Rural Community Wastewater Treatment Affordability Act of 1994

Rural Community Wastewater Treatment Affordability Act of 1994 - Amends the Federal Water Pollution Control Act to make activities involving the acquisition of lands, easements, and rights-of-way necessary for construction of publicly owned treatment works eligible for assistance from State revolving loan funds (SRFs). Makes certain nonprofit associations and other entities eligible for wastewater treatment and supply services under the Consolidated Farm and Rural Development Act eligible for SRF assistance as well. Adds to the list of conditions that a State must meet to receive a capitalization grant that the State will encourage the use of innovative and cost-effective technologies in the construction of treatment works financed with SRF assistance. Requires loans made from SRFs to be made to rural and disadvantaged communities at or below market interest rates for terms of up to 40 years or the useful life of the project being financed, whichever is earlier. Permits up to 15 percent of all loans made from an SRF to be used for negative-interest loans to rural and disadvantaged communities. Allows SRFs to be used to make grants to such communities for up to 75 percent of planning and predevelopment costs incurred with respect to construction or improvement of treatment works without regard to whether actual construction is carried out. Limits amounts available for grants per fiscal year. Authorizes the Administrator of the Environmental Protection Agency to make grants to the National Rural Water Association, the Rural Community Assistance Program, the Small Flows Clearinghouse, and other qualified organizations to provide training and technical assistance to rural and disadvantaged communities with respect to the planning, construction, and operation of treatment works. Authorizes appropriations.

Minority Health Improvement Act of 1993

TABLE OF CONTENTS: Title I: Health Policy Title II: Health Services Title III: Health Professions Title IV: Research and Data Collection Title V: Miscellaneous Minority Health Improvement Act of 1993 - Title I: Health Policy - Amends the Public Health Service Act to establish the Advisory Committee on Minority Health to advise the Secretary of Health and Human Services on the development of the goals of the Office of Minority Health for each racial and ethnic group. Authorizes appropriations for FY 1994 through 1998. (Sec. 102) Provides for the establishment of an Office of Minority Health at the Centers for Disease Control and Prevention, the Health Resources and Services Administration, the Substance Abuse and Mental Health Administration, and the Agency for Health Care Policy and Research. Requires such Offices to develop and implement health programs that target racial and ethnic minority populations. (Sec. 103) Authorizes the Secretary to make grants to States for the purpose of improving the health status in minority communities, through the operation of State offices of minority health established to monitor and facilitate the achievement of the Health Objectives for the Year 2000 as they affect minority populations. Authorizes appropriations for FY 1995 through 1997. (Sec. 104) Establishes in the Department of Health and Human Services an Assistant Secretary for Civil Rights, who shall be appointed by the President, by and with the advice and consent of the Senate. Title II: Health Services - Extends authorized appropriations for grants to States for the community scholarship program until FY 1996. Revises the eligibility requirements for such program. (Sec. 202) Extends the authorized appropriations for the grant program for health services for residents of public housing to FY 1996. (Sec. 203) Amends the Disadvantaged Minority Health Improvement Act of 1990 to allow substance abuse services under the grant program for health service for Pacific Islanders. Extends authorized appropriations for such program through FY 1996. Requires a report to the Congress on the effectiveness of projects funded under such program. Title III: Health Professions - Extends authorized appropriations until FY 1996 for: (1) loans for disadvantaged students; (2) the Cesar Chavez Scholarship Program (currently known as the Exceptional Financial Need Program); (3) the Thurgood Marshall Scholarship Program (currently known as the Scholarship for Disadvantaged Students program); (4) loan repayments and fellowships regarding faculty positions at health professions schools; (5) Centers of Excellence; and (6) educational assistance regarding undergraduates. Exempts from certain residency training requirements: (1) students from disadvantaged backgrounds who are underrepresented in the health professions; and (2) historically black colleges. (Sec. 305) Requires Centers of Excellence (health professions schools) to carry out community-based training programs to prepare students in secondary schools and institutions of higher education for attendance at such schools. Requires such schools to provide training to students to enable them to provide health service to minorities at community-based health facilities. Allows such schools to establish consortia. Allows schools of pharmacy and clinical psychology to be Centers of Excellence. Allows Centers of Excellence to collaborate with the National Institutes of Health. Title IV: Research and Data Collection - Requires the Director of the Office of Minority Health to ensure that activities address the most prevalent morbidity and mortality concerns of the various racial and ethnic minority groups. Establishes the Advisory Subcommittee on Research on Minority Health to advise the Advisory Committee to the Director of the National Institutes of Health. (Sec. 402) Extends authorized appropriations through FY 1997 for the National Center for Health Statistics. (Sec. 403) Requires that research, demonstration projects, and evaluations be carried out on the health status of, and the delivery of, health care to racial and ethnic minority groups residing in medically underserved urban and rural areas and low-income groups, including the elderly, women, and children with low incomes. Title V: Miscellaneous - Directs the Secretary to study and report to the Congress on the need to combine the designations of medically underserved area and health professional shortage area. (Sec. 502) Establishes in the Department of Health and Human Services the Office of Urban Health Policy to collect and disseminate information on health care issues, research findings, and innovative approaches to deliver health care to such areas. Authorizes the making of grants to States to improve health care in underserved urban areas. (Sec. 503) Authorizes the making of grants and contracts regarding organ and bone marrow transplantation for minority populations. (Sec. 504) Extends the demonstration project for grants to States for Alzheimer's disease through FY 1998. Requires improved access for individuals with Alzheimer's disease, particularly racial and ethnic minorities and individuals living in isolated rural areas, to services that are home-based or community-based. (Sec. 505) Waives individuals from disadvantaged backgrounds who are underrepresented in the health professions from certain obligations regarding training or practicing in primary health care.

Haitian Refugee Fairness Act

Haitian Refugee Fairness Act - Expresses the sense of the Congress with respect to U.S. obligations in support of the international law requirement of nonrefoulement. Prohibits the U.S. Government from returning or causing to be returned to Haiti any Haitian national (with specified exceptions for certain felons and persons who participated in persecutions) outside U.S. territorial waters, or inside territorial waters of another country, unless the Government has first determined the individual not to be a refugee. (Sec. 3) Provides: (1) temporary protected status for qualifying Haitians; and (2) reimbursement for related State and local costs. (Sec. 5) Obligates specified funds for: (1) the Community Relations Service; and (2) primary and secondary resettlement services for paroled Cubans and Haitians. (Sec. 6) Amends the Immigration and Nationality Act to authorize appropriations for a Cuban/Haitian Entrant Emergency Fund to be established in the Treasury. Requires the Attorney General to provide an annual estimation of Cuban and Haitian parolees.

Mickey Leland Adolescent Pregnancy Prevention and Parenthood Act of 1993 - Amends the Public Health Service Act to replace the title on adolescent family life demonstration projects with a title on adolescent pregnancy prevention, care, and research grants. Authorizes the Secretary of Health and Human Services to make grants to provide, supplement, or improve the quality of prevention and care services to pregnant adolescents and their male partners, adolescent parents, and nonpregnant adolescents. Requires grantees to charge fees for services only under a fee schedule, approved by the Secretary, based on the income of the person and taking into account the difficulty adolescents face in obtaining resources to pay for services. Prohibits discrimination because of an individual's inability to pay for services. Sets forth priorities in making grants, including giving priority to applicants that: (1) serve an area with a high incidence of adolescent pregnancy; and (2) serve an area with a high proportion of low-income families and low availability of care programs. Directs the Secretary to coordinate Federal policies and programs providing services relating to the prevention of initial and recurrent adolescent pregnancies and providing care services, including by requiring grantees under these provisions to report concerning Federal, State, and local policies that interfere with delivery and coordination of programs of care for pregnant adolescents and adolescent parents. Authorizes the Secretary to make grants to institutions of higher education to support and disseminate the results of research relating to adolescent pregnancy. Limits grants or contracts to: (1) one year, subject to renewal for four additional one-year periods; and (2) subject to waiver, a specified dollar amount. Directs the Secretary to establish a system for the review of grant and contract applications which is similar to the system of scientific peer review of the National Institutes of Health. Allows grants only to programs determined by the review panel to have scientific merit. Authorizes appropriations. Prohibits using grant funds for the performance of an abortion.

Code of Conduct on Arms Transfers Act of 1993 - Prohibits U.S. military assistance and arms transfers to a foreign government unless the President certifies to the Congress that the government: (1) meets specified conditions regarding democracy, including that it was chosen in free and fair elections and promotes civilian control of the military, the rule of law, and respect for individual rights; (2) does not engage in human rights violations, investigates and prosecutes those responsible for human rights violations, permits access to political prisoners by international organizations, and provides access to such organizations in situations of conflict or famine; (3) is not engaged in acts of armed aggression in violation of international law; and (4) is participating in the United Nations Register of Conventional Arms by annually reporting to the Register the number and type of conventional weapons possessed by, and transferred to and from, the country during the preceding year. Authorizes an exemption from such prohibition for a fiscal year if: (1) the President requests an exemption from the Congress stating that it is in the national security interest to provide military assistance and arms transfers to a government; and (2) the Congress enacts a law approving such request. Requires the President to submit initial certifications and requests for exemptions in conjunction with the submission of the annual request for enactment of authorizations and appropriations for foreign assistance. Expresses the sense of the Congress that the House Foreign Affairs Committee and the Senate Foreign Relations Committee should hold hearings on controversial certifications and all requests for exemptions.

Public Safety and Recreational Firearms Use Protection Act

Public Safety and Recreational Firearms Use Protection Act - Amends the Federal criminal code to prohibit the manufacture, transfer, or possession of a semiautomatic assault weapon as defined or listed under this Act. Sets penalties for violations and for use or possession of such a weapon during a crime of violence or drug trafficking crime. Requires the serial number of any such weapon manufactured after enactment of this Act to clearly show the date on which the weapon was manufactured. Makes such provisions inapplicable to: (1) the transfer or possession of any firearm lawfully possessed before the effective date of this Act; (2) certain hunting and sporting firearms; (3) the United States or a department or agency of the United States, or a State or department, agency, or political subdivision of a State; and (4) the manufacture, transfer, or possession of a firearm by a licensed manufacturer or importer for purposes of testing or experimentation authorized by the Secretary of the Treasury. Prohibits: (1) the sale, shipment, or delivery of an assault weapon to a person who does not fill out a form 4473 (prescribed by the Secretary) in connection with the purchase of an assault weapon; and (2) the purchase, possession, or acceptance of delivery of such weapon by a person who has not completed such form. Sets forth: (1) additional recordkeeping requirements; and (2) penalties for violations. Prohibits the transfer or possession of a large capacity ammunition feeding device, with exceptions. Treats such devices as firearms. Sets penalties for violations. Requires any such device manufactured after the date of this Act's enactment to be identified by a serial number that clearly shows that the device was manufactured or imported after the effective date of this Act. Directs the Attorney General to: (1) investigate and study the effect of this Act and determine its impact, if any, on violent and drug trafficking crime; and (2) report to the Congress. Itemizes firearms under various categories as an appendix to Federal firearms provisions.

Juvenile Firearm Regulation Act of 1993 - Amends the Federal criminal code to prohibit the transfer of a firearm or ammunition to an individual under age 18, unless a parent or legal guardian has consented to the transfer. Prohibits a juvenile from possessing a firearm or ammunition, except with respect to a juvenile: (1) who is under the supervision of an adult who is not prohibited by Federal, State, or local law from possessing a firearm; or (2) while engaged in a course of instruction or in hunting, target shooting, or other sporting activities, or while transporting the firearm or ammunition to or from the site of such activities, to the extent that the possession is specifically authorized by or under State law. Sets penalties for violations of this Act. Limits to six months the maximum term of imprisonment that would be authorized if a juvenile had been tried and convicted as an adult where the juvenile was found to be delinquent by reason of a violation of the prohibition against the unsupervised and unauthorized possession of a firearm or ammunition.

Safe Drinking Water Act Amendments of 1994

Safe Drinking Water Act Amendments of 1993 - Amends the Safe Drinking Water Act to require the Administrator of the Environmental Protection Agency, in the case of specified contaminants listed in the Federal Register for which national primary drinking water regulations have not been promulgated, to: (1) publish maximum contaminant level goals and promulgate such regulations for those contaminants that occur in drinking water and are of public health concern; and (2) eliminate monitoring, compliance, and enforcement requirements for those contaminants that do not occur in drinking water at levels of public health concern. (Current law requires the promulgation of such goals and regulations for specified numbers of such contaminants by certain dates.) Directs the Administrator to promulgate such goals and regulations for new contaminants every five years. Requires the Administrator to establish in each national primary drinking water regulation best technology treatment techniques for public water systems serving fewer than 1,000, between 1,000 and 10,000, and more than 10,000 people, respectively. Directs the Administrator to promulgate national primary drinking water regulations for radionuclides, disinfection and corrosion byproducts, and sulfate. Revises provisions concerning variances from national drinking water regulations to permit the issuance of a variance by a State only if the water system cannot afford to install the best available technology to meet the maximum contaminant level and it is not feasible for the system to connect with another source of water that will meet the standards. Requires variances to be reviewed by the State at least every three years. Repeals provisions that authorize States to exempt public water systems from requirements respecting maximum contaminant levels or treatment techniques. Prohibits treated drinking water from being removed from a public water system or routed through any device or pipes outside the system and returned to the system. Includes such action in the definition of "tampering," a violation for which criminal penalties are imposed. Makes such prohibition inapplicable to pipes and devices totally within the control of one or more public water systems or to connections between water mains. Requires (currently, authorizes) the Administrator to conduct research relating to diseases and other impairments resulting from contaminants in drinking water or to the provision of a safe supply of drinking water. Authorizes appropriations. Extends the authorization of appropriations for grants for State public water system supervision programs. Requires the Administrator to promulgate revised regulations every five years that list up to 30 unregulated contaminants to be monitored by public water systems. Directs the Administrator to assemble a national drinking water occurrence data base to include information on the occurrence of regulated and unregulated contaminants.

Repeals specified provisions of the Comprehensive Anti-Apartheid Act of 1986, providing for a total repeal of such Act when the President certifies to the Congress that an interim government that was elected on a nonracial basis through free and fair elections has taken office in South Africa. Urges all State or local governments and private entities in the United States to rescind any restrictions on economic interactions with South Africa. Expresses the sense of the Congress that the United States should continue to respect United Nations Security Council resolutions on South Africa. Authorizes the President to provide development and economic support fund assistance to support the transition to nonracial democracy in South Africa. Prohibits such assistance to the Government of South Africa unless the President certifies to the Congress that an interim government elected on a nonracial basis through free and fair elections has taken office. Exempts from such prohibition assistance to the Transitional Executive Council, South African higher education institutions, and any other entity that would promote the transition to nonracial democracy. Declares that the President should: (1) negotiate a tax treaty with South Africa; (2) initiate negotiations with the South African Government to provide for Overseas Private Investment Corporation programs in such country; (3) conclude cooperative agreements with South Africa on various issues; and (4) encourage other donors to expand their activities in support of the transition to nonracial democracy. States that: (1) the Director of the Trade and Development Agency should provide additional funds for projects in South Africa; (2) the Export-Import Bank should expand its activities in connection with exports to South Africa; and (3) the Director of the U.S. Information Agency should use his authorities to promote the transition to nonracial democracy. Requires the heads of Federal Government agencies, in procuring goods or services, to make affirmative efforts to assist business enterprises having more than 50 percent ownership by nonwhite South Africans. Declares that the Secretary of the Treasury should instruct the U.S. executive directors of international financial institutions to urge financial assistance to South Africa to support the transition to democracy.

Directs the Secretary to carry out outreach activities in communities that traditionally practice female circumcision. Subtitle N: Smoking Prevention and Cessation in WIC Clinics Act - Smoking Prevention and Cessation in WIC Clinics Act - Amends the Child Nutrition Act of 1966 to require the State agency responsible for nutrition education and drug abuse education to establish a smoking cessation demonstration program for pregnant participants. Subtitle O: Family and Medical Leave Health Care Reform Resolution of 1993 - Expresses the sense of the Congress that any bill to address the ongoing and unmet health insurance needs of this country that is enacted should require that paid or unpaid leave, as detailed in the Family and Medical Leave Act of 1993, be incorporated as a basic or elective option in specified situations. Subtitle P: Veteran Women's Health Improvement Act of 1993 - Veteran Women's Health Improvement Act of 1993 - Includes women's health services within the definition of medical services authorized to be furnished to eligible veterans. Includes as women's health services pap smears, breast examinations, and reproductive health care. Authorizes the Secretary of Veterans Affairs to contract with non-Department of Veterans Affairs facilities for outpatient women's health services when Department facilities are inadequate or inaccessible. Requires information on the provision of women's health services to be included in a report from the Secretary to the Congress concerning women veterans. (Sec. 278) Amends the Veterans Health Care Act of 1992 to: (1) require consultation by the Secretary with various officials, advisory committees, and task forces with regard to appropriate women's health research; (2) expand the research related to women to include specified topics; (3) include certain appropriate personnel of the Department in conducting such research, including women veterans and veteran members of minority groups; and (4) direct that a women veterans population study report required under such Act include an examination of the medical and demographic histories of women veterans comprising the study sample. (Sec. 279) Makes applicable to Department medical facilities provisions of the Public Health Service Act regarding mammography quality standards. Requires all Department facilities to meet such standards within two years. Subtitle Q: Defense Women's Health Improvement Act of 1993 - Requires female members and former members of the armed forces who are entitled to medical care under the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS) to be furnished primary and preventive health care services for women as part of such care. Provides the same coverage for female dependents of members and former members of the armed forces. (Sec. 283) Directs the Secretary of Defense to prepare and submit to the Congress a report evaluating the provision of health care services through military medical treatment facilities and CHAMPUS to female members of the armed forces and female covered beneficiaries. Requires the Secretary to include a study to determine the needs of female members and dependents for health care services, including primary and preventive health care services for women. (Sec. 284) Directs the Secretary to establish a Defense Women's Health Research Center within the Department of the Army to be the coordinating agent for multidisciplinary and multiinstitutional research within the Department of Defense on women's health issues related to service in the armed forces. (Sec. 285) Directs the Secretary of the Army, during FY 1994, to continue the breast cancer research program as established under prior law. (Sec. 286) Directs the Secretary of Defense, in conducting or supporting clinical research, to ensure that women and minority group members of the armed forces are included as research subjects. Provides a waiver of such requirement. (Sec. 287) Directs the Secretary to submit three annual reports on research relating to female members and dependents within the armed forces. (Sec. 288) Directs the Secretary to establish at the F. Edward Hebert School of Medicine of the Uniformed Services University of the Health Sciences a women's health curriculum advisory committee to promote the comprehensive integration of women's health issues into the curriculum. Subtitle R: International Population Stabilization and Reproductive Health Act - International Population Stabilization and Reproductive Health Act - Amends the Foreign Assistance Act of 1961 to set forth population assistance authorities and requirements. (Sec. 292) Makes such assistance available to a country that: (1) accounts for a significant portion of the world's annual population increment; (2) has significant unmet needs for methods of contraception, prevention and treatment of sexually transmitted diseases, and obstetric and gynecological care and requires foreign assistance to sustain quality reproductive health services; or (3) demonstrates a strong commitment to population stabilization and reproductive health strategies. Prohibits nongovernmental and multilateral organizations from being subjected to requirements which are more restrictive than those applicable to foreign governments for such assistance. Makes funds available for: (1) the United Nations Population Fund if it agrees to prohibit the use of funds for coerced abortion or involuntary sterilization; and (2) the Special Programme of Research, Development and Research Training to further international cooperation in the development of contraceptive technology. Authorizes appropriations. (Sec. 294) Makes development assistance available on a priority basis for countries which have agreed to address specific education, literacy, and health issues. Authorizes the President to establish a grant program, to be known as the Safe Motherhood Initiative, to improve the access of girls and women to reproductive health care services. Earmarks amounts of development and economic assistance for programs in support of equalizing male and female levels of primary and secondary school enrollment. Authorizes appropriations for the Child Survival Fund, the Safe Motherhood Initiative, and for research on, and treatment and control of, acquired immune deficiency syndrome (AIDS) in developing countries. (Sec. 296) Requires the U.S. executive directors of specified international financial institutions to report annually to the Congress on allocations to population activities and, if such allocations total less than $1 million, to set forth actions to encourage increased allocations. (Sec. 297) Establishes the Commission on World Population Stabilization and Reproductive Health to coordinate U.S. participation in the 1994 International Conference on Population and Development. Authorizes appropriations. (Sec. 298) Provides for certain actions to support the United Nations Forward Looking Strategies for the Advancement of Women and the United Nations Convention on the Elimination of All Forms of Discrimination Against Women.
