Commonsense Consumption Act of 2007 - Prohibits new, and requires dismissal of pending, civil actions by any person against a manufacturer, marketer, distributor, advertiser, or seller of food, or a trade association, for any injury related to a person's accumulated acts of consumption of food and weight gain, obesity, or any associated health condition. Subjects to such prohibition: (1) any action brought by a person other than the person on whose weight gain, obesity, or health condition the action is based; and (2) any derivative action brought by or on behalf of any person or any representative, spouse, parent, child, or other relative of that person. Excludes from this prohibition any actions alleging: (1) a breach of express contract or express warranty provided that the grounds of recovery are unrelated to a person's weight gain, obesity, or related health condition; (2) a knowing violation of a federal or state statute applicable to the marketing, advertisement, or labeling of food with intent for a person to rely on that violation, where such person relied on that violation, and where such reliance was the proximate cause of injury related to that person's weight gain, obesity, or related health condition; or (3) a violation brought by the Federal Trade Commission (FTC) under the Federal Trade Commission Act or by the Food and Drug Administration (FDA) under the Federal Food, Drug, and Cosmetic Act.

Establishes in the Department of Veterans Affairs (VA) an Office of the Ombudsman to act as a liaison for veterans and their family members with respect to the receipt of VA health care and benefits. Requires the: (1) Secretary of Veterans Affairs to ensure that Office services are available to all veterans and their families; (2) Secretary to make available to such veterans and family members information on contacting and utilizing the services of the Office; and (3) confidentiality of information provided to the Office by veterans and family members.

Parent's Right to Know Act of 2007 - Prohibits any funds appropriated for carrying out federal family planning programs from being made available to any family planning project if any service provider in the project knowingly provides contraceptive drugs or devices to a minor, unless: (1) such provider has given actual written notice to a custodial parent or legal guardian at least five business days prior to providing the drugs or prescription devices; (2) the minor has written consent of a parent or legal guardian; (3) the minor is emancipated; or (4) a court has directed that the minor may receive such drugs or prescription devices. Requires providers to certify to the Secretary of Health and Human Services compliance with this Act.

Small Community Options for Regulatory Equity Act of 2007 - Amends the Safe Drinking Water Act to require states exercising primary enforcement responsibility for public water systems to exempt any nonprofit small public water system (serving 10,000 or fewer persons) that so requests in accordance with this Act from the requirements of any national primary drinking water regulation for naturally occurring contaminants, including arsenic, radon, radium, uranium, and specified disinfection byproducts. Requires exemption requests to include a finding that the system's compliance with applicable national primary drinking water regulations is not economically feasible. Precludes judicial or administrative review of such findings.

Expresses the sense of the House of Representatives that judicial interpretations of the U.S. Constitution should not be based on judgments, laws, or pronouncements of foreign institutions unless such judgments, laws, or pronouncements inform an understanding of the original meaning of the Constitution.

Public Prayer Protection Act of 2007 - Denies the Supreme Court and district courts jurisdiction to review any matter related to the alleged establishment of religion involving the expression of public prayer by any federal, state, or local government entity or a government officer or agent acting in an official capacity.

Urges the Former Yugoslav Republic of Macedonia (FYROM) to observe its obligations under the 1995 U.N.-brokered Interim Accord which directs the parties (FYROM and Greece) to prohibit hostile activities or propaganda by state-controlled agencies and to discourage acts by private entities likely to incite hatred or hostility and review the contents of textbooks, maps, and teaching aids to ensure that such tools are stating accurate information. Urges the FYROM to work, within the framework of the U.N. process, with Greece to reach a mutually-acceptable official name for the FYROM.

Internet Radio Equality Act - Declares to be ineffective: (1) the March 2, 2007, Determination of Rates and Terms of the U.S. Copyright Royalty Judges regarding rates and terms for the digital performance of sound recordings and ephemeral recordings; (2) the April 17, 2007, modification of that determination by an order denying motions for rehearing; and (3) any subsequent modification by the Copyright Royalty Judges published in the Federal Register. Replaces standards for determining reasonable rates and terms of royalty payments for public performances of sound recordings by means of eligible nonsubscription transmission services and new subscription services with a requirement that such rates and terms be established in accordance with stated objectives of the Copyright Royalty Judges. (Currently, rates and terms are required to distinguish among different types of eligible nonsubscription transmission services and include a minimum fee for each type.) Allows a minimum annual royalty for each provider subject to such rates and terms. Provides a transition rule for payment of royalties by providers of digital audio transmissions that would have been subject to the rates and terms nullified by this Act. Revises royalty payment provisions concerning the use of certain works in noncommercial broadcasting to include: (1) sound recordings; and (2) performance or display by nonprofit organizations and public broadcasting entities. Provides a transition rule for the payment by a public broadcasting entity to owners of copyrights in sound recordings. Requires a report to the Copyright Royalty Judges by the Assistant Secretary of Commerce for Communications and Information on the competitiveness of the Internet radio marketplace and the effect on Internet radio providers of proposed rate determinations in proceedings concerning: (1) public performances of sound recordings by means of the services described above; or (2) the use of certain works in noncommercial broadcasting. Requires the Federal Communications Commission (FCC), upon publication of the commencement of proceedings of the Copyright Royalty Judges to determine rates and terms under the statutory license described in this Act, to report on the effect of such proposals on localism, diversity, and competition in the Internet radio marketplace (including in rural areas). Requires a report to Congress and the Copyright Royalty Judges by the Corporation for Public Broadcasting (CPB) on the effect of such proposals upon public broadcasting licensees and permittees.

Civil Rights Act of 1964 Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue, during 2014, up to 350,000 one-dollar coins designed to be emblematic of the enactment of the Civil Rights Act of 1964 and its contribution to civil rights in America. Requires sales to include a $10 surcharge per coin, which shall be paid to the United Negro College Fund.

Congratulates: (1) the residents of Jerusalem and the people of Israel on the 40th anniversary of the reunification of that historic city; and (2) the people of Israel on the 59th anniversary of their independence. Believes that Jerusalem must remain an undivided city in which the rights of every ethnic and religious group are protected as they have been by Israel during the past 40 years. Calls upon the President and Secretary of State to affirm as a matter of U.S. policy that Jerusalem must remain the undivided capital of Israel. Urges: (1) the President to discontinue the waiver contained in the Jerusalem Embassy Act of 1995 and begin the process of relocating the U.S. Embassy in Israel to Jerusalem; and (2) U.S. officials to refrain from any actions that contradict U.S. law on this subject. Reaffirms Israel's right to take necessary steps to prevent any future division of Jerusalem.

Amends the Internal Revenue Code to increase the standard mileage rate for the tax deduction for the charitable use of passenger automobiles from 14 cents per mile to the standard mileage rate prescribed by the Secretary of the Treasury for business purposes (48.5 cents per mile in 2007).

Financial Privacy Notice Relief Act of 2007 - Amends the Gramm-Leach-Bliley Act to exempt from its annual privacy policy notice requirement any financial institution which: (1) provides nonpublic personal information only in accordance with specified requirements; (2) does not share information with affiliates under the Fair Credit Reporting Act; and (3) has not changed its policies and practices with regard to disclosing nonpublic personal information from those disclosed in the most recent disclosure sent to consumers.

Birthright Citizenship Act of 2007 - Amends the Immigration and Nationality Act to consider a person born in the United States "subject to the jurisdiction" of the United States for citizenship at birth purposes if the person is born in the United States of parents, one of whom is: (1) a U.S. citizen or national; (2) a lawful permanent resident alien whose residence is in the United States; or (3) an alien performing active service in the armed forces.

Timber Revitalization and Economic Enhancement (TREE) Act of 2007 - Amends the Internal Revenue Code to: (1) allow a tax deduction for 60% of qualified timber gains; (2) exempt deductible timber gains from the excise tax on the undistributed income of real estate investment trusts (REITs); (3) provide for the treatment of timber gains as qualifying REIT income and for mineral royalty income as qualifying income for timber REITs; and (4) provide special rules relating to income limitations and prohibited transactions for timber REITs.

Federal Criminal Immigration Courts Act of 2007 - Directs the President to appoint, by and with the advice and consent of the Senate, the following permanent judgeships: (1) four additional district judges for the district of Arizona; (2) one additional district judge for the district of New Mexico; (3) two additional district judges for the southern district of Texas; and (4) one additional district judge for the western district of Texas. Directs the President to appoint, by and with the advice and consent of the Senate, the following temporary judgeships: (1) one additional district judge for the district of Arizona; and (2) one additional district judge for the district of New Mexico. Provides that, for each of the judicial districts named in this Act, the first vacancy arising on the district court 10 years or more after a judge is first confirmed to fill the temporary district judgeship created by this Act shall not be filled.

Securing Knowledge, Innovation, and Leadership Act of 2007 or the SKIL Act of 2007 - Amends the Immigration and Nationality Act to exempt from the annual H-1B (specialty occupation) visa cap an alien who has: (1) earned a master's or higher degree from an accredited U.S. university; or (2) been awarded a medical specialty certification based on post-doctoral training and experience in the United States. Increases the annual H-1B cap, with a 20% increase for the following year if the previous year's quota is reached. Exempts from worldwide immigration caps an alien who: (1) has earned a master's or higher degree from an accredited U.S. university; (2) has been awarded medical specialty certification based on postdoctoral training and experience in the United States; (3) will work in shortage occupations; (4) has earned a master's degree or higher in science, technology, engineering, or math and has been working in a related field in the United States during the three-year period preceding his or her immigrant visa application; (5) has extraordinary ability or received a national interest waiver; or (6) is the spouse or minor child of an employment-based immigrant. Increases the annual immigrant visa cap. Revises student visa provisions. Authorizes an L-1 (intracompany transfer) visa extension beyond the fifth or seventh year if the individual has a immigrant application pending. Permits an alien with an approved labor certification to apply for permanent resident status adjustment if there is no visa immediately available by paying a $500 supplemental fee. Directs the Secretary of Homeland Security to establish a pre-certification procedure for employers who file multiple employment petitions. Revises certain labor certification provisions. Prohibits immigration application approval until background and security checks have been completed and any fraud allegations have been resolved. Authorizes temporary workers (E, H, I, L O, or P visas) who have not violated their status to renew their same category visa from within the United States.

Managing Arson Through Criminal History (MATCH) Act of 2007 - Requires jurisdictions (i.e., states, the District of Columbia, U.S. territories and possessions, and federally recognized Indian tribes) to establish and maintain jurisdiction-wide arsonist registries and make such registries available on the Internet. Requires a criminal arsonist to register in each jurisdiction in which such arsonist resides, is an employee, or is a student. Sets forth other registration requirements and the information required to be provided in a registry by the criminal arsonist and jurisdictions. Allows jurisdictions to exempt from disclosure certain information about an arsonist, including the arsonist's employer and enrollment at an educational institution. Requires the Attorney General to maintain a national database at the Federal Bureau of Investigation (FBI) (to be known as the National Arsonist Registry) and a national arsonist Internet site containing information on each criminal arsonist registered in a jurisdiction's registry or listed on a jurisdiction's Internet site, respectively. Directs the Attorney General to establish a Criminal Arsonist Management Assistance program for awarding grants to jurisdictions to offset the costs of implementing this Act.

Consumer Rental Purchase Agreement Act - Amends the Consumer Credit Protection Act to prescribe consumer protection guidelines for rental-purchase transactions, including: (1) the determination of rental-purchase cost; (2) disclosure requirements; (3) prohibitions against confessions of judgment, wage assignments, and waiver of consumer claims or defenses; (4) furnishing of statements of account; (5) point-of-rental disclosures; and (6) rental-purchase advertising disclosures. Declares that an action for civil liability may be brought against a merchant's assignee only if the violation is apparent on the face of a rental-purchase agreement to which it relates, including, but not limited to, a disclosure that can be determined to be incomplete or inaccurate from the face of the agreement. Authorizes the Board of Governors of the Federal Reserve System to promulgate implementing regulations. Grants enforcement powers to the Federal Trade Commission and to state attorneys general. Subjects to criminal penalties any willful and knowing violation of the information disclosure requirements of this Act.

Charitable Driving Tax Relief Act of 2007 - Amends the Internal Revenue Code to provide that volunteers who use their automobiles for the benefit of a charitable organization may exclude from their gross income reimbursements for their automobile operating expenses at the same level as business employees (i.e., 48.5 cents per mile in 2007).

Expresses the sense of Congress that it is necessary to ensure that Congress is presented with reliable information from the Congressional Budget Office (CBO) and the Joint Committee on Taxation as to the dynamic macroeconomic feedback effects to changes in federal law and the probable behavioral responses of taxpayers, businesses, and other parties to such changes. Requires the Joint Committee and CBO, using among other methods dynamic estimating techniques, to prepare fiscal estimates of each proposed change in federal revenue law on the basis of assumptions that estimate the probable behavioral responses of personal and business taxpayers and other relevant entities to such change and its dynamic macroeconomic feedback effects. Applies such requirement only to proposed changes that, pursuant to static fiscal estimates, have a fiscal impact exceeding $250 million in any fiscal year.

Corrosion Prevention Act of 2007 - Amends the Internal Revenue Code to allow a business-related tax credit for 50% of net expenditures for engineering design, materials, and application and installation of corrosion prevention and mitigation technology for depreciable property comprised primarily of metals susceptible to corrosion. Terminates such credit after 2017.

MedPAC Rural Representation Act - Amends title XVIII (Medicare) of the Social Security Act to require that the proportion of members of the Medicare Payment Advisory Commission (MEDPAC) who represent the interests of health care providers and Medicare beneficiaries located in rural areas be no less than the proportion of the total number of Medicare beneficiaries who reside in such areas.

Condemns the Islamic Republic of Iran for the seizure of 15 British marines and sailors and demands their unconditional release. Calls on the U.N. Security Council to condemn this seizure and explore new sanctions against Iran, including gasoline restrictions, to prevent further Iranian hostile action, deny Iran's ability to militarize the Persian Gulf, and enforce Iran's nonproliferation commitments.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation, on behalf of Congress, of a single gold medal of appropriate design in honor of the passengers and crew members, collectively, on board United Airlines Flight 93 in recognition of their heroic service to the Nation. Requires the gold medal, after such award, to be given to the Flight 93 National Memorial located in Stonycreek Township, Somerset County, in Pennsylvania, to be displayed as appropriate and made available for research.

Social Security Number Fraudulent Use Notification Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to require the Commissioner of Social Security to notify an individual when: (1) the Social Security account number ascribed to the individual in the wage records provided by an employer to the Social Security Administration does not match relevant Administration records; or (2) the individual's Social Security account number has otherwise been used by any other person in a fraudulent or otherwise illegal manner.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the posthumous presentation, on behalf of Congress, of a gold medal in recognition of Constantino Brumidi's contributions to the Nation as a designer and decorator of the U.S. Capitol. Requires the Architect of the Capitol to arrange for the gold medal to be displayed in the Capitol Visitor Center as part of an exhibit honoring Constantino Brumidi.

Military Surviving Spouses Equity Act - Repeals, as of the later of October 1, 2007, or the date of enactment of this Act, certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military pay or who would be entitled to retired pay except for being under 60 years of age. Provides for the recoupment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Authorizes the Secretary of Defense to waive the recoupment requirement in certain cases. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Second Chance Act of 2007: Community Safety Through Recidivism Prevention or the Second Chance Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to reauthorize, rewrite, and expand provisions for adult and juvenile offender state and local reentry demonstration projects to provide expanded services to offenders and their families for reentry into society. Directs the Attorney General to award grants for: (1) state and local reentry courts; (2) Comprehensive and Continuous Offender Reentry Task Forces: (3) evaluation of methods to improve academic and vocational education for offenders at prisons, jails, and juvenile facilities; (4) demonstration programs to reduce the use of alcohol and other drugs in long-term substance abusers and reduce illegal drug demand by providing drug treatment; (5) incentive grants to improve drug treatment for offenders in prisons, jails, and juvenile facilities; (6) pharmacological drug treatment services to incarcerated offenders; (7) technology career training for offenders; and (8) mentoring services for reintegrating offenders into the community. Authorizes the Attorney General to award grants for: (1) the establishment of a National Adult and Juvenile Offender Reentry Resource Center; (2) drug treatment programs as an alternative to imprisonment; (3) prison-based family treatment programs for incarcerated parents of minor children; and (4) a study of parole or post-incarceration supervision violations and revocations. Requires the Director of the Bureau of Prisons to establish: (1) a prisoner reentry program; and (2) a pilot program for the release of elderly nonviolent offenders (age 60 or older).

Medicare Patient Access to Physical Therapists Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize qualified physical therapists to provide services for Medicare beneficiaries without the requirement of a physician referral. Provides for treatment of outpatient speech-language pathology services separately from outpatient physical therapy services.

Fair and Speedy Treatment (FAST) of Medicare Prescription Drug Claims Act of 2007 - Amends title XVIII of the Social Security Act to require prompt payment of clean claims to pharmacies by prescription drug plans (PDPs) and Medicare Advantage prescription drug plans (MA-PD Plans). Defines "prompt payment" as within 14 calendar days from submission for claims submitted electronically, and within 30 calendar days for claims submitted otherwise. Requires payment of interest, also, if a payment is not issued, mailed, or otherwise transmitted within the applicable number of calendar days. Makes it unlawful for a PDP sponsor to display on any explanatory prescription drug information and enrollee cards the name, brand, or trademark (co-branding) of any pharmacy.

Supply Our Soldiers Act of 2007 - Directs the Secretary of Defense to provide for a program under which postal benefits are provided to a member of the Armed Forces who is on active duty and who is either: (1) serving in Iraq or Afghanistan; or (2) hospitalized at a military medical facility as a result of such service. Provides the postal benefits in the form of coupons or other evidence of credit (vouchers) to use for postal-free mailings.

Amends the Deficit Reduction Act of 2005 to revise the classification criterion used to determine whether a hospital or hospital unit is an inpatient rehabilitation facility under title XVIII (Medicare) of the Social Security Act. Eliminates the current schedule of applicable percentages. Directs the Secretary of Health and Human Services, instead, to require in the classification criterion a compliance rate no greater than the 60% compliance rate that became effective for cost reporting periods beginning on or after July 1, 2006. Requires the Secretary, for cost reporting periods beginning on or after July 1, 2008, to include patients with comorbidity in the inpatient population that counts towards such 60% compliance rate. Requires the Centers for Medicare & Medicaid Services and Medicare fiscal intermediaries, Medicare administrative contractors, recovery audit contractors, and other government agents to use and apply the criteria established in HCFA Ruling 85-2, as issued on July 31, 1985, as the sole standard for determining the medical necessity of servivces provided by inpatient rehabilitation hospitals and units to Medicare beneficiaries. Directs the Secretary to report to specified congressional committees: (1) an examination of the impact of the 75% rule on the Medicare program, and specifically on Medicare beneficiaries; and (2) alternatives to the 75% rule policy for determining exclusion criteria for inpatient rehabilitation hospital and unit designation under the Medicare program.
