Competitive Deals Resulting in Unleashed Generics and Savings Act of 2017 or the Competitive DRUGS Act of 2017 This bill establishes a series of requirements and prohibitions regarding certain patent infringement agreements between brand name and generic drug manufacturers in which the generic drug manufacturer agrees to delay the availability of applicable generic drugs. Among other things, the bill specifies that such agreements constitute an unfair method of competition and are subject to specified civil penalties.

Transparent Drug Pricing Act of 2017 This bill requires drug manufacturers to report specified financial and sales information, including drug pricing, tax credit, and patent information; violations are subject to civil penalties.

Global Development Lab Act of 2017 This bill establishes in the U.S. Agency for International Development (USAID) the United States Global Development Lab, the duties of which shall include: increasing the application of science, technology, innovation and partnerships to develop new solutions to end extreme poverty; discovering and testing development innovations to increase cost effectiveness and support U.S. foreign policy and development goals; leveraging the expertise, resources, and investment of businesses, nongovernmental organizations, science and research organizations, and universities to increase program impact and sustainability; utilizing innovation-driven competitions to expand the number and diversity of solutions to development challenges; and supporting USAID missions and bureaus in applying science, technology, innovation, and partnership approaches to decision making, procurement, and program design. The lab is authorized to provide innovation incentive awards on a competitive basis that: (1) encourages and rewards the development of solutions for a particular, well-defined problem relating to the alleviation of poverty; or (2) helps identify and promote a broad range of ideas and practices, facilitating further development of an idea or practice by third parties.

Contractor Accountability and Workplace Safety Act of 2017 This bill requires contracting officers of the Department of Defense (DOD), before awarding or renewing a contract for the procurement of property or services, including construction, valued over $1 million, to consider any identified violations of the Occupational Safety and Health Act of 1970 (OSHA) or equivalent state laws by the offeror and any subcontractors. The bill requires DOD to: (1) establish policies and practices with respect to responsibility determinations for contractors, and (2) protect the rights of contractors to protest bids and appeal actions taken under this bill. The Government Accountability Office must report on the health and safety records of DOD contractors.

Don't Block LGBTQ Act of 2017 This bill amends the Communications Act of 1934 to prohibit elementary schools, secondary schools, or libraries that receive discount rates for telecommunications services under the universal service support program from blocking Internet access to lesbian, gay, bisexual, transgender, or queer resources. The bill does not prohibit schools or libraries from blocking content that is obscene, child pornography, or harmful to minors.

Consumer Privacy Protection Act of 2017 This bill amends the federal criminal code to make it a crime to intentionally and willfully conceal knowledge of a security breach that results in economic harm of at least $1,000 to any individual. It imposes criminal penalties on a violator and authorizes the U.S. Secret Service and the Federal Bureau of Investigation to investigate offenses. The bill authorizes the Department of Justice (DOJ) to file a civil action: (1) to prevent ongoing conduct that damages 100 or more protected computers (e.g., government computers); and (2) to prevent the disposition of unlawfully obtained property. The bill also adds to the list of money laundering predicate offenses financial transactions that involve proceeds of unlawful manufacturing, distribution, possession, and advertising of wire, oral, or electronic communication intercepting devices. Finally, the bill requires certain commercial entities to implement a comprehensive consumer privacy and data security program. A commercial entity must notify a U.S. resident whose sensitive personally identifiable information (PII) has been, or is reasonably believed to have been, accessed or acquired. Sensitive PII includes electronic or digital forms of personal, financial, health, and biometric data, geographic location, and password-protected photographs and videos. It establishes civil penalties for violations and authorizes DOJ, the Federal Trade Commission, and states to enforce compliance.

Protect Access to Birth Control Act This bill nullifies interim final rules issued by the Department of Labor, the Department of the Treasury, and the Department of Health and Human Services that allow employers with religious or moral objections to be exempt from the requirement in the Patient Protection and Affordable Care Act to cover contraceptive services without cost-sharing.

Denying Firearms and Explosives to Dangerous Terrorists Act of 2017 This bill authorizes the Department of Justice to deny the transfer of firearms or the issuance of firearms (and explosives) licenses and permits to a known or suspected terrorist.

Keep Americans Safe Act This bill amends the federal criminal code to make it a crime to knowingly transfer, possess, import, or bring into the United States a large capacity ammunition feeding device (LCAFD). It permits the continued possession of a grandfathered LCAFD. Additionally, the bill does not prohibit, with respect to an LCAFD: manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; transfer or possession related to securing nuclear materials; and possession by a retired law enforcement officer. A violator is subject to criminal penalties—a fine, a prison term of up to 10 years, or both. Newly manufactured LCAFDs must display serial number identification that clearly shows the device was manufactured after this bill's enactment.

Multiple Firearm Sales Reporting Modernization Act of 2017 This bill amends the federal criminal code to broaden existing reporting requirements with respect to multiple sales or dispositions of certain firearms to an unlicensed person within five business days. Under current law, the reporting requirement applies to multiple sales or dispositions of pistols, revolvers, or any combination of pistols and revolvers. This bill makes the reporting requirement applicable to multiple sales or dispositions of any firearms.

Determining if Regulatory Actions are in the Interest of the Nation or the Swamp Act of 2017 or the DRAIN the Swamp Act of 2017 This bill requires each agency to submit to the Government Accountability Office (GAO), for each major rule that the agency proposes or finalizes, an assessment and quantification of any regulatory conflict of interest (i.e., providing a substantial pecuniary benefit to the President and certain advisors) pertaining to that major rule. Before a major rule may take effect, the agency must submit to the GAO and publish in the Federal Register the assessment and quantification. This bill does not apply to rules if an agency finds that notice and public procedure for the rule are impracticable, unnecessary, or contrary to the public interest.

Reach Every Mother and Child Act of 2017 This bill directs the President to establish a five-year strategy to accelerate progress toward ending preventable child and maternal deaths within a generation and ensure healthy and productive lives for women and children. The U.S. Agency for International Development (USAID) shall: (1) identify target countries with the greatest need and the highest burden of preventable child and maternal deaths, and (2) designate a current USAID employee serving in the Senior Executive Service or at the level of a Deputy Assistant Administrator or higher to serve concurrently as the Senior Coordinator for Child and Maternal Survival.

Equal Access to Justice for Victims of Gun Violence Act This bill amends the Protection of Lawful Commerce in Arms Act to repeal provisions that prohibit civil actions against a firearm or ammunition manufacturer, seller, importer, dealer, or trade association for the criminal or unlawful misuse of a firearm. Additionally, the bill states that firearms trace data maintained by the Bureau of Alcohol, Tobacco, Firearms and Explosives is not immune from legal process. Such data is subject to discovery; is admissible as evidence; and may be used, relied on, or disclosed in a civil action or administrative proceeding.

Hate Crimes Commission Act of 2017 This bill establishes the United States Commission on Hate Crimes to investigate and report on: whether hate crimes have increased; factors that contributed to an increase in hate crimes, if one is determined to exist; policies or actions by law enforcement agencies to reduce hate crimes; and the impact of underreporting on hate crimes statistics and prevention.

Manufacturing Jobs for Veterans Act This bill directs the Department of Labor, as part of the Veteran's Workforce Investment Program, to carry out a five-year Veterans Manufacturing Employment Program to award competitive grants to three states for the establishment and administration of a State Manufacturing Employment Program to make grants to manufacturing employers and labor-management organizations that provide training, on-job training, apprenticeships, and certification classes to eligible veterans.

Copyright Alternative in Small-Claims Enforcement Act of 2017 or the CASE Act of 2017 This bill creates the Copyright Claims Board, a body within the U.S. Copyright Office to decide copyright disputes. Damages awarded by the board are capped at $30,000. Participation in board proceedings is voluntary, and parties may choose instead to have a claim or defense heard in court. If the parties agree to have their dispute heard by the board, they shall forego the right to be heard before a court and the right to a jury trial. The board shall be authorized to hear copyright infringement claims, actions for a declaration of noninfringement, claims that a party knowingly sent false takedown notices, and related counterclaims. The bill provides for various procedures, requests for information from the other party and requests for the board to reconsider a decision. The board may issue monetary awards based on actual or statutory damages. The parties shall bear their own attorneys' fees and costs except where there is bad faith misconduct, and such awards shall be limited to $5,000. A board's final determination precludes relitigating the claims in court or at the board, but parties may apply to a federal district court for review of the decision.

Stop Online Ammunition Sales Act of 2017 This bill establishes new requirements and restrictions with respect to the sale, purchase, shipment, and transport of ammunition. Among other things, the bill does the following: requires an ammunition dealer to be licensed, requires ammunition sales to be conducted in person, and requires a licensed ammunition importer, manufacturer, or dealer to report on bulk sales of ammunition.

Automatic Gunfire Prevention Act This bill amends the federal criminal code to make it a crime to import, sell, manufacture, transfer, or possess a trigger crank, a bump-fire device, or any part, combination of parts, component, device, attachment, or accessory that is designed or functions to accelerate the rate of fire of a semiautomatic rifle but not convert the semiautomatic rifle into a machine gun. The bill does not prohibit, with respect to such firearm accessories, the importation or manufacture for, sale or transfer to, or possession by a federal, state, or local government. A violator is subject to criminal penalties—a fine, a prison term of up to 10 years, or both.

Dignity for Detained Immigrants Act of 2017 This bill directs the Department of Homeland Security (DHS) to establish detention standards for each facility at which aliens in DHS custody are detained. Such standards shall provide for at least the level of detainee protections described in the American Bar Association's Civil Immigration Detention Standards. A detained individual who is injured as a result of a violation of such standards may file a claim in U.S. district court. The bill: (1) provides for facility oversight and transparency, (2) phases out the use of private detention facilities and jails for such aliens, and (3) revises procedures for detaining aliens.

Fire Police Fairness Act This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to include a fire police officer within the definition of "public safety officer" for purposes of death benefits under the Public Safety Officers' Benefits program.

Innovative Stormwater Infrastructure Act of 2017 This bill requires the Environmental Protection Agency (EPA) to provide grants to eligible higher education institutions and research institutions to establish and maintain between three and five centers of excellence for innovative stormwater control infrastructure, which is any green stormwater management technique that: (1) uses natural systems or engineered systems that mimic natural processes to infiltrate, evapotranspire, or capture stormwater; and (2) preserves, enhances, or mimics natural hydrology to protect or restore water quality. One of the centers must be the national electronic clearinghouse center and operate a website and a public database on the infrastructure. In addition, the EPA must provide grants to state, tribal, or local governments or entities that manage stormwater, drinking water resources, or wastewater resources for innovative stormwater control infrastructure projects. The EPA must ensure that: (1) EPA's Office of Water, Office of Enforcement and Compliance, Office of Research and Development, and Office of Policy promote the use of the infrastructure in, and coordinate the integration of, permitting programs, planning efforts, research, technical assistance, and funding guidance; and (2) the Office of Water supports establishing innovative financing mechanisms in the implementation of the infrastructure. The EPA must: (1) direct each EPA regional office to promote and integrate the use of the infrastructure within the region, and (2) promote sharing information about the infrastructure approaches. The EPA must establish the innovative stormwater control infrastructure portfolio standard of voluntary, measurable goals to increase the percentage of annual water managed by entities that use the infrastructure.

Free Credit Freeze Act This bill amends the Fair Credit Reporting Act to prohibit a consumer reporting agency from charging a consumer a fee for placing, temporarily lifting, or fully removing a credit freeze. A consumer reporting agency must place a credit freeze on the consumer's file upon a consumer's request, prohibiting a consumer reporting agency from releasing any credit information without the consumer's permission.

Drinking Water Infrastructure for Job Creation Act This bill provides $7.5 billion in supplemental FY2017 appropriations to the Environmental Protection Agency to remain available through FY2022 for capitalization grants to the Drinking Water State Revolving Funds. (The program assists public water systems in financing infrastructure projects needed to comply with federal drinking water regulations and meet health objectives under the Safe Drinking Water Act.) The funding provided by this bill is designated as an emergency requirement pursuant to the Balanced Budget and Emergency Deficit Control Act of 1985. The emergency funding is exempt from discretionary spending limits and is only available if the President subsequently designates the amounts as an emergency and submits the designation to Congress. The bill also exempts the funding from sequestration. (Sequestration is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals.)

This bill amends the Internal Revenue Code, with respect to the child tax credit, to: (1) increase the allowable amount of such credit from $1,000 to $2,000 for each qualifying child, (2) raise the modified adjusted gross income threshold amount at which the phase-out of the credit begins, and (3) increase such threshold amount by $15,000 for each qualifying child of the taxpayer beyond the first child.

Commission to Verify Iranian Nuclear Compliance Act This bill establishes in the legislative branch the Commission to Verify Iranian Nuclear Compliance which shall: (1) continually verify that the Islamic Republic of Iran is complying with its obligations under the Joint Comprehensive Plan of Action (JCPOA); (2) continually assess the adequacy of JCPOA safeguards to ensure that Iran's permitted activities are not being used to further nuclear-related military or nuclear explosive purpose; (3) continually assess the International Atomic Energy Agency's (IAEA) capability to implement the JCPOA verification regime, including whether the IAEA has sufficient access to investigate suspicious sites or allegations of covert nuclear-related activities and whether it has the required funding, manpower, and authority to administer such verification regime; and (4) report to Congress on the matters covered by this bill. "Joint Comprehensive Plan of Action" means the Joint Comprehensive Plan of Action, signed at Vienna July 14, 2015, by Iran and China, France, Germany, the Russian Federation, the United Kingdom, and the United States, with the High Representative of the European Union for Foreign Affairs and Security Policy, and all implementing materials and agreements related to the Joint Comprehensive Plan of Action.

Cyber Diplomacy Act of 2017 This bill sets forth U.S. international cyberspace policy, in furtherance specifically of the promotion of an open, interoperable, reliable, unfettered, and secure Internet governed by a model that promotes human rights, democracy, and the rule of law, while respecting privacy and guarding against deception, fraud, and theft. The bill includes the establishment of an Office of Cyber Issues in the Department of State. The President is encouraged to enter into executive arrangements with foreign governments that support the cyberspace policy.

Climate Change Health Protection and Promotion Act of 2017 This bill requires the Department of Health and Human Services (HHS) to publish and implement a strategic action plan and to establish a climate and health program to ensure the public health and health care systems in the United States and other nations are prepared for, and can respond to, the impacts of climate change on health. The bill directs HHS to revise the plan periodically to reflect new scientific developments and information. HHS must establish a permanent science advisory board to provide: (1) scientific and technical recommendations on the impacts of climate change on public health, and (2) advice for purposes of issuing the plan and conducting the program.

Recognize, Assist, Include, Support, and Engage Family Caregivers Act of 2017 or the RAISE Family Caregivers Act This bill directs the Department of Health and Human Services (HHS) to develop and make publicly available a National Family Caregiving Strategy that identifies recommended actions for recognizing and supporting family caregivers in a manner that reflects their diverse needs. HHS shall convene a Family Caregiving Advisory Council to advise the department on recognizing and supporting family caregivers. The council shall terminate after five years.

Reducing Waste in National Parks Act This bill directs each regional director of a region of the National Park System (NPS) to establish a program to recycle and reduce the use of disposable plastic bottles within each NPS unit located in its region. Regional directors may eliminate the sale of water in disposable plastic bottles within their NPS units after having considered several specified factors. Where an NPS unit is not offering water for sale in disposable plastic bottles, the superintendent of the unit may continue that practice, upon submission of an evaluation of those factors. Each regional director who establishes and implements such a program shall develop for each affected NPS unit a proactive visitor education strategy to address visitor expectations of water availability and explain the rationale for the program.

Grow American Incomes Now Act of 2017 or the GAIN Act This bill amends the Internal Revenue Code, with respect to the earned income tax credit (EITC), to: (1) increase specified credit and phaseout percentages, (2) increase the earned income amounts and the phaseout amounts, (3) decrease from 25 to 21 the minimum eligibility age for individuals without qualifying children, and (4) allow employees to elect to receive advance payments of the EITC from employers when wages are paid.

Comprehensive Consumer Credit Reporting Reform Act of 2017 This bill amends the Fair Credit Reporting Act to revise requirements for disputes regarding consumer credit information reported by a consumer reporting agency (CRA). The bill prescribes requirements for: record maintenance by furnishers of credit information, CRA action when notified of inaccurate or incomplete information from furnishers, and injunctive relief for consumers in the event of noncompliance. The bill limits the circumstances in which a CRA may furnish a consumer report for employment purposes. No CRA may furnish a consumer report containing any adverse item of information relating to a delinquent or defaulted private education loan of a borrower who has a specified demonstrated history of loan repayment. The bill revises requirements relating to information contained in credit reports, requires removal of adverse information that resulted from specified fraudulent lending activity, and shortens the time period adverse information stays on reports. The Consumer Financial Protection Bureau (CFPB) must issue final regulations for development of credit scoring models. CRAs must disclose free credit scores to consumers with their free annual consumer reports. Specified lenders must give consumers free copies of any consumer reports and credit scores they used for underwriting before consumers sign the respective loan agreements. The bill establishes requirements related to credit report sales, required disclosures, and credit freezes. The CFPB is directed to create a nationwide CRA registry.

Medicare Buy-In and Health Care Stabilization Act of 2017 This bill makes a series of changes relating to health insurance options and costs. Among other things, the bill establishes a Medicare buy-in option for individuals aged 50 to 64, requires the Centers for Medicare & Medicaid Services to negotiate drug prices for Medicare beneficiaries, and establishes an individual market reinsurance fund.

Protecting the American Process for Election Results Act or the PAPER Act This bill directs the Election Assistance Commission to report to Congress on best practices for ensuring the cybersecurity of federal elections and for auditing election results. The commission shall make grants to each eligible state to implement (1) such best practices, or (2) the recommendations from a Department of Homeland Security Risk and Vulnerability Assessment of the state's election system.

Protect DREAMer Confidentiality Act of 2017 This bill directs the Department of Homeland Security (DHS) to protect individual application information submitted to DHS after June 15, 2012, as part of a request for consideration or reconsideration for the Deferred Action for Childhood Arrivals (DACA) program from disclosure to U.S. Immigration and Customs Enforcement (ICE) or U.S. Customs and Border Protection (CBP) for any purpose other than implementing such program. Such information may be shared with national security and law enforcement agencies: (1) to identify or prevent fraudulent claims, (2) for national security purposes relating to an individual application, or (3) for the investigation or prosecution of a felony not related to immigration status. DHS may not refer an individual whose case has been deferred pursuant to the DACA program to ICE, CBP, the Department of Justice, or any other law enforcement agency.

Confederate Monument Removal Act This bill amends the Revised Statutes of the United States to prohibit statues of certain persons who served voluntarily with the Confederate States of America from being displayed in National Statuary Hall in the U.S. Capitol. The Architect of the Capitol shall identify all such statues and, subject to the approval of the Joint Committee on the Library of Congress, arrange for their removal from the Capitol within 120 days. States may substitute statues in accordance with the requirements and procedures of the Revised Statutes and the Legislative Branch Appropriations Act, 2001. The bill makes appropriations for the activities in the bill.

Disaster Relief Appropriations Act, 2017 This bill provides emergency supplemental FY2017 appropriations to several federal departments and agencies for expenses related to the consequences of Hurricane Harvey. The funding provided by this bill is designated as emergency spending, which is exempt from discretionary spending limits and other budget enforcement rules. The bill provides FY2017 appropriations to: the Department of Agriculture, the Department of Commerce, the Department of Justice, the National Aeronautics and Space Administration (NASA), the Legal Services Corporation, the Department of Defense, the U.S. Army Corps of Engineers, the General Services Administration, the Small Business Administration, the Department of Homeland Security, the Department of the Interior, the Environmental Protection Agency, the Forest Service, the Smithsonian Institution, the Department of Labor, the Department of Health and Human Services, the Department of Transportation, and the Department of Housing and Urban Development. The bill also specifies several requirements and restrictions for the use of funds provided by this bill.

Fort McClellan Health Registry Act This bill directs the Department of Veterans Affairs (VA) to establish and maintain a special record to be known as the Fort McClellan Health Registry containing the name of each individual who, while serving in the Armed Forces, was stationed at Fort McClellan, Alabama, during the period beginning on January 1, 1935, and ending on May 20, 1999, and who: (1) applies for care or services from the VA; (2) files a claim for compensation on the basis of any disability which may be associated with such service; (3) dies and is survived by a spouse, child, or parent who files a claim for dependency and indemnity compensation on the basis of such service; (4) requests a health examination from the VA; or (5) receives such health examination and requests inclusion in the registry. The VA, upon request, shall provide such health examination, as well as consultation and counseling with respect to examination results. The VA shall: (1) notify individuals in the registry of significant developments in research on the health consequences of potential exposure to a toxic substance or environmental hazard related to service at Fort McClellan; and (2) carry out appropriate outreach activities with respect to such health examinations, consultation, and counseling.

No Federal Funding for Confederate Symbols Act This bill prohibits federal funds from being used for the creation, maintenance, or display of any Confederate symbol on federal public land, including any highway, park, subway, federal building, military installation, street, or other federal property. An exception to such prohibition is provided: (1) if the use of such funds is necessary to allow for the removal of the Confederate symbol to address public safety; or (2) in the case of a Confederate symbol created, maintained, or displayed in a museum or educational exhibit. The Department of Defense shall redesignate the following military installations with such designation as it determines appropriate: Fort Rucker, Alabama, Fort Benning, Georgia, Fort Gordon, Georgia, Camp Beauregard, Louisiana, Fort Polk, Louisiana, Fort Bragg, North Carolina, Fort Hood, Texas, Fort A.P. Hill, Virginia, Fort Lee, Virginia, and Fort Pickett, Virginia.

Censures and condemns President Trump for his inadequate response to the violence in Charlottesville, Virginia, on August 12, 2017, for his failure to condemn the White supremacist groups responsible for actions of domestic terrorism, for asserting that "both sides" were to blame and excusing the violent behavior of participants in the Unite the Right rally, and for employing people with ties to White supremacist movements in the White House. Urges President Trump to fire all White House advisors who have urged him to cater to the White supremacist movement.
