Expresses the sense of the House of Representatives that: (1) the full realization of the rights of women is vital to the development and well-being of people of all nations; and (2) the Senate should, therefore, give its advice and consent to the ratification of the Convention on the Elimination of All Forms of Discrimination Against Women.

Recognizes the important contributions that the Convention on International Trade in Endangered Species of Wild Fauna and Flora has made in regulating international trade in endangered species and protecting endangered species worldwide. Recognizes the increasing importance of the Convention in addressing multiple and compounding threats on species and ecosystems arising from over-exploitation, habitat loss, invasive species, disease, and the effects of climate change. Applauds the Convention's recent leadership in reaffirming strong protections for the African elephant, and other endangered species. Urges: (1) renewed, expanded, and accelerated commitments to the Convention by all Parties to ensure the Convention's contribution to species conservation; (2) the U.S. delegation to the Convention to utilize international cooperation to encourage other Parties to the Convention to collaborate effectively to curb excessive exploitation of species for international trade; and (3) the Convention to adopt stronger protections for the polar bear, sharks, bluefin tuna, and other endangered species at the 16th meeting of the Conference of the Parties in 2013.

Supports the democratic aspirations of the Ivoirian people. Condemns any attempt to circumvent the will of the people of Cote d'Ivoire to elect Alassane Ouattara as their president. Calls on Laurent Gbagbo to respect the will of the Ivoirian people by peacefully handing over power to President Ouattara, and supports the application of sanctions against Mr. Gbagbo and his key supporters in order to send a message that impunity will not be tolerated. Calls for an end to acts of violence, human rights abuses, intimidation of U.N. troops, and the hindrance of U.N. access to investigate alleged human rights violations. Calls on the U.S. government and the international community to support the efforts of the Economic Community of West African States and the African Union (AU) to resolve the crisis, and calls for continued U.N. Security Council action to ensure that the democratic process is upheld. Calls on the U.S. government and other nations to coordinate the delivery of humanitarian assistance within Cote d'Ivoire and to neighboring countries hosting Ivoirian refugees.

Recognizes: (1) the disparate impacts of climate change on women and the efforts of women globally to address it, and (2) the need for balanced participation of men and women in climate change adaptation and mitigation efforts. Encourages the use of gender-sensitive frameworks in developing climate change policies. Affirms Congress's commitment to: (1) support women who are particularly vulnerable to prepare for and adapt to climate change impacts; (2) empower women in the planning, design, implementation, and evaluation of climate change strategies; and (3) include women in economic development planning, policies, and practices that directly improve conditions that result from climate change. Encourages the President to: (1) integrate a gender approach in all U.S. policies and programs that are globally related to climate change; and (2) ensure that those policies and programs support women globally to prepare for and adapt to climate change.

Encourages the President to: (1) reaffirm his commitment to pursue policies to protect the health and rights of women and girls, and (2) issue a proclamation calling upon the people of the United States to observe International Women's Day.

Calls for the Secretary of Health and Human Services (HHS) to: (1) enhance quality of care and patient safety by advancing the development of process and outcome measures for the management of atrial fibrillation by national developers, supporting pilots and demonstration projects to reduce avoidable hospital admissions and readmissions for patients with atrial fibrillation, and facilitating the adoption of evidence-based guidelines by the medical community to improve patient outcomes; (2) advance atrial fibrillation research and education by encouraging basic science research to determine the causes and optimal treatments, exploring development of a screening tool and protocols to determine the risk for the development of atrial fibrillation, and enhancing current surveillance and tracking systems to include atrial fibrillation; and (3) improve access to appropriate medical care for patients suffering from atrial fibrillation by encouraging education programs that promote collaboration among federal health agencies and that increase public and clinician awareness of atrial fibrillation.

Calls for the Secretary of Health and Human Services (HHS), in implementing existing federal epilepsy public education, outreach, and awareness campaigns under the Public Health Service Act, to collaborate with the Secretaries of Defense (DOD), Veterans Affairs (VA), Education, Labor, and Homeland Security (DHS) and the Attorney General to deliver the campaign's educational materials and messages to individuals and organizations, including: (1) teachers, administrators, and other school or education personnel; (2) federal, state, county, and local law enforcement personnel and first responders; (3) employers and labor organizations; and (4) other individuals and organizations the HHS Secretary deems to have regular interaction with individuals who are subject to epilepsy and seizure incidents.

Reaffirms support for a negotiated solution to the Israeli-Palestinian conflict resulting in two states, a democratic Jewish state of Israel and a democratic Palestinian state living in peace and mutual recognition. States that any Palestinian unity government must forswear terrorism, accept Israel's right to exist, and reaffirm previous agreements made with Israel. Opposes any attempt to establish or seek recognition of a Palestinian state outside of an agreement negotiated between Israel and the Palestinians. Urges Palestinian leaders to cease efforts at circumventing the negotiation process, including through a unilateral declaration of statehood or by seeking recognition of a Palestinian state from other nations or the United Nations (U.N.). Supports the Administration's opposition to a unilateral declaration of a Palestinian state. Affirms that Palestinian efforts to circumvent direct negotiations will harm U.S.-Palestinian relations and will have implications for U.S. assistance programs for the Palestinians and the Palestinians Authority (PA). Reaffirms the U.S. statutory requirement precluding assistance to a PA that includes Hamas unless that PA and all its ministers accept Israel's right to exist and all prior agreements and understandings with the United States and Israel.

Recognizes that women's empowerment, specifically their inclusion in decisionmaking structures, is inextricably linked to the potential of nations to generate economic growth and democracy. Reaffirms the commitment of the United States to the universal rights of freedom of assembly, freedom of speech, and freedom of association and supports the calls for democratic governments that respect these rights. Condemns efforts to provoke violence against women. Underscores the importance of women's rights and political participation as leaders in North Africa and the Middle East consider constitutional reforms and shape new governments. Encourages the President to reaffirm his commitment to pursue policies to protect fundamental human rights and civil liberties, particularly those of women and girls.

Commends the government of Japan for extending an official apology to all U.S. former prisoners of war from the Pacific War and establishing a visitation program to Japan for surviving veterans, their families, and descendants. Appreciates the government of Japan's efforts toward historic apologies for the war crimes of Imperial Japan. Requests that the government of Japan: (1) continue its Japanese/American POW Friendship Program of reconciliation and remembrance and expand it to educate the public and its school children about the history of prisoners of war in Imperial Japan, and (2) respect the wishes and sensibilities of the U.S. former prisoners of war by requesting successor Japanese firms of private entities that used U.S. prisoner of war labor to emulate their government's sincerity by offering an apology and supporting programs for lasting remembrance and reconciliation. Acknowledges the work of the Department of State in advocating for the U.S. prisoners of war from the Pacific War. Applauds the dedication and patriotism of the members and descendants of the American Defenders of Bataan and Corregidor for their pursuit of justice and lasting peace.

Calls on Egypt to: (1) bring about the safe return of U.S. citizens Noor and Ramsay Bower to their father, Colin Bower, in the United States; and (2) stop using its security forces in aiding the continued unlawful retention of Noor and Ramsay Bower. Urges Egypt and all other nations to join and fully participate in the Hague Convention on the Civil Aspects of International Child Abduction and to establish procedures to address the tragedy of child abductions. Expresses the sense of the House of Representatives that the United States should: (1) urge other nations like Egypt to become parties to the Hague Convention on the Civil Aspects of International Child Abduction, (2) take measures to ensure that Hague Convention partners and countries that are not Convention partners return abducted children to the United States, and (3) pursue criminal extradition of abducting parents where resolution of the abduction is not otherwise obtainable.

Condemns the government of Iran for its state-sponsored persecution of its Baha'i minority and its continued violation of the International Covenants on Human Rights. Calls on the government of Iran to release seven specified imprisoned Baha'i leaders and all other prisoners held on account of their religion, including: Mrs. Fariba Kamalabadi, Mr. Jamaloddin Khanjani, Mr. Afif Naeimi, Mr. Saeid Rezaie, Mr. Behrouz Tavakkoli, Mrs. Mahvash Sabet, Mr. Vahid Tizfahm, Ms. Raha Sabet, and Mr. Navid Khanjani. Calls on the President and Secretary of State, in cooperation with the international community, to condemn Iran's continued violation of human rights and demand the release of prisoners held on account of their religion, including the above-named individuals. Urges the President and Secretary to utilize all available measures, such as those available under the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 and Executive Order 13553, to sanction Iranian government officials and other individuals directly responsible for human rights violations in Iran, including against the Baha'i community.

Commends: (1) the Administration for providing assistance in response to the drought and famine-like conditions in the Horn of Africa, and (2) the United States Agency for International Development (USAID) for providing assistance in Somalia in order to mitigate conflict and promote stability. Encourages international humanitarian organizations to continue to provide food and humanitarian assistance to the regions in need, mindful of the need for relief workers' safety. Calls on: (1) the Transitional Federal Government of Somalia (TFG) and other local Somali authorities to make additional efforts to provide support and humanitarian relief to the people of Somalia; and (2) the U.S. government and the international community to remain focused on those most vulnerable to the current drought and famine-like conditions, especially women and children. Encourages increased water conservation. Reaffirms the commitment of the United States to promoting the safety, health, and well-being of refugees around the world.
