Expresses the sense of the Congress that the President should declare November 2, 1990, a national day of prayer for: (1) members of American military forces and American citizens stationed or held hostage in the Middle East, and for their families; and (2) American and Iraqi authorities to bring about a just resolution of the Persian Gulf crisis.

Authorizes the President, in order to protect health and safety of human life, to decrease the sequester amounts specified in the order issued August 25, 1990, under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Requires an increase in the sequester amount in other accounts, programs, projects, or activities to the extent amounts were decreased in such order.

Authorizes the Secretary of Defense (upon request from the head of a Federal agency with jurisdiction to enforce the Controlled Substances Act or the Controlled Substances Import and Export Act) to assign members of the armed forces to assist drug enforcement officials in drug searches, seizures, or arrests outside the land area of the United States. Allows such assistance only if: (1) the Attorney General certifies that there are insufficient law enforcement resources available to ensure the success of the operation; (2) the assistance is approved by the Secretary with the concurrence of the Secretary of State; and (3) Federal drug enforcement officials maintain ultimate control over the activities and direction of any drug enforcement operation.

Safe Senior Citizens Housing Act of 1990 - Amends the Housing Act of 1959 to prohibit cost containment limitations that prevent the inclusion of fire safety features (including automatic smoke detectors and sprinkler systems) under the housing for the elderly or handicapped program. Encourages the inclusion of such features under the program.

Independent Counsel Sunset Act of 1990 - Provides for the automatic termination of an office of independent counsel two years after appointment. Provides for extensions of such appointments for periods of up to one year.

Directs the Administrator of the Environmental Protection Agency to enter into an agreement with the National Academy of Sciences (NAS) for a study and report to the Congress on: (1) mechanisms for supporting training in the environmental sciences and environmental research through an umbrella research arm, the National Institutes of the Environment, considering research in a wide variety of disciplines; (2) the current state of extramural research support and undergraduate and graduate training relevant to tropical deforestation, species extinction, ecosystem degradation, biological restoration, use of underutilized resources and sustainable resource use, economic consequences of environmental change, and the impacts of humans and the environment on one another; and (3) mechanisms that can be used to advance environmental research and training, their relationship to existing research programs, and appropriate levels and resources of funding. Authorizes appropriations.

Designates September 16 through 22, 1990, as National Rehabilitation Week. Urges each State Governor and local government chief executive to issue proclamations calling upon their citizens to observe such week with appropriate ceremonies and activities.

Senior Citizens Fire Safety Act of 1990 - Amends the Internal Revenue Code to allow senior citizens a tax credit for half of any qualified fire safety device expenses. Limits such credit to $500.

1992 Olympic Commemorative Coin Act - Directs the Secretary of the Treasury to issue 1992 Olympic Games commemorative five-dollar gold coins and one-dollar silver coins. Prescribes guidelines for the sale and pricing of such coins and directs the Secretary to ensure that their issuance will not result in any net cost to the United States. Mandates that surcharges be paid to the U.S. Olympic Committee.

Peanut Program Modernization Act of 1990 - Amends the Agricultural Adjustment Act of 1938 to repeal peanut marketing quota provisions. Amends the Agricultural Act of 1949 to replace existing peanut price support provisions with price supports as determined by the Secretary of Agriculture based upon specified factors, including production costs and domestic and foreign demand.

Aviation Noise Abatement Policy Act of 1990 - Amends the Federal Aviation Act of 1958 to direct the Administrator of the Federal Aviation Administration (the Administrator) to consider as being in the public interest aircraft noise reduction in communities near an airport (or under an aircraft flight path associated with an airport). Directs the Administrator to: (1) transmit to the Congress a comprehensive aircraft abatement noise plan for airports in the State of Washington; (2) make periodic progress reports to the Congress regarding implementation; and (3) submit biennial reports to certain congressional committees regarding noise level reductions. Directs the Administrator to enter into an agreement with the Secretary of Defense regarding increased use by air carriers of special-use air space over the Pacific Ocean which is being used by military aircraft. Requires the Administrator to issue an environmental impact statement and hold hearings in certain cases of air route changes to altitudes of 15,000 feet or below in order to mitigate aircraft delays and congestion. Directs the Secretary of Transportation to establish advisory committees in the Department of Transportation to develop a national policy on reducing noise resulting from airport operations. Requires the Secretary to transmit such committees' recommendations to the Congress. Requires the Secretary to submit to the Congress recommendations for the reduction of the commercial fleet of Stage II aircraft.

Authorizes the Administrator of the Environmental Protection Agency (EPA) to make grants to States and political subdivisions for community recycling projects. Authorizes such grants to be used for new or improved projects that promote solid waste recycling. Limits the Federal share of the total costs of such projects. Requires grant funding to be allocated equally among the EPA regional offices.

Atlantic Striped Bass Protection Act - Amends the Magnuson Fishery Conservation and Management Act to make unlawful the possession or fishing of Atlantic striped bass within the exclusive Economic Zone (EEZ) for three years after enactment of this Act, subject to extension by the Secretary of Commerce. Allows, when necessary, transport through the EEZ of bass caught outside the EEZ.

Judicial Taxation Prohibition Act - Amends the Federal judicial code to deny to inferior Federal courts jurisdiction to issue any remedy, order, writ, or other judicial decree requiring the Federal Government or any State or local government to impose any new tax or to increase any existing tax or tax rate.

Amends the Harmonized Tariff Schedule of the United States to extend, through December 31, 1992, the suspension of duty on: (1) N1,N4,N4,-tris (2-hydroxyethyl)-2-nitro-1,4-phenylenediamine; (2) N1,N4-dimethyl-N1-(2- hydroxyethyl)-3-nitro-1,4-phenylenediamine; (3) N1,N4-dimethyl-N1-(2,3- dihydroxypropyl)-3-nitro-1,4-phenylenediamine; (4) N1-(2-hydroxyethyl)-3- nitro-1,4-phenylenediamine; and (5) N1-(2-hydroxyethyl)-2-nitro-1,4-phenylenediamine.

Condemns the restrictions of the print and electronic media imposed by the Soviet Union on journalists attempting to cover events in Lithuania. Urges: (1) General Secretary Gorbachev to rescind restrictions on the admission of Western journalists to, and on freedom of the press in, Lithuania; and (2) President Bush to take steps to facilitate the readmission of Western journalists to Lithuania.
