Stewart B. McKinney Homeless Assistance Amendments Act of 1990 - Title I: General Provisions - Provides for budget compliance of this Act for FY 1991 through 1992. Title II: Interagency Council on the Homeless - Amends the Stewart B. McKinney Homeless Assistance Act (SBMHAA) to authorize appropriations through FY 1992. Extends the Interagency Council on the Homeless through FY 1992. Title III: Federal Emergency Management Food and Shelter Program - Amends SBMHAA to authorize appropriations for the Federal Emergency Management Food and Shelter Program through FY 1992. Title IV: Housing Assistance - Amends the SBMHAA to extend through FY 1992: (1) the emergency shelter grants program; (2) the supportive housing demonstration program; (3) supplemental assistance for facilities to assist the homeless; and (4) section 8 assistance for single room occupancy dwellings. Title V: Health Care for the Homeless - Amends the Public Health Service Act to authorize through FY 1992: (1) categorical grants for primary health services and substance abuse services; (2) block grants for community mental health services; and (3) alcohol and drug abuse treatment of homeless individuals. Amends SBMHAA to authorize appropriations for Community demonstration projects. Title VI: Education, Training, and Community Services Program - Amends SBMHAA to authorize appropriations for specified education, training, and community services programs through FY 1992. Title VII: Veterans Programs - Amends the Stewart B. McKinney Homeless Assistance Amendments Act of 1988 to authorize appropriations for veterans medical programs through FY 1992.

Aging Aircraft Safety Act of 1989 - Directs the Administrator of the Federal Aviation Administration to promulgate a rule requiring the inspection of energy commercial aircraft during its last year of economic design life, or within one year after the issuance of such rule, whichever occurs last, to determine its airworthiness. Amends the Federal Aviation Act to require the Administrator to issue an order suspending an aircraft's airworthiness certificate on the last day of its economic design life, or the last day of its economic design life, or the last day of the one year period, whichever is later, unless such aircraft is determined airworthy.

National Forest Hunter Safety and Protection Act of 1989 - Prescribes civil penalties for knowingly interfering with the conduct of a lawful hunt in a national forest or on lands affected with a Federal interest. Authorizes injunctive relief, the recovery of actual and punitive damages, and the awarding of attorney's fees. Grants hunting and sportsman's organizations standing under this Act.

Airport Capacity Expansion Financing Act of 1989 - Title I: Airport Capacity Expansion - Amends the Airport and Airway Improvement Act of 1982 to authorize the Secretary of Transportation to guarantee loans, bonds, and other securities issued by public agencies to finance airport expansion projects. Authorizes the Secretary to charge such agencies a fee for the analysis of security arrangements proposed by them. Directs the Secretary to establish an advisory committee with respect to the implementation of this Act. Limits the amount of loans, bonds, or securities that may be guaranteed to no more than $6,000,000,000. Title II: Guaranteed Securities Exempt From Restriction on Tax Exemption for Federally Guaranteed Bonds - Amends the Internal Revenue Code to exclude bonds guaranteed under this Act from the restriction on tax exemption for federally guaranteed bonds (thus making the interest on such bonds tax-exempt).

Authorizes the Secretary of Veterans Affairs to conduct a five-year pilot program to demonstrate the cost-effectiveness and advantages of furnishing care to elderly veterans in nursing homes in order to treat and reactivate or maintain day-to-day living functions in those veterans. Authorizes the Secretary to set a daily rate of reimbursement for such care. Authorizes appropriations for five fiscal years for increased costs of reimbursement of non-Department of Veterans Affairs nursing homes under such program. Requires the Secretary to submit interim and final reports to the Congress concerning the effectiveness of the pilot program.

Amends the Internal Revenue Code to provide that payment under a life insurance contract to an insured who is terminally ill be treated as a death benefit, making such payment eligible for tax exclusion from gross income. Provides that any reference to life insurance shall be treated as referring to a qualified terminal illness rider. Provides for the tax treatment of such riders. Describes such a rider as one which provides for payments to an insured upon the insured's becoming terminally ill.

Screening Mammography Medicare Coverage Act of 1989 - Amends title XVIII (Medicare) of the Social Security Act to cover screening mammographies for women over age 34 under part B (Supplementary Medical Insurance) of the Medicare program.

Amends the National Environmental Policy Act of 1969 to require the Council on Environmental Quality to promulgate regulations governing the implementation of such Act by Federal agencies, to include requirements for notification procedures for, and public review and cost-effective preparation and dissemination of, environmental impact statements.

Authorizes the President, on behalf of the Congress, to present a gold medal to Laurance Spelman Rockefeller in recognition of his leadership on behalf of natural resource conservation and historic preservation. Older Americans Long-Term Care Insurance Act of 1989 - Title I: Tax Provisions Related to Long-Term Care Insurance - Amends the Internal Revenue Code to require that, for the purpose of determining the income tax liability of issuers of qualified long-term insurance, the contracts be treated as accident or health insurance. Applies this provision to policies covering at least 12 consecutive months of necessary diagnostic, preventive, therapeutic, rehabilitative, or personal care services that are provided in a setting other than an acute care unit of a hospital. Requires policies issued after 1989 to be reinsured by the Federal National Long-Term Care Reinsurance Corporation, if the Corporation is incorporated when the policy is issued. Directs the Secretary of Health and Human Services to: (1) submit to the Congress before 1991 a study on long-term insurance policies; and (2) report annually to the Congress regarding the certification of qualified long-term care insurance. Treats qualified long-term care insurance as accident or health insurance and its benefits as benefits for personal injuries or sickness for purposes of determining appropriate tax exclusions for employer contributions or employee benefits. Excludes from gross income: (1) distributions or payments from individual retirement plans that are used during the year to pay the premiums for qualified long-term care coverage of individuals aged 59 1/2 or older; and (2) amounts received upon surrender, cancellation, or exchange of a life insurance contract and used during the year to pay the premiums for qualified long-term care insurance. Title II: Federal National Long-Term Care Reinsurance Corporation - Federal National Long-Term Care Reinsurance Corporation Act - Authorizes the Secretary to provide for the incorporation of the Federal National Long-Term Care Reinsurance Corporation (not an agency or establishment of the U.S. Government). Requires the Corporation to confine its activities to reinsuring insurance companies for extraordinary loss in the issuance or payment of qualified long-term care insurance benefits. Directs the Corporation to report annually to the President and to the Congress regarding its activities.

Directs the heads of Federal departments or agencies which hold or receive records and information which have or could possibly have been correlated to U.S. personnel listed as prisoners of war or missing in action in World War II and the Korean and Vietnam conflicts to publicly disclose such records and information, except where such disclosure would compromise national security. Requires the Department of Defense to publicly disclose a complete list of such personnel including those killed in action (body not returned) in such hostilities with each service member's current classification as well as any changes in such classification occurring during or after such hostilities.

Benjamin Franklin Memorial Fire Service Bill of Rights Act - Title I: Minting of Benjamin Franklin National Memorial Commemorative Coin - Benjamin Franklin National Memorial Commemorative Coin Act - Provides for the sale of Benjamin Franklin commemorative coins at a surcharge of which 25 percent shall be paid to the Benjamin Franklin National Memorial and the remainder be distributed in specified percentages to the National Fire Center and Museum Account, the National Hero Scholarship Account, the Firefighter's Tuition Assistance Account, the Hazardous Materials Response Computer Account, the In Search of Excellence Research and Education Account, and the Burn Research Grant Account of the Firefighter Assistance Trust Fund (Fund). Prohibits the issuance of such coins from resulting in any net cost to the Federal government. Title II: Fire Service Bill of Rights - Fire Service Bill of Rights Act - Amends the Federal Fire Prevention and Control Act of 1974 to establish a fire service bill of rights. Establishes the National Fire Center and Museum in the District of Columbia to provide information about the fire service and safety to the public and fire services. Funds such museum exclusively through the Fund. Establishes a National Hero Scholarship to fund the higher education of the children or spouse of a deceased firefighter. Establishes a scholarship providing tuition assistance to firefighters for higher education in fire safety or protection. Authorizes the Administrator of the United States Fire Administration to use amounts in the In Search of Excellence Research and Education Account of the Fund to fund other specified programs under the Fire Prevention and Control Act of 1974. Establishes the Firefighters Assistance Trust Fund. Places the National Academy for Fire Prevention and Control within the United States Fire Administration. Directs the Administrator to use funds from the Hazardous Materials Response Computer Account of the fund to procure computer equipment for fire services that want such equipment. Directs the Administrator to make a grant from the Burn Research Grant Account of the Fund to one national firefighter's burn foundation dedicated to reducing burn injuries. Requires the Administrator to prepare and make available to State fire marshals, upon request, a manual describing Federal procedures for disposing of surplus property and highlighting how fire services could obtain such property. Directs the Administrator to distribute to such marshals information on the infectious diseases to which firefighters are particularly vulnerable.

Declares that it is the policy of the United States to recognize Brazil's sovereign authority in the Amazon and that the United States should adopt a policy to encourage and support conservation efforts initiated by Brazil to protect the Amazon forest. Declares that the United States should redouble its efforts to address development within its own borders in an environmentally sound and sustainable manner.

Social Security Disabled Worker Incentives Act of 1989 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to provide that individuals shall not be considered to have engaged in substantial gainful activity for disability benefit eligibility purposes unless their earnings exceed the amount persons of retirement age may earn without incurring a reduction in OASDI benefits.

Requires the President to appoint, by and with the advice and consent of the Senate, one additional judgeship for the Northern District of Illinois. Provides for the conversion of an existing temporary judgeship. Requires the President to appoint, by and with the advice and consent of the Senate, one additional district judge for the Central District of Illinois and one additional district judge for the Southern District of Illinois. Limits the refilling of future vacancies in such districts.

Earthquake Hazards Reduction Act of 1977 Amendments Act - Amends the Earthquake Hazards Reduction Act of 1977 to give to the Federal Emergency Management Agency the responsibility to lead the National Earthquake Hazards Reduction Program. Revises: (1) the duties of the Director of the Agency; (2) Program objectives; (3) research elements required in the Program, including specifying that research includes basic and applied research; and (4) mitigation elements required in the Program. Sets forth the public education and planning and response elements of the Program. Requires the establishment within the U.S. Geological Survey of a Center for the International Exchange of Earthquake Information. Establishes within the U.S. Geological Survey an Earthquake Investigations Program to learn lessons which can be applied to reduce the loss of lives and property in future earthquakes. Increases the authorization of appropriations to the National Institute of Standards and Technology for responsibilities under the Act. Authorizes appropriations to the U.S. Geological Survey for earthquake investigations under this Act.

Comprehensive Urban Transportation Act of 1989 - Establishes a strategic urbanized program for providing assistance for the Federal-aid highway systems in urbanized areas with populations of 50,000 or more for projects designed to help reduce traffic congestion and traffic flow problems. Directs the Secretary of Transportation to: (1) apportion funds authorized for expenditure under the program according to specified guidelines based on population; and (2) require that projects be selected by the State highway department of each State. Allows up to 25 percent of the amount apportioned in a fiscal year to a State under the program to be transferred for other specified uses if requested by the State highway department and approved by the Governor of such State and the Secretary as being in the public interest. Directs the Secretary to set aside $300,000,000 for discretionary projects. Sets forth criteria which must be met before a State may obtain funding. Specifies factors which the Secretary shall consider in selecting projects, including: (1) project cost; (2) traffic congestion levels; (3) importance of a project to a congestion relief planning effort; and (4) impact of a project on economic development. Specifies that the Federal share shall not exceed 50 percent of the cost of any project. Authorizes appropriations. Authorizes the use of such funds for public transportation, railway-highway crossings, carpool and vanpool projects, bicycle transportation and pedestrian walkways, and research and planning.

Federal Reserve Reform Act of 1989 - Amends the Federal Reserve Act to direct the Federal Open Market Committee to meet and consult with the Secretary of the Treasury, the Director of the Office of Management and Budget, and the chairman of the Council of Economic Advisors during certain periods related to the submission of: (1) certain reports by the Board of Governors to the Congress; and (2) the President's budget for the coming fiscal year. Changes the term of office of the Chairman of the Board of Governors of the Federal Reserve System from four years to the period ending on January 31 of the first calendar year beginning after the end of the term of the President who appointed the Chairman expires. Provides that in the event of the absence or unavailability of the chairman, the vice chairman (or in the vice chairman's absence, another member of the Board) may be designated acting chairman. Provides that the vice chairman shall perform the duties of the chairman until a successor takes office if a vacancy occurs in the office of the chairman. Provides that in the case of vacancies in both offices chairman and vice chairman, the member of the Board with the most years of service shall perform the duties of the chairman until a successor takes office. Requires each change in the intermediate targets for monetary policy adopted by the Federal Open Market Committee to be disclosed to the public on the date of adoption. Defines "intermediate targets" as any policy objectives regarding monetary aggregates, credit aggregates, prices, interest rates, or bank reserves. Repeals provisions which exempt from Comptroller General audit any transactions made under the direction of the Federal Open Market Committee and deliberations, decisions, or actions on monetary policy by the Federal Reserve Board and Federal Reserve banks. Requires the estimated expenditures and receipts and proposed appropriations for the Board to be submitted to the President by October 16 each year and included, unchanged, in the annual Federal budget submitted by the President to the Congress.

Declares it is in the interests of the United States to support efforts to protect South Pacific marine resources (including albacore tuna, porpoises, whales, seals and other marine mammals, birds, sea turtles, and fish) from the slaughter of driftnet fishing. Supports the Tarawa Declaration and the South Pacific Commission resolution calling for an immediate ban on driftnet fishing in the South Pacific. Urges the Secretary of State to work toward an international convention banning driftnet fishing in the South Pacific. Urges Japan and Taiwan to immediately cease the use of driftnets in international South Pacific waters.

Amends the Federal Aviation Act of 1958 to prohibit any person from acquiring any voting securities of a major air carrier or person who controls a major air carrier, if such acquisition constitutes 15 percent or more of the voting securities, unless such person complies with specified requirements under the Act and the Secretary of Transportation has not disapproved the acquisition. Requires the Secretary to disapprove an acquisition if he or she finds that: (1) it is likely to weaken the acquired person financially; (2) the intent of the acquired person is to make a major reduction of the air carrier; (3) the acquisition would result in a non-U.S. citizen having control over the air carrier; or (4) the acquiring person is not providing the documentary material and information required by the Secretary to make a decision regarding such acquisition.

Coal Industry Health Benefit Stabilization Act of 1989 - Authorizes the transfer of surplus assets from a coal industry pension plan to a coal industry health benefits plan, under specified conditions, without certain adverse effects in tax treatment under the Internal Revenue Code. Obliges specified employers to continue to contribute to multiemployer coal industry health benefits plans. Provides that nothing in this Act shall diminish or adversely affect any cause of action of such a plan, or its board of trustees, against an employer for contributions based on a collective bargaining agreement between the employer and a labor organization which is a settlor of the plan. Directs the United Mine Workers of America and the Bituminous Coal Operators' Association to report by February 1, 1994, on the effect of this Act on the delivery of retiree health benefits in the bituminous coal industry.

Global Environmental Standards Reporting Act - Directs the Environmental Protection Agency to report annually to the Congress on: (1) environmental laws in major trading countries, including members of the Organization for Economic Cooperation and Development, Brazil, Mexico, South Korea, and Taiwan; (2) progress in compliance with such laws in such countries and the United States; and (3) governmental financial assistance, including tax incentives, grants, and low interest loans to industry to achieve compliance with such laws.

Expresses the sense of the Congress that in determining the allocation of foreign assistance the Department of State should: (1) weigh heavily the persecution, torture, and execution of innocent Somalis by the armed forces of Siad Barre; and (2) insist upon significant improvements in human rights as a precondition to the resumption of foreign assistance to Somalia.

Authorizes the Secretary of Agriculture to make grants to aid businesses unable to secure credit and create jobs in rural areas. Amends the Consolidated Farm and Rural Development Act to increase annual water and waste facility assistance limits. Authorizes the Secretary to provide water and waste facilities loans to specified rural entities. Authorizes the Farm Credit System to provide loans and other financial assistance to rural sewer and water projects. Establishes in the Farmers Home Administration a national rural waste water circuit rider grant program. Amends the Rural Electrification Act of 1936 to establish: (1) a technical assistance unit; and (2) an Assistant Administrator for Economic Development. Amends the Consolidated and Rural Development Act to authorize a rural business development grant program. Directs the Secretary to establish within the National Agricultural Library a National Rural Assistance Information Clearinghouse. Treats a rural county experiencing specified population reduction as a labor surplus area.

Prohibits the Environmental Protection Agency (EPA) from enforcing, during the 12-month period following the enactment of this Act, its underground petroleum storage tank financial responsibility regulations promulgated pursuant to the Solid Waste Disposal Act with respect to certain underground tank owners. Permits enforcement after such period if the Administrator of the EPA determines that such enforcement would not impose an unjust economic burden on the owners. Requires the Administrator to conduct a study for the purpose of identifying the principal economic difficulties associated with compliance by underground tank owners with EPA technical standards for such tanks. Directs the Administrator to report the results of such study to specified congressional committees. Amends the Solid Waste Disposal Act to: (1) delete the requirement that regulations under such Act include provisions for compensation of third parties for injury and property damage caused by accidental releases from underground storage tanks; and (2) reduce financial responsibility requirements for specified underground petroleum storage tanks.

Assault Weapon Crime Act of 1989 - Provides for enhanced penalties for the possession or use of certain semiautomatic center fire firearms with ammunition clip capacity of eight or more rounds or pump action or semiautomatic short-barrelled shotguns during a crime of violence or a drug trafficking crime.

Railroad Reorganization Public Interest Protection Act - Amends the Federal bankruptcy code to mandate that in any railroad reorganization scheme (except with respect to rolling stock equipment) the public interest in continued rail service must be considered by the court and the trustee in addition to the interests of debtors, creditors, and equity security holders.

Farm Animal and Research Facilities Protection Act of 1989 - Amends the Food Security Act of 1985 to make it unlawful to disrupt or damage a farm animal facility, its animals, or property. Sets forth penalties for violations of this Act. Allows the Secretary of Agriculture to investigate such offenses. Grants U.S. district courts jurisdiction in such cases. Provides for a private right of action.

Designates October 27, 1989, as National Hostage Awareness Day in recognition of the 42d birthday of Terry Anderson and his fifth year in captivity. States that efforts should be made to have such date declared International Hostage Day by the United Nations. States that all Federal and international agencies should increase efforts to secure the release of the remaining hostages in Lebanon. Calls for prayer on such date for the release of all U.S. and foreign hostages in Lebanon.

Disadvantaged Minority Health Improvement Act of 1989 - Title I: Health Promotion and Disease Prevention for Minorities - Subtitle A: Programs for Minorities Generally - Amends the Public Health Service Act (PHSA) to provide for the establishment of an Office of Minority Health. Authorizes the Secretary of Health and Human Services to make grants and contracts for research, training, education, epidemiological studies, and data collection with respect to the prevention and control among minority groups of diseases or other adverse health conditions. Authorizes appropriations. Directs the Secretary to administer provisions of the PHSA in cooperation with specified types of individuals, agencies, and organizations. Directs the Secretary to make grants or contracts for new and innovative programs in health information and health promotion, preventive health services, and education in the appropriate use of health care, specifically targeted at improving the health status of disadvantaged minorities. Authorizes appropriations. Subtitle B: Programs for American Samoa - Directs the Secretary to make grants or contracts for health promotion and disease prevention services for American Samoans living in the continental United States and the State of Hawaii. Authorizes appropriations. Title II: Disadvantaged Minorities in Health Professions - Subtitle A: Health Professions Generally - Requires that the Federal capital contribution and the school contribution to a student loan fund under existing provisions be used only for making loans to individuals from disadvantaged backgrounds. Authorizes appropriations. Authorizes the Secretary to make grants to health professions schools for scholarships to full-time students who are members of underrepresented minority groups and are from disadvantaged backgrounds. Authorizes appropriations. Directs the Secretary to establish a loan repayment program to assure an adequate supply of health professionals who are members of underrepresented minority groups and from disadvantaged backgrounds. Requires that loan recipients agree to accept a full-time faculty appointment at certain schools for at least two years. Authorizes appropriations. Subtitle B: Nursing - Authorizes the Secretary to make grants to schools of nursing for scholarships for full-time students who are members of underrepresented minority groups and from disadvantaged backgrounds. Authorizes appropriations. Directs the Secretary to establish a loan repayment program for full-time students in their final year of study who are members of underrepresented minority groups and from disadvantaged backgrounds. Requires that loan recipients agree to accept a full-time faculty appointment at certain schools for at least two years. Authorizes appropriations. Title III: Coordination of Federal Expenditures for Health Programs of Trust Territories of the Pacific Islands - Directs the Secretary to establish the Pacific Basin Health Services Council to monitor the need for health services and health professions development in the Pacific Basin and to establish priorities for the expenditure of public health funds in the Pacific Basin. Defines Pacific Basin to mean the federated States of Micronesia, the Republic of Palau, the Republic of the Marshall Islands, the Commonwealth of the Northern Mariana Islands, Guam, and American Samoa. Requires the Council to give first priority in expending funds to continuing a specified medical officer training program. Authorizes appropriations.
