Calls on the government of the People's Republic of China (PRC) to: (1) end its crackdown on nonviolent Tibetan protestors and its continuing cultural, religious, economic, and linguistic repression inside Tibet; (2) begin a dialogue with His Holiness the Dalai Lama to address the legitimate grievances of the Tibetan people and provide for a long-term solution in Tibet; and (3) release all Tibetans who are imprisoned for nonviolently opposing Chinese government policies in Tibet. Calls on the U.S. Department of State to: (1) reconsider its decision not to include the PRC among the group of countries described as "the world's most systematic human rights violators"; and (2) implement the Tibetan Policy Act of 2002.

Condemns the Chinese government's: (1) dispersion and detention of peaceful Tibetan protesters; and (2) policy of using the Internet and news media to control society. Expresses: (1) admiration for the spiritual leadership provided by the Dalai Lama; and (2) solidarity with the Tibetan people. Expresses the sense of the House of Representatives that the United States should call upon the Chinese government to: (1) permit peaceful protest; (2) permit free news media coverage; (3) comply with Chinese criminal law and provide details about Tibetans detained or charged with a crime; (4) engage in substantive dialogue with the Dalai Lama and his representatives over Tibet's future; and (5) abide by international human rights agreements.

Federal Correctional Workers Safety Act of 2008 - Amends the federal criminal code to require the Director of the Bureau of Prisons to ensure that prison facilities have secure firearms storage areas for employees authorized to carry firearms.

Amends the Internal Revenue Code to allow a tax credit for investment in qualified reclamation property. Defines "qualified reclamation property" as tangible depreciable recycling or remanufacturing property with a useful life of at least five years. Limits the amount of such credit to 20% of the basis (not exceeding $10 million) of qualified reclamation property placed in service during a taxable year.

Birthparent Assistance Act of 2008 - Directs the Secretary of Health and Human Services to provide certain post-legal adoption services, counseling, and a nationally-available hotline for birthparents who have placed a child for adoption.

Recognizes the importance of the signing of the General Framework Agreement for Peace in Bosnia and Herzegovina (Dayton Peace Accords). Reaffirms the U.S. commitment to the goals enunciated in the Dayton Peace Accords, including: (1) recognizing Bosnia and Herzegovina as a sovereign nation; (2) recognizing the constitutional protection of Republika Srpska and the Federation of Bosnia and Herzegovina; and (3) protecting the human and political rights of all people in Bosnia and Herzegovina, including Serbs, Croats, and Bosniaks.

Expresses the sense of the House of Representatives that the United States should: (1) re-designate Vietnam as a Country of Particular Concern; (2) demand the government of Vietnam comply with internationally-recognized standards for basic freedoms and human rights; and (3) remove Vietnam's permanent normal trade relations status unless all political and religious prisoners are released and significant and immediate human rights reforms are made by the government of Vietnam.

Supports the idea that the war in Iraq is not lost. Recognizes that: (1) the overall progress being made on the ground in Iraq is undeniable; (2) much of this progress is due to the skill and valor of the American service member; and (3) the decision by the President and our military leadership to provide a surge of troops to implement a new counterinsurgency strategy was the correct course of action.

Long-Term Care and Retirement Security Act of 2008 - Amends the Internal Revenue Code to: (1) allow a tax deduction from gross income for long-term care insurance premiums; (2) include long-term care insurance in employee benefit cafeteria plans and flexible spending arrangements; (3) allow a tax credit for certain long-term care costs; and (4) set forth certain consumer protections for long-term care insurance contracts.

Amends Rule XXVIII (Statutory Limit on Public Debt) of the Rules of the House of Representatives to make it out of order to enact legislation that increases the statutory limit on the public debt unless the vote upon final passage of such measure is a recorded vote. (Repeals the "Gephardt Rule" providing for mandatory adjustment of the statutory limit on the public debt to conform to a budget resolution.)

Expresses concern about the safety and well-being of innocent civilians in Chad and the refugees from Darfur and the Central African Republic. Condemns Sudanese President Omar al-Bashir and the National Congress Party for their support of the armed rebellion in Chad. Calls on all parties to seek a negotiated settlement. Calls on the President to: (1) continue U.S. humanitarian assistance to the refugees and internally displaced persons in Chad and the Central African Republic; (2) provide support to strengthen democratic institutions and respect for human rights; and (3) seek punitive measures against the government of Sudan by the U.N. Security Council for its aggression and destructive activities in Chad and the region.

Section 8 Reform, Responsibility, and Accountability Act of 2007 - Amends the United States Housing Act of 1937 to prohibit section 8 rental assistance (including tenant- and project-based assistance) from being provided to any family that includes a convicted felon or illegal alien. Places a five-year limitation on section 8 rental assistance, disregarding any month during which such individual was a member of a disabled or elderly family so assisted. Prohibits such assistance on behalf of any family, unless each member of the family who is 18 years of age or older performs at least 20 hours of work activities per week. Requires the Secretary of Housing and Urban Development (HUD) to exempt from such prohibition any individual family member who meets certain requirements. Requires a public housing agency (PHA), in providing such housing assistance, to give preference to families that include a member who is a veteran that will reside in the dwelling unit. Expresses the sense of Congress that the HUD Moving to Work demonstration program under the Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 1996 should be expanded to include significantly more PHAs. Authorizes the use of unspent section 8 housing assistance payments for section 8 compliance measures. Requires approved PHA plans, including modifications and amendments, to be made public at the PHA's office and in electronic form on the World Wide Web.

Sex Offender Mandatory Registration Act of 2008 - Amends the federal criminal code to: (1) apply registration requirements to sex offenders regardless of the date of their offense or the date of their travel in interstate commerce; and (2) make failure to register or update a sex offender registration a continuing offense for as long as such failure exists.

Prohibits any federal funds from being provided to a state, city, county, or other political subdivision thereof if the Secretary of Defense determines that such state or political subdivision prohibits or unreasonably restricts, through zoning requirements more restrictive than those imposed on most small businesses in that jurisdiction, the ability of the Armed Forces to establish and operate a military recruiting office. Requires the Secretary to notify the President and Congress of each such determination.

Business Activity Tax Simplification Act of 2008- Expands the federal prohibition against state taxation of interstate commerce to: (1) include taxation of out-of-state transactions involving all forms of property, including intangible personal property and services (currently, only sales of tangible personal property are protected); and (2) prohibit state taxation of an out-of-state entity unless such entity has a physical presence in the taxing state. Sets forth criteria for determining that a person has a physical presence in a state.

Ronald Reagan Centennial Commission Act - Establishes the Ronald Reagan Centennial Commission to: (1) plan and carry out activities to honor Ronald Reagan on the occasion of the 100th anniversary of his birth; (2) provide assistance to federal, state, and local governmental agencies and civic groups to carry out such activities; and (3) study other federal activities to honor Ronald Reagan, including the issuance of a postal stamp, the issuance of a $1 coin for one year, and the convening of a joint session of Congress.

Condemns the ongoing Iranian-enabled rocket attacks on Israeli civilians and places responsibility for launching the attacks on Hamas and other terrorist organizations in Gaza. Supports the government of Israel's right to defend its territory. Recognizes the difficult balance Israel faces with the competing pressures of being the primary supplier of numerous necessities for Palestinian civilians, even while rockets are being fired at Israel from Palestinian areas. Supports Palestinian civilians who reject Hamas and all forms of terrorism. Reaffirms the friendship between the governments and the people of Israel and the United States.

Combat Veterans Debt Elimination Act of 2008 - Prohibits the Secretary of Veterans Affairs from collecting debts owed to the United States by certain members of the armed forces or veterans who die as a result of an injury incurred or aggravated on active duty in a war or a combat zone after September 11, 2001. Excepts any amounts owed the United States under federal housing and small business loan programs from such prohibition on debt collection.

Economic Growth Act of 2008 - Amends the Internal Revenue Code to: (1) repeal the dollar and other limitations on the expensing allowance of depreciable business assets; (2) reduce to 25% the maximum corporate income tax rate; (3) provide for an inflation adjustment to the basis of certain capital assets for purposes of determining gain or loss; and (4) reduce from 35 to 15% the alternative capital gains tax rate for corporations.

Condemns the glorification of terrorism and the continuing anti-Israel and anti-Semitic rhetoric at the United Nations. Calls on the Secretary General of the United Nations and the Secretary of State to take actions against such activities and hold responsible officials and member states for such statements. Calls on the President to use U.S. influence to prevent the use of the U.N. budget to support the planned 2009 Durban Review Conference and to withhold a proportional amount of U.S. contributions to the United Nations should the Durban Review Conference proceed as planned.

Ultrasound Informed Consent Act - Amends the Public Health Service Act to require abortion providers, before a woman gives informed consent to any part of an abortion, to perform an obstetric ultrasound on the pregnant woman, explain the results, display the ultrasound images so the woman may view them, and provide a medical description of the ultrasound images, including the dimensions of the embryo or fetus and the presence of external members and internal organs, if present and viewable. Provides for: (1) civil penalties for willful failure to comply; and (2) a medical emergency exception. Prohibits construing this Act to require a woman to view the images or penalizing the physician or the woman if she refuses to look at the images.

Middle Class Jobs Protection Act of 2008 - Amends the Internal Revenue Code to: (1) reduce the maximum corporate income tax rate to 25%; (2) increase the expensing allowance for depreciable business assets to $250,000 in 2008 and 2009; (3) increase to 50% the current year bonus depreciation allowance for certain property placed in service in 2008 and 2009; and (4) allow additional carrybacks for certain net operating losses and for excess business and foreign tax credit amounts arising in 2008 and 2009.
