Small Business Health Fairness Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to revise provisions relating to access and choice for small business employers with respect to medical care for their employees. Establishes rules governing association health plans (group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations), including requirements relating to certification, sponsors and boards of trustees, participation, coverage, plan documents, contribution rates, benefit options, applications for certification, notice for voluntary termination, corrective actions, and mandatory termination. Requires association health plans which provide health benefits in addition to health insurance coverage to maintain certain reserves and comply with other solvency provisions. Directs the Secretary of Labor to apply for appointment, and carry out specified duties, as trustee of any such insolvent association health plans which provide health benefits in addition to health insurance coverage. Allows a State to impose a contribution tax on any association health plan commencing operations in such State after the enactment of this Act. Requires association health plans to include in their summary plan descriptions, in connection with each benefit option, a description of the form of any solvency or guarantee fund protection secured under ERISA or applicable State law. Revises provisions relating to treatment of: (1) single employer arrangements; and (2) certain collectively bargained arrangements. Provides for association health plans with respect to: (1) enforcement; (2) cooperation between Federal and State authorities; and (3) treatment of certain existing health benefit programs.

Filipino Veterans Equity Act of 2003 - Deems certain service performed before July 1, 1946, in the organized military forces of the Philippines and the Philippine Scouts as active military service for purposes of eligibility for veterans' benefits through the Department of Veterans Affairs. Repeals certain provisions discounting such service as qualifying service.

Expresses the sense of the House of Representatives that: (1) the regular and new Philippine Scouts, U.S. Army Forces of the Far East Guerrillas, and members of the Commonwealth Army of the Philippines deserve recognition for their valiant service during World War II; and (2) the new Philippine Scouts and Commonwealth Army veterans deserve to receive the same veterans' benefits to which other U.S. armed forces veterans are entitled.

Expresses the sense of the House of Representatives that: (1) a commemorative postage stamp should be issued by the United States Postal Service on the subject of autism awareness; and (2) the Citizens' Stamp Advisory Committee should recommend to the Postmaster General that such a postage stamp be issued.

Medical Laboratory Personnel Shortage Act of 2003 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), through scholarships and loans for health professional training that may be modeled after the National Health Service Corps' scholarship and loan repayment programs, to alleviate the shortage of medical laboratory personnel where needed. Allows schools of allied health, as well as health care institution-based programs training medical laboratory personnel, to receive such awards. Requires the Secretary to give preference, in making awards of grants and contracts to increase the number of individuals trained in allied health professions, to entities with programs training medical laboratory personnel. Directs the Secretary to develop and issue public service announcements advertising medical laboratory personnel careers and encouraging individuals to enter the medical laboratory field. Directs the Secretary to make grants for training to increase the number of cytotechnologists available for screening women for cervical cancer.

Social Security Fairness Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) pension offset provisions applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to Old-Age and Survivors insurance benefit payments; and (2) windfall elimination provisions with respect to computation of the primary insurance amount of an individual.

Human Cloning Prohibition Act of 2003 - Amends the Federal criminal code to prohibit any person or entity, in or affecting interstate commerce, from knowingly: (1) performing or attempting to perform human cloning; (2) participating in such an attempt; (3) shipping or receiving an embryo produced by human cloning or any product derived from such embryo; or (4) importing such an embryo or derived product. Sets forth criminal and civil penalties. Provides that nothing in this Act restricts areas of scientific research not specifically prohibited above, including research in the use of nuclear transfer or other cloning techniques to produce molecules, DNA, cells other than human embryos, tissues, organs, plants, or animals other than humans.

Military Survivor Benefits Improvement Act of 2003 - Adjusts the basic Survivor Benefit Plan (SBP) annuity amount for surviving spouses, age 62 and older, of former military personnel to: (1) 35 percent of the retired pay of the decedent (current law), for months before October 2004; (2) 40 percent for months during FY 2005; (3) 45 percent for months during FY 2006; (4) 50 percent for months during FY 2007; and (5) 55 percent for months after FY 2007. Adjusts similarly percentage amounts with respect to survivors of reserve personnel and survivors of persons who die while on active duty. Provides a corresponding phased elimination of the SBP supplemental annuity authorized to be provided to such surviving spouses. Requires periodic recomputation of: (1) annuity amounts beginning in October 2004; and (2) retired pay reductions for supplemental survivor annuities. Provides a one-year open enrollment period for SBP participation, commencing October 1, 2004, for those currently not participating, those electing to increase current coverage, and those wishing to participate in the supplemental SBP. Authorizes the Secretary of Defense to require appropriate premiums for SBP participation.

Veterans' Prescription Drug and Surviving Spouses Assistance Act of 2003 - Suspends, for five years, the authority of the Secretary of Veterans Affairs to increase the required copayment for medication furnished to veterans on an outpatient basis for the treatment of non-service-connected disabilities. Increases the maximum annual rates of pensions for surviving spouses of war veterans. Amends the Social Security Act to exclude the amount of such rate increases from a surviving spouse's income for purposes of Medicaid (title XIX) eligibility.

National Aviation Capacity Expansion Act of 2003 - Declares that if the Federal Aviation Administration (FAA) makes, or at any time after December 5, 2001 has made, a grant to the city of Chicago, Illinois, with the approval of the State of Illinois for planning or construction of runway improvements at O'Hare International Airport, the State of Illinois (including any instrumentality or political subdivision) is prohibited from exercising certain authority to prevent: (1) further consideration by the FAA of the O'Hare airport layout plan (capacity enhancement project for the redesign of the airport's runway configuration) contained in the agreement reached by the State and Chicago on December 5, 2001; (2) construction of projects approved by the FAA in such plan; or (3) application by Chicago for Federal airport improvement program funding for projects approved by the FAA and shown on the plan. Authorizes Chicago to apply directly to the FAA without the approval of Illinois for Federal airport improvement program funding for planning and construction of a project under the O'Hare airport layout plan. Makes the FAA Administrator's approval of an airport layout plan submitted by the city of Chicago that includes the runway redesign plan conditional on the meeting of specified requirements. Requires Illinois to prepare an implementation plan under the Clean Air Act in accordance with the State's customary practices for accounting for and regulating emissions associated with activity at commercial service airports. Requires the withholding of all airport grant funds for O'Hare (other than grants involving national security and safety) until January 1, 2026, unless specified conditions with respect to operations at Merrill C. Meigs Field have been met. Expresses the sense of Congress that the Office of Environment and Energy of the FAA should be funded to carry out noise mitigation programming and quiet aircraft technology research and development at specified levels.

Amends title XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act (SSA) to revise the special rule for the redistribution and availability of unexpended FY 1998 and 1999 SCHIP allotments, including to: (1) extend the availability of FY 1998 and 1999 reallocated funds through FY 2004; and (2) permit 50 percent of the total amount of unexpended FY 2000 and 2001 SCHIP allotments that remain available to a State through the end of FY 2002 and 2003 to remain available for expenditure by the State through the end of FY 2004 and 2005, respectively.

Calls for: (1) recognition of private organizations and health care providers for promoting awareness of and research on scleroderma; (2) greater awareness of the symptoms of scleroderma and contributions to the fight against it; (3) the Government to promote awareness, to adequately fund scleroderma research projects, and to continue to consider ways to improve the quality of health care services for scleroderma patients; (4) the National Institutes of Health to continue to play a leadership role in the fight against scleroderma; and (5) the Centers for Disease Control and Prevention to give priority to establishing a national epidemiological study to better track and gather information about scleroderma.

Fallen Heroes Flag Act of 2003 - Allows the Representative (Member of Congress, including Delegate or Resident Commissioner to Congress) of the immediate family of a deceased fire fighter, law enforcement officer, emergency technician, or other rescue worker who died in the line of duty to provide the family, at their request, with a Capitol-flown flag, together with a certificate, signed by the Speaker of the House of Representatives and the Representative providing the flag, which contains an expression of sympathy for the family.

Amends the Federal Law Enforcement Pay Reform Act of 1990 to revise the special pay adjustments for (percentage differentials payable to) Federal law enforcement officers in specified consolidated metropolitan statistical areas. Includes Capitol Police as law enforcement officers under such Act. Eliminates the limitation on the aggregate of basic pay and premium pay with respect to availability pay for Federal criminal investigators.

Coal Accountability and Retired Employee Act for the 21st Century - Requires that interest credited to the Abandoned Mine Reclamation Fund be transferred to the United Mine Workers of America Combined Benefit Fund up to such amounts as the Fund trustees estimate will offset any deficit in its net assets. Prohibits any other amounts in or credited to the Abandoned Mine Reclamation Fund from being transferred to the Combined Fund.

Retired Pay Restoration Act of 2003 - Permits retired members of the armed forces with service-connected disabilities to be paid both military retired pay and veterans' disability compensation. Repeals provisions providing for special compensation for certain severely disabled military retirees and certain combat-related disabled uniformed services retirees.

Access to Hospitals Act of 2003 - Amends title XIX (Medicaid) of the Social Security Act to repeal specified reductions after FY 2000 and thereby extend certain modifications to disproportionate share hospital (DSH) allotments provided under the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000. Increases the Medicaid DSH allotment for the District of Columbia.

Biofuels Air Quality Act - Amends Federal highway provisions (with respect to the congestion mitigation and air quality improvement program) to direct the Secretary of Transportation to consider the extent to which a proposed project or program reduces sulfur or atmospheric carbon emissions. Allows States receiving minimum apportionments to use funds under the program for renewable fuel projects (specified below). Modifies provisions regarding renewable fuel projects to expand coverage to include: (1) publicly and nonprofit (currently, limited to privately) owned vehicles or vehicle fleets; and (2) costs of renewable fuel, consisting of any fuel produced from grain, oilseeds, or other biomass (including biodiesel), that is used to replace or reduce the quantity of fossil fuel present in a fuel mixture used to operate motor vehicles, and installation of capital equipment necessary for the conversion of storage and distribution facilities to carry renewable fuels or renewable fuel blends.

Declares that the collective bargaining agreement between the Association of Commuter Rail Employees and the Metro-North Railroad (in New York) shall be extinguished upon the merger of the Metro-North Railroad and the Long Island Rail Road. Deems employees of the entity resulting from such merger to be covered under the appropriate collective bargaining agreement of the Long Island Rail Road in compliance with the Railway Labor Act. Subjects all disputes arising from the application of this Act to the jurisdiction of the National Mediation Board.

Housing Bond and Credit Modernization and Fairness Act of 2003 - Amends the Internal Revenue Code to: (1) repeal the required use of certain principal repayments on mortgage subsidy bond financings to redeem bonds; (2) modify the purchase price limitation under mortgage subsidy bond rules based on median family income; and (3) define the term "area median gross income" for low-income housing credit projects.

Farm Disaster Emergency Assistance Act of 2003 - Directs the Secretary of Agriculture to provide: (1) emergency financial assistance to agricultural producers who have incurred qualifying 2001 or 2002 crop losses due to weather or related conditions; and (2) payments to livestock producers who have incurred 2001 and 2002 losses in an emergency-designated county, with discretionary set-asides for the American Indian livestock program. Permits producers with qualifying losses in both years to elect to receive payments in either, but not both, of such years. Makes producers ineligible for crop disaster assistance if they did not: (1) get Federal crop insurance for insurable commodities; and (2) file required paperwork and pay related fees for noninsurable commodities. Sets forth waiver provisions. Directs the Secretary to transfer specified Commodity Credit Corporation amounts to a certain account established to encourage domestic consumption and foreign exportation of agricultural commodities.

Amends the Energy Policy Act of 1992 with respect to the allocation of biodiesel fuel use credits to a fleet or covered person for qualifying volumes of the biodiesel component of fuel containing at least 20 percent biodiesel by volume purchased for use by the fleet or covered person in vehicles that weigh more than 8,500 pounds gross vehicle weight rating. Repeals the limitation of such allocations to a maximum of 50 percent of the alternative fueled vehicle requirements of a fleet or covered person. (Thus makes such credits available for 100 percent of such requirements.) Repeals the current denial that such a credit may be considered a specified kind of alternative fueled vehicle credit (thus allowing such consideration). Directs the Secretary of Energy to study and report to Congress on the availability and cost of: (1) light duty motor vehicles that qualify under such Act as alternative fueled vehicles; and (2) fuels that qualify as alternative fuels.

Law Enforcement Officers Safety Act of 2003 - Amends the Federal criminal code to authorize qualified law enforcement officers (including certain qualified retired officers) carrying the photographic identification issued by their governmental agency, notwithstanding State or local laws, to carry a concealed firearm. Provides that such authorization shall not supersede State laws that: (1) permit private entities to prohibit the possession of concealed firearms on their property; or (2) prohibit the possession of firearms on State or local government property. Excludes from the definition of "firearm" any machine gun, firearm silencer, or destructive device.

Senior Safety Protection Act of 2003 - Amends title XI of the Social Security Act (SSA) to require long term care providers under the Medicare and Medicaid programs to perform criminal background checks on skilled nursing facility and nursing facility employee applicants. Prohibits a provider from hiring workers who have any conviction for a relevant crime or with respect to whom a finding of patient or resident abuse has been made. Details Federal and State requirements to conduct the background checks needed for the provider screening. Amends SSA title XVIII (Medicare) and XIX (Medicaid) to provide for expansion of the State nurse aid registry under the Medicare and Medicaid programs to collect information about long-term care provider employees other than nurse aides. Amends SSA title XI to provide for inclusion of abusive workers in the database established as part of the national health care fraud and abuse data collection program. Directs the Secretary of Health and Human Services to establish a demonstration program to provide grants to develop information on best practices in patient abuse prevention training for managers and staff of long-term care facilities. Directs the Secretary and the Attorney General to establish a more efficient background check system that provides for a more immediate determination of criminal status. Authorizes the Secretary to provide an annual grant to any applicant State to carry out this Act.

Blind Empowerment Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to increase, by specified increments over five years, the level of earnings demonstrating the ability of a blind person to engage in substantial gainful activity for purposes of determining disability insurance benefit payments.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956, and the Revised Statutes of the United States, to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Energy and Science Research Investment Act of 2003 - Instructs the Secretary of Energy to: (1) conduct a comprehensive fundamental research program in designated sciences; and (2) upgrade and expand scientific user facilities maintained by the Office of Science in order to ensure that fundamental science programs aid the applied research and development programs of the Department of Energy (DOE). Authorizes appropriations for FY 2004 through 2007. Amends the Department of Energy Organization Act to establish within DOE: (1) an Under Secretary for Energy Research and Science, to serve as the Science and Technology Advisor to the Secretary, and to exercise authority and responsibility over Assistant Secretaries implementing energy research and development, and energy technology functions; (2) an Assistant Secretary of Science to head the Office of Science (currently headed by a Director); (3) an additional position for Assistant Secretary; (4) the position of General Counsel; and (5) a Science Advisory Board composed of the chairs of the advisory panels for each of the programs.

Emergency Unemployment Compensation Act of 2003 - Amends the Temporary Extended Unemployment Compensation Act of 2002 (TEUCA, which is title II of the Job Creation and Worker Assistance Act of 2002, PL107-147) to extend the TEUCA program through weeks of unemployment ending before July 1, 2003. Provides for a transition period of continuing payments to individuals with amounts remaining in their TEUC account after June 30, 2003, for weeks beginning before December 31, 2003. Entitles eligible individuals in all States to a total of 26 weeks of TEUCA compensation (13 weeks beyond the current 13 weeks). Provides an additional seven weeks of TEUCA benefits for workers in high unemployment States (entitling them to a total of 33, which is 20 weeks beyond the current 13). Applies a revised adjusted insured unemployment rate State trigger. Sets an additional TEUCA benefit period State trigger based on total unemployment rate.

Notch Fairness Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to revise the formula for the computation of minimum Old Age Insurance benefits for individuals who reached age 65 in or after 1979 and to whom applies the 15-year transition period for the changes in benefit computation rules enacted in the Social Security Amendments of 1977. Sets forth a schedule of additional benefit increases for such beneficiaries (and related beneficiaries), with percentages declining from 55 percent to five percent and keyed to the year an individual became eligible for such benefits between 1979 and 1988. Allows such beneficiaries, in the alternative, to receive lump sum payments over four years totaling $5,000.

Reservists Pay Security Act of 2003 - Entitles a person who is absent from his or her position of Federal employment to perform service in the uniformed services or the National Guard to receive from his or her agency an amount that, when added to the pay and allowances for such service, equals the basic pay which would have been payable to such employee for such period of service for which such employee is not otherwise compensated.

Prohibits the United States from operating a U.S. consulate in Jerusalem unless it is under the supervision of the U.S. Ambassador to Israel. Requires any official U.S. Government document which lists countries and their capital cities to identify Jerusalem as the capital of Israel. Declares that, for purposes of registration of birth, certification of nationality, or issuance of a passport of a U.S. citizen born in the city of Jerusalem, the Secretary of State shall, upon the citizen's (or the citizen's legal guardian's) request, record the place of birth as Israel.

Airline Worker Relief Act - Directs the Secretary of Labor to certify a group of workers as eligible to apply for Federal employment adjustment assistance if the Secretary determines that a significant number or proportion of such workers have become totally or partially separated from employment with an air carrier or airport facility as a result of: (1) reductions in service by an air carrier, or closure of an airport, because of a terrorist action or security measure; or (2) a military conflict with Iraq. Includes among such adjustment assistance benefits continued health care coverage under the Consolidated Omnibus Budget Reconciliation Act (COBRA) and other Federal employee health care programs. Directs the Secretary of the Treasury to establish a program under which 75 percent of the premium for COBRA continuation coverage is provided for such individuals (with certain coverage limits and program requirements). Authorizes States to elect to provide temporary coverage under Medicaid programs for: (1) uninsured individuals who experience such separation from employment; or (2) the unsubsidized portion of COBRA continuation premiums for such individuals. Provides temporary extended unemployment compensation coverage for such individuals. Directs the Under Secretary of Transportation for Security to: (1) provide a preference for the hiring of such individuals as security screeners; and (2) carry out a program of performance incentive awards to Federal Security Managers to encourage the hiring of such employees.

Expresses the sense of Congress that: (1) Breast Cancer Awareness Month is a special opportunity to educate about the importance of monthly breast self-examinations and annual mammograms; (2) it is appropriate to salute the more than 2,000,000 breast cancer survivors in the United States and the efforts of victims, volunteers and professionals who are combating breast cancer; and (3) national and community organizations should be recognized for their work in promoting awareness about breast cancer and providing information and treatment to its sufferers.

Medicare Beneficiary Skilled Nursing Protection Act of 2002 - Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to extend for three years the temporary increase in the nursing component of the Federal prospective payment rate. Amends the Medicare, Medicaid, and SCHIP Balanced Budget Refinement Act of 1999 to extend for three years the increase in the skilled nursing facility adjusted Federal per diem rate under the Social Security Act.
