Medicare CGM Access Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to provide Medicare coverage of continuous glucose monitoring (CGM) devices furnished to a CGM qualified individual. Directs the Secretary of Health and Human Services (HHS) to establish a fee schedule and ensure that CGM qualified individuals are furnished with appropriate device components.

Passenger Rail Reform and Investment Act of 2014 - Authorizes appropriations for FY2015-FY2018 to the Secretary of Transportation (DOT) for the National Railroad Passenger Corporation (Amtrak) for: the Northeast Corridor Improvement Fund account, the National Network account, the Office of the Inspector General, and national infrastructure investment capital grants. Directs Amtrak to establish internal controls to ensure its costs and revenues are allocated to either the Northeast Corridor or the National Network. Directs the Secretary to establish substantive and procedural requirements for Northeast Corridor and National Network investment capital grant requests. Directs Amtrak to establish: a Northeast Corridor Improvement Fund account for Northeast Corridor capital improvement projects, and a National Network account for capital expenses and operating costs of the National Network. Requires the Northeast Corridor Infrastructure and Operations Advisory Commission to: develop an annual capital investment plan for the Northeast Corridor main line between Boston, Massachusetts, and the District of Columbia, and the Northeast Corridor branch lines connecting to Harrisburg, Pennsylvania, Springfield, Massachusetts, and Spuyten Duyvil, New York; and update, once every 10 years, a Northeast Corridor service development plan. Requires Amtrak, and states and public entities that own infrastructure supporting or providing intercity rail passenger transportation on the Northeast Corridor, to develop and update asset management plans for the Northeast Corridor main line and the Northeast Corridor branch lines. Requires the Amtrak Board of Directors to prepare a five-year capital and operating plan for the Northeast Corridor and National Network. Directs the Secretary to establish a State-Supported Route Advisory Committee. Amends the Passenger Rail Investment and Improvement Act of 2008 to revise requirements with respect to methodologies for Amtrak route and service planning decisions. Requires Amtrak, as a condition of receiving a grant, to obtain the services of an independent entity to develop and recommend objective methodologies for Amtrak to use in the planning of intercity rail passenger transportation routes and services. Revises alternate passenger rail service pilot program requirements. Requires the Surface Transportation Board, within 120 days after submission of a dispute between Amtrak and a rail carrier (or carriers) awarded the right to provide rail service over a route in which Amtrak is to grant access to its reservation system, stations, and facilities, to issue an order requiring Amtrak to provide such facilities and services to those carriers if certain criteria are met. Directs Amtrak to develop a plan to eliminate the operating loss for food and beverage service on board its trains. Directs Amtrak to request proposals from private sector persons or entities to utilize Amtrak-owned rights-of-way for telecommunications systems, energy distribution systems, and other appropriate activities. Authorizes Amtrak to enter into an agreement to implement any such proposal or proposals. Requires Amtrak to report to Congress on options to enhance development around Amtrak stations. Amends the Passenger Rail Investment and Improvement Act of 2008 to extend indefinitely specified authority to restructure long-term Amtrak debt and capital leases. Directs Amtrak to develop a pilot program to allow passengers to transport domesticated cats or dogs on certain Amtrak trains. Directs the Amtrak Inspector General to evaluate Amtrak's boarding procedures at the 10 stations through which the most people pass. Directs the Secretary to develop a program to issue competitive grants for capital improvement projects included in the Northeast Corridor Priority Project List. Amends the Railroad Revitalization and Regulatory Reform Act of 1976 to revise Railroad Rehabilitation and Improvement Financing program requirements. Modifies application procedures for direct loans and loan guarantees for railroad improvement projects. Requires the Secretary, in granting applications for such loans and guarantees, to give priority to projects for the installation of a positive train control. Directs the Secretary to make direct loans and loan guarantees or capital improvement projects in the Northeast Corridor (NEC Fast Forward Program). Prescribes requirements for the award of grants in excess of $1 billion. Directs the Secretary to study the availability and use of small businesses owned and controlled by socially and economically disadvantaged individuals in Federal Railroad Administration (FRA)-funded intercity rail passenger transportation projects. Directs the FRA to convene a working group to evaluate the restoration of intercity rail passenger service in the Gulf Coast region between New Orleans, Louisiana, and Orlando, Florida. Directs the Secretary to begin a rulemaking to govern the federal review, permitting, and approval or disapproval of freight railroad and intercity and commuter rail passenger transportation infrastructure projects. Directs the Secretary to: (1) pursue program alternatives to promote a consistent approach in the treatment of railroad and rail-related properties for historic preservation review, and (2) develop mechanisms for streamlining compliance with specified requirements.

Reforming CFPB Indirect Auto Financing Guidance Act - Declares without force or effect Consumer Financial Protection Bureau (CFPB) Bulletin 2013-02 (Indirect Auto Lending and Compliance with the Equal Credit Opportunity Act), published March 21, 2013. Amends the Consumer Financial Protection Act of 2010 to direct the CFPB, when proposing and issuing guidance primarily related to indirect auto financing, to: provide for a public notice and comment period before issuing the guidance in final form; make publicly available all information relied on by the CFPB; redact any information exempt from disclosure under the Freedom of Information Act; consult with the Board of Governors of the Federal Reserve System, the Federal Trade Commission (FTC), and the Department of Justice (DOJ); and study the costs and impacts of the guidance to consumers and women-owned, minority-owned, and small businesses.

Trade Secrets Protection Act of 2014 - Amends the federal criminal code to authorize an owner of a trade secret related to a product or service used in interstate or foreign commerce, who is aggrieved by a misappropriation of such trade secret, to bring a civil action to obtain appropriate relief. Grants U.S. district courts original jurisdiction of such actions, subject to a five-year statute of limitations beginning when the misappropriation is or should have been discovered. Authorizes the court, upon ex parte application, to issue an order providing for the seizure of property necessary to preserve evidence in such civil action or to prevent the propagation or dissemination of the trade secret, if it finds that: a temporary restraining order would be inadequate because the restrained party would evade or otherwise not comply with it; immediate and irreparable injury will occur if such seizure is not ordered; the harm to the applicant of denying the application outweighs the harm to the legitimate interests of the person against whom seizure would be ordered and the harm to any third parties who may be harmed by such seizure; the applicant is likely to succeed in showing that the person against whom seizure would be ordered misappropriated, and is in possession of, the trade secret; the application reasonably describes the matter to be seized and its location; the person against whom seizure would be ordered would destroy or otherwise make such matter inaccessible to the court if the applicant were to proceed on notice to such person; and the applicant has not publicized the requested seizure. Sets forth required elements of such an order, including providing for: (1) seizure in a manner that minimizes any interruption of the business operations of third parties; and (2) protection of the property from disclosure. Directs the court to take seized material into its custody. Grants a person who suffers damage by reason of a wrongful or excessive seizure under this Act a cause of action against the applicant for the order and entitles such person to appropriate relief. Sets forth remedies that a court may grant for such misappropriation, including granting injunctive relief, awarding damages for losses or unjust enrichment caused, and awarding exemplary damages and attorney fees for willful and malicious misappropriation.

UAC State Authority Act of 2014 - Amends the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to require the Secretary of Health and Human Services (HHS), before awarding grants or contracts to provide housing facilities for unaccompanied alien children, to: (1) consult with state elected officials and agencies; (2) hold a public hearing; and (3) provide for a period during which the governor of the state in which the facility would be located may submit to the Secretary an objection to the contract, which, if timely submitted, shall preclude the Secretary from awarding the grant or contract.

Veterans Small Business Enhancement Act of 2014 - Amends the Small Business Act to require the interagency task force that is responsible for coordinating federal efforts to improve the business development and federal contracting opportunities available to small business concerns owned and controlled by veterans to coordinate administrative and regulatory activities and develop proposals to provide access to, and manage the distribution of, excess or surplus U.S. property to small business concerns owned and controlled by veterans, pursuant to a memorandum of understanding with the appropriate state agency.

Agrees with the President that there is a humanitarian crisis on the border that underscores the need to fix our immigration system. Calls upon the President to: use the resources already at his disposal to gain operational control of the border; send a clear message that those who are seeking to enter the United States illegally will be returned to their home countries, and that subjecting children to the perilous migration to our border will no longer be tolerated; cease using his prosecutorial discretion authority to shield unlawful immigrants from prosecution; cease releasing convicted criminal aliens from detention; crack down on fraudulent asylum claims; implement tougher standards for credible fear claims; restore agreements with local law enforcement agencies to enforce immigration laws; give Border Patrol agents access to federal lands where drug traffickers, human smugglers, and unlawful immigrants hide; and employ diplomatic resources with Mexico, Honduras, Guatemala, and El Salvador to stop the border crisis. Stands ready to work with the President to realize such calls to action.

Authorizes the Secretary of the Air Force, for purposes of modernizing the C-130 fleet, to install alternative communication, navigation, surveillance, and air traffic management program kits in lieu of C-130 avionics modernization program kits if the Secretary determines, on a case-by-case basis, that such alternative program is appropriate and notifies Congress of such determination. Requires the Secretary to ensure that all C-130 aircraft are capable of meeting applicable regulations of the Federal Aviation Administration (FAA) by January 1, 2020.

Strengthening Child Welfare Response to Trafficking Act of 2014 - Amends the Child Abuse Prevention and Treatment Act to condition eligibility to receive a state grant for child abuse or neglect prevention and treatment programs on inclusion in the state plan of a certification by the governor that the state has in effect and is enforcing a state law, or is operating a statewide program, that includes provisions and procedures to: (1) identify and assess reports involving children who are sex trafficking victims (and which may also involve children who are victims of severe forms of trafficking in persons), (2) train representatives of the state child protective services about identifying and assessing such children, and (3) identify services and procedures for appropriate referral to address the needs of such children. Directs the Secretary of Health and Human Services (HHS) to report to Congress on: (1) the specific type and prevalence of severe forms of trafficking in persons to which children have been subjected who are identified for services or intervention under the placement, care, or supervision of state, Indian tribe, or tribal organization child welfare agencies; (2) the practices and protocols utilized by states to identify and serve children who are, or are at-risk of becoming, victims of trafficking; and (3) any barriers in federal laws or regulations that may prevent identification and assessment of children who are such victims.

Clay Hunt Suicide Prevention for American Veterans Act or the Clay Hunt SAV Act - Requires the Secretary of Veterans Affairs (VA) and the Secretary of Defense (DOD), at least annually, to each arrange for an independent third party evaluation of, respectively, the VA and DOD mental health care and suicide prevention programs. Requires a board reviewing the discharge or dismissal of a former member of the Armed Forces whose application for relief is based at least in part on post-traumatic stress disorder or traumatic brain injury related to military operations or sexual trauma, to: (1) review the medical evidence from the VA or a civilian health provider that is presented by the former member; and (2) review the case, with a presumption of administrative irregularity, and place the burden on the VA or DOD to prove, by a preponderance of the evidence, that no error or injustice occurred. Directs the VA Secretary to publish an Internet website that serves as a centralized source to provide veterans with regularly updated information regarding all of the VA's mental health care services. Requires the VA Secretary and the DOD Secretary to enter into certain strategic relationships to facilitate: the mental health referrals of members of the reserve components who have a service-connected disability and are being discharged or released from the Armed Forces, timely behavioral health services for such members, communication when such members are at risk for behavioral health reasons, and the transfer of documentation for line-of-duty and fitness-for-duty determinations. Requires the VA Secretary to carry out a three-year pilot program to repay the education loans relating to psychiatric medicine that are incurred by individuals who: are eligible to practice psychiatric medicine in the Veterans Health Administration (VHA) or are enrolled in the final year of a residency program leading to a specialty qualification in psychiatric medicine, demonstrate a commitment to a long-term career as a psychiatrist in the VHA, and agree to a period of obligated service with the VHA in the field of psychiatric medicine. Directs the VA Secretary to carry out a program, as part of the Yellow Ribbon G.I. Education Enhancement Program, under which the VA Secretary and an institution of higher education (IHE) agree to cover the full cost of charges not covered by post-9/11 educational assistance that are incurred by veterans who: (1) are pursuing an advanced degree in mental health at the IHE, and (2) intend to seek employment as a mental health professional in the VA. Allows the VA Secretary to cover up to 64% of those charges, if the school covers the remainder. Requires the DOD Secretary to submit to Congress a zero-based review of the staffing requirements for individual State National Guard Commands with respect to Directors of Psychological Health. Directs the VA Secretary to establish a pilot program at not less than five Veterans Integrated Service Networks (VISNs) to assist veterans transitioning from active duty and to improve the access of veterans to mental health services. Requires the pilot program at each VISN to include: (1) a community oriented veteran peer support network, and (2) a community outreach team for each medical center in such VISN.

Agricultural Conservation Flexibility Act of 2014 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to require the U.S. Army Corps of Engineers and the Environmental Protection Agency (EPA) to withdraw the interpretive rule issued on March 25, 2014, entitled, "U.S. Environmental Protection Agency and U.S. Department of the Army Interpretive Rule Regarding the Applicability of the Clean Water Act Section 404(f)(1)(A)." Prohibits the Corps and the EPA from using the interpretive rule, or any substantially similar rule or guidance, as the basis for any rulemaking, decision, or action regarding the scope or enforcement of the Clean Water Act. Provides that the use of rule or a substantially similar rule or guidance as the basis for any rule, decision, or action is grounds for vacating the rule, decision, or action. Requires soil and water conservation practices to be treated as normal farming, silviculture, and ranching activities under permits for non-prohibited discharges of dredged or fill material. Prohibits such practices from being treated as a new use of an area of navigable waters, an impairment of the flow or circulation of navigable waters, or a reduction in the reach of such waters under those permits. Applies this Act to activities occurring on or after March 25, 2014.

Satellite Television Access Reauthorization Act of 2014 - Amends federal copyright law, as amended by the Satellite Television Extension and Localism Act of 2010 (STELA), to extend until December 31, 2019, the statutory license under which satellite carriers retransmit distant television broadcast stations to viewers who are unable to receive signals for such stations in their local market. (Currently, the statutory licensing authority for such satellite retransmissions is scheduled to expire on December 31, 2014.)

Condemns and disapproves of the Obama administration's failure to comply with the lawful 30-day statutory reporting requirement in releasing the five senior Taliban members from detention at U.S. Naval Station, Guantanamo Bay, Cuba. Expresses concern over: (1) national security implications that may arise from the Taliban members' release; and (2) the repercussions of negotiating with terrorists, and the risk that such negotiations may further encourage hostilities and the abduction of Americans. Stipulates that further violations of appropriate law are unacceptable. Declares misgivings about the prospect of any similar transfers from Guantanamo, even if undertaken pursuant to statutory requirements. States that the Obama administration's release of the five detainees has burdened unnecessarily the trust in the administration's commitment and ability to work with the legislative branch, and therefore works against the best interest of the people of the United States.

Charitable Automobile Red-Tape Simplification Act of 2014 or the CARS Act of 2014 - Amends the Internal Revenue Code, with respect to the tax deduction for charitable contributions, to modify the substantiation rules for donations of qualified vehicles (i.e., motor vehicles manufactured primarily for use on public streets, roads, and highways and boats or airplanes) to require: (1) a statement with respect to such qualified vehicles and a good faith estimate of their value at the time of donation; and (2) a contemporaneous written acknowledgement of the contribution by the donee organization, with information about the donor and the qualified vehicle.

Amateur Radio Parity Act of 2014 - Directs the Federal Communications Commission (FCC) to amend regulations concerning the height and dimensions of station antenna structures to prohibit a private land use restriction from applying to amateur service communications if the restriction precludes such communications, fails to accommodate such communications, or does not constitute the minimum practicable restriction on such communications to accomplish the legitimate purpose of the private entity seeking to enforce such restriction.
