Commends: (1) the many Lebanese who continue to adhere to the principles of the Cedar Revolution; and (2) the democratically-elected government of Lebanon for its critical and courageous decision to deploy the Lebanese Armed Forces to the Lebanon-Israeli border. Affirms that the international community's intention, as expressed in UN Security Council Resolution 1701, is that the weapons flow to Hizballah should cease and that Hizballah should be disarmed. Calls on: (1) all countries, and particularly countries through which Iranian-supplied materiel passes en route from Iran to Hizballah, to take every possible measure to prevent the transfer of arms to Hizballah; (2) the international community to monitor Iranian and Syrian compliance with the arms embargo on Hizballah; and (3) Iran and Syria to cease supporting Hizballah with funds and arms. Condemns: (1) Syria's ongoing intimidation of Lebanon; and (2) the Syrian leader's claim that the deployment of international peace-keeping forces on the Lebanese-Syrian border would be "hostile" against Syria. Urges the government of Lebanon to request a robust international force deployment on the Lebanese-Syrian border to prevent weapons resupply to Hizballah and to ensure full implementation of Security Council Resolution 1701. Believes that without such an international deployment on the Lebanese-Syrian border another Hizballah-provoked war will break out. Pledges support for the democratically-elected government of Lebanon and the Lebanese people against Syrian intimidation. Reaffirms support for Lebanon's independence and the full sovereignty of the government of Lebanon over Lebanese territory through the instrument of the Lebanese Armed Forces.

Nonitemizer Real Property Tax Deduction Act of 2006 - Amends the Internal Revenue Code to: (1) increase the standard tax deduction for taxpayers who do not itemize tax deductions by $500 ($1,000 for joint returns) of the real property taxes paid or accrued by such taxpayers in a taxable year; (2) define economic substance for purposes of evaluating tax shelter transactions; and (3) impose a penalty for understatements of tax liability resulting from transactions lacking economic substance.

PROGRESS Act

Program for Real Energy Security Act or the PROGRESS Act - Establishes the National Commission on Energy Security and Transition to New Fuels. Sets forth the duties of the Commission, including to make recommendations to Congress and the President for: (1) preserving the national energy security in the event of a terrorist attack or natural disaster; and (2) reducing U.S. dependence on foreign oil over a specified period. Establishes: (1) the New Manhattan Center for High Efficiency Vehicles; and (2) the Advisory Council on Federal Participation. Requires the Secretary of Energy to carry out a program of grants to federal and private sector researchers (including the Center) to research and develop alternative fuels and technologies to improve the productivity of U.S. automotive firms in the manufacture of high efficiency vehicles. Establishes a grant program to provide assistance to retail and wholesale motor fuel dealers or other entities to install, replace, or convert motor fuel storage and dispensing infrastructure for use in the storage and dispensing of biobased fuels. Sets forth requirements calling for: (1) the production and distribution of biobased fuels (ethanol) and deployment of new engine technologies for fuel-flexible, hybrid, plug-in hybrid, and biodiesel vehicles; (2) greater use of alternative fuels in dual fueled vehicles operating in the federal fleet; and (3) the increase and expansion of employer-provided mass transit fringe benefits. Transit Rail Accommodation Improvement and Needs Act - Allows for the shared use of rail carrier trackage and rail rights-of-way by mass transportation authorities. Authorizes capital investment grants to improve intercity passenger rail service. Allows a tax credit to holders of qualified high-speed rail infrastructure bonds. Railroad Track Modernization Act of 2006 - Establishes a capital grant program for the rehabilitation, preservation, or improvement of railroad track of class II and class III railroads. Requires the issuance of regulations implementing reliability standards for the safe transportation of energy supplies by rail.

Comprehensive Tuberculosis Elimination Act of 2006 - Amends the Public Health Service Act to: (1) establish a national program for the elimination of tuberculosis and expand tuberculosis research and development activities and demonstration projects; (2) expand the duties and membership of the Advisory Council for the Elimination of Tuberculosis and require the Council to develop and implement a national plan to eliminate tuberculosis in the United States; (3) require the Secretary of Health and Human Services and the Federal Tuberculosis Task Force to develop new tools for the elimination of tuberculosis, including drugs, diagnostics, and vaccines; (4) require the Director of the National Heart, Lung, and Blood Institute of the National Institutes of Health (NIH) to expand, intensify, and coordinate NIH tuberculosis research, to make awards to faculties of medical and osteopathic schools to develop curricula for tuberculosis prevention, management, and control, and to make awards to support career development of clinically trained professionals committed to pulmonary infection research; (5) require the National Institute of Allergy and Infectious Diseases at NIH to work to develop a tuberculosis vaccine; (6) require the John E. Fogarty International Center for Advanced Study in the Health Sciences to carry out an international training program regarding tuberculosis; and (7) require the Secretary to ensure that a portion of funds appropriated to repay education loans of qualified health professionals, researchers from disadvantaged backgrounds, and clinical researchers is reserved for contracts with individuals who research tuberculosis.

Veterans Identity and Credit Security Act of 2006

Veterans Identity and Credit Security Act of 2006 - Requires: (1) the Director of the Office of Management and Budget (OMB) to establish policies and standards for federal agencies to follow in the event of a breach of data security involving the disclosure of sensitive personal information; and (2) each federal agency to establish procedures for notifying individuals whose sensitive personal information is compromised. Establishes in the Department of Veterans Affairs (VA) an Under Secretary for Information Services. Outlines responsibilities of the VA's Chief Information Officer with respect to personal information security management. Requires the Secretary of Veterans Affairs to report quarterly to the congressional veterans' committees on any data breach with respect to sensitive personal information possessed or maintained by the VA. Requires within the VA, with respect to each data breach, an independent risk analysis to determine the level of risk for the potential misuse of such information. Provides for, after a data breach: (1) fraud alerts; (2) credit security freezes; and (3) credit protection services. Outlines requirements for contractors who contract to perform any VA function that requires access to sensitive personal information. Directs the Secretary, in order to ensure appropriate information security skills for VA employees, to carry out programs to provide financial support for the education of such personnel in information security at institutions of higher education. Authorizes: (1) a scholarship program under which the Secretary may provide financial assistance to an individual for up to five years with a limit of $50,000 per year; and (2) a debt reduction program under which the Secretary makes payments on loans taken by VA employees to obtain appropriate information security education, with a payment limit of $82,500 over a five-year period. Provides a first and second priority, in the provision of assistance under this section, to: (1) veterans with service-connected disabilities; and (2) other veterans. Requires any veteran receiving assistance to have been discharged from the Armed Forces under honorable conditions.

Protecting Children's Health in Schools Act of 2006

Protecting Children's Health in Schools Act of 2006 - Amends title XIX (Medicaid) and XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to establish requirements for providing and receiving reimbursement for school-based health care for children, including children with special needs, and the related administrative and transportation costs covered under Medicaid. Includes health care provided through Medicaid managed care organizations. Directs the Secretary of Health and Human Services and the Secretary of Education, acting jointly, to develop and implement a uniform methodology for claims under this Act.

Directs the United States Agency for International Development (USAID) to develop a comprehensive program that extends and expands existing primary and secondary school initiatives in the Caribbean to provide: (1) teacher training methods; and (2) increased community involvement in school activities.

Joshua Omvig Veterans Suicide Prevention Act

Joshua Omvig Veterans Suicide Prevention Act - Directs the Secretary of Veterans Affairs to develop and implement a comprehensive program for reducing the incidence of suicide among veterans. Requires the program to include: (1) mandatory training for appropriate staff and contractors of the Department of Veterans Affairs who interact with veterans; (2) screening of veterans who receive medical care at a Department facility for suicide risk factors; (3) referral of at-risk veterans for counseling and treatment; (4) a suicide prevention counselor at each Department medical facility; (5) research for suicide prevention and for mental health care for veterans who have experienced sexual trauma while in military service; (6) 24-hour veterans' mental health care availability; and (7) a toll-free hotline. Expresses the sense of Congress that: (1) suicide among veterans suffering from post-traumatic stress disorder (PTSD) is a serious problem; and (2) the Secretary should take in the special needs of PTSD-afflicted veterans in developing and implementing the program.

Condemning in the strongest possible terms the July 11, 2006, terrorist attacks in India and expressing condolences to the families of the victims and sympathy to the people of India.
