Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to exempt the Substance Abuse and Mental Health Services Administration from being subject to automatic reductions to eliminate the excess budget deficit (sequestration).

Urban Recovery and Growth Act - Amends the Internal Revenue Code to authorize the issuance of economic development extension bonds for the purpose of economic development or refinancing the indebtedness of a city that has an average unemployment rate of not less than 150% of the national average in the preceding calendar year and that has lost at least 20% of its population between 2000 and 2010.

Urban Competitiveness Act - Amends the Internal Revenue Code to exclude from gross income any capital gain from the sale or exchange of a stock, partnership, or business property interest invested in an enterprise zone area which had an average unemployment rate of not less than 150% of the national average rate during the preceding calendar year and which experienced a population loss of at least 20% during the 10-year period beginning in 2000.

Equitable Access to Care and Health Act or the EACH Act - Amends the Internal Revenue Code, with respect to minimum essential health care coverage requirements added by the Patient Protection and Affordable Care Act, to allow an additional religious exemption from such requirements for individuals whose sincerely held religious beliefs would cause them to object to medical health care provided under such coverage. Defines "medical health care" to mean voluntary health treatment by or supervised by a medical doctor that would be covered under minimum essential coverage that: (1) includes voluntary acute care treatment at hospital emergency rooms, walk-in clinics, or similar facilities; and (2) excludes treatment not administered or supervised by a medical doctor, physical examinations or treatment required by law or third parties, and vaccinations.

Streamlined and Improved Methods at Polling Locations and Early Voting Act or SIMPLE Voting Act - Amends the Help America Vote Act of 2002 to require each state to allow individuals to vote in a federal election on each day during the 15-day period ending two days before the election date in the same manner as voting is allowed on election day. Requires a state to ensure that each polling place which allows early voting in a federal election is located within reasonable walking distance of a stop on a public transportation route. Requires the Election Assistance Commission to issue standards for the administration of early voting in a federal election. Requires each state to provide a sufficient number of voting systems, poll workers, and other election resources (including physical resources) at a polling place used in a federal election to ensure: (1) a fair and equitable waiting time for all voters in the state, and (2) that no individual will be required to wait longer than one hour to cast a ballot at the polling place. Requires each state to develop, and implement to the greatest extent practicable, a contingency plan under which it shall provide any polling place on a federal election day whose waiting times exceed one hour with additional poll workers, machines, ballots, and other equipment and supplies, including a polling place at which individuals may cast ballots before the election date.

Global Investments in America's Cities Act - Amends the Immigration and Nationality Act to set aside at least 3,000 employment creation immigrant visas each fiscal year for qualified immigrants seeking to invest in a new commercial enterprise which will create employment in an economically distressed urban area and with respect to which such alien: (1) has invested at least $250,000; (2) has completed an investment agreement with a qualified venture capital operating company for an investment of at least $250,000; or (3) has completed an investment agreement with one or more angel investors for an investment of at least $250,000. Requires petitions for such immigrant visas to be decided within 60 days. Directs the Government Accountability Office (GAO) to report to Congress on the EB-5 visa program.

Stopping Abuse and Fraud in Electronic Lending Act of 2012 or SAFE Lending Act of 2012 - Amends the Electronic Fund Transfer Act to authorize the issuance of remotely created checks only if the consumer has designated in writing a person to issue them. Defines a "remotely created check" as one that: (1) is not created by the financial institution that holds the customer account from which the check is to be paid; and (2) does not bear a signature applied, or purported to be applied, by the person from whose account the check is to be paid. Treats as a preauthorized electronic fund transfer (EFT) subject to the protections of such Act any voluntary repayment by a consumer of an extension of a small-dollar ($5,000 or less) consumer credit transaction by means of an EFT. Amends the Truth in Lending Act to require any small-dollar consumer credit transaction made over the Internet, telephone, FAX, mail, electronic mail, or other electronic communication, as well as any conducted by an insured depository institution, to comply with the laws of the state in which the consumer resides with respect to annual percentage rates, interest, fees, charges, and such other matters as the Consumer Financial Protection Bureau (CFPB) may determine. Prohibits persons engaged in the business of facilitating, brokering, arranging, gathering applications for, distributing sensitive personal financial information, or extending credit in connection with a small-dollar consumer credit transaction unless that person is directly extending the small-dollar consumer credit to the consumer. Subjects violators of this Act to civil liability. Empowers the CFPB to investigate violations of this Act. Sets forth investigative and cease-and-desist enforcement procedures, particularly with respect to offshore persons conducting business directed to U.S. residents but from a location outside any U.S. judicial district. Directs the Government Accountability Office (GAO) to study the availability of capital on Indian reservations and the impact that small-dollar consumer credit extended through Internet and non-Internet means to members of Indian tribes has had upon economic opportunity and wealth for tribal members.

Sustainable, Livable And Green (S.L.A.G.) Highway Construction Act of 2012 - Directs the Secretary of Transportation (DOT) to establish in the Office of Pavement Technology of the Federal Highway Administration the position of Recovered Mineral Component Ombudsman to: (1) act as a liaison between the states and the DOT on federally funded highway projects; (2) encourage states to use recovered mineral component (RMC) to drive down costs and be more environmentally sensitive; and (3) provide information on projects that use RMC, its safety, and training and educational seminars on RMC environmental benefits. Urges the Secretary to amend comprehensive procurement guidelines for federally-funded asphalt and concrete highway projects to include specifications that encourage the use of such RMCs as ground granulated blast furnace slag, blast furnace slag aggregate, and steel furnace slag aggregate. Requires the Director of the Environmental Protection Agency (EPA) to establish standards to ensure that the use of RMCs does not violate the Federal Water Pollution Control Act or any other environmental law.

Detroit Economic Competitiveness Act - Amends the Internal Revenue Code to establish the Detroit Jobs Trust Fund to finance economic development in Detroit, Michigan. Requires the Secretary of the Treasury to make annual distributions from such Fund to the city of Detroit for payment of debt obligations and for job development, public safety, education, and business and public infrastructure. Prohibits any distributions unless the city of Detroit: (1) does not impose an income tax during a period of distribution, (2) has made specified reductions in aggregate property taxes, (3) has used prior distributions as required under this Act, (4) has provided required information to the Comptroller General (GAO), and (5) has implemented a five-year plan describing development goals for Detroit and detailing how distributions from the Trust Fund will be spent. Terminates such Fund five years after enactment of this Act. Requires GAO to submit annual reports to Congress describing the use of distributions from the Trust Fund, the extent to which progress has been made in meeting the plan's development goals, and Comptroller General recommendations for improving the program established under this Act. Excludes from gross income capital gain from the sale or exchange of investment property used in trade or business in Detroit.

Federal Financial Assistance Management Improvement Act of 2012 - Requires the Director of the Office of Management and Budget (OMB) to direct, coordinate, and assist federal agencies in implementing: (1) a common application and reporting system and uniform administrative rules for federal financial assistance programs; and (2) an interagency process for addressing ways to streamline and simplify federal financial assistance administrative procedures and reporting requirements for state and local governments and nonprofit organizations (non-federal entities), improved interagency and intergovernmental coordination of information collection and data sharing, and improvements in the timeliness, completeness, and quality of information received by agencies from recipients of federal financial assistance. Authorizes the Director to exempt any federal agency or federal financial assistance program from the requirements of this Act if the Director determines that the agency does not have a significant number of federal financial assistance programs.

America Votes Act of 2012 - Amends the Help America Vote Act of 2002 to permit an individual required to present identification as a condition for voting in a federal election to meet the requirement by presenting the appropriate state or local election official with an affidavit, signed by the individual under penalty of perjury, attesting to the individual's identification and that he or she is registered to vote in the election. Allows an individual desiring to vote by mail to submit such an affidavit with the ballot. Prohibits a state from requiring an individual who presents or submits such an affidavit to cast a provisional ballot in the election. Excepts first-time voters registering by mail from application of this Act. Requires states requiring an individual to present identification as a condition of receiving and casting a ballot in a federal election to include the use of an affidavit in voting information posted at polling places.

Condemns: (1) the commission of hate crimes against all Americans, including Sikh-Americans; and (2) acts of violence, bigotry, and discrimination against Sikh-Americans. Urges: (1) educators, counselors, and others to support educational efforts to prevent the epidemic bullying of Sikh-American children and families; and (2) the Department of Justice (DOJ) to begin documenting and quantifying hate crimes and other acts of violence perpetrated against Sikh-Americans. Expresses support for: (1) outreach efforts by federal and local law enforcement leaders to prevent violence and hate crimes against Sikh-Americans; and (2) the right of the Sikh-American community to live in peace and free from discrimination, hate crimes, bullying, and all forms of violence.

Amends the Horse Protection Act (HPA) to direct the Secretary of Agriculture to prescribe regulatory requirements for the Department of Agriculture (USDA) to license, train, assign, and oversee persons who are to be hired by the management of horse shows, exhibitions, sales, or auctions and are qualified to detect and diagnose sore horses or otherwise inspect horses at such events. (The soring of horses refers to the application of blistering agents, burns, lacerations, sharp objects, or other substances or devices to a horse's limb to produce a higher gait by making it painful for the horse to step down.) Replaces the current horse inspector appointment process under which the management of a horse show, exhibition, sale, or auction appoints inspectors with a new process requiring the Secretary to assign USDA-licensed inspectors after receiving notice that management intends to hire such inspectors. Specifies that the term "management" includes sponsoring organizations and event managers. Directs the Secretary to disqualify a horse the Secretary determines is sore for specified minimum time periods that increase after the first, second, and third instance. Prohibits a person from causing or directing a horse to become sore for the purpose of any horse show, exhibition, sale, or auction or allowing any such activity respecting a horse which is sore by the owner of such horse. Expands a list of activities designated as unlawful conduct under such Act to include a prohibition on showing, exhibiting, selling, or auctioning a Tennessee Walking, a Racking, or a Spotted Saddle horse with: (1) an action device; or (2) a weighted shoe, pad, wedge, hoof band, or other device or material if it is constructed to artificially alter the gait of such horses and is not strictly protective or therapeutic. Defines "action device" as any boot, collar, chain, roller, or other device that encircles or is placed upon the lower extremity of the leg of a horse in such a manner that it can: (1) rotate around the leg or slide up and down the leg, so as to cause friction; or (2) strike the hoof, coronet band, fetlock joint, or pastern of the horse. Increases the maximum criminal penalties and maximum civil liability penalties to the United States for certain HPA violations. Expands the categories of activities the Secretary may disqualify a violator of such Act from participating in to include: (1) transporting or arranging for the transportation of a horse to or from a show, exhibition, sale, or auction; (2) personally giving instructions to an exhibitor; (3) being knowingly present in a warm-up area, inspection area, or other area that spectators are not permitted; or (4) financing the participation of other individuals. Permits the Secretary to permanently disqualify a person with at least three violations after notice and an opportunity for a hearing.

Expresses the sense of the House of Representatives that Congress should reject the provisions of H.R. 6083, as ordered reported by the House Committee on Agriculture, that reduce the availability or amount of benefits provided under the supplemental nutrition assistance program (SNAP, formerly the food stamp program) in effect under the Food and Nutrition Act of 2008.

Ban the Box Act - Makes it an unlawful employment practice for certain employers to seek information concerning a job applicant's conviction for a criminal offense. Sets forth exceptions authorizing an employer to seek such information: (1) after a conditional offer for employment has been extended to an applicant, or (2) where the granting of employment may involve an unreasonable risk to the safety of specific individuals or the general public. Directs the Equal Employment Opportunity Commission (EEOC) to issue rules indentifying factors to be considered by employers in assessing whether an individual's past criminal history poses such an unreasonable risk within defined categories of employment. Sets forth enforcement procedures and remedies under the Civil Rights Act of 1964, Congressional Accountability Act of 1995, Government Employee Rights Act of 1991, and the rights and protections extended to presidential offices.

Fair Minimum Wage Act of 2012 - Amends the Fair Labor Standards Act of 1938 (FLSA) to increase the federal minimum wage for employees to: (1) $8.10 an hour on the first day of the third month after the enactment of this Act; (2) $8.95 an hour after one year; (3) $9.80 an hour after two years; and (4) the amount determined by the Secretary of Labor (based on increases in the Consumer Price Index) after three years, and annually thereafter. Increases the federal minimum wage for tipped employees to $3.00 an hour for one year on the first day of the third month after the enactment of this Act. Provides a formula for subsequent annual adjustments of the wage increase to ensure that it remains equal to 70% of the wage in effect under FLSA for other employees. Directs the Secretary of Labor, 60 days before any increase in the minimum wage, to publish it in the Federal Register and on the Department of Labor's website.

Flight School Security Act of 2012 - Revises federal flight training requirements authorizing a flight instructor, pilot school, or aviation training center to provide training in the operation of certain aircraft to an alien or any other individual specified by the Secretary of Homeland Security (DHS). Prescribes the additional requirement that such training may occur only upon receipt of information from the Assistant Secretary of Homeland Security (Transportation Security Administration [TSA]) that: (1) the individual has been checked against the terrorist watchlist, and (2) the Assistant Secretary has determined that individual is a non-threat to aviation.

Ending the HIV/AIDS Epidemic Act of 2012 - Sets forth provisions addressing HIV/AIDS, including through: the authorization of additional appropriations for AIDS Drug Assistance Program treatments; public health surveillance; strategies to address issues that impede disease status awareness and linkage to and retention in appropriate care; operational and translational research on HIV; workforce initiatives to increase the capacity of the health workforce focusing primarily on HIV/AIDS; educational loan repayment of health professionals; activities to reduce the rate of HIV infections among injecting drug users; grants for comprehensive sex education for young people; best practice recommendations regarding criminal and related civil commitment cases involving people living with HIV/AIDS; the distribution of sexual barrier devices in federal correctional facilities; the enrollment in the Medicaid program of HIV-positive individuals after their release from incarceration; the implementation of the National HIV/AIDS Strategy; a strategy to expand and improve efforts to combat global HIV/AIDS; the repeal of provisions prohibiting organizations receiving certain funding from being required to endorse or utilize a comprehensive approach to combating global HIV/AIDS; and a global HIV sexual transmission prevention strategy.

Russian World Trade Organization Commitments Verification Act of 2012 - Directs the U.S. Trade Representative (USTR), within 90 days after the effective date of an Act of Congress authorizing the extension of permanent normal trade relations treatment to products of the Russian Federation, to report to Congress on: (1) Russian Federation commitments under the protocol on the accession of the Russian Federation to the World Trade Organization (WTO) Agreement, and (2) the date by which that protocol requires each such commitment to be implemented. Requires the USTR to report annually to Congress on: (1) actions taken by the Russian Federation to comply with its commitments under the protocol that has a significant effect on U.S. commerce, (2) any commitment the Federation is not implementing or is not making progress toward implementing in a timely manner, and (3) any actions taken by the USTR to obtain Russian Federation compliance with its commitments. Directs the USTR to take appropriate action to obtain Russian Federation compliance with commitments it is not implementing or is not making progress toward implementing in a timely manner. Authorizes the USTR, however, not to take any action if it is not in the U.S. national interest. Requires the USTR to seek public participation in developing such reports and in determining what action, if any, to take with respect to any commitment the Russian Federation is not implementing or is not making progress toward implementing in a timely manner.

Expresses the sense of the House of Representatives that any deal on taxes and spending to replace the Budget Control Act of 2011 should: (1) not cut Medicare, Medicaid, or Social Security benefits; (2) contain serious revenue increases, including closing corporate tax loopholes and increasing individual income tax rates for the highest earners; (3) significantly reduce defense spending to focus the U.S. Armed Forces on combating 21st century risks; and (4) promote economic growth and expanded economic opportunity by including strong levels of job-creating federal investments in areas such as infrastructure and education, and by promoting private investment.

Ban the Use of Credit Scores in Auto Insurance Act - Amends the Fair Credit Reporting Act to prohibit: (1) a consumer reporting agency from furnishing a consumer report or consumer information to any person for use in making a decision to underwrite or rate auto insurance, and (2) any person from either using or obtaining a consumer report or consumer information in connection with the underwriting or rating of any consumer regarding an auto insurance transaction. Exempts from this ban property loss data regarding auto insurance as well as information on driver history, such as accidents or moving violations.

Advancing Innovative Manufacturing Act of 2012 - Amends the National Institute of Standards and Technology Act to require the Director of the National Institute of Standards and Technology (NIST) to carry out a program to develop and support industry-led consortia that will identify, prioritize, and address long-term, precompetitive industrial research needs in the area of advanced manufacturing, including through the use of technology roadmaps and transfer of technology platforms and infrastructure. Requires the Director to carry out a pilot program (through the award of competitive, merit-reviewed grants, cooperative agreements, or contracts to small- or medium-sized manufacturers through a uniform process) to enhance the innovative capabilities and competitiveness of such manufacturers through support for research and development that will promote the field of advanced manufacturing and lead to the commercialization of new products, processes, or technologies. Amends the Stevenson-Wydler Technology Innovation Act of 1980 to direct the Secretary of Commerce to establish an innovation voucher pilot program to accelerate innovative activities and enhance the competitiveness of small- and medium-sized manufacturers, which shall: (1) foster collaborations between such manufacturers and research institutions, and (2) enable the manufacturers to access technical expertise and capabilities that will lead to the development of innovative products or manufacturing processes. Amends the America COMPETES Reauthorization Act of 2010 to revise the program of grants for education and training in advanced manufacturing so that such grants are provided to community colleges for the development and implementation of innovative education reforms to ensure an adequate and well-trained advanced manufacturing workforce. Lists activities that may be supported by such grants, including for: (1) the development of teaching materials and methods, (2) faculty professional development, (3) centers to provide models and leadership, and (4) activities to enhance student recruitment and retention.

WIPA and PABSS Continuation of Services Act of 2012 - Amends title XI of the Social Security Act to repeal the expired authorization of appropriations for (and thus continue services under) the Work Incentives Planning and Assistance (WIPA) program and the Protection and Advocacy for Beneficiaries of Social Security (PABSS) program.

Affirms the goal of reducing adult illiteracy by 50% in these target populations and by 25% throughout the country in the coming decade. Rehab and Ahmed Amer Foster Care Improvement Act of 2012 - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to revise requirements that states must follow to contact the adult relatives of a child removed from the custody of his or her parents. Requires the state, within 90 days after making a placement decision, to provide notice of the decision and the reasons for it to each parent of the child, each relative who has expressed an interest in caring for the child, the guardian, and other specified parties. Requires the state to establish procedures to: (1) allow a person who receives such a notice to request documentation of the reasons for the decision involved, (2) allow the attorney for the child to petition the court involved to review the decision, and (3) require the court to commence such a review on the record after receiving such a petition.

Medical Preparedness Allowable Use Act - Amends the Homeland Security Act of 2002 to authorize the use of Urban Area Security Initiative and State Homeland Security Grant Program funding for enhancing medical preparedness, medical surge capacity, and mass prophylaxis capabilities, including the development and maintenance of an initial pharmaceutical stockpile, including medical kits, and diagnostics sufficient to protect first responders, their families, and immediate victims from a chemical or biological event.

Empowering Local Partners to Prevent Terrorism Act of 2012 - Amends the Homeland Security Act of 2002 to require the Secretary of Homeland Security, acting through Department of Homeland Security (DHS) officials responsible for counterterrorism and addressing the threat of violent extremism, to: (1) develop guidance, outreach, training, and programs in furtherance of national counterterrorism policy; and (2) develop and distribute to state, local, and tribal authorities courses and materials that comply with the Grant Programs Directorate Information Bulletin No. 373 or successor bulletin for integration into the curricula for recruits and recurrent training for experienced law enforcement officers. Requires guidance for homeland security grant programs to inform recipients that expenditures on any training, programs, presentations, and speakers regarding counterterrorism that includes information about violent extremism, homegrown violent extremism, or domestic violent extremism that is acquired from an entity other than DHS must be approved in advance by DHS's Chief Privacy Officer and the Office for Civil Rights and Civil Liberties. Directs DHS's Inspector General to: (1) regularly review expenditures of homeland security grant programs by state, local, and tribal authorities on training, programs, presentations, and speakers that are not acquired through the Secretary regarding counterterrorism, violent extremism, homegrown violent extremism, and domestic violent extremism; and (2) evaluate whether each expenditure is consistent with national counterterrorism priorities and constitutional civil rights and civil liberties, including prohibiting racial, ethnic, and religious profiling.

Supports the designation of National Reunification Month. Honors the efforts of those who work to advance outcomes for children in the child welfare system. Encourages child welfare agencies, courts, schools, businesses, media, religious institutions, and civic service organizations to recognize National Reunification Month. Recognizes that substantial progress has been made by federal, state, tribal, and local child welfare policymakers. Reaffirms the importance of title IV-B and IV-E of the Social Security Act and other programs that provide support to vulnerable families, and invest in prevention and reunification services.

Breast Cancer Patient Education Act of 2012 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS) to provide for the planning and implementation of an education campaign to inform breast cancer patients anticipating surgery regarding the availability and coverage of breast reconstruction, prostheses, and other options. Requires such campaign to include dissemination of the following information: (1) breast reconstruction is possible at the time of breast cancer surgery or in a delayed fashion; (2) prostheses or breast forms may be available; (3) federal law mandates that both public and private health plans include coverage of breast reconstruction and prostheses; (4) the patient has a right to choose the provider of reconstructive care, including the potential transfer of care to a surgeon that provides breast reconstructive care; and (5) the patient may opt to undergo breast reconstruction in a delayed fashion for personal reasons or after completion of all other breast cancer treatments. Prohibits such campaign from specifying, or being designed to serve as a tool to limit, the health care providers available to patients.

States that nothing in this resolution may be construed or relied on to authorize or support any claim, including but not limited to constitutionally based claims, claims for monetary compensation or claims for equitable relief against the United States or any other party, or serve as a settlement of any claim against the United States.

Creating Manufacturing Jobs and Promoting Fair Trade Act - Amends the Harmonized Tariff Schedule of the United States to increase the duty on polyurethane sponges. Prescribes requirements for the duty treatment of steel wool cleaning pads.

Graduate Success Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to direct the Secretary of Education to pay the interest that accrues on unsubsidized Federal Family Education Loans (FFELs) and Direct Loans (DLs) that are deferred due to a student borrower's lack of full-time employment. Requires the Secretary to pay the interest that accrues on Federal Consolidation Loans that are in deferment due to a borrower's lack of full-time employment, provided the application for such a loan is received on or after this Act's enactment. Directs the Secretary to pay the interest that accrues on FFELs and DLs that are subject to income-based repayment provisions and are in deferment due to a borrower's lack of full-time employment. Limits these interest-free deferment periods to those occurring on or after this Act's enactment and covering no more than three years of full-time unemployment.

Invasive Fish and Wildlife Prevention Act of 2012 - Authorizes any person, entity, or the United States Fish and Wildlife Service (FWS) to propose the regulation of nonnative wildlife taxa. Requires FWS to determine whether the proposal should be approved within 180 days. Requires FWS to promulgate regulations to: (1) specify the criteria for regulating a nonnative taxon as an Injurious I taxon or Injurious II taxon that is injurious to humans, agriculture, horticulture, forestry, wildlife, or wildlife resources; (2) establish a process for assessing and analyzing the risks of taxa that may have been imported into or found in interstate commerce; and (3) designate a wildlife taxon that was previously designated as injurious by statue or the Secretary of the Interior as an Injurious I or Injurious II taxon. Requires the Secretary, five years after enactment of this Act, to: (1) define the phrase “non-native wildlife taxa novel to the United States”; (2) establish a process to ensure that all such taxa are thereafter reviewed by FWS to determine whether they should be regulated as Injurious I or Injurious II taxa prior to allowing their importation; and (3) seek to avoid, in promulgating such regulation, creating a new incentive for animal importers to import novel taxa prior to the effective date of such regulation. Requires FWS, prior to designating a taxon as an Injurious I or Injurious II taxon, to prepare a risk determination. Authorizes FWS to immediately and temporarily designate a nonnative wildlife taxon as Injurious I if an emergency exists because such unregulated taxon poses an imminent threat of harm to individuals in, or wildlife of, the United States or to the U.S. economy or environment. Requires FWS to: (1) establish an electronic, publicly available database that describes all quantities of imports of all live wildlife and the regulatory status of such wildlife; (2) monitor and report on the identities and quantities of nonnative wildlife taxa being imported; and (3) make more rapid determinations on proposals for regulation of importations or shipments of injurious mammals, birds, fish, amphibia, and reptiles under the Lacey Act by requiring the Secretary to forego time-consuming optional administrative steps that are not essential and byauthorizing the Secretary to forego economic impact analyses. Gives the Secretary the primary authority to prevent the importation of, and interstate commerce in, wildlife pathogens and harmful parasites. Requires the Secretary to promulgate regulations to impose import restrictions to prevent the importation of, and commerce in, such pathogens and parasites. Establishes exemptions to such requirement. Prohibits any person from: (1) importing or knowingly possessing such an Injurious I or Injurious II taxon, or the descendant of such an animal, that was imported in violation of this Act; (2) engaging in interstate commerce for or knowingly possessing such an animal that was transported in interstate commerce in violation of this Act; and (3) releasing any such taxon into the wild. Sets forth exemptions from such prohibitions. Authorizes FWS to issue permits to qualified institutions to authorize actions otherwise prohibited for such taxon. Establishes civil and criminal penalties for violations of this Act. Requires the Secretary to adopt a fee to be charged on imported live wildlife shipments. Establishes the Injurious Wildlife Prevention Fund to carry out this Act.

National Park Service 100th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue gold, silver, and half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the National Park Service (NPS). Authorizes the issuance of coins under this Act only for a one-year period, beginning on January 1, 2016. Requires all sales of coins minted under this Act to include a surcharge of $35 per gold coin, $10 per silver coin, and $5 per half-dollar clad coin. Requires all of the surcharges received from the sale of such coins to be paid to the National Park Foundation for projects and programs to help preserve and protect resources under the stewardship of the NPS and to promote public enjoyment and appreciation of those resources. Prohibits the surcharges paid to the Foundation from being used for land acquisition.

Unshackling Students to Lead, Excel, Act, Develop, and Serve Act of 2012 or U.S. LEADS Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to allow recent college graduates to defer payment on their student loans under the Federal Family Education Loan (FFEL) and Direct Loan (DL) programs without accruing interest when the national unemployment rate exceeds 7% or the unemployment rate for 21-25 year olds exceeds 9%. Limits that deferral period to a maximum of five years. Makes the deferral available only to graduates aged 21-25 who received their first baccalaureate degree within the four years preceding this Act's enactment.

Voter Empowerment Act of 2012 - Voter Registration Modernization Act of 2012 - Amends the National Voter Registration Act of 1993 (NVRA) to require each state to make available official public websites for online voter registration. Authorizes automated voter registration of certain individuals and establishes other initiatives to promote voter registration, such as same day registration and voter registration of individuals under 18 years of age. Amends the federal criminal code to prohibit hindering, interfering with, or preventing voter registration. Amends the Help America Vote Act of 2002 (HAVA) to establish requirements for states to promote access to voter registration and voting for individuals with disabilities, including a single office for providing related information. Directs the Election Assistance Commission (EAC) to make grants to eligible states to conduct pilot programs enabling individuals with disabilities to register to vote and vote privately and independently at their own residences (including by telephone). Amends HAVA to reauthorize the program of grants to state and local governments to assure voting access for individuals with disabilities. Amends the federal criminal code to prohibit state or local election officials from preventing an individual from registering or voting in any federal election (voter caging), or from permitting a formal challenge under state law to an individual's registration status or eligibility to vote, if the basis for such decision is evidence consisting of: (1) a voter caging document or voter caging list, (2) an unverified match list, (3) an error or omission on voter application or registration documents that is not material to an individual's eligibility to vote, or (4) any other evidence so designated by the Commission. Amends the federal criminal code to prohibit a person, including an election official, from knowingly and willfully attempting to or depriving or defrauding the residents of a state of their free and fair exercise of the right to vote by the communication of election-related information that is known by the person to be materially false, fictitious, or fraudulent. Increases the penalty for voter intimidation. Declares that the right of an individual U.S. citizen to vote in any federal election shall not be denied or abridged because that individual has been convicted of a criminal offense unless he or she is serving a felony sentence in a correctional institution at the time of the election. Prescribes enforcement of this right by public or private civil action. Requires each state to notify in writing any individual convicted of a criminal offense under state law, upon release from state custody or upon sentence to probation, that he or she has the right to vote in a federal election and so may register to vote. Voter Confidence and Increased Accessibility Act of 2012 - Amends HAVA to revise requirements for the audit capacity of voting systems, particularly those for a permanent paper record. Requires the voting system to require the use of an individual, durable, voter-verified paper ballot of the voter's vote that shall be marked and made available for inspection by the voter before the voter's vote is cast and counted, and which shall be counted by hand or read by an optical character recognition device or other counting device. Requires the voting system to provide the voter with an opportunity to correct any system-made error in the voter-verified paper ballot before it is permanently preserved. Requires the Director of the National Science Foundation (NSF) to make grants to eligible entities to study, test, and develop accessible ballot voting, verification, and casting mechanisms and devices and best practices to enhance the accessibility of paper ballot voting and verification mechanisms for individuals with disabilities, for voters whose primary language is not English, and for voters with difficulties in literacy. Prescribes requirements for: (1) publication of poll tapes, (2) treatment of ballots cast at early voting sites and of absentee ballots, and (3) the counting of provisional ballots that will be treated as votes. Prescribes laboratory conflict-of-interest requirements and prohibitions. Requires the NSF Director to make grants to eligible entities to conduct research on the development of election-dedicated voting system software. Requires each state, except when the winning candidate had no opponent or received 80% or more of the votes, to administer audits of federal election results, without advance notice to the precincts selected, consisting of random hand counts of the voter-verified paper ballots. Requires the Election Auditor of a state, as soon as practicable after the completion of an audit, to submit the results to EAC for publication. Prohibits certification of the results of any election until completion of audits. Amends HAVA to: (1) add requirements for counting provisional ballots, (2) require each state to allow early voting and facilitate the ability of voters to vote by mail. Amends the Servicemembers Civil Relief Act to extend the guarantee of voting residency to family members of absent military personnel. Amends the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) with respect to pre-election reports on availability and transmission of absentee ballots. Revises the 45-day absentee ballot transmission rule. Permits: (1) use of a single absentee ballot application for subsequent elections, and (2) application of the UOCAVA to Commonwealth of Northern Mariana Islands. Entitles to leave a federal employee who serves as a poll worker. Directs the EAC to: (1) make a grant to each eligible state for poll-worker recruitment and training, and (2) develop materials for a model state poll worker training program. Amends HAVA to make available to any person aggrieved by a violation of uniform and nondiscriminatory election technology and administration requirements the option to file a complaint with the Attorney General or pursue a private right of action to enforce such requirements. Amends the Federal Election Campaign Act of 1971 to make it unlawful for a chief state election administration official, unless he or she or a family member is a candidate, to take an active part in political management or in a political campaign for federal office over which such official has supervisory authority. Amends the NVRA to treat universities as voter registration agencies. Amends the HAVA to establish minimum notification requirements on behalf of voters affected by polling place changes. Directs the Attorney General to: (1) coordinate the establishment of a state-based response system for responding to questions and complaints from individuals voting or seeking to vote, or registering to vote or seeking to, in federal elections; (2) establish and operate a toll-free telephone service to connect directly to such response system; and (3) appoint a Voter Hotline Task Force. Amends HAVA to: (1) reauthorize and extend the EAC, and (2) repeal its exemption from certain government contracting requirements.

Expresses the sense of the House of Representatives that: (1) Congress and the President should end the pay freeze for federal employees in January 2013 and should prevent any further cuts to federal employee pensions or benefits; (2) federal employee contributions to their retirement system should not be increased; (3) the annuity multiplier used to determine retirement benefits for federal employees should not be decreased; (4) the Federal Employees Retirement System annuity supplement should not be eliminated and federal employees who are eligible to retire should be able to do so regardless of their age; (5) Social Security reform should not include utilizing a Chained Consumer Price Index, which would reduce federal annuities; (6) the Federal Employee Health Benefits Program should not be turned into a voucher program that shifts the costs of health insurance to employees and retirees; (7) the tax increase on new federal employees that funds part of the extension of the Unemployment Insurance program should be repealed; (8) the work that federal employees perform on behalf of the American people should be respected; and (9) Congress should recognize that efforts to reduce the compensation and support provided to federal employees undermine our government's ability to meet its obligations to citizens and hurt federal agencies' ability to recruit and retain a high-quality federal workforce.
