Global Health Security Act of 2018 This bill directs the President to create the Global Health Security Agenda Interagency Review Council, which shall facilitate implementation of the Global Health Security Agenda, an initiative launched by nearly 30 nations to address global infectious disease threats. The President shall also designate a National Security Council employee as a special advisor responsible for coordinating the interagency response to global health security emergencies.

Water Infrastructure Improvement Act This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to allow municipalities to develop a plan that integrates wastewater and stormwater management. A permit for a municipal discharge under the national pollutant discharge elimination system that incorporates an integrated plan may integrate all requirements under the Act addressed in the plan. Those permits may include a schedule of compliance that allows actions for meeting water quality-based effluent limitations to be implemented over more than one permit term if the compliance schedules are authorized by state water quality standards. The bill establishes an Office of the Municipal Ombudsman in the Environmental Protection Agency (EPA) to provide: (1) technical assistance to municipalities seeking to comply with the Clean Water Act, and (2) information to the EPA to ensure that agency policies are implemented by all EPA offices. The EPA must promote the use of green infrastructure (i.e., measures that mimic natural processes to store, reuse, or reduce stormwater).

Verification Alignment and Service-disabled Business Adjustment Act or the VA-SBA Act This bill transfers the responsibility for verifying that a small business concern is owned and controlled by a veteran or service-disabled veteran, for the purposes of eligibility for certain procurement programs, from the Department of Veterans Affairs to the Small Business Administration. It also modifies various aspects of such programs, including penalties for misrepresenting ownership status.

Uyghur Human Rights Policy Act of 2018 This bill directs various U.S. government bodies to prepare reports on China's treatment of the Uyghurs, a predominantly Muslim Turkic ethnic group. The Office of the Director of National Intelligence shall report to Congress on issues including the security threats caused by the Chinese government's reported crackdown on the Uyghur population in Xinjiang province. The Federal Bureau of Investigation shall report on topics such as its efforts to protect ethnic Uyghurs and Chinese nationals in the United States from Chinese government intimidation. The U.S. Agency for Global Media shall report on media-related matters, including the reach of U.S. media into Xinjiang and assessments of Chinese propaganda strategies. The Department of State shall report on the scope of the reported crackdown in Xinjiang, including the number of detained individuals, an assessment of government surveillance in the province, and U.S. diplomatic efforts to address the crackdown.

Clean Up the Code Act of 2018 This bill repeals specified sections of the federal criminal code, including provisions that prohibit the following: interstate transport of alligator grass, water chestnut plants, or water hyacinth plants; fraudulent use of the 4-H club emblem (i.e., the green four-leaf clover with stem); unauthorized use of the Smokey Bear character or name; and unauthorized use of the Woodsy Owl character, name, or slogan.

Combating Illicit Fentanyl Act of 2019 This bill directs the Department of State and Department of the Treasury to annually report to Congress identifying each person in China, including government officials, involved in fentanyl production and its trafficking into the United States.

Build the Wall, Enforce the Law Act of 2018 This bill amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to modify provisions relating to the enforcement of immigration laws. Specifically, the bill prohibits any individual (e.g., an employer) from restricting or interfering with the enforcement of the immigration laws by federal officials. It also denies states or localities (i.e., sanctuary jurisdictions) that fail to cooperate in the enforcement of the immigration laws eligibility for federal funds and law enforcement grants under the Omnibus Crime Control and Safe Streets Act of 1968. The bill amends detainer provisions to authorize the Department of Homeland Security to issue detainers for the arrest of an illegal alien if there is probable cause to believe that the alien is inadmissible or deportable. It also provides qualified immunity to governmental and certain nongovernmental entities that detain an alien, except in cases of mistreatment, and allows a private right of action to relatives of victims of crime committed by an alien released from custody by a state or local governmental entity that failed to honor a detainer. The bill also revises provisions requiring detention of aliens during the pendency of removal proceedings to require indefinite detention of aliens who have committed certain serious crimes; enhances penalties for the criminal offense of reentry after removal; establishes new and specific grounds of inadmissibility and deportability for aliens who are members of designated criminal gangs (consisting of five or more persons); and provides funding for border barriers, technology and other resources at the southern border to prevent illegal entry.

Zero Tolerance for Electronics Theft Act or the ZTE Theft Act This bill requires certain telecommunications, software, or electronics companies headquartered in China that had previously been denied export privileges to certify to the Department of Justice that it will abide by all U.S. laws, not engage in cyber espionage, and not infringe intellectual property, to be eligible for such privileges. It also requires such a company to establish with the Department of the Treasury a $2.5 billion account to pay any patent infringement judgments against it.

Business Activity Tax Simplification Act of 201 8 This bill expands the federal prohibition against state taxation of interstate commerce to include taxation of out-of-state transactions involving all forms of property and services, including the furnishing or gathering of information and sales or transactions involving digital goods or services. (Under current law, the prohibition applies only to sales of tangible personal property.) The bill also (1) prohibits state taxation of an out-of-state entity unless the entity has a physical presence in the taxing state, (2) sets forth criteria for determining physical presence in a state, and (3) specifies requirements for computing the tax liability of affiliated businesses operating in a state.

Tropical Forest Conservation Reauthorization Act of 2018 This bill renames the Tropical Forest Conservation Act of 1998 as the Tropical Forest and Coral Reef Conservation Act of 1998 and otherwise revises the Act. Coral reef ecosystems are included within the Act's scope and made eligible for benefits under the Act. The Tropical Forest Facility is renamed the Conservation Facility, and the Tropical Forest Fund is renamed the Conservation Fund. One or more individuals appointed by the U.S. government may serve on oversight bodies for grants from a debt-for-nature swap or debt buyback regardless of whether the United States is a party to any agreement between the eligible purchaser and the government of the beneficiary country. A grant of more than $250,000 must be approved by the U.S. government and the government of the beneficiary country.

Asia Reassurance Initiative Act of 2018 This bill provides for the promotion of U.S. values and diplomatic, security, and economic interests in the Indo-Pacific region. It includes statements of policy and measures concerning security assistance and alliances; the U.S. relationship with China, India, and the Association of Southeast Asian Nations; the U.S. military presence in the region, as well as the pursuit of arms control; security partnerships in southeast Asia; the commitment to Taiwan; a strategy regarding North Korea; trade agreements and facilitation; and the promotion of human rights and democracy in the region.

Study of Underrepresented Classes Chasing Engineering and Science Success Act of 2018 or the SUCCESS Act This bill directs the U.S. Patent and Trademark Office (USPTO) to study and report to Congress on the number of patents applied for and obtained: (1) by women and minorities, and (2) by small businesses owned by women and minorities. The USPTO must provide legislative recommendations to increase the number of women and minorities who participate in entrepreneurship activities and apply for patents. Additionally, the bill amends the Leahy-Smith America Invents Act to extend for eight years the authority of the USPTO to set and adjust patent fees.

Protecting Family and Small Business Tax Cuts Act of 2018 This bill amends the Internal Revenue Code to make permanent several tax provisions that were enacted in 2017 and are scheduled to expire at the end of 2025. The bill makes permanent provisions that: reduce individual tax rates, modify the taxation of the unearned income of children, allow a deduction for qualified business income of pass-through entities, increase the standard deduction, increase and modify the child tax credit, increase the limitation for certain charitable contributions, allow additional contributions to ABLE accounts (tax-favored accounts designed to enable individuals with disabilities to save for and pay for disability-related expenses), allow certain members of the Armed Forces in the Sinai Peninsula of Egypt to receive combat zone tax benefits, exclude from gross income discharges of student loan debt due to the death or disability of the student, repeal the deduction for personal exemptions, limit individual deductions for state and local taxes, limit the mortgage interest deduction, double the estate and gift tax exemption amount, increase the alternative minimum tax exemption amount for individuals, and repeal or limit several other deductions and exclusions. The bill also: extends through 2020 the reduction in the adjusted gross income threshold for the medical expense deduction, modifies the capital gains tax brackets, and modifies tax filing requirements for married taxpayers.

Threat Assessment, Prevention, and Safety Act of 2018 This bill directs the Department of Homeland Security (DHS) to establish within itself a Joint Threat Assessment and Management Task Force, which shall provide recommendations to Congress and DHS on the development and implementation of a national strategy for preventing targeted violence through threat assessment and management. The task force shall make recommendations relating to the most effective use of existing government infrastructure, workforce, and experience, unit support, training, and school violence prevention. The bill defines "threat assessment and management" as the systematic and evidence-based process of: (1) identifying individuals whose behavior indicates a capacity for committing acts of violence; (2) investigating and gathering information to assess whether such individuals pose a real threat; and (3) the subsequent management of such a threat. DHS shall develop and implement the national strategy and provide information and training services related to it. The bill directs DHS to award grants to governmental and educational entities and nongovernmental organizations to establish community based units for implementing the national strategy.

Application Privacy, Protection, and Security Act of 201 8 or the APPS Act of 201 8 This bill directs mobile device application developers, before the application collects personal data about the user, to notify the user and obtain the user's consent regarding the terms and conditions governing the collection, use, storage, and sharing of such personal data.

Tomb of the Unknown Soldier Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 100,000 $1 coins in commemoration of the centennial of the establishment of the Tomb of the Unknown Soldier. All sales of such coins shall include a surcharge of $10 for each coin. All surcharges received by Treasury from the sale of such coins must be paid to the National World War I Museum and Memorial to assist in the commemoration of the centennial.

Integration of Baseball Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins in recognition and celebration of the 75th anniversary of the integration of the game of baseball. All sales of such coins shall include specified surcharges. All surcharges received by Treasury shall be distributed to the National Baseball Hall of Fame, with the understanding that the Hall of Fame shall work with the Jackie Robinson Foundation to develop and operate education programs about the integration of the game of baseball and to preserve artifacts related to the integration of the game.

AG and Legal Workforce Act This bill establishes a new H-2C nonimmigrant visa for aliens coming temporarily to the United States to perform agricultural labor or services. In addition, the bill (1) directs the Department of Homeland Security to create an electronic employment-eligibility confirmation system modeled after the E-Verify system, and (2) mandates the use of such a system by employers.

Preventing Emerging Threats Act of 2018 This bill amends the Homeland Security Act of 2002 to authorize the Department of Homeland Security (DHS) and the Department of Justice (DOJ) to authorize their personnel to act to mitigate a credible threat that an unmanned aircraft system or unmanned aircraft (i.e., drones) poses to the safety or security of facilities or assets, through a risk-based assessment. DHS may take actions to: detect, identify, monitor, and track the drone, without prior consent; warn the drone's operator; disrupt control of the drone, without prior consent; seize or exercise control of the drone; confiscate the drone; or use reasonable force, if necessary, to disable, damage, or destroy the drone. Any drone seized by DHS or DOJ is subject to forfeiture to the United States. DHS shall: (1) evaluate the threat from drones to U.S. critical infrastructure and to domestic large hub airports; and (2) assess the threat of vehicular terrorism and brief Congress on its findings and on a strategy to improve efforts to support emergency response providers and the private sector to prevent, mitigate, and respond to such threat.

Clarity on Small Business Participation in Category Management Act of 2018 This bill amends the Small Business Act to revise the Small Business Administration's reporting requirements to the President and to Congress on procurement contracts to include spending data in each best in class designation (highest current industry performance level) and total contract amounts awarded to (1) Historically Underutilized Business Zone (HUBZone) small businesses, (2) small businesses owned and controlled by women, (3) small businesses owned and controlled by service-disabled veterans, and (4) socially and economically disadvantaged small businesses.

Small Business Runway Extension Act of 2018 This bill amends the Small Business Act to revise certain requirements for prescribing size standards for small businesses. Such standards shall be calculated using average annual gross receipts of such businesses from at least the previous five (currently, three) years.

Efficient Drug Disposal Act of 2018 This bill amends the Clean Air Act to exempt certain solid waste incinerators from performance standards, including emission requirements. Specifically, incinerators used by federal, state, and local law enforcement agencies to destroy contraband or household pharmaceuticals are exempt from these requirements.

Democratic Republic of the Congo Democracy and Accountability Act of 2018 This bill (1) urges the President to support efforts at the United Nations with respect to the humanitarian and political crisis in the Democratic Republic of the Congo, (2) provides statutory authority for specified sanctions related to the Congo, and (3) requires the Department of State to report on human rights abuses and corruption there.

History and Tradition Protection Act of 2018 This bill provides that, regarding a civil action for deprivation of rights under color of law, the remedies with respect to a claim shall be limited to injunctive and declaratory relief where the deprivation consists of a violation of a prohibition in the Constitution against the establishment of religion. No fees shall be awarded in proceedings in vindication of civil rights with respect to such a claim concerning the actions of states and localities. With regard to a claim brought against the United States or a federal official acting in his or her official capacity, the bill prohibits the award of reasonable fees and expenses of attorneys to the prevailing party.

Trans-Sahara Counterterrorism Partnership Act of 2018 This bill directs the Department of State to: (1) establish and monitor the Trans-Sahara Counterterrorism Partnership to coordinate U.S. counterterrorism, military, and law enforcement programs and activities in the Sahel, Maghreb, and adjacent regions of Africa; (2) submit a related counterterrorism strategy to Congress.

Anti-Semitism Awareness Act of 2018 This bill requires the Department of Education when reviewing whether there has been a violation of title VI of the Civil Rights Act of 1964 (prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving federal financial assistance) based on an individual's actual or perceived shared Jewish ancestry or Jewish ethnic characteristics to consider the definition of "anti-Semitism" as part of its assessment of whether a practice was motivated by anti-Semitic intent. For purposes of this bill, the definition of "anti-Semitism" is the definition set forth by the Special Envoy to Monitor and Combat Anti-Semitism of the Department of State in the Fact Sheet issued on June 8, 2010.

No Oil Producing and Exporting Cartels Act of 2018 or NOPEC This bill amends the Sherman Act to prohibit a foreign state from engaging in collective action impacting the market, supply, price or distribution of oil, natural gas, or other petroleum product in the U.S. Specifically, a foreign state is prohibited from: collective action that limits the production or distribution of such product, collective action to set or maintain the price of such product, or any other action that restrains trade of such product. Sovereign immunity (i.e., a foreign state's immunity from the jurisdiction of U.S. courts) and the act of state doctrine (i.e., the prohibition of a court invalidating an official act of a foreign sovereign performed within its own territory) shall not apply to a foreign state's violation of this bill.
