SAVE America Act

United States · United States Congress · 30 January 2026

Safeguard American Voter Eligibility Act or the SAVE America Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote, and requires photo identification to vote, in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill (1) provides for a private right of action for certain violations, and (2) establishes criminal penalties for certain offenses. Individuals voting in federal elections must present an eligible photo identification document. An individual who votes by absentee ballot must submit a copy of their identification document with both the request for, and the submission of, the absentee ballot.

Hemp Planting Predictability Act

United States · United States Congress · 13 January 2026

Hemp Planting Predictability Act This bill extends by two years the implementation of changes to the regulation of hemp products, which reimpose certain federal controls over some hemp products. Specifically, Congress enacted the FY2026 agriculture appropriations act (P.L. 119-37) on November 12, 2025. Effective November 12, 2026, the act modifies the statutory definition of hemp products that are considered to be lawful. This bill extends the effective date to November 12, 2028. As background, the 2018 farm bill excluded hemp from the Controlled Substances Act definition of marijuana and defined hemp . As a result, hemp and hemp-derived products at or below the 0.3% delta-9 tetrahydrocannabinol (THC, the psychoactive component of marijuana) concentration threshold were no longer regulated as Schedule I controlled substances and registration with the Drug Enforcement Administration was no longer required to cultivate or handle hemp and hemp-derived products. However, hemp remained subject to Department of Agriculture and Food and Drug Administration regulation. The 2025 changes to the definition of hemp, include changing the limit to a total THC concentration of not more than 0.3% on a dry weight basis rather than only delta-9 THC, explicitly including industrial hemp, excluding seeds from a cannabis plant that exceed a certain THC concentration, and excluding various types of hemp-derived cannabinoid products. Cannabinoids refer to unique chemical compounds that are found in hemp and marijuana (e.g., THC) and are known to exhibit a range of psychological and physiological effects.

Stop Insider Trading Act

United States · United States Congress · 12 January 2026

Stop Insider Trading Act This bill generally prohibits Members of Congress and their spouses and dependent children from purchasing stocks and requires public notice before these individuals may sell stocks. Specifically, Members of Congress and the spouses and dependent children of Members of Congress may not purchase covered investments. Between 7 and 14 days before a Member or a covered spouse or dependent sells a covered investment, the relevant Member must file public notice of the intent to sell with the Clerk of the House of Representatives or the Secretary of the Senate, as appropriate. The Clerk or Secretary must publish this notice online. If the individual decides not to sell the covered investment, the notice must be withdrawn. Under the bill, a covered investment is a security issued by a publicly traded company or a comparable economic interest. Some investments are exempt, including interest in a widely held investment fund and certain investments held in a trust. Violations of these provisions are subject to a fee and, in the case of a purchase, a requirement to sell the covered investment. The fee must equal (1) the greater of $2,000 or 10% of the transaction value, and (2) any net gain realized from the transaction during a specified period. The fee may not be paid using campaign donations or Members’ official allowances. Certain transactions by covered spouses and dependents are exempt, including transactions made on behalf of another person or made as part of compensation from the individual’s employer.

FENCES Act

United States · United States Congress · 3 December 2025

Foreign Emissions and Nonattainment Clarification for Economic Stability Act or the FENCES Act This bill modifies standards under the Clean Air Act to exempt states from penalties for emissions outside of the state’s control. The bill provides that certain nonattainment areas (i.e., those classified as severe or extreme for ozone or as serious for particulate matter) are not subject to sanctions for implementation plan deficiencies or for fees for failing to attain national ambient air quality standards (NAAQS) if the state demonstrates it would have avoided deficiencies or attained its standards but for emissions outside of its control (e.g., emissions from an exceptional event like a wildfire). A state must renew its demonstration at least once every five years for exemption from the sanctions or fees to continue to apply. The bill specifies that an area within a state may not be designated as a nonattainment area regarding any new or revised NAAQS for a pollutant if the state demonstrates it would be in attainment but for emissions emanating from outside of the country, regardless of whether the emissions resulted from human activity. For purposes of approving a state implementation plan or meeting certain NAAQS, current law provides that a state may demonstrate to the Environmental Protection Agency that but for emissions emanating from outside of the country, it would have attained applicable NAAQS by the attainment date for certain pollutants. The bill specifies that such emissions emanating from outside the country may include emissions that result from human activity.

Fight Illicit Pill Presses Act

United States · United States Congress · 31 October 2025

Fight Illicit Pill Presses Act This bill broadens the scope of pill machines that are subject to regulation under the Controlled Substances Act (CSA). The bill also requires regulated machines to have serial numbers and imposes criminal penalties for conduct involving the removal of serial numbers or the transportation of regulated machines knowing the serial numbers have been removed. Currently, the CSA requires persons who manufacture, distribute, import, export, or purchase certain regulated machines to keep records of and report on transactions involving the machines. Currently, the term regulated machines includes tableting machines and encapsulating machines. This bill requires persons who sell or deliver regulated machines to comply with the CSA's recordkeeping and reporting requirements, in addition to persons who manufacture, distribute, import, export, or purchase them. The bill also expands regulated machines , for which transactions must be recorded and reported, to include critical parts of tableting and encapsulating machines such as dies used to mold pills and punches used to imprint markings and logos onto pills. The bill requires serial numbers to be permanently affixed to encapsulating machines, tableting machines, and critical parts of tableting and encapsulating machines. Finally, the bill prohibits, subject to criminal penalties, the (1) removal, alteration, or obliteration of any serial number affixed to a tableting machine, encapsulating machine, or a critical part; or (2) transportation, shipment, receipt, possession, distribution, delivery, sale, import, or export of any tableting machine, encapsulating machine, or critical part knowing the serial number has been removed, altered, or obliterated.
