Burma Unified through Rigorous Military Accountability Act of 2018 or the BURMA Act of 2018 This bill provides humanitarian assistance for Burma (Myanmar) and Bangladesh and imposes sanctions on Burmese military or security officials responsible for serious human rights abuses. The bill provides humanitarian assistance for Burma, Bangladesh, and the surrounding region, including assistance for the Rohingya minority. The Department of State, the Department of the Treasury, and the U.S. Agency for International Development shall jointly submit to Congress a strategy for promoting economic growth in Burma.

Cambodia Democracy Act of 2018 This bill directs the President to apply property-blocking and visa restriction sanctions against each senior official of the Cambodian government, military, or security forces who has directly and substantially undermined democracy in Cambodia and committed or directed serious human rights violations. Sanctions may be suspended for up to one year if the President certifies to Congress that Cambodia is making progress toward ending government efforts to undermine democracy, ending human rights violations, and conducting elections that allow for the participation of credible opposition candidates.

Protecting the Dignity of Unborn Children Act of 2018 This bill amends the federal criminal code to make it a crime to recklessly dispose of or abandon fetal remains in a landfill or in any navigable waters of the United States. The term "fetal remains" means any part (except a cremated part) of a deceased human fetus following an abortion. A violator is subject to a fine, up to three years in prison, or both.

Cyber Deterrence and Response Act of 2018 This bill establishes a process to identify and impose sanctions against foreign persons, entities, and countries responsible for state-sponsored cyberattacks against the United States. The President may impose financial, export, and entry sanctions against foreign nations that have aided or directed such cyberattacks or may waive such sanctions on a case-by-case basis for up to a year. The President shall periodically brief Congress on state-sponsored cyber activities against the United States.

Music Modernization Act This bill makes various changes to copyright law related to sound recordings, including providing protection for sound recordings fixed before February 15, 1972, creating a system for paying royalties to producers and sound engineers, and establishing a statutory blanket license for digital music services. The blanket license allows music services to distribute sound recordings covered by the license without negotiating for the rights for each individual recording, as long as the music service complies with the license's requirements, such as paying the required royalties.

Accelerated Payments for Small Businesses Act of 2018 This bill establishes a goal for federal agencies to pay small business invoices within 15 days of receiving a proper invoice if a specific payment date is not established by contract.

Municipal Infrastructure Savings and Transparency Act This bill grants an engineer for a public agency that receives funds from the Federal Highway Administration, the U.S. Army Corps of Engineers, the Environmental Protection Agency (EPA) , or the Department of Agriculture (USDA), in accordance with state and local procurement requirements, maximum flexibility to select appropriate construction materials that meet the performance requirements of a public contract and that allows open and free competition among suppliers of construction materials, notwithstanding federal procurement requirements. A state or local government may not prohibit or restrict any such engineer from using a particular construction material. The Department of Transportation, the EPA, the Corps of Engineers, and USDA shall establish an interagency task force which shall issue a comprehensive report on federally-funded infrastructure projects.

DUI Reporting Act of 2018 This bill requires the Department of Transportation (DOT) to withhold national priority safety program grant funds from a state that does not appear on the most recent list provided to DOT by the Department of Justice identifying states that are appropriately reporting arrests for driving under the influence of alcohol or drugs.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends Military Financing Program grants for Israel through FY2023. The Department of Defense shall conduct a joint assessment with Israel regarding: (1) precision guided munitions needed by Israel in a sustained armed confrontation with Hezbollah and other armed groups and terrorist organizations, and (2) related U.S. assistance and resupply planning. The President may utilize the Special Defense Acquisition Fund to transfer precision guided munitions and related defense articles and services to reserve stocks for Israel. Authorities for loan guarantees and the war reserves stockpile for Israel are extended through FY2023. The Department of Homeland Security shall establish a seven-year grant program with Israel to support: (1) cybersecurity research and development, and (2) commercialization of cybersecurity technology. The U.S. Agency for International Development may enter into memoranda of understanding with Israel to advance common goals on energy, agriculture and food security, democracy, economic growth, education, and health. The National Aeronautics and Space Administration (NASA) shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The President may enter into a cooperative project agreement with Israel to carry out research and joint production of defense articles and services to detect and destroy unmanned aerial vehicles (i.e., drones) that threaten the United States or Israel. The bill states that it is U.S. policy to ensure that Israel maintains its qualitative military edge.

Hire Our Heroes to Protect Our Schools Act of 2018 This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to revise and reauthorize through FY2024 the Secure Our Schools grant program. This grant program provides grants to states, local governments, and Indian tribes to improve security, including the placement and use of metal detectors and other deterrent measures, at schools and on school grounds.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

Global Food Security Reauthorization Act of 2018 This bill amends the Global Food Security Act of 2016 to revise policy objectives and to: (1) extend through FY2021 the program to carry out those portions of the global food security strategy that relate to the Department of State and the U.S. Agency for International Development, and (2) expand requirements for reporting by the President regarding strategy implementation. The Foreign Assistance Act of 1961 is amended to extend through FY2021 the assistance program for international disaster relief and rehabilitation, including the set-aside for the emergency food security program.

Service-Disabled Veterans Small Business Continuation Act This bill provides that the surviving spouse of a veteran who died with less than a 100% disability rating maintains the same Department of Veterans Affairs contracting preference for a Service Disabled Veteran Owned Small Business as the spouse of a 100% disabled veteran until: (1) three years after the veteran's death, (2) the surviving spouse remarries, or (3) the surviving spouse relinquishes ownership of the business.

Export Control Reform Act of 2018 Export Controls Act of 2018 This bill grants the President authority to control: (1) the export, reexport, and transfer of items (commodities, software, or technology), whether by U.S. persons (including corporations) or by foreign persons, wherever located to protect national security; and (2) the activities of U.S. persons, wherever located, relating to specific nuclear explosive devices, missiles, chemical or biological weapons, whole plants for chemical weapons precursors, foreign maritime nuclear projects, and foreign intelligence services. A license shall be required for the export, reexport, or transfer of items to a country if the Department of State has made specified determinations with respect to support for international terrorism. The President shall establish and lead a regular ongoing interagency process to identify emerging critical technologies not identified in any list of items controlled for export. Anti-Boycott Act of 2018 The President shall issue regulations prohibiting specified actions with respect to foreign boycotts against a country that is friendly to the United States and may impose civil penalties for violations of boycott prohibitions.. The President shall impose specified sanctions: (1) upon determining that a U.S. person knowingly exports, reexports, or transfers of any item on the Guidelines and Equipment and Technology Annex of the Missile Technology Control Regime (MTCR); and (2) on a foreign person who engages in specified activity involving MTCR equipment or technology transfers, where such person has knowingly and materially contributed through the export from the United States of any item subject to U.S. jurisdiction involving the efforts by a foreign country, project, or entity to acquire chemical or biological weapons.

Creating Real and Useful Middle-Class Benefits and Savings (CRUMBS) Act of 2018 This bill excludes up to $2,500 of bonus income received by an employee in 2018 from being considered taxable earnings for the purpose of determining an employee's federal tax liability. The bill defines a "bonus" as wages paid in addition to the compensation ordinarily given, required, optioned, or obligated under an employment contract.

Congressional Accountability Act of 1995 Reform Act This bill amends the Congressional Accountability Act of 1995 (CAA) to revise administrative and judicial dispute resolution procedures for initiating, investigating, and resolving claims by employees alleging that employing offices have violated their CAA rights and protections, including protections against sexual harassment. The bill revises CAA provisions, including to: eliminate CAA counseling and mediation requirements before an employee may file a claim with the Office of Compliance (OOC) alleging the violation; require current and former Members of Congress to reimburse the Treasury if an employee receives an award or settlement for the Member's alleged act of discrimination or retaliation; require referral to congressional ethics committees of final disposition of claims alleging CAA violations by Members of Congress and senior staff of employing offices; require non-congressional legislative offices that violate CAA requirements to reimburse the Treasury for resulting award or settlement payments; and extend CAA nondiscrimination requirements and remedies to Library of Congress employees and uncompensated legislative branch interns, detailees, and fellows. The bill applies CAA rights and protections to the China Review Commission, the Congressional-Executive China Commission, the Helsinki Commission, the John C. Stennis Center for Public Service Training and Development, and their employees. Non-congressional CAA employing offices must develop programs to train and educate employees about their CAA rights and protections and available procedures to consider alleged CAA violations. The bill renames the OOC the Office of Congressional Workplace Rights.

Requires each employing office of the House of Representatives to adopt an anti-harassment and anti-discrimination policy. Establishes the House Office of Employee Advocacy (OEA) to: (1) provide legal assistance to House employees regarding Congressional Accountability Act of 1995 (CAA) procedures, including those applicable to civil actions; and (2) operate an employee hotline. Prohibits the OEA from: (1) accepting awards of litigation expenses or costs under CAA hearings or civil actions, and (2) providing assistance to an employee after the individual files a civil action. Requires House offices to certify that payroll actions are not connected to CAA awards and settlements, and that the Member's Representational Allowance is not being used for CAA awards or settlements. Amends Rule XXIII (Code of Official Conduct) of the Rules of the House to prohibit: (1) a Member, Delegate, Resident Commissioner, officer, or employee of the House from committing sexual harassment against an individual or engaging in unwelcome sexual advances; and (2) sexual relationships between Members and employees (except between married individuals). Bars the House Office of Congressional Ethics from initiating or continuing any investigation of an allegation of violation under CAA rights and protections, or making any recommendations regarding such an allegation, if the employee initiates proceedings with respect to the alleged violation under CAA administrative and judicial dispute-resolution procedures.

Release the Memo Resolution Expresses the sense of the House of Representatives that the House Permanent Select Committee on Intelligence should immediately hold a recorded vote on making public a memo alleging improper conduct in the use of the Foreign Intelligence Surveillance Act by the Federal Bureau of Investigation and the Department of Justice that was prepared by members of the committee, as well as ancillary information. Urges the quick release of the memo and information to the public if the committee votes to make such documents available.

Securing America's Future Act of 2018 This bill amends the Immigration and Nationality Act to revise immigrant visa allocation provisions, including family-related visas. A nonimmigrant classification for parents of adult U.S. citizens is created. The diversity visa program is eliminated. Annual immigration levels are revised. The limit on the worldwide level of employment-based immigrants is increased. The H-2C visa temporary agricultural worker program is revised. A trust fund is established to provide incentives for such workers to return to their country of origin. DNA testing to establish family relationships is authorized. Employment eligibility verification provisions are revised. The Department of Homeland Security (DHS) shall establish an employment verification system. No federal, state, or local government entity or individual may prohibit or restrict a federal, state, or local government entity or official from complying with the immigration laws or assisting related federal law enforcement activities. The bill revises provisions regarding: (1) detention of aliens in removal proceedings; (2) illegal entry and reentry; (3) inadmissibility and deportability of criminal aliens, gang members, drunk drivers, and sex offenders; (4) repatriation; (5) asylum and asylum fraud; (6) unaccompanied alien children; (7) foreign students; and (8) visa fraud. The bill: (1) transfers authority for strengthening the southern border from the Department of Justice to DHS; (2) revises border security provisions; (3) provides for additional border security personnel; (4) authorizes new ports of entry along the northern border and southern borders; (5) authorizes National Guard border security activities; (6) provides contingent nonimmigrant status for certain aliens who entered the United States as minors; (7) authorizes appropriations for specified border barriers and infrastructure; and (8) establishes Operation Stonegarden to make border security grants to law enforcement agencies. DHS shall: (1) submit a southern border threat analysis, (2) establish the Integrated Border Enforcement Team program, (3) implement the Border Security Deployment Program, (4) review social media activities of visa applicants, and (5) establish a biometric exit data system.

Small Business 7(a) Lending Oversight Reform Act of 2018 This bill amends the Small Business Act to provide statutory authority for the Small Business Administration (SBA) Office of Credit Risk Management and the SBA Lender Oversight Committee. For FY2018 and each ensuing fiscal year, the SBA may, with congressional approval, increase the cap for general business loans if the cap will be reached within that fiscal year. An increase may only be implemented once each fiscal year.

Iran Human Rights and Hostage-Taking Accountability Act This bill directs the President to identify and impose sanctions against senior members of the government of Iran and other persons who are responsible for or complicit in committing serious human rights violations, or engaging in censorship, the diversion of goods intended for the people of Iran, or public corruption. The President shall identify and impose U.S. entry and financial sanctions against persons who are responsible for or complicit in the politically-motivated intimidation, detention, or trial of: (1) U.S. citizens or legal permanent resident aliens in Iran; or (2) Iranians, Iranian residents, or persons of Iranian origin outside of Iran. The President shall impose U.S. entry sanctions against specified family members of identified persons. The Department of State shall submit to Congress a strategy to prevent elements of the Iranian regime from engaging in hostage-taking or the prolonged arbitrary detention of U.S. citizens or legal permanent resident aliens. The bill authorizes the consolidation of certain Iran-related reports.

This bill amends the Internal Revenue Code to allow distributions from qualified tuition programs (known as 529 plans) to be used for certain expenses in connection with a homeschool (whether treated as a homeschool or a private school for purposes of state law). The expenses include: curriculum and curricular materials, books or other instructional materials, online educational materials, tuition for tutoring or educational classes outside of the home (if the tutor or instructor is not related to the student), dual enrollment in an institution of higher education, and educational therapies for students with disabilities.

Born-Alive Abortion Survivors Protection Act This bill amends the federal criminal code to require any health care practitioner who is present when a child is born alive following an abortion or attempted abortion to: (1) exercise the same degree of care as reasonably provided to any other child born alive at the same gestational age, and (2) ensure that such child is immediately admitted to a hospital. The term "born alive" means the complete expulsion or extraction from his or her mother, at any stage of development, who after such expulsion or extraction breathes or has a beating heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, regardless of whether the umbilical cord has been cut. Also, a health care practitioner or other employee who has knowledge of a failure to comply with these requirements must immediately report such failure to an appropriate law enforcement agency. An individual who violates the provisions of this bill is subject to a criminal fine, up to five years in prison, or both. An individual who commits an overt act that kills a child born alive is subject to criminal prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive for conspiracy to violate these provisions, for being an accessory after the fact, or for concealment of felony. A woman who undergoes an abortion or attempted abortion may file a civil action for damages against an individual who violates this bill.

Acknowledges: (1) the importance of the U.S.-Egypt partnership in advancing common interests, and (2) Egypt's regional role as a partner in the fight against terrorism and violent extremism. Recognizes the necessity for Egypt's leaders to take steps toward education reform that prioritizes impartial instruction of all religions and political reform that prioritizes human rights, fundamental freedoms, and the rule of law. Urges the government of Egypt to: (1) enact reforms to ensure that Coptic Christians are given the same rights and opportunities as all other Egyptian citizens; (2) end the culture of impunity for attacks on Christians; and (3) arrest, prosecute, and convict individuals who carry out such attacks.

No Assistance for Assad Act This bill prohibits FY2018-FY2022 reconstruction or stabilization assistance from being provided for any area of Syria controlled by the Syrian government or associated forces unless the President certifies that the Syrian government has stopped attacking civilians and is making progress in areas such as human rights, complying with international obligations, ending missile development and deployment, and refugee repatriation. The President shall recertify whether such conditions are being met every 90 days. Such prohibition shall not apply to assistance for locally administered projects and humanitarian needs. The Department of State and the U.S. Agency for International Development shall report to Congress regarding the delivery of U.S. humanitarian assistance to Syria.

Open Internet Preservation Act This bill amends the Communications Act of 1934 by prohibiting broadband internet access service providers from: (1) blocking lawful content, applications, services, or non-harmful devices; and (2) impairing or degrading lawful internet traffic on the basis of internet content, application, or service, or use of a non-harmful device. These prohibitions do not prevent providers from offering specialized services that are offered over the same network and may share network capacity with the broadband internet access service. The bill allows broadband internet access services to be eligible for federal universal service support funding.

Small Business Advanced Cybersecurity Enhancements Act of 2017 This bill amends the Small Business Act to direct the Small Business Administration in coordination with the Department of Commerce to create a central small business cybersecurity assistance unit and small business cybersecurity assistance units in each small business development center. The units shall serve as the primary interface for small business concerns to receive and share cyber threat indicators and defensive measures with the federal government.

Reaffirms the U.S. commitment to promote democracy, human rights, and the rule of law in Cambodia. Condemns political violence in Cambodia and urges the cessation of human rights violations. Supports the decision announced by the Department of State on December 6, 2017, to restrict entry to the United States for individuals involved in undermining democracy in Cambodia. Urges: (1) the Department of the Treasury to consider placing all senior Cambodian government officials implicated in specified abuses on the List of Specially Designated Nationals maintained by the Office of Foreign Asset Control, and (2) Prime Minister Hun Sen and the Cambodian People's Party to end all harassment and intimidation of Cambodia's opposition and foster a political environment where democracy can thrive. Urges the Cambodian government to: (1) free Kem Sokha; (2) recognize the legitimacy of the Cambodia National Rescue Party (CNRP) and its members, including by reinstating the 55 CNRP officials elected to the National Assembly; and (3) respect freedom of the press and the rights of its citizens to freely assemble, protest, and speak out against the government. Supports efforts in Cambodia to ensure free and fair elections in 2018.

Houthis and Iran Sanctions Accountability Act of 2017 This bill continues certain sanctions blocking the property of persons threatening the peace or stability of Yemen. The President shall: determine and report to Congress whether certain Iranian persons are threatening Yemen's peace or stability, and if so, impose property blocking sanctions against each identified person; and impose property blocking and visa sanctions on foreign persons or entities that knowingly provide significant financial, material, or technological support for Ansar Allah in Yemen (also known as the Houthis) and certain other persons and entities.

Saudi Educational Transparency and Reform Act This bill directs the Department of State to report to Congress annually on educational materials published by Saudi Arabia's Ministry of Education. The report shall detail whether such educational materials include content that could be seen as encouraging violence and intolerance toward religious groups, including Muslims who hold dissenting views. The report shall also discuss related subjects, including the extent to which such materials are exported and efforts by the Saudi government to remove the intolerant content. The State Department shall issue such reports for 10 years, unless the State Department determines that the intolerant content has been completely removed. If such content is still included in Saudi Arabia's educational materials after 10 years, the State Department shall continue reporting to Congress for another 5 years.

Veteran Entrepreneurs Act of 2017 This bill amends the Internal Revenue Code to allow a business-related tax credit of up to $400,000 for 25% of the franchise fees paid or incurred by an eligible veteran for the purchase of a franchise. The bill reduces the amount of such credit if the veteran does not own 100% of the stock or capital or profits interest of the franchisee. An "eligible veteran" is a person who served in the active military, naval, or air service; was discharged or released under conditions other than dishonorable; and who pays or incurs a franchise fee in connection with a franchise agreement with a franchisor. The veteran may elect to transfer the credit to an eligible franchisor in exchange for a discount in the franchise fee commensurate with the value of the credit. The Small Business Administration and the Department of Veterans Affairs must provide information about the tax credit allowed by this bill to veterans service organizations and veteran advocacy groups.

Condemns the attacks on hospitals, medical personnel, and emergency responders by the government of Syria and the Russian Federation, and calls on all parties to: (1) end the attacks on medical facilities; (2) cease targeting medical workers; and (3) allow unhindered medical assistance, humanitarian assistance, and medical evacuation of urgent cases to besieged areas. Calls on the Department of State to work with the international community to conduct full, prompt, impartial, and effective investigations of violations of international humanitarian law related to attacks on medical personnel and facilities.

This bill amends the Internal Revenue Code to exclude from the gross income of certain banks interest received on small business loans of up to $5 million. The bill applies to loans that are: (1) secured by land situated in the United States that is used or held by the small business in connection with the active conduct of a farming business, or (2) incurred in the ordinary course of the trade or business of the small business. To be eligible for the exclusion, the bank must: (1) have less than $50 billion in assets at the closing of the preceding taxable year, and (2) receive the interest before 2019.

Fallen Warrior Battlefield Cross Memorial Act This bill states that the Department of Veterans Affairs may not prohibit the display of a Battlefield Cross in any national cemetery. "Battlefield Cross" means a memorial monument in honor of fallen members of the Armed Forces that may include a replica of an inverted rifle, boots, helmets, and identification tag.
