Amends the Omnibus Budget Reconciliation Act of 1993 to revise provisions concerning limitations on cost of living adjustments for military retirees to set forth special rules concerning such adjustments for FY 1994 through 1996 (currently, special rules are set forth for FY 1994 through 1998).

Establishes in the Department of Veterans Affairs a Women's Bureau to foster and promote standards and policies of the Department concerning the general welfare of women veterans. Provides for a Director and Deputy Director of such Bureau. Requires the Director to: (1) assist in the development of policies providing benefits and other services to women veterans and their beneficiaries; (2) serve as principal advisor to the Secretary of Veterans Affairs with regard to the interests and concerns of women veterans; and (3) be briefed at least annually by other Department officials on matters that may affect women veterans. Authorizes the Bureau to investigate and report to the Secretary on all matters pertaining to the welfare of women veterans. Requires the Secretary to: (1) ensure the full participation of the bureau in Department policymaking, program direction, legislative and regulatory action, research, and evaluation; and (2) include in annual budget documents submitted to the Congress certain information with respect to Bureau budget, activities, and effectiveness.

Mount Pleasant National Scenic Area Act - Establishes in the George Washington National Forest, Virginia, the Mount Pleasant National Scenic Area. Sets forth provisions regarding: (1) administration of the Area; (2) roads; (3) vegetation management; (4) motorized travel; (5) fire; (6) insects and disease; and (7) water. Directs the Secretary of Agriculture to develop a management plan for the Area.

Headwaters Forest Act - Extends the boundaries of the Six Rivers National Forest, California, to include certain lands to be referred to as the Six Rivers National Forest Addition. Directs the Secretary of Agriculture to: (1) acquire land within the boundaries of the Addition by donation, by purchase, or by exchange for other lands owned by any department, agency, or instrumentality of the United States; and (2) develop and implement a land acquisition plan giving priority to the acquisition of lands within the boundaries of the Headwaters Forest Wilderness. Authorizes appropriations. Designates the Headwaters Forest Wilderness as a component of the National Wilderness Preservation System. Requires the Secretary to develop a comprehensive management plan detailing measures for the preservation of the existing old growth redwood ecosystems in the Addition, including: (1) a prohibition on timber sales from lands within the old growth redwood groves; and (2) measures to restore lands affected by previous timber harvests to mitigate watershed degradation and impairment of habitat for the marbled murrelet, spotted owl, native salmon stocks, and other old-growth forest dependent species. Sets forth provisions regarding payments to local governments in lieu of taxes for lands acquired under this Act. Directs the Secretary to study specified lands in the Addition, analyzing the area's potential for addition to the Headwaters Forest and identifying the area's natural resources.

Sunshine for Lobbyists Act of 1993 - Requires lobbyists to make semi-annual reports to the Attorney General of individual financial benefits provided to a covered legislative branch official, an entity that is established, maintained, or financed by such an official, or any person on behalf of such official that disclose specified information, including: (1) the name and position of the recipient, the nature and value of the benefit, and the date on which the benefit was provided; and (2) with respect to receptions, conferences affiliated with official congressional organizations, events hosted with or in honor of covered officials, or election campaign fund raising activities, the nature and date of, and expenses incurred by the lobbyist in connection with, the event. Requires lobbyists, prior to filing such reports, to provide any covered official listed in the report with a list of the financial benefits provided to such official. Exempts from disclosure any financial benefits having a value of $20 or less to the extent that the aggregate value of benefits provided to a covered official in the calendar year covered by the report has not exceeded $50.

Congressional Ethics Reform Act of 1993 - Prohibits a Member of Congress or employee of the legislative branch from soliciting or accepting a gift from any source except as provided in this Act. Provides that a gift accepted under the standards set forth in this Act shall not constitute an illegal gratuity otherwise prohibited by Federal law. Prohibits such a Member or employee from: (1) accepting a gift in return for being influenced in the performance of an official act; (2) soliciting or coercing the offering of a gift; (3) accepting gifts on a basis so frequent that a reasonable person would be led to believe the Member or employee is using his or her public office for private gain; (4) accepting a gift in violation of any statute; or (5) accepting vendor promotional training contrary to any applicable regulations, policies, or guidance relating to the procurement of supplies and services for the Congress. Specifies conditions under which such prohibitions shall not apply with respect to: (1) gifts of $20 or less; (2) gifts based on a personal relationship; (3) discounts and similar benefits based on affiliation; (4) honorary degrees; (5) gifts based on outside business or employment relationships; (6) political events; (7) widely attended gatherings in the District of Columbia area and other specified events; and (8) limits the amount of personal hospitality (food and lodging for non-business purposes) a Member or employee may accept without a waiver from the Ethics Committee. Sets forth provisions regarding disposition by a Member or employee of prohibited gifts received, including permitting use of appropriated funds and franked mail to return such gifts. Provides that a Member or employee who promptly complies with disposition requirements shall not be deemed to have improperly accepted a gift. Repeals provisions of: (1) the Ethics in Government Act of 1978 permitting payments of honoraria on behalf of a Member, officer, or employee to a charitable organization or to an organization from which such an individual, his or her spouse, or any relative derives any financial benefit; (2) the Ethics Reform Act of 1989 regulating acceptance of gifts and payment of foreign travel for Members, officials, or employees of the Senate, their spouses or dependents. Directs the House Committee on Standards of Official Conduct and the Senate Select Committee on Ethics to prescribe rules establishing the conditions under which their respective Houses may accept payment, or authorize a Member or employee to accept payment on the House's behalf, from non-Federal sources for travel, subsistence, and related expenses with respect to attendance of the Member or employee (or his or her spouse) at any meeting or similar function relating to official duties. Requires a Member to publish reports in the Congressional Record of payments accepted above $20 by the Member or his or her employee. Prohibits a Member or employee from knowingly soliciting contributions from any registered lobbyist for a tax-exempt organization. Provides that the fact that the name of a Member or employee is on the letterhead of a solicitation is not sufficient to establish that the named Member or employee has solicited a contribution. Authorizes the Attorney General to bring a civil action in any appropriate U.S. district court against any individual who knowingly and willfully accepts or solicits a gift in violation of this Act.

Expresses the sense of the House of Representatives that: (1) obstetrician-gynecologists should be designated as primary care providers for women in Federal laws relating to the provision of health care; and (2) legislative proposals that define primary care should include services performed by obstetrician-gynecologists in such definition.

Condemns the Sudanese Government for its human rights abuses and calls upon such government to improve human rights conditions. Calls on the Sudanese People's Liberation Army to cease hostilities and resolve differences through peaceful means. Encourages the military government of Sudan to hand over political power to an elected civilian government as soon as possible. Recognizes the right of the people of southern Sudan to self-determination. Calls upon the President to: (1) appoint a special representative for mediation, reconciliation, peace, and humanitarian affairs in Sudan; (2) increase the levels of humanitarian assistance provided through nongovernmental organizations; (3) place Sudan on the list of states that support international terrorism; (4) oppose specified international financial institution assistance for Sudan; (5) explore other means necessary to force the Sudanese Government to halt its war should humanitarian conditions further deteriorate and such government continues to impede relief efforts; and (6) urge the United Nations to take certain steps to end the conflict in Sudan and to protect war and famine victims.

Business Improvement Act of 1993 - Amends the Small Business Act to authorize the head of any participating Federal agency (other than the Department of Defense), in order to facilitate the attainment of such agency's goal regarding the participation in procurement contracts of small businesses owned and controlled by socially and economically disadvantaged individuals, to enter into contracts using: (1) less than full and open competition; or (2) a price evaluation preference of up to ten percent for offers received from such qualifying small businesses. Terminates such authority at the end of FY 2000. Revises the authority of the Administrator of the Small Business Administration (SBA) to continue to award Capital Ownership Development Program (Program) contracts to past Program participants. Eliminates the requirement restricting competition for such contracts to eligible Program participants. Restricts the competition for the award of a contract to furnish products or services to a participating agency to small businesses owned and controlled by socially and economically disadvantaged individuals if there exists a reasonable expectation of receiving offers from two or more of such small businesses. Requires such small business in turn to subcontract a specified percentage of such contract to small businesses in the development stage of the minority small business and capital development program. Directs the SBA Administrator to authorize a short-term study for determining the appropriate program participation term by industry sector for qualifying small businesses and to submit study results to specified congressional officers and committees. Suspends temporarily the termination of eligibility for qualified small businesses for participation in the Program until one year after the completion of such study. Requires compliance with the Buy Indian Act for Federal agencies contracting with the SBA for the acquisition of goods or services supplied by Indian tribes. Directs the Administrator to establish uniform procedures for contesting the status of a small business concern owned and controlled by socially and economically disadvantaged individuals.

Health Care Cooperative Antitrust Protection Act of 1993 - Directs the Secretary of Health and Human Services to promulgate guidelines under which a health care joint venture may submit an application requesting that the Secretary provide the entities participating in the venture with an exemption under which: (1) monetary recovery on an antitrust claim brought against the entity shall be limited to actual damages if specified conditions are met and the conduct of the entity in making or performing a contract to carry out the venture shall not be deemed illegal per se; or (2) the antitrust laws shall not apply to conduct within the scope of the venture for a five-year period. Requires the Secretary to approve or disapprove the application within a specified time frame and, with respect to a disapproval, to provide a statement explaining the reasons for such disapproval. Directs the Secretary and the Attorney General to approve the application if: (1) in the case of a venture seeking the five-year exemption, the Secretary finds that such venture meets specified criteria, such as promoting enhancement of the quality of health care services to individuals residing in the geographic area served by the participating entities, preserving meaningful competition among health care providers, reducing costs or increasing efficiency, improving utilization of services, and eliminating costly and unnecessary duplication in the delivery of health care services in such area; and (2) an entity participating in the venture submits to the Secretary, the Attorney General, and the Interagency Advisory Committee on Competition, Antitrust Policy, and Health Care (created by this Act) an application that contains the identities of the parties to the venture; the nature, objectives, and planned activities of the venture; and specified assurances and information. Sets forth provisions regarding: (1) revocation and renewal of exemptions, and withdrawal of an application; and (2) requirements relating to notice and publication of exemptions. Establishes the Advisory Committee to: (1) discuss and evaluate competition and antitrust policy and their implications regarding the performance of health care markets; (2) analyze the effectiveness of health care joint ventures receiving exemptions in reducing costs and expanding access; and (3) make recommendations to the Congress.

Federal Franchise Disclosure and Consumer Protection Act - Makes it unlawful for any person, partnership, or corporation, in connection with the advertising, offering, licensing, contracting, sale, or other promotion in or affecting commerce of any franchise, to: (1) employ a device or artifice to defraud; (2) engage in any act or practice which operates or is intended to defraud; (3) obtain money or property by means of untrue statements or intentional omissions of material facts; or (4) discriminate among prospective franchisees on the basis of race, sex, religion, disability, or national origin. Outlines similar provisions with respect to the acts or omissions of a franchisor in presenting false or misleading information with respect to the franchise to a prospective franchisee. Specifies information to be furnished within prescribed time periods to a prospective franchisee by a franchisor or franchise broker, as required by the Federal Trade Commission (FTC) under the Franchise Rule. Requires the franchisor to keep and maintain adequate records for purposes of substantiation of all information required to be presented to a prospective franchisee. Authorizes the FTC to enforce the provisions of this Act. Authorizes any person injured by a violation of this Act to bring an action in Federal district court within prescribed time periods and for specified relief, including injunctive relief. Prohibits a franchisor from requiring franchisees to agree to provisions in franchise agreements which would: (1) violate prohibitions of, or rights granted under, this Act; or (2) relieve parties from appropriate liability. Provides for the use of arbitration to resolve disputes arising under a franchise agreement. Directs the FTC to conduct an ongoing study of the need for additional provisions to strengthen franchise disclosure requirements and protect prospective franchisees.

Federal Franchise Data and Public Information Act - Requires all persons, partnerships, or corporations selling or offering for sale any franchise or any relationship represented either orally or in writing to be a franchise to file with the Department of Commerce a franchise disclosure document or circular which lists the most recent information with respect to the performance of the franchise. Requires the disclosure document to be filed annually with the Department, and requires the Department to make available to the Congress, the Federal Trade Commission, and other Federal agencies, as requested, copies of such document, as well as provide for public viewing. Requires the Department to establish procedures for the compilation, analysis, and publication of statistical information on franchise ownership and national franchising practices, using as its principal source of information the disclosure documents required under this Act. Requires the Department to take specified actions to ensure that such statistical information is accurate and updated at least annually. Requires the Department to report to the appropriate congressional committees on the information and findings relating to franchise ownership and national franchising practices required to be compiled under this Act. Directs the Department's Bureau of the Census to include in each Business Census beginning with 1997 statistical information on the number, ownership, and operation of franchise businesses.

Federal Fair Franchise Practices Act - Prohibits a franchisor or subfranchisor, in connection with the promotion, sale, licensing, performance, enforcement, and termination of any franchise agreement, from: (1) engaging in an action which operates as a fraud or deceit upon any person; (2) employing unlawful or deceptive acts or practices; (3) discriminating among franchisees on the basis of race, sex, religion, disability, or national origin, with exceptions; (4) prohibiting a franchisee from obtaining equipment, supplies, or services from sources of the franchisee, with exceptions; (5) terminating a franchise prior to its normal expiration without good cause; (6) prohibiting a franchisee from engaging in another business after the expiration of the franchise; (7) prohibiting the free association of a franchisee for any lawful purpose; or (8) establishing a new outlet or point of sale of good or services similar to that offered by a franchisee and identified by the same trade name used by a franchisee in unreasonably close proximity to such franchisee. Sets forth provisions concerning: (1) minimum standards of conduct (good faith, due care, and limited fiduciary duty) for each party to a franchise agreement; (2) a prohibition against requiring the inclusion of a franchise agreement term or condition which violates this Act or relieves a person from a duty or liability under this Act; (3) a prohibition against the waiver from compliance under this Act; (4) legal actions brought by persons injured or damaged by a violation of this Act; (5) the right to arbitration or mediation in lieu of a legal action; and (6) the obligation to comply with all applicable State franchising laws to the extent not inconsistent with this Act.

Amends the Food, Agriculture, Conservation and Trade Act of 1990 to entitle Chapter 3 of Title XXII as the "Agricultural Disaster Assistance Act." Extends emergency crop loss assistance for: (1) wheat, feed grains, upland and extra long staple cotton, and rice; (2) peanuts, sugar, and tobacco; (3) oilseeds and nonprogram crops; (4) orchards; and (5) forest crops. Extends related program provisions, including quality reduction assistance. Authorizes appropriations. Extends emergency grant assistance coverage to low-income packinghouse workers. Amends the Agricultural Act of 1949 to make beekeepers eligible for emergency livestock assistance.

Firefighters and Police Retirement Security Act of 1993 - Amends the Age Discrimination in Employment Amendments of 1986 to repeal a provision which would have terminated an exemption for certain bona fide hiring and retirement plans applicable to State and local fire fighters and law enforcement officers. (This Act thereby preserves such exemption beyond 1993.)

Rural Health Innovation Demonstration Act of 1993 - Amends the Public Health Service Act to authorize competitive grants for the development of networks among rural and urban health care providers to preserve and share health care resources and enhance the quality and availability of health care in rural areas. Allows the networks to be statewide or regional. Specifies the services for which grant amounts must be used. Authorizes appropriations. Authorizes competitive grants to develop and administer cooperatives in rural areas that will establish an effective case management and reimbursement system designed to support the economic viability of essential public or private health services, facilities, health care systems, and health care resources. Involves the cooperative in matters such as third party reimbursement, employee health insurance, malpractice insurance, and managed care and practice standards. Authorizes appropriations. Authorizes competitive grants to develop and implement a plan for mental health outreach programs in rural areas. Authorizes appropriations. Authorizes grants to enable rural communities to provide stipends to physicians, nurses, physician assistants, and other health professional trainees to: (1) encourage such individuals to provide health care services in such communities; and (2) encourage such individuals who are already practicing in such communities to stay in such areas. Authorizes appropriations to carry out provisions relating to area health education centers.

TABLE OF CONTENTS: Title I: Essential Access Community Hospital Program Title II: Capital Financing Assistance for Safety Net Providers Subtitle A: Amendments of Internal Revenue Code of 1986 Subtitle B: Capital Financing Assistance for Safety Net Providers Title III: Capital Allocation Plans Essential Health Facilities Investment Act of 1993 - Title I: Essential Access Community Hospital Program - (Secs. 101 and 102) Amends part A (Hospital Insurance) of title XVIII (Medicare) of the Social Security Act (SSA) to: (1) revise the Essential Access Community Hospital Program (EACH), extending EACH to all States and authorizing increased appropriations for EACH grants; and (2) establish a program of assistance (PA) for activities related to the formation of community health networks by State and local governments. (Sec. 103) Requires the Secretary of Health and Human Services to study and report to the Congress on the effectiveness of EACH and PA in increasing medically underserved population access to health care. Title II: Capital Financing Assistance for Safety Net Providers - Subtitle A: Amendments of Internal Revenue Code of 1986 - (Sec. 201) Amends the Internal Revenue Code (IRC) to impose a tax on the hospital gross receipts of any person for the taxable year. Subtitle B: Capital Financing Assistance for Safety Net Providers - (Sec. 211) Amends SSA to establish a program to provide capital financing assistance in the form of loan guarantees, interest rate subsidies, matching loans, and direct grants to eligible hospitals and facilities with approved applications. Creates in the Treasury the Capital Financing Trust Fund (Fund) to hold the revenues generated from the taxes above in order to finance expenditures for carrying out such program and the plans described below. (Sec. 212) Provides for adjustment of Medicare payments to hospitals to take into account any capital financing assistance received by the hospital. (Sec. 213) Amends IRC to grant tax exempt status to State and local bonds guaranteed by the Fund. Title III: Capital Allocation Plans - (Sec. 301) Amends SSA title XVIII to mandate that each State establish a plan for Federal approval of capital expenditures for certain non-rural health care services in the State in order to receive Medicare reimbursement for capital-related expenses.

Pollution Prevention and Incineration Alternatives Act of 1993 - Amends the Solid Waste Disposal Act to prohibit the issuance of permits for construction or expansion of municipal solid waste incinerators until 1997. Prohibits Federal agencies, State or local governments, or other waste management jurisdictions from issuing permits to such incinerators after December 31, 1996, unless the applicant demonstrates that: (1) an annual waste composition analysis of the solid waste generated within the area to be served by the facility is conducted; (2) specified percentages of certain waste categories are diverted to waste management methods other than incineration; (3) the facility will not interfere with diversion rates; (4) it is not feasible to manage the remaining solid waste through source reduction, reuse, or recycling; (5) the facility will not adversely affect the environment, human health, or the local economy and is not situated in a nonattainment area identified under the Clean Air Act; (6) the full cost of the facility over its entire life will be less costly than reducing, recycling, or composting waste; (7) the waste management jurisdiction conducts a public participation process; (8) the proposed construction or expansion is approved by the affected unit of local government; (9) firms operating the facility are in compliance with environmental and public health statutes, have paid outstanding fines for violations of such statutes, and make disclosure statements available; (10) an approved environmental impact statement is completed; (11) the facility is not located within one and a half miles of specified sites, including schools or churches, or of a drinking water source; (12) certain incinerator capacity studies have been completed; and (13) the facility will not have a disproportionate impact on minority or low-income communities. Requires ash from municipal solid waste incinerators to be managed in a monofill that contains only such ash and meets specified design requirements. Prohibits the use of such ash for any purpose. Prohibits the incineration of household hazardous waste, batteries, chlorinated plastics, consumer electronics, and yard waste in such incinerators. Prohibits the issuance of permits or prior approval for the construction or expansion of hazardous waste incinerators unless requirements similar to those for municipal solid waste incinerators have been met. Directs hazardous waste management permit applicants to demonstrate that the State in which the incinerator is located, and each State in which generators of hazardous waste to be incinerated at the facility are located, are implementing toxics use reduction programs. Applies this Act to any facility that burns hazardous waste.

Amends the Watershed Protection and Flood Prevention Act to authorize the Secretary of Agriculture to provide at least 50 percent of the costs for reservoir construction and other water supply projects in rural areas experiencing water quality or quantity problems.

Vietnam Women's Memorial Coin Act of 1994 - Directs the Secretary of the Treasury to issue silver coins emblematic of the Vietnam Women's Memorial sculpture. Requires all surcharges received from the sale of such coins to be used for: (1) an endowment for the Memorial; (2) education and research concerning veterans and their families; and (3) the identification and documentation of women who served in the armed forces during the Vietnam era. Expresses the sense of the Congress that this coin program shall be self-sustaining and administered to result in no net cost to the Numismatic Public Enterprise Fund.

Equitable Escheatment Act of 1993 - Amends specified Federal law to prescribe guidelines under which unclaimed distributions of security interests shall be subject to the custodial taking (escheatment) by the State which contains the principal executive offices of either the issuer or the holder of those securities.

Women and AIDS Research Initiative Amendments of 1993 - Amends the Public Health Service Act to establish a program to conduct or support biomedical and behavioral research on cases of infection with the human immunodeficiency virus (HIV) in women. Regulates HIV clinical trials with women subjects. Mandates the conduct or support of: (1) clinical trials regarding the effectiveness of standard gynecological treatments in treating conditions arising from HIV infection; (2) clinical trials regarding whether the treatment protocols approved for men with HIV infection are effective for women with HIV infection; (3) research on barrier methods for the prevention of sexually transmitted diseases that women can use without their sexual partner's cooperation or knowledge; and (4) epidemiological research to determine HIV risk factors particular to women. Mandates support services for women in the clinical trials. Regulates the Women's Interagency HIV Study. Authorizes appropriations.

Women and HIV Outreach and Prevention Act - Amends the Public Health Service Act to authorize grants, with regard to women (and their partners) and acquired immune deficiency syndrome (AIDS), for preventive health services, referrals, follow-ups, outreach, and training on the effective provision of such services. Authorizes appropriations. Authorizes grants to educate women on the prevention of infection with, and the transmission of, the etiologic agent for AIDS. Authorizes appropriations. Authorizes grants, cooperative agreements, and contracts to provide: (1) substance abuse treatment to women; (2) counseling to women who engage in substance abuse on the prevention of infection with, and the transmission of, the etiologic agent for AIDS; and (3) such counseling to women who are the partners of individuals who abuse substances. Authorizes appropriations. Authorizes appropriations for grants under existing provisions to provide early intervention services for women and related technical assistance.

American Jobs Protection Act - Requires employers to provide specified notice and employee benefits (including severance pay, continuation of health care benefits, reimbursement for retraining, training incentive payments, and accelerated eligibility for early retirement) to employees who are subject to a plant closing or mass layoff because their work is transferred to (or similar products are imported from) another country which has specified levels of lower wages or less effective employment standards for overtime compensation, child labor, and employee safety. Prohibits employers who do not provide such notice and benefits from entering into a contract with the United States for provision of products or services involved in the work transfer or substantially similar to such products or services. Provides for enforcement of this Act by: (1) investigative and administrative actions and actions for injunctions by the Secretary of Labor; and (2) civil actions by employees, local governments, States, and the Secretary. Requires employers to post notice concerning this Act and the filing of a charge. Authorizes civil fines for violations.

Microenterprise Opportunity Expansion Act - Amends the Social Security Act to exclude, for purposes of determining eligibility for public assistance benefits, any resources and income used primarily for a small-sized business (microenterprise) owned by an individual otherwise eligible for such assistance. Amends the Internal Revenue Code to prescribe guidelines under which individuals starting microenterprises are entitled to unemployment compensation. Permits the use of funds in a State unemployment fund to assist eligible individuals in starting microenterprises. Amends the Community Reinvestment Act of 1977 to treat grants and loans made to certain microenterprises by a regulated financial institution as community reinvestments. Amends the Home Owners' Loan Act to treat as a qualified thrift investment the aggregate amount of microenterprise loans held by a savings association. Amends the Housing and Community Development Act of 1974 to permit the use of Federal community development funds for the administrative and operating costs of entities providing support for microenterprises. Requires each Federal banking agency to establish a division to promote microenterprises to be known as the Microenterprise Technical and Operations Office. Directs the Financial Institutions Examination Council to study and report to the Congress on: (1) the administration of the microenterprise loan provisions of this Act; and (2) the credit needs of certain small businesses ineligible for microenterprise loans.

Declares that it is the Congress' intent that the Secretary of Transportation, in negotiating under the auspices of the Land Transportation Standards Committee established under the North American Free Trade Agreement (NAFTA), shall not weaken U.S. truck safety standards by increasing truck sizes and weights or by compromising such standards as truck driver hours of service, front brake and other safety equipment requirements, and the truck driver record system.

TABLE OF CONTENTS: Title I: National Community Development Administration Title II: Certification Programs Title III: Assistance to Community Development Financial Institutions Subtitle A: Assistance to Existing Community Development Financial Institutions Subtitle B: Assistance to Establish Community Development Financial Institutions Title IV: Assistance for Community Development Secondary Market Institutions Title V: Community Development Individual Investment Certificates Community Development Financial Institutions Act of 1993 - Title I: National Community Development Administration - Establishes the National Community Development Administration (Administration) to: (1) assist financial institutions in providing credit and promoting comprehensive community development in low-income communities; (2) assist secondary market institutions to purchase and securitize loans, increase investment liquidity, and improve the distribution of investment capital for community development financing; and (3) promote the use of community Development Individual Investment Certificates (authorized by this Act). Authorizes appropriations. Title II: Certification Programs - Requires the Administration to implement a certification program for: (1) community development financial institutions; and (2) technical assistance providers to community development financial and secondary market institutions. Title III: Assistance to Community Development Financial Institutions - Subtitle A: Assistance to Existing Community Development Financial Institutions - Directs the Administration to assist existing community development financial institutions in implementing financing initiatives and obtaining technical assistance for broad-based, long-range community development in target communities. Identifies: (1) activities eligible for such assistance; and (2) criteria for financial initiatives. Requires community development financial institutions to contribute matching funds from non-Federal sources. Subtitle B: Assistance to Establish Community Development Financial Institutions - Directs the Administration to assist nonprofit and for-profit organizations to establish community development financial institutions whose purpose shall be to finance specified community development activities. Title IV: Assistance for Community Development Secondary Market Institutions - Directs the Administration to assist secondary market institutions to: (1) establish a secondary market for community development loans; (2) increase the liquidity of community development investments; and (3) improve the distribution of investment capital available for community development financing. Prescribes eligible use of such assistance. Requires such secondary market institutions to contribute matching funds from non-Federal sources. Authorizes the Administration to issue tax-exempt bonds to finance such secondary market institutions. Title V: Community Development Individual Investment Certificates - Prescribes guidelines for the issuance by any community development bank or credit union of certificates of indebtedness to be known as Community Development Individual Investment Certificates.

Mammography Access Tax Credit Act of 1993 - Amends the Internal Revenue Code to allow an employer a tax credit for 50 percent of qualified mammography screening costs. Requires the Secretary of Health and Human Services to establish standards to assure the safety and accuracy of such mammography screening.

Amends the Internal Revenue Code to allow married couples to make a combined return of income taxes under which each spouse is taxed using rates applicable to unmarried individuals. Makes the standard deduction applicable to such individuals.

Economic Development Loan Assistance Demonstration Program Act of 1993 - Directs the Secretary of Housing and Urban Development to establish a demonstration program to encourage economic development in five enterprise zones through grants to community development corporations for reducing interest rates on economic development loans.

Television Violence Report Card Act of 1993 - Requires the Federal Communications Commission to: (1) establish a program for evaluating and rating television programs, with respect to the extent of the violence contained in those programs, and sponsors, in terms of the extent to which they sponsor violent programs; and (2) publish each quarter in the Federal Register a Television Violence Report Card that reports such ratings.
