Community College Energy Training Act of 2009 - Directs the Secretary of Energy, in coordination with the Secretary of Labor, to create a program awarding grants to community colleges to provide workforce training and education in sustainable energy industries and practices, such as: (1) alternative energy; (2) energy efficient construction, retrofitting, and design; (3) sustainable energy technologies; (4) water and energy conservation; (5) recycling and waste reduction; and (6) sustainable agriculture and farming. Requires at least one-half of the grant funds to be awarded to community colleges with existing sustainability programs leading to certificates or degrees in one or more of the industries or practices listed above.

Directs the Secretary of Transportation to promulgate a rule: (1) to improve the daytime and nighttime visibility of agricultural equipment operating on public roads; and (2) that establishes minimum lighting and marking standards for such equipment. Requires the Secretary to review and revise such standards at least once every five years to reflect the latest edition of the American National Standards Institute (ANSI)/American Society of Association Executives (ASAE) S279 standard published by the American Society of Agriculture and Biological Engineers entitled "Lighting and Marking of Agricultural Equipment on Highways".

Community Restoration and Revitalization Act of 2009 - Amends the Internal Revenue Code relating to the building rehabilitation tax credit to: (1) allow an increased 30% credit for projects involving $7.5 million or less in rehabilitation expenditures; (2) allow rehabilitated buildings used for lodging to qualify for such credit; (3) establish a 50-year placed-in-service requirement for non-historic rehabilitated buildings; (4) allow such credit for certain tax-exempt use property; (5) provide for the transferability of such credit; (6) increase the energy efficiency tax credit allowed to rehabilitated buildings; and (7) exempt from taxation refunds attributable to state historic tax credits.

National Forest Roadless Area Conservation Act - Identifies roadless areas within the National Forest System set forth in specified maps as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character. Authorizes the Forest Service to modify such maps for the sole purpose of improving their accuracy or inclusiveness. Requires any substantial modification of those maps to be made through the national forest management planning process and documented in an environmental impact statement.

Social Security COLA Fix for 2010 Act - Authorizes an increase of $150 in Social Security benefits for one month in 2010 to compensate for the lack of a cost-of-living adjustment for that year. Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to require an annual adjustment in the OASDI contribution and benefit base regardless of whether a cost-of-living increase in benefits has occurred.

Commemorates the lives and work of Jesuit Fathers Ignacio Ellacuria, Ignacio Martin-Baro, Segundo Montes, Amando Lopez, Juan Ramon Moreno, Joaquin Lopez y Lopez, and housekeeper Julia Elba Ramos and her daughter Celina Mariset Ramos who were executed by members of the Salvadoran Army on November 16, 1989, at the University of Central America Jose Simeon Canas (UCA) in San Salvador, El Salvador. Extends sympathy to their families, friends, colleagues, and religious communities. Recognizes the continuing academic, spiritual, and social contributions of the UCA. Commends the 28 Jesuit colleges and universities in this country for their solidarity with the UCA and annual remembrances of the Jesuit martyrs. Continues to find inspiration in the lives and work of the Jesuit martyrs. Remembers the seminal reports by Chairman John Joseph Moakley and the Speaker's Special Task Force on El Salvador in investigating the murders. Acknowledges the role played by the Speaker's Special Task Force, Congressman John Joseph Moakley, the Jesuit leadership of the UCA, and the Salvadoran judicial investigation and convictions in advancing negotiations to end the war so that the deaths of the Jesuits and two laywomen contributed directly to achieving the peace to which they had dedicated their lives. Calls upon the people of this country, schools, and churches to participate in local, national, and international events commemorating the 20th anniversary of their deaths. Recognizes that despite significant post-war progress, social and economic hardships persist among many sectors of Salvadoran society. Calls upon our government to support and work with the El Salvadoran government and other public, private, nongovernmental, and religious organizations in efforts to reduce poverty and hunger and promote educational opportunity, human rights, the rule of law, and social equity for Salvadorans.

Fiscal Year 2010 Federal Aviation Administration Extension Act - Amends the Internal Revenue Code to extend through December 31, 2009: (1) excise taxes on aviation fuels and air transportation of persons and property; and (2) the expenditure authority for the Airport and Airway Trust Fund. Authorizes appropriations through the three-month period beginning on October 1, 2009, for airport improvement program (AIP) projects, including project grant authority. Extends through December 31, 2009, various airport development projects, including: (1) the pilot program for passenger facility fees at nonhub airports; (2) small airport grants for airports located in the Marshall Islands, Micronesia, and Palau; (3) state and local airport land use compatibility projects; (4) the authority of the Metropolitan Washington Airports Authority to apply for an airport development grant and impose a passenger facility fee; (5) the temporary increase to 95% in the government share of certain AIP project costs; and (6) Midway Island airport development. Extends through FY2010 the authorization of appropriations for agreements the Sectrary of Transportation makes for assistance under the small community air service development program. Extends through December 31, 2009, Department of Transportation (DOT) insurance coverage for domestic and foreign-flag air carriers. Allows further extension through March 31, 2010. Extends through March 31, 2010, air carrier liability limits for injuries to passengers resulting from acts of terrorism. Extends through December 31, 2009, certain competitive access assurance requirements for large or medium hub airport sponsors applying for AIP grants. Extends through FY2010 the termination date of any order issued by the Secretary with respect to the eligibility of certain places for essential air service compensation. Extends through the three-month period beginning on October 1, 2009, the authorization of appropriations for: (1) Federal Aviation Administration (FAA) operations; (2) air navigation facilities and equipment; and (3) research, engineering, and development.

Energy and Water Research Integration Act - Directs the Secretary of Energy, in carrying out energy research, development, and demonstration programs of the Department of Energy (DOE), to: (1) seek to advance energy and energy efficiency technologies and practices that would minimize freshwater withdrawal and consumption, increase water use efficiency, and utilize nontraditional water sources with efforts to improve the quality of that water; (2) consider the effects climate change may have on water supplies and quality for energy generation and fuel production; and (3) improve understanding of the energy required to provide water supplies and the water required to provide reliable energy supplies throughout the United States. Requires the Secretary to incorporate specified considerations, including: (1) new advanced cooling technologies for energy generation and fuel production technologies; (2) innovative water reuse, recovery, and treatment in energy generation and fuel production; and (3) reduction of water resource impacts of fossil fuel resource development. Directs the Secretary, in coordination with other relevant federal agencies, to establish an Energy-Water Architecture Council to promote and enable improved energy and water resource data collection, reporting, and technological innovation. Requires the Council to: (1) adopt data collection and communication standards and protocols for the energy required to provide water supplies and the water required to provide reliable energy supplies; (2) make improvements to federal water use data to increase understanding of trends in power plant water use; (3) integrate existing monitoring networks to provide nationally uniform water and energy use and infrastructure data; and (4) conduct an annual technical workshop to facilitate information exchange among experts on technologies that encourage the conservation and efficient use of water energy.

Education Assistance to Realign New Eligibilities for Dependents (EARNED) Act of 2009 - Allows any former member of the Armed Forces who has 20 years of active-duty service as of any date between September 30, 2011, and ending July 31, 2009, including at least 90 days of such service after September 10, 2001, and is honorably discharged to transfer to their dependents any remaining entitlement to educational assistance under the post-9/11 veterans' educational assistance program.

Salmon Solutions and Planning Act - Directs the Secretary of Commerce to enter into an arrangement with the National Academy of Sciences for scientific analysis of federal salmon recovery efforts, including a review of Snake River dam removal (Washington state) and other actions necessary to achieve recovery of endangered or threatened salmon and steelhead populations of the Columbia and Snake River Basin. Directs: (1) the Secretary of Transportation (DOT) to conduct a peer-reviewed analysis of which rail, highway, and Columbia River barge infrastructure improvements would be necessary to ensure a cost-effective and efficient transportation system for shippers who currently use barge transportation between Lewiston, Idaho, and the confluence of the Snake and Columbia Rivers and who would be unable to do so if the four lower Snake River dams were removed; (2) the Secretary of Energy (DOE) to conduct a peer-reviewed analysis of options to replace the power currently generated by such dams if they were removed; (3) the Army Corps of Engineers to analyze riverfront revitalization and restoration opportunities and costs in the event of such removal; and (4) the Secretary of the Interior, acting through the Bureau of Reclamation, to conduct a peer-reviewed analysis of the options and costs regarding any needed modifications to affected irrigation systems, cooling systems, and private wells if the dams were removed. Sets forth the congressional determination that the Secretary of the Army may remove the four lower Snake River dams. Directs the Secretary to reevaluate and update the U.S. Army Corps of Engineers' Final Lower Snake River Juvenile Salmon Migration Feasibility Report/Environmental Impact Statement (February 2002) pursuant to new information.

Family Farm Preservation and Conservation Estate Tax Act - Amends the Internal Revenue Code to: (1) exclude from the gross estate the value of property used by a decedent and the decedent's family as a farm for farming purposes and certain qualified conservation easements; and (2) impose a recapture tax if such farmland is sold outside the decedent's family or is no longer used for farming purposes or if a qualified conservation easement is likewise sold or used in violation of the terms of such easement.

Timely Due Process for People with Disabilities Act of 2009 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to direct the Commissioner of Social Security to: (1) establish time frames, within specified limits, to ensure timely disability determinations; and (2) establish a program for the monitoring of disability determinations in reconsideration.

Close the SILO/LILO Loophole Act of 2009 - Amends the Internal Revenue Code to: (1) impose a 100% excise tax on any income or benefits received from a SILO (sale-in/lease-out) or LILO (lease-in/lease-out) transaction involving a financial institution and a public entity; and (2) deny a tax deduction for attorney fees or other costs incurred by a party to a SILO or LILO transaction seeking to enforce the terms of such transaction.

Amends the National Flood Insurance Act of 1968 to prohibit the Director of the Federal Emergency Management Agency (FEMA) from updating a flood plain area or a flood risk zone in a geographic area that meets the following conditions: (1) the area is intended to be protected by a levee that the Army Corps of Engineers determines has a design deficiency; (2) the entity responsible for the repair of such levee has implemented a repair plan that has been developed by the Corps or a professional licensed engineer and approved by the Corps or FEMA, that is based on sufficient and reasonably current design data that accurately reflects the condition of such levee and other flood protection facilities in the area, that will provide protection from the 1% annual chance flood for the area, and that includes an adequate financing mechanism; and (3) each state or local government with jurisdiction over any portion of the geographic area has implemented a surveillance and operations plan to provide for timely alerts and immediate remedial action when significant underseepage or potential failure occurs, has an evacuation plan, and has implemented an outreach and communication plan to advise occupants of potential flood risks, the opportunity to purchase flood insurance, and the consequences of failure to purchase insurance. Exempts a geographic area if the Director: (1) determines that the area is protected by a system that provides protection from the 1% annual chance flood; or (2) has suspended the updating of flood plain areas or flood risk zones in such area in accordance with this Act for seven consecutive years.

Airline Safety and Pilot Training Improvement Act of 2009 - Requires the Administrator of the Federal Aviation Administration (FAA) to establish the FAA Task Force on Air Carrier Safety and Pilot Training to evaluate best practices in the air carrier industry and make recommendations on specified matters. Directs the FAA Administrator to conduct a rulemaking proceeding to require air carriers to: (1) provide flight crewmembers with ground training and flight training to recognize and avoid or recover from a stall or an upset of an aircraft; and (2) establish remedial training programs for flight crewmembers who have demonstrated performance deficiencies or experienced failures in the training environment. Requires the FAA Administrator to convene a multidisciplinary panel of specialists to study and report to the FAA Administrator on methods to increase the familiarity of flight crewmembers with stick pusher systems and certain weather events. Requires the Secretary of Transportation to report annually to Congress and the National Transportation Safety Board (NTSB) on NTSB air carrier safety recommendations made to and adopted or refused by the Secretary. Directs the FAA Administrator to establish an electronic pilot records database of pertinent information in FAA, air carrier, and other records that an air carrier shall access and evaluate before allowing an individual to begin service as a pilot. Requires the FAA Administrator to issue a specified final rule regarding flight crewmembers and aircraft dispatchers training programs. Requires the Inspector General of the Department of Transportation (DOT) to review and report to the FAA Administrator on FAA aviation safety inspectors and operational research analysts. Directs the FAA Administrator to conduct a rulemaking proceeding to require air carriers to: (1) establish flight crewmember mentoring programs; (2) develop methods for ensuring that flight crewmembers have proper qualifications and experience; and (3) implement a safety management system. Directs the Comptroller General to study and report to Congress on flight schools, flight education, and academic training requirements for pilot certification. Requires the FAA Administrator to report to specified congressional committees on certain voluntary safety programs. Directs the FAA Administrator to develop a plan to facilitate the establishment of an aviation safety action program (ASAP) and a flight operational quality assurance (FOQA) program by all air carriers. Treats as an unfair or deceptive trade practice for any ticket agent, air carrier, foreign air carrier, or other person to sell tickets for a flight on an air carrier without disclosing the name of the air carrier providing each flight segment before the purchase of the ticket. Requires the FAA Administrator to issue regulations to: (1) limit the number of flight and duty time hours allowed for pilots to address pilot fatigue problems; as well as (2) require air carriers to develop for FAA approval fatigue risk management plans. Directs the FAA Administrator to study and report to Congress on aviation industry best practices with regard to flight crewmember pairing and crew resource management techniques.

Lowering Oil Price Speculation for Infrastructure Dedicated to Economic Development Act of 2009 or the LOPSIDED Oil Prices Act of 2009 - Amends the Internal Revenue Code to: (1) impose an excise tax on transactions in oil futures and options, to be paid by the trading facility on which the transactions occur or the buyer of the transactions; (2) require withholding of such tax; and (3) deposit revenues from the tax into the Highway Trust Fund. Exempts from such tax certain commercial oil traders and bona fide hedging transactions.

US and the World Education Act - Amends the Department of Education Organization Act to require the Deputy Assistant Secretary for International and Foreign Language Education to: (1) assist the Secretary of Education in administering this Act's grant program; and (2) develop an international education research repository and make it available to states and local educational agencies (LEAs). Directs the Secretary, acting through the Deputy Assistant Secretary, to award competitive grants to LEAs, or partnerships between LEAs and private organizations or institutions of higher education that provide their LEA partners with funding, to promote international education in elementary and secondary schools. Requires each grantee to use: (1) one-half of its grant on enhancing international education within core curricula, such as by increasing teacher competency; and (2) the other half on providing supplemental international education services outside of normal instruction hours. Directs the Secretary to conduct a biennial independent evaluation of such international education programs.

Expresses the sense of the House of Representatives that: (1) high school students should spend at least one week in September of their senior year learning about the U.S. Constitution, as knowledge of this country's founding document is critical to being an effective citizen; and (2) upon reaching voting age, high school seniors should demonstrate their understanding of the rights and responsibilities of citizenship by petitioning the government on an issue of importance to them.

Older Driver and Pedestrian Safety and Roadway Enhancement Act of 2009 - Directs the Secretary of Transportation to implement a roadway safety enhancement program for older drivers and pedestrians to: (1) improve roadway safety infrastructure in states that is consistent with recommendations of the Federal Highway Administration (FHWA) in the "Highway Design Handbook for Older Drivers and Pedestrians"; and (2) achieve significant reductions in roadway fatalities and serious injuries among drivers and pedestrians 65 years old or older on all public roads. Sets forth project eligibility requirements and project identification and selection priorities. Requires the Secretary to finalize revision of the Handbook for publication. Amends the Safe, Accountable, Flexible, Efficient Transportation Act: A Legacy for Users (SAFETEA-LU) to repeal its program for roadway safety improvements for older drivers and pedestrians. Requires the Secretary to: (1) appoint a Special Assistant for Older Driver and Pedestrian Safety within the Office of the Secretary; and (2) establish national goals for increasing driver, passenger, and pedestrian safety for persons 65 years old or older. Requires the Secretary to revise the manual on uniform traffic control devices to include a standard for a minimum level of retroreflectivity for pavement markings on all public roads.

Alzheimer's Breakthrough Act of 2009 - Authorizes appropriations for conducting and supporting research on Alzheimer's disease in FY2010-FY2014. Amends the Public Health Service Act to require the Director of the National Institute on Aging to: (1) give priority to conducting and supporting Alzheimer's disease research; (2) increase the emphasis on the need to conduct Alzheimer's disease prevention trials within the National Institutes of Health (NIH); (3) ensure that Alzheimer's disease is maintained as a high priority for NIH's neuroscience initiative; and (4) conduct and support cooperative clinical research regarding Alzheimer's disease. Requires the Director to conduct research related to: (1) the early detection, diagnosis, and prevention of Alzheimer's disease and its potential precursors; (2) early onset Alzheimer's disease and related dementias; (3) the relationship of vascular disease and Alzheimer's disease; and (4) interventions designed to help caregivers and improve patient outcomes. Authorizes the Director to establish a National Alzheimer's Coordinating Center to facilitate collaborative research among the Alzheimer's Disease Centers and Alzheimer's Disease Research Centers. Expands the research of Alzheimer's Disease Centers to include outcome measures and disease management. Directs the Secretary of Health and Human Services (HHS) to convene a National Summit on Alzheimer's Disease. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct activities related to risk factors and early recognition of Alzheimer's disease and other dementias. Requires the Secretary, acting through the Administration on Aging, to award a cooperative grant for the establishment and operation of an Alzheimer's Call Center. Extends and expands demonstration projects relating to Alzheimer's disease.

Asian Carp Prevention and Control Act - Amends the Lacey Act to add the bighead carp of the species Hypophthalmichthys nobilis to the list of injurious species that are prohibited from being shipped or imported into the United States.

Berry Amendment Extension Act - Amends the Homeland Security Act of 2002 to prohibit the Secretary of the Department of Homeland Security (DHS) from procuring specified covered items directly related to national security interests (including clothing, tents, or natural fiber products) that are not grown, reprocessed, reused, or produced in the United States, except to the extent satisfactory quality and sufficient quantity of any such product cannot be procured as and when needed. Makes additional exceptions for: (1) procurements by vessels in foreign waters; (2) emergency procurements; and (3) purchases for amounts not greater than the simplified acquisition threshold ($100,000). Requires the Secretary to post a notification that an exception has been applied not later than seven days after the award of the contract. Directs the Secretary to ensure that: (1) each member of DHS's acquisition workforce who regularly participates in textile acquisition receives training on this Act's requirements; and (2) any such training includes comprehensive information on such requirements. Makes this Act inapplicable to the extent that it is inconsistent with U.S. obligations under an international agreement.

Expresses support for: (1) the goals and ideals of Fragile X Awareness Day; (2) raising awareness and educating the public about fragile X syndrome and associated disorders; and (3) increased funding for research into the causes, treatment, and cure for fragile X syndrome. Applauds efforts to encourage awareness, promote research, and provide education, support, and hope to those impacted by fragile X syndrome. Recognizes the commitment of those dedicated to finding an effective treatment and cure. Urges physicians, health care providers, and specialists, with respect to the syndrome and related disorders, to: (1) learn the clinical signs and symptoms; (2) use diagnostic, developmental screening, and surveillance modalities for detection; (3) test individuals exhibiting signs of developmental delay or an autism spectrum disorder to determine the status of their FMR1 gene; (4) gain a full understanding of the genetic implications and make appropriate referrals to a geneticist or genetic counselor; and (5) provide diagnosed patients with supplemental information. Encourages health insurance entities to provide full coverage for screening technologies, appropriate follow-up referrals, and genetic counseling services. Recommends that the National Institutes of Health (NIH) and related member institutes fully implement the research plan on fragile X syndrome and associated disorders developed by the Trans-NIH Fragile X Research Coordinating Group and Scientific Working Groups.

Telephone Excise Tax Repeal Act of 2009 - Amends the Internal Revenue Code to repeal the excise tax on communication services (i.e., local telephone service, toll telephone service, and teletypewriter exchange service).

Trade Reform, Accountability, Development, and Employment Act of 2009 or the TRADE Act of 2009 - Directs the Comptroller General to: (1) review biennially certain free trade agreements (including Uruguay Round Agreements) between the United States and foreign countries to evaluate their economic, environmental, national security, health, safety, and other effects; and (2) report on them to the Congressional Trade Agreement Review Committee (established by this Act), including analyses of specified aspects of each agreement and certain information about agreement parties, such as whether the country has a democratic form of government, respects certain core labor rights and fundamental human rights, protects intellectual property rights, and enforces environmental laws. Declares that implementing bills of new trade agreements shall not be subject to expedited consideration or special procedures limiting amendment, unless such agreements include certain standards with respect to: (1) labor; (2) human rights; (3) environment and public safety; (4) food and product health and safety; (5) provision of services; (6) investment; (7) procurement; (8) intellectual property; (9) agriculture; (10) trade remedies and safeguards; (11) dispute resolution and enforcement; (12) technical assistance; (13) national security; and (14) taxation. Requires the President to submit to Congress a plan for the renegotiation of existing trade agreements to bring them into compliance with such standards. Establishes a Congressional Trade Agreement Review Committee. Expresses the sense of Congress that certain processes for U.S. trade negotiations should be followed when Congress considers legislation providing special procedures for implementing bills of trade agreements.

School-Based Health Clinic Establishment Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to award grants for the cost of operating school-based health clinics (SBHCs) to provide comprehensive primary health services during school hours to children and adolescents by health professionals. Requires SBHCs to: (1) provide services to children and adolescents for whom parental or guardian consent has been obtained; (2) provide on-site access during the academic day when school is in session and have an established network of support and access to services with backup health providers when the school or SBHC is closed; and (3) comply with federal, state, and local laws concerning patient privacy and student records. Allows the Secretary to: (1) give preference to applicants who demonstrate an ability to serve populations of children and adolescents that have historically demonstrated difficulty in accessing health and mental health services; and (2) waive certain requirements under this Act for no more than two years. Requires the Secretary to establish a program to provide technical and other assistance to SBHCs.

Authorizes the Federal Energy Regulatory Commission (FERC), at the request of the project licensee, and after reasonable notice, in accordance with specified good faith, due diligence, and public interest requirements and FERC procedures, to extend for up to three consecutive two-year periods the time period during which the licensee must commence construction of hydroelectric project numbered 12187 (in Illinois). Authorizes FERC to reinstate the license, effective as of its expiration date, if the existing period required for commencement of construction has expired before enactment of this Act.

Bill to Underwrite Increased Lending to Domestic (BUILD) Manufacturing Act or BUILD Manufacturing Act - Expresses the sense of Congress that the President should use all available powers to encourage financial institutions that are in receipt of federal financial support to immediately increase lending to the domestic manufacturing sector. Establishes within the Treasury the Manufacturing Loan Guarantee Program, headed by the Administrator of the Term Asset-Backed Securities Loan Facility (established by the Board of Governors of the Federal Reserve System), to guarantee loans made by depository institutions to U.S. manufacturing companies. Prohibits any such loan from equaling or exceeding 1.5 times the gross net worth of the company receiving the loan. Allows a company to have more than one guaranteed loan, within aggregate dollar limits. Authorizes the Administrator to adjust Program loan guarantee percentages in order to maximize lending and to minimize default rates of participating manufacturers. Expresses the sense of Congress that the Administrator should encourage participating depository institutions to focus on lending to small- and medium-sized manufacturers.

Statutory Pay-As-You-Go Act of 2009 - Requires the Congressional Budget Office (CBO), as soon as practicable after Congress completes action on any Pay-As-You-Go (PAYGO) legislation, to provide an estimate of its budgetary effects to the Office of Management and Budget (OMB). Requires OMB to maintain and make publicly available a document containing a PAYGO ledger and, within seven days (excluding weekends and legal holidays) after the enactment of any PAYGO legislation, record on such ledger its estimate of the legislation's budgetary effects in each fiscal year, applying the look-back and averaging requirements of this Act. Exempts from the requirements of this Act any PAYGO legislation designated as an emergency requirement by the President and enacted by Congress. (Requires OMB to display the budgetary effects of such legislation as an addendum in the document containing the PAYGO ledger but not record the budgetary effects in it.) Requires OMB: (1) to make publicly available an annual PAYGO report and publish a notice of it in the Federal Register, including information on how it can be obtained; and (2) if such report shows a debit on the PAYGO ledger for the budget year, to prepare and the President to issue a sequestration order for submission to Congress. Prescribes requirements for calculating a sequestration for certain nonexempt and Medicare mandatory programs. Sets forth a special temporary rule to address the scoring of legislation affecting current policy for: (1) payments made under title XVIII (Medicare) of the Social Security Act for physician services; (2) the Estate and Gift Tax and the Alternative Minimum Tax (AMT) under the Internal Revenue Code; and (3) provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 or the Jobs and Growth Tax Relief and Reconciliation Act of 2003 that amended the Code extending middle-class tax cuts for individuals (or provisions in later statutes further amending such amendments). Makes such rule effective through December 31, 2010, or, in specified circumstances, until December 31, 2011. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to modify the assumptions used to calculate the baseline. Requires: (1) temporary mandatory funding and tax provisions related to major natural or man-made disasters to be assumed to expire on schedule, and discretionary funding for them to not be projected; and (2) the baseline to include a disaster allowance that is not designated as mandatory or discretionary and is not allocated to any congressional committee. Amends the Gramm-Rudman-Hollings Act to specify additional Social Security, veterans, Tier I Railroad Retirement benefits and other programs and activities exempt from a sequestration order as well as certain economic recovery programs.

Voter Confidence and Increased Accessibility Act of 2009 - Amends the Help America Vote Act of 2002 (HAVA) to revise requirements for the audit capacity of voting systems, particularly those for a permanent paper record. Requires the voting system to require the use of an individual, durable, voter-verified paper ballot of the voter's vote that shall be marked and made available for inspection by the voter before the voter's vote is cast and counted, and which shall be counted by hand or read by an optical scanner or other counting device. Requires the voting system to provide the voter with an opportunity to correct any system-made error in the voter-verified paper ballot before it is permanently preserved. Requires each paper ballot used to be: (1) suitable for a manual audit; and (2) counted by hand in any recount or audit conducted with respect to any federal election. Sets forth a special rule for treatment of disputes when paper ballots have been shown to be compromised. Requires the Director of the National Science Foundation (NSF) to make grants to eligible entities to study, test, and develop accessible ballot voting, verification, and casting mechanisms and devices and best practices to enhance the accessibility of paper ballot voting and verification mechanisms for individuals with disabilities, for voters whose primary language is not English, and for voters with difficulties in literacy. Specifies additional voting system requirements and prohibitions. Requires the NSF Director to make grants to eligible entities to conduct research on the development of election-dedicated voting system software. Makes available additional funding to enable states to meet the costs of the requirements imposed by this Act. Provides for complaints to the Attorney General by persons aggrieved by violations of HAVA. Requires each state to administer audits of federal election results, without advance notice to the precincts selected, consisting of random hand counts of the voter-verified paper ballots. Makes an exception from this requirement for elections in which the winning candidate had no opponent or received 80% or more of the vote total. Prescribes requirements for determination of the number of ballots counted under the audit. Prescribes the process for administering audits. Requires the Election Auditor of a state, as soon as practicable after the completion of an audit, to submit the results to the Election Assistance Commission (EAC) for publication. Prohibits certification of the results of any election until completion of audits. Provides for payments to states for the costs of conducting audits. Exempts from this Act any election for which a recount under state law will commence before certification of the election results. Repeals the EAC's exemption from certain federal government contracting requirements.

Supports the designation of Home Safety Month. Recognizes the contributions of: (1) home safety related nonprofit organizations; and (2) the Home Safety Council for introducing www.MySafeHome.org to help adults identify the dangers present in and around the home, and for promoting the Hands on Home Safety Campaign. Encourages adults, parents, and caregivers to take greater actions to reduce unintentional injuries and educate themselves on the importance of home safety. Encourages: (1) manufacturers to develop innovative safety products and features to help lessen the number of home injuries and accidents; and (2) local and national government leaders to support funding for critical home safety education programs.

Automobile Dealer Economic Rights Restoration Act of 2009 - Prohibits an automobile manufacturer (manufacturer) in which the federal government has an ownership interest, or which receives loans from the federal government, from depriving an automobile dealer (dealer) of its economic rights. Requires the manufacturer to honor those rights as they existed for Chrysler LLC and General Motors Corporation dealers prior to the commencement of the bankruptcy cases of each corporation, including dealer rights to recourse under state law. Requires the appropriate manufacturer to restore the franchise agreement between the dealers and Chrysler LLC or General Motors that was in effect prior to the commencement of their respective bankruptcy cases, and to take assignment of such agreements. States that nothing in this Act is intended to make null and void the transfer of substantially all the assets of such corporations.
