An amendment to rescind all funds appropriated to the Energy Security Reserve, including funds appropriated in the 1985 Interior Appropriations bill, except that the following funds are not rescind: 1) funds transferred from the Energy Security Reserve by this bill, 2) $500,000,000 which may not be used for payments with respect to projects or modules under the Energy Security Act, and 3) amounts as necessary to make payments for projects and models obligated prior to the enactment of this bill. This is a rescission of funds for the Synthetic Fuels project.

Amendments en bloc to 1) change the criteria for determining cost benefits of projects by striking language that included the protection of the environment and the mitigation of project caused fish and wildlife losses (including habitat), 2) striking requirements that must be met if a water resources development project is to be altered for mitigation of damages to fish and wildlife (including consent of Congressional committees and a cost factor). It adds that up to $30,000,000 may be obligated for such alterations; + 3) adds that mitigation and enhancement shall both be considered in purchase of lands before construction begins.

An amendment to postpone until August 31, 1988 the imposition of economic sanctions against areas that fail to meet Clean Air Act standards for ozone and carbon monoxide by the statutory deadline of December 31, 1987. Sanctions also would be postponed in cases where states have not submitted adequate plans for meeting the standards. The amendment would further prohibit the Environmental Protection Agency (EPA) from enforcing any sanctions during the eight-month period, even in areas where the agency has already imposed or proposed them.

An amendment to require USDA to attribute to individual persons, in proportion to their ownership shares, any federal farm payments made to corporations, partnerships, and similar entities. The attributed payments would be counted toward specified limits, so that participation in a corporate entity would no longer allow an individual to receive payments in excess of the limits. (Under current law, established payment limits may be exceeded because a person is eligible to receive up to $50,000 in deficiency payments as an individual, plus two payments of half that amount as a member of a corporation or trust--subject to an overall limit of $100,000).
