Parity in Animal Cruelty Enforcement Act or the PACE Act This bill amends the Animal Welfare Act to prohibit the sponsoring or exhibiting of animal fights involving live birds (such as cockfights). Under current law, the fights are unlawful only if they take place in states or U.S. territories or possessions that have banned it.

Young and Beginning Farmers Act This bill amends various agricultural laws to modify and establish programs to assist beginning farmers. The bill makes land trusts eligible for certain assistance under the Department of Agriculture (USDA) Agricultural Conservation Easement Program. In administering the program, USDA must prioritize an application for purchasing an easement that maintains agricultural viability, requires subsequent purchases to be at agricultural value, or both. The bill modifies several agricultural programs to: require the Farm Service Agency (FSA) to prequalify loan applicants, increase and index for inflation the limits on the amounts of USDA farm ownership loans, transfer jurisdiction of the Advisory Committee on Beginning Farmers and Ranchers to the FSA, establish an online customer self-service portal, reauthorize the Beginning Farmer and Rancher Development Program with increased mandatory funding and allow specified funds to be transferred for individual development accounts, reauthorize the Beginning Farmer and Rancher Individual Development Accounts Pilot Program, reauthorize the Farmers Market and Local Food Promotion Program with increased mandatory funding, and authorize grants for farm viability programs. The FSA must assign state coordinators to promote communication with beginning farmers or ranchers and increase their access to USDA programs. The General Services Administration may sell surplus farm equipment or property to socially disadvantaged, veteran, or beginning farmers and ranchers.

Domestic Violence Records Reporting Improvement Act of 2017 This bill amends the Crime Identification Technology Act of 1998 to require a state, as an eligibility condition to receive a grant under the National Criminal History Improvement Program, to provide to the National Instant Criminal Background Check System (NICS) a certain percentage of records related to domestic violence convictions and protection orders. Additionally, the bill amends the NICS Improvement Amendments Act of 2007 to waive the requirement for a state to certify, as an eligibility condition to receive a grant under the NICS Act Record Improvement Program (NARIP), that it has a relief from disabilities program, if the state's primary purpose for the NARIP grant is to improve access to domestic violence records in the NICS.

Dialysis Patient Access to Integrated-care, Empowerment, Nephrologists, Treatment, and Services Demonstration Act of 2017 or the Dialysis PATIENTS Demonstration Act of 2017 This bill establishes a demonstration program for the provision of integrated care to Medicare beneficiaries with end-stage renal disease (ESRD). Under the voluntary program, eligible participating providers may form organizations to offer ESRD integrated care models and serve as medical homes for program-eligible beneficiaries. Such a model: (1) shall cover medical and hospital services, other than hospice care, under Medicare; (2) must include benefits for transition into transplantation, palliative care, or hospice; and (3) may cover prescription drug benefits. An organization must offer at least one open network model but may also offer one or more preferred network models. An organization shall return savings achieved under the models to program-eligible beneficiaries. A beneficiary shall have the opportunity to: (1) opt out of the program, (2) make an assignment change into an open network model offered by a different organization, or (3) elect a preferred network model. The bill establishes requirements regarding: (1) benefits for program-eligible beneficiaries who are also eligible for Medicaid benefits, (2) program quality and reporting, (2) ESRD integrated care strategy, (3) program operation and scope, (4) beneficiary notification, and (5) payment. The Medicare Payment Advisory Commission must, before 2025, submit to Congress an interim report on the program.

Recognizes that prevention of mother-to-child transmission of HIV is critical to stopping the spread of HIV worldwide, and that the fight to eliminate pediatric HIV worldwide has been a priority for more than 13 years. Supports providing women with HIV counseling and testing services and scaling up pediatric treatment of HIV.

USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis, in recognition of their perseverance, bravery, and service. Following the award of the gold medal, it shall be given to the Indiana War Museum in Indianapolis, Indiana, where it will be displayed and made available for research. The bill expresses the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

This bill provides that the Department of Veterans Affairs per diem payment calculation for an entity receiving homeless veterans shelter grants for a homeless veteran who has care of a minor dependent while receiving services from such entity shall be the sum of the daily cost of care for the veteran plus, for each minor dependent, an amount that equals 50% of the veteran's daily cost of care.

Honest Ads Act This bill expands source disclosure requirements for political advertisements by (1) establishing that paid internet and paid digital communications may qualify as “public communications” or “electioneering communications” that may be subject to such requirements, and (2) imposing additional requirements relating to the form of such source disclosures and the information contained within. The bill also requires certain online platform companies to maintain publicly available records about qualified political advertisements that have been purchased on their platforms.

Financial Stability Oversight Council Improvement Act of 2017 This bill amends the Financial Stability Act of 2010 to require the Financial Stability Oversight Council, in determining whether a nonbank financial company shall be designated as systemically important and consequently be supervised by the Federal Reserve Board and subject to prudential standards, to consider the appropriateness of imposing such standards as opposed to other forms of regulation to mitigate identified risks to U.S. financial stability. Every five years, the council must, upon request by a nonbank financial company, reevaluate such a determination and hold a vote on whether to rescind it. The bill revises procedural requirements related to council determinations.

Reach Every Mother and Child Act of 2017 This bill directs the President to establish a five-year strategy to accelerate progress toward ending preventable child and maternal deaths within a generation and ensure healthy and productive lives for women and children. The U.S. Agency for International Development (USAID) shall: (1) identify target countries with the greatest need and the highest burden of preventable child and maternal deaths, and (2) designate a current USAID employee serving in the Senior Executive Service or at the level of a Deputy Assistant Administrator or higher to serve concurrently as the Senior Coordinator for Child and Maternal Survival.

This bill amends the Export-Import Bank Act of 1945 to revise the quorum requirement for the Board of Directors of the Export-Import Bank of the United States to require the lesser of three members or the number of members holding office on the board (currently, at least three members) for there to be a quorum.

This bill amends the federal criminal code to prohibit certain conduct with respect to any part or combination of parts that is designed and functions to increase the rate of fire of a semiautomatic rifle but does not convert the semiautomatic rifle into a machine gun. Specifically, it makes it a crime to manufacture, possess, or transfer such device: (1) in or affecting interstate or foreign commerce, or (2) that has been shipped or transported in interstate or foreign commerce. An individual who knowingly violates the prohibition is subject to criminal penalties—a fine, a prison term of up to five years, or both. Additionally, the U.S. Sentencing Commission must review and amend the sentencing guidelines and policy statements to provide an enhanced penalty if the device has been: (1) used, carried, or possessed during or in relation to a crime of violence or drug trafficking crime; or (2) unlawfully smuggled into or from the United States.

Medicare Home Health Flexibility Act of 2017 This bill establishes circumstances under which an occupational therapist may conduct an initial or comprehensive assessment for an individual who is eligible for home health services under Medicare. Specifically, an occupational therapist may conduct the assessment if the physician's referral order does not include skilled nursing care but does include: (1) occupational therapy, and (2) physical therapy or speech language pathology.

Recognize, Assist, Include, Support, and Engage Family Caregivers Act of 2017 or the RAISE Family Caregivers Act This bill directs the Department of Health and Human Services (HHS) to develop and make publicly available a National Family Caregiving Strategy that identifies recommended actions for recognizing and supporting family caregivers in a manner that reflects their diverse needs. HHS shall convene a Family Caregiving Advisory Council to advise the department on recognizing and supporting family caregivers. The council shall terminate after five years.

Carbon Capture Act This bill amends the Internal Revenue Code to extend and modify the tax credit for carbon dioxide (CO2) sequestration. The bill modifies the credit to: allow certain new industrial or direct air capture facilities to qualify for the credit if construction begins before 2024; allow qualified projects to claim the credit for 15 years, beginning on the date the equipment was originally placed in service; increase the credit amounts for certain projects placed in service upon or after the enactment of this bill; expand the purposes for which captured CO2 may be used; modify the requirements for the amount of CO2 that must be captured; specify that the 75 million metric ton cap on the CO2 that may qualify for the credit applies only to projects placed in service before the enactment of this bill; allow the credit to be transferred from the entity that owns and uses the capture equipment to the entity that disposes of or uses the CO2; and allow certain facilities that were placed in service after 2015 and have not previously claimed the credit to be treated as placed in service on the date of the enactment of this bill.

Policies to Address Tragic Injuries Enabled by Never events Thoroughly Act or the PATIENT Act This bill directs the Department of Veterans Affairs (VA), through the Veterans Health Administration (VHA), the National Surgery Office, and the National Center for Patient Safety, to develop: (1) a system-wide plan to decrease never events that incorporates technological tools; and (2) an operating room fire safety plan that requires the reporting of operating room fires, the inclusion of certain directives to mitigate fire-related risks, and a pilot project that tests new operating room fire safety technology at multiple VHA medical facilities. "Never event" means an event involving the delivery of (or failure to deliver) hospital care or medical services at a VA medical facility in which there is a serious error in patient care or services that is identifiable, usually preventable, and that indicates a deficiency in the safety and process controls with respect to the physician or medical facility involved. Such term includes operating room fires.

This bill allows Medicare Advantage organizations to include additional telehealth services as basic benefits in their annual bids beginning in plan year 2020. The bill also permits payment under Medicare for chronic care management services that use specified telecommunication technologies.

ARPA-E Reauthorization Act of 2017 This bill amends the AMERICA Competes Act to declare that the following categories of information collected by the Advanced Research Projects Agency-Energy (ARPA-E) from recipients of ARPA-E financial assistance awards are considered privileged and confidential and not subject to disclosure under the Freedom of Information Act: plans for the commercialization of technologies that have been developed under the award, investments provided to an awardee from third parties, additional financial support that the awardee plans to invest or has invested into the technology developed under the award or that the awardee is seeking from third parties, and revenue from the licensing or sale of new products or services resulting from the research that was conducted under the award. The bill reauthorizes the ARPA-E through FY2022.

Local Coverage Determination Clarification Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to revise the process by which Medicare administrative contractors (MACs) issue and reconsider local coverage determinations (LCDs) that: (1) are new, (2) restrict or substantively revise existing LCDs, or (3) are otherwise specified in regulation. (MACs are private insurers that process Medicare claims within specified geographic areas.) Before such an LCD may take effect, the MAC issuing the determination must, with respect to each geographic area to which the determination applies: publish online a proposed version of the determination and other specified, related information; convene one or more public meetings to review the draft determination, receive comments, and secure the advice of an expert panel; post online a record of the minutes from each such meeting; provide a period for submission of written public comments; and post online specified information related to the rationale for the final determination. Upon the filing of an applicable request by an interested party with regard to the reconsideration of a specified LCD, the MAC that issued the determination shall: provide specified information related to whether the determination failed to correctly apply qualifying relevant evidence, exceeds the scope of its intended purpose, fails to apply as intended, or is otherwise erroneous; preserve the determination, modify the determination, or rescind the determination in part; and make publicly available a written description of such action. An interested party may appeal a reconsideration decision to the Centers for Medicare & Medicaid Services (CMS). The CMS shall appoint a Medicare Reviews and Appeals Ombudsman to carry out specified duties with regard to LCDs.

Promoting Affordable Childcare for Everyone Act or the PACE Act This bill amends the Internal Revenue Code, with respect to the tax credit for expenses for household and dependent care services necessary for gainful employment (known as the Child and Dependent Care Tax Credit), to: (1) make the credit refundable, (2) increase the rate for the credit, and (3) require the dollar amounts for such credit to be adjusted for inflation after 2017. The bill also increases the amount of employer-provided dependent care assistance which may be excluded from the gross income of an employee and requires the increased exclusion amount to be adjusted for inflation after 2018.

Fairness for Korean DMZ Veterans Act of 2017 This bill provides a presumption of herbicide exposure as the service-connected cause of certain diseases notwithstanding that there is no evidentiary record of any such disease during a veteran's service period. The bill defines a "veteran" for purposes of this bill as an individual who, during active military, naval, or air service, served in or near the Korean demilitarized zone during the period beginning on September 1, 1967, and ending on August 31, 1971. The bill specifies such a disease as: (1) a listed disease that becomes manifest, or (2) any additional disease that the Department of Veterans Affairs determines warrants a presumption of service-connection by reason of a positive association with herbicide exposure and that manifests itself within a prescribed period.

Industrial Hemp Farming Act of 2017 This bill limits the regulation of industrial hemp and research hemp under the Controlled Substances Act (CSA). Specifically, the bill excludes industrial hemp and research hemp from the definition of marijuana under the CSA. The Drug Enforcement Administration may conduct administrative inspections of places where industrial hemp or research hemp is produced, stored, distributed, or used.

Improve Access to Care for Our Female Veterans Act This bill instructs the Department of Veterans Affairs (VA) to strengthen the environment and oversight of the care inspections process by: expanding the list of requirements that facility staff inspect for compliance with the women's health handbook of the Veterans Health Administration (VHA), ensuring that all patient care areas of VA medical facilities are inspected as required, clarifying the roles and responsibilities of VA medical facility staff responsible for identifying and addressing compliance, and establishing a process to verify that the noncompliance information reported by such facilities to the VHA central office is accurate and complete. To improve care for women veterans, the VA shall monitor women veterans' access to sex-specific care services (mammography, maternity care, and gynecology) under community care contracts.

Streamlining Income-driven, Manageable Payments on Loans for Education Act or the SIMPLE Act This bill requires the Department of Education to establish and implement a process for automatically recertifying a borrowers' income to determine eligibility for a loan discharge due to permanent and total disability under the Federal Family Education Loan Program. In addition, the bill establishes a process for enrolling a delinquent borrower in federal student loan repayment in an income-driven repayment plan.

This bill directs the Department of Transportation (DOT) to establish in the National Highway Traffic Safety Administration an Automated Driving System Cybersecurity Advisory Council. The council shall undertake information gathering activities, develop technical advice, and present best practices or recommendations to DOT regarding cybersecurity for the testing, deployment, and updating of automated driving systems for motor vehicles with respect to supply chain risk management, interactions with Information Sharing and Analysis Centers and Information Sharing and Analysis Organizations, and a framework for identifying and implementing recalls of motor vehicles or equipment. A "highly automated vehicle" is defined as a motor vehicle (excluding a commercial motor vehicle) equipped with an automated driving system. An "automated driving system" is defined as the hardware and software that are collectively capable of performing the entire dynamic driving task on a sustained basis, regardless of whether such system is limited to a specific operational design domain.

529 Opening Paths To Invest in Our Nation's Students Act or the 529 OPTIONS Act This bill amends the Internal Revenue Code to allow distributions from qualified tuition programs (known as 529 plans) to be used for certain expenses associated with registered apprenticeship programs. The bill expands the definition of "qualified higher education expenses" for which tax-free distributions are allowed to include: (1) books, supplies, and equipment required for the enrollment or attendance of a designated beneficiary in an apprenticeship program registered and certified with the Department of Labor; (2) child care at a licensed day care center, and transportation, in connection with such enrollment or attendance; and (3) costs associated with obtaining an industry certification or other credential in connection with an apprenticeship program.

Designating Each Car's Automation Level Act or the DECAL Act This bill requires the Department of Transportation (DOT) to: complete research to determine the most cost effective method and terminology for informing consumers about the capabilities and limitations of each highly automated vehicle or each vehicle that performs partial driving automation; and determine whether such information includes terminology as defined by SAE International in Recommended Practice Report J3016 (published September 2016) or alternative terminology. After completion of such research, DOT shall initiate a rulemaking proceeding to require manufacturers to inform consumers about such information. The bill defines: (1) a "highly automated vehicle" as a motor vehicle, other than a commercial motor vehicle, that is equipped with an automated driving system; and (2) an "automated driving system" as the hardware and software of a vehicle that are collectively capable of performing the entire dynamic driving task on a sustained basis, regardless of whether such system is limited to a specific operational design domain.

Advancing Care for Exceptional Kids Act or the ACE Kids Act This bill amends title XIX (Medicaid) of the Social Security Act to establish a state Medicaid option to provide for medical assistance with respect to coordinated care provided through a health home (i.e., a designated provider or team of health-care professionals) for children with medically complex conditions. A state shall make payments for such health-home services regardless of whether they are provided through a fee-for-service or managed-care system. For an initial period of eight fiscal-year quarters, the federal matching rate applicable to such payments shall be increased by 20 percentage points, not to exceed 90%. A state that exercises this option shall specify its methodology for determining payment and evaluating quality of care, in accordance with requirements established by the bill. In addition, the state must meet specified requirements regarding hospital referrals, out-of-state providers, education and outreach, data collection, and reporting. The Centers for Medicare & Medicaid Services must issue guidance on best practices for using out-of-state providers to provide care to children with medically complex conditions. The Medicaid and Children's Health Insurance Program (CHIP) Payment and Access Commission must report to Congress and to the Department of Health and Human Services on specified matters related to children with medically complex conditions.

Hizballah International Financing Prevention Amendments Act of 2017 This bill amends the Hizballah International Financing Prevention Act of 2015 to impose specified sanctions on: (1) foreign persons that knowingly assist in or provide support for fund raising or recruitment activities for Hizballah; (2) agencies of foreign governments that provide Hizballah with financial support, arms, or other assistance (export license requirements are included in addition to sanctions if such government is a state sponsor of terrorism); and (3) Hizballah, including by reason of Hizballah's significant transnational criminal activities. The bill expresses the sense of Congress that sanctions should be placed on financial institutions that serve Lebanese government officials affiliated with Hizballah. The Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 is amended to sanction foreign financial institutions that facilitate efforts by Iran or the Islamic Revolutionary Guard Corps to aid Hizballah. The bill prescribes reporting requirements or reporting modifications with respect to: (1) foreign persons that knowingly assist or provide significant financial, material, or technological support for foreign persons assisting Hizballah; (2) financial institutions that are owned or organized under the laws of state sponsors of terrorism; (3) Hizballah's racketeering activities; (4) combating illicit tobacco trafficking networks used by Hizballah and other foreign terrorist organizations to finance their operations; (5) the estimated net worth of senior Hizballah officials and how these funds were acquired and used; and (6) countries that support Hizballah or in which Hizballah maintains important logistics networks or financial networks and steps such countries are taking to disrupt such networks.

Wounded Officers Recovery Act of 2017 This bill authorizes the Capitol Police Board to make payments from the United States Capitol Police Memorial Fund to employees of the U.S. Capitol Police who have sustained serious line-of-duty injuries. The board is required to issue specific regulations governing the fund's use for making such payments. These regulations shall ensure that the payments are in addition to, and do not otherwise affect, other forms of compensation payable to the employee, including worker's compensation benefits. The bill requires amounts received by the board in response to the shooting incident at the practice for the Congressional Baseball Game for Charity on June 14, 2017, to be deposited into the fund.

Protecting Access to Diabetes Supplies Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to modify provisions relating to Medicare's competitive acquisition program (through which rates are set through a competitive bidding program rather than by an established fee schedule) with respect to diabetic testing strips. Specifically, the bill requires the Centers for Medicare & Medicaid Services (CMS) to: use specified data to determine whether a bid satisfies certain requirements related to volume of coverage with respect to such products, reject a bid if the bidder does not demonstrate its ability to furnish such products in a manner consistent with its bid, and establish a process to monitor the extent to which an entity continues to cover the product types included in its bid. The CMS may terminate a contract if it determines that an entity, for reasons other than product discontinuation or market-wide shortage, fails to maintain ready access to such products included its bid. In addition, the bill specifies that an entity furnishing such products to beneficiaries under the program: (1) must furnish to each beneficiary a brand of strips that is compatible with the beneficiary's home blood glucose monitor, (2) may not attempt to influence or incentivize a beneficiary to switch the brand of either type of product, and (3) must contact and receive a request from a beneficiary no more than 14 days prior to dispensing a refill to the beneficiary.

Veteran Education Empowerment Act This bill requires the Department of Veterans Affairs to make grants to institutions of higher education (IHEs) or consortia of IHEs for the establishment, maintenance, improvement, and operation of veteran student centers. A veteran student center is a dedicated space on a campus that provides students who are veterans or members of the Armed Forces with: (1) a lounge or meeting space for themselves, their spouses or partners, and veterans in the community; (2) a centralized office for veteran services that serves as a single point of contact to coordinate veterans support services; and (3) comprehensive academic and tutoring services to veterans.

Harry W. Colmery Veterans Educational Assistance Act of 2017 This bill revises education and related benefits provided to veterans, service members, dependents, and survivors. The bill amends the Post-9/11 veterans' educational assistance program to: remove certain time restrictions on program use; increase assistance for reservists, guardsmen, dependents, and surviving spouses and dependents; provide full eligibility for Post-9/11 Purple Heart recipients and certain reservists and guardsmen; provide an extra academic years' worth of benefits for STEM (science, technology, engineering, or mathematics) degree candidates; establish a five-year pilot program for high technology courses; restore eligibility for service members whose school closes in the middle of a semester; authorize funding to improve claims processing; permit assistance to be used at certain institutions that are not institutions of higher education; and pro-rate the housing stipend for reservists called to active duty. The bill authorizes the Edith Nurse Rogers STEM Scholarship to help veterans complete STEM degrees. The Yellow Ribbon program is extended to Fry Scholarship recipients (surviving dependents of service members who died on active duty) and certain Purple Heart recipients. (The Yellow Ribbon program helps veterans pay for higher education tuition and fee costs not covered by the Post-9/11 program.) The bill: (1) extends the Advisory Committee on Education, (2) increases survivors' and dependents' educational assistance, and (3) extends funding for state educational program approving agencies.

Voting Rights Amendment Act of 2017 This bill amends various provisions of the Voting Rights Act of 1965, including by: (1) expanding the types of actions that would justify a court retaining jurisdiction to prevent a state or political subdivision from using new devices to limit the right to vote; and (2) imposing notice requirements on a state or political subdivision that makes changes to voting procedures, polling-place resources, or district boundaries. The bill also changes the calculation for determining whether a state or political subdivision is subject to preclearance requirements (i.e., requirements for certain jurisdictions to receive preapproval from the Department of Justice or the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights).

Renewable Chemicals Act of 2017 This bill amends the Internal Revenue Code to allow a business-related tax credit for the production of renewable chemicals. The bill defines "renewable chemical" as any chemical that: (1) is produced in the United States from renewable biomass; (2) is sold or used for the production of chemical products, polymers, plastics, or formulated products or as chemicals, polymers, plastics, or formulated products; (3) has a biobased content of not less than 95%; (4) is the product of, or reliant upon, biological or thermal conversion of renewable biomass; (5) is not sold or used for the production of any food, feed, or fuel; and (6) is not a combination of certain specified renewable chemicals. The bill also allows a tax credit for investment in renewable chemical production facilities. The bill requires the Department of the Treasury to establish a program to allocate renewable chemical tax credit amounts to eligible taxpayers and imposes an aggregate limit on the amount of credits that may be allocated to not more than $500 million during the 5-year period after enactment of this bill.

Recognizes National Eating Disorders Awareness Week. Recognizes the rate at which individuals are affected by eating disorders and the inadequate rate at which such individuals seek treatment. Acknowledges that eating disorders can be successfully treated and that individuals with eating disorders can and do recover.

Nuclear Waste Policy Amendments Act of 2017 This bill amends the Nuclear Waste Policy Act of 1982 to direct the Department of Energy (DOE) to initiate a program to consolidate and temporarily store commercial spent nuclear fuel during the development, construction, and operation of a permanent nuclear waste repository. The bill addresses federal land withdrawal and related management issues, including the permanent withdrawal of specific federal land for repository use by DOE, updating the Nuclear Regulatory Commission licensing process and conditions for the repository, and limiting activities relating to developing a separate defense waste repository used for storing high-level radioactive waste and spent nuclear fuel derived from the atomic energy defense activities of DOE. DOE may enter into agreements to provide benefits to state, local, and Tribal governments that might host or be affected by facilities related to storing nuclear waste. The bill revises the method by which DOE funds its nuclear waste management activities though the collection and usage of the Nuclear Waste Fund.

Calls for an end to the dog and cat meat industry. Urges the governments of China, South Korea, Vietnam, Thailand, the Philippines, Indonesia, Cambodia, Laos, India, and all other nations to: (1) adopt and enforce laws banning the dog and cat meat trade, (2) increase efforts to prevent any leather or fur byproducts of such trade from entering international markets, and (3) use their food safety laws to crack down on the sale of dog and cat meat. Affirms the U.S. commitment to the protection of animals and to advancing the progress of animal protection around the world. Urges executive branch officials to include the dog and cat meat trade on the agenda for discussion with the officials of countries that have a dog or cat meat industry.

Sustainable Water Infrastructure Investment Act of 2017 This bill amends the Internal Revenue Code to exempt tax-exempt facility bonds for sewage and water supply facilities from the state volume caps on private activity bonds.

Susquehanna National Heritage Area Act This bill establishes the Susquehanna National Heritage Area in Pennsylvania. The Susquehanna Heritage Corporation is designated as the local coordinating entity for the area. The Corporation shall prepare and submit a management plan for the area.

Frederick Douglass Bicentennial Commission Act This bill establishes the Frederick Douglass Bicentennial Commission to study activities that may be carried out by the federal government to honor Frederick Douglass on the bicentennial anniversary of his birth, including: (1) the issuance of a postage stamp, (2) the convening of a joint meeting or joint session of Congress for ceremonies and activities relating to Frederick Douglass, (3) a rededication of the Frederick Douglass National Historic Site, and (4) the acquisition and preservation of related artifacts. By December 1, 2017, the commission must recommend appropriate activities in a final report to Congress.

This bill directs the United States Postal Service to issue and sell an Alzheimer's Disease Research Semipostal Stamp. Proceeds from the sale of the stamp must be transferred to the National Institutes of Health. The stamp must be made available to the public for six years.

Alzheimer's Caregiver Support Act This bill amends the Public Health Service Act to authorize the Department of Health and Human Services to make grants to public and nonprofit private health care providers to expand training and support services for families and caregivers of patients with Alzheimer's disease.

Outdoor Recreation Legacy Partnership Grant Program Act This bill directs the Department of the Interior to establish an outdoor recreation legacy partnership grant program under which Interior may award grants to eligible entities (the states, their political subdivisions, special purpose districts, and Indian Tribes) for projects to: (1) acquire land and water for parks and other outdoor recreation purposes, and (2) develop new or renovate existing outdoor recreation facilities. As a condition for receiving a grant, an eligible entity shall provide matching funds in cash or in kind equal to 100% of the amounts available under the grant. A grant recipient may use the grant to acquire land or water providing outdoor recreation opportunities to the public. A grant may also be used to develop or renovate outdoor recreational facilities, with priority given to projects that: create or significantly enhance access to park and recreational opportunities in an urban neighborhood or community; engage and empower underserved communities and youth; provide opportunities for youth employment or job training; establish or expand public-private partnerships; take advantage of coordination among various levels of government. Grant funds may not be used for specified costs, facilities, and activities, including the acquisition of lands or interests that restrict access to particular persons.

Volunteer Income Tax Assistance Permanence Act of 2017 This bill directs the Internal Revenue Service (IRS) to establish a Community Volunteer Income Tax Assistance Matching Grant Program to provide matching funds for the development, expansion, or continuation of tax preparation programs to assist low-income taxpayers and members of underserved populations. Unless otherwise provided by a specific appropriation, the IRS may not allocate more than $30 million per fiscal year (exclusive of costs of administering the program) for the program.

IDEA Full Funding Act This bill amends the Individuals with Disabilities Education Act to reauthorize and make appropriations for the grant program to assist states and outlying areas in providing special education and related services to children with disabilities. The bill sets the amount to be appropriated for each fiscal year from FY2018-FY2026 as the greater of: (1) a specified amount, or (2) a specified percentage of an amount determined pursuant to a formula that multiplies the number of children receiving special education services by the average per-pupil expenditure in public elementary and secondary schools. The bill appropriates funds for FY2027 and each subsequent fiscal year equal to the greater of a specified amount or 40% of the amount determined using such formula. Amounts appropriated shall be expended consistent with pay-as-you-go requirements.
