Bureau of Alcohol, Tobacco, Firearms, and Explosives Reform and Firearms Modernization Act of 2007 - Amends the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Revises the definition of "willfully" for purposes of firearms violations and standards for criminal violations of firearms recordkeeping requirements. Requires the Attorney General to: (1) make preliminary determinations on firearms license applications and notify applicants in writing of a proposed denial; and (2) establish guidelines for Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) inspections, examinations, or investigations of possible firearms violations. Prohibits ATF from disclosing information on firearms purchasers other than to a court, law enforcement agency, or prosecutor. Permits an owner of a firearms business whose license is expired, surrendered, or revoked 60 days to liquidate inventory. Requires any state agency that stores or keeps explosive materials to report to the Attorney General on the location and amount of such materials. Allows the transfer and possession of machineguns for use by federal security contractors. Prohibits taxes or user fees for background checks under the Brady Handgun Violence Prevention Act. Eliminates the requirement of written permission for the use of a handgun for lawful purposes by a minor (under age 18) where a parent or legal guardian is present at all times during such use. Restricts the disclosure of information in the ATF firearms trace system database. Increases penalties for possession of firearms by felons with prior convictions of a crime of violence or a serious drug offense.

Provides that an amendment to the sentencing guidelines promulgated by the U.S. Sentencing Commission with respect to crack cocaine offenses shall apply only to cases pending on and after the effective date of such amendment (i.e., November 1, 2007).

Positive Alternatives Act - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to allow the use of TANF funds for alternative-to-abortion services, including: (1) information or counseling that promotes childbirth instead of abortion; and (2) other services designed to assist a woman to carry her unborn child to term.

Veterans' Access to Local Options for Recovery Act of 2007 (VALOR Act) - Authorizes the Secretary of Veterans Affairs to seek to enter into a contract with a non-Department of Veterans Affairs facility located in an eligible metropolitan statistical area to provide hospital care and medical services to veterans.

Common Sense English Act - Amends the Civil Rights Act of 1964 to declare that, notwithstanding any other provision of the equal employment opportunities provisions of the Act, it is not an unlawful employment practice for an employer to require employees to speak English while engaged in work.

Health Care Choice Act of 2007 - Amends the Public Health Service Act to provide that the laws of the state designated by a health insurance issuer (primary state) shall apply to individual health insurance coverage offered by that issuer in the primary state and in any other state (secondary state), but only if the coverage and issuer comply with the conditions of this Act. Exempts issuers from any secondary state's laws that would prohibit or regulate the operation of the issuer in such state, subject to certain restrictions imposed by such state. Specifies the notice that an issuer must provide in any insurance coverage offered in a secondary state and at renewal of the policy. Requires each issuer issuing individual health insurance coverage in both primary and secondary states to submit to: (1) the insurance commissioners of such states a copy of the plan of operation or feasibility study and written notice of any change in its designation of its primary state and of its compliance with all the laws of the primary state; and (2) the insurance commission of each secondary state a copy of the issuer's quarterly financial statement that was submitted to the primary state. Prohibits an issuer from offering, selling, or issuing individual health insurance coverage in a secondary state if the state insurance commissioner does not use a risk-based capital formula for the determination of capital and surplus requirements for all issuers. Gives sole jurisdiction to the primary state to enforce the primary state's covered laws in the primary state and any secondary state. Requires the Comptroller General to study and report to Congress on the effect of this Act on specified health insurance issues.

Amends the Internal Revenue Code to modify the standards for imposing penalties on tax return preparers for understatements of tax to require: (1) substantial authority for a position with respect to an item on a tax return if such position was not disclosed with the return; and (2) a reasonable basis for a position which was disclosed with the return. Requires tax return preparers to have a reasonable belief that a position with respect to a tax shelter or a reportable transaction (a transaction having a potential for tax avoidance or evasion) will more likely than not be sustained on its merits.

Constitutional Amendment - Grants victims of violent crime the rights: (1) to reasonable and timely notice of any public proceeding involving the crime and of any release or escape of the accused; (2) to not be excluded from such public proceeding and reasonably to be heard at public release, plea, sentencing, reprieve, and pardon proceedings; and (3) to adjudicative decisions that consider the victim's safety, interest in avoiding unreasonable delay, and just and timely claims to restitution from the offender. Prohibits any restriction of such rights except as dictated by a substantial interest in public safety or the administration of criminal justice, or by other compelling necessity.

Prioritizing Resources and Organization for Intellectual Property Act of 2007 - Amends federal copyright law to: (1) provide a safe harbor for copyright registrations that contain inaccurate information; (2) provide that copyright registration requirements apply to civil (not criminal) infringement actions; (3) require courts to issue protective orders to prevent disclosure of seized records relating to copyright infringement; (4) revise standards for civil damages in copyright infringement and counterfeiting cases; and (5) prohibit importing and exporting of infringing copies of copyrighted works. Amends the federal criminal code with respect to intellectual property to: (1) enhance criminal penalties for infringement of a copyright, for trafficking in counterfeit labels or packaging, and for causing serious bodily harm or death while trafficking in counterfeit goods or services; and (2) enhance civil and criminal forfeiture provisions for copyright infringement and provide for restitution to victims of such infringement. Establishes within the Executive Office of the President the Office of the United States Intellectual Property Enforcement Representative to formulate a Joint Strategic Plan for combating counterfeiting and piracy of intellectual property and for coordinating national and international enforcement efforts to protect intellectual property rights. Directs the Under Secretary of Commerce for Intellectual Property and the Director of the U.S. Patent and Trademark Office (USPTO) to appoint 10 additional intellectual property attaches to work with foreign countries to combat counterfeiting and piracy of intellectual property. Establishes within the Department of Justice (DOJ) the Intellectual Property Enforcement Division to be headed by an Intellectual Property Enforcement Officer (IP Officer). Amends the Computer Crime Enforcement Act to modify grant programs for combating computer crime to include infringement of copyrighted works over the Internet. Directs the Office of Justice Programs of DOJ to make grants to state and local law enforcement agencies to combat intellectual property theft and infringement crimes. Directs the Attorney General to: (1) review Computer Hacking and Intellectual Property (CHIP) units and provide such units with additional support and resources; (2) direct each U.S. attorney to review policies for accepting or declining prosecutions of criminal cases involving intellectual property theft; (3) deploy five additional Intellectual Property Law Enforcement Coordinators in foreign countries to protect the intellectual property rights of U.S. citizens; and (4) increase DOJ training and assistance to foreign governments to combat counterfeiting and piracy of intellectual property.

Military Reservist and Veteran Small Business Reauthorization and Opportunity Act of 2007 - Increases funding (with an offset), for FY2008-FY2009, for the Office of Veterans Business Development of the Small Business Administration (SBA), with excess funds to be used to support veterans business outreach centers. Amends the Small Business Act to direct the President to establish an interagency task force to coordinate federal efforts to increase capital and business development opportunities for, and the award of federal contracts and subcontracts to, small businesses owned and controlled by service-disabled veterans and veterans. Extends permanently the SBA's Advisory Committee on Veterans Business Affairs. Directs the SBA's Associate Administrator for Veterans Business Development to: (1) ensure that veterans business outreach centers regularly participate in the workshops of the transition assistance program of the Department of Labor; and (2) establish a women veterans business training resource program. Increases the number of veterans business outreach centers. Requires the Administrator to sponsor an independent study on gaps in the availability of veterans business outreach centers across the United States. National Reservist Enterprise Transition and Sustainability Act of 2007 - Directs the SBA Administrator to establish a program to provide business planning assistance to small businesses owned and operated by reservists. Authorizes a small business development center to carry out a veterans assistance and services program. Directs the Administrator to: (1) establish a loan pre-consideration process for small business loans to reservists; (2) develop an outreach and technical assistance program with respect to loans and grants made to reservists; and (3) give priority to reservists' loan applications. Increases the loan limit for such loans. Authorizes the Administrator to make noncollateralized small business loans to reservists. Provides relief from SBA time limits in the case of certain veteran or service-disabled veteran small business loans. Requires a: (1) report concerning types of assistance needed by service-disabled veterans who wish to become entrepreneurs; and (2) study on options for promoting positive working relations between employers and their reservist employees. Directs the Administrator to carry out an increased veteran participation program for loans made to veteran or reservist small business owners.

Establishes a Joint Select Committee on Earmark Reform to study and report to the House and the Senate on the practices of the legislative and executive branch regarding earmarks in authorizing, appropriation, tax, and tariff measures. Makes it out of order to consider a bill, joint resolution, or conference report containing a congressional earmark, limited tax benefit, or limited tariff benefit until the filing of such report.

Sanctity of Human Life Act - Declares that: (1) the right to life guaranteed by the Constitution is vested in each human and is the person's paramount and most fundamental right; (2) each human life begins with fertilization, cloning, or its functional equivalent, at which time every human has all legal and constitutional attributes and privileges of personhood; and (3) Congress, each state, the District of Columbia, and all U.S. territories have the authority to protect all human lives.

Expresses strong support for the work of the United States Commission for the Preservation of America's Heritage Abroad and for the European countries that continue to work to preserve sacred historical sites. Expresses strong sentiments to the government of Lithuania that the people of the United States believe the Jewish cemetery located in the Snipiskes area of Vilnius, Lithuania, must not be further desecrated. Declares that if the Government of Lithuania fails to immediately stop construction and protect the cemetery it will jeopardize its important relationship with the United States and its standing in the international community.

Directs the Attorney General, subject to the availability of funds, to: (1) provide a grant to i-Safe, Inc., to carry out Internet crime prevention education programs; and (2) create and administer a competitive grants program for organizations to carry out Internet crime prevention education programs. Defines "Internet crime prevention education programs" to mean programs that educate parents, children, educators, and communities about how to recognize and prevent potentially criminal activity on the Internet.

Title X Abortion Provider Prohibition Act - Amends the Public Health Service Act to prohibit the Secretary of Health and Human Service from providing any federal family planning assistance to an entity unless the entity certifies that, during the period of such assistance, the entity will not perform, and will not provide any funds to any other entity that performs, an abortion. Excludes an abortion where: (1) the pregnancy is the result of an act of rape or an act of incest against a minor; or (2) a physician certifies that the woman suffered from a physical disorder, injury, or illness that would place the woman in danger of death unless an abortion is performed, including a condition caused by or arising from the pregnancy. Excludes hospitals from such requirement so long as the hospital does not provide funds to any non-hospital entity that performs an abortion. Requires the Secretary to annually provide Congress: (1) information on grantees who performed abortions under the exceptions; and (2) a list of entities to which grant funds are made available.

Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2008 - Appropriates funds for FY2008 for the Department of Defense (DOD) for: (1) military construction for the Army, Navy and Marine Corps, and Air Force (military departments), DOD, the Army and Air National Guard, and the Army, Navy, and Air Force reserves; (2) the North Atlantic Treaty Organization (NATO) Security Investment Program; (3) family housing construction and related operation and maintenance for the military departments and DOD; (4) the Department of Defense Family Housing Improvement Fund; (5) DOD chemical demilitarization construction; and (6) the Department of Defense Base Closure Accounts of 1990 and 2005. Appropriates funds for the Department of Veterans Affairs (VA) for: (1) the Veterans Benefits Administration; (2) readjustment benefits; (3) veterans insurance and indemnities; (4) the Veterans Housing Benefit Program Fund; (5) the Vocational Rehabilitation Loans Program; (6) the Native American Veteran Housing Loan Program; (7) guaranteed transitional housing loans for homeless veterans; (8) the Veterans Health Administration; (9) the National Cemetery Administration; (10) the Office of Inspector General; (11) construction for major and minor projects; and (12) grants for the construction of extended care facilities and veterans cemeteries. Appropriates funds for: (1) the American Battle Monuments Commission; (2) the U.S. Court of Appeals for Veterans Claims; (3) cemeterial expenses, Army; and (4) the Armed Forces Retirement Home. Specifies restrictions and authorities regarding the use of funds appropriated in this Act.

Encourages the U.S. government to state publicly its support for the disarmament and reintegration of forces loyal to General Nkunda into the national army. Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to make it out of order to consider any bill, joint resolution, or conference report, containing appropriations within the jurisdiction of the Subcommittee on Military Quality of Life and Veterans Affairs, and Related Agencies of the Committee on Appropriations if such measure also contains appropriations within the jurisdiction of any other subcommittee of that Committee. (Thus requires that general appropriations for military construction and veterans' affairs be considered as stand-alone measures.) Exempts from such requirement any measure making supplemental appropriations or continuing appropriations for up to 60 days.

Cut the Unnecessary Tab Resolution, or CUT Resolution - Amends Rule XIII (Calendars and Committee Reports) of the Rules of the House of Representatives to prohibit the Committee on Rules from reporting a rule or order that would limit any amendment that would otherwise be in order to a rescission bill. Amends Rule X (Organization of Committees) to require the House Budget Committee, whenever a rescission bill passes the House, to reduce the applicable committee allocations by the total amount of resulting reductions in budget authority and outlays. Amends Rule XIII to require the Majority Leader to introduce a rescission bill by certain dates in each session. Makes any motion to discharge the committee from consideration of such a bill privileged 10 legislative days after its introduction, if it was not introduced by one of the deadlines. Makes it out of order to offer any amendment to a rescission bill unless it increases the amount of budget authority to be rescinded. Amends Rule XXI (Restrictions on Certain Bills) to make it out of order to consider any rescission bill, its conference report, or amendment, unless: (1) such bill or conference report is made available to Members and the general public on the Internet for at least 48 hours before its consideration; (2) an amendment to such measure made in order by a rule is available within one hour after the rule is filed; or (3) an amendment under an open rule is made available immediately after being offered in a format searchable and sortable. Requires amendments to rescission bills to be germane.

Affordable Footwear Act of 2007 - Expresses the sense of Congress that the elimination of duty on certain imported footwear would provide significant benefit to U.S. consumers, particularly lower-income families. Amends the Harmonized Tariff Schedule of the United States to provide for the duty-free treatment of certain footwear (including children's shoes) made of rubber or plastics that are imported into the United States. Amends the Caribbean Basic Economic Recovery Act to provide footwear imported directly from Haiti into the United States with the same preferential treatment that is provided to certain imported footwear under the Dominican Republic-Central American-United States Free Trade Agreement.

More Children, More Choices Act of 2007 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to require a state SCHIP plan to specify how it will achieve coverage for 90% of targeted low-income children. Prohibits SCHIP payment for children with family income above 250% of the applicable poverty line. Sets forth special rules for SCHIP payment for children with family income above 200% of the applicable poverty line. Provides for standardization of income determinations. Applies citizenship documentation requirements to SCHIP beneficiaries, and increases the federal matching rate for citizenship documentation enforcement under SSA title XIX (Medicaid) and SCHIP. Places limitations on SCHIP eligibility based on substantial net assets. Requires state SCHIP plans to describe how they will provide for targeted low-income children covered under a group health plan. Revises federal financial participation requirements for employer-sponsored insurance. Requires the offering of alternative coverage options under SCHIP. Changes the allotment distribution formula for allotments to the states and the District of Columbia, particularly for targeted low-income children and pregnant women. Prohibits redistribution of unused allotments. Reauthorizes the SCHIP program through FY2012 at increased levels. Directs the Secretary of Health and Human Services to make grants to eligible entities to improve outreach to and enrollment of eligible children. Amends the Internal Revenue Code to allow: (1) a limited tax credit for qualified health insurance for any dependent child; and (2) advance payment to insurance providers of health insurance credit for purchasers of such insurance. Directs the Secretary to establish a State Health Coverage Innovation Commission to make grants to states for innovative health reform projects. Directs the Secretary to implement administrative reforms with respect to the Medicare and Medicaid programs sufficient to result in projected reductions in the Medicare and Medicaid federal budget baselines for FY2008-FY2013 that exceed the projected revenue loss for the same period attributable to the tax credit provided for, and the increase in the federal budget baseline for SCHIP resulting from, this Act.

William Wilberforce Trafficking Victims Protection Reauthorization Act of 2007 - Amends the the Trafficking Victims Protection Act of 2000 to direct the Secretary of State (Secretary) to establish within the Department of State an Office to Monitor and Combat Trafficking. (Current law authorizes such Office's establishment.) Directs the President to: (1) carry out programs to prevent and deter trafficking in persons; and (2) implement an anti-trafficking program monitoring system. Authorizes the President to establish the Presidential Award for Extraordinary Efforts to Combat Trafficking in Persons. Sets forth consular officer responsibilities respecting anti-trafficking and related information to be given at nonimmigrant alien visa interviews. Sets forth protections for: (1) aliens who may be trafficking victims or who may testify against traffickers (including parole entry for certain family members); and (2) work-based nonimmigrants or alien workers recruited abroad. Sets forth provisions respecting: (1) assistance for trafficking victims, including child victims and U.S. citizens; (2) penalties for trafficking, unlawful compelled service, sex tourism, and aliens in prostitution. Directs: (1) the Attorney General to establish within the Office of the Deputy Attorney General a Coordinator to Combat Human Trafficking; and (2) the Secretary of Labor to establish within the Department of Labor a Coordinator to Combat Human Trafficking. Directs the Secretary to develop: (1) policies and procedures to ensure that unaccompanied alien children in the United States are safely repatriated to their country of nationality or of last habitual residence; and (2) a safe repatriation pilot program for alien children. States, with specified exceptions, that the care and custody of unaccompanied alien children in the United States shall be the responsibility of the Secretary of Health and Human Services. Sets forth related provisions and authorizations of appropriations. Child Soldier Prevention Act of 2007 - Prohibits, with a national interest waiver, funds for specified military and related areas from being made available to the government of a country identified by the Department of State as having governmental armed forces or government supported armed groups that recruit or use child soldiers. Authorizes the President to reinstate assistance upon certifying to Congress that a government is implementing: (1) compliance measures; and (2) mechanisms to prohibit future use of child soldiers. Authorizes the President to provide assistance to a country for international military education and training otherwise prohibited under this Act upon certifying to Congress that such assistance is for implementation of measures to demobilize child soldiers and for programs to support professionalization of the military. Requires a report on child soldiers in Burma.

Urges Palestinian Authority President Mahmoud Abbas, who is also Chairman of his Fatah party, to officially abrogate the 10 articles in the Fatah Constitution that call for Israel's destruction and terrorism against Israel, oppose any political solution to the Israeli-Palestinian conflict, and label Zionism as racism. Condemns the continuing existence of these articles as part of the Fatah Constitution.

Responsible and Effective Solutions for Children Using and Entering Online Services Act of 2007 - Amends the Victims of Child Abuse Act of 1990 to: (1) specify the types of information that providers of electronic communication or remote computing services (providers) should include, if available, in reports of apparent child pornography violations; (2) authorize the National Center for Missing and Exploited Children (NCMEC) to forward provider reports to appropriate state, local, and foreign law enforcement agencies; (3) grant immunity from criminal prosecution (in addition to civil immunity) to providers who comply in good faith with child pornography reporting requirements; (4) authorize NCMEC to provide images of child pornography to providers to assist them in stopping the further transmission of child pornography images and in developing technologies and best practices to prevent and detect child pornography; and (5) preempt state laws that impose notification and liability provisions pertaining to child pornography on the Internet.
