Inland Waters Security Review Act This bill directs the Department of Homeland Security to submit to Congress an inland waters threat analysis that includes current and potential terrorism and criminal threats, security challenges and mitigation efforts, vulnerabilities that hinder effective security, counterterrorism, anti-trafficking efforts, trade flow in inland waters, and metrics and performance measures.

Support And Value Expectant Moms and Babies Act of 2019 or the SAVE Moms and Babies Act of 2019 This bill prohibits the Food and Drug Administration (FDA) from approving any new drug (either as a brand-name drug or a generic) intended to terminate a pregnancy and imposes additional restrictions on such drugs that are already approved. Under the bill, an already-approved drug intended to terminate a pregnancy may be dispensed to a patient only with a prescription. Furthermore, the FDA may not approve any labeling change that would authorize (1) using the drug after 70 days of gestation, or (2) dispensing the drug by any means other than in-person administration by the prescribing health care practitioner. The FDA must also impose additional restrictions on such already-approved drugs, including by (1) requiring the prescribing health care practitioner to receive a special certification, (2) prohibiting the practitioner to also act as the dispensing pharmacist, and (3) requiring the practitioner to have the ability to provide surgical intervention to the patient. The bill also rescinds any investigational use exemption already granted to such a drug if the bill would have prohibited the FDA from granting the exemption. (Currently, the FDA may grant an exemption to certain market approval requirements if a drug is intended solely for use in safety and effectiveness investigations.)

Great Lakes Coastal Resiliency Act of 2019 This bill requires the U.S. Army Corps of Engineers to assess the resiliency of the Great Lakes coastline, with a focus on (1) areas vulnerable to rising water levels and severe weather; and (2) lake conditions that contribute to coastal erosion, sustained flooding, and damage to properties and critical infrastructure.

Investing in America: Rebuilding America's Airport Infrastructure Act This bill reauthorizes and revises the Airport Improvement Program through FY2023. The bill also (1) eliminates the cap on passenger facility charges (local user fees) of $4.50 per enplanement; and (2) with respect to large hub airports that increase such charges beyond $4.50 per enplanement, provides for corresponding reductions in program grant funding.

Red Light Act This bill directs the Department of Transportation to withhold from states allocations of federal highway funds in FY2020 and thereafter if such states enact laws to provide drivers' licenses or other identification cards to aliens unlawfully present in the United States.

Agriculture Environmental Stewardship Act of 2019 This bill allows energy tax credits through 2021 for investments in (1) qualified biogas property, or (2) qualified manure resource recovery property. The bill also permits new clean renewable energy bonds to be used for such properties. "Qualified biogas property" comprises a system that (1) uses anaerobic digesters or other specified processes to convert biomass into a gas which is at least 52% methane, and (2) captures the gas for use as a fuel. The term includes property that cleans and conditions the gas for use as a fuel. "Qualified manure resource recovery property" comprises a system that uses specified processes to recover the nutrients nitrogen and phosphorus from a non-treated digestate or animal manure by reducing or separating at least 50% of the nutrients, excluding any reductions during the incineration, storage, composting, or field application of the non-treated digestate or animal manure. The term also includes certain processing equipment. The Department of the Treasury must enter into an agreement with the National Renewable Energy Laboratory for a study of biogas and report to Congress on the study.

Nutrition Counseling Aiding Recovery for Eating Disorders Act of 2019 or the Nutrition CARE Act of 2019 This bill provides for Medicare coverage of medical nutrition therapy services for individuals with eating disorders. Such services must be furnished by a registered dietitian or nutrition professional pursuant to a referral from a physician, psychologist, or other authorized mental health professional.

Improving Confidence in Veterans' Care Act This bill addresses licensure and employment requirements for medical providers of the Department of Veterans Affairs (VA). Specifically, for VA medical provider positions that require a person to prescribe controlled substances, the bill prohibits a person from being employed if their Drug Enforcement Administration (DEA) registration has been terminated, revoked, or surrendered, and they have not received a waiver from the DEA. The bill also requires the VA to take prompt adverse personnel actions against a medical provider employee (1) who is not licensed, registered, certified, or in receipt of a DEA waiver; or (2) who does not promptly notify the VA of any suspension in such license, registration, or certification. Additionally, the VA must conduct biennial audits of medical provider employees to ensure they are licensed, registered, or certified as required. The VA shall ensure that the hiring process includes a request for licensure status and a verification of licensure status before an individual begins employment. Finally, the VA shall provide annual training on these licensure and employment requirements to directors of the Veterans Integrated Service Networks, as well as chiefs of staff and directors of VA health care facilities.

Integration of Baseball Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins in recognition and celebration of the 75th anniversary of the integration of the game of baseball. All sales of such coins shall include specified surcharges. All surcharges received by Treasury shall be distributed to the National Baseball Hall of Fame, with the understanding that the Hall of Fame shall work with the Jackie Robinson Foundation to develop and operate education programs about the integration of the game of baseball and to preserve artifacts related to the integration of the game.

Opioid Workforce Act of 2019 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for hospitals that have addiction or pain medicine programs, with an aggregate increase of 1,000 positions over a five-year period.

Protect the Uninsured Act of 2019 This bill limits the liability of uninsured individuals in relation to certain hospital costs. Specifically, a hospital or critical access hospital may not hold such individuals liable for more than the lowest negotiated price that the hospital charges a health insurer or group health plan. Hospitals that impose greater liability shall be subject to specified civil monetary penalties.

Countering Hizbollah in Lebanon's Military Act of 2019 This bill limits the use of security assistance funds for Lebanon until certain conditions are met. Specifically, 20% of funds appropriated or made available for such security assistance may not be obligated or expended until the President certifies to Congress that (1) the Lebanese Armed Forces have taken measurable steps to limit or expel Hezbollah-influenced military personnel that have significant influence over the Lebanese Armed Forces' policies or activities, (2) activities of the Lebanese Armed Forces to disarm Hezbollah demonstrate a serious commitment to fulfill United Nations Security Council Resolution 1701 calling for such disarmament, and (3) the Lebanese Armed Forces have not cooperated or partnered with Hezbollah during the last year. The President may waive the first two requirements if it is in U.S. national security interest to do so.

Harmful Algal Bloom Essential Forecasting Act This bill requires the Harmful Algal Bloom Operational Forecast System to continue to operate during a government shutdown by designating certain activities related to the system as excepted services under the Anti-Deficiency Act.

Canadian Snowbird Visa Act This bill authorizes the Department of Homeland Security to admit into the United States qualifying Canadian citizens as long-term nonimmigrant visitors. A qualifying Canadian citizen is an individual who (1) is at least 50 years old, (2) maintains a Canadian residence and owns a U.S. residence or has rented a U.S. accommodation for the duration of the individual's stay, (3) is not inadmissible or deportable, (4) will not engage in employment or labor for hire in the United States other than for a non-U.S.-based person or entity by whom the Canadian citizen was employed in Canada or for whom the Canadian citizen performed services in Canada, and (5) will not seek certain forms of assistance or benefits. A qualified individual may be admitted for up to 240 days during any single 365-day period. The spouse of such person may be admitted under the same terms, except that he or she is not required to separately satisfy the requirement for owning or renting a residence in the United States. The bill grants a person so admitted nonresident alien tax status.

United States Call Center Worker and Consumer Protection Act of 2019 This bill establishes restrictions on businesses that relocate call centers or redirect customer service calls to locations outside the United States. Specifically, a business must notify the Department of Labor that it intends to move its customer service call center overseas and Labor must maintain a publicly available list of such businesses. Subject to narrow exceptions, a business appearing on such list is ineligible to receive federal grants or guaranteed loans for five years after the business is added to the list. Further, agencies must condition the awarding of government contracts on the requirement that any call center activity pursuant to the contract must be performed in the United States. Additionally, the bill requires call center employees to disclose their physical location at the beginning of each call initiated or received, unless all employees of the business participating in the communication are located in the United States, among other exceptions.

Renovate and Enhance Veterans Meeting Halls and Posts Act of 2019 or the REVAMP Act of 2019 This bill requires the Department of Veterans Affairs to carry out a pilot program to award grants to veterans service organizations in rural areas to (1) repair or rehabilitate a facility in a rural area, and (2) acquire or upgrade computers and technology for such a facility. An organization may not receive a grant in any fiscal year in an amount exceeding the lesser of (1) the aggregate cost of such proposed activities and uses, or (2) $75,000. An organization that receives such a grant for a fiscal year shall be ineligible for any such grant for the next five fiscal years. Grants awarded under this bill may not be used for the construction or acquisition of new facilities.

Land and Water Conservation Fund Permanent Funding Act This bill makes permanent, beginning in FY2020, funding for the Land and Water Conservation Fund (LWCF). The President shall annually submit to Congress specified details regarding the allocation of funds to the LWCF. Congress may provide for alternate allocations using specified procedures.

75th Anniversary of the End of World War II Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 500,000 $1 coins, and 750,000 half-dollar coins in commemoration of the 75th anniversary of the end of World War II. The coins shall be emblematic of the sacrifices made by millions of people of the United States 75 years ago in bringing an end to World War II. The design on each coin shall represent the World War II Victory Medal, which was awarded to all 16 million U.S. military personnel who served from December 7, 1941, to December 31, 1946. The bill requires all sales of such coins include specified surcharges, which shall be paid by Treasury to the congressionally designated National WWII Museum to fund its educational mission of telling the story of the U.S. experience in World War II.

Puppies Assisting Wounded Servicemembers Act of 2019 or the PAWS Act of 2019 This bill requires the Department of Veterans Affairs (VA) to implement a grant program for the purpose of pairing service dogs with eligible veterans. Organizations that receive grants shall provide veterinary health insurance coverage, hardware, and travel expenses for each service dog and veteran participating in the program. Eligible veterans are those who (1) are enrolled in the VA health care system, (2) have been evaluated and treated for post-traumatic stress disorder (PTSD) but remain diagnosed with PTSD, (3) may benefit from a service dog, and (4) agree to successfully complete training provided by an eligible organization. Veterans are required to see a VA health care provider at least once every six months to determine whether the veteran continues to benefit from a service dog. Eligible organizations are nonprofit organizations that provide service dogs to veterans with PTSD, meet publicly available standards set forth by the Association of Service Dog Providers for Military Veterans, have expertise in the needs of veterans with PTSD, agree to cover all costs in excess of the grant amount to guarantee the benefits of the program, agree to reaccept or replace a service dog provided to a veteran, and submit an application to the VA. Any improvement in PTSD symptoms as a result of the provision of a service dog shall not affect the veteran's eligibility for any other VA benefits. The Government Accountability Office must report on the grant program.

This bill directs the U.S. Postal Service (USPS) to continue to sell the Alzheimer's disease semipostal stamp for an additional six years. The USPS must continue to transfer proceeds from the sale of the stamp to the National Institutes of Health to fund medical research relating to Alzheimer's disease.

School Milk Nutrition Act of 2019 This bill revises requirements for milk provided by the National School Lunch Program of the Department of Agriculture. The bill permits schools participating in the program to offer students low-fat flavored milk.

Affordable Housing Credit Improvement Act of 2019 This bill revises provisions of the low-income housing tax credit and renames it as the affordable housing credit . The bill increases the per capita dollar amount of the credit and its minimum ceiling amount beginning in 2019 and extends the inflation adjustment for such amounts. The bill modifies tenant income eligibility requirements and the average income formula for determining such income. It also revises rules for student occupancy of rental units and tenant voucher payments and prohibits any refusal to rent to victims of domestic abuse. The bill further modifies the credit to establish a 4% minimum credit rate for certain housing projects, repeal the qualified census tract population cap, prohibit local approval and contribution requirements, increase the credit for certain projects designated to serve extremely low-income households, increase the credit for certain bond-financed projects designated by state agencies, eliminate the basis reduction for properties that receive certain energy-related tax benefits, and increase the population cap for difficult development areas (i.e., areas with high construction, land, and utility costs relative to area median gross income). The bill also includes Indian and rural areas as difficult development areas and modifies other requirements relating to casualty losses, acquisition credits, and foreclosures.

Breaking Barriers for Women Veterans Act This bill requires the Department of Veterans Affairs (VA) to implement changes to better serve women veterans. Among other requirements, the VA must retrofit its existing medical facilities to support the provision of care to women veterans. Additionally, the VA must ensure its medical facilities have at least one full-time or part-time women's health provider. The bill also requires the VA to establish a training module for community providers that is specific to women veterans.

Eastern Mediterranean Security and Energy Partnership Act of 2019 This bill authorizes the Department of State to enter into cooperative agreements to enhance cooperation on energy matters between the United States and Israel, Greece, and Cyprus. The Department of Energy may establish a joint U.S.-Eastern Mediterranean Energy Center in the United States to further dialogue and academic cooperation in energy innovation technology, water science, and technology transfer. An existing ban on transferring defense articles and services on the U.S. Munitions List to Cyprus is modified to allow for such transfers if Cyprus is the end user of the articles or services. Specifically, the State Department shall not deny exports, reexports or transfers of defense articles and services to or from Cyprus if the request is made by or on behalf of Cyprus and if Cyprus is the end user of such articles or services. No funds may be obligated or expended to facilitate the transfer of an F-35 aircraft (or to provide any related items or data) to Turkey unless the President certifies to Congress that Turkey does not plan to accept delivery of the S-400 air defense system from Russia. The State Department shall report on (1) a strategy for enhancing security and energy cooperation with Eastern Mediterranean countries, (2) malign Russian influence in the region, and (3) violations of Cyprus's exclusive economic zone and Greece's sovereign territory in the Aegean Sea.

Animal Freedom from Testing, Experiments, and Research Act of 2019 or the AFTER Act of 2019 This bill requires federal research facilities to facilitate the adoption or nonlaboratory placement of certain warm-blooded animals (e.g., dogs, cats, monkeys, guinea pigs, hamsters, and rabbits) with animal rescue organizations, animal sanctuaries, animal shelters, or individuals. In order to be adopted or placed, the animals must (1) no longer be needed for research; (2) be suitable for release; (3) not be birds, rats, or mice.

Historic Tax Credit Growth and Opportunity Act of 2019 This bill increases the rehabilitation tax credit and modifies certain requirements for the credit. The bill increases the rate of the credit to 30% for smaller projects (rehabilitation expenditures not exceeding $3.75 million) and caps the credit for such projects at $750,000 for all taxable years. The bill also allows taxpayers to transfer all or a portion of the credits that are allowable for smaller projects. The bill expands the types of buildings eligible for rehabilitation by decreasing the rehabilitation threshold from 100% to 50% of project expenses. It also eliminates the basis adjustment requirement for the credit and modifies rules relating to the eligibility of tax-exempt use property for the credit.

Protecting America's First Responders Act This bill revises the Public Safety Officers' Benefits Program. That program provides death, disability, and education benefits to public safety officers and survivors of public safety officers who are killed or injured in the line of duty. Specifically, it revises the payment amount of disability benefits for claims pending more than one year. The amount must be based on the date of the adjudication of such claim rather than the date of the injury. It also increases the interim benefit payment amount and adjusts it based on the Consumer Price Index. Additionally, the payment amount of death benefits must be the greater of (1) the amount payable as of the date of the public safety officer's death, or (2) the amount payable based on the date of the adjudication of the claim. Currently, such amount is based only on the date of death. Next, the bill includes within the definition of firefighter for purposes of benefits an individual whose primary duty during an emergency response is to secure the scene or manage traffic. Further, the bill allows applicants who were denied benefits in the previous three years to reapply for benefits. The Bureau of Justice Assistance of the Department of Justice (DOJ) must use all available investigative tools, including subpoenas, to (1) expedite the processing of a claimant's eligibility for a death, disability, or education benefit; and (2) obtain necessary information from third parties (e.g., public agencies). Finally, DOJ must provide retroactive educational assistance to eligible survivors of public safety officer.

Helping Labor Personnel on Farms Act or the HELP Farms Act This bill provides nonrenewable temporary resident status for certain nonseasonal agricultural workers. To apply for such status, a qualifying alien must be sponsored by a qualifying employer and provide certain required documentation within six months of this bill's enactment. A qualifying alien shall (1) be a U.S. resident for tax purposes for a certain period of time, (2) not qualify for a temporary agricultural worker (H-2A) visa, and (3) have been employed by the sponsoring employer for the two years preceding the date of the application. An alien shall be ineligible for temporary resident status for various safety-related reasons, such as a conviction in the United States for a particularly serious crime (e.g. murder or rape). The spouse and unmarried children under 21 years of age of an alien who receives such status shall also be eligible for such status. While an application is pending, a qualified alien shall not be considered unlawfully present in the United States or an unauthorized alien. If a qualified alien is detained or in removal proceedings during the application period, the alien shall be given a reasonable opportunity to apply for temporary resident status. The Department of Labor shall modify regulations related to H-2A visas to ensure that aliens wishing to temporarily come to the United States to perform nonseasonal agricultural labor may do so on an annual basis.

Training the Next Generation of Primary Care Doctors Act of 2019 This bill alters funding provisions, and establishes additional reporting requirements, relating to the Teaching Health Center Graduate Medical Education Program, which is administered by the Health Resources and Services Administration (HRSA). The program supports training for primary-care-physician and dental residents at community-based clinics. The bill (1) establishes certain parameters for payments to approved and newly approved graduate medical-residency training programs, and (2) requires HRSA to publish a report regarding new and expanded programs.

Rural Health Clinic Modernization Act of 2019 This bill makes a series of changes to criteria, requirements, and payments for rural health clinics under Medicare. Among other things, the bill (1) allows rural health clinics that are not directed by physicians to enter into arrangements with physician assistants or nurse practitioners that generally comply with state laws (regarding scope of practice), rather than other specific requirements; (2) allows rural health clinics to serve as the distant site for purposes of telehealth services; and (3) beginning in 2020, increases the maximum payment rate per visit for rural health clinics.

Protecting Home Oxygen and Medical Equipment Act of 2019 or the Protecting HOME Act of 2019 This bill requires the Centers for Medicare & Medicaid Services to apply specified payment adjustments for durable medical equipment under Medicare. The bill also excludes the creation of separate payment classes and monthly payment rates for oxygen items under Medicare from certain budget neutrality requirements.

Broadband Conduit Deployment Act of 2019 This bill directs the Department of Transportation to issue a notification and requirement to states that each state is required to evaluate the need for broadband conduit as part of any project. to construct a new highway or to construct an additional lane or paved shoulder for an existing highway that is commenced after the enactment of this bill and that receives funding under the federal-aid highway program.

Breast Cancer Research Stamp Reauthorization Act of 2019 This bill reauthorizes through December 31, 2027, provisions requiring the U.S. Postal Service to issue a special postage stamp for first-class mail that costs more than the regular first-class stamp to raise funds for breast cancer research.

Newborn Care Improvement Act of 2019 This bill increases from 7 to 14 the number of days that the Department of Veterans Affairs (VA) may furnish health care services, including post-delivery care, to the newborn child of a woman veteran who delivered the child in a VA facility or another facility pursuant to a VA contract for such services.

Putting First Responders First Act This bill modifies the requirements for calculating taxable income to allow first responders to exclude from gross income certain service-connected disability payments received as part of a pension or annuity. Newborn Screening Saves Lives Reauthorization Act of 2019 This bill reauthorizes through FY2024 and revises several programs and activities relating to newborn screening for genetic diseases. Among other things, the bill reauthorizes, and makes mandatory rather than discretionary, the Hunter Kelly Research Program at the National Institutes of Health as well as national surveillance activities conducted by the Centers for Disease Control and Prevention.

Mainstreaming Addiction Treatment Act of 2019 This bill removes the requirement that a health care practitioner apply for a separate waiver through the Drug Enforcement Administration to dispense certain narcotic drugs (e.g., buprenorphine) for maintenance or detoxification treatment (i.e., substance use disorder treatment). Further, the bill directs the Substance Abuse and Mental Health Services Administration to conduct a national campaign to educate health care practitioners and encourage them to integrate substance use disorder treatment into their practices.

Addressing Care Timelines for Veterans Act or the ACT for Veterans Act This bill modifies the Veterans Community Care Program to extend the authorization period for emergency treatment in non-Department of Veterans Affairs (VA) medical facilities. Specifically, the bill requires the VA to deem as authorized emergency care or services provided by a non-VA health care provider to a covered veteran if such veteran applies for authorization within 96 hours (currently 72 hours under VA regulations) of admission for care. Covered veterans are those who are enrolled in the VA health care system or those who are not enrolled but are eligible for care due to a service-connected disability.

Firearms Interstate Commerce Reform Act This bill removes certain restrictions on interstate firearms transactions. Among other things, the bill does the following: permits a licensed firearms dealer to sell firearms at an out-of-state gun show, subject to compliance with state laws; and specifies the particular states in which a member of the Armed Forces, or his or her spouse, is a resident for purposes of federal firearms laws.

Women's Suffrage Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 400,000 $1 silver coins that are emblematic of the women who played a vital role in rallying support for the 19th Amendment to the U.S. Constitution. Such coins may be issued during the period beginning on January 1, 2020, and ending on December 31, 2020. All surcharges received from the sales of such coins shall be paid to the American Women's History Initiative of the Smithsonian Institution.

Ensuring Access to Quality Complex Rehabilitation Technology Act of 2019 This bill establishes a specific benefit category (i.e., classification) for complex rehabilitation technology items under Medicare. The Centers for Medicare & Medicaid Services must set payment for such items in accordance with a specified methodology that includes certain clinical conditions and quality standards. The bill also excludes such items from Medicare's competitive acquisition program (in which rates are set through a competitive bidding program rather than by an established fee schedule). The bill defines complex rehabilitation technology item to include complex rehabilitation manual and power wheelchairs, specialized seating and positioning items, and adaptive equipment such as standing frames and gait trainers, including associated accessories.
