Airport and Airway Extension Act of 2008 - Amends the Internal Revenue Code to extend through June 30, 2008: (1) the excise taxes on aviation fuels and air transportation of persons and property for funding the Airport and Airway Trust Fund; and (2) the expenditure authority for such Trust Fund. Amends federal transportation law to provide funding for airport planning and development and noise compatibility planning programs for the nine-month period beginning October 1, 2007. Extends until June 30, 2008: (1) the authority of the Secretary of Transportation to incur obligations to make grants under such programs; (2) the increase in the federal government's share (to 95%) of certain airport improvement program costs; and (3) funding for airport development at Midway Island Airport. Extends through FY2008 the period for final orders issued by the Secretary of Transportation with respect to eligibility for essential air service compensation.

Authorizes the Superintendent of the National Academy for Fire Prevention and Control to include within fire service personnel training: (1) response, tactics, and strategies for dealing with non-terrorist-caused national catastrophes; (2) applying new technology and developing strategies and tactics for fighting wildfires; (3) response, tactics, and strategies for fighting large-scale or multiple fires in a general area that cross jurisdictional boundaries, fires occurring at the wildland-urban interface, and fires involving hazardous materials; and (4) advanced emergency medical services training. Requires the Administrator of USFA to include in triennial reports information about changes made to the National Fire Academy curriculum. Authorizes the Administrator to: (1) contract with a nationally recognized organization that meets specified requirements to facilitate the delivery of education and training programs directly to fire service personnel; and (2) assist the nation's fire services to sponsor and encourage research to improve fire prevention and control in the wildland-urban interface. Directs the Administrator to: (1) use specified funds during FY2009-FY2011 to update the National Fire Incident Reporting system to an Internet-based, real-time incident reporting database: (2) make available to the public information about fire-related research through a regularly updated Internet-based database; (3) promote adoption by fire services of voluntary national consensus standards for firefighter health and safety; and (4) provide liaison to assure coordination of fire service-based emergency medical services programs.

Fair Funding for Schools Act - Amends the Impact Aid program (which compensates local educational agencies (LEAs) for the financial burden of federal activities affecting their areas) of the Elementary and Secondary Education Act of 1965 to alter the formula for determining the payments due LEAs for federal ownership of property when appropriations for a fiscal year are insufficient to provide them with full compensation. Alters the formula for determining the payments due LEAs for eligible federally-connected children. Includes not only children in average daily attendance, but also those enrolled pursuant to a state open enrollment policy. Continues an LEA's eligibility for such payments while activities associated with military base closures and realignments or force structure changes or relocations are ongoing. Allows the calculation of such payments using current student counts instead of prior fiscal year data when LEAs experience a specified influx of new students due to federal activities. Alters the formula for determining the construction payments due LEAs that are eligible for other Impact Aid payments. Divides 80% of the construction funds evenly between LEAs impacted by military dependent children and LEAs impacted by children residing on Indian lands, with the remainder reserved for emergency repair and modernization grants to LEAs serving Indian lands or experiencing a specified influx of new students due to federal activities. Alters the formula for determining whether a state's plan for equalizing assistance to its LEAs will except it from the prohibition on state aid to LEAs being affected by Impact Aid payments. Requires new LEAs applying for Impact Aid to have boundaries established by state law and the authority to tax or receive an imputed local tax. Reauthorizes appropriations for the Impact Aid program.

Veterans Health Care Quality Improvement Act - Directs the Secretary of Veterans Affairs to prescribe standards for appointment and practice as a physician within the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA). Requires: (1) applicants to provide certain information, including each lawsuit, civil action, or other claim against the individual for medical malpractice or negligence, and their results; (2) each appointee to disclose any judgments against the individual for medical malpractice or negligence and any payments made; and (3) physicians already employed within the VHA to disclose such information. Prohibits a new appointment without: (1) approval of the regional director of the Veterans Integrated Services Network (Network) in which the individual will serve; (2) board certification in the specialties in which the individual will practice; and (3) a license to practice medicine in that state. Requires: (1) the VHA's Under Secretary of Health to designate a National Quality Assurance Officer for the VHA quality assurance program; (2) each Network regional director to appoint a quality assurance officer; and (3) the director of each VHA medical facility to appoint a quality assurance officer. Directs the Secretary to review VA policies for maintaining health care quality and patient safety at VA medical facilities. Requires the Secretary, in order to recruit and retain VHA physicians in hard-to-fill positions, to: (1) repay certain educational loans for individuals who agree to serve for at least three years as a VHA physician; (2) reimburse tuition for medical students who agree to serve as a VHA physician after such education; and (3) enroll in the Federal Employees Health Benefits Program an individual who agrees to serve as a VHA physician for at least five days per month. Encourages the Secretary to undertake additional incentives to encourage individuals to serve or practice as VHA physicians.

Fair Treatment for Experienced Pilots Act

Fair Treatment for Experienced Pilots Act - Amends federal transportation law to allow a pilot who has attained 60 years of age to serve as a passenger airline pilot until the age of 65 years old, provided that a pilot who has attained age 60 may serve as pilot-in-command on international flights only if there is another pilot in the flight crew who has not yet attained 60 years of age. Prohibits subjecting pilots to different medical examinations and standards on account of age unless to ensure an adequate level of safety in flight, except that no person who has attained 60 years of age may serve as a pilot unless such person has a first-class medical certificate. Requires air carriers to: (1) continue to provide FAA-approved training to pilots, with specific emphasis on initial and recurring training and qualification of pilots who have attained 60 years of age; and (2) evaluate, every six months, the performance of pilots who have attained 60 years of age through a line check of such pilot. Requires the Comptroller General to report to Congress on the effect of the modification of pilot age requirements, if any, on aviation safety.

Requires: (1) each applicant for federal financial assistance to submit compliance assurances to the relevant federal agency; and (2) each person who arranges for design or construction of a covered dwelling to submit architectural and construction plans for state or local approval. Prohibits federal financial assistance to a state or local government unit unless the recipient is taking certain enforcement actions with regard to covered dwellings. Permits: (1) private civil actions in a U.S. District Court or state court for violations under this Act; and (2) the Attorney General to commence civil actions or intervene in civil actions under this Act.

Prohibits any adjustment in the PPS for payment in 2008. Requires the Secretary of Health and Human Services, for any adjustment in a subsequent year, to evaluate changes in case mix using standards developed consistent with specified processes, taking certain criteria into account. Directs the Secretary to convene a Technical Advisory Group to advise on the development of such standards. Prohibits the Secretary from taking any action to implement or otherwise carry out provisions in the final rule published on August 29, 2007, that propose to make a case mix adjustment to the standardized payment amounts under the PPS to account for changes in coding that were not related to an underlying change in patient health status. Directs the Secretary to republish any rates specified in such rule to take into account the application of such prohibition.

Makes recalled product retail sale unlawful. Requires manufacturers to mark products or packaging to enable purchasers to determine the product's source, date, and production cohort. Removes the cap on Consumer Product Safety Act civil penalties. Removes a requirement that criminal penalties may only be imposed after noncompliance notice. Reduces the period after CPSC notification to manufacturers and private labelers before public disclosure of information obtained under the Act. Requires any person who must give public notice of a substantial product hazard to post a notice on the Internet. Declares any children's product containing more than a specified amount of lead to be a banned hazardous substance under the Federal Hazardous Substances Act, allowing a temporary exception for electronic devices. Requires certain actions to facilitate recalls of children's products and authorizes the CPSC to extend the requirements to consumer products other than children's products. Requires children's product's warning labels to be included in Internet advertisements. Removes provisions requiring a minimum number of CPSC members to transact business. Modifies rulemaking notice requirements. Declares the sense of Congress that the full complement of five CPSC members is necessary to conduct CPSC business and the President should fill vacancies expeditiously. Prohibits any consumer product safety standard or other CPSC action after enactment of this Act from containing a preemption provision which affects any action under state statutory or common law unless the provision is expressly authorized by statute.

Requires enforcement efforts to evaluate whether universities have engaged in any discrimination banned under such laws. Requires the collection storage, and publication of specified grant data composite information. Requires submission by each agency of specified reports on: (1) workshop content and attendance, along with data on the participation of women in science, technology, engineering, and mathematics; and (2) the impact of such program to reduce gender bias towards women engaged in research funded by the agency.

Kids in Disasters Well-being, Safety, and Health Act of 2007 - Establishes in the legislative branch the National Commission on Children and Disasters, which shall: (1) assess facts and causes relating to the needs of children before, during, and after all hazards, disasters, and emergencies, including child health and welfare, affordable housing, and juvenile justice needs and emergency mitigation, preparedness, response, and recovery activities; (2) evaluate existing law relevant to such needs; (3) evaluate lessons learned from Hurricanes Katrina and Rita, the September 11, 2001 terrorist attacks, and any other relevant disaster of the past 10 years regarding policies of federal, state, and local governments and nongovernmental entities relative to addressing such needs; and (4) report to the President and Congress. Directs the Secretary of Health and Human Services to establish a National Resource Center on Children and Disasters, which shall: (1) establish a clearinghouse for information and resources on issues relating to such needs; and (2) develop and maintain a website and related systems for disseminating information on such issues. Directs the Secretary to: (1) collaborate with any executive department and specified parties responsible for policies and regulations relevant to such needs; and (2) enter into a memorandum of understanding with the Secretaries of Homeland Security, Education, Housing and Urban Development, and Transportation and the Attorney General to collaborate on the functions of the Center.

Requires the Director to establish a Pulmonary Hypertension Clinical Research Network to conduct clinical trials to evaluate new treatment approaches for pulmonary hypertension and facilitate collaboration among investigators with expertise in pulmonary hypertension. Directs the network to include: (1) a steering committee; and (2) an Institute project scientist. Provides for the establishment of a national Pulmonary Hypertension Preceptorship and Training Program to facilitate the direct education and training of medical professionals by experienced pulmonary hypertension specialists in clinical settings. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop and disseminate to the public information regarding pulmonary hypertension. Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA) and the Director of CDC, to develop and disseminate to health care providers information on pulmonary hypertension to ensure that providers remain informed about the disease, its presenting symptoms, and current treatment options. Requires the Comptroller General to conduct a study on the coverage standards that apply to individuals with pulmonary hypertension under Medicare and Medicaid.

Positive Behavior for Effective Schools Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to allow states to allocate school improvement funds under title I of the ESEA for coordinated, early intervention services for all students. Includes among such services, schoolwide positive behavior support, defined as a broad range of systemic and individualized strategies for achieving important social and learning outcomes while preventing problem behavior with all students. Requires improvements in schoolwide learning climates, including schoolwide positive behavior supports, to be a target of: (1) technical assistance provided by states to local educational agencies (LEAs) and schools, and by LEAs to schools identified as needing improvement; (2) schoolwide programs that allow LEAs to consolidate educational funds to upgrade the entire educational program of schools that serve a high proportion of low-income families; (3) funding under the Safe and Drug-Free Schools and Communities program; (4) elementary and secondary school counseling programs; and (5) professional development funding. Amends the Department of Education Organization Act to establish, within the Department of Education, an Office of Specialized Instructional Support Services to oversee and implement the provision of specialized instructional support services in schools by school counselors, social workers, psychologists, and other qualified professionals.

Unborn Child Pain Awareness Act of 2007 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt); (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child; (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic; and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception to save the life of the mother. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the U.S. Attorney General to bring a civil action under this Act; and (2) private rights of action for violations of this Act.

Mental Health in Schools Act of 2007 - Amends the Public Health Service Act to make changes to the program to apply a public health approach to mental health services, including by revising eligibility requirements for a grant, contract, or cooperative agreement. Makes only a consortium that includes at least one educational agency eligible for such funding. Allows such a consortium to: (1) include a community program, an agency that is involved in mental health, or a school; and (2) consist of a consortium in which the members select an agent (such as a local educational agency or community health care entity) to act on the consortium's behalf. Sets forth assurances required for eligibility, including assurances that: (1) the local education agency will enter into a memorandum of understanding with relevant community-based entities that clearly states the responsibilities of each consortium member; (2) the program will include comprehensive staff development for school and community service personnel working in the school and training for children with mental health disorders, for family members of such children, and for concerned members of the community; and (3) the program will demonstrate the measures to be taken to sustain the program after funding terminates. Requires the Administrator of the Substance Abuse and Mental Health Services Administration to develop a process for evaluating grant program activities, including: (1) the development of guidelines for the submission of program data by recipients; and (2) the development of measures of outcomes to be applied by recipients in evaluating programs, to include student and family measures and local educational measures.

Federal Dog Protection Act - Amends the Animal Welfare Act to make it unlawful to knowingly: (1) sponsor or exhibit an animal in, or knowingly attend, a dog fighting venture; (2) sell, buy, possess, train, transport, deliver, or receive for purposes of transportation any dog or other animal for the purpose of having the dog or other animal, or offspring of the dog or other animal, participate in a dog fighting venture; or (3) use the U.S. mail service or any instrumentality of interstate commerce for commercial speech that promotes or furthers such prohibited actions. Makes costs incurred for the care of animals seized and forfeited recoverable from the owner (currently recoverable costs are limited to those incurred by the United States). Allows animal control agencies, humane societies, or societies for the prevention of cruelty to animals to commence a civil suit to enjoin any private party who is alleged to be in violation of provisions concerning animal fighting. Provides for enforcement.
