PFAS Federal Facility Accountability Act of 2018 This bill requires the federal government, on the request of a state, to cooperate with the state to address drinking water, surface water, ground water, sediment, or soil contaminated from a perfluorinated compound released from a federal facility or a former federal facility. A perfluorinated compound means a perfluoroalkyl substance, or a polyfluoroalkyl substance, that is man made and contains at least one fully fluorinated carbon atom. Within a year, the Environmental Protection Agency must determine whether to designate perfluorinated compounds as hazardous substances.

Land and Water Conservation Authorization and Funding Act This bill amends the Land and Water Conservation Fund Act of 1965 to make permanent the authorization for the Land and Water Conservation Fund (LWCF). The bill eliminates the requirement that the funds which are deposited into the LWCF remain in there until appropriated by Congress to carry out the purposes of the LWCF. Funds deposited into the LWCF may be spent without being subject to the appropriations process. These funds are in addition to amounts made available by the Gulf of Mexico Energy Security Act of 2006 or otherwise appropriated from the LWCF. The President shall submit to Congress detailed account, program, and project allocations as part of the President's annual budget submission. At least 1.5% of the annual authorized funds shall be used for projects that secure recreational public access to existing federal public land for hunting, fishing, and other recreational purposes.

No NATO Withdrawal Act This bill prohibits the use of funds to withdraw the United States from the North Atlantic Treaty Organization (NATO). The Department of Defense shall report to Congress regarding: NATO forces committed to operations in which the United States participates and the number of NATO forces killed in the previous year during such operations, U.S. readiness to fill vacated NATO positions resulting from a U.S. withdrawal from NATO, and a description of NATO members' defense spending levels.

Restore Our Parks and Public Lands Act This bill establishes the National Park Service and Public Lands Legacy Restoration Fund and requires 50% of all energy development revenues for FY2019-FY2023 to be deposited into such fund. Amounts deposited in the fund must not exceed $1.3 billion for any fiscal year and must be used for meeting high-priority deferred maintenance needs of the National Park Service.

This bill amends the Trade Expansion Act of 1962 to require congressional approval for a presidential adjustment of an import due to a national security threat. Specifically, the bill requires the President to submit a proposal to Congress, which Congress may approve by a joint resolution. Under current law, the President determines whether any adjustment of an import is necessary, and must submit to Congress the reasons for any action taken or not taken. The bill retroactively applies to any proposed action made two years before enactment of this bill. In general, any rate of duty modification occurring in the time period two years before enactment of this bill and the date before enactment of this bill must revert to the previous rate.

Medicare Home Health Flexibility Act This bill establishes circumstances under which an occupational therapist may conduct an initial or comprehensive assessment for an individual who is eligible for home health services under Medicare. Specifically, an occupational therapist may conduct the assessment if the physician's referral order does not include skilled nursing care but does include: (1) occupational therapy, and (2) physical therapy or speech language pathology.
