Protect Speech Act This bill modifies the immunity from liability of a provider or user of an interactive computer service (e.g., a social media company) for screening and blocking offensive content on its platform. Specifically, the bill provides that this immunity shall not apply to any action taken to restrict access to or availability of material provided by another information content provider unless the action is taken in good faith based on an objectively reasonable belief that the material is (1) obscene, lewd, lascivious, filthy, excessively violent, promoting terrorism or violent extremism, harassing, promoting self-harm, or unlawful; or (2) violates the applicable terms of service or use. In order to avoid liability for taking action based on either belief, certain good faith requirements must be met, such as (1) making publicly available terms of service or use that plainly state the criteria for content moderation practices, and (2) not restricting access to or availability of material on deceptive grounds. Further, the bill specifies that being responsible in whole or in part for the creation or development of information includes instances in which a person or entity solicits, comments upon, funds, or affirmatively and substantively contributes to, modifies, or alters information provided by another person or entity.

Proposing an amendment to the Constitution of the United States to ensure that an Act of Congress that increases the number of judges comprising the Supreme Court may not take effect before the date that is 10 years after the date of the enactment of such Act.

Women's Public Health and Safety Act This bill allows a state to exclude from participation in the state's Medicaid program a provider that performs an abortion, unless (1) the pregnancy is the result of rape or incest, or (2) the woman suffers from a physical issue that would place her in danger of death unless an abortion is performed. (Under current law, a state plan for medical assistance must provide that any individual eligible for medical assistance may obtain required services from any provider qualified to perform them.)

Open Courts Act of 2020

Open Courts Act of 2020 This bill requires the Administrative Office of the U.S. Courts to establish a single electronic system for all public court records that is publicly accessible for free. Under the existing Public Access to Court Electronic Records (PACER) system, users are charged fees for accessing court documents. To fund the development of the new consolidated system, the Judicial Conference must temporarily establish a schedule of additional fees for persons that are higher-volume users of PACER. To fund the operations of the new system, the Judicial Conference shall collect an annual fee from the Department of Justice based on the amount of PACER fees paid by the department in 2018. The Judicial Conference may also establish reasonable filing fees based on specified factors, including the extent of a person's use and the interests of justice.

Agricultural Fairs Rescue Act

Agricultural Fairs Rescue Act This bill directs the Agricultural Marketing Service of the Department of Agriculture to establish a program to award grants to states or state departments of agriculture to provide support to agricultural fairs for losses sustained by such fairs due to COVID-19 (i.e., coronavirus disease 2019). Grant amounts shall be based on the difference between the average attendance at agricultural fairs in the state for a month occurring in 2019 compared to the corresponding month in 2020. As a condition of receiving a grant, recipients shall agree to (1) prioritize supporting agricultural fairs in the state facing the greatest financial hardship, and (2) use not more than 1% of grant funds for administrative costs incurred in providing support to agricultural fairs.

Stop the Censorship Act of 2020 This bill modifies a social media company's immunity from liability for screening and blocking offensive content on its platform. Under current law, the immunity applies for action taken to restrict content that is obscene, lewd, lascivious, filthy, excessively violent, harassing, or otherwise objectionable. The bill eliminates immunity for restricting content that is otherwise objectionable and applies such immunity when a company restricts content that is unlawful or that promotes violence or terrorism. Under current law, such immunity also applies to actions taken to enable or make available the technical means to restrict access to such content. The bill applies this immunity to actions taken that provide users with the option to restrict access to any material, regardless of whether such material is constitutionally protected.

Abortion Providers Loan Elimination Act

Abortion Providers Loan Elimination Act This bill modifies the Paycheck Protection Program, established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019), by making any individual or entity that provides abortions ineligible to receive a paycheck protection loan. An exception is allowed for abortions performed at hospitals or if the pregnancy is the result of rape or incest or endangers the life of the mother. The Inspector General of the Small Business Administration must investigate and report on the number of paycheck protection loans made to the Planned Parenthood Federation of America and other individuals or entities that provide abortions.
