Great Lakes and Fresh Water Algal Bloom Information Act This bill requires the National Oceanic and Atmospheric Administration (NOAA) to create an online database of research and information on the causes and corrective actions being taken with regard to algal blooms in the Great Lakes, their tributaries, and other surface fresh waters. NOAA must include relevant chemical, physical, and biological data that have been collected by an accredited university, association or organization, research group, federal agency, state, or local government in the United States or Canada. This bill does not grant NOAA any new authority, including the authority to require submission of data.

National Purple Heart Hall of Honor Commemorative Coin Act Directs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins emblematic of the National Purple Heart Hall of Honor. Limits the minting of such coins to the one-year period beginning on January 1, 2017. Prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Hall of Honor, Inc., to help finance the construction of a new building and renovation of existing National Purple Heart Hall of Honor facilities.

Advancing Research for Neurological Diseases Act of 2015 Amends the Public Health Service Act to require the Centers for Disease Control and Prevention to: (1) enhance and expand infrastructure and activities to track the epidemiology of neurological diseases, including multiple sclerosis and Parkinson's disease; and (2) incorporate information obtained through those activities into a National Neurological Diseases Surveillance System. Requires the Department of Health and Human Services (HHS) to ensure that the System facilitates further research on neurological diseases. Requires HHS to provide for the collection and storage of information on neurological diseases, including the incidence, prevalence, and other information, to the extent practicable. Requires HHS to: (1) make information and analysis in the System available to federal agencies and to the public, including researchers; and (2) ensure that privacy and security protections applicable to the System are at least as stringent as the protections under the Health Insurance Portability and Accountability Act.

Taxpayer Transparency Act of 2015 Requires each communication funded by a federal agency that is an advertisement, or that provides information about any federal program, benefit, or service, to clearly state: (1) in the case of a printed communication, including mass mailings, signs, and billboards, that the communication is printed or published at taxpayer expense; and (2) in the case of a communication transmitted through radio, television, or the Internet, that the communication is produced or disseminated at taxpayer expense. Requires such notification to state that a communication is provided by the U.S. government, rather than at taxpayer expense, if the communication is funded entirely by user fees or by other sources that do not include federal funds. Requires any such printed communication: (1) to be of sufficient size to be clearly readable; and (2) to the extent feasible, to be contained in a printed box set apart from the other contents of the communication and to be printed with a reasonable degree of color contrast between the background and the printed statement. Sets forth similar requirements for audio, video, and email communications. Requires the Director of the Office of Management and Budget to develop and issue guidance on implementing the requirements of this Act. Prohibits judicial review of the compliance or noncompliance with any provision of this Act.

Long-Term Studies of Comprehensive Outcomes and Returns for the Economy Act (Long-Term SCORE Act) This bill amends the Congressional Budget Act of 1974 to require the Congressional Budget Office (CBO) to prepare long-term cost estimates for legislation reported by congressional committees. It also establishes a long-term budget scoring division within CBO. The bill requires the long-term estimates to cover at least each of the next four ten-year periods. CBO currently provides cost estimates over a 5- or10-year period.

Amends Rule XIV (Order and Priority of Business) of the Rules of the House of Representatives to require (on the first legislative day of each month) a reading of the names of members of the Armed Forces who died in the previous month as a result of combat. Prohibits the Speaker of the House from reading the name of any such member if any family member informs the Speaker that he or she does not wish to have the name of that individual read.

Great Lakes Restoration Initiative Act of 2015 This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to authorize the Environmental Protection Agency's Great Lakes Restoration Initiative for FY2016-FY2020. The Initiative must prioritize and carry out programs and projects for Great Lakes protection and restoration, including: (1) the remediation of toxic substances and areas of concern; (2) the prevention and control of invasive species and their impacts; (3) the protection and restoration of near-shore health and the prevention and mitigation of nonpoint source pollution (water pollution that comes from many diffuse sources, such as pollution on the ground picked up by rain or snow); and (4) habitat and wildlife protection and restoration. Funding made available to implement the Initiative may not be used for any water infrastructure activity (other than a green infrastructure project that improves habitat and other ecosystem functions in the Great Lakes) for which funding is made available under the clean water or drinking water state revolving fund program. Federal agencies must maintain the base level of funding for their Great Lakes activities without regard to funding under the Initiative and identify new activities to support the environmental goals of the Initiative.

Medgar Wiley Evers Congressional Gold Medal Act Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous presentation of a Congressional Gold Medal in commemoration of Medgar Wiley Evers, in recognition of his contributions and sacrifice in the fight for racial equality in the United States. Requires the medal, following its award, to be given to the Mississippi Civil Rights Museum, where it is to be available for display or temporary loan to be displayed elsewhere.

Federal Reserve Transparency Act of 2015 This bill directs the Government Accountability Office to: (1) complete, within 12 months of enactment, the required audit of the Board of Governors of the Federal Reserve System (Federal Reserve Board) and of the Federal Reserve Banks; and (2) submit to Congress, within 90 days of audit completion, a detailed report of audit findings and conclusions. The bill repeals certain limitations placed upon audits of the Federal Reserve Board and Federal Reserve banks.

Visa Waiver Program Improvement Act of 2015 Amends the Immigration and Nationality Act to include terrorism risk as a factor the Secretary of Homeland Security shall consider under the electronic system for travel authorization (ESTA) in determining the eligibility of an alien to travel to the United States. Directs the Secretary to report to Congress regarding: (1) the number of individuals, identified by their countries of citizenship or nationality, who were denied eligibility to travel, or whose eligibility was revoked, under the ESTA because the individual was determined to be a U.S. security threat; (2) steps to strengthen the ESTA; and (3) foreign government compliance with information sharing agreements concerning passport theft or loss and whether a country's citizens or nationals traveling to the United States pose a U.S. security threat. Authorizes the Secretary to suspend a country from the visa waiver program without prior notice if the country fails to comply with an agreement to share information regarding whether its citizens and nationals traveling to the United States pose a U.S. security threat.

Pain-Capable Unborn Child Protection Act Amends the federal criminal code to prohibit any person from performing or attempting to perform an abortion except in conformity with this Act's requirements. Requires the physician to first determine the probable post-fertilization age of the unborn child, or reasonably rely upon such a determination made by another physician, by making inquiries of the pregnant woman and performing such medical examinations and tests as a reasonably prudent physician would consider necessary. Prohibits the abortion from being performed if the probable post-fertilization age of the unborn child is 20 weeks or greater, except: (1) where necessary to save the life of a pregnant woman whose life is endangered by a physical disorder, illness, or injury, excluding psychological or emotional conditions; or (2) where the pregnancy is the result of rape, or the result of incest against a minor, if the rape has been reported at any time prior to the abortion to an appropriate law enforcement agency, or if the incest has been reported at any time prior to the abortion to an appropriate law enforcement agency or to a government agency legally authorized to act on reports of child abuse or neglect. Permits a physician to terminate a pregnancy under such an exception only in the manner that provides the best opportunity for the unborn child to survive, unless that manner would pose a greater risk than other available methods would pose of the death or substantial and irreversible physical impairment of a major bodily function, excluding psychological or emotional conditions, of the pregnant woman. Subjects individuals who violate this Act to a fine, imprisonment for not more than five years, or both. Bars prosecution of a woman upon whom an abortion is performed in violation of this Act for violating or conspiring to violate this Act. Defines "abortion" to mean the use or prescription of any instrument, medicine, drug, or any other substance or device to intentionally kill an unborn child or to intentionally terminate a pregnancy with an intention other than: (1) after viability, to produce a live birth and preserve the life and health of the child; or (2) to remove a dead unborn child.

Save American Workers Act of 2015 This bill amends the Internal Revenue Code to change the definition of "full-time employee" for purposes of the employer mandate to provide minimum essential health care coverage under the Patient Protection and Affordable Care Act from an employee who is employed on average at least 30 hours of service a week to an employee who is employed on average at least 40 hours of service a week.

Jerusalem Embassy and Recognition Act of 2015 States that it is U.S. policy: (1) to recognize Jerusalem as the undivided capital of Israel, and (2) that the U.S. Embassy in Israel should be established in Jerusalem not later than January 1, 2017. Amends the Jerusalem Embassy Act of 1995 to eliminate the President's authority to waive certain funding limitations for Department of State acquisition and maintenance of buildings abroad until the U.S. Embassy in Jerusalem has officially opened. Requires any official U.S. document which lists countries and their capital cities to identify Jerusalem as Israel's capital. Limits appropriations that may be obligated in FY2015 for Department acquisition and maintenance of buildings abroad until the U.S. Embassy in Jerusalem has officially opened. States that for each of FY2015-FY2016, of funds authorized to be appropriated for Department acquisition and maintenance of buildings abroad, necessary sums should be made available until expended only for construction and other costs associated with the establishment in Jerusalem of the U.S. Embassy in Israel.

Amends provisions of the federal criminal code governing interstate transportation of firearms or ammunition to require that whenever transported by any means other than a motor vehicle: (1) a firearm shall be in a locked container or secured by a secure gun storage or safety device, and (2) ammunition shall be in a locked container. Excludes from permitted transport of a firearm or ammunition any transportation: (1) with the intent to commit a crime punishable by imprisonment for more than one year that involves the use or threatened use of force against another; or (2) with knowledge or reasonable cause to believe that such a crime is to be committed in the course of, or arising from, the transportation. Prohibits the arrest or detention of a person for a violation of any state or local law or regulation related to the possession, transportation, or carrying of firearms unless there is probable cause to believe that the person is doing so in a manner not provided for under federal law. Provides that when a person asserts this as a defense in a criminal proceeding: (1) the prosecution shall bear the burden of proving, beyond a reasonable doubt, that the person's conduct did not satisfy federal conditions; and (2) the court shall award the prevailing defendant a reasonable attorney's fee. Authorizes a private right of action (and attorney fees) for deprivation of any right, privilege or immunity secured by federal firearms provisions under color of any state or local law or regulation.

Natural Gas Pipeline Permitting Reform Act Amends the Natural Gas Act to direct the Federal Energy Regulatory Commission (FERC) to approve or deny a certificate of public convenience and necessity for a prefiled project within 12 months after receiving a complete application that is ready to be processed. Defines "prefiled project" as a project for the siting, construction, expansion, or operation of a natural gas pipeline with respect to which a prefiling docket number has been assigned by FERC pursuant to a prefiling process established by FERC for the purpose of facilitating the formal application process for obtaining a certificate of public convenience and necessity. Requires the agency responsible for issuing any federal license, permit, or approval regarding the siting, construction, expansion, or operation of a project for which a certificate is sought to approve or deny issuance of the certificate within 90 days after FERC issues its final environmental document regarding the project. Requires FERC to grant an agency request for a 30-day extension of the 90-day time period if the agency demonstrates that it cannot otherwise complete the process required to approve or deny the license, permit, or approval, and therefore will be compelled to deny it. Authorizes FERC, in granting such an extension, to offer technical assistance to the agency in order to address conditions preventing completion of the application review. Declares that, if the agency fails to approve or deny issuance of a permit, license, or approval within the prescribed time-frame, the license, permit, or approval shall take effect upon expiration of 30 days after the period's end. Directs FERC to incorporate into the terms of a license, permit, or approval any conditions proffered by the agency that FERC does not find to be inconsistent with the final environmental document.

Constitutional Amendment This joint resolution proposes a constitutional amendment prohibiting total outlays for a fiscal year from exceeding total receipts for that fiscal year unless Congress authorizes the excess by a three-fifths roll call vote of each chamber. The prohibition excludes outlays for repayment of debt principal and receipts derived from borrowing. The amendment requires a three-fifths roll call vote of each chamber of Congress to increase the public debt limit. It requires a majority roll vote of each chamber to increase revenue. It also requires the President to submit a balanced budget to Congress annually. Congress is authorized to waive these requirements when a declaration of war is in effect or if the United States is engaged in a military conflict which causes an imminent and serious military threat to national security.

Tax Code Termination Act Terminates the Internal Revenue Code of 1986 after December 31, 2019, except for self-employment taxes, Federal Insurance Contributions Act (FICA) taxes, and railroad retirement taxes. Requires a two-thirds majority vote in Congress to change such termination date. Declares that any new federal tax system should be a simple and fair system that: (1) applies a low rate to all Americans, (2) provides tax relief for working Americans, (3) protects the rights of taxpayers and reduces tax collection abuses, (4) eliminates the bias against savings and investment, (5) promotes economic growth and job creation, and (6) does not penalize marriage or families. Requires that the new federal tax system be approved by Congress in its final form by July 4, 2019.

Manufacturing Universities Act of 2014 - Authorizes the National Institute of Standards and Technology (NIST) to establish a program to designate up to 25 institutions of higher education as U.S. manufacturing universities that are to be awarded funds over a four-year period. Requires an institution applying for such program to submit a plan describing its engineering programs, its relationship to manufacturing industries, and its ability to positively impact local and regional economic development. Requires NIST to recommend adaptations to certain Small Business Act programs to assist small businesses that collaborate with such universities.

Low-Dose Radiation Research Act of 2014 - Requires the Director of the Department of Energy (DOE) Office of Science to carry out a research program on low dose radiation to enhance the scientific understanding of and reduce uncertainties associated with the effects of exposure to low dose radiation. Requires the Director to enter into an agreement with the National Academies to conduct a study assessing the current status and development of a long-term strategy for low dose radiation research. Requires such study to: identify current scientific challenges for understanding the long-term effects of ionizing radiation, assess the status of current low dose radiation research, formulate overall scientific goals for the future of low-dose radiation research, recommend a long-term strategic and prioritized research agenda to address scientific research goals for overcoming the identified scientific challenges in coordination with other research efforts, define the essential components of a research program that would address this research agenda within the universities and the National Laboratories, and assess the effectiveness of such a program. Directs the Secretary of Energy to deliver to Congress a five-year research plan that responds to the study's findings and recommendations and identifies and prioritizes research needs. Eliminates the limitation on DOE's biology research program conducting research on human cells or human subjects, or research designed to have direct application with respect to human cells or human subjects.

Small Business Loan Simplification Act of 2014 - Amends the Small Business Act to require the Administrator of the Small Business Administration (SBA) to: (1) amend regulations and Standard Operating Procedures (SOPs) to authorize the SBA and participants in specified lending programs to use electronic signatures and records for the programs, and (2) accept such electronic signatures and records associated with SBA management and closing processes.

Constitutional Amendment - Prohibits a bill that increases entitlement spending or creates a new entitlement program from becoming law unless it: (1) is approved by a two-thirds majority of each house of Congress, or (2) provides that the increase or program shall terminate after not more than seven years. Prohibits a bill that increases entitlement spending or creates a new entitlement program from becoming law unless it is spending neutral or creates net savings to the government. Requires the President to implement and Congress to prescribe spending reductions if the law is not spending neutral or does not create net savings when averaged over the previous two fiscal years.

Expands its purpose of assisting widows to that of assisting surviving spouses.

Reforming CFPB Indirect Auto Financing Guidance Act - Declares without force or effect Consumer Financial Protection Bureau (CFPB) Bulletin 2013-02 (Indirect Auto Lending and Compliance with the Equal Credit Opportunity Act), published March 21, 2013. Amends the Consumer Financial Protection Act of 2010 to direct the CFPB, when proposing and issuing guidance primarily related to indirect auto financing, to: provide for a public notice and comment period before issuing the guidance in final form; make publicly available all information relied on by the CFPB; redact any information exempt from disclosure under the Freedom of Information Act; consult with the Board of Governors of the Federal Reserve System, the Federal Trade Commission (FTC), and the Department of Justice (DOJ); and study the costs and impacts of the guidance to consumers and women-owned, minority-owned, and small businesses.

Veterans Small Business Enhancement Act of 2014 - Amends the Small Business Act to require the interagency task force that is responsible for coordinating federal efforts to improve the business development and federal contracting opportunities available to small business concerns owned and controlled by veterans to coordinate administrative and regulatory activities and develop proposals to provide access to, and manage the distribution of, excess or surplus U.S. property to small business concerns owned and controlled by veterans, pursuant to a memorandum of understanding with the appropriate state agency.

Simplifying Technical Aspects Regarding Seasonality Act of 2014 or the STARS Act - Amends the Internal Revenue Code to exempt seasonal employees from the definition of "full-time employee" for purposes of the employer mandate to provide employees with minimum essential health care coverage. Defines "seasonal employee" as an employee who is employed in a position for which the customary annual employment is not more than six months and which requires performing labor or services that are ordinarily performed at certain seasons or periods of the year.

Authorizes the Secretary of the Air Force, for purposes of modernizing the C-130 fleet, to install alternative communication, navigation, surveillance, and air traffic management program kits in lieu of C-130 avionics modernization program kits if the Secretary determines, on a case-by-case basis, that such alternative program is appropriate and notifies Congress of such determination. Requires the Secretary to ensure that all C-130 aircraft are capable of meeting applicable regulations of the Federal Aviation Administration (FAA) by January 1, 2020.

Waters of the United States Regulatory Overreach Protection Act of 2014 - Prohibits the U.S. Army Corps of Engineers and the Environmental Protection Agency (EPA) from: developing, finalizing, adopting, implementing, applying, administering, or enforcing the proposed rule entitled, "Definition of 'Waters of the United States' Under the Clean Water Act," issued on April 21, 2014, or the proposed guidance entitled, "Guidance on Identifying Waters Protected By the Clean Water Act," dated February 17, 2012; or using the proposed rule or proposed guidance, any successor document, or any substantially similar proposed rule or guidance as the basis for any rulemaking or decision regarding the scope or enforcement of the Federal Water Pollution Control Act (commonly known as the Clean Water Act). Requires the Army Corps and the EPA to withdraw the interpretive rule entitled, "Notice of Availability Regarding the Exemption from Permitting Under Section 404(f)(1)(A) of the Clean Water Act to Certain Agricultural Conservation Practices," issued on April 21, 2014. Requires the Army Corps and the EPA to consult with relevant state and local officials to develop recommendations for a regulatory proposal that would identify the scope of waters covered under the Clean Water Act and the scope of waters not covered.

American Space Technology for Exploring Resource Opportunities In Deep Space Act or the ASTEROIDS Act - Directs the President through the National Aeronautics and Space Administration (NASA), the Federal Aviation Administration (FAA), and other appropriate federal agencies to facilitate the commercial exploration and utilization of asteroid resources to meet national needs; discourage government barriers to the development of economically viable, safe, and stable industries for the exploration and utilization of asteroid resources in outer space in manners consistent with the existing international obligations of the United States; promote the right of U.S. commercial entities to explore and utilize resources from asteroids in outer space, in accordance with such obligations, free from harmful interference, and to transfer or sell such resources; and develop the frameworks necessary to meet the international obligations of the United States.

Research and Development Efficiency Act - Requires the Director of Science and Technology Policy (OSTP) to establish a working group under the authority of the National Science and Technology Council that includes the Office of Management and Budget (OMB). Makes the working group responsible for reviewing federal regulations affecting research and research universities and making recommendations on how to: (1) harmonize, streamline, and eliminate duplicative federal regulations and reporting requirements; and (2) minimize the regulatory burden on U.S. institutions of higher education performing federally funded research while maintaining accountability for federal tax dollars.

Agricultural Conservation Flexibility Act of 2014 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to require the U.S. Army Corps of Engineers and the Environmental Protection Agency (EPA) to withdraw the interpretive rule issued on March 25, 2014, entitled, "U.S. Environmental Protection Agency and U.S. Department of the Army Interpretive Rule Regarding the Applicability of the Clean Water Act Section 404(f)(1)(A)." Prohibits the Corps and the EPA from using the interpretive rule, or any substantially similar rule or guidance, as the basis for any rulemaking, decision, or action regarding the scope or enforcement of the Clean Water Act. Provides that the use of rule or a substantially similar rule or guidance as the basis for any rule, decision, or action is grounds for vacating the rule, decision, or action. Requires soil and water conservation practices to be treated as normal farming, silviculture, and ranching activities under permits for non-prohibited discharges of dredged or fill material. Prohibits such practices from being treated as a new use of an area of navigable waters, an impairment of the flow or circulation of navigable waters, or a reduction in the reach of such waters under those permits. Applies this Act to activities occurring on or after March 25, 2014.

Lean and Responsive Government Act - Requires the head of each federal agency to describe the implementation of continuous process improvement in the agency's periodic update on agency performance. Defines "continuous process improvement" as a management methodology (commonly referred to as lean six sigma) that combines tools to improve process speed, reduce waste, and incorporate requirements with data driven project analysis to provide products and services with improved quality at lower cost. Requires the Director of the Office of Management and Budget (OMB) to: (1) make available on the OMB website a description of the results of the government-wide implementation of continuous process improvement, and (2) appoint an expert on such process as a member of the Performance Improvement Council to advise on its implementation across agencies. Requires: (1) each agency's Chief Operating Officer to implement continuous process improvement, (2) each agency's Performance Improvement Officer to advise and assist the agency head and Chief Operating Officer in implementing such process, and (3) the head of each agency to include information on the results of continuous process improvement projects in each relevant appropriation request for the agency. Requires the Director to designate a center of excellence for continuous process improvement training from within the Department of Defense (DOD).

NIST Reauthorization Act of 2014 - Reauthorizes the National Institute of Standards and Technology (NIST) for FY2014-FY2015. Amends the National Institute of Standards and Technology Act to authorize the Director of the NIST to: (1) serve as the President's principal advisor on standards policy pertaining to the nation's technological competitiveness and innovation ability, (2) support scientific and technical conferences, and (3) perform pre-competitive measurement research with institutions of higher education and industry. Revises requirements for research fellowships. Authorizes the NIST Director to support, promote, and coordinate activities and efforts to enhance awareness and understanding of measurement sciences, standards, and technology. Eliminates the manufacturing fellowship program and the teacher science and technology enhancement program. Requires the Director to contract with the National Academy of Sciences to conduct a review of NIST laboratory programs. Directs NIST to contract with the National Research Council (NRC) to assess the technical quality and impact of the work conducted at NIST laboratories. (Currently, NIST is authorized to contract with the NRC.) Makes revisions to the program known as the Hollings Manufacturing Extension Partnership. Adds as a purpose of the Hollings Manufacturing Extension Centers the transfer of best business practices. Removes the National Security Agency (NSA) from the list of agencies that NIST must consult in developing standards and guidelines for information systems.

STEM Education Act of 2014 - Requires the Director of the National Science Foundation (NSF) to continue to award competitive, merit-reviewed grants to support: (1) research and development of innovative out-of-school STEM (science, technology, engineering, and mathematics) learning and emerging STEM learning environments; and (2) research that advances the field of informal STEM education. Requires supported activities to include research and development that improves understanding of learning and engagement in informal environments and design and testing of innovative STEM resources for such environments to improve STEM learning outcomes and increase engagement for elementary and secondary school students and teachers and the public. Amends the National Science Foundation Authorization Act of 2002 to allow award of NSF Master Teaching Fellowships to mathematics and science teachers who possess a bachelor's degree in their field (currently limited to those with a master's degree). Requires fellowship grants to be used, in the case of Master Teaching Fellowships for teachers with bachelor's degrees in their field who are working toward a master's degree, to: (1) offer academic courses leading to a master's degree and leadership training to prepare individuals to become master teachers, and (2) offer programs both during and after matriculation to enable fellows to become highly effective mathematics and science teachers and to exchange ideas with others in their fields. Limits fellowship support during such a master's degree program to one year. Includes elementary or secondary school computer science teachers as mathematics and science teachers for purposes of the program of teacher recruiting and training grants known as the Robert Noyce Teacher Scholarship Program.

International Science and Technology Cooperation Act of 2014 - Requires the Director of the Office of Science and Technology Policy (OSTP) to establish a body under the National Science and Technology Council that has the responsibility of identifying and coordinating international science and technology cooperation that can strengthen U.S. science and technology enterprise, improve economic and national security, and support U.S. foreign policy goals. Requires the body to be co-chaired by senior level officials from OSTP and the Department of State. Requires the body to: (1) coordinate interagency international science and technology cooperative research and training activities and partnerships supported or managed by federal agencies, (2) establish federal priorities and policies for aligning such international science and technology cooperative research and training activities and partnerships with the foreign policy goals of the United States, (3) identify opportunities for new international science and technology cooperative research and training partnerships that advance science and technology and U.S. foreign policy priorities, (4) solicit recommendations from non-federal science and technology stakeholders, and (5) identify broad issues that influence the ability of U.S. scientists and engineers to collaborate with foreign counterparts.

Amateur Radio Parity Act of 2014 - Directs the Federal Communications Commission (FCC) to amend regulations concerning the height and dimensions of station antenna structures to prohibit a private land use restriction from applying to amateur service communications if the restriction precludes such communications, fails to accommodate such communications, or does not constitute the minimum practicable restriction on such communications to accomplish the legitimate purpose of the private entity seeking to enforce such restriction.

Condemns and disapproves of the Obama administration's failure to comply with the lawful 30-day statutory reporting requirement in releasing the five senior Taliban members from detention at U.S. Naval Station, Guantanamo Bay, Cuba. Expresses concern over: (1) national security implications that may arise from the Taliban members' release; and (2) the repercussions of negotiating with terrorists, and the risk that such negotiations may further encourage hostilities and the abduction of Americans. Stipulates that further violations of appropriate law are unacceptable. Declares misgivings about the prospect of any similar transfers from Guantanamo, even if undertaken pursuant to statutory requirements. States that the Obama administration's release of the five detainees has burdened unnecessarily the trust in the administration's commitment and ability to work with the legislative branch, and therefore works against the best interest of the people of the United States.

Regulatory Agency Demilitarization Act - Prohibits a federal agency from purchasing or using a firearm. Excludes the Departments of Defense (DOD), Justice (DOJ), and Homeland Security (DHS), the military departments, the Nuclear Regulatory Commission (NRC), the U.S. Capitol Police, the Bureau of Diplomatic Security, and the Central Intelligence Agency (CIA). Directs the Comptroller General to submit a report to Congress annually that includes: information regarding each federal agency that has specialized units that receive special tactical or military-style training or use hard-plated body armor, shields, or helmets and that respond to high-risk situations that fall outside the capabilities of regular law enforcement officers; a description of each such unit; a description of the training and weapons of each such unit; the criteria for activating each such unit and how often each such unit was activated for each of the previous ten years; the annual cost of equipping and operating each such unit; and any other information that is relevant to understanding the usefulness and justification for the units. Amends the Inspector General Act of 1978 to repeal provisions authorizing law enforcement powers for an Inspector General, any Assistant Inspector General for Investigations under an Inspector General, and any special agent supervised by such an Assistant Inspector General.

Medicare DMEPOS Competitive Bidding Improvement Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to require state licensure and a bid and surety bond of at least $50,000 for each area for bidding entities under the Medicare durable medical equipment, prosthetics, orthotics, and supplies (DMEPOS) competitive acquisition program.
