Recognizes the efforts of: (1) southern African trade unions, religious leaders, and advocacy groups to raise awareness about a possible weapons transfer to Zimbabwe as part of a campaign to address Zimbabwe's worsening political, economic, and humanitarian crisis; and (2) southern African governments which denied access through their territories for a weapons shipment destined for a regime that continues to perpetuate gross human rights violations against its own citizens. Urges the United States to continue to work with African governments and multilateral institutions to compel Robert Mugabe's regime to respect the will of its citizens and find a peaceful solution to the current political standoff. Urges the U.S. Permanent Representative at the United Nations to advocate for an international moratorium on arms shipments to Zimbabwe until democracy, human rights, and the rule of law are respected by the government of Zimbabwe.

Veterans Disability Benefits Claims Modernization Act of 2008 - Requires the Secretary of Veterans Affairs to conduct a study on adjusting the schedule for rating veterans' disabilities in order to base such schedule on current standards, practices, and codes in common use by the medical, mental health, and disability professions. Establishes in the Department of Veterans Affairs (VA) the Advisory Committee on Disability Compensation to consult with and advise the Secretary with respect to the maintenance and periodic readjustment of the above schedule. Directs the Secretary to conduct a study on the: (1) employee work credit system of the VA's Veterans Benefits Administration (VBA), which is used to measure the work production of VBA employees; and (2) VBA work management system, with the goal of improving accountability, quality, and accuracy and reducing the time for processing claims. Requires the Secretary to: (1) develop a certification examination for VBA employees and managers responsible for processing benefits claims; and (2) evaluate the training of VBA employees responsible for matters relating to veterans' compensation or pension benefits. Directs the Secretary to conduct a study of the use of information technology at the VBA, including the technology known as "VistA." Allows a claim beneficiary to be substituted as a claimant in the case of the death of a veteran claimant while a claim is awaiting adjudication or appeal.

Praises the efforts by those countries in Central and Eastern Europe that have enacted legislation for the restitution of, or compensation for, private and communal religious property confiscated during the Nazi and Communist eras. Urges the countries in Central and Eastern Europe that have not already done so to return confiscated properties to their rightful owners or, where restitution is not possible, pay equitable compensation. Calls on the governments of Poland and of Lithuania to enact legislation so that persons (or their heirs) whose property was confiscated during the Nazi or Communist eras are able to obtain restitution of, or compensation for, such property. Calls on the Secretary of State to report to Congress every six months, regarding implementation of this resolution.

Green Jobs Improvement Act - Amends the Workforce Investment Act of 1998 to make nonunion training programs eligible for federal funding under the energy efficiency and renewable energy worker training program (Green Jobs program). Applies certain worker protections and nondiscrimination requirements to such programs.

Supports the goals and ideals of National Internet Safety Month (June 2008). Recognizes that the month provides the U.S. citizens an opportunity to learn more about being safe and responsible online. Commends national and community organizations for promoting safe Internet use and providing information and training that develops critical thinking and decision making skills needed to use the Internet safely. Calls on parents, educators, Internet safety organizations, law enforcement, community leaders, Internet service providers, and volunteers to increase their efforts to raise the level of awareness for the need for online safety.

Expresses concern that the government of the Republic of Iraq refuses to recognize the existence of Israel and urges Iraq to recognize and establish diplomatic relations with Israel. Calls on the Administration to use its influence to persuade Iraq and other countries with which the United States has diplomatic relations to recognize the right of Israel to exist and to establish diplomatic relations with Israel.

Urges: (1) the members of the international community, including the United States, that possess the capability to expeditiously provide the tactical and utility helicopters needed for the United Nations-African Union peacekeeping mission in Darfur to do so as soon as possible; (2) the President to personally ask other heads of state to contribute aircraft and crews for the Darfur mission; and (3) the Department of State to organize a special meeting of the U.N. Security Council, the Friends of UNAMID working group, and the U.N. Department of Peacekeeping Operations to resolve outstanding force and equipment issues.

Protecting Our Children Online Act of 2008 - Amends the Communications Act of 1934 to require schools and libraries that receive telecommunications services at discounted rates under specified provisions to educate minors about safe online behavior. Requires that education to include information about: (1) interacting with other individuals through social networking websites, chat rooms, electronic mail, bulletin boards, instant messaging, and other means of online communication; and (2) cyberbullying awareness and response.

Constitutional Amendment - Marriage Protection Amendment - Defines marriage in the United States as consisting only of the union of a man and a woman. Prohibits either the U.S. Constitution or the constitution of any state from being construed to require that marriage or the legal incidents of marriage be conferred upon any other union.

Declares that preventing Iran from acquiring a nuclear weapons capability through economic, political, and diplomatic means is vital to U.S. national security. Urges the President to use his authority to impose sanctions on: (1) Iranian banks engaged in proliferation activities or the support of terrorist groups; (2) international banks which conduct financial transactions with proscribed Iranian banks; (3) energy companies with large investments in the Iranian petroleum or natural gas sector; and (4) all companies which do business with Iran's Islamic Revolutionary Guard Corps. Demands that the President initiate an international effort to increase economic, political, and diplomatic pressure on Iran to suspend its nuclear enrichment activities. Urges the President to lead a regional diplomatic effort to support the legitimate governments in the region against Iranian destabilization efforts.

American Energy Independence and Price Reduction Act - Directs the Secretary of the Interior to implement a competitive leasing program for the exploration, development, and production of the oil and gas resources on the Coastal Plain of Alaska. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against leasing or other development leading to production of oil and gas from the Arctic National Wildlife Refuge (ANWR). Deems any oil and gas leasing programs and activities authorized by this Act to be in compliance with ANWR purposes. Authorizes the Secretary to designate up to 45,000 acres of the Coastal Plain as a Special Area, after consultation with the state of Alaska, the city of Kaktovik, and the North Slope Borough. Permits directional drilling in the Special Area. Prescribes procedures governing Coastal Plain lease sales, as well as terms and conditions, including: (1) environmental protection; (2) federal and state distribution of revenues; (3) rights-of-way; and (4) local government impact aid and community service assistance. Sets forth: (1) a "no significant adverse effect" standard to govern Coastal Plain activities; and (2) guidelines for expedited judicial review of complaints. Establishes the ANWR Alternative Energy Trust Fund.

Directs the Attorney General to award grants to U.S. entities that assist elementary and secondary school administrators, faculty, and staff and law enforcement officials in implementing Internet crime prevention education. Defines "Internet crime prevention education" as programs that help parents, educators, and law enforcement officials to educate children and communities to recognize and prevent potentially criminal activity on the Internet, telephone, and other electronic means.

International Child Abduction Progress Reports Act - Directs the Secretary of State to report annually to Congress on progress made by the United States in negotiating and entering into bilateral treaties (or other international agreements) relating to international child abduction with countries that are not parties to the Hague Convention on the Civil Aspects of International Child Abduction. Amends the Foreign Assistance Act of 1961 to include information on efforts to prohibit international child abduction in the annual human rights and security assistance reports to Congress. Directs the Attorney General to report annually to Congress respecting each case involving a request for extradition to the United States of an individual alleged to have violated international parental kidnapping provisions. Authorizes appropriations for extraditing individuals from foreign countries to the United States for violations of U.S. laws by unlawfully removing a child from the child's custodial parent.

International and Parental Child Abduction Remedies Assistance Act - Directs the Attorney General to provide state and local law enforcement agencies information on instituting or assisting investigative searches for alien children believed to be in the United States who are the subject of an application under the Hague Convention on the Civil Aspects of International Parental Child Abduction (Convention) or an Interpol yellow notice. Amends the Crime Control Act of 1990 to require missing child reports to include a statement specifying whether a missing child is believed to have been taken outside of the United States. Amends the International Child Abduction Remedies Act to: (1) provide funding, technical assistance, and training to legal providers to assist victims of parental kidnappings; and (2) allow payment of costs incurred in civil actions to return abducted children. Authorizes the Legal Services Corporation to use its funding to represent aliens in child abduction proceedings brought in the United States under the Convention. Amends the federal judicial code to require the Federal Judicial Center to provide training programs for newly appointed judges on laws pertaining to parental kidnapping. Authorizes additional funding for the investigation and prosecution of international parental kidnapping crimes. Directs the Director of the Department of Justice Office of Victims of Crime to award grants to reimburse parents, guardians, law enforcement, and other appropriate individuals for travel costs related to the safe return of U.S. children who have been abducted and taken to foreign countries.

Amends the Servicemembers Civil Relief Act to provide for the protection of child custody arrangements for parents who are members deployed in support of a contingency operation. States that if a motion for change of custody of a child of such a member is filed while the member is so deployed, no court may enter an order modifying or amending a previous child custody judgment, except if there is clear and convincing evidence that it is in the best interest of the child. Prohibits any court from considering a member's absence due to deployment, or possible deployment, in support of a contingency operation in determining the best interest of the child.

Identity Theft Enforcement and Restitution Act of 2008 - Amends the federal criminal code to: (1) authorize criminal restitution orders in identity theft cases to compensate victims for the time spent to remediate the intended or actual harm incurred; (2) expand identity theft and aggravated identity theft crimes to include offenses against organizations (currently, only natural persons are protected); (3) include conspiracy to commit a felony within the definition of "felony violation" for purposes of aggravated identity theft crimes; (4) include making, uttering, or possessing counterfeited securities, mail theft, and tax fraud as predicate offenses for aggravated identity theft; (5) enable prosecution of computer fraud offenses for conduct not involving an interstate or foreign communication; (6) eliminate the requirement that damage to a victim's computer aggregate at least $5,000 before a prosecution can be brought for unauthorized access to a computer; (7) make it a felony, during any one-year period, to damage 10 or more protected computers used by or for the federal government or a financial institution; (8) expand the definition of "cyber-extortion" to include a demand for money in relation to damage to a protected computer, where such damage was caused to facilitate the extortion; (9) prohibit conspiracies to commit computer fraud; (10) expand interstate and foreign jurisdiction for prosecution of computer fraud offenses; and (11) impose criminal and civil forfeitures of property used to commit computer fraud offenses. Directs the U.S. Sentencing Commission to review its guidelines and policy statements for the sentencing of persons convicted of identity theft, computer fraud, illegal wiretapping, and unlawful access to stored information to reflect increased penalties for such offenses. Sets forth criteria for updating such guidelines and policy statements.

Expresses the commitment of Congress to make it a priority to fight anti-Semitism and to promote tolerance at home and abroad. States that it shall be U.S. policy to consider whether a foreign government actively or passively foments anti-Semitism when evaluating bilateral relationships. Condemns the continuing anti-Israel and anti-Semitic activities and rhetoric at the United Nations. Calls on: (1) the President to use U.S. influence to prevent the use of the United Nations regular budget to support the planned 2009 Durban Review Conference; and (2) the Secretary General of the United Nations to officially and publicly condemn any anti-Semitic statements made at U.N. meetings.

Clean Global War on Terror Supplemental Appropriations Act, 2008 - Makes emergency supplemental FY2008 appropriations for specified activities related to the war on terror, international affairs, and national defense matters to the Departments of Agriculture (including food relief to certain foreign countries), of Justice, of Defense (military, including funds for Afghan and Iraqi security forces), of Defense (military construction), and of State (including international peacekeeping activities). Rescinds certain funds made available in: (1) the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007 for the Defense Health Program; and (2) the Consolidated Appropriations Act, 2008 for the Joint Improvised Explosive Device Defeat Fund. Makes additional supplemental appropriations for the war on terror, international affairs, and national defense matters to the Departments of Agriculture (including food relief to certain foreign countries), of Justice, of Defense (military, including funds for Afghan and Iraqi security forces), and of State and related agencies. Designates each amount in this Act as an emergency requirement.

Freedom to Serve Act of 2008 - Amends the federal criminal code to impose criminal penalties for: (1) using force or the threat of force or physical obstruction to injure, intimidate or interfere with anyone providing federal or state military recruiting services or anyone seeking to inquire about or volunteer for military service in the active or reserve Armed Forces or the National Guard of any state; or (2) intentionally damaging or destroying facilities that house or host military recruiting services.

Making Health Care More Affordable Act of 2008 - Amends the Internal Revenue Code (IRC) to allow individual taxpayers a refundable tax credit for health insurance costs paid. Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for establishment and governance of association health plans (AHPs), which are group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations and which meet certain ERISA certification requirements. Amends the Public Health Service Act to provide that the laws of the state designated by a health insurance issuer (primary state) shall apply to individual health insurance coverage offered by that issuer in the primary state and in any other state (secondary state), but only if the coverage and issuer comply with certain requirements. Promoting Health for Future Generations Act of 2008 - Amends the IRC to to revise provisions related to health savings accounts (HSAs), high deductible health plans, and medical savings accounts (MSAs), including to: (1) increase the tax deduction for contributions to HSAs; (2) allow a new tax deduction for high deductible health plan premiums; and (3) allow individual contributions to a Medicare Advantage MSA. Increased Access to Health Insurance Act of 2008 - Amends the IRC to permit the use of HSAs to purchase health insurance. Sets forth conditions for lawsuits arising from health care liability claims regarding health care goods or services or any medical product affecting interstate commerce, including: (1) a statute of limitations of three years after the date of manifestation of injury or one year after the claimant discovers the injury, with certain exceptions; and (2) limits on noneconomic and punitive damages. Sets forth provisions related to health information technology. Provides for health record banks. Creates safe harbors from civil and criminal penalties in current anti-kickback laws for providing certain health information technology and training services.

Condemns recent decisions by the government of the Russian Federation to establish official ties with the regions of Abkhazia and South Ossetia, a process that impedes reconciliation between those regions and the government of the Republic of Georgia and that violates Georgia's sovereignty and Russia's commitments to international peacekeeping. Encourages Russia to work with Georgia, the peoples of Abkhazia and South Ossetia, and the international community to find a peaceful solution to the conflict. Calls on U.N. Secretary-General Ban Ki-moon to investigate the April 2008 downing of an unarmed Georgian reconnaissance aircraft. Supports the declaration of the North Atlantic Treaty Organization's (NATO) Bucharest Summit stating that Georgia will become a NATO member.

Recognizes: (1) on its 60th anniversary year the Universal Declaration of Human Rights as a singular achievement of the community of nations; and (2) the contribution in the Declaration of Independence and the U.S. Constitution to the development of the Universal Declaration of Human Rights. Urges all U.N. member states to uphold the principles of human dignity enshrined in the Universal Declaration of Human Rights, especially on behalf of the world's most vulnerable persons.

Recognizes the tenth anniversary of the signing of the International Religious Freedom Act of 1998 (IRFA) and the fundamental importance of religious freedom within U.S. historical experience and foreign policy. Urges all United Nations member states to respect their obligations under the Universal Declaration of Human Rights. Calls on the President to appoint a National Security Advisor on International Religious Freedom, promote respect for religious freedom, and address the findings and recommendations of the U.S. Commission on International Religious Freedom regarding asylum-seekers in the United States. Calls on the Secretary of State to: (1) ensure that no foreign government official who has been directly involved in particularly severe violations of religious freedom receives a U.S. visa; (2) ensure that religious freedom is a key part of dialogue with all countries where concerns exist; (3) ensure that U.S. foreign aid program funding promotes respect for religious freedom; (4) ensure that religious freedom and other human rights training is required of all foreign service officers; and (5) develop strategies to address new religious freedom concerns.

Caleb Martin-Travis Dodson Wounded Warrior Retention Act - Authorizes a member of the Armed Forces who would normally be retired, placed on the temporary disability retired list, or separated as the result of a combat-related disability to elect to instead be retained on active service in an active status, as long as the member: (1) remains medically able to perform noncombat-related military occupational specialties or duties; and (2) is not disqualified from performing such specialties or duties because of performance, mandatory retirement for age, or other reasons. Subjects members placed in such status to periodic physical examinations, as provided to members placed on the temporary disability retired list. Authorizes the Secretary of Defense to permit, on a case-by-case basis, the reenlistment or appointment in such status of a member who, during the period beginning on September 1, 2001, and ending on the date of enactment of this Act, was retired or separated as the result of a combat-related disability. Requires a report from the Secretary to Congress on the number and types of noncombat-related military occupational specialties in the Armed Forces and Department of Defense (DOD) civilian employee positions that would be available for such members.

Boy Scouts of America Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 350,000 $1 coins in commemoration of the centennial of the founding of the Boy Scouts of America. Requires the coin design to be emblematic of the 100 years of the organization. Restricts issuance of such coins to February 8 through December 31, 2010. Subjects coin sales to a surcharge of $10 per coin. Requires payment of such surcharges to the National Boy Scouts of America Foundation, to be made available to local councils in the form of grants for the extension of Scouting in hard-to-serve areas.

Homeownership Protection and Housing Market Stabilization Act of 2008 - Sets forth a licensing and registry system for residential mortgage loan originators. Amends the Truth in Lending Act to require additional creditor disclosures on residential mortgage loans. Expand and Preserve Home Ownership Through Counseling Act - Amends the Department of Housing and Urban Development Act to establish the Office of Housing Counseling in the Office of the Secretary of Housing and Urban Development (HUD). Amends the Community Reinvestment Act of 1977 to grant community investment credit for certain lender practices. Expanding American Homeownership Act of 2008 - Amends the National Housing Act to revise the single family mortgage insurance program under the Federal Housing Administration (FHA), including Hawaiian home lands and Indian reservations, and home equity conversion (reverse) mortgages. Amends the Economic Stimulus Act of 2008 to grant a temporary increase in the maximum loan guaranty amount for veterans' housing loans guaranteed by Secretary of Veterans Affairs. Directs the Secretary of Defense to implement a mortgage foreclosure prevention counseling program for members of the Armed Forces returning from active duty abroad. Amends the Servicemembers Civil Relief Act to extend the period of protection against mortgage foreclosures. Amends the Truth in Lending Act to: (1) require escrow and impound accounts for periodic payments for certain credit transactions; and (2) set forth property appraisal requirements. Authorizes appropriations for federal prosecution of mortgage fraud. Federal Housing Finance Reform Act of 2008 - Amends the Housing and Community Development Act of 1992 to establish: (1) the Federal Housing Finance Agency (FHFA) to exercise oversight authority over the Federal Home Loan Banks, the Federal Home Loan Mortgage Corporation (Freddie Mac), and the Federal National Mortgage Association (Fannie Mae) (enterprises) ; and (2) the Federal Housing Enterprise Board. Prescribes: (1) minimum and critical capital levels for regulated entities; and (2) special enforcement powers. Requires the FHFA Director to establish standards for enterprise assets and liabilities. Abolishes: (1) the Office of Federal Housing Enterprise Oversight; and (2) the Federal Housing Finance Board. Transfers their functions, personnel, and property to the FHFA. Terminates enterprise-related functions of HUD.

North Korean Human Rights Reauthorization Act of 2008 - Amends the North Korean Human Rights Act of 2004 to authorize appropriations through FY2012 for: (1) activities to support human rights and democracy and freedom of information in North Korea; and (2) assistance to North Koreans who are outside North Korea. Directs the Broadcasting Board of Governors to report respecting U.S. broadcasting to North Korea and the extent to which the Board has achieved the goal of 12-hour-per-day broadcasting to North Korea. States that the Special Envoy on human rights in North Korea shall have the rank of ambassador. Sets forth specified reporting provisions.

United Nations Durban Review Conference (Durban II) Funding Prohibition Act of 2008 - States that: (1) no funds may be made available to support the 2009 United Nations Durban Review Conference (Durban II Conference) or any other activity relating to the planning, preparation, or implementation of a follow-up meeting to the 2001 United Nations World Conference Against Racism, Racial Discrimination, Xenophobia and Related Intolerance (Durban I Conference); and (2) the United States shall withhold from its assessed contributions to the U.N. regular budget the proportional amount allocated for the Durban II Conference and any other activity relating to the planning, preparation, or implementation of a follow-up meeting to the Durban I Conference.

Calls on the President not to commit the United States to any status of forces agreement or any other bilateral agreement with the Republic of Iraq that involves the presence of the U.S. Armed Forces in Iraq unless under the agreement Iraq agrees to reimburse the United States for all costs related to the presence of the U.S. Armed Forces in Iraq after such agreement's effective date, including pay and allowance costs for U.S. Armed Forces members serving in Iraq.

Hubbard Act - Amends federal employment, armed forces, military pay, and veterans' benefits law to authorize the provision of the following benefits to a member of the Armed Forces who is discharged at the member's request pursuant to a Department of Defense (DOD) policy permitting the early discharge of a member who is the only surviving child in a family in which the father or mother, or one or more siblings, served in the Armed Forces and, incident to such service, was killed, died as a result of wounds, accident, or disease, is in a captured or missing in action status, or is permanently disabled: (1) continued payment, through the original agreed-upon service period, of any bonus, incentive, or similar benefit to which the member was entitled during service; (2) separation pay, even though the member has completed less than six years of active service before discharge; (3) transitional health care, on the same basis as an active-duty member, for 180 days after discharge; (4) transitional commissary and exchange benefits, on the same basis as an active-duty member, for two years after discharge; (5) veterans' housing loan, employment and training, and basic educational assistance; (6) federal unemployment compensation; and (7) veteran's preference for federal employment purposes. Makes this Act effective with respect to any such discharge granted after September 11, 2001.

Military Honor and Decency Act - Directs the Secretary of Defense to review, at least annually, material that is not deemed to be sexually explicit to determine if the material should be deemed sexually explicit and thus prohibited under provisions prohibiting the sale or rental of sexually explicit material: (1) on property under the jurisdiction of the Department of Defense (DOD); or (2) by a member of the Armed Forces or a civilian DOD officer or employee acting in an official capacity. Revises the definition of "sexually explicit material" to (among other things) prohibit print periodicals that regularly feature or give prominence to nudity or sexual or excretory activities.

Federal Sunset Act of 2008 - Establishes the Federal Agency Sunset Commission to: (1) submit to Congress a schedule for review by the Commission, at least once every 12 years, of the abolishment or reorganization of each agency; (2) review and evaluate the efficiency and public need for each agency using specified criteria; (3) recommend whether each agency should be abolished or reorganized; and (4) report to Congress on all legislation introduced that would establish a new agency or a new program to be carried out by an existing agency. Requires the abolishment of any agency within one year of the Commission's review, unless the agency is reauthorized by Congress. Authorizes the deadline for abolishing an agency to be extended for an additional two years by legislation enacted by a super majority of the House of Representatives and the Senate. Terminates the Commission on December 31, 2033. Directs the Comptroller General and the Director of the Congressional Budget Office, in cooperation with the Director of the Congressional Research Service, to prepare an inventory of federal programs within each agency for the purpose of advising and assisting Congress and the Commission in carrying out the requirements of this Act.

Cell Tax Fairness Act of 2008 - Prohibits states or local governments from imposing any new discriminatory tax on mobile services, mobile service providers, or mobile service property for five years after the enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate.

Homeowner Empowerment Act of 2008 - Amends the Internal Revenue Code to: (1) exclude from gross income distributions from individual retirement plans and other qualified retirement plans for payments on the mortgage of a taxpayer's principal residence; (2) require repayments of amounts distributed from such retirement plans over a 12-year period; and (3) waive the 10% penalty on premature distributions from retirement plans for distributions used to pay a mortgage.

Child Protection Reauthorization Act of 2008 - Amends the Adam Walsh Child Protection and Safety Act of 2006 to extend through FY2011 the authorization of appropriations for: (1) the Sex Offender Management Assistance (SOMA) program; (2) assistance to states for apprehending sex offenders who violate sex offender registration requirements; (3) grants to combat sexual abuse of children; (4) the Fugitive Safe Surrender Program; (5) the pilot program for monitoring sex offenders; and (6) the Jessica Lunsford Address Verification Grant Program. Extends reporting requirements for the last two of such programs. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend through FY2011 the authorization of appropriations for grants: (1) to assist states in enforcing sex offender registration requirements; and (2) for juvenile sex offender treatment.

Amends the Missing Children's Assistance Act to include within the definition of "missing child" a child (less than 18 years of age) whose whereabouts are known to the child's legal custodian from whose control such child: (1) was removed in violation of law; or (2) is believed by such custodian to have been taken out of the Untied States without the consent of such custodian by, or for the benefit of, an individual who may possibly claim custodial rights with respect to such child.

Post-9/11 Veterans Educational Assistance Act of 2008 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill individuals in certain length-of-service categories who, commencing on or after September 11, 2001, serve on active duty in the Armed Forces. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Makes individuals entitled to assistance under this Act also eligible for supplemental educational assistance for additional active duty service. Requires the Secretary to carry out a program, to be known as the "Yellow Ribbon G.I. Education Enhancement Program," under which colleges and universities may enter into an agreement with the Secretary to cover, for certain individuals, a portion of established charges not otherwise covered and match contributions toward such costs. Requires educational assistance under this Act to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

United States Army Commemorative Coin Act of 2008 - Instructs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half dollar clad coins as numismatic items emblematic of the traditions, history, and heritage of the U.S. Army, and its role in American society from the Colonial period to today. Requires the design for such coins to contain motifs that honor specifically the American soldier of both today and yesterday, in wartime and in peace, consistent with the traditions and heritage of the U.S. Army, the mission and goals of the National Museum of the U.S. Army, and the missions and goals of the Army Historical Foundation. Restricts coin issuance to the one-year period beginning on January 1, 2011. Requires all surcharges from coin sales to be promptly paid by the Secretary to the Foundation to help finance the National Museum of the U.S. Army.

International Megan's Law of 2008 - Requires registered sex offenders to report their departure to or arrival from a foreign place not later than 21 days before such departure or arrival. Imposes a fine and/or prison term of up to 10 years for failure to report such travel. Requires the Secretary of Homeland Security to establish a system of notice to foreign countries about travel outside of the United States by registered sex offenders. Amends the Immigration and Nationality Act to make convicted sex offenders inadmissible to the United States. Amends the Trafficking Victims Protection Act of 2000 to include in the annual report of the Secretary of State on the status of severe forms of human trafficking efforts of foreign countries to identify and provide notice of international travel by sex offenders. Encourages the President to use authorities under the Foreign Assistance Act of 1961 to assist foreign countries in identifying and providing notice of sex offenders traveling to the United States and other countries.

Recognizes that small business plumbing contractors have benefited from the reduced regulatory burden provided as a result of passage of the Regulatory Flexibility Act of 1980 and the Small Business Regulatory Enforcement Fairness Act of 1996. Recognizes that the loan guarantee program under Section 7(a) of the Small Business Act administered by the Administrator of the Small Business Administration has provided access to capital for small business plumbing contractors. Recognizes that approximately 80% of plumbing contractors around the country are small, family owned and run companies. Recognizes these small firms account for a large percentage of our Nation's GDP, through sales, service, and repair. Recognizes how small businesses in the plumbing industry are the leader in developing, and utilizing new innovative technologies which help improve and maintain the infrastructure our Nation depends on. Supports the goals and ideals of National Plumbing Industry Week (April 27-May 3, 2008).
