. Immigration and Customs Enforcement, Homeland Security Investigations (HSI) to provide outreach and training to HSI employees who have been exposed to various forms of trauma in working with victims of human trafficking. The bill also provides statutory authority for the HSI Victim Assistance Program.

Don't BLock Our Communities Act or the D-BLOC Act This bill prohibits railroad carriers from obstructing travel at public highway-rail crossings for more than 10 minutes, except under limited circumstances (e.g., safety issues). The Department of Transportation (DOT) must investigate and send notices to carriers of repeated incidents; carriers are subject to civil penalties for violations that occur after having received notice. Additionally, each Class I railroad carrier must publish on its home page an active link to the blocked highway-rail crossing portal that is maintained by the Federal Railroad Administration. The portal is used to (1) collect information from the public, including first responders, regarding blocked highway-rail grade crossing events; (2) solicit the apparent cause of the blocked crossing and provide examples of common causes of blocked crossings; (3) provide each complainant with the contact information for reporting a blocked crossing to the relevant railroad; and (4) encourage each complainant to report the blocked crossing to the relevant railroad.

American Patriots of WWII through Service with the Canadian and British Armed Forces Gold Medal Act of 2023 This bill provides for the award of a single Congressional Gold Medal to all U.S. nationals who voluntarily joined the Canadian and British Armed Forces and their supporting entities during World War II in recognition of their dedicated service.

Major Richard Star Act This bill provides that combat-disabled uniformed services retirees with fewer than 20 years of creditable service may concurrently receive, without reduction, veterans' disability compensation and retired pay or combat-related special compensation.

Healthy Meals Help Kids Learn Act of 2023 This bill permanently increases the federal reimbursement rates for the school lunch and breakfast programs. Specifically, beginning July 1, 2023, the bill provides an additional 45 cents per lunch served in the National School Lunch Program and an additional 28 cents per breakfast served in the School Breakfast Program. These amounts must be adjusted annually for inflation beginning July 1, 2024.

Medical Device Nonvisual Accessibility Act of 2023 This bill requires certain medical devices with a digital interface to meet nonvisual accessibility standards established by the Food and Drug Administration (FDA). Specifically, the FDA must establish regulations to require a Class II or Class III medical device with a digital interface to provide a blind or low-vision user access to the same services and information, and generally the same ease of use, as provided to a user who is not low-vision or blind. (The FDA classifies medical devices in three classes. Class I devices are low-risk, Class II devices are moderate-risk, and Class III devices are high-risk.) A Class II or Class III medical device that does not meet the nonvisual accessibility standards established under this bill may not be sold. However, the FDA may waive the bill's requirements for a device upon a showing that applying the standards would fundamentally alter the nature of the device or create an undue hardship for the manufacturer. The bill also does not apply to devices that are intended solely for use by a health care provider or in a setting outside the home.

Family Farm and Small Business Exemption Act This bill restores an exemption for certain family farms and small businesses under the Free Application for Federal Student Aid (FAFSA). The bill applies to the net worth of (1) a family farm on which the family resides, or (2) a small business with not more than 100 full-time or full-time equivalent employees that is owned and controlled by the family. Prior to recent changes made to FAFSA, the net worth of these family farms and small businesses were excluded as assets when calculating a student's financial need to determine federal student aid eligibility. Beginning with the 2024-2025 academic year, the net worth of these farms and businesses will be treated as an asset and therefore included in the calculation. This bill restores the exemption to exclude such net worth from the calculation.

Richard L. Trumka Protecting the Right to Organize Act of 20 23 This bill expands various labor protections related to employees' rights to organize and collectively bargain in the workplace. Among other things, it (1) revises the definitions of employee , supervisor , and employer to broaden the scope of individuals covered by the fair labor standards; (2) permits labor organizations to encourage participation of union members in strikes initiated by employees represented by a different labor organization (i.e., secondary strikes); and (3) prohibits employers from bringing claims against unions that conduct such secondary strikes. The bill also allows collective bargaining agreements to require all employees represented by the bargaining unit to contribute fees to the labor organization for the cost of such representation, notwithstanding a state law to the contrary; and expands unfair labor practices to include prohibitions against replacement of, or discrimination against, workers who participate in strikes. The bill makes it an unfair labor practice to require or coerce employees to attend employer meetings designed to discourage union membership and prohibits employers from entering into agreements with employees under which employees waive the right to pursue or a join collective or class-action litigation. The bill further prohibits employers from taking adverse actions against an employee, including employees with management responsibilities, in response to that employee participating in protected activities related to the enforcement of the prohibitions against unfair labor practices (i.e., whistleblower protections). Such protected activities include providing information about a potential violation to an enforcement agency, participating in an enforcement proceeding, initiating a proceeding concerning an alleged violation or assisting in such a proceeding, or refusing to participate in an activity the employee reasonably believes is a violation of labor laws. Finally, the bill addresses the procedures for union representation elections, provides employees with the ability to vote in such elections remotely by telephone or the internet, modifies the protections against unfair labor practices that result in serious economic harm, and establishes penalties and permits injunctive relief against entities that fail to comply with National Labor Relations Board orders.

Correcting Guam's History in the PACT Act This bill expands eligibility for a presumption of service-connection for specified diseases associated with exposure to certain herbicide agents. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Under the bill, service performed in Guam or its territorial waters between August 15, 1958, and July 31, 1980, provides a veteran who has a specified disease that is associated with exposure to certain herbicide agents with eligibility for a presumption of service-connection. (Under current law, the eligible time frame for service in Guam is between January 9, 1962, and July 31, 1980.)

Whole Milk for Healthy Kids Act of 2023 This bill revises requirements for milk provided by the National School Lunch Program of the Department of Agriculture (USDA). Currently, schools participating in the program must provide milk that is consistent with the most recent Dietary Guidelines for Americans; USDA regulations require milk to be fat-free or low-fat and allow milk to be flavored or unflavored. The bill modifies these restrictions and instead permits schools to offer students whole, reduced-fat, low-fat, and fat-free flavored and unflavored milk. In addition, schools currently participating in the program must provide meals that meet certain nutrition requirements; USDA regulations require that the average saturated fat content of the meals offered must be less than 10% of the total calories. Under the bill, USDA must revise these requirements to increase the allowable average saturated fat content of a meal to account for milk fat included in whole milk.

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2023 or the DISCLOSE Act of 2023 This bill addresses campaign finance, including by expanding the prohibition on campaign spending by foreign nationals, requiring additional disclosures of campaign expenditures, and requiring additional disclosures regarding certain political advertisements. Specifically, the bill expands existing foreign money prohibitions to include disbursements for paid web-based or digital communications and federal judicial nomination communications. It also prohibits foreign nationals from contributing to campaigns related to ballot initiatives and referenda. The Government Accountability Office must, for each four-year election cycle, study and report on the incidence of illicit foreign money in federal elections. Next, the bill makes it unlawful to establish or use a corporation, company, or other entity with the intent to conceal an election contribution or donation by a foreign national. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. Covered organizations (e.g., corporations, labor organizations, and political organizations) must, within 24 hours, file reports with the Federal Election Commission to disclose campaign expenditures of more than $10,000 during an election cycle. The bill also requires organizations to provide additional disclosures regarding political advertisements, including the donors who contributed the most money to that organization in the last year.

Governing Unaccredited Representatives Defrauding VA Benefits Act or the GUARD VA Benefits Act This bill imposes fines on individuals for soliciting, contracting for, charging, or receiving any unauthorized fee or compensation with respect to the preparation, presentation, or prosecution of any claim for Department of Veterans Affairs benefits. The attempted commission of such offenses is also punishable by fine.

Advancing Safe Medications for Moms and Babies Act of 2023 This bill establishes programs and requirements to support the inclusion of pregnant and lactating women in clinical research. For example, the bill requires the Department of Health and Human Services to align the Food and Drug Administration's regulations for human subjects in clinical trials with other departmental regulations for pregnant women in clinical research. The bill also establishes (1) a national online clearinghouse with information about clinical trials that enroll pregnant and lactating women, (2) an advisory committee to help coordinate federal activities with respect to clinical research for pregnant and lactating women, and (3) an educational campaign on the importance of including pregnant and lactating women in clinical research. The National Institutes of Health must also prioritize certain research projects on new and existing medications for pregnant and lactating women based on need, feasibility, and the potential impact of the research.

Caring for Survivors Act of 2023 This bill increases the monthly rate of dependency and indemnity compensation payable to surviving spouses through the Department of Veterans Affairs (VA). Dependency and indemnity compensation is a monthly payment made to eligible survivors (i.e., spouses, parents, or children) of (1) certain veterans who died as a result of a service-connected condition; (2) service members killed while on active military duty or active or inactive duty for training; or (3) veterans who did not die from a service-connected condition, but were totally disabled by a service-connected disability for a certain period of time. The bill also (1) reduces, from 10 years to 5 years, the period of time that certain veterans must have been rated totally disabled due to a service-connected disability in order for a survivor to qualify for benefits; and (2) specifies the amount that is payable to survivors of veterans who were rated totally disabled for a period of less than 10 years before their death.
