Keep Americans Safe Act This bill establishes a new criminal offense for the import, sale, manufacture, transfer, or possession of a large capacity ammunition feeding device (LCAFD). The bill does not prohibit certain conduct with respect to an LCAFD, including the following: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification and the date of manufacture. Additionally, the bill allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender an LCAFD under a buy-back program.

Ralph David Abernathy, Sr. National Historic Site Act This bill establishes the Ralph David Abernathy, Sr. National Historic Site in Georgia as a unit of the National Park System. The site shall preserve, protect, and interpret the area where the Reverend Dr. Abernathy served as pastor during the height of the modern civil rights movement and his role as an internationally recognized civil rights leader.

Haiti Criminal Collusion Transparency Act of 2022 This bill requires the Department of State to provide an annual report to Congress on ties between criminal gangs and political and economic elites in Haiti. Among other things, the report must (1) identify prominent criminal gangs in Haiti, (2) list Haitian political and economic elites that have links to criminal gangs, (3) assess how collusion between Haitian political and economic elites and criminal gangs threatens the Haitian people and U.S. national interests, and (4) assess what actions the governments of the United States and Haiti could take to address those threats. The bill also requires the State Department to identify certain individuals listed in the report who may be subject to visa- and property-blocking sanctions under specified U.S. laws.

The Jackie Walorski Maternal and Child Home Visiting Reauthorization Act of 2022 This bill reauthorizes through FY2027, increases funding for, and modifies the Maternal, Infant, and Early Childhood Home Visiting Program. This program supports home visits for expectant and new parents who live in communities that are at-risk for poor maternal and child health outcomes. Changes to the program include setting out requirements for allocating program funds; increasing the percentage of funds reserved for tribal entities; establishing a publicly available dashboard that reports program outcomes; requiring activities to reduce unnecessary data collection, reporting, and other administrative requirements of the program; and allowing for virtual home visits (provided certain conditions are met).

Expanding the Voluntary Opportunities for Translations in Elections Act or the Expanding the VOTE Act This bill expands access to voting materials for individuals with limited proficiency in the English language, including by establishing incentive grants for states and political subdivisions to provide translated voting materials. Additionally, the bill directs the Government Accountability Office to study the impact of (1) reducing the threshold requirement under Section 203 of the Voting Rights Act of 1965, and (2) expanding the definition of language minorities to include native speakers of additional languages.

Health Security and Countering Weapons of Mass Destruction Act This bill makes changes to the Countering Weapons of Mass Destruction (CWMD) office of the Department of Homeland Security (DHS) and provides statutory authority for and expands DHS's Office of Health Security (OHS). Specifically, the bill establishes the new OHS to advise DHS on medical, public health, and workforce safety matters; sets forth the responsibilities of the Chief Medical Officer and a Privacy Officer in OHS; repeals the terminating date for the CWMD office and sets forth the responsibilities of that office, including efforts to counter chemical, biological, radiological, and nuclear (CBRN) threats, as well as other emerging terrorism threats; establishes a CWMD Advisory Council; and requires a biodefense review and issuance of a DHS biodefense strategy. The Government Accountability Office must report to Congress on efforts of the CWMD office to prioritize its programs and activities to safeguard against CBRN threats and on other activities of that office.

No Tax Breaks for Union Busting (NTBUB) Act This bill denies employers a tax deduction for any expenditures incurred for attempting to influence their employees with respect to labor organizations or labor organization activities, such as elections, labor disputes, and collective actions. The bill requires employers to report on their attempts to influence their employees with respect to labor organizations and their activities.

Respect for Marriage Act This bill provides statutory authority for same-sex and interracial marriages. Specifically, the bill replaces provisions that define, for purposes of federal law, marriage as between a man and a woman and spouse as a person of the opposite sex with provisions that recognize any marriage that is valid under state law. (The Supreme Court held that the current provisions were unconstitutional in United States v. Windsor in 2013.) The bill also replaces provisions that do not require states to recognize same-sex marriages from other states with provisions that prohibit the denial of full faith and credit or any right or claim relating to out-of-state marriages on the basis of sex, race, ethnicity, or national origin. (The Supreme Court held that state laws barring same-sex marriages were unconstitutional in Obergefell v. Hodges in 2015; the Court held that state laws barring interracial marriages were unconstitutional in Loving v. Virginia in 1967.) The bill allows the Department of Justice to bring a civil action and establishes a private right of action for violations.

Right to Contraception Act This bill sets out statutory protections for an individual's right to access and a health care provider's right to provide contraception and related information. Contraception refers to an action taken to prevent pregnancy, including the use of contraceptives (i.e., a device or medication used to prevent pregnancy), fertility-awareness based methods, and sterilization procedures. Generally, the bill prohibits measures that single out and impede access to contraception and related information. However, a party may defend against a claim that a measure violates the bill's prohibitions by demonstrating, through clear and convincing evidence, that the measure significantly advances access to contraception and cannot be achieved through less restrictive means. The Department of Justice, individuals, or health care providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations.

Ensuring Access to Abortion Act of 2022 This bill prohibits anyone acting under state law from interfering with a person's ability to access out-of-state abortion services. ( Abortion services includes the use of any drugs that are approved to terminate pregnancies and any health care services related to an abortion, whether or not provided at the same time or on the same day.) Specifically, the bill prohibits any person acting under state law from preventing, restricting, impeding, or retaliating against health care providers who provide legal abortion services to out-of-state residents, any person or entity who helps health care providers to provide such services, any person who travels to another state to obtain such services, any person or entity who helps another person travel to another state to obtain such services, or the movement in interstate commerce of drugs that are approved to terminate pregnancies. The Department of Justice may enforce this bill through civil actions; the bill also establishes a private right of action for violations.

Backlog Justice Act of 2022 This bill requires certain actions to address the backlog of untested sexual assault kits. For example, the bill (1) directs the Bureau of Justice Assistance to establish a publicly accessible online database regarding untested kits, and (2) requires the Department of Justice to provide an increased amount of certain grant funding for states that have in place electronic evidence tracking systems for these kits.

James Weldon Johnson Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 400,000 $1 silver coins emblematic of James Weldon Johnson, an influential writer, diplomat, educator, lawyer, and civil rights activist. All surcharges received by Treasury from the sale of such coins must be paid to Historic Stanton, Inc. and the James Weldon Johnson Foundation.

Aaron Salter, Jr., Responsible Body Armor Possession Act This bill establishes a federal statutory framework to restrict the purchase, ownership, or possession of enhanced body armor by civilians. The term enhanced body armor means body armor, including a helmet or shield, with a ballistic resistance that meets or exceeds the ballistic performance standard of Type III armor, as determined using the National Institute of Justice standard in effect at the time the person purchases, owns, or possesses the armor.

My Body, My Data Act of 2022 This bill establishes protections, subject to certain limits, for personal reproductive or sexual health information. This includes information relating to past, present, or future surgeries or procedures, such as the termination of a pregnancy. Specifically, commercial entities, including individuals, nonprofits, and common carriers, may not collect, retain, use, or disclose personal reproductive or sexual health information except (1) with the express written consent of the individual to whom such information relates, or (2) as is strictly necessary to provide a requested product or service. Commercial entities also must provide individuals with access to, and a reasonable mechanism to delete, any of their reproductive or sexual health information upon request. Further, commercial entities must maintain and publish a privacy policy describing their practices with respect to such information. The bill's provisions do not apply to entities that are subject to certain existing health-related privacy regulations, such as the privacy regulations issued under the Health Insurance Portability and Accountability Act of 1996. Additionally, the provisions do not apply to the disclosure of personal reproductive or sexual health information for the publication of newsworthy information of legitimate public concern. The bill provides for enforcement by the Federal Trade Commission and by private civil actions.

Good Jobs for Good Airports Act This bill addresses pay, benefits, and labor standards for certain airport service workers. Airport service workers include security officers, food service workers, cleaning staff, ticketing agents, and retail service workers. Specifically, the bill establishes a minimum wage and benefit standard for such airport service workers at large, medium, and small hub airports. It also prohibits small, medium, and large hub airports from accessing federal funds for airport development projects unless the airports certify that such airport service workers are paid no less than the higher of $15 per hour, the applicable state or local minimum wage and fringe benefits, or the prevailing wage and fringe benefits required under the Service Contract Act as established by the Department of Labor.

LEO Fair Retirement Act of 2022 This bill makes a series of changes to certain retirement and premium pay calculations for federal law enforcement officers (LEOs). Specifically, the bill provides that for purposes of computing the annuity of an LEO under the Civil Service Retirement System and the Federal Employees Retirement System, any premium pay earned by such LEO in excess of limitations imposed on such pay shall be included in the LEO's average pay, contingent on the payment of a specified lump sum by the LEO to the Office of Personnel Management. The bill allows for a nonrefundable tax credit with respect to such lump-sum payments. The bill also makes postal inspectors, federal air marshals, and other specified personnel eligible for availability pay (i.e., premium pay paid to LEOs who are criminal investigators).

Internet Freedom Rapid Response Act of 2022 This bill authorizes the U.S. Agency for Global Media's Open Technology Fund to make grants to eligible entities to support internet freedom technologies to counter acute escalations in censorship in closed countries (generally countries in which democratic participation, free expression, freedom of movement, or access to information is suppressed).

Safety From Violence for Healthcare Employees Act or the SAVE Act This bill establishes a new criminal offense for knowingly assaulting or intimidating hospital personnel during the performance of their official duties in a manner that interferes with their performance of the duties or limits their ability to perform the duties. Additionally, the bill authorizes grants to reduce the incidence of violence at hospitals, including violence or intimidation against hospital personnel in the performance of their duties.

Keep Infant Formula Safe and On the Shelves Act of 2022 This bill requires the Food and Drug Administration (FDA) to periodically inspect infant formula manufacturing facilities and addresses related issues. The FDA must periodically conduct inspections, including unannounced inspections, of infant formula manufacturer facilities. If the FDA makes a notable regulatory finding at such a facility, the manufacturer must undergo a comprehensive food safety audit that includes a root cause analysis, enhanced testing, and comprehensive environmental samples. A manufacturer of infant formula or essential medical food must notify the FDA no later than five business days after becoming aware of circumstances that could lead to a shortage of the relevant product in the United States. Further, the FDA must create and annually update a list of U.S. manufacturing facilities that could be converted to manufacture infant formula during a shortage. In the event of a shortage, the FDA may require infant formula manufacturers to provide certain information, such as the quantity of formula in a manufacturer's inventory. The bill also establishes under statute that food, including infant formula, is a critical material essential to the national defense and therefore subject to authorities under the Defense Production Act of 1950. (Such authorities authorize the President to take various actions, such as requiring businesses to prioritize certain government contracts and incentivizing the domestic industrial base to expand the production of critical materials.) The Occupational Safety and Health Administration must issue a fact sheet and provide technical assistance to infant formula manufacturers to promote compliance with occupational health and safety standards.

Protecting Our Kids Act This bill makes various changes to federal firearms laws, including to establish new criminal offenses and to expand the types of weapons and devices that are subject to regulation. Among the changes, the bill generally prohibits the sale or transfer of certain semiautomatic firearms to individuals who are under 21 years of age; establishes new federal criminal offenses for gun trafficking and related conduct; establishes a federal statutory framework to regulate ghost guns (i.e., guns without serial numbers); establishes a framework to regulate the storage of firearms on residential premises at the federal, state, and tribal levels; subjects bump stocks to regulation under federal firearms laws; and generally prohibits the import, sale, manufacture, transfer, and possession of large capacity ammunition feeding devices.

Emergency Infant Formula Act This bill addresses the shortage of infant formula in the United States, including by authorizing the President to take certain actions to expedite the importation of such formula. Specifically, the bill authorizes the President to declare through an executive order that a shortage of infant formula exists in the United States. Additionally, the President may authorize the importation, distribution, and sale of any covered infant formula if the applicable brand, manufacturer, manufacturing plant, or the specific infant formula product is included in the executive order. Covered infant formula generally refers to any infant formula that is lawfully marketed in the European Union, Canada, Japan, the United Kingdom, or any country the President determines has sufficient health and safety standards with respect to infant formula. The bill exempts imported infant formula from U.S. labeling requirements. The Food and Drug Administration (FDA) must require retailers of imported infant formula to place a label on the product indicating it has not been approved by the FDA. The bill also authorizes the President to reduce or suspend any duties on the importation of covered infant formula or articles used in the production of infant formula. U.S. Customs and Border Protection must give the highest priority and take steps as necessary to expedite the processing of all entries of covered infant formula and articles used in the production of infant formula.

Alzheimer's Accountability and Investment Act This bill requires the National Institutes of Health to annually submit, beginning in FY2024, an estimate of its budget and personnel needs for carrying out initiatives pursuant to the National Alzheimer's Project. This project supports coordination of federal planning, research, and other efforts to address Alzheimer's disease and related dementias.

NAPA Reauthorization Act This bill extends through 2035 and makes other changes to the National Alzheimer's Project. This project supports coordination of federal planning, programs, and other efforts to address Alzheimer's disease and related dementias. In particular, the bill incorporates a focus on promoting healthy aging and reducing risk factors associated with cognitive decline. The bill also expands the membership of the Advisory Council on Alzheimer's Research, Care, and Services to include (1) a researcher with experience recruiting and retaining diverse clinical trial participants, (2) an individual diagnosed with Alzheimer's disease, and (3) representatives from additional federal agencies (e.g., the Department of Justice and the Office of Management and Budget).

Displaced Afghan Women and Girls Education Act of 2022 This bill provides certain educational resources to certain displaced Afghan women and girls domiciled in the United States. For example, the bill (1) requires such displaced Afghan women and girls to receive in-state tuition rates at public institutions of higher education, and (2) provides funding for and establishes the Displaced Afghan Women and Girls Scholarship Grant.

Federal Emergency Management Advancement of Equity Act or the FEMA Equity Act This bill addresses equity in federal disaster assistance policies and programs. The Federal Emergency Management Agency (FEMA) must develop and implement a process to ensure equity in the provision of federal assistance and throughout all FEMA programs and policies. Additionally, FEMA must establish metrics to measure the efficacy of the process and seek input from relevant representatives of state, regional, local, and tribal governments; community-based organizations; subject matter experts; and individuals from underserved communities impacted by disasters. FEMA must designate a senior official as an equity advisor. The bill establishes in FEMA an Equity Enterprise Steering Group. The chief executive officer of an affected county may submit a request for a presidential declaration that a major disaster exists if (1) the governor of the state or territory in which the county is located does not request such a declaration, (2) the affected county is not included in a request for assistance made by such governor, or (3) the affected county communicates with that governor about the disaster or potential request for a major disaster declaration before the relevant period has lapsed. The Government Accountability Office shall issue a report describing the factors that FEMA considers when evaluating a request from a governor to declare that a major disaster or emergency exists and to authorize specified assistance.

Fueling Affordable Insurance for Today's Homeowners Act of 2022 or the FAITH Act of 2022 This bill establishes the Natural Disaster Risk Reinsurance Program within the Department of the Treasury. States may voluntarily participate in the program. The program provides payments to states for damages from a natural disaster not covered by the National Flood Insurance Program for amounts in excess of trigger amounts. These trigger amounts are calculated by the National Academy of Sciences. States must present a plan that ensures the coverage of losses by insurers not exceeding the trigger amount. States must also pledge to repay the full amount provided by the program within 10 years.

Oil and Gas Industry Antitrust Act This bill requires the Federal Trade Commission to investigate and report on whether the price of gasoline is being manipulated by reducing refinery capacity or by any other form of market manipulation. The report must include a long-term strategy for the commission and Congress to address manipulation of oil and gas markets during times of national or international crisis or emergency.

Medical Records Access Fairness Act This bill prohibits health care providers from charging a fee for providing copies of individuals' protected health information. This prohibition does not apply to requests for a (1) duplicate of a copy that an individual has received within the past year, (2) nonelectronic copy that is otherwise available at no cost in electronic form through an online portal, or (3) copy to an attorney of an individual.

Jumpstart Our Legal Immigration System Act or the Jumpstart Act This bill makes unused employment-based and family-based immigrant visas from FY1992 through FY2021 available in subsequent fiscal years. It also makes diversity immigrant visas available to individuals who were selected for such a visa between FY2017-FY2021 but were unable to receive the visa due to certain (1) executive actions, or (2) limitations related to COVID-19. The bill also establishes supplemental fees for certain immigration-related applications.

Cabin Air Safety Act of 2022 This bill directs the Federal Aviation Administration (FAA) to implement regulations regarding smoke or fume incidents on aircraft (excluding helicopters). Specifically, the bill requires flight attendants, pilots, aircraft maintenance technicians, airport first responders, and emergency response teams to receive annual training on how to respond to incidents on aircraft; the FAA to develop a standardized form and system for reporting incidents involving smoke or fumes; the FAA to conduct an investigation after a report is submitted about incidents of smoke or fumes if anybody on the aircraft required medical attention; and air carriers to install and operate onboard detectors and other air quality monitoring equipment situated in the air supply system to enable pilots and maintenance technicians to locate the sources of air supply contamination, including carbon monoxide.

National Computer Forensics Institute Reauthorization Act of 2022 This bill reauthorizes through FY2032 the National Computer Forensics Institute within the U.S. Secret Service. The bill expands the mission of the institute to include educating, training, and equipping law enforcement officers and others on preventing (in addition to investigating) cybersecurity incidents, electronic crimes, and related cybersecurity threats. The bill requires the institute to develop innovative approaches to investigating cybersecurity incidents, electronic crimes, and related cybersecurity threats. The bill also requires the institute to report annually on its activities.
