Regulations From the Executive in Need of Scrutiny Act of 2015 States that the purpose of this Act is to increase accountability for and transparency in the federal regulatory process by requiring Congress to approve all new major regulations. Revises provisions relating to congressional review of agency rulemaking to require a federal agency promulgating a rule to include in its report to Congress and to the Comptroller General a classification of the rule as a major or nonmajor rule. Requires a joint resolution of approval of major rules to be enacted before such rules may take effect. Provides that if a joint resolution of approval is not enacted by the end of 70 session days or legislative days, as applicable, after the agency proposing the rule submits its report on such rule to Congress, the major rule shall be deemed not to be approved and shall not take effect. Permits a major rule to take effect for one 90-calendar day period without such approval if the President determines it is necessary because of an imminent threat to health or safety or other emergency, for the enforcement of criminal laws, for national security, or to implement an international trade agreement. Sets forth the congressional approval procedure for major rules and the congressional disapproval procedure for nonmajor rules. Requires the introduction of a joint resolution addressing a report classifying a rule as a major rule within three legislative days in the House of Representative and three session days in the Senate. Prohibits any amendments to such a joint resolution at any stage of the legislative process. Provides for expedited consideration of a joint resolution of approval and requires a vote on such resolution in the Senate within 15 session days after it is reported by the committee to which it was referred, or after such committee has been discharged from further consideration of the resolution. Allows a court to review whether an agency has completed the necessary requirements under this Act for a rule to take effect. Limits the effect of a joint resolution of approval of a major rule. Prohibits an agency from allowing a major rule to take effect without the congressional review procedures set forth in this Act. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to provide that any congressional approval procedure set forth in this Act affecting budget authority, outlays, or receipts shall be assumed to be effective unless it is not approved in accordance with this Act.

Support Making Assessments Reliable and Timely Act or the SMART Act Amends subpart 1 (Accountability) of part A of title VI of the Elementary and Secondary Education Act of 1965 to revise the program allotting grants to states to develop and administer state academic content and achievement standards and assessments of student progress toward those standards. Requires each state to use such grant to: develop and administer such assessments and further align them with the state's academic content standards, ensure that students with limited English proficiency and disabled students are provided with appropriate accommodations to improve their inclusion in the assessments, develop state assessment systems aligned to content standards that support systems of continuous improvement, support local educational agencies (LEAs) in identifying uses of assessment data, and carry out certain other activities to improve the quality and use of state assessments. Revises the program awarding competitive grants to states to enhance assessment instruments. Requires each grantee that has not yet received a grant under such program to use the grant to: carry out audits of the state assessment system and ensure that LEAs carry out audits of local assessments; prepare and carry out a state plan, in coordination with LEAs, to improve and streamline state and local assessment systems; and award subgrants to LEAs to improve the quality and use of local assessments and their alignment with state academic content standards. Requires a state that has previously received such a grant to use a new grant to: carry out a state plan, in coordination with LEAs, to improve and streamline state and local assessment systems; and award subgrants to LEAs to improve the quality and use of local assessments and their alignment with state academic content standards. Directs the Secretary to provide technical assistance to states to improve their understanding of existing flexibility in the design and implementation of high-quality, streamlined state assessment systems to measure student progress toward state academic achievement standards. Reauthorizes appropriations for the National Assessment of Educational Progress and the revised subpart 1 grant programs.

Veterans Dog Training Therapy Act Directs the Secretary of Veterans Affairs (VA) to carry out a five-year pilot program to assess the effectiveness of addressing veterans' post-deployment mental health and post-traumatic stress disorder symptoms through the therapeutic medium of educating those veterans in the training and handling of service dogs for veterans with disabilities. Requires: (1) the Secretary to carry out the pilot program through contracts with appropriate nongovernmental entities located in close proximity to at least three but no more than five VA medical centers, and (2) each of those entities to be certified in the training and handling of service dogs and to have a training area that would be appropriate for use in educating veterans with mental health conditions in the art and science of service dog training and handling.

Human Trafficking Prevention, Intervention, and Recovery Act of 2015 Requires the Interagency Task Force to Monitor and Combat Trafficking to conduct a review that: (1) surveys federal and state activities to deter individuals from committing trafficking offenses and to prevent children from becoming trafficking victims; (2) surveys academic literature on deterring individuals from committing trafficking offenses, preventing children from becoming trafficking victims, and the commercial sexual exploitation of children; and (3) identifies best practices and strategies to deter such actions. Requires the Government Accountability Office (GAO) to report to Congress regarding: (1) federal and state law enforcement efforts to combat human trafficking in the United States, and (2) information on each relevant federal grant program. Amends the Trafficking Victims Protection Act of 2000 to authorize grants for programs that provide housing assistance to victims of trafficking.

Retired Pay Restoration Act Expresses the sense of Congress that military retired pay should not be reduced because a military retiree is also eligible for veterans' disability compensation awarded for a service-connected disability. Allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability (under current law, only a disability rated at 50% or more). Repeals provisions phasing in the full concurrent receipt of such pay through December 31, 2013. Makes eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay those individuals who were retired or separated from military service due to a service-connected disability.

Advancing Research for Neurological Diseases Act of 2015 Amends the Public Health Service Act to require the Centers for Disease Control and Prevention to: (1) enhance and expand infrastructure and activities to track the epidemiology of neurological diseases, including multiple sclerosis and Parkinson's disease; and (2) incorporate information obtained through those activities into a National Neurological Diseases Surveillance System. Requires the Department of Health and Human Services (HHS) to ensure that the System facilitates further research on neurological diseases. Requires HHS to provide for the collection and storage of information on neurological diseases, including the incidence, prevalence, and other information, to the extent practicable. Requires HHS to: (1) make information and analysis in the System available to federal agencies and to the public, including researchers; and (2) ensure that privacy and security protections applicable to the System are at least as stringent as the protections under the Health Insurance Portability and Accountability Act.

Authorizes the Secretary of Veterans Affairs (VA) to issue an order directing a VA employee to repay the amount, or a portion of the amount, of an award or bonus paid to the employee if: (1) the Secretary determines that such repayment is appropriate, and (2) the employee is afforded notice and an opportunity for a hearing. Makes the Secretary's repayment decisions final and unreviewable by any other agency or any court. Makes this Act applicable to awards or bonuses paid before, on, or after the date of this Act's enactment.

Ensuring Access to Clinical Trials Act of 2015 This bill amends the Improving Access to Clinical Trials Act of 2009 to repeal the sunset of, and so extend indefinitely, the exclusion from resources under titles XVI (Supplemental Security Income) and XIX (Medicaid) of the Social Security Act, for eligibility purposes, of compensation in the amount of the first $2,000 per year received by individuals who participate in clinical trials for rare diseases or conditions.

Fairness for High-Skilled Immigrants Act of 2015 Amends the Immigration and Nationality Act to: (1) eliminate the per country numerical limitation for employment-based immigrants, and (2) increase the per country numerical limitation for family based immigrants from 7% to 15% of the total number of family-sponsored visas. Amends the Chinese Student Protection Act of 1992 to eliminate the provision requiring the reduction of annual Chinese immigrant visas to offset status adjustments under such Act. Sets forth the following transition period for employment-based second and third preference (EB-2 and EB-3) immigrant visas: for FY2015, 15% of such visas allotted to natives of countries other than the two countries with the largest aggregate numbers of natives obtaining such visas in FY2011; for FY2016, 10% of such visas allotted in each category to natives of countries other than the two with the largest aggregate numbers of natives obtaining such visas in FY2012; and for FY2017, 10% of such visas allotted in each category to natives of countries other than the two with the largest aggregate numbers of natives obtaining such visas in FY2015. Sets forth the following per country distribution rules: (1) for transition period visas, not more than 25% of the total number of EB-2 and EB-3 visas for natives of a single country; and (2) for non-transition period visas, not more than 85% of EB-2 and EB-3 visas for natives of a single country. Provides that the amendments made by this Act will take place as if enacted on September 30, 2014, and shall apply beginning in FY2015.

Small Brewer Reinvestment and Expanding Workforce Act or the Small BREW Act Amends the Internal Revenue Code to reduce the rate of the excise tax on beer produced within or imported into the United States for brewers who produce not more than 6 million barrels of beer a year.

Clay Hunt Suicide Prevention for American Veterans Act or the Clay Hunt SAV Act Requires the Secretary of Veterans Affairs (VA) to arrange for an independent third party evaluation, to be conducted by September 30, 2018, and each fiscal year thereafter, of the VA's mental health care and suicide prevention programs. Directs the Secretary to survey the VA's websites and information resources to publish a website that serves as a centralized source to provide veterans with information regarding the VA's mental health care services. Requires the Secretary to carry out a three-year pilot program to repay the education loans relating to psychiatric medicine that are incurred by individuals who: are eligible to practice psychiatric medicine in the Veterans Health Administration (VHA) or are enrolled in the final year of a residency program leading to a specialty qualification in psychiatric medicine; demonstrate a commitment to a long-term career as a psychiatrist in the VHA; and agree to a period of two or more years of obligated service with the VHA in the field of psychiatric medicine. Limits the loan repayment to no more than $30,000 for each year an individual performs such obligated service. Directs the Secretary to establish a three-year pilot program at not less than five Veterans Integrated Service Networks (VISNs) to assist veterans transitioning from active duty and to improve the access of veterans to mental health services. Requires the pilot program at each VISN to include: (1) a community oriented veteran peer support network carried out in partnership with an entity that has experience in peer support programs, and (2) a community outreach team for each medical center in such VISN. Authorizes the Secretary to collaborate with nonprofit mental health organizations to prevent suicide among veterans. Requires the Secretary and any such organization to exchange training sessions and best practices. Directs the Secretary to select a VA Director of Suicide Prevention Coordination to undertake any collaboration with nonprofit mental health organizations. Extends for one year combat veterans' eligibility for VA hospital care, medical services, and nursing home care for illnesses that have not been medically proven to be attributable to their service, provided they: (1) were discharged or released from active duty between January 1, 2009, and January 1, 2011, and (2) did not enroll to receive such care during the five-year period of eligibility following their discharge or release.

Hire More Heroes Act of 2015 This bill amends the Internal Revenue Code to add a provision to exempt any employee with coverage under a health care program administered by the Department of Defense, including the TRICARE program, or by the Veterans Administration, from classification as an eligible employee of an applicable large employer for purposes of the employer mandate under the Patient Protection and Affordable Care Act to provide such employees with minimum essential health care coverage.

Veteran's I.D. Card Act Directs the Secretary of Veterans Affairs (VA) to issue a veteran's identification card to any veteran who requests such card and is neither entitled to military retired pay nor enrolled in the VA system of patient enrollment. Requires such card, among other things, to: (1) display their name and photograph, and (2) serve as proof that the veteran honorably served in the Armed Forces and has a DD-214 form or other official document in their personnel file that describes their military service. Directs the Secretary to charge a card fee. States that such card shall not serve as proof of entitlement to any benefits.

Protecting Volunteer Firefighters and Emergency Responders Act This bill amends the Internal Revenue Code to exclude services rendered by bona-fide volunteers providing firefighting and prevention services, emergency medical services, or ambulance services to a state or local government or a tax-exempt charitable organization from the category of services usually rendered by an employee of an applicable large employer subject to the mandate to provide minimum essential health care coverage under the Patient Protection and Affordable Care Act (PPACA), thus exempting such employers from PPACA requirements with respect to such volunteers. The bill defines "bona fide volunteer" as an employee of any government entity and any tax-exempt charitable organization whose only compensation is in the form of: (1) reimbursement for (or reasonable allowance for) reasonable expenses incurred in the performance of volunteer services, or (2) reasonable benefits (including length-of-service awards) and nominal fees customarily paid by similar entities for the services of volunteers.

Save American Workers Act of 2015 This bill amends the Internal Revenue Code to change the definition of "full-time employee" for purposes of the employer mandate to provide minimum essential health care coverage under the Patient Protection and Affordable Care Act from an employee who is employed on average at least 30 hours of service a week to an employee who is employed on average at least 40 hours of service a week.
