Amends the Internal Revenue Code to permit a partnership, S corporation, or personal service corporation, unless it is part of a tiered structure, to elect to have a taxable year other than the required one, but generally only if the deferral period of the taxable year elected is three months or less. (Current law requires partnerships, S corporations, and personal service corporations, in most cases, to conform their taxable years to the calendar years used by their owners.) Subjects the principals of a partnership or S corporation electing to change taxable years to additional estimated tax requirements to offset any tax deferral resulting from such election. Imposes deduction limitations on a personal service corporation that changes taxable years. Provides that an election with respect to taxable year shall be made by the partnership, S corporation, or personal service corporation and shall be binding on all partners and shareholders. Sets forth the formula for determining the additional tax requirement when a taxpayer: (1) is a partner or shareholder in at least one such entity during any applicable election years of the entity that end within the taxpayer's taxable year; and (2) has an aggregate deferred tax exceeding $200 with respect to the entity. Describes payment procedures. Requires the inclusion of specified information on returns filed by partnerships and S corporations that elect to use a non-required taxable year. Limits the tax deduction permitted to a personal service corporation for amounts paid or incurred with respect to employee-owners when such a corporation: (1) elects to have a taxable year other than the required one; and (2) fails to meet certain minimum distribution requirements regarding non-dividend amounts paid to owners.

United States Park Police Salary Adjustment Act of 1987 - Amends the District of Columbia Police and Firemen's Salary Act of 1958 to increase the salary of members of the United States Park Police. Increases the following benefits for such members: service steps, premium pay, technician's pay, clothing allowances, and service longevity compensation.

Declares that the Congress: (1) is concerned over the political and economic conditions of ethnic Albanians in Yugoslavia and over the failure of the Yugoslav Government to protect their political and economic rights; (2) urges such Government to act to ensure that human rights as contained in the Helsinki Accords and the Concluding Document of Madrid are respected; and (3) calls upon such Government to review the cases of ethnic Albanians imprisoned on political charges and to release all of those who have not used or advocated violence.

Authorizes the Commission on the Bicentennial of the United States Constitution to conduct a ceremony on the West Terraces and Lawns of the United States Capitol entitled "Celebration of Citizenship" on September 16, 1987. Authorizes the Commission to erect upon the Capitol grounds such structures and equipment as necessary.

Amends the Federal Election Campaign Act to declare that contributions, gifts, or payments by union members or by officials or employees of national banks or corporations to a separate fund which is used for political purposes must be voluntary and unrelated to monies required as a condition of employment. Declares it to be unlawful to use monies paid to an organization as a condition of employment, or money or anything of value secured by force, job discrimination, or financial reprisal, for any type of election or campaign activity by such organization.

Expresses the sense of the House of Representatives that the President and the Secretary of State should express to the Soviets: (1) U.S. opposition to the Soviet Union's treatment of Leonid Brailovsky and all those who have applied to emigrate from the Soviet Union; (2) the U.S. desire that the Soviets allow Leonid Brailovsky and his family to emigrate to the United States; and (3) the U.S. desire that the Soviet Union cease the harassment of Soviet Jews and Christians seeking to emigrate.

Authorizes the executive branch to expend funds and prepare or evaluate studies designed to transfer out of Federal ownership, management, or control, in whole or in part, the facilities and functions of the Southeastern Power Administration.

Constitutional Amendment - Requires the Congress and the President, prior to each fiscal year, to agree, by enactment of a joint resolution, on an estimate of total receipts for that fiscal year. Prohibits outlays for that year from exceeding such estimated receipts unless the Congress, by a three-fifths rollcall vote of each House, provides for a specific excess of outlays over receipts. Requires the Congress, whenever actual outlays exceed actual receipts for any fiscal year, to provide by law for the repayment of such excess in the ensuing fiscal year. Requires a three-fifths rollcall vote of each House to increase the public debt. Directs the President to submit to the Congress a proposed budget for each fiscal year in which total outlays do not exceed total receipts. Requires the approval by a majority of the total membership of each House by rollcall vote before any bill to increase revenue may become law. Waives this article for any fiscal year in which a declaration of war is in effect. Declares that total receipts shall include all receipts of the United States, except those derived from borrowing, and total outlays shall include all outlays of the United States, except those for repayment of debt principal.

Expresses the sense of the House of Representatives that the President should express to the Soviets: (1) the U.S. opposition to the Soviet Union's treatment of certain individuals and the Soviets' refusal to permit these individuals, their families, and other families to emigrate to Israel; (2) the U.S. desire that the Soviet Union comply with specified human rights agreements by permitting such individuals to emigrate to Israel; and (3) the U.S. desire that the Soviet Union cease harassing Soviet Jews seeking to emigrate and denying human rights to Soviet Jews.

Polish Permanent Resident Adjustment Act of 1987 - Amends the Immigration and Nationality Act to authorize the adjustment of status to permanent resident for certain Polish nationals who have continuously resided in the United States since July 21, 1984. Requires such aliens to apply for status adjustment within two years of enactment of this Act.

National Economic Commission Act of 1987 - Establishes the National Economic Commission. Directs the Commission to conduct a comprehensive study of: (1) the elements of domestic fiscal, monetary, and trade policies and their effect on various economic indicators; (2) the elements of the fiscal, monetary, and trade policies of major U.S. trading partners and their effect on the U.S. balance of trade in goods and services and U.S. employment; and (3) the debt burden of developing countries and its effect on the U.S. balance of trade in goods and services and U.S. employment. Requires the Commission to submit to the President and the Congress, by November 30, 1988, a final report on the study. Terminates the Commission 60 days after the Commission submits its final report. Authorizes appropriations.

Amends rule XIII of the Rules of the House of Representatives to require each House committee that reports legislation requiring employers to provide new employee benefits to include in such report an analysis of the impact of the legislation on employers (especially small businesses), the economy (in terms of international competitiveness), and employees (in terms of lost jobs).

Anti-Terrorism Sanctions Act of 1987 - Provides certain sanctions against countries determined by the Department of State, under provisions of the Export Administration Act of 1979, as countries that repeatedly provide support for international terrorism. Specifies such sanctions as: (1) the termination, withdrawal, or suspension of any portion of any trade agreement or treaty that relates to the provision of nondiscriminatory (most-favored-nation) trade treatment to such country; (2) the denial of nondiscriminatory (most-favored-nation) trade treatment by the United States; (3) the nonapplication of the Generalized System of Preferences with respect to the products of such country; (4) the nonapplication of the provisions of the Caribbean Basin Economic Recovery Act with respect to the products of such country; and (5) the nonapplication of the provisions of the International Travel and Tourism Act of 1961 instructing the Secretary of Commerce to consult with other nations regarding international travel and tourism. Authorizes the President to waive any or all of such sanctions with respect to any foreign country if the President determines that such a waiver would be in the best interests of the United States.

Authorizes a person who uses an article in the production of a product in the United States, or distributes an article which is used in the production of a product in the United States, to file with the International Trade Commission (ITC) a petition requesting the President to suspend duties imposed on such article. Authorizes a person who produces in the United States any article for which duties are suspended, any other article like, or directly competitive with, such article, or any article which is directly competitive with a product that is produced in the United States by means of a process which uses such article as a significant raw material or component, to file with the ITC a petition requesting the President to reinstate such duties. Requires such petitions to contain sufficient information to enable the ITC to determine whether an investigation into the suspension or reinstatement of duties is justified. Requires the ITC, within 15 days after a petition is filed with the ITC, to determine whether such information is sufficient to justify such an investigation. Requires the ITC, if there is an affirmative determination, to: (1) transmit a copy of the petition to the United States Trade Representative (USTR) and the Secretary of Commerce; (2) initiate an investigation of the suspension or reinstatement of duties regulated in the petition; and (3) publish in the Federal Register notice of the initiation of such investigation and the opportunity for public comment. Requires the ITC, upon the request of the President or the initiative of the ITC, to initiate an investigation of the suspension or reinstatement of duties. Requires the ITC to make specified determinations with respect to such investigation. Requires the ITC and the Secretary to make specified reports. Provides for the suspension or reinstatement of duties by the President. Limits the duration of a suspension of duties to no more than three years. Requires the USTR, whenever the President suspends duties on an article, to initiate negotiations with each foreign country that benefits from such suspension for the purpose of obtaining reciprocal trade concessions from such foreign countries for U.S. goods and services. Provides that no suspension of duty may be sought under this Act for any article that is the subject of a pending bill to temporarily suspend the duty on such article.

Davis-Bacon Reform Act of 1987 - Amends the Davis-Bacon Act to increase from $2,000 to $250,000 the threshold amount subjecting certain contracts to such Act and requiring them to specify the minimum wages to be paid to laborers and mechanics. Directs the Secretary of Labor to establish as the prevailing wage for a class of laborers or mechanics the entire range of wages being paid to a corresponding class of such workers in the particular urban or rural subdivision of the State in which the work is to be performed. Sets out the means for determining such prevailing wage in cases when more than a single wage is being paid to corresponding classes of workers. Excludes from the computation of wages the basic hourly rates of pay for workers on local Federal projects. Establishes a separate classification for helpers of laborers or mechanics, with their prevailing wages to be determined on the basis of the corresponding class of helpers. Prohibits the division of contracts into units of $250,000 or less for purposes of avoiding wage computation under such Act. Directs the Secretary of Labor and the U.S. Comptroller General to submit to the Congress annual reports describing the effects of the Davis-Bacon Act, the Copeland Act, and this Act on local wages and on local and national economies. Amends the Copeland Act to require certain contractors or subcontractors to furnish compliance statements concerning weekly wages at the beginning, midpoint, and conclusion of the period covered by the contract, instead of every week as the wages are paid.

Amends Internal Revenue Code provisions governing situations in which certain unearned income of a child under age 14 is taxed as if it were parental income. Excludes from the calculations of net unearned income for such income tax treatment income that: (1) is attributable to any amount a child receives in a lump sum as payment for damages received on account of personal injuries or sickness; and (2) accrues while the damage payment is in a custodial account whose uses are restricted by State law.

Amends the Public Health Service Act to prohibit the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control, from making certain grants regarding acquired immune deficiency syndrome (AIDS), under existing provisions of such Act, to a public entity established by a State which does not by law require testing for the etiologic agent for AIDS of any individual who: (1) is receiving medical treatment for any venereal disease; (2) is between 15 and 49 years of age and is admitted to any hospital; (3) applies for a marriage license; or (4) is convicted of prostitution or the intravenous use of any drug.

AIDS Confidentiality and Accountability Act of 1987 - Amends the Public Health Service Act to prohibit the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control, from making certain grants regarding acquired immune deficiency syndrome (AIDS), under existing provisions of such Act, to a public entity established by a State which does not by law require: (1) physicians and medical technicians to report to the appropriate State health authorities the name and address of any individual infected with the etiologic agent for AIDS; and (2) such reporting to be carried out in accordance with State laws regulating the confidentiality of records regarding individuals with sexually transmitted diseases.

Federal Accounting Practices Review Commission Act of 1987 - Title I: Title, Statement of Findings, Purpose and Limitations - Declares the reasons for, and purposes of, this Act. Title II: Establishment, Duties, and Membership - Establishes the Federal Accounting Practices Review Commission to: (1) examine and describe the financial management practices of the Federal Government; (2) formulate a financial accounting and management system for Federal agencies; (3) prepare a plan for implementation of such system; and (4) recommend an ongoing method for determining and updating generally accepted accounting principles for the Government. Title III: Administration - Sets forth the administrative staffing, procedures, and powers of the Commission. Requires the Commission to submit a final report to the President and the Congress not later than 18 months after the date of completion of appointments of members to the Commission. Terminates the Commission 30 days after submission of such report. Authorizes appropriations.

Technology Transfer Enforcement Act of 1987 - Expresses congressional findings with regard to the sale by Toshiba Machine Corporation and Kongsberg Vaapenfabrik to the Soviet Union of machines used to make advanced submarine propellers undetectable by the United States. Prohibits the importation of products manufactured by the Toshiba Corporation. Prohibits the Secretary of Defense from entering into any contract or subcontract with the Toshiba Machine Corporation or Kongsberg Vaapenfabrik.

Provides for the transfer of the United States Postal Service to a private corporation. Sets forth requirements for such corporation, including that it: (1) be incorporated under a State law; (2) not be a department, agency, or establishment of the United States; (3) be incorporated by not more than nine individuals who are especially qualified to establish and operate an effective mail system, and who are chosen by the employees of the Postal Service in an appropriate election; (4) include among its purposes the delivery of postal services in a manner consistent with current postal policy and at fair and equitable rates; (5) issue securities as provided by this Act; and (6) satisfy such other requirements as the President may by regulation prescribe. Requires that retirement benefits for employees of the corporation be comparable to those which would have been afforded to those individuals as employees of the Postal Service had this Act not been enacted. Directs the President, after consultation with the Postal Privatization Commission (established by this Act) and not later than the 60th day after the corporation satisfies requirements under this Act, to transmit to the Congress: (1) a comprehensive plan providing for the transfer of property subject to this Act, including a 180-day timetable for the completion of such transfer; and (2) recommendations for legislation as necessary, including recommendations for the abolishment of the Postal Service, continuation of the private express statutes for a five-year period, and the repeal or modification of appropriate Federal statutes. Requires the President, after consultation with the Postal Rate Commission, to develop and include in the recommendations for the transfer proposals relating to the means by which postage rates would be established during such five-year period. Establishes the Postal Privatization Commission to carry out the functions relating to the issuance of securities to postal employees and assisting the President in transferring the Postal Service to a private corporation.

Provides for the appointment of a delegation of Members of Congress to participate in ceremonies to be held in New York City in April 1989 commemorating the 200th anniversaries of: (1) the implementation of the Constitution as the form of government of the United States; (2) the inauguration of George Washington as the first President; and (3) the proposal of the Bill of Rights as the first ten amendments to the Constitution. Invites the President to join the delegation in participating in the ceremonies.

Amends the Motor Vehicle Information and Cost Savings Act of 1975 to repeal provisions regarding automotive efficiency improvements. Provides that any credits earned by a manufacturer under the statutory automotive fuel economy standards can be used by such manufacturer to offset deficits incurred in any model year in which such manufacturer failed to exceed such standards without regard to the three-year limitation in carrying credits forward and backward.

Prohibits any national of a Warsaw Pact country from being employed as a foreign national employee at a U.S. diplomatic or consular mission in any Warsaw Pact country. Makes an exception to such prohibition for any foreign national who is not permitted access to the embassy or consulate grounds or the residence of the chief of mission or the deputy chief of mission. Expresses the willingness of the Congress to provide additional funds to employ U.S. citizens as replacements.

Amends title II (Foreign Missions Act) of the State Department Basic Authorities Act of 1956 to restrict the travel within the United States of the personnel of certain international organizations and the personnel of the foreign missions of specified foreign countries. Limits such travel to the municipal city limits of the city in which such organization or mission is located. Allows a special rule for such travel within the Washington, D.C., metropolitan area. Authorizes the Attorney General to waive such restrictions for U.S. security or foreign policy interests.

Farmers Home Loan Buy Back Act of 1987 - Directs the Secretary of Agriculture, in administering the sale of specified Farmers Home Administration rural development obligations as provided for under the Omnibus Budget Reconciliation Act of 1986, to give the issuers the right of first refusal. Sets forth sale price provisions.

Single-Employer Variable-Rate Premium Act of 1987 - Amends the Employee Retirement Income Security Act of 1974 to revise, for plan year 1988 and thereafter, the annual premium for the guaranty fund covering singe-employer basic pension benefits plans. Changes from a fixed rate per participant to a formula yielding a variable rate dependent on the number of participants and the funding target deficiency, if any. Sets forth formulas for determining the new premium. Requires the Pension Benefit Guaranty Corporation (PBGC) to: (1) review triennially the claims experience and financial condition of the single-employer program; (2) determine the premium revenue necessary for the next funding charge period; and (3) adjust the premium charge to meet such revenue needs. Prohibits the triennial adjustment from yielding an increase or decrease in premium in excess of 50 percent. Fixes a maximum premium amount for a plan year. Authorizes specified surcharges, which are exempted from the premium cap. Makes each contributing sponsor of a single-employer plan or member of a sponsor's controlled group liable to the PBGC for payment of the plan's premiums.

Urges the President to: (1) void the current embassy agreements with the Soviet Union; and (2) enter into negotiations for a new agreement under which the Soviet Union will move its new embassy to a site in the District of Columbia that is not more than 150 feet above mean sea level.

Makes permanent the income tax credit for qualified research expenditures by repealing the provisions of the Internal Revenue Code that would terminate such credit for expenses incurred or paid after 1988.

Directs the Secretary of the Interior to interpret the origins and development of the U.S. Constitution at National Park units associated with the Constitution, making Independence National Historical Park the focal point of the National Park System's celebration of the Bicentennial of the Constitution. Directs the Secretary to establish a memorial to the Constitution at such Park. Requires the Secretary to appoint an advisory committee to develop such memorial. Requires the development of educational and interpretive materials and research on the Constitution. Authorizes appropriations.

Fairness in Broadcasting Act of 1987 - Expresses the findings of the Congress that the Fairness Doctrine: (1) fairly reflects the statutory obligations of broadcasters; (2) received statutory approval from the Congress in 1959; and (3) reasonably balances first amendment rights. Amends the Communications Act of 1934 to require broadcast licensees to provide a reasonable opportunity for the discussion of conflicting views on issues of public importance. Requires enforcement and application of such requirement to be consistent with the rules and policies of the Federal Communications Commission in effect on January 1, 1987.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to permit a State to exclude from coverage service performed by election officials or election workers if the remuneration paid for such service: (1) is less than $300 in a calendar year; or (2) is less than $100 in a calendar quarter.

Requires each State to ensure: (1) that State residents are tested for acquired immune deficiency syndrome (AIDS) each year; (2) the confidentiality of the test results; and (3) that individuals determined to be infected with AIDS are provided counseling. Requires each State to report the results of such tests to the Director of the Centers for Disease Control. Terminates payments under title XIX (Medicaid) of the Social Security Act to any State that fails to comply with the requirements of this Act.

Residential Lot Interest Expense Conforming Act of 1987 - Amends the Internal Revenue Code to treat a residential lot as a qualified residence for the purpose of the mortgage interest income tax deductions when the taxpayer has purchased such lot for the purpose of building a dwelling unit. Provides for recapture if the lot is used in a trade or business or held for investment.

Marshall stood, and asks all Americans to rededicate themselves to the ideals which George C. Marshall represented. Welcomes the publication on June 5, 1987, of the fourth volume of the official biography of George C. Marshall. Designates the month of June 1987 as George C. Marshall Month.

Amends Federal law concerning vessels and seamen to direct the Secretary of the department in which the Coast Guard is operating to establish and collect user fees for the provision of Coast Guard services. Directs the Secretary to promulgate regulations by October 1, 1988, for the enforcement of such fee collection. Outlines the services for which the Secretary is authorized to collect such fees, including vessel inspection, vessel documentation, and licensing of personnel. Places a per-fiscal year ceiling on the amount of fees that can be collected. Establishes for each recreational vessel a fee of $20 per year to be collected by the Secretary. Defines "recreational vessel." Outlines administrative provisions concerning the establishment and collection of all fees authorized under this Act, together with penalties for those required to pay such fees who fail to do so. Provides for the deposit of fees collected under this Act to the operating expenses account of the Coast Guard. Authorizes expenditure of the recreational vessel fee funds only for navigational aids and search and rescue operations.

President's Pro-Life Bill of 1987 - Prohibits the use of Federal funds for abortions, except when continuing the pregnancy would endanger the mother's life. Prohibits the granting of funds relating to certain population research and voluntary family programs under the Public Health Service Act to organizations providing abortions or abortion referrals, unless the life of the mother would be endangered by continuing the pregnancy.

Employee Educational Assistance Act of 1987 - Amends the Internal Revenue Code to make permanent the income tax exclusion for employee educational assistance programs. (Present law terminates such exclusion as of December 31, 1987.) Requires, for every taxable year beginning after 1988, an annual cost of living adjustment of the maximum excludable amount. Waives the maximum excludable amount for any educational assistance furnished by certain educational institutions to graduate students engaged in teaching or research activities for such organization.

Expresses the sense of the Congress that the President should express to the Soviet Union the U.S. opposition to the Soviet Union's slave labor policies by all possible means, including refusing to permit imports of products made by such labor. Requests the President to end the delay in enforcing the restriction against importing goods produced by forced labor.
