Alaska Lands Amendments Act - Title I: Findings and Purposes - Declares it the purpose of this Act to amend the provisions of the Alaska National Interest Lands Conservation Act so as: (1) to preserve the geological, scientific, wilderness, cultural, recreational, and wildlife values of remaining Federal lands in Alaska; and (2) to provide authorities and guidelines for the administration of the provisions of the Alaska National Interest Lands Conservation Act. Title II - Amends the Alaska National Interest Lands Conservation Act to increase the acreage of: (1) West Chichagof-Yakobi Wilderness; (2) Misty Fjords National Monument Wilderness; (3) Russel Fjord Wilderness; (4) Renali Wilderness; (5) Gates of the Artic Wilderness; (6) Glacier Bay Wilderness; (7) Katmai Wilderness; (8) Artic Wildlife Refuge Wilderness; (9) Koyukak Wilderness; (10) Yukon Wilderness; (11) Yukon Flats National Wildlife Refuge; and (12) Artic National Wildlife Refuge. Decreases the acreage of: (1) Wrangell-Saint Elicis Wilderness; (2) Wrangell-Saint Elias National Park; and (3) Lake Clark National Preserve. Increases the acreage of Wrangell-Saint Elias National Preserve and Lake Clark National Preserve. Establishes: (1) Yukon Charley Wilderness; (2) Devilnaw Wilderness; (3) Copper River Wilderness; (4) Copper River National Wildlife Refuge; and (5) Tetlin Wilderness. Establishes the Teshekpuk National Wildlife Refuge and the Utukok National Wildlife Refuge with a program for the issuance of exploration permits and lease sales. Increases the acreage of Wild and Scenic River Corridors and designates portions of the Yukon (Ramparts section) as a scenic river area. Designates certain planning areas within the Tongass National Forest. Provides that no timber within designated planning areas be sold except pursuant to the Tongass land management plan. Provides that all National Forest System lands in specified planning areas be withdrawn from location, entry, and patent under the mining laws, subject to valid existing rights. Requires the Secretary of Agriculutre to report to Congress findings as to whether specified planning areas should be: (A) designated a wilderness; (B) continued in planning status; or (C) made available for multiple uses. Exempts specified planning areas from the second roadless area review and evaluation. Provides that funds necessary to maintain the timber supply from the Tongass National Forest shall be drawn from the total sums collected as receipts from oil, gas, timber and coal which are deposited in the Treasury and credited as miscellaneous receipts. Requires the Secretary of Agriculture to designate alternative lands of equal or greater timber value other than within Admiralty Island and Misty Fjords National Monuments in the satisfaction of the rights of the Natives of Sitka. Requires the Secretary of Agriculture to permit limited development within Misty Fjords National Monument to the extent U.S. Borax and Chemical is presently entitled. Provides that Monument McKinley shall retain its name. Removes Stiese National Conservation Area from coverage of the Act. Places certain restrictions on state selections and conveyances. Sets forth procedures for the conveyance of public lands to certain Village Corporations and Regional Corporations. Permits local residents and others aggrieved by a failure of the State or Federal government to provide for the priority for subsistence uses to file a civil action in the Federal Court for the District of Alaska. Provides that nothing in the Act shall preclude the renewal or continuation of valid leases or permits for cabins, homesites or similar structures. Extends the length of time required for the Secretary to complete certain studies and reports to the Congress. Provides that the executive may not withdraw more than 5,000 acres without the approval of the Congress by joint resolution within one year of notice of such withdrawal. Requires the Secretary to establish an oil and gas leasing program on public lands not included in the Federal North Slope Oil and Gas leasing program or the National Petroleum Reserve-Alaska unless prohibited by applicable law. Permits the Secretary to refuse to renew a permit for an existing cabin if the Secretary determines that such renewal would not be in the public interest. Prohibits any fees from being charged for entrance or admission to any unit of the National Park System located in Alaska. Makes additional technical, conforming and perfecting amendments.

Farm Labor Contractor Registration Act Amendments of 1980 - Amends the Farm Labor Contractor Registration Act of 1963 to revise the definition of "farm labor contractor" to: (1) broaden specified exclusions from such definition (thus broadening certain exemptions from coverage under such Act); and (2) exclude from such definition (and such coverage) any nonprofit or cooperative association of farmers, growers, or ranchers, duly incorporated under appropriate State laws, and operated solely for the mutual benefit of the members thereof, and any full-time or regular employee of such association or cooperative who engages in such activity solely for such employer. Adds other definitions relating to such revisions. Revises the definition of "agricultural employment" to specify that listed activities take place on a farm or ranch. Limits the definition of "migrant worker" to mean (among individuals engaged in agricultural employment on a farm or ranch on a seasonal or temporary basis) only those who cannot regularly return to their domicile each day after working hours, or who are transported from and to their domicile each workday by the person who recruits, solicits, hires, or furnishes such worker for agricultural employment on a farm or ranch owned or operated by another person.

Military Pay and Allowances Benefits Act of 1980 - Grants an increase for enlistment and reenlistment bonuses to members of the uniformed services who qualify in a critical military skill. Extends to not more than 14 years the maximum period a member may serve and still remain eligible for the reenlistment or extension of an enlistment bonus. Extends the period of obligated service which will not be computed in determining such bonus to 16 years. Repeals the requirement that a person must enlist for four years to be eligible for the enlistment bonus. Provides a special pay bonus for certain aviation career officers who enter into an agreement with the Secretary of Defense, or the Secretary of Transportation (when applicable), to remain on active duty in aviation service for at least one year. Prohibits such agreement to extend beyond the date on when the officer would complete 19 years of such service. Defines "aviation service" to mean the service performed by an officer holding an aeronautical rating or designation under regulations prescribed by the applicable Secretary. Sets forth terms and conditions for such officer to refund to the United States the appropriate amount of the bonus if the officer fails to complete the extension of service agreed upon. Increases special pay to naval officers for nuclear duty who extend their period of active service for four years, and for such officers who successfully complete nuclear training. Extends the authority for such pay until September 30, 1983. Increases the annual incentive bonus for certain naval officers who have successfully completed or received training for nuclear duty. Extends the authority for such bonuses until October 1, 1983. Eliminates requirements for such service to have begun after September 30, 1975. Amends the definition of "nuclear service year" to mean any fiscal year beginning before October 1, 1983. Increases the monthly incentive pay for enlisted members for hazardous duty on submarines. Entitles qualified enlisted members who enter into an agreement with the Secretary concerned to extend their duty at designated locations overseas to special pay not in excess of $50 per month. Allows such members to elect a period of rest and recuperative absence at Government expense in lieu of such special pay. Revises entitlement provisions for basic allowance for quarters to allow members above the pay grade of E-6 (presently commissioned officers above the pay grade 0-3) to elect not to occupy quarters and instead to receive such allowance according to the applicable pay grade. Provides that a member below the pay grade of E-7 is not entitled to such allowance while on sea duty, and a member below the pay grade of E-6 is not entitled to such allowance while on sea duty for a period in excess of 90 days. Increases the per diem allowance for members traveling on official business. Limits the allowance for the transport of a house trailer or mobile home dwelling to not more than the total cost of packing, pick-up, linehaul or drayage, delivery, and unpacking baggage and household effects of members or dependents as authorized by the Secretary concerned. Permits the storage of such homes up to 180 days while in transit. Allows payments for such transportation to be made in advance. Eliminates provisions of existing law which direct the means of transporting such homes and references to the cost per mile of such transportation. States that parking facilities provided for such homes not owned by the Government shall not be considered quarters for purposes of the basic allowance for quarters. Allows the Government to establish a fee for the use of any such facility and to amortize the cost of construction for such facility 15 years after the completion of construction. Makes members under the pay grade of E-4 eligible for a family separation allowance. Permits the reimbursement of any member of the Navy on sea duty (presently only naval officers) for expenses incurred in obtaining quarters, when such quarters are not available onboard ship. Stipulates that such members who are stationed near their dependents shall not be entitled to such reimbursement. Provides permanent authority for subsistence allowances for members of the Marine Corps officer candidate program and repeals an Act which provided authority to that effect until September 30, 1982. Sets forth the effective dates for provisions of this Act.

National Defense Compensation Act of 1980 - Increases the pay and allowances, and certain special and incentive pays, of members of the uniformed services for pay periods beginning after December 31, 1981, 1982, and 1983. Directs the President, in any year in which an alternative pay plan is transmitted to the Congress, to include in such plan a statement specifying the adjustments which would have been made but for such alternative plan.

Establishes the Public Debt Retirement Trust Fund in the Treasury of the United States. Appropriates to such Trust Fund amounts equivalent to the crude oil windfall profit tax and the oil import fees imposed by the President under Proclamation 4744 on April 2, 1980. Requires the transfer of such amounts at least monthly from the general fund of the Treasury to the Trust Fund. Limits the use of such Trust Fund amounts to the payment, purchase before maturity, or redemption of any obligations included in the public debt. Requires cancellation and retirement of all obligations so paid for, purchased, or redeemed. Repeals provisions of the Crude Oil Windfall Profit Tax Act of 1980 which set up the Windfall Profit Tax Account in the Treasury and direct the allocation of amounts deposited therein.

National Usury Act - Establishes the legal rate of interest at ten percent per year. Provides that, except with respect to loans of less than $2,500 made by petty loan companies or credit unions: (1) any agreement to charge interest in excess of ten percent per year on a loan of more than $300 is void as to the excess interest which may be recovered by the borrower; and (2) any partial payment on a debt must be first applied to the interest due. Prohibits the defense of usury in any action to recover on a debt. States that insurance premiums required to be paid under a secured loan agreement shall not be considered interest if the premiums do not exceed those charged under similar policies unrelated to loans. Sets forth provisions governing the application of the legal rate of interest to judgments. Requires any person engaged in the business of financing loans on personal property sold by dealers to purchasers on credit to pay interest at five percent per year on any reserve withheld from the dealer under the contract for financing. States that any amount so withheld shall be due immediately upon the close of the loan account. Requires that dealers receive biannual reports on the status of their reserve accounts. Establishes a fine for violation of such provisions on dealer financing. Requires the board of directors of any institution which deals in bills of exchange to fix the rates of exchange. Requires such rates to be publicly posted. Prohibits any officer of such an institution from deviating from the posted rate of exchange. Sets forth provisions governing secured and unsecured installment loans given by banks, trust companies, and combined banks and trust companies.

Amends rule XIII and rule XI of the Rules of the House of Representatives to establish a special calendar to be known as the Budget Calendar, to which shall be referred all bills and joint resolutions of a public character which are reported from committees and which, if considered immediately, would be in violation of the Congressional Budget Act of 1974. Requires such calendar to set forth: (1) the number and title of such bill or joint resolution, and the date or dates on which it was reported from committee and referred to the appropriate calendar; (2) the particular provisions or requirements of the Congressional Budget Act of 1974 which such bill or joint resolution violates; (3) the number of the resolution containing such waiver and the number of the accompanying report, if a waiver of any provision or requirement of the Congressional Budget Act of 1974 has been reported by the Committee on Rules; and (4) a tabulation of the progress of congressional action on bills and resolutions providing new budget authority or changing revenues or the public debt limit for a fiscal year. Stipulates that such tabulation shall be based on a determination of estimates of budget outlays and revenues made by the Committee on the Budget and the most recent periodic report provided by the Director of the Congressional Budget Office. Requires the Committee on Rules, whenever it reports a resolution waiving one or more provisions or requirements of the Congressional Budget Act of 1974, to include in its report or in an accompanying statement a brief explanation as to why such waiver is necessary.

Resource Conservation and Development Act of 1980 - Directs the Secretary of Agriculture to establish a resource conservation and development program to assist States, local units of government, and local nonprofit organizations to operate and maintain a planning process for land conservation and utilization, natural resources development, and rural economic and environmental improvement. Authorizes the Secretary to: (1) provide technical assistance in developing area plans for designated rural areas; (2) cooperate in conducting surveys and inventories, disseminating information, and developing area plans; (3) assist in the carrying out of approved area plans by local public agencies and nonprofit organizations designated by States; and (4) enter into specified agreements. Sets forth terms and conditions of agreements which must be met if the Secretary is to provide any technical or financial assistance, including loans, to a State agency, local government, or local nonprofit organization in carrying out works of improvement specified in an approved area plan. Permits the identification of groups or problems for special consideration in area plans. Declares that the authority of the Secretary under this Act shall be supplemental and not in lieu of any authority of the Secretary under any other provision of law. Directs the Secretary to establish within the Department of Agriculture a Resource Conservation and Development Policy Board to advise the Secretary regarding the administration of this Act. Directs the Secretary to evaluate the program provided for in this Act and to report on such evaluation, with recommendations. Authorizes appropriations necessary to carry out this Act, with specified annual limits on technical and financial assistance and on loans.

States that no license or permit issued under the Atomic Energy Act of 1954 for any facility or activity which generates low-level radioactive waste may remain in effect, and no new licenses or permits for such activities may be issued or renewed unless the State in which the licensee or permittee is located has provided for the safe storage and disposal of all low-level radioactive waste generated in such State. Authorizes States to enter into agreements and compacts with other States for the establishment of facilities for the disposal of such wastes. Authorizes the Nuclear Regulatory Commission to provide financial assistance to each State having such a facility to reimburse such State for costs incurred in the preconstruction activities involved in establishing such a facility. Requires that such facilities collect a fee for the receipt of such wastes set at a level necessary to amortize the full costs of construction and operation of the facility over its useful life.
