Authorizes the National Committee of American Airmen Rescued by General Mihailovich to establish a monument to General Draza Mihailovich in the District of Columbia or its environs in recognition of the role he played saving the lives of more than 500 U.S. airmen in Yugoslavia during World War II. Directs the Secretary of the Interior to select, with the approval of the National Commission of Fine Arts and the National Capital Planning Commission, a suitable site on public grounds for such memorial. Subjects the design and any plans for the memorial to the approval of the Secretary, the National Commission of Fine Arts, and the National Capital Planning Commission. Declares that, except for specified items, neither the United States nor the District of Columbia shall bear any expense in the establishment of such memorial. Directs the Secretary to permit groundbreaking for construction of the monument only after determining that sufficient funds are available for completion of the monument. Directs that the maintenance and care of the monument shall be the responsibility of the National Committee of American Airmen Rescued by General Mihailovich.

Statue of Liberty-Ellis Island Commemorative Coin Act - Requires the Secretary of the Treasury to issue a specified number of: (1) five dollar gold coins, emblematic of the centennial of the Statue of Liberty; (2) one dollar silver coins, emblematic of the use of Ellis Island; and (3) half dollar coins, emblematic of the contributions of immigrants to America. Sets forth certain features of such coins; and provides for their sale and issuance. Provides for the distribution and use of such sale funds to the Statue of Liberty-Ellis Island Foundation. Terminates the minting of such coins on December 31, 1986.

Interstate Banking Act of 1985 - Amends the Bank Holding Company Act of 1956, the Federal Deposit Insurance Act, and the National Housing Act to authorize interstate bank branching among States in which State laws specifically authorize such branching. Requires the President to report to Congress concerning the effect of this Act on the financial, economic, and banking environment. Terminates the amendments enacted in this Act five years after the date of enactment.

Law Enforcement Officers Protection Act of 1985 - Amends the Federal criminal code to define "armor piercing ammunition." Excludes from the definition: (1) shot gun shot required by Federal or State regulations for hunting; (2) frangible projectiles for target shooting; and (3) projectiles that the Secretary of the Treasury determines are primarily intended for sporting purposes. Makes it unlawful for any person to manufacture or import armor piercing ammunition. Allows for: (1) manufacture or importation of armor piercing ammunition for the use of the United States or any State or local government; and (2) manufacture for the sole purpose of exportation. Establishes a licensing fee of $1,000 per year for manufacturers and importers of armor piercing ammunition. Imposes an additional mandatory sentence of not less than five years for any person who uses or carries a firearm and is in possession of armor piercing ammunition during the commission of a violent felony. Provides that such sentence shall not be suspended nor probation nor parole be granted.

Federal Support Payment Act - Amends the judicial code to provide for the enforcement of State court-ordered child support payments in sister States. Authorizes State-ordered child support payments to be registered under specified conditions in any State court for enforcement purposes. Establishes guidelines for enforcement and contempt proceedings in such State courts. Confers original jurisdiction upon State courts over civil actions brought by citizens of sister States to order citizens of the forum State to make child support payments, subject to specified conditions.

Skilled Enlisted Reserve Training Act - Directs the Secretary of each military department to establish a skilled enlisted reserve training program to obtain adequate numbers of enlisted members with critical technical skills. Permits each Secretary to enter into agreements with a qualified person under which the Secretary agrees to provide educational assistance in a technical field in exchange for that person's agreement to perform either active or reserve military service for a period of time based on the number of months in which such educational assistance is provided. Provides for payment by the Secretary of a stipulated amount (with a maximum limit) per month for each month of the program. Authorizes the continuance of such payments until the member is awarded an associate degree from an accredited institution (but not to exceed a period of more than 24 months). Sets forth eligibility requirements. Requires accepted members to complete basic training before beginning technical training. Sets forth the penalties for noncompliance with training requirements, including possible reimbursement of educational assistance. Prohibits the Secretary concerned from entering into an agreement with a member unless the courses and the educational institution have been approved by the Administrator of Veterans Affairs. Requires such education assistance to be provided through the Veterans Administration, under agreements between the Secretaries of Defense and Transportation and the Administrator of Veterans Affairs. Directs the President to make an annual report to the Congress concerning such program. Authorizes appropriations.

Solar Power Satellite Research, Development and Evaluation Program Act of 1985 - Establishes a Solar Power Satellite Research, Development and Evaluation Program to determine the feasibility of a satellite-based solar energy system. Establishes an office within the Department of Energy to manage such program. Directs the Secretary of Energy and the Administrator of the National Aeronautics and Space Administration to initiate such program by carrying out research designed to resolve technical, environmental, and socioeconomic issues regarding the viability of the solar power satellite concept. Sets forth the duties of the Secretary and the Administrator in conducting such program. Requires the Secretary to submit to Congress a comprehensive plan for such program and for continuing research and development on a solar power satellite. Authorizes appropriations for FY 1985 and subsequent fiscal years.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to provide that a beneficiary shall be entitled to a prorated benefit for the month in which he or she dies.

Authorizes making farm commodities available for African famine relief during 1985 under the famine relief provisions of the Agricultural Trade Development and Assistance Act of 1954 (Public Law 480) without regard to the dollar limitation contained in such Act. Authorizes appropriations for FY 1985 to provide other humanitarian assistance in Africa under the Foreign Assistance Act of 1961.

Amends the Internal Revenue Code to increase to $2,500 the maximum deduction for contributions to retirement savings plans. Allows certain individuals to compute the amount of the income tax deduction for retirement savings on the basis of the earned income of their spouses without regard to any community property laws.

Amends the Internal Revenue Code to provide that one-half of the cost of insurance paid by a self-employed taxpayer for medical care during the taxable year will be allowed as a business deduction.

Constitutional Amendment - Requires the Congress, prior to each fiscal year, to adopt a statement of receipts and outlays for that year in which total outlays are not greater than total receipts. Permits the Congress in such statement to provide for a specific excess of outlays over receipts by a three-fifths vote directed solely to that subject. Requires the President and the Congress to ensure that actual outlays do not exceed the outlays set forth in such statement. Prohibits total receipts for any fiscal year set forth in such statement from increasing by a rate greater than the rate of increase in national income in the last calendar year ending before such fiscal year, unless the Congress passes by a three-fifths vote a bill directed solely to approving specific additional receipts and such bill has become law. Requires the President, prior to each fiscal year, to transmit to the Congress a proposed statement of receipts and outlays for that year consistent with the provisions of this article. Permits the Congress to waive the provisions of this Act with respect to any fiscal year in which a declaration of war is in effect. Declares that total receipts shall include all receipts of the United States, except those derived from borrowing and total outlays shall include all outlays of the United States except those for repayment of debt principal.

Requires any Federal budget surplus existing following the achievement of a balanced budget to be applied on an annual basis to reduce the national debt. Declares that reducing the national debt should be a major goal of U.S. fiscal policy.

Amends the Tax Reform Act of 1984 to provide that an individual who, as of September 12, 1984, was performing services for one member of a corporate group and was eligible for nontaxable air travel benefits provided by a corporate affiliate shall continue to be eligible for such benefits if as of that date: (1) the primary business of the affiliated group was air transportation of passengers; and (2) at least 50 percent of the persons performing services for the corporation for which the individual is currently performing services were employees of or had previously performed services for the second such corporation.

Amends the Internal Revenue Code to exempt from the application of imputed interest rules: (1) the first $250,000 of the sale price of residential property sold by an individual; (2) the first $1,000,000 of the sale price of farm property; and (3) the first $500,000 of the sale price of business, trade, or investment property.

Tax Status of Space Act - Provides that activities performed in space for U.S. persons on any spacecraft owned by U.S. persons and articles produced in space primarily for sale or use within the United States shall be treated as activities performed within and articles produced within the United States for purposes of the Internal Revenue Code and the Tariff Schedules of the United States.

Amends the Internal Revenue Code to: (1) increase in four steps the maximum annual dollar amount limitation on deductions for contributions to an individual retirement account of a spouse; (2) repeal the requirement that deductions for such contributions shall be allowed only if such spouse had no compensation for the taxable year; and (3) provide that the limitation on the deduction allowed for such contributions shall be computed on the basis of the combined compensation of a husband and wife.

American Passbook Savings Act of 1984 - Amends the Internal Revenue Code to exclude from gross income up to $5,000 ($10,000 for joint returns) of the interest earned on a passbook savings account.

Expresses the sense of the Congress that each State should establish a clearinghouse, to work in conjunction with the National Center for Missing and Exploited Children, to provide information on missing children within the State. Declares that each clearinghouse should: (1) provide a centralized file for statewide exchange of information; (2) cooperate with State law enforcement agencies; (3) work as a liaison between public and private organizations; (4) provide a toll-free in- State telephone line to allow persons to report missing children; (5) provide a directory of State resources; (6) publish monthly bulletins; (7) distribute emergency flyers; and (8) train individuals in the operation of the clearinghouse.
