States that the Congress recognizes the right of the people of Ireland to the ownership of Ireland and to the unfettered control of Irish destinies to be sovereign and indefeasible. Urges the President to institute and pursue forthwith policies which are wholly consistent with the intent of this joint resolution.

Title I: Increases the authorizations of specified appropriations, under the Land and Water Conservation Funds Act, for land and water conservation funds. Sets additional requirements on the State grant programs administered under such Act. Title II: Establishes the historic preservation fund in the Treasury. Provides that during the period concering July 1, 1975, and ending June 30, 1989, there shall be covered into such fund $75,000,000 for fiscal year 1976; $75,000,000 for fiscal year 1977; and 100,000,000 for fiscal year 1978 and each fiscal year thereafter, from revenues due to the United States under the Outer Continental Shelf Lands Act and the rental and sale of public lands for lease under Federal law (30 U.S.C. 191).

Authorizes the Administrator of General Services to assign to the Secretary of Commerce for disposal by sale or transfer to the States, such surplus property, including buildings, fixtures, and equipment situated thereon, as is determined by the Secretary of Commerce to be required to help multistate, State, and local areas meet special needs arising from actual or threatened severe unemployment arising from actions of the Federal Government in closing Federal facilities. Provides that any such sale or transfer shall be made only if the Secretary of Commerce (1) approves the transferee's plan for preparation and utilization of the surplus property for economic development purposes, and (2) determines that transfer of the property at fair market value would discourage reuse of the property for economically productive purposes.

Emergency Jobs Act - Authorizes to be appropriated such sums as are necessary to permit the Secretary of Labor to make financial assistance available for the purpose of providing transitional employment for unemployed persons in jobs providing needed public services, and training and manpower services. Makes $1,000,000,000 available for the purposes of this Act for obligation in any twelve-month period in which the national rate of unemployment exceeds 4 1/2 percent for three consecutive months, and an additional $1,000,000,000 for every increment of one-half percent over 4 1/2 percent not to exceed a 6 percent unemployment rate.

Requires the President to provide for public access to all Watergate-related facts produced by any investigation conducted by any Federal executive office and to all Watergate-related documents which were produced from January 20, 1969, through August 9, 1974, and which were in the custody of the United States on August 9, 1974.

Public Disclosure of Lobbying Act - Establishes, as an independent establishment of the executive branch, the Federal lobbying Disclosure Commission, composed of the Comptroller General and seven members appointed by the President with the advice and consent of the Senate. Directs the Commission to avail itself of the assistance, including personnel and facilities, of the General Accounting Office and the Department of Justice. Enumerates the powers of the Commission, including the power: (1) to require any person to submit in writing such reports and answers to questions as the Commission may prescribe; and (2) to initiate, prosecute, defend, or appeal any civil or criminal action in the name of the Commission for the purpose of enforcing the provisions of this Act through its General Counsel. Provides that it shall be the duty of the Commission to perform specified tasks, including: (1) to develop and furnish to lobbyists forms required to be filed under this Act; (2) to prepare a manual setting forth recommended uniform methods of bookkeeping and reporting; (3) to develop a filing, coding, and cross-indexing system consonant with the purpose of this Act; (4) to make specified documents filed with it available for public inspection and copying; (5) to preserve such reports and statements for a period of ten years; (6) to compile and summarize (in specified categories) information contained in notices and reports filed; (7) to make audits and field investigations with respect to statements and reports filed under the provisions of this Act; (8) to prepare a special study or report upon the request of any Member of the House of Representatives or the Senate from information in the records of the Commission; and (9) to presecibe suitable rules and regulations to carry out the provisions of this Act. Provides that each lobbyist shall, within 15 days after becoming a lobbyist, file a notice of representation with the Commission. Provides that the notice of representation shall be in such form and detail as the Commission shall prescribe and sets forth minimum elements to be contained in such notice. Enumerates those persons required to maintain records of lobbying activities and sets forth the required form and content of reports to be made to the Commission containing such records. Sets forth criminal penalties for violation of this Act.

Solar Energy Research, Development, and Demonstration Act - Expresses the findings of Congress and declares that it is the policy of the United States to pursue a vigorous and adequately funded program with the objective of utilizing solar energy as a major source for our national energy needs. Defines the terms used in this Act. Establishes the Solar Energy Coordination and Management Project to have responsibility for management and coordination of a national solar energy research, development and demonstration program. Directs the Project to carry out its duties in cooperation with specified Federal agencies, including the Atomic Energy Commission and the Federal Power Commission. Instructs the Chairman of the Project to initiate a solar energy resource determination and assessment program. emphasizing identification of promising areas for commercial exploitation and development. Enumerates the specific goals of the determination and assessment program. Directs the Chairman of the Project: (1) to initiate a research and development program for resolving the major technical problems inhibiting commercial utilization of solar energy in the United States; (2) to implement a research and development program to demonstrate the technological means for securing and utilizing the solar energy resource base; and (3) to initiate a program to design and construct facilities to demonstrate the feasibility of utilizing the various forms of solar energy. Details the goals of each such program. Authorizes the National Science Foundation to support, coordinate, and encourage the development of policies set forth in this Act. Establishes a Solar Energy Research Institute to perform research functions in connection with the Project activities under this Act. Calls for the creation of a Solar Energy Information Data Bank, specifying the content of data to be collected and compiled. Authorizes to be appropriated to the National Science Foundation for fiscal year 1975, $2,000,000 for use in the preparation of the comprehensive program. Authorizes to be appropriated to carry out this Act, for fiscal years beginning after fiscal year 1975, such sums as the Congress may hereafter authorize.

Designates specified lands as wilderness areas for inclusion within the National Wildlife Refuge System. States that such lands are in California, Alaska, Hawaii, Illinois, Minnesota, Montana, and Vermont. Designates specified lands in Oregon, Utah, Alaska, Montana, Washington, and Colorado as wilderness areas within the National Park System. Provides for the administration of such lands by the Secretary of the Interior.

States the declaration of the Congress that thousands of children were fathered in Vietnam by United States citizens during the course of the Vietnam conflict. States that the United States has a special responsibility to assist in facilitating the care and adoption of those children in South Vietnam whose parent is a United States citizen no longer providing parental care to the child. Provides that children qualifying under this Act shall be citizens of the United States. Requires the Department of State to make arrangements necessary to inform properly accredited adoption agencies in the United States of children potentially eligible for the benefits of this Act. Provides for placing such children with suitable parents in the United States.

International Science and Technology Act - Title I: Short Title, Declaration of Policy, and Definitions - States it to be the purpose of this Act to insure fuller international usage of earth-orbiting satellites and the data obtained from them for the benefit of all nations. Title II: Federal Coordination Planning and Regulation - Establishes the semiautonomous International Science and Technology Transfer Institute. Describes the membership of its Advisory Council, to be chaired by the Director of the National Science Foundation. Directs the Council to advise the Institute on standards and procedures concerning using the Institute's communication center and the communication center of any less developed country to provide support for and encourage the transfer of science, technology, culture, and other information from such less developed country to researchers and institutions in the United States. Directs the Institute to monitor discoveries and research, including satellite application thereof. Permits the transfer of Institute information to less developed countries if such countries abide by the qualifications set forth in this Act. Permits technical and financial assistance for establishments in less developed countries to communication centers to receive information from the Institute's communication center. Directs the Institute to transmit to less developed friendly countries which have a communication center for the purposes of this Act recommendations constituting a technology assessment for any project in that country which uses information transmitted from the Institute's communication center pursuant to this Act. Authorizes participation in the program provided under this Act by Columbia, Indonesia, and the Arab countries. Authorizes appropriations necessary to carry out this Act.

Expresses the sense of the House of Representatives that the leadership of the Nation responsible for our economic well-being meet together immediately in a spirit of unity to design a set of policy actions to achieve the common goal of restoring stability and growth to the American economy and confidence and prosperity to the American people. States that it is imperative as in previous moments of great national need that the two political parties, the Congress and the President, labor and management, put aside their domestic and political differences and work together in a spirit of discipline, compromise, and sacrifice for the common good. Expresses the sense of the House of Representatives that this domestic summit be convened forthwith comprised of the President, the majority and minority leadership of both Houses of the Congress, the chairman and ranking minority members of the Appropriations Committee of both Houses, the chairmen and ranking minority members of the Senate Finance Committee and the House Ways and Means Committee, and the chairman of the Federal Reserve Board, together with leaders of labor and business, and such other participants as they may agree upon. Stipulates that they shall meet and devote such time as necessary until a plan of action is decided upon which, by its demonstration of renewed unity, direction, and purpose, will gain the public support and confidence necessary to be effective in overcoming these difficulties. States that the House of Representatives stands ready to cooperate fully in the spirit of commitment and unity which the solution of this truly national problem will require of all elements of American society.

Land Use Planning Act - Title I: Assistance to States - Sets forth the findings of Congress and policies of the Federal Government. Authorizes the Secretary of the Interior to make annual grants to any State which has: (1) established an eligible land use planning agency, and (2) an intergovernmental advisory council to assist in the development and administration of a land use planning process. Defines the elements which constitute a comprehensive land use planning process, including provisions for: (1) public involvment in the process; (2) coordination of land use activites of all State agencies; (3) consideration of esthetic, ecological, recreational and geological needs; and (4) environmental policies. Describes the factors to be included in any methods of implementation employed by a State in carrying out its land use planning process. Provides for interstate cooperation in coordinating land use planning. States that prior to making a grant to any State, the Secretary shall consult with specified officials and shall ascertain that land use planning criteria have been met. Prescribes an appeal procedure for States found ineligible to receive grants. Title II: Indian Reservation and Other Tribal Lands - Authorizes the Secretary of the Interior to appoint a task force to study the need for and form of land use planning grants to any Indian tribe to assist in developing a land use planning process for Indian reservations and other tribal lands. Title III: Public Lands - Requires that each public land management agency head prepare and maintain an inventory of all public lands and other resources under his jurisdiction. States that in the development of public land use plans, specified considerations and priorities shall be taken into account. Establishes the Interagency Land Use Policy and Planning Board and enumerates the duties of such Board. Provides for the appointing of the memberss of the Board. Directs the Executive office to issue guidelines to Federal agencies and States to assist them in carrying out the requirements of this Act. Requires the Secretary to investigate the need for and form of stating national land use policies, taking into account specified factors. Calls for the Secretary to issue a biennial report on land resources, uses, and problems. States that, for the purpose of carrying out the provisions of this Act, the Secretary may hold hearings, take testimony and receive evidence. Authorizes appropriations to the Secretary of the Interior of: (1) $100,000,000 for each of eight fiscal years for grants to States under title I; (2) $5,000,000 for each of three fiscal years for grants to the States for the purpose of accelerating the decisional process with respect to land use plans; and (3) $10,000,000 for each of three fiscal years for administration of this Act. Provides for the allotment of such funds. Sets forth the definitions of terms used in this Act.

Prohibits a petroleum refiner or distributor from cancelling, failing to renew, or otherwise terminating a franchise unless he furnishes notification in writing to each affected distributor or retailer by certified mail not less than ninety days prior to the date on which such franchise will be canceled, together with a statement of the reasons of such cancellation and of the remedies available. Provides that a petroleum refiner or distributor shall not cancel, fail to renew, or otherwise terminate a franchise unless the retailer or distributor whose franchise is terminated failed to comply substantially with any essential and reasonable requirement of such franchise or failed to act in good faith in carrying out the terms of such franchise. States that if a refiner or distributor engages in conduct prohibited under this Act, a retailer or distributor may maintain a suit against such refiner or distributor.

Provides that immediately upon the adoption of this resolution the House shall resolve itself into the Committee of the Whole House on the State of the Union for the consideration of the resolution (H. Res. 988), a resolution to reform the structure, jurisdiction, and procedures of the committees of the House of Representatives by amending rules X and XI of the Rules of the House of Representatives. States that after general debate, which shall be confined to the resolution and shall continue not to exceed three hours, to be equally divided and controlled by the chairman and ranking minority member of the Select Committee on Committees, the resolution shall be read for amendment under the five-minute rule. Stipulates that, at the conclusion of the consideration of the resolution for amendment, the Committee shall rise and report the resolution to the House with such amendments as may have been adopted, and the previous question shall be considered as ordered on the resolution and amendments thereto to final passage without intervening motion except one motion to recommit.

Save Outdoor America Act - Establishes an expanded funding program of the Land and Water Conservation Fund to "Save Outdoor America" by increasing and extending through fiscal year 1989 authorizations for the Fund. Provides that the Federal share payable to any State through fiscal year 1982 shall cover not less than 50 percent of the cost of planning, 60 percent of the cost of development, and 70 percent of the cost of acquisition projects undertaken by the State. Provides that, beginning with fiscal year 1982, the aforementioned percentage payments shall change to 50 percent for all functions.

Authorizes the Administrator of Veterans' Affairs to approve the enrollment of persons in flight school training under the war orphans' and widows' educational assistance program, where such training is in pursuance of a vocational objective or is ancillary to such an objective. Limits such educational assistance to 90 percent of tuition and fees for such programs. Requires that: (1) such recipients possess a valid private pilot's license; and (2) the flight school courses are approved by the Federal Aviation Administration and the appropriate State agency as conditions to receipt of such assistance. Repeals the requirement of disapproval by the Administrator of Veterans' Affairs of education loans to eligible veterans enrolled in a sales or management course which does not provide specialized training within a specific vocational field.

Details the goals of each such program. Authorizes the National Science Foundation to support, coordinate, and encourage the development of policies set forth in this Act. Establishes a Solar Energy Research Institute to perform research functions in connection with the Project activities under this Act. Transfers specified functions, documents, and personnel to the Energy Research and Development Administration. Provides, under title II of the Social Security Act (Federal Old-age, Survivors and Disability Insurance Benefits), for voluntary agreements between clergymen and their employers to treat clergymen as employed persons. Prescribes the criteria under which service performed in the employ of a religious, charitable, educational or other tax-exempt organization by a duly ordained, commissioned or licensed clergyman of a church shall constitute employment for purposes of this Act. Sets forth the procedures for such elective coverage for clergymen as employees.

Authorizes and directs the Secretary of the Interior, the Secretary of Agriculture, and the Secretary of Transporation to jointly conduct studies to determine the feasibility and desirability of establishing national scenic bicycle trails along United States Highways number 1, 30 and 101. Directs that these studies be submitted to the President and Congress including recommendations as to such actions which should be taken with respect to the establishment of such trails.

Older Americans' Tax Savings Act - Allows a reimbursement under the Internal Revenue Code for property taxes to persons 65 and over. Limits such reimbursement to the lesser of $480, or the property taxes accrued. Requires such reimbursement to be made in 12 monthly installments. Allows appeals to the Tax Court of denials of claims for such reimbursement. Disallows an income tax deduction for taxes for which a reimbursement is given.

Provides under the Internal Revenue Code, a tax deduction for dependent care expenses for married taxpayers who are employed part time, or who are students. Sets limits on such deductions Prohibits a reduction in such deduction (for dependent and household care services necessary for gainful employment) by the amount of income or payments received by an incapacitated spouse or dependent. (Amends 26 U.S.C. 214).

Provides that, notwithstanding any other provision of law, in addition to the 30 percent already authorized, there is authorized to be appropriated for each fiscal year an amount equal to 70 percent of the gross receipts from duties collected under the customs laws on fishery products to be maintained in a separate fund and used by the Secretary of the Interior: (1) to promote the free flow of domestically produced fishery products; (2) to develop and increase markets for fishery products of domestic origin; and (3) to conduct any biological, technological, or other research pertaining to American fisheries.

Authorizes the appropriation for each fiscal year of an amount equal to 100 percent of all fines, penalties and forfeitures imposed on foreign fishing vessels for violation of the territorial waters of the United States during the twelve-month period immediately preceding such fiscal year, such moneys to be maintained in a separate fund and used by the Secretary of the Interior: (1) to promote the free flow of domestically produced fishery products; (2) to develop and increase markets for fishery products of domestic origin; and (3) to conduct any biological, technological, or other research pertaining to American fisheries.

Geothermal Energy Research, Development, and Demonstration Act - Title I: Geothermal Energy Coordination and Management Project - Establishes the Geothermal Energy Coordination and Management Project, which shall have responsibility for management and coordination of a national geothermal energy research, development, and demonstration program. States that such responsibility shall be carried out in cooperation with the Interior Department, National Aeronautics and Space Administration, Atomic Energy Commission, and National Science Foundation. Directs the Project to explore and assess national geothermal resources and to identify promising areas for industrial exploration and development. Directs the Project to initiate a research and development program to resolve technical problems inhibiting commercial utilization of geothermal resources, including: (1) development of effective drilling methods; (2) development of methods for converting geothermal energy to useful forms; and (3) development of improved methods for controlling emissions and wastes from geothermal utilization. Directs the Project to initiate a program to design and construct geothermal demonstration plants, including design and construction of plants to produce electrical power and large scale production and utilization of useful byproducts. Title II: Loan Guarantees - Authorizes the guarantee of loans by financial institutions for commercial development of geothermal resources. Limits such loan guarantees to 75 percent of the project costs. Requires repayment of such loans in 30 years, and limits such loans for any project to $25,000,000. Authorizes the payment of the interest on such loans by an agency designated by the Project chairman if the borrower is unable to pay the interest and such payment is in the public interest. Establishes the Geothermal Resources Development Fund in the Treasury to carry out the loan guarantee and interest payment provisions of this title. Title III: General Provisions - Requires that activities under this Act shall not endanger persons or the environment. Requires semi-annual reports to the President and Congress on the progress of activities under this Act. Provides for the transfer of functions of the Project upon the establishment of a permanent Federal energy agency. Authorizes the appropriation of $2,500,000 to the National Aeronautics and Space Administration for fiscal year 1975 for research, development, and related activities, funded by it under this Act. Authorizes the appropriation of $50,000,000 each year to carry out the loan guarantee provisions of title II.

Arthritis Prevention Treatment, and Rehabilitation Act - Makes it the purpose of this Act to establish: (1) a long-range plan to expand and coordinate the national research, treatment, and control effort against arthritis and related musculoskeletal diseases; (2) centers for arthritis prevention, research, screening, early detection, training, treatment, and rehabilitation programs; and (3) programs to develop new and improved methods of arthritis screening and early detection and to establish a central arthritis screening and early detection data bank. Requires the Director of the National Institutes of Health to establish a National Commission on Arthritis and Related Musculoskeletal Diseases. Specifies the composition, duties, and powers of the Commission. States that the Commission shall formulate a long-range plan to combat arthritis and related musculoskeletal diseases with specific recommendations for the utilization and organization of national resources for that purpose. States that the plan shall include a plan for a coordinated research program encompassing existing and proposed Federal, non-Federal and local programs. Enumerates investigations, studies, and programs to be carried out under such plan. Authorizes to be appropriated $1,000,000 to carry out the above purposes. Establishes within the National Institute on Arthritis, Metabolism, and Digestive Diseases the position of Associate Director for Arthritis and Related Musculoskeletal Diseases. States that the Director of the National Institutes of Health shall establish an Inter-Institute Arthritis and Related Diseases Coordinating Committee to better coordinate research activities relating to arthritis and related musculoskeletal diseases. Provides for the development, establishment, construction, and operation of arthritis research and training centers. Specifies the purposes to be achieved by such research and training programs. Provides for the geographical distribution, operational support, and evaluation of such research and training centers. Authorizes specified appropriations for fiscal years 1975, 1976, and 1977 for the establishment of such centers. Authorizes the Secretary of Health, Education, and Welfare to establish and support arthritis screening, early detection, prevention, and control demonstration programs. Specifies the purpose of such programs. Authorizes specified appropriations for fiscal years 1975, 1976, and 1977 for the establishment and support of such programs. Requires the Secretary to establish the Arthritis Screening and Detection Data Bank as soon as practicable after the enactment of this Act. Provides that not less than $500,000 of the sums appropriated to the National Institutes of Health to carry out the purposes of this Act shall be obligated for basic and clinical orthopedic research conducted or supported by the National Institute on Arthritis, Rheumatism, and Metabolic Diseases.

Entitles specified veterans of World War I and their widows and children to veterans' pension benefits on the same basis as that accorded to veterans of the Spanish American War and their widows and children, respectively. Provides for an increase in pension rates applicable to such classes of veterans.

Expresses the sense of the House of Representatives that (1) it most strongly condemns all acts of terrorism in the Middle East; (2) the President and the Secretary of State should and are hereby urged and requested to (a) call upon all governments to condemn this inhuman act of violence against innocent victims; and (b) strongly urge the governments who harbor these groups and individuals to take appropriate action to rid their countries of those who subvert the peace through terrorism and senseless violence; and (3) the President should request the American Ambassador to the United Nations to take appropriate action before that body in order to have introduced a Security Council resolution condemning this brutal act of violence.

Entitles specified veterans of the Mexican border period and of World War I and their widows and children to a veterans' pension benefit on the same basis as that accorded to veterans of the Spanish American War and their widows and children, respectively. Provides for an increase in pension rates applicable to such classes of veterans.

Establishes a Lowell Historic Canal District Commission to provide for a plan for the preservation, interpretation, development, and use of the historic, cultural, and architectural resources of the Lowell Historic Canal District in Lowell, Massachusetts. Provides for the membership, duties and powers of such Commission. Authorizes the appropriation of such sums as may be necessary for the development of the plan to be prepared pursuant to this Act.

Title I: Acquisition Ceiling Increases - Provides for increases in appropriation ceilings for the acquisition of specified units of the National Park System. Title II: Development Ceiling Increases - Increases the limitations on appropriations for development of specified units of the National Park System. Title III: Boundary Changes - Directs the Secretary of the Interior to revise the boundaries of specified units of the National Park System. Title IV: Miscellaneous Provisions - Authorizes the Secretary to acquire by donation, purchase, or exchange and to develop specified National Park lands. Authorizes to be appropriated to the Secretary up to $100,000 to conduct studies to determine the cause and extent of the damage to the foundation of the historic structures of the San Juan National Historic Site. Authorizes to be appropriated up to $8,400,000 in addition to available funds, for moving costs, relocation benefits, and other expenses incurred pursuant to the applicable provisions of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970. Provides that whenever an owner of property, to be acquisitioned to the National Park System, elects to retain a right of use and occupancy, such owner shall be deemed to have waived the relocation benefits and displaced person status accorded by the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970.

Geothermal Energy, Research, Development, and Demonstration Act - Title I: Geothermal Energy Coordination and Management Project - Establishes the Geothermal Energy Coordination and Management Project, which shall have responsibility for management and coordination of a national geothermal energy research, development, and demonstration program. States that such responsibility shall be carried out in cooperation with the Interior Department, National Aeronautics and Space Administration, Atomic Energy Commission, and National Science Foundation. Directs the Project to explore and assess national geothermal resources and to identify promising areas for industrial exploration and development. Directs the Project to initiate a research and development program to resolve technical problems inhibiting commercial utilization of geothermal resources; including: (1) development of effective drilling methods; (2) development of methods for converting geothermal energy to useful forms; and (3) development of improved methods for controlling emissions and wastes from geothermal utilization. Directs the Project to initiate a program to design and construct geothermal demonstration plants, including design and construction of plants to produce electrical power and large scale production and utilization of useful byproducts. Title II: Loan Guarantees - Authorizes the guarantee of loans by financial institutions for commercial development of geothermal resources. Limits such loans guarantees to 75 percent of the project costs. Requires repayment of such loans in 30 years, and limits such loans for any project to $25,000,000. Authorizes the payment of the interest on such loans by an agency designated by the Project chairman if the borrower is unable to pay the interest and such payment is in the public interest. Establishes the Geothermal Resources Development Fund in the Treasury to carry out the loan guarantee and interest payment provisions of this title. Title III: General Provisions - Requires that activities under this Act shall not endanger persons or the environment. Requires semi-annual reports to the President and Congress on the progress of activities under this Act. Provides for the transfer of the functions of the Project upon the establishment of a permanent Federal energy agency. Authorizes the appropriation of $300,000,000 to the National Science Foundation for fiscal years 1975-1980 for research, development, and demonstration projects funded by it under this Act. Authorizes the appropriation of $50,000,000 each year to carry out the loan guarantee provisions of Title II.

Home Health Services Act - Provides, under the Public Health Service Act, for the establishment and initial operation of public and nonprofit private agencies which will provide home health services in areas in which such services are not otherwise available. Authorizes the Secretary of Health, Education, and Welfare to make grants: (1) to meet the initial and expanding costs of such agencies; and (2) for programs for the training of professional and paraprofessional personnel to provide home health services. Authorizes the appropriation of such sums as may be necessary to carry out this Act.

Provides for the recomputation of military retirement benefits. Provides that a member or former member of a uniformed service: (1) who is sixty years of age or older, and is retired for reasons other than physical disability, whose disability is finally determined to be of a permanent nature and less than 30 percent under the disability rating system, and is entitled to retired pay computed under the rates of basic pay in effect before January 1, 1972; or (2) who is entitled to retired pay for physical disability, whose disability was finally determined to be of permanent nature and at least 30 percent under the schedule of rating disabilities, and whose retired pay is computed under rates of basic pay in effect after October 11, 1949 and before January 1, 1972, is entitled to have that pay recomputed upon the rates of basic pay in effect on January 1, 1972.

Provides that increases in monthly insurance benefits under title II of the Social Security Act (Old-Age, Survivors' and Disability Insurance) whether occurring by reason of increases in the cost of living or enacted by law, shall not be considered as annual income for purposes of other benefit programs under title VI of the Social Security Act.

Urban Transport Data Act - States that the purpose of this Act is to provide for the identification, collection, analysis, and reporting of comprehensive, comparable, objective, and reliable data and information about the current status and changing trends of mobility in urban areas, and the operating and financial conditions of urban passenger and freight properties and carriers. Establishes within the Department of Transportation an Urban Transport Data Board consisting of three members appointed by the President, by and with the advice and consent of the Senate. Sets forth the purposes of the Board as to assist Federal, State, and local governments to: (1) determine adequate quality, safety, and quantity of all urban transport systems and services in urban areas; (2) support Federal, State, and local evaluations of the efficient performance of urban transport operations and services; (3) provide information by which urban transport properties can comparatively analyze and evaluate their own properties and procedures; and (4) provide factual information to assist governments in deciding allocations of public funds for assisting urban transport systems and services. Authorizes the Board to establish such rules, regulations, and procedures as are necessary to the exercise of its functions and to carry out the purposes for which it is created. Provides that the Board shall have the same powers as are vested in the Secretary of Transportation to hold hearings, assign and issue subpoenas, administer oaths, examine witnesses, and receive testimony at any place in the United States it may designate. Authorizes the appropriation each year, without fiscal year limitation, an amount not to exceed the higher of: (1) $8,000,000, or (2) one-quarter of 1 per cent of the total Federal funds committed during the preceding year for assistance to all forms of urban transportation.
