Ensuring Useful Research Expenditures is Key for Alzheimer's Act or the EUREKA Act This bill amends the Public Health Service Act to require the National Institutes of Health (NIH) to establish EUREKA prize competitions to achieve high-priority breakthroughs in Alzheimer's disease and dementia prevention, diagnosis, treatment, and care. The NIH must: (1) convene an advisory council of nongovernmental experts in Alzheimer's disease and dementia to develop the EUREKA prize competitions, and (2) appoint a panel of judges to evaluate submissions. The council and panel are not subject to the Federal Advisory Committee Act. Support for EUREKA prize competitions may be provided by private organizations and individuals.

United States Financial System Protection Act of 2016 This bill applies to transfers of funds to or from Iran, or for the direct or indirect benefit of an Iranian person or the government of Iran, for a specified period only, the existing authorization for U.S. depository institutions and registered brokers or dealers in securities to process such a funds transfer if the transfer arises from, and is ordinarily incident and necessary to give effect to, an underlying transaction that has been authorized by a specific or general license and does not involve debiting or crediting an Iranian account. The period of application shall be from on or after January 1, 2016, until the President certifies to the appropriate congressional committees that the government of Iran has ceased: supporting acts of international terrorism; and developing nuclear, biological, and chemical weapons and ballistic missiles and ballistic missile launch technology (and has dismantled existing ones). The requirements of this bill shall also apply to foreign financial institutions and registered brokers or dealers in securities if the funds to be transferred are denominated in U.S. dollars. The President may not, except for certain humanitarian purposes, issue any license under the International Emergency Economic Powers Act or take other action that permits a domestic or foreign depository institution or registered broker or dealer in securities to conduct an offshore U.S. dollar clearing system, or supply U.S. dollars for any such system conducted or overseen by a foreign government or financial institution, for transactions (including funds transfers) involving or for the benefit of the government of Iran or an Iranian person. The President may not rescind a preliminary draft rule or final rule authorizing designation of Iran as a jurisdiction of primary money laundering concern without first certifying to Congress that the government of Iran is no longer engaged in support for terrorism, pursuit of weapons of mass destruction, and any illicit and deceptive financial activities.

Nurturing and Supporting Healthy Babies Act or the NAS Healthy Babies Act This bill requires the Government Accountability Office (GAO) to report on neonatal abstinence syndrome (NAS), which results from a newborn's exposure to addictive opiate drugs while in the mother's womb. Specifically, the GAO shall report on: the prevalence of NAS, NAS treatment services for which coverage is available under state Medicaid programs, the settings and associated reimbursement methodologies for NAS treatment, the prevalence of utilization of various care settings under state Medicaid programs for NAS treatment, and any federal barriers to treating infants with NAS under state Medicaid programs. The GAO shall also report on its recommendations for improvements that will ensure access to NAS treatment under state Medicaid programs.

John Thomas Decker Act of 2016 This bill amends the Public Health Service Act to require the National Center for Injury Prevention and Control at the Centers for Disease Control and Prevention to report on the availability of information regarding prescription of opioids after youth sports injury, including information on opioid use and misuse, injury treatments that do not involve opioids, and treatment for opioid addiction. (Opioids are drugs with effects similar to opium, such as heroin and certain pain medications.) The report must determine the extent this information is available to teenagers and adolescents who play youth sports, their families, youth sports groups, and health care providers. Taking into consideration the findings of the report, the injury center must develop and disseminate such information.

Ensuring Access to General Surgery Act of 2016 This bill requires the Department of Health and Human Services (HHS) to study access by underserved populations to general surgeons, including whether the health professional shortage area designation under the National Health Service Corps program accurately assesses adequacy of access or whether another measure or designation would be more appropriate. HHS must consider potential methodologies for designating surgical health professional shortage areas.

Expresses the sense of Congress that: a durable resolution to the Israeli-Palestinian peace process can only come through direct, bilateral negotiations between Israel and the Palestinians; the U.N. cannot be a truly neutral arbiter of the Israeli-Palestinian conflict; and the United States should veto any U.N. Security Council resolution that inserts the Security Council into the peace process, unilaterally recognizes a Palestinian state, makes declarations concerning Israeli controlled territories, or dictates terms and a time line for the Israeli-Palestinian peace process.

Kevin and Avonte's Law of 2016 Missing Americans Alert Program Act of 2016 This bill amends the Violent Crime Control and Law Enforcement Act of 1994 to revise and rename the Missing Alzheimer's Disease Patient Alert Program as the Missing Americans Alert Program and to reauthorize it through FY2021. It directs the Department of Justice's (DOJ's) Bureau of Justice Assistance to award grants to state and local law enforcement or public safety agencies and nonprofit organizations to prevent wandering and locate missing individuals with dementia or developmental disabilities. DOJ must establish and certain grant recipients must comply with standards and best practices related to the use of tracking technology to locate missing individuals with dementia or developmental disabilities. The bill amends the Missing Children's Assistance Act to specify that, with respect to training and technical assistance provided by the National Center for Missing and Exploited Children, cases involving missing and exploited children include cases involving children with developmental disabilities such as autism.

Improving Safe Care for the Prevention of Infant Abuse and Neglect Act This bill amends the Child Abuse Prevention and Treatment Act to require the Department of Health and Human Services (HHS), through the national clearinghouse for information relating to child abuse, to maintain and disseminate information about the best practices relating to the development of plans of safe care for infants born affected by illegal substance abuse, withdrawal symptoms, or a Fetal Alcohol Spectrum Disorder. A state plan submitted to HHS for a grant to improve its child protective services system must certify that it has a state law or statewide program relating to child abuse and neglect that includes a plan of safe care for such an infant to ensure its safety and well-being following release from the care of healthcare providers. Annual state data reports shall include the total number of such infants for whom a plan of safe care was developed, and for whom referrals are made for appropriate services, including services for the affected family or caregiver. HHS shall monitor the compliance of each grant-receiving state with applicable current law requirements, including required state policies and procedures regarding care of such infants.

United States Semiquincentennial Commission Act of 2016 This bill establishes the United States Semiquincentennial Commission to plan, develop, and coordinate the commemoration of U.S. history leading up to the 250th anniversary of the founding of the United States. The Commission shall: (1) prepare an overall program for the commemoration; (2) plan, encourage, develop, and coordinate observances and activities commemorating the historic events associated with the Semiquincentennial; (3) emphasize the planning of events in locations of historical significance to the United States; and (4) give special emphasis to the role of persons and locations with significant impact on U.S. history beginning on the date of execution of the Declaration of Independence and to the ideas associated with that history. The Department of the Interior shall study and report to the Commission on appropriate actions that might be taken to further preserve and develop historic sites and battlefields to ensure that fitting observances and exhibits may be held at such sites during the celebration. The Federal Council on the Arts and the Humanities, the National Endowment for the Arts, the National Endowment for the Humanities, the Library of Congress, the Smithsonian Institution, and the National Archives shall cooperate with the Commission. The Secretary of State shall coordinate the participation of foreign nations in the celebration. The Commission shall seek to enter into an arrangement with USA 250, Incorporated, to house the administrative offices of the Commission, assume responsibility for Commission funds, and provide financial and administrative services. The Commission shall terminate on December 31, 2027.

ABLE Age Adjustment Act This bill amends the Internal Revenue Code, with respect to qualified ABLE programs, to increase the threshold for eligibility for such programs from age 26 to age 46. (Tax-favored ABLE [Achieving a Better Life Experience] accounts are designed to enable individuals with disabilities to save for and pay for disability-related expenses.)

ABLE to Work Act of 2016 This bill amends the Internal Revenue Code, with respect to ABLE accounts (tax-exempt savings accounts for persons with a disability), to allow: (1) an ABLE account beneficiary to make contributions to an ABLE account equal to the lesser of such beneficiary's compensation or an amount equal to the federal poverty line for a one-person household, and (2) a retirement savings tax credit for contributions to an ABLE account.

ABLE Financial Planning Act This bill amends the Internal Revenue Code to allow tax-free rollovers of amounts in qualified tuition programs (529 plans) to qualified ABLE programs and from qualified ABLE programs to qualified tuition programs. (Tax-favored ABLE [Achieving a Better Life Experience] accounts are designed to enable individuals with disabilities to save for and pay for disability-related expenses.)

Protecting Workplace Advancement and Opportunity Act This bill declares that the proposed or the final rule of the Department of Labor entitled "Defining and Delimiting the Exemptions for Executive, Administrative, Professional, Outside Sales and Computer Employees" shall cease to have any force or effect. The rule revises the "white collar" exemption of executive, administrative, professional, outside sales, and computer employees from minimum wage and maximum hour, or overtime, requirements of the Fair Labor Standards Act of 1938 (FLSA). If the proposed rule is a final rule on the date of enactment of this bill: Labor shall not enforce it based on conduct occurring before that enactment date, an employee shall not have any right of action against an employer for the employer's failure to comply with the final rule at any time before that enactment date, any regulations that were amended by the final rule shall be restored and revived as if the final rule had never taken effect, and nothing in this bill shall be construed to create a right of action for an employer against an employee for the recoupment of any payments made to the employee before the enactment of this bill that were in compliance with that final rule. Labor may promulgate any substantially similar rule only if it has completed certain required actions; but the rule shall not contain any automatic updates to the salary threshold for purposes of exemptions to minimum wage and maximum hour requirements under the FLSA. The requirement that definitions applicable for such exemptions be defined and delimited from time to time by Labor regulations shall be construed to: require Labor to issue a new rule through notice and comment rulemaking for each change in any salary threshold it has proposed; and exclude any rule that would result in changes to any salary threshold for multiple time periods, including through any automatic updating procedure. Labor may not promulgate any final rule that includes any revision to duties tests for exemption from minimum wage and maximum hours requirements unless specific regulatory text for the provision was proposed in the proposed rule.

Inspiring the Next Space Pioneers, Innovators, Researchers, and Explorers (INSPIRE) Women Act This bill directs the National Aeronautics and Space Administration (NASA) to encourage women and girls to study science, technology, engineering, and mathematics (STEM), pursue careers in aerospace, and further advance the nation's space science and exploration efforts through support of the following initiatives: NASA GIRLS and NASA BOYS; Aspire to Inspire; and Summer Institute in Science, Technology, Engineering, and Research. NASA shall submit to Congress a specified plan on how NASA can best facilitate and support both current and retired astronauts, scientists, engineers, and innovators, including early career female astronauts, scientists, engineers, and innovators, to engage with K-12 female STEM students and inspire the next generation of women to consider participating in STEM fields and to pursue careers in aerospace.

Prevent Drug Addiction Act of 2016 This bill amends the Public Health Service Act to require the Substance Abuse and Mental Health Services Administration (SAMHSA) to award grants for consumer education about opioid addiction. (Opioids are drugs with effects similar to opium, such as heroin or certain prescription painkillers.) This bill amends the Controlled Substances Act to require medical practitioners to be trained in the treatment of opioid-dependent patients, pain management, and early detection of opioid addiction before they can be registered by the Drug Enforcement Administration to dispense opioids. Opioid treatment programs that close on any day must make arrangements for each patient to receive treatment during the closure, as necessary. A report must be submitted to SAMHSA for each individual who dies while receiving treatment in an opioid treatment program. In states receiving funding for controlled substance monitoring programs, deaths where an opioid drug is detected in the body must be reported to SAMHSA. The National Center for Health Statistics of the Centers for Disease Control and Prevention must establish a National Opioid Death Registry to track opioid-related deaths. The Agency for Healthcare Research and Quality must develop and apply prescription drug addiction prevention and treatment quality measures. This bill amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to allow prescription drug plan (PDP) sponsors to limit the access of certain beneficiaries to addictive drugs. PDP sponsors must have a utilization management tool to prevent drug addiction. Medicare Drug Integrity Contractors may accept prescription and medical records to determine whether a beneficiary is at risk for prescription drug addiction.

Quality Care for Moms and Babies Act This bill amends part A (General Provisions) of title XI of the Social Security Act to direct the Department of Health and Human Services (HHS) to: identify and publish a recommended core set of maternal and infant quality measures for women and children, as specified by the bill; publish an initial core set of any such measures applicable to mothers and infants eligible under Medicaid or the Children's Health Insurance Program (CHIP); establish a Maternal and Infant Quality Measurement Program; and establish an online clearinghouse of resources for entities working to improve maternity and infant care quality. HHS may make grants to eligible entities for: the development of new state and regional maternity and infant care quality collaboratives; expanded activities of existing collaboratives; and maternity and infant care initiatives within established state and regional quality collaboratives that are not focused exclusively on maternity care. Under current law, HHS must contract with a consensus-based entity to carry out specified duties regarding performance measurement. The bill requires such an entity to facilitate increased coordination and alignment between the public and private sector with respect to quality and efficiency measures.

Veteran Urgent Access to Mental Healthcare Act This bill directs the Department of Veterans Affairs (VA) to establish a program to provide former members of the Armed Forces with: (1) an initial mental health assessment; and (2) health care services required to treat the former member's urgent mental health care needs, including risk of suicide or harming others. A former member of the Armed Forces is an individual who meets either of the following criteria: the individual is a former member of the Armed Forces, including the reserve components, who served in the active military, naval, or air service, and was discharged or released under a condition less than honorable (except a dishonorable or bad conduct discharge by reason of a general court martial), has applied for a character of service determination that has not yet been made, and is not otherwise eligible to enroll in the VA health care system by reason of such discharge or release; or the individual is a veteran not otherwise eligible for VA health care. The VA may provide such mental health care services pursuant to a contract with a qualified mental health professional if: (1) the receipt of mental health care services by an individual in VA facilities would be clinically inadvisable, or (2) VA facilities are not capable of furnishing such mental health care services to that individual economically because of geographical inaccessibility. The VA shall seek to enter into a contract with an independent nongovernmental entity to study the effect combat service has had on suicide rates and serious mental health issues among veterans.

School-Based Asthma Management Program Act This bill amends the Public Health Service Act to add requirements that states must meet to receive a preference for asthma grants. (Currently, the preference is given to states that meet requirements regarding administration of epinephrine to students having severe allergic reactions.) To receive the preference, states must additionally: (1) provide civil liability protection to trained school personnel who administer asthma-related rescue medication to a student with asthma; and (2) require schools to permit trained school personnel to administer asthma-related rescue medication to students with asthma, maintain a supply of asthma-related rescue medication, and have a comprehensive asthma management program.

Digital Security Commission Act of 2016 This bill establishes in the legislative branch the National Commission on Security and Technology Challenges to assess, and make recommendations for policy and practice concerning, the issue of multiple security interests in the digital world, including public safety, privacy, national security, and communications and data protection, both now and throughout the next 10 years. Members of the Commission shall be appointed by the Speaker of the House and Senate majority leader (eight members), the minority leaders in the House and the Senate (eight members), and the President (one member) from among U.S. citizens with significant knowledge and primary experience in: cryptography, global commerce and economics, federal law enforcement, state and local law enforcement, the consumer-facing technology sector, the enterprise technology sector, the intelligence community, and the privacy and civil liberties community.

Recognizes the sacrifice and dedicated service of Pennsylvanians during Operation Desert Shield and Operation Desert Storm. Honors: (1) the 13 soldiers of the 14th Quartermaster Detachment of the United States Army Reserve who were killed in action on February 25, 1991, in the attack on Dhahran, Saudi Arabia; and (2) the 43 soldiers of the 14th Quartermaster Detachment of the United States Army Reserve who were wounded during the attack. Pledges the support of the House of Representatives to the families of these soldiers. Encourages the people of the United States to commemorate the role and contribution of Pennsylvanians and Pennsylvania-based units of the Army National Guard, the Army Reserve, the Marine Corps Reserve, the Navy Reserve, the Air National Guard, and the Air Force Reserve who supported Operation Desert Shield and Operation Desert Storm.

Carbon Capture Act This bill amends the Internal Revenue Code, with respect to the tax credit for carbon dioxide sequestration, to: (1) make such credit permanent after 2015; (2) increase such credit after 2024 for a qualified facility originally placed in service after December 31, 2015; (3) allow such credit to a person who disposes of, or uses as a tertiary injectant, the carbon dioxide; and (4) modify the definition of "qualified facility" for purposes of eligibility for such credit to require not less than 150,000 metric tons (currently, 500,000 metric tons) to be captured at such a facility during the taxable year.

Naismith Memorial Basketball Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins in recognition and celebration of the Naismith Memorial Basketball Hall of Fame. The coins shall be in the shape of a dome, and the design on the common reverse of the coins shall depict a basketball. Treasury shall hold a competition to determine the design of the common obverse of the coins, which shall be emblematic of the game of basketball. The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Hall to fund an endowment for its operations.

Non-Discrimination of Israel in Labeling Act This bill requires that, for purposes of marking imported articles and containers under the Tariff Act of 1930, every article of origin from the geographical area known as the West Bank (or its container) imported into the United States shall include the words: "West Bank" in the case of an article of an area in the West Bank not administered by Israel; and "Israel," "Made in Israel," or "Product of Israel" in the case of an article of an area in the West Bank administered by Israel. Every article of origin from the geographical area known as the Gaza Strip (or its container) imported into the United States shall include the words "Gaza" or "Gaza Strip." Neither the Department of the Treasury nor any other federal department or agency may prohibit the use of any of such markings for purposes of satisfying the Tariff Act of 1930.

United States Fish and Wildlife Service Resource Protection Act This bill authorizes the U.S. Fish and Wildlife Service (USFWS) to seek compensation from individuals or entities for costs or damages for destroying, causing the loss of, or injuring any living, nonliving, historical, cultural, or archaeological resource on land managed by the USFWS, or for causing the USFWS to carry out actions to prevent, minimize, or abate such destruction, loss, or injury. Amounts recovered as a result of such destruction, loss, or injury must be made available to USFWS to: (1) reimburse response costs and damage assessments; (2) restore, replace, or acquire the equivalent of a resource that was destroyed, lost, or injured; or (3) monitor and study those resources.

Combating BDS Act of 2016 This bill authorizes a state or local government to adopt and enforce measures to divest its assets from, or prohibit investment of its assets in: (1) an entity that such government determines, using credible information available to the public, engages in a commerce or investment-related boycott, divestment, or sanctions activity targeting Israel; or (2) an entity that owns or controls, is owned or controlled by, or is under common ownership or control with, such an entity. Such government shall provide written notice to such an entity before applying such a measure. Such a measure by a state or local government is not preempted by any federal law or regulation. The bill applies to measures adopted by a state or local government before, on, or after the date of this Act's enactment. The bill amends the Investment Company Act of 1940 to prohibit any person from bringing any civil, criminal, or administrative action against any registered investment company, or any officer or employee thereof, based solely upon such company divesting from, or avoiding investing in, securities issued by persons that such company determines, using credible information available to the public, engage in commerce or investment-related boycotts, divestments, or sanctions activities targeting Israel.

Helping Angels Lead Our Startups Act or the HALOS Act This bill directs the Securities and Exchange Commission to amend Regulation D (governing the limited offer and sale of securities without registration under the Securities Act of 1933) to make the prohibition against general solicitation or general advertising inapplicable to events with specified kinds of sponsors (including angel investor groups not connected to broker-dealers or investment advisers) where: presentations or communications are made by or on behalf of an issuer, the advertising does not refer to any specific offering of securities by the issuer, the sponsor does not engage in certain activities (such as offering investment recommendations or advice to attendees), the sponsor does not receive compensation for the event which would require registration as a broker or dealer or as an investment advisor, and no specific information regarding a securities offering is communicated (other than that the issuer is in the process of offering or planning to offer securities, including the type and amount of securities being offered). This bill may only be construed as requiring the SEC to amend Regulation D with respect to presentations and communications, and not with respect to purchases or sales.

Health Savings Act of 2016 This bill amends the Internal Revenue Code, with respect to the taxation of health savings accounts (HSAs), to: rename high deductible health plans as HSA-qualified health plans; allow spouses who have both attained age 55 to make increased catch-up contributions to the same HSA; make Medicare Part A (hospital insurance benefits) beneficiaries eligible to participate in an HSA; allow individuals eligible for hospital care or medical services under a medical care program of the Indian Health Service or of a tribal organization to participate in an HSA; allow individuals eligible to receive medical benefits under certain TRICARE plans to participate in an HSA; allow members of a health care sharing ministry to participate in an HSA; allow individuals who receive primary care services in exchange for a fixed periodic fee or payment, or who receive health care benefits from an onsite medical clinic of an employer, to participate in an HSA; include amounts paid for prescriptions and over-the-counter medicines or drugs as "qualified medical expenses" for which distributions from an HSA or an Archer Medical Savings Account may be used; and allow HSA distributions to be used to purchase health insurance coverage. The bill amends the federal bankruptcy code to exempt HSAs from creditor claims in bankruptcy. The bill amends the Social Security Act to reauthorize the use of Medicaid health opportunity accounts. The bill allows a medical care tax deduction for: (1) exercise equipment, physical fitness programs, and membership at a fitness facility; (2) nutritional and dietary supplements; and (3) periodic fees paid to a primary care physician and amounts paid for pre-paid primary care services.

Revitalizing the Economy of Coal Communities by Leveraging Local Activities and Investing More Act of 2016 or the RECLAIM Act of 2016 This bill amends the Surface Mining Control and Reclamation Act of 1977 to make specified funds available to the Department of the Interior for each of FY2017-FY2021 for distribution to states and Indian tribes to promote economic revitalization, diversification, and development in economically distressed communities through the reclamation and restoration of land and water resources adversely affected by coal mining carried out before August 3, 1977. The bill prescribes general requirements for projects to reclaim abandoned mine lands and waters that are likely to create favorable conditions for the economic development of the project site or promote the general welfare through economic and community development of the area in which the project is conducted. Any such project shall be located in a community affected by a recent decline in mining. A state or Indian tribe that receives funds under this bill may retain a portion of them as necessary to supplement its acid mine drainage abatement and treatment fund for future operation and maintenance costs for the treatment of acid mine drainage associated with individual projects.

Creating Opportunities Now for Necessary and Effective Care Technologies (CONNECT) for Health Act or the CONNECT for Health Act This bill amends titles XI (General Provisions) and XVIII (Medicare) of the Social Security Act to expand and modify the use of telehealth and remote patient monitoring services under Medicare. The bill establishes a telehealth and remote patient monitoring services "bridge" demonstration waiver program, through which the Centers for Medicare & Medicaid Services (CMS) shall waive certain limitations as a condition of Medicare payment to eligible providers of telehealth services. CMS shall also waive such limitations as a condition of Medicare payment for telehealth services with respect to providers participating in qualifying alternative payment models. With regard to individuals with certain chronic conditions, telehealth services shall be covered under Medicare as medical and other health services, rural health clinic services, or federally qualified health center (FQHC) services, as the case may be. A Medicare beneficiary determined to have end stage renal disease (ESRD) and receiving home dialysis may elect to receive certain required monthly ESRD-related visits via telehealth if the beneficiary receives an in-person examination at least once every three months. For purposes of Medicare payment for telehealth services: (1) a rural health clinic or FQHC may serve as a distant site whose clinician furnishes such services, and (2) certain requirements for originating sites shall not apply with respect to specified stroke-related services or to specified Native American health service facilities. A Medicare Advantage (MA) plan may use telehealth services to provide benefits under the original Medicare fee-for-service program option. Specified limitations are waived with regard to such services furnished under an MA plan.

Protecting Patient Access to Emergency Medications Act of 2016 This bill amends the Controlled Substances Act to direct the Drug Enforcement Administration to register an emergency medical services (EMS) agency as an entity authorized to dispense controlled substances, instead of registering the individual practitioners or medical directors of the agency. A registered EMS agency must be overseen by one or more medical directors. The bill specifies that an EMS practitioner who is employed by a registered EMS agency may administer controlled substances under a standing order issued by a medical director. The standing order does not have to be specific to an individual patient.

Faster Care for Veterans Act of 2016 This bill directs the Department of Veterans Affairs (VA) to begin an 18-month pilot program in at least three Veterans Integrated Service Networks (VISNs) under which veterans use an Internet website to schedule and confirm appointments at VA medical facilities. The pilot program's duration may be extended and the number of VISNs may be increased.

Establishes in the House of Representatives the Select Committee on Oversight of the Joint Comprehensive Plan of Action to conduct comprehensive oversight and investigate compliance of the Joint Comprehensive Plan of Action (JCPOA) and issue annual reports of its findings to the House regarding: all enrichment activities, including relevant limitations pertaining to uranium enrichment levels, centrifuge capacity, and related research and development; all international collaborative partnerships formed and the agreed upon research interests; all uranium stockpile levels, including enrichment levels as well as the amount and price of any excess uranium sold to international buyers; all International Atomic Energy Agency oversight activities relating to the JCPOA, including the effectiveness of relevant inspections into JCPOA tenants; compliance with all enacted international and domestic sanctions, including potential violations of relevant sanctions; all financial transactions including establishment of banking relationships, trade in gold and precious metals, and investment in Iran's oil, gas, and petrochemical sectors; all research and development of missile technology and the acquisition of relevant technology from international partners; and all acquisition of conventional weaponry by the Iranian regime.

Servicemember Higher Education Protection Act This bill amends the Higher Education Act of 1965 to modify provisions related to student loans for members of the military and their spouses. The Department of Education (ED) shall make available a simplified disclosure and enrollment form for student loan borrowers who are performing eligible military service. The bill establishes, within the office of the Student Loan Ombudsman, a military and veteran point of contact. The bill modifies processes for determining disability with respect to discharging a borrower's student loans. A borrower whose loan is discharged under these processes shall not be subject to certain reinstatement provisions. Under current law, borrowers serving on active duty are eligible for certain student loan interest subsidies and deferment. The bill extends such eligibility to borrowers performing other specified military service and their spouses. The bill specifies how lump sum payments made through eligible repayment programs shall be treated for purposes of determining a borrower's eligibility for public service loan forgiveness. Without requiring a request from the borrower, ED must ensure that certain student loan interest does not accrue for an eligible military borrower serving in an area of hostilities. With respect to the National Student Loan Data System, ED must: (1) integrate certain data related to the military and veteran status of borrowers, and (2) include information regarding Public Health Service loans. ED shall use specified information to ensure that an active duty borrower is not charged interest in excess of a maximum rate on certain student loans. The bill limits the allowable interest rate on certain student loan debt incurred during military service for the purpose of consolidating or refinancing student loans incurred before service. The bill establishes a working group to improve resources available from the Department of Defense's tuition assistance programs.

Cuban Immigrant Work Opportunity Act of 2015 This bill makes Cuban nationals who enter the United States on or after the date of enactment of this Act ineligible for refugee/parolee assistance under the Refugee Education Assistance Act of 1980. Conforming amendments are made to the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 and the Immigration and Nationality Act. The Inspector General of the Social Security Administration shall report to Congress describing methods for enforcing the loss of Supplemental Security Income eligibility by persons who are absent from the United States for at least one month.

Guard and Reserve Equal Access to Health Act This bill directs the military department concerned to provide a physical examination to each requesting member of a reserve component who will not otherwise receive one through that department. The military department concerned shall: (1) provide such examination during the 90-day period before such member's scheduled date of separation, and (2) give the member a record of the examination. A member shall not be entitled to transitional health care benefits through his or her department solely by reason of being given such examination.

IRGC Sanctions Act This bill amends the Arms Export Control Act, the Export Administration Act of 1979, and the Foreign Assistance Act of 1961 to require congressional approval of any rescission of a determination that a country is a state sponsor of terrorism. The Trade Act of 1974 is amended to prohibit a U.S. person from knowingly engaging in any financial transaction with or transfer of funds to: Iran's Revolutionary Guard Corps (IRGC) or any IRGC subdivision; any person that is an agent, alias, front, instrumentality, or affiliate of any such entity; any person owned or controlled by such an entity or such a person; any natural person who is a representative, official, or senior member of any such entity; or any person for the purpose of avoiding a financial transaction with, or transfer of funds to, such an individual or entity, or for the benefit of such an individual or entity. The President shall exercise specified authorities under the International Emergency Economic Powers Act to carry out this Act, except that the President shall: not issue any general license authorizing, or otherwise authorize, any prohibited activity; or require any U.S. person seeking to engage in a prohibited financial transaction or transfer of funds to submit a written request to the Department of the Treasury's Office of Foreign Assets Control. Congressional approval shall be required to remove any person added to the Office's list of specially designated nationals and blocked persons pursuant to this Act. A person that violates prohibited activities shall be subject to specified penalties under the International Emergency Economic Powers Act. The President shall establish and update a watch list of persons that: meet certain criteria under this Act and are not included on the Office's list of specially designated nationals and blocked persons, and are Iranian persons that meet specified criteria under this Act and have been removed from the Office's list of specially designated nationals and blocked persons in accordance with the terms of United Nations Security Council Resolution 2231 and the Joint Comprehensive Plan of Action. The President may remove a person on the watch list under specified conditions. The Securities Exchange Act of 1934 is amended to require securities issuers to report to the Securities Exchange Commission any transaction prohibited by this Act.

Protecting Our Youth from Dangerous Synthetic Drugs Act of 2015 This bill amends the Controlled Substances Act to include in the definition of a "controlled substance analogue" a substance designated as such by the Controlled Substance Analogue Committee (established by this bill). It directs the Drug Enforcement Administration (DEA) to establish such Committee as an interagency committee headed by the DEA and comprised of scientific experts in the fields of chemistry and pharmacology from the DEA, the National Institute on Drug Abuse, the Centers for Disease Control and Prevention, and any other federal agency determined by the DEA to be appropriate. The Committee may designate, and shall establish and maintain a list of, controlled substance analogues determined to be similar to a schedule I or II controlled substance in either chemical structure or predictive effect on the body in such a manner as to make it likely that the substance will, or can be reasonably expected to, have a potential for abuse. The DEA must publish a description of each designation made by the Committee. The bill amends the Controlled Substances Import and Export Act to prohibit the importation of any controlled substance analogue except pursuant to such notification or declaration as the DEA may prescribe. It directs the U.S. Sentencing Commission to review and, if appropriate, amend the federal sentencing guidelines and policy statements to ensure that they provide adequate penalties for any offense involving the unlawful manufacturing, importing, exporting, or trafficking of controlled substance analogues and similar offenses.

Enemy Expatriation Act This bill amends the Immigration and Nationality Act to include traveling abroad to join, participate in, train with, fight for, conspire with, or otherwise support a foreign terrorist organization to the list of acts for which U.S. nationals shall lose their nationality.

Affirms that the U.S.-Israel economic partnership has benefitted both countries and is a foundational component of the strong alliance. Recognizes that science and technology innovation present new frontiers for U.S.-Israel economic cooperation, particularly in light of widespread drought, cybersecurity attacks, and other major challenges impacting the United States. Encourages the Administration to expand forums of economic dialogue with Israel. Supports the exploration of new agreements with Israel, including in the fields of energy, water, agriculture, medicine, neurotechnology and cybersecurity.

Educating to Prevent Eating Disorders Act of 2015 This bill amends the Public Health Service Act to permit the Agency for Healthcare Research and Quality to establish a pilot program to provide students with interventions for eating disorders. Under this pilot program, grants must be awarded to schools that serve students in grades 6-8 and need a nurse trained in recognizing and responding to eating disorders. Schools must use these grants to develop best practices for health care providers to assess, recognize, and respond to students with eating disorders and to hire a health care provider to: (1) follow these best practices, (2) provide information and seminars on eating disorders to teachers and parents, and (3) otherwise serve as a full time health care provider for the school.

This bill authorizes the Department of Veterans Affairs (VA) to direct a VA employee to repay all or part of the transferee relocation expenses paid to the employee if: (1) the VA determines such repayment is appropriate, and (2) the employee is afforded notice and opportunity for a hearing conducted by another federal department or agency before repayment. A decision regarding employee repayment shall be final and may not be reviewed by any department, agency, or court.

This bill makes permanent the Land and Water Conservation Fund (LWCF). Of the appropriations from the LWCF: (1) at least 40% shall be used collectively for federal purposes for certain land and water acquisitions (as currently); (2) at least 40% shall be used collectively to provide financial assistance to states for LWCF purposes and for outdoor recreation, for the Forest Legacy Program, for cooperative endangered species grants, and for the American Battlefield Protection Program; and (3) at least 1.5% or $10 million, whichever is greater, shall be used for projects that secure recreational public access to federal public land for hunting, fishing, or other recreational purposes. The Department of the Interior and the Department of Agriculture shall consider the acquisition of conservation easements and other similar interests in land where it is appropriate and feasible, taking specified considerations into account. The bill establishes a National Park Service Critical Maintenance and Revitalization Conservation Fund in the Treasury for the deposit of specified amounts from revenues due and payable to the United States under the Outer Continental Shelf Lands Act. Amounts deposited in the Fund shall: (1) be used only for the high priority deferred maintenance needs of the National Park Service that support critical infrastructure and visitor services, and (2) be available for expenditure only after amounts are appropriated for such purposes. Amounts in the Fund shall not be used for acquiring land.

Reaffirms: (1) the commitment of Congress to stopping Iran's sponsorship of terrorism and human rights violations; and (2) the legislative intent of Congress that the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 was enacted to deter illicit Iranian behavior, including sponsorship of terrorism and human rights violations. Supports state and local government sanctions targeting Iran's illicit activity, including divestment of assets from companies investing in Iran and prohibition of investment of state and local assets in any person engaging in investment activities in Iran.
