Occupational Licensing Board Antitrust Damages Relief Act of 2020 This bill establishes immunity from antitrust liability for an official action taken by an occupational licensing board, or any member, officer, employee, or agent of the board, as long as specified requirements are met. These requirements include that the board be established in a state where (1) all members of the board must be appointed or assigned by the chief executive officer, the legislature, or other elected officer of the state; (2) the board must include public representation; and (3) there is required to be a mechanism in effect under which a person aggrieved by an action of the board has the right to contest the action, review all evidence, receive a final decision in writing, and appeal an adverse decision to an independent adjudicator.

Price Reform In Cattle Economics Act or the PRICE Act This bill revises provisions related to meat and poultry processing facilities, including by directing the National Institute of Food and Agriculture to provide competitive grants to land-grant colleges and universities to conduct and publish research on the feasibility of establishing new and expanding existing meat and poultry processing facilities.

Energy Poverty Prevention and Accountability Act This bill addresses energy poverty (i.e., insufficient access to affordable energy) in at-risk communities. An at-risk community is a community that is low-income, minority, rural, elderly, or Native American. The Department of the Interior must submit to Congress a report that (1) identifies barriers to the ability of at-risk communities that live on or near federal land or tribal land to access reliable and affordable energy, including how the presence of adequate energy transmission infrastructure affects such access; and (2) recommends actions that it and the Forest Service may take to reduce such barriers. The Congressional Budget Office must report how a bill or resolution will affect the cost of energy for at-risk communities. The Government Accountability Office must (1) analyze federal energy and environmental laws and regulations, and state renewable portfolio standards, to determine how such laws, regulations, and standards affect electricity prices, home heating prices, gasoline prices, motor vehicle prices, natural gas prices, and household appliance prices in at-risk communities; and (2) develop criteria to determine whether an at-risk community is experiencing energy poverty. The Office of Management and Budget must review each applicable energy regulation to determine if any regulation imposes, relative to the general population, disproportionate costs on at-risk communities.

Digital Commodity Exchange Act of 2020 This bill provides for the regulation and registration of digital commodity exchanges. Digital commodity exchanges are subject to oversight by the Commodity Futures Trading Commission. The bill establishes the conditions for the sale of digital commodities, the registration of exchanges, and sets forth other requirements.

Securities Clarity Act This bill excludes an investment contract asset as being considered a security, including for disclosure and registration purposes. An investment contract asset as defined by the bill is a tangible or intangible asset sold pursuant to an investment contract that is not otherwise considered a security.

This resolution supports the announcements of (1) the establishment of full diplomatic relations between Israel and the United Arab Emirates and between Israel and Bahrain, and (2) the suspension of Israeli actions to apply sovereignty in parts of the West Bank. Further, it calls on each of these countries to encourage greater people-to-people normalization, and it calls on other Arab and Muslim countries to establish full relations with Israel. It also reaffirms the House of Representatives' support for a negotiated, two-state solution to the Israeli-Palestinian conflict.

Emergency Assistance for Rural Water Systems Act This bill allows, and provides funds for, the Department of Agriculture (USDA) to provide grants and loans, as well as loan forgiveness, modification, and refinancing, to rural water or waste disposal facilities. Specifically, USDA may provide such assistance for purposes of ensuring public health, safety, and order and to address financial hardships, in particular those due to the COVID-19 (i.e., coronavirus disease 2019) public health emergency.

Emergency Rural Community Relief Act This bill authorizes the Department of Agriculture to provide emergency grants to associations, local governments, nonprofit corporations, and Indian Tribes to purchase vehicles, equipment, or services needed for the immediate safe operation of an essential community facility or a temporary installation necessary to support the public response to an emergency in a rural area.

Assistance for Rural Health, Safety and Educational Facilities Act This bill authorizes and provides funding for Department of Agriculture (USDA) assistance to rural hospital, health, public safety, and education facilities affected by the COVID-19 (i.e., coronavirus disease 2019) public health emergency. USDA may (1) provide grants to such entities; (2) provide a zero or 1% interest loan, loan forgiveness, or loan modifications to such entities; and (3) reduce or eliminate any fee that would otherwise be required to be paid with respect to a loan guarantee provided to such entities. Such assistance may be provided to (1) ensure that such entities have the necessary resources to maintain public health, safety, or order; (2) address financial hardships of such entities due to COVID-19; and (3) promote the financial stability of such entities.

Open Schools Responsibly Act This bill limits civil liability for elementary and secondary schools and institutions of higher education relating to any harm arising from exposure to, or infection by, coronavirus (i.e., the virus that causes COVID-19) suffered by a student, employee, or visitor. Specifically, a school or institution shall not be liable for such harm if the school or institution was in compliance with applicable state and federal guidelines. However, a school or institution may be liable for acts or omissions that constitute willful or criminal misconduct, gross negligence, reckless misconduct, or a conscious flagrant indifference to the rights or safety of the individual harmed.

Reinforcing Utility Restoration After Losses (RURAL) Act This bill provides authority and funding for the Department of Agriculture to establish a loan program for certain rural utility service providers (e.g., electric, telecommunications, or waste disposal service providers) to replace specified losses during a federally declared disaster or emergency. During such a disaster or emergency, interest on the loan shall not accrue, and repayment of principal shall not be required. Borrowers may qualify for partial loan forgiveness if certain requirements are met. The bill also establishes and provides funding for a Rural Utility Bridge Loan Fund to implement the program.

MFAR Transparency Act This bill restricts the implementation of, and requires additional reporting with respect to, the Centers for Medicare & Medicaid Services (CMS) proposed rule titled Medicaid Program; Medicaid Fiscal Accountability Regulation , published on November 18, 2019. The proposed rule establishes new reporting requirements for states with respect to supplemental payments and upper payment limits under Medicaid and generally modifies requirements relating to state Medicaid financing. The bill prohibits the CMS from finalizing or otherwise implementing the proposed rule without congressional authorization. Additionally, the Government Accountability Office must report on the fiscal impact of the proposed rule on health care facilities and state and local governments.

Save American Vital Energy Jobs Act or the SAVE Jobs Act This bill extends energy-related tax provisions and expands incentives for job creation in the energy sector during the COVID-19 (i.e., coronavirus disease 2019) emergency period. Specifically, the bill extends for one year the construction period for carbon oxide sequestration facilities for purposes of the tax credit, suspends capitalization rules in 2020 to permit immediate expensing of certain inventory costs, reduces the required deposit of certain motor fuel excise taxes from 95% to 25%, allows expensing of intangible drilling costs in 2020, permits extensions and suspensions of production and operations under onshore and offshore leases during the COVID-19 emergency period, requires a royalty rate reduction during the COVID-19 emergency period for a maximum 180-day period, and requires the Department of the Interior to delay until July 1, 2022, the effective date for compliance with the 2016 final rule titled Consolidated Federal Oil & Gas and Federal & Indian Coal Valuation Reform.

Flexible Financing for Rural America Act of 2020 This bill allows rural utility service providers to submit to the Department of Agriculture (USDA) a request to adjust the interest rate or modify the terms of certain loans. The request shall include a report summarizing how the adjustment or modification will assist the borrower in providing critical utility services to a rural community. Specifically, on receipt of a request, USDA must adjust the interest rate on the loan to match certain interest rates in effect when the bill is enacted for obligations of comparable maturity to the term remaining on the loan (or a higher rate requested by the borrower), and make modifications to the loan terms as necessary to address changes in the financial position of the borrower due to the COVID-19 (i.e., coronavirus disease 2019) public health emergency and to promote the financial sustainability of the borrower. In carrying out the adjustments or modifications, USDA shall not impose or collect any fee from, or impose any penalty on, a borrower. The bill also provides funding to implement the adjustments and modifications.

Protecting American Energy Production Act This bill prohibits the President from declaring a moratorium on the use of hydraulic fracturing unless Congress authorizes the moratorium. The bill also expresses the sense of Congress that states should maintain primacy for the regulation of hydraulic fracturing for oil and natural gas production on state and private lands.

Just and Unifying Solutions To Invigorate Communities Everywhere Act of 2020 or the JUSTICE Act This bill addresses policies and issues regarding policing practices and law enforcement accountability. The bill funds state and local grants, incentivizes state and local reporting on the use of certain policing practices, creates new federal offenses for certain misconduct, establishes a commission to study the conditions affecting Black men and boys, and establishes best practices and training requirements.

Limiting Infant Fatality and Empowering Nonprofit Organization Workforces or the LIFE NOW Act This bill modifies the Paycheck Protection Program, established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill expands the program to encompass any nonprofit organization regardless of size, and it strikes the affiliation requirements applicable to nonprofit organizations and veterans organizations. The bill also makes any entity that provides abortions ineligible to receive a paycheck protection loan. An exception is allowed for abortions performed at hospitals or if the pregnancy is the result of rape or incest or endangers the life of the mother.

Holding China Accountable Act This bill prohibits certain Chinese nationals from receiving visas, requires higher education institutions to disclose certain foreign gifts, and restricts the use of foreign public accounting firms by foreign issuers of securities. Specified visas may not be issued to Chinese nationals seeking to enter the United States for the purpose of (1) studying science, technology, engineering, mathematics, or a related field; (2) employment in science, technology, engineering, mathematics, or a related field; or (3) attending a business meeting, conference, or academic or cultural exchange that includes activities related to science, technology, engineering, mathematics, or a related field. The bill also lowers the disclosure threshold regarding gifts to higher education institutions from China, Russia, Iran, and North Korea. Additionally, the bill requires certain disclosures from foreign issuers of securities that use, for the required audit report to the Securities and Exchange Commission, a foreign public accounting firm that is not subject to inspection by the Public Company Accounting Oversight Board. If an issuer uses such a foreign public accounting firm, the issuer is generally prohibited from listing its securities on a national securities exchange.

This bill requires the Department of the Treasury to implement a program to provide financing of at least $1 billion for loans related to losses incurred as a result of COVID-19 (i.e., coronavirus disease 2019) to certain community-owned or private businesses that have contractual obligations for making lease, rent, or bond payments for publicly owned sports facilities, museums, and community theaters. Terms for such loans shall include (1) a 15-year term, (2) no requirement to provide collateral or a guaranty, and (3) a maximum loan amount of $25 million. An applicant for such a loan must make a good faith certification that, among other things, (1) the loan request is necessary to support the recipient's ongoing operations; and (2) the recipient will use the loan for purposes directly connected to contracted services, including performances and sporting events.

Promoting Alzheimer's Awareness to Prevent Elder Abuse Act This bill requires the Department of Justice (DOJ) to review and update, if necessary, certain best practices, replication guides, and other training materials for law enforcement, judicial officials, and others whose work may bring them in contact with elder abuse. Specifically, DOJ must address victims and witnesses who have Alzheimer's disease and related dementias in these materials. Additionally, in creating or compiling these materials, DOJ must consult with the Department of Health and Human Services and, as appropriate, other entities with relevant expertise in elder abuse.

Protecting Life in Crisis Act This bill specifies that federal funds allocated for COVID-19 (i.e., coronavirus disease 2019) response efforts may not, in general, be used for abortions. Current law (specifically, language that has historically been included in certain appropriations bills, commonly referred to as the Hyde Amendment) generally prohibits the use of federal funds for abortions. The bill also restricts the use of federal tax credits or other federal funding for health insurance coverage if the coverage includes abortions.

Local Chamber, Tourism, and 501(c)(6) Protection Act of 2020 This bill modifies the Paycheck Protection Program implemented by the Small Business Administration in response to COVID-19 (i.e., coronavirus disease 2019) to include certain entities and exclude certain individuals. Specifically, the bill expands the program to encompass organizations with 300 or fewer employees that (1) operate under section 501(c)(6) of the Internal Revenue Code (other than a professional football league), or (2) are a destination marketing organization engaged in promoting communities and facilities to businesses and leisure travelers. The bill also narrows the definition of payroll costs under the program to exclude any compensation of an employee who is a registered lobbyist from the calculation for loan amounts or for allowable uses of funds provided under the program.

This bill provides $3 billion in appropriations to the Department of Energy for expenses related to the acquisition, transportation, and injection of domestic petroleum products for the Strategic Petroleum Reserve. The appropriations are available through FY2021 and are designated as emergency spending, which is exempt from discretionary spending limits.

This concurrent resolution establishes the Joint Select Committee on the Events and Activities Surrounding China's Handling of the 2019 Novel Coronavirus to investigate and report to Congress and the executive branch, including recommendations on the origins and causes of the coronavirus (i.e., the virus that causes COVID-19); certain coronavirus-related policies, decisions, and activities by the government of China; accountability for policies, decisions, and activities related to influencing the World Health Organization's response to the coronavirus outbreak; vulnerabilities in the U.S. domestic and global supply chain to combat a global pandemic due to reliance on Chinese manufacturing; information related to lessons learned from China's handling of the coronavirus; and actions the federal government should take in response to China's handling of the coronavirus.

CFTC Reauthorization Act of 2019 This bill reauthorizes through FY2025 the Commodity Futures Trading Commission (CFTC) and generally revises provisions related to the CFTC. Among other things, the bill exempts certain companies from the mandatory swaps clearing requirements if they have less than $10 million in assets, provides for the regulation of digital commodities, exempts certain charitable organizations from commodity trading advisor and commodity pool operator registration requirements, provides that the CFTC's authority to enforce prohibitions regarding fraud and other disruptive trading practices applies to foreign activities, eliminates the double-sided confirmation requirement for swap data repositories, and expands whistleblower protections.

FISA Improvements Act of 2019 This bill makes various changes to the Foreign Intelligence Surveillance Court, such as by requiring amicus curiae (i.e., outside parties that assist in consideration of a case) involvement in certain matters. An amicus curiae shall assist the court when it is considering an initial application seeking permission to target an identifiable U.S. person for certain types of foreign intelligence investigative activities (such as electronic surveillance or a physical search). An application to the court for an order for electronic surveillance shall include a statement fully disclosing any information used in the application that the government cannot substantiate. The bill also requires transcriptions of proceedings before the court. The Department of Justice shall maintain all written communications with the court and written summaries of oral communications with the court.

Lower Costs, More Cures Act of 2019 This bill establishes and modifies several requirements to address prescription drug prices under Medicare, Medicaid, and other programs. The bill generally limits payment amounts for drugs and biologics under Medicare medical services, reduces cost-sharing under the Medicare prescription drug benefit, modifies certain authorities and requirements under the Medicaid Drug Rebate Program, revises provisions relating to regulatory approval and commercial availability of generics and biosimilars, and establishes several reporting requirements for drug manufacturers with respect to drug prices.

American Security Drone Act of 2019 This bill bans the procurement or use by the federal government of commercial off-the-shelf drones or other unmanned aircraft systems manufactured or assembled by certain entities, including entities subject to influence or control by China, with exceptions. Federal funds may not be used to purchase or operate such a drone or system, or a system to counter unmanned aircraft systems, that is manufactured or assembled by such an entity. The Government Accountability Office shall report regarding such drones or systems procured by federal agencies from foreign entities.
