VoteSafe Act of 2020 This bill expands vote-by-mail and early in-person voting during the 2020 federal elections. It also directs polling places to follow certain guidance related to COVID-19 (i.e., coronavirus disease 2019) preparedness. Specifically, each state and local jurisdiction must permit no-excuse mail-in absentee voting. Among other things, each state and jurisdiction must (1) provide a mail-in ballot with prepaid return postage to each registered voter who requests such a ballot, (2) allow voters to submit online ballot requests, (3) allow voters to cure certain signature discrepancies, and (4) provide secured drop-off boxes from 45 days before the date of the election. Each state and local jurisdiction must maintain an early in-person voting period of at least 20 days. Additionally, each state must establish a plan to ensure that polling places are implementing guidance from the Centers for Disease Control and Prevention related to COVID-19 preparedness. Among other requirements, each plan must (1) keep as many voting locations open as possible, (2) prepare polling locations to implement social distancing protocols, (3) provide sufficient quantities of hygiene and cleaning supplies at polling locations, and (4) provide additional compensation and protective equipment to poll workers. The Election Assistance Commission (EAC) must make a payment, within 30 days, to each state to carry out these requirements. Finally, the EAC must make payments to eligible states to carry out certain activities related to in-person voting, such as ensuring that elections are accessible to individuals with disabilities and implementing curbside voting.

Special Districts Provide Essential Services Act This bill makes special districts eligible for payments from the Coronavirus Relief Fund if more than $150 billion is appropriated to the fund. The bill also directs the Board of Governors of the Federal Reserve System to include special districts as eligible issuers in the Municipal Liquidity Facility program. A special district is a political subdivision, formed pursuant to general law or special act of a state, for the purpose of performing one or more governmental or proprietary functions. Services that such districts provide include first responders, firefighting, public health, or transit.

Accelerating Access to Critical Therapies for ALS Act This bill establishes a grant program, as well as a new center within the Food and Drug Administration (FDA), to facilitate access to investigational therapies for neurodegenerative diseases such as amyotrophic lateral sclerosis (i.e., ALS, also known as Lou Gehrig's disease, a progressive and fatal disease). Specifically, the Department of Health and Human Services (HHS) must award grants for the provision of investigational drugs for ALS and other rapidly progressing neurodegenerative diseases through an expanded access (i.e., compassionate use) program. HHS may award these grants to (1) a small business that is the sponsor of an investigational new drug application, or (2) a participating clinical trial site for such a sponsor. Additionally, HHS must establish within the FDA a Center of Excellence for Neurodegenerative Diseases. The center shall have duties and authorities similar to those of the FDA's Oncology Center of Excellence, which helps expedite the development of medical products and assists providers in requesting access to investigational drugs.

Specifically, such a media purveyor is eligible to receive a paycheck protection loan if (1) the individual physical location that applies for the loan does not exceed Small Business Administration size standards (up to 1,000 employees for newspaper publishers and $41.5 million in gross receipts for radio and television broadcasters); and (2) the proceeds of the loan are used to support the continued provision of local news, information, content, or emergency information. Such a recipient may not remit any portion of a paycheck protection loan to any entity other than the individual physical location that is the loan's intended recipient.

Black History is American History Act

Black History is American History Act This bill requires entities (e.g., institutions of higher education, libraries, and museums), in order to be eligible for certain grants administered by the Department of Education (ED), to include Black history in their teaching of American history. It also requires Black history to be included in tests administered by the National Assessment of Educational Progress (NAEP). Specifically, the bill mandates the inclusion of Black history as a required component of American history for such entities to be eligible for American History and Civics Academies' competitive grants. These grants support the establishment of (1) Presidential Academies for Teachers of American History and Civics, which offer workshops to teachers of American history and civics to strengthen their knowledge and prepare them to teach in these subjects; and (2) Congressional Academies for Students of American History and Civics, which support high school students in developing an understanding of these subjects. (Currently, Black history is not a required component of American history for either academy.) In addition, ED must give priority to grant applicants that align their activities with programs and resources of the Smithsonian Institution's National Museum of African American History and Culture. The bill also requires the inclusion of Black history in tests administered by the NAEP, which measures student academic achievement in various subjects.

Emergency Rental Assistance and Rental Market Stabilization Act of 2020 This bill authorizes the Department of Housing and Urban Development (HUD) to award additional grants under the Emergency Solutions Grant program to provide rental assistance for short-term and medium-term housing to homeless individuals or families, or those who are at risk of homelessness, and expands eligibility for such additional assistance. For assistance provided under the bill, the term at risk of homelessness shall include individuals and families that have an income below 80% of the median income for the area (rather than 30% of the area median income, as under current law). Rental assistance provided under the bill shall generally be limited to 120% of the HUD-established fair market rent for the area, whereas currently rental assistance under the program is generally limited to 100% of an area's fair market rent. Such assistance may not be conditioned on any prerequisite activities, such as receiving treatment. HUD may, with some limitations, waive requirements or establish alternative requirements related to such assistance if doing so is necessary to respond to the COVID-19 (i.e., coronavirus disease 2019) public health emergency.

Medical Supply Transparency and Delivery Act This bill provides for the procurement and distribution of equipment and supplies needed to combat COVID-19 (i.e., coronavirus disease 2019). The bill sets forth responsibilities for the National Response Coordination Center (NRCC) of the Federal Emergency Management Agency, including that the NRCC must (1) direct the national production and distribution of critical medical equipment and supplies; (2) communicate with states, local governments, and Native American tribes regarding the availability and delivery schedule of equipment and supplies; and (3) make specified information publicly available. The Department of Defense may detail members of the Armed Forces on active duty or civilian employees to support the NRCC. The President, using authorities provided under the Defense Production Act of 1950, must establish a fair and reasonable price for and procure needed equipment and supplies. The Government Accountability Office must annually submit a report to Congress assessing the Strategic National Stockpile. The Council of the Inspectors General on Integrity and Efficiency shall designate an inspector general to oversee this bill's implementation.

Health Equity and Accountability Act of 2020 This bill directs the Department of Health and Human Services (HHS) and others to undertake efforts to reduce health disparities. For example, the bill (1) requires more detailed reporting of demographic and health disparities data, (2) directs certain components of HHS to support health workforce diversity, and (3) increases access to culturally and linguistically appropriate health care. The bill also modifies eligibility and other requirements for Medicare, Medicaid, private health insurance, and other programs to reduce health disparities among vulnerable populations. The bill includes specific provisions with respect to noncitizens; maternal, infant, and child health; mental and behavioral health; and specified conditions that disproportionately affect racial and ethnic minority groups, such as certain cancers, HIV/AIDs, kidney disease, and diabetes. Additionally, the bill (1) revises health information technology programs to address health disparities; (2) establishes an Office of Health Disparities within HHS, as well as civil rights compliance offices within HHS agencies; and (3) supports health impact assessments and other efforts pertaining to environmental justice and social determinants of health. The Government Accountability Office must report on health workforce diversity and other specified issues related to health care and health disparities.

Emergency Educational Connections Act of 2020 This bill establishes and provides funding for the Emergency Connectivity Fund, from which the Federal Communications Commission (FCC) must provide support for certain schools or libraries to purchase specified telecommunications equipment during the public health emergency declared because of COVID-19 (i.e., coronavirus disease 2019). Specifically, the FCC shall provide funds to certain elementary schools, secondary schools, or libraries to purchase telecommunications equipment or services (e.g., Wi-Fi hotspots, modems, and routers) for use by students, staff, or patrons at locations that include locations other than the schools or libraries. Priority must be given to students, staff, or patrons who do not have access to such equipment or services. Following the emergency period, funding recipients are authorized to use purchased equipment for appropriate purposes but may not sell or transfer such equipment for anything of value, except for upgraded equipment of the same type.

Equitable Data Collection and Disclosure on COVID-19 Act This bill establishes the Commission on Ensuring Health Equity During the COVID-19 Public Health Emergency and adds reporting requirements for certain demographic data related to COVID-19 (i.e., coronavirus disease 2019). Among other activities, the commission must (1) determine approaches to using data to reduce demographic disparities in COVID-19 prevalence and outcomes, and (2) submit findings and recommendations to Congress on a specified timeline until the end of the public health emergency. During the public health emergency, the Centers for Disease Control and Prevention (CDC) and the Centers for Medicare & Medicaid Services must publish, and update daily, data on COVID-19 testing, treatment, and outcomes that is disaggregated by race, ethnicity, and other demographic characteristics on the CDC website. In addition, the Indian Health Service shall consult with tribes with respect to COVID-19 data collection and reporting. The Department of Health and Human Services must make a summary of final statistics related to COVID-19 publicly available and report specified information to Congress within 60 days of the end of the public health emergency.

Ensuring Homeowner and Occupant Monetary Encouragement and Stability Act or the Ensuring HOMES Act This bill sets forth additional housing protections during the COVID-19 (i.e., coronavirus disease 2019) emergency period. Mortgage holders and lenders are prohibited from requiring payment on a mortgage deferred during the COVID-19 emergency period until the later of (1) the last day of the loan term, or (2) the end of the deferral period. The bill establishes the Tenant Protection Program that provides loans to landlords who waive rent during the COVID-19 emergency period. The bill also provides for forgiveness of these loans if the landlord provides lease extensions and agrees not to evict tenants. This bill applies retroactively to the beginning of the COVID-19 emergency period and applies to any future declared COVID-19 emergency period.

Voter Notification of Timely Information about Changes in Elections Act or the Voter Notice Act This bill requires state and local election officials to conduct public education campaigns in the event of changes to federal elections (e.g., methods of voting) due to public health and safety emergencies. Specifically, the bill requires election officials to notify individuals of changes to federal elections by (1) providing not fewer than one direct mailing to each registered voter; and (2) notifying individuals who are eligible to vote through direct mailings, newspaper advertisements, broadcasting, and social media. Election officials must ensure their official public websites are accessible to individuals with disabilities, including the blind and visually impaired. The bill also directs the National Institute of Standards and Technology to establish and regularly update best practices to ensure official public websites of election officials are continuously operating during emergencies. Election officials must ensure their official public websites comply with such best practices. The Election Assistance Commission must make payments to states for conducting public education campaigns and operating election websites during emergencies.

Worker Health Coverage Protection Act This bill provides health insurance premium assistance for individuals who become unemployed or are furloughed during or shortly after the coronavirus (i.e., the virus that causes COVID-19) public health emergency. Specifically, the bill treats premiums as paid for up to 15 months for individuals who (1) are terminated from employment and elect to continue insurance coverage through the COBRA (Consolidated Omnibus Budget Reconciliation Act) program or (2) receive a 20% or greater reduction in paid hours but remain eligible for coverage under a group health plan. Assistance is phased out based on adjusted gross income. The bill also specifies requirements for individuals changing, or enrolling in, health plans under the program. Additionally, the bill requires employers to provide eligible individuals specified written notice about the premium assistance program, including, among other information, available health plan enrollment options and the date that such assistance expires. The Department of the Treasury must reimburse employers, group health plans, and insurance issuers through a payroll tax credit or refund for unpaid premiums that were treated as paid under the program. Premium assistance is not considered income for federal income tax purposes.

Advancing Connectivity during the Coronavirus to Ensure Support for Seniors Act or the ACCESS Act This bill (1) provides appropriations for the Telehealth Resource Center Program of the Office for the Advancement of Telehealth within the Federal Office of Rural Health Policy in the Health Resources Services Administration (HRSA) to develop telehealth capacity for certain nursing facilities, and (2) directs other activities to increase access to telehealth services in such facilities during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. HRSA shall award grants, in coordination with the Federal Communications Commission, to skilled nursing facilities and other nursing facilities to support virtual visits to residents during the emergency. The Department of Health and Human Services must also provide recommendations related to immediately increasing access, during the emergency, to telehealth services for which Medicare and Medicaid payments are available in skilled and other nursing facilities.

Coronavirus Community Relief Act

Coronavirus Community Relief Act This bill provides $250 billion for certain localities affected by the COVID-19 (i.e., coronavirus disease 2019) pandemic. Specifically, the bill provides funding for FY2020 for units of local government with a population of 500,000 or less. Payment shall be made within 30 days after submission of a specified certification by the locality. The amount of the payment is proportional to population. Local governments shall use the funds provided to cover only those costs that (1) are necessary and related to the public health emergency caused by COVID-19, and (2) were incurred during the period of March 1-December 30, 2020. The Office of Inspector General of the Department of the Treasury shall conduct monitoring and oversight of the receipt, disbursement, and use of funds.

Frontline Health Care Workers Assistance Act This bill directs certain actions to procure equipment necessary to prevent, identify, and mitigate cases of COVID-19 (i.e., coronavirus disease 2019). The National Response Coordination Center of the Federal Emergency Management Agency must, within seven days, submit a report to Congress and the President that (1) assesses the need for equipment, including personal protective equipment and ventilators, across the United States; and (2) identifies the industry sectors and manufacturers capable of fulfilling purchase orders for such equipment, as well as government-owned and privately owned stockpiles of such equipment that could be refurbished. Within 24 hours, the President must issue a purchase order with the highest priority rating under the Defense Priorities and Allocations System (DPAS) for a specified number of N-95 respirators and face masks. (DPAS is used to prioritize national defense-related contracts, subcontracts, and purchase orders.) Within seven days of receiving the center's report, the President must also issue priority purchase orders for the equipment identified in the report under authorities provided by the Defense Production Act of 1950. (That act confers upon the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods for the national defense.) The bill waives certain requirements under the act related to congressional notification and authorization and makes specified funds available for these efforts.

Too Small to Fail Act

Too Small to Fail Act This bill establishes requirements for, and revises components of, loan programs of the Small Business Administration (SBA) to provide economic relief to small businesses affected by COVID-19 (i.e., coronavirus disease 2019). Specifically, the SBA must waive the requirement that small businesses affected by COVID-19 be unable to find credit elsewhere in order to be eligible for SBA loans, and it must provide loans made in response to COVID-19 at no interest rate. In addition, the SBA is authorized to temporarily defer payments on any SBA loan for a small business that is affected by COVID-19. During the period from January 31, 2020, and ending on December 31, 2020, eligible small businesses that apply for an emergency disaster loan in response to COVID-19 may request that the SBA provide an advance of up to $15,000 within three days of receiving the application. Such advance may be used for any allowable purpose, including (1) providing paid sick leave to employees who are unable to work due to direct effects of  COVID-19, (2) maintaining payroll to retain employees during business disruptions or substantial shutdowns, and (3) making rent or mortgage payments. Applicants shall not be required to repay any amounts of such advance, even if they are subsequently denied an emergency disaster loan. Further, under certain conditions, such advance may also be taken into consideration when determining forgiveness for a loan to meet payroll costs.
