Expresses the sense of Congress that: (1) a single national fuel economy standard is necessary to achieve the national policy goals of reducing fuel consumption and greenhouse gas emissions without further exacerbating unemployment; and (2) the California Air Resources Board's regulation to implement California law AB 1493 undermines and conflicts with national policy established by the Energy Policy Conservation Act of 1975.

Expresses commitment to the welfare and survival of Israel as a Jewish and democratic state with secure borders and recognizes its right to act in self-defense. Reiterates that Hamas must end the rocket and mortar attacks against Israel, recognize Israel's right to exist, renounce violence, agree to accept previous agreements between Israel and the Palestinians, and dismantle its terrorist infrastructure. Encourages the Administration to work to support a sustainable cease-fire in Gaza that prevents Hamas from retaining or rebuilding its terrorist infrastructure. States that the lives of innocent civilians must be protected to the maximum extent possible. Calls on all nations to: (1) condemn Hamas for embedding its fighters, leaders, and weapons in private homes, schools, mosques, hospitals, and otherwise using Palestinian civilians as human shields while simultaneously targeting Israeli civilians; and (2) lay blame for the breaking of the calm and for subsequent civilian casualties on Hamas. Supports efforts to diminish the influence of extremists in the Palestinian territories. Calls: (1) on Egypt to intensify its efforts to halt smuggling between Gaza and Egypt; and (2) for the release of the kidnaped Israeli soldier Gilad Shalit. Reiterates support for a two-state resolution of the Israeli-Palestinian conflict through negotiations between Israel and the Palestinian Authority.

Supports the designation of a National Foster Care Month. Acknowledges the needs of children in the foster care system. Honors the commitment and dedication of those individuals who work tirelessly to provide assistance and services to children in the foster care system. Recognizes the need to continue work to improve outcomes of all children in the foster care system through the title IV program in the Social Security Act and other programs designed to: (1) help children in the foster care system reunite with their biological parents; and (2) find them a permanent, safe, and loving home when they are unable to return to their biological parents.

Expresses the sense of the House of Representatives that: (1) Members of Congress who participate in the Federal Employees Health Benefits Program (FEHBP) should be automatically enrolled in the public plan (if one is established as a choice within the Health Insurance Exchange); and (2) such Members should be subject to any personal income tax increases levied as a result of healthcare legislation, regardless of their annual gross income.

Expresses: (1) concern over the threat posed by nuclear, chemical, and biological weapons and related delivery systems in the hands of states that sponsor terrorism, such as Iran; and (2) support for the deployment of U.S. missile defense assets in Europe that will provide a defense of the United States and our European allies from the growing missile threat posed by rogue regimes. Urges the President to expedite the deployment of components of an operational U.S. ground-based missile defense system in Europe. Requests the President to report annually to Congress on steps taken to move forward with such deployment. States that the United States shall continue its support for the missile defense of key allies against attacks by rogue regimes.

Demands that the government of Iran immediately disclose the existence of any additional nuclear-related facilities. Urges the International Atomic Energy Agency (IAEA) to proceed as soon as possible with inspections of the Qom enrichment facility. Insists that Iran provide IAEA inspectors immediate and unfettered access to its Qom facility and any other such facilities not yet disclosed.
