National Environment and Energy Development Act - Declares without force or effect all federal prohibitions against the expenditure of appropriated funds to conduct natural gas leasing and preleasing activities for any area of the Outer Continental Shelf (OCS). Revokes all withdrawals of federal submerged lands from leasing for natural gas exploration and production. Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from: (1) granting a natural gas lease for any OCS located within 25 miles of a state coastline; or (2) issuing any lease for natural gas exploration or development in any OCS area located within 50 miles of a state coastline unless the state has enacted a law approving such lease. Prohibits the Secretary from issuing a lease for natural gas exploration or development in any OCS area located more than 50 miles and less than 100 miles from the coastline of a state if the state has enacted a law disapproving such lease issuance. Sets forth an allocation schedule (including designated reserve accounts) for revenues derived from bonus bids and royalties under qualified gas leases on submerged lands located within the seaward boundaries of a state. Modifies requirements for deeming state seaward boundaries. Authorizes the Secretary to issue leases for development and production of natural gas and associated condensate. Expresses the intent of Congress that this Act result in a healthy and growing American industrial, manufacturing, transportation, and service sector employing America's workforce to assist in the development of affordable energy from the OCS.

Expresses the sense of the House of Representatives that the United States should: (1) make clear to the governments of major natural gas exporting countries that it regards efforts to establish a cartel or other mechanism to manipulate the supply of natural gas to the world market for the purpose of setting an arbitrary and nonmarket price, or as an instrument of political pressure, to be an unfriendly act prejudicial to the security of the United States and of the world as a whole; (2) develop a joint strategy with its allies and all countries that are importers of natural gas, as well as with cooperative exporting countries, to prevent the establishment of such a cartel or other similar mechanism, including by diversifying sources and alternative means of access by exporters and importers to international markets, such as by pipeline; and (3) work with our allies to reduce our dependence on natural gas and to increase and promote the utilization of clean energy sources.

Amends Rule XIII (Calendars and Committee Reports) of the Rules of the House of Representatives to make it out of order in the House to consider a measure or matter until 72 hours (excluding Saturdays, Sundays, and holidays unless the House is in session on such a day) after its text (and, if any, the text of all accompanying reports) have been made available to Members, Delegates, the Resident Commissioner (Members), and the general public. Requires the full text of the legislation and each committee report, without further amendment before floor consideration, to be posted continuously by means of the Internet. Prohibits consideration in the House of a general appropriation bill reported by the Committee on Appropriations until 72 hours (excluding Saturdays, Sundays, and legal holidays unless the House is in session on such a day) after printed hearings of the Committee have been available to Members. Prohibits the Committee on Rules from reporting a rule or order proposing a waiver of this resolution or of Rule XXII (House and Senate Relations) unless a question of consideration of the rule is adopted by a vote of two-thirds of the Members voting, a quorum being present. Amends Rule XXII (House and Senate Relations) to make it out of order in the House to consider a conference report, the accompanying signed joint explanatory statement, or a motion to dispose of a Senate amendment reported in disagreement by a conference committee until after such: (1) 72 hour availability requirement has been met; and (2) posting on the Internet. Declares that nothing in this resolution or any amendment made by it shall be interpreted to require or permit the declassification or posting on the Internet of classified information in the custody of the House. Requires such classified information to be made available to Members in a timely manner as appropriate under existing laws and rules. Expresses the sense of the House that, with the objective of preventing circumvention of this resolution, that the Committee on Rules should develop standardized policies and procedures to require that proposed amendments (except those offered under an open rule) that are major in size, scope, or cost be posted on the Internet for an appropriate number of hours.

Law Enforcement Officers Safety Act of 2007 - Amends the federal criminal code to: (1) include Amtrak and executive branch police officers as qualified law enforcement officers eligible to carry concealed firearms; and (2) revise requirements for certifying retired law enforcement officers to carry concealed firearms.

Tax Increase Prevention Act of 2007 - Repeals the general termination date of the Economic Growth and Tax Relief Reconciliation Act of 2001 (i.e., December 31, 2010), thus making the tax reductions enacted by that Act permanent. Repeals the termination date for provisions of the Jobs and Growth Tax Relief Reconciliation Act of 2003 reducing income tax rates on dividends and capital gains. Amends the Internal Revenue Code to make permanent: (1) the tax deduction for state and local sales taxes; (2) the tax deduction for tuition and related expenses; (3) the increased expensing allowance for small business assets and related provisions; and (4) the tax credit for increasing research activities. Expresses the sense of the House of Representatives that the Committee on Ways and Means should report legislation on or before December 31, 2008, to simplify the federal income tax system.

United Nations Transparency, Accountability, and Reform Act of 2007 - Sets forth U.S. policy with respect to: (1) shifting the funding mechanism for the regular budget of the United Nations from an assessed to a voluntary basis; (2) reform of U.N. peacekeeping operations; and (3) Security Council expansion. Withholds nonvoluntary U.S. contributions to the regular budget of the United Nations: (1) unless the Secretary of State certifies to the appropriate congressional committees that 80% of the the total regular budget of the United Nations is apportioned on a voluntary basis; and (2) to a U.N. human rights treaty monitoring body or committee that was established by a convention or a covenant to which the United States is not party. Establishes the Office of the United States Inspector General for Contributions to the United Nations System. Prohibits the obligation or expenditure of a U.S. contribution to any U.N. entity unless the entity has provided the Inspector General with a transparency certification and is in compliance with such certification. Directs the Secretary to audit and report to the appropriate congressional committees respecting duplicative entities and efforts related to Israeli-Palestinian issues. Withholds funds for such entities until any report recommendations are implemented. Directs the President to use U.S. influence at the United Nations with respect to: (1) publication of all U.N. subsidiary bodies and their functions, budgets, staff, and contributions; (2) employee, agency, and funding financial disclosure; (3) waiver of immunity; (4) adoption of a definition of terrorism and a comprehensive convention on terrorism; (5) anti-Semitism at the United Nations; and (6) Israel's inclusion in the Western European and Others Group. Directs the President to use U.S. influence at the International Atomic Energy Agency (IAEA) to: (1) establish an Office of Compliance in the Secretariat of the IAEA; and (2) prohibit Iran's access to nuclear material, technology, equipment, or assistance until the IAEA determines that Iran is providing full access to IAEA inspectors and has permanently ceased and dismantled all nuclear-enrichment and reprocessing activities. Directs the Secretary to report to the appropriate congressional committees regarding U.N. reforms and personnel. Limits annual U.S. contributions to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). Withholds U.S. contributions to the United Nations Human Rights Council until the Secretary certifies to Congress that the Council does not include a member state: (1) subject to Security Council sanctions; (2) under a Security Council-mandated investigation for human rights abuses; (3) subject, within the prior five years, to a country-specific resolution passed by the former U.N. Human Rights Commission; (4) which the Secretary has determined is a government that has repeatedly provided support for acts of international terrorism; or (5) which the President has designated as a country of particular concern for religious freedom.

Children's Hope Act of 2007 - Amends the Internal Revenue Code to allow a tax credit of up to $100 ($200 for joint returns) for charitable contributions to an education investment organization that disburses 90% of its contributions to provide grants to students for elementary and secondary education expenses, if at least 50% of such disbursements go to students who qualify for free or reduced-cost school lunches. Requires a taxpayer claiming such credit, as a condition of eligibility to receive it, to first claim a state qualified scholarship tax credit.

Help Efficient, Accessible, Low Cost, Timely Healthcare (HEALTH) Act of 2007 - Sets conditions for lawsuits arising from health care liability claims regarding health care goods or services or any medical product affecting interstate commerce. Sets a statute of limitations of three years after the date of manifestation of injury or one year after the claimant discovers the injury, with certain exceptions. Provides that nothing in this Act limits recovery of the full amount of available economic damages. Limits noneconomic damages to $250,000. Makes each party liable only for the amount of damages directly proportional to such party's percentage of responsibility. Allows the court to restrict the payment of attorney contingency fees. Limits the fees to a decreasing percentage based on the increasing value of the amount awarded. Allows the introduction of collateral source benefits and the amount paid to secure such benefits as evidence. Prohibits a provider of such benefits from recovering any amount from an award in a health care lawsuit involving injury or wrongful death. Authorizes the award of punitive damages only where: (1) it is proven by clear and convincing evidence that a person acted with malicious intent to injure the claimant or deliberately failed to avoid unnecessary injury the claimant was substantially certain to suffer; and (2) compensatory damages are awarded. Limits punitive damages to the greater of two times the amount of economic damages or $250,000. Denies punitive damages in the case of products approved, cleared, or licensed by the Food and Drug Administration (FDA), or otherwise considered in compliance with FDA standards. Provides for periodic payments of future damages.

Human Cloning Prohibition Act of 2007 - Amends the federal criminal code to prohibit any public or private person or entity, in or affecting interstate commerce, from: (1) performing or attempting to perform human cloning; (2) participating in an attempt to perform human cloning; or (3) shipping, receiving, or importing the product of human cloning for any purpose. Sets forth criminal and civil penalties for violations. Provides that nothing in this Act shall restrict areas of scientific research not specifically prohibited by this Act, including research in the use of nuclear transfer or other cloning techniques to produce molecules, DNA, cells other than human embryos, tissues, organs, plants, or animals other than humans.

Bring Our Children Home Act - Amends the Missing Children's Assistance Act to expand the definition of "missing child." Requires the Attorney General to provide state and local law enforcement agencies with information for locating a child from a foreign country who has been abducted and is believed to be in the United States. Amends the Crime Control Act of 1990 to require state missing children reports to include a statement specifying whether a missing child is believed to have been taken outside of the United States. Amends the International Child Abduction Remedies Act to provide funding for legal and technical assistance and training relating to international child abduction. Amends the Foreign Assistance Act of 1961 to require the Secretary of State to report to Congress on the efforts of foreign countries to prohibit international child abduction. Requires the Secretary of Transportation to study and report to Congress on the cooperation of domestic and foreign airlines with the investigation of international child abduction cases. Authorizes additional funds for the investigation and prosecution of international parental kidnapping and for the extradition of individuals from foreign countries to the United States for violations of child abduction laws. Establishes a grant program to reimburse travel costs related to the return of abducted children to the United States.

Protecting Our Children Comes First Act of 2007 - Amends the Missing Children's Assistance Act to reauthorize through FY2013, and revise requirements for uses of, the annual grant to the National Center for Missing and Exploited Children by the Administrator of the Office of Juvenile Justice and Deliquency Prevention.

Recreational Boating Act of 2007 - Amends the Federal Water Pollution Control Act (popularly known as the Clean Water Act) to redefine the term "pollutant" to exclude any deck runoff from a recreational vessel, any engine cooling water, gray water, bilge water effluent from properly functioning recreational marine engine, laundry, shower, and galley sink wastes from a recreational vessel, or any other discharge incidental to the normal operation of a recreational vessel. Declares that such exclusion does not apply to rubbish, trash, garbage, or any other such materials discharged overboard by a recreational vessel. Defines "recreational vessel" to mean a vessel that is: (1) manufactured for operation, or operated primarily for recreational purposes; or (2) leased, rented, or chartered to an individual for recreational purposes.

Expresses the sense of the House of Representatives that the United States should: (1) support a mutually-agreed solution for Kosovo's future status for both Serbia and Kosovo; (2) insist on fulfillment of all agreed-upon democratic standards set forth by the United Nations before supporting final status for Kosovo; (3) restrain from any unilateral action toward Kosovo's independence, especially actions outside the United Nations; (4) work together with the European Union (EU) in supporting the political and economic development of the province of Kosovo and Serbia; (5) support the full integration of the province of Kosovo and Serbia into international and Euro-Atlantic institutions; and (6) reaffirm its commitment to southeastern Europe. Expresses the sense of the House of Representatives that: (1) the provincial government of Kosovo should ensure the full political and economic rights of Serbs and other minority communities in Kosovo; (2) the international community should recognize that additional negotiations and diplomacy does not represent a delay of the Kosovo process, and that the government of Serbia currently has legal sovereignty over Kosovo; and (3) the government of Serbia should continue toward a peaceful future through integration into Euro-Atlantic institutions and toward the establishment of constructive relations with the provincial government of Kosovo.

Violent Crime Reduction Act of 2007 - Amends the federal criminal code to: (1) impose mandatory minimum prison terms for violent crimes committed to further racketeering activities; (2) increase penalties for using or carrying a firearm while committing a crime of violence or a drug trafficking crime; and (3) grant to off-duty law enforcement officers an exemption from the prohibition against possessing a firearm in a school zone. Amends the Controlled Substances Act to impose enhanced criminal penalties for committing a crime of violence (i.e., murder, kidnapping, aggravated sexual abuse, maiming, or assault resulting in serious bodily injury) during and in relation to a drug trafficking crime. Directs the Attorney General to establish and assist anti-gang task forces comprised of federal, state, and local law enforcement authorities to combat criminal gangs and offenders.

End Discriminatory State Taxes for Automobile Renters Act of 2007 - Prohibits states or local governments from levying or collecting a discriminatory tax (as defined by this Act) on the rental of motor vehicles, motor vehicle rental businesses, or motor vehicle rental property.

Expresses: (1) concern over the emerging national security implications of the relationships between the leaders of Iran and regimes in the Western Hemisphere like Venezuela; and (2) support for the people of Iran and Venezuela as they strive for freedom, respect for human rights and civil liberties. Supports the existing counterterrorism efforts of Latin American countries. Emphasizes the importance of eliminating Hizbollah's financial network in the tri-border region of South America and throughout the Western Hemisphere. Recommends that the President of the United States create more mechanisms for joint counterterrorism operations and intraregional information sharing among supportive countries in the Western Hemisphere, especially in light of Iran's increased involvement in the region.

Recognizes the vital contribution made by independent journalists in Russia in bringing transparency and a free flow of information to readers after decades of Communist censorship and repression. Notes the disturbing trend of murders of independent journalists in Russia over the last decade. Encourages the President of the United States to offer Russian President Vladimir Putin and other officials of the Russian government law enforcement investigative assistance to help identify and bring to justice those responsible for the many unsolved murders of journalists in Russia.

Calls upon the government of the People's Republic of China (PRC) to condemn the atrocities taking place in Darfur, Sudan, and end military and economic assistance to the government of Sudan until Sudan stops civilian attacks and engages in peace negotiations. Recognizes the close relationship between the PRC and Sudan and urges the PRC to use its political, international, and economic influence to stop the violence in Darfur, Sudan. Recognizes that the spirit of the Olympics, which is to bring together nations and people from all over the world in peace, is incompatible with actions supporting acts of genocide.

Condemns the April 2007 murders of the three Christian workers in Turkey. Supports the government of Turkey's efforts to investigate and prosecute those individuals responsible in order to underline the defense of all residents and citizens of Turkey from attacks by Islamic extremists. Urges the government of Turkey to: (1) take further steps to ensure that religious minority groups in Turkey are protected from such acts of terror by Islamic extremists; and (2) promote freedom of speech and peaceful religious expression in Turkey.

SBA Veterans' Programs Act of 2007 - Amends the Small Business Act to direct the Associate Administrator for Veterans Business Development to: (1) increase veteran outreach by ensuring that Veteran Business Outreach Centers regularly participate, on a nationwide basis, in the workshops of the Transition Assistance Program of the Department of Labor; and (2) establish a Women Veterans Business Training Resource Program. Authorizes a small business development center to apply for a grant to carry out a veterans assistance and services program. Directs the Administrator of the Small Business Administration (SBA) to: (1) increase the number of Veterans Business Outreach Centers throughout the United States; and (2) sponsor an independent study on gaps in the availability of such Centers across the United States.

Syria Accountability and Liberation Act - States that U.S. sanctions, controls, and regulations relating to Syria shall remain in effect until the President certifies that Syria has ceased support for terrorism, has dismantled biological, chemical, or nuclear weapons programs and has committed to combat their proliferation, respects the boundaries and sovereignty of all neighboring countries, and upholds human rights and civil liberties. Imposes specified trade, assistance, and military sanctions, as appropriate, on persons or countries that transfer goods or technology so as to contribute to Syria's biological, chemical, nuclear, or advanced conventional weapons programs. Imposes specified sanctions aimed at Syria's energy sector. Sets forth diplomatic measures intended to isolate the government of Syria. Directs the President to provide assistance to support a democratic transition in Syria. Authorizes appropriations.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS) and other motor neuron disorders that can be confused with ALS, misdiagnosed as ALS, or progress to ALS; and (2) establish a national registry for the collection and storage of such data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to review information and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS and other motor neuron disorders. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for research access to ALS data as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Perpetual Purple Heart Stamp Act - Directs the Postmaster General to provide for the issuance of a forever stamp (a stamp that meets first-class postage requirements even if postage rates increase) to honor the sacrifices of the men and women of the Armed Forces who have been awarded the Purple Heart.

Cyber-Security Enhancement Act of 2007 - Amends the federal criminal code to: (1) prohibit accessing a protected computer to obtain a unique identification number, address or routing code, or access device; (2) revise the definition of "protected computer" to include computers affecting interstate or foreign commerce or communication; (3) expand the definition of "racketeering" to include computer fraud; (4) redefine the crime of computer-related extortion to include threats to access without authorization (or to exceed authorized access of) a protected computer; (5) impose criminal penalties for conspiracy to commit computer fraud; (6) require forfeiture of property used to commit computer fraud; and (7) impose criminal penalties for damaging 10 or more protected computers during any one-year period. Directs the U.S. Sentencing Commission to review and amend its guidelines and policy statements to reflect congressional intent to increase criminal penalties for computer fraud. Authorizes additional appropriations in FY2007-FY2011 to the U.S. Secret Service, the Department of Justice, and the Federal Bureau of Investigation (FBI) to investigate and prosecute criminal activity involving computers.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

No Oil Producing and Exporting Cartels Act of 2007 or NOPEC - Amends the Sherman Act to declare it to be illegal and a violation of the Act for any foreign state or instrumentality thereof to act collectively or in combination with any other foreign state or any other person, whether by cartel or any other association or form of cooperation or joint action, to limit the production or distribution of oil, natural gas, or any other petroleum product (petroleum), to set or maintain the price of petroleum, or to otherwise take any action in restraint of trade for petroleum, when such action has a direct, substantial, and reasonably foreseeable effect on the market, supply, price, or distribution of petroleum in the United States. Denies a foreign state engaged in such conduct sovereign immunity from the jurisdiction or judgements of U.S. courts in any action brought to enforce this Act. States that no U.S. court shall decline, based on the act of state doctrine, to make a determination on the merits in an action brought under this Act. Authorizes the Attorney General to bring an action in U.S. district court to enforce this Act. Makes an exception to the jurisdictional immunity of a foreign state in an action brought under this Act.

Commonsense Consumption Act of 2007 - Prohibits new, and requires dismissal of pending, civil actions by any person against a manufacturer, marketer, distributor, advertiser, or seller of food, or a trade association, for any injury related to a person's accumulated acts of consumption of food and weight gain, obesity, or any associated health condition. Subjects to such prohibition: (1) any action brought by a person other than the person on whose weight gain, obesity, or health condition the action is based; and (2) any derivative action brought by or on behalf of any person or any representative, spouse, parent, child, or other relative of that person. Excludes from this prohibition any actions alleging: (1) a breach of express contract or express warranty provided that the grounds of recovery are unrelated to a person's weight gain, obesity, or related health condition; (2) a knowing violation of a federal or state statute applicable to the marketing, advertisement, or labeling of food with intent for a person to rely on that violation, where such person relied on that violation, and where such reliance was the proximate cause of injury related to that person's weight gain, obesity, or related health condition; or (3) a violation brought by the Federal Trade Commission (FTC) under the Federal Trade Commission Act or by the Food and Drug Administration (FDA) under the Federal Food, Drug, and Cosmetic Act.

Amends the Tropical Forest Conservation Act of 1998 to make forests, coral reefs, and associated coastal marine ecosystem activities eligible for U.S. debt reduction benefits for developing countries. (Currently, such provision applies to tropical forests.) Renames: (1) the Tropical Forest Facility as the Conservation Facility; and (2) a Tropical Forest Agreement as a Conservation Agreement. Extends authorization of appropriations for debt reduction. Authorizes U.S. government representation on the administering body that oversees the implementation of grants arising from debt-for-nature swap or debt buy-back regardless of whether the United States is a party to any agreement between the purchaser and the beneficiary country government.

Sunshine in the Courtroom Act of 2007 - Authorizes the presiding judge of a U.S. appellate court or U.S. district court to permit the photographing, electronic recording, broadcasting, or televising to the public of court proceedings over which that judge presides except when such action would constitute a violation of the due process rights of any party. Directs: (1) a district court, upon the request of any witness in a trial proceeding other than a party, to order the face and voice of the witness to be disguised or otherwise obscured to render the witness unrecognizable to the broadcast audience of the trial proceeding; and (2) the presiding judge in a trial proceeding to inform each witness who is not a party of the right to make such request. Authorizes the Judicial Conference of the United States to promulgate advisory guidelines to which a presiding judge may refer in making decisions regarding the management and administration of photographing, recording, broadcasting, or televising described in this Act.

Parent's Right to Know Act of 2007 - Prohibits any funds appropriated for carrying out federal family planning programs from being made available to any family planning project if any service provider in the project knowingly provides contraceptive drugs or devices to a minor, unless: (1) such provider has given actual written notice to a custodial parent or legal guardian at least five business days prior to providing the drugs or prescription devices; (2) the minor has written consent of a parent or legal guardian; (3) the minor is emancipated; or (4) a court has directed that the minor may receive such drugs or prescription devices. Requires providers to certify to the Secretary of Health and Human Services compliance with this Act.

Expresses the sense of the House of Representatives that judicial interpretations of the U.S. Constitution should not be based on judgments, laws, or pronouncements of foreign institutions unless such judgments, laws, or pronouncements inform an understanding of the original meaning of the Constitution.

Education for All Act of 2007 - Amends the Foreign Assistance Act of 1961 to state that it is U.S. policy to work with foreign countries and international and civil society organizations to increase the global commitment to achieving universal basic education by assisting: (1) developing countries to provide all children with a quality basic education; and (2) nongovernmental and multilateral organizations working in developing countries to provide all children with a quality basic education. Directs the President to develop a comprehensive U.S. strategy to promote universal basic education by 2015. Authorizes the President to provide funds and other assistance to qualifying foreign countries to create the policies, processes, and infrastructure to develop national basic education plans. Authorizes the United States Agency for International Development (USAID) to establish an education fellowship program to increase the expertise of USAID personnel in promoting universal basic education. Amends the State Department Basic Authorities Act of 1956 to establish within the Department of State a Coordinator of United States Government Activities to Provide Education for All in Developing Countries, who shall shall have primary responsibility for the oversight and coordination of all U.S. government resources and international activities to promote universal basic education.

Yellow Ribbon Reintegration Program Act of 2007 - Directs the Secretary of Defense to establish a national combat veteran reintegration program (to be known as the Yellow Ribbon Reintegration Program) to provide National Guard members and their families with information, services, referral, and outreach opportunities throughout the entire deployment cycle. Requires the Program to consist of informational events and activities for such members, their families, and community members through the following phases of the deployment cycle: (1) pre-deployment; (2) deployment; (3) demobilization; and (4) post-deployment-reconstitution. Requires the: (1) National Guard Bureau to establish the Office for Reintegration Programs to administer state National Guard reintegration programs; and (2) Bureau Chief to establish a Center for Excellence in Reintegration.

Expresses the sense of Congress that: (1) restrictions on U.S. visits by high-level elected and appointed officials of Taiwan, including the President of Taiwan, should be lifted; (2) the United States should allow direct Cabinet level exchanges in order to strengthen a policy dialogue with Taiwan; and (3) it is in the U.S. national interest to strengthen links with the democratically-elected government of Taiwan and demonstrate stronger support for democracy in the Asia-Pacific region.
