This bill designates Haiti as a temporary protected status (TPS) country from this bill's enactment date to at least 18 months after the conclusion of two lawsuits challenging the President's decision to terminate Haiti's TPS designation. (Nationals of a TPS-designated country shall have work authorization and may not be removed from the United States while the designation is in effect.)

Build Local, Hire Local Act This bill imposes various requirements on certain federally assisted infrastructure projects. The bill also creates infrastructure-related grant programs and establishes the Buy America Bureau. Such federally assisted infrastructure projects must (1) employ a certain percentage of local workers to the maximum extent practicable; and (2) prioritize hiring certain individuals, such as veterans and those facing barriers to employment. A certain percentage of funds for such projects shall be used for contracts with small businesses and certain targeted businesses, such as those owned by socially or economically disadvantaged individuals, women, or individuals with disabilities. When applying for a contract, grant, or loan related to such a project, the applying entity must disclose whether there are any rulings, such as a civil judgment, finding that the entity has violated certain federal labor and occupational safety laws in the last three years. In addition, the Department of Transportation must award grants to entities in disadvantaged and underserved communities for infrastructure projects that create connected, economically prosperous, and environmentally healthy communities. Further, the Department of Labor must provide grants to workforce development boards and industry partnerships for job training programs to train certain groups, such as individuals with barriers to employment, for jobs in targeted infrastructure industries. The bill also establishes the Buy America Bureau within the Department of Commerce to oversee project compliance with existing laws that require the use of U.S.-made materials in certain federally funded projects.

EARLY Act Reauthorization of 2019 This bill reauthorizes through FY2024 programs that raise public awareness about breast health, educate health care providers to encourage early detection of breast cancer, and provide support for young women diagnosed with breast cancer.

Expanding Broadcast Ownership Opportunities Act of 2019 This bill requires the Federal Communications Commission (FCC) to increase diversity of ownership in the broadcasting industry. Specifically, the bill allows companies engaged in the qualifying sale of a broadcast station to receive favorable tax treatment by electing nonrecognition of the gain or loss resulting from the sale. To qualify for this treatment, the sale must result in or preserve ownership of a broadcast station by socially disadvantaged individuals. The bill also requires the FCC to foster investment in broadcast stations owned by socially disadvantaged individuals.

Veterans Preventive Health Coverage Fairness Act This bill eliminates veterans' copayments for medication, hospital care, and medical services related to preventive health services provided by the Department of Veterans Affairs. The bill expands the definition of preventive health services to include (1) evidence-based items or services that have an A or B rating in the recommendations of the United States Preventive Services Task Force; (2) immunizations that have a recommendation from the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention with respect to the individual involved; and (3) with respect to women, the preventive care and screenings provided for in the Health Resources and Services Administration Preventive Services Guidelines in effect as of January 1, 2017.

Social Security Administration Accountability Act of 2019 This bill revises requirements regarding the content and submission of the annual budget for the Social Security Administration (SSA) and restricts the SSA from closing or consolidating a field or hearing office without providing specified notice and justification. The Government Accountability Office must report specified information relating to the average length of time for certain reviews of applications for disability insurance benefits.

Violence Against Women Veterans Act This bill requires the Department of Veterans Affairs (VA) to take actions to improve assistance to veterans who experience domestic violence or sexual assault. Specifically, the bill requires the VA to implement a program to assist veterans who have experienced or are experiencing domestic violence or sexual assault in accessing VA benefits. The VA shall carry out the program in partnership with domestic violence shelters and programs, rape crisis centers, state domestic violence and sexual assault coalitions, and other appropriate service providers. The bill authorizes the VA to establish local coordinators to provide outreach under the program to effectively assist veterans who have experienced domestic violence or sexual assault. The VA must consult with the Department of Justice (DOJ) and the Department of Health and Human Services to establish a national task force to develop a comprehensive national program to address domestic violence and sexual assault among veterans by integrating VA facilities, services, and benefits into existing networks of community-based domestic violence and sexual assault services. The VA must consult with DOJ to conduct a national baseline study to examine the scope of the problem of domestic violence and sexual assault among veterans and spouses of veterans. Finally, the bill requires the Advisory Committee on Women Veterans to include in its biennial report an assessment of the effects of intimate partner violence on women veterans.

Athletics Fair Pay Act of 2019 This bill addresses pay equity for amateur athletes. It requires amateur sports national governing bodies to provide equitable wages and other compensation for women where separate programs for male and female athletes are conducted on a national basis. The bill also requires a national governing body to report to Congress on the compensation of amateur athletes in the sport governed by such body for each of the two consecutive calendar years ending immediately before, and each calendar year beginning after, this bill's enactment. Each report shall include (1) the median compensation for amateur athletes, disaggregated by race and gender; and (2) the minimum and maximum compensation paid to amateur athletes, disaggregated by race and gender.

Domestic Workers Bill of Rights Act This bill provides rights and protections for domestic workers, including pay and leave rights, and health and safety protections. The bill, among other things repeals the exemption under the Fair Labor Standards Act of 1938 for domestic live-in employees from certain minimum wage and maximum hour requirements; requires written notices of termination and allow other communications for live-in domestic employees; requires written agreements for domestic workers covering wages, sick leave, benefits, and other matters; allows domestic workers to request and receive changes to work schedules due to personal events; sets forth certain privacy rights for domestic workers; expands coverage to domestic workers under Title VII of the Civil Rights Act of 1964 against discrimination in employment; and increases the federal medical assistance percentage (FMAP) for certain Medicaid-funded medical services provided by domestic workers. The Department of Labor shall (1) award grants for a domestic worker national hotline for reporting emergencies, training on hazards facing domestic workers, and workforce investment activities for domestic workers; and (2) establish a Domestic Worker Wage and Standards Board to investigate standards in the domestic workers industry. Labor must provide domestic workers with a document that describes the rights and protections under the domestic workers bill of rights. The Department of Health and Human Services must collect state Medicaid program data on the personal or home care aide workforce.

Recovering America’s Wildlife Act of 2019 This bill provides funding for (1) the conservation or restoration of wildlife and plant species of greatest conservation need; (2) the wildlife conservation strategies of states, Indian tribes, or territories; or (3) wildlife conservation education and recreation projects. The Department of the Interior must use a portion of the funding for a grant program. The grants must be used for innovative recovery efforts for species of greatest conservation need, species listed as endangered or threatened species, or the habitats of such species.

Safer Streets Act of 2019 This bill directs the Department of Justice to award grants to units of local governments with high rates of violent crime. Grants may be used to support law enforcement purposes such as hiring additional officers, acquiring surveillance equipment, and promoting prevention programs.

Law Enforcement Suicide Data Collection Act This bill directs the Federal Bureau of Investigation (FBI) to establish a new program—the Law Enforcement Officers Suicide Data Collection Program—to prevent and understand law enforcement suicides. Federal, state, and local law enforcement agencies may submit to the FBI, and the FBI must report on, data about suicides and attempted suicides of current and former officers.

HUD Inspection Oversight Act of 2019 This bill modifies inspection and oversight protocols under the Housing Choice Voucher Program, including by directing the Department of Housing and Urban Development (HUD) to take certain enforcement actions when a property's inspection score falls below a specified threshold. In recent years, language directing HUD to take specific actions in such circumstances has been included in annual appropriations bills.

Strategic and Humane Southern Border Migrant Response Act This bill imposes requirements related to the handling of migrants from Northern Triangle countries (El Salvador, Guatemala, and Honduras) and terminates certain policies requiring asylum seekers to wait in Mexico before applying and while cases are pending. The President shall report on a plan for processing asylum seekers apprehended at the U.S.-Mexico border. The Department of Homeland Security (DHS) shall establish a task force to implement the plan. Customs and Border Protection (CBP) shall maintain family unity to the greatest extent possible, unless there is a legal requirement or safety concern requiring otherwise. DHS shall (1) make every effort to ensure that apprehended individuals have access to bathrooms and showers, water, appropriate nutrition, hygiene, and sanitation (currently, the statute only requires access to food and water); (2) establish uniform medical screening procedures for detained individuals and programs that provide alternatives to detention; (3) increase its capacity to care for families and unaccompanied children by contracting with qualified entities and hiring additional CBP officers; and (4) restore a program that allowed certain minors in Northern Triangle countries to apply for refugee status without traveling to the United States. The Government Accountability Office and DHS Inspector General shall audit and conduct uninspected inspections of detention facilities. Any Member of Congress may inspect such facilities without prior notification The Department of State shall work with the United Nations to increase the capacity of Northern Triangle countries and Mexico to handle and care for those seeking refugee resettlement.

Complete Streets Act of 2019 This bill directs each state to establish a competitive program to provide technical assistance and grants for the design and construction of complete streets to make transit routes safer and more accessible. Specifically, the bill directs the Department of Transportation (DOT) to establish benchmarks and guidance by which states can implement complete streets programs and eligible entities can carry out complete streets policies and principles; eligible entities seeking technical assistance or funds for a complete streets program to adopt policies using complete streets principles that are approved by the state or metropolitan planning organizations (MPOs) with jurisdiction over such entites; states and MPOs to certify that their complete street policies meet the minimum requirements set out by DOT; states to set aside 5% of their federal highway money to implement a complete streets program; and states and MPOs to adopt design standards for federal surface transportation projects that provide for the safe and adequate accommodation of all users of the surface transportation network, including motorized and non-motorized users, in all phases of project planning, development, and operation.

Asuncion Valdivia Heat Illness and Fatality Prevention Act of 2019 This bill requires the Department of Labor to promulgate an occupational safety or health standard on prevention of exposure to excessive heat. Excessive heat includes outdoor or indoor exposure to heat at levels that exceed the capacities of the body to maintain normal body functions and may cause heat-related injury, illness, or fatality. In addition, the bill establishes requirements concerning (1) training and education to prevent and respond to heat illness, and (2) whistle-blower protections.

Caring For Our Women Veterans Act This bill establishes various reporting requirements for the Department of Veterans Affairs (VA) related to women veterans and health care. Specifically, the bill requires the VA to submit reports on (1) women veterans' use of health care from the VA; (2) use by the VA of general primary care clinics, separate but shared spaces, and women's health centers as models of providing health care to women veterans; and (3) the staffing of the VA related to the treatment of women.

High Speed Gunfire Prevention Act This bill provides statutory authority for restrictions on the possession or transfer of bump-stock-type devices and other parts capable of converting a firearm to automatically shoot multiple rounds without manual reloading by a single function of the trigger. It also makes it a crime to import, manufacture, sell, ship, deliver, possess, transfer, or receive parts or accessories designed to accelerate the rate of fire of a semiautomatic firearm without converting it to a fully automatic firearm. An individual who violates this provision is subject to criminal penalties—a fine, a prison term of up to 10 years, or both.

Hot Cars Act of 2019 This bill requires the Department of Transportation (DOT) to issue a final rule requiring all new passenger motor vehicles weighing 10,000 pounds or less to be equipped with an alert system to detect the presence of an occupant (e.g., a child or domestic animal) in a rear designated seating position after the vehicle engine is turned off. DOT must also consider requiring systems that can detect the presence of any occupant unable to independently exit the vehicle and the presence of a child who has entered an unoccupied vehicle independently. The alert must (1) include a distinct auditory and visual alert to notify individuals inside and outside of the vehicle of the presence of an occupant which must be combined with an interior haptic warning (i.e., vibrations), and (2) be activated when the vehicle engine is turned off and the presence of an occupant is detected. DOT must enter into an agreement with an independent third party for a study on retrofitting existing passenger motor vehicles with technology to address the problem of occupants left unattended in motor vehicles.

Untraceable Firearms Act of 2019 This bill generally prohibits and penalizes the manufacture, sale, transfer, purchase, or receipt of a ghost gun. A ghost gun is a firearm that lacks a unique serial number.

Northern Triangle and Border Stabilization Act This bill authorizes assistance to the Northern Triangle countries (El Salvador, Guatemala, and Honduras) to address the causes of migration to the United States and contains provisions related to the handling of such migrants. The Department of State shall create and implement a Northern Triangle strategy to (1) address crime and violence, (2) improve democratic governance, and (3) promote economic development and tackle extreme poverty. The State Department shall (1) help strengthen the capacity of Western Hemisphere countries to accept and care for refugees, and (2) establish Designated Processing Centers in various Latin American countries to process individuals seeking to migrate to the United States. At least 100,000 additional nationals from Northern Triangle countries shall be admitted as refugees each year from FY2020 through FY2024. The bill requires the hiring of additional Customs and Border Protection (CBP) officers, immigration judges, and related staff. The Department of Homeland Security shall establish standards of minimum care for individuals in CBP custody and additional guidelines and standards relating to children in CBP custody. The bill expands penalties related to smuggling and establishes criminal penalties for certain actions related to evading border controls. The bill contains various other immigration-related provisions, including (1) limits on when asylum applicants may be removed, (2) an expansion of alternatives to detention programs, and (3) a requirement that the Department of Justice provide counsel to children and particularly vulnerable individuals in immigration proceedings.

Redistricting Reform Act of 2019 This bill requires that congressional redistricting be conducted in accordance with a plan developed by (1) a state-established independent commission; or (2) if such a commission fails to enact a plan, a three-judge panel from a U.S. District Court.

Stop Shackling and Detaining Pregnant Women Act This bill prohibits the Department of Homeland Security (DHS) from detaining a woman during pregnancy or postpartum recovery and must immediately release any detainee found to be pregnant, unless such woman presents an immediate and serious threat of hurting herself or others. A DHS detention facility may not use a restraint on a detainee who is known to be pregnant, including during labor, transport to a medical facility or birthing center, and delivery, or during postpartum recovery, except for medical or safety purposes. The bill requires DHS to use the least restrictive restraint necessary and prohibits certain specified restraint types, including four-point restraints and binding a detainee's hands behind her back. The bill prohibits DHS detention officers from being present during a pelvic exam of a detainee, labor, delivery, or treatment relating to a pregnancy, unless specifically requested by medical personnel. If a detention officer is requested by medical personnel, such officer shall be female, if practicable, and remain at a reasonable distance from the detainee. The bill requires that a pregnant detainee shall have access to health care services, including comprehensive services relating to reproductive health care and pregnancy.

Bolstering Economies, Anglers, Coastal Habitats, Ecosystems and Security in Florida Act or the BEACHES in Florida Act This bill prohibits oil and gas exploration and leasing on the Outer Continental Shelf off the coast of Florida. Specifically, the bill establishes a moratorium through June 30, 2029, on oil and gas exploration and leasing in the (1) Straits of Florida Planning Area, and (2) South Atlantic Planning Area that is south of the northernmost lateral seaward administrative boundary of Florida. The bill also extends to June 30, 2029, the moratorium on oil and gas exploration and leasing in certain areas of the Gulf of Mexico off the coast of Florida.

Therapeutic Fraud Prevention Act of 2019 This bill prohibits commercial conversion therapy, which is a practice or treatment designed to change a person's sexual orientation or gender identity or otherwise change behaviors, thoughts, or expressions related to gender or sexual attraction. This prohibition does not apply to treatment that assists an individual undergoing a gender transition or facilitates identity exploration and development.

This resolution expresses support for (1) equal rights and protections for all people, regardless of actual or perceived sexual orientation or gender identity; and (2) the designation of LGBTQ Equality Day on June 26 to commemorate Supreme Court decisions handed down on that day in 2003, 2013, and 2015. The resolution also acknowledges the need for further legislation to ensure that people in the United States are free from all forms of discrimination on the basis of actual or perceived sexual orientation or gender identity.

Patsy T. Mink and Louise M. Slaughter Gender Equity in Education Act of 2019 This bill requires the Department of Education (ED) to establish an Office for Gender Equity to support state and local educational agencies, institutions of higher education, and elementary and secondary schools in fully implementing title IX of the Education Amendments of 1972, which prohibits discrimination on the basis of sex in federally funded education programs or activities. The office may provide grants and perform activities to reduce or prevent sex discrimination in all areas of education. The office must provide technical assistance and annual training to title IX coordinators and develop a handbook for conducting self-evaluations of title IX compliance. The training must address discrimination based on multiple characteristics, including race, ethnicity, national origin, disability status, religion, age, actual or perceived sex, sexual orientation, or gender or gender identity. The office may award grants to eligible entities and partnerships that apply to carry out programs and activities designed to implement title IX and prevent and reduce sex discrimination, including programs that increase campus resources. ED must coordinate with the Institute of Education Sciences and other federal entities to investigate, identify, and disseminate best practices to (1) reduce and prevent sex stereotyping, bias, and discrimination in educational materials; (2) address sex-based harassment and violence on campuses; (3) develop counseling and career guidance training; (4) mitigate implicit bias in teaching and discipline; and (5) address the needs of students who face discrimination based on multiple characteristics.

Integration of Baseball Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins in recognition and celebration of the 75th anniversary of the integration of the game of baseball. All sales of such coins shall include specified surcharges. All surcharges received by Treasury shall be distributed to the National Baseball Hall of Fame, with the understanding that the Hall of Fame shall work with the Jackie Robinson Foundation to develop and operate education programs about the integration of the game of baseball and to preserve artifacts related to the integration of the game.

America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill (1) converts the Corporation for National and Community Service into the National and Community Service Administration; (2) reauthorizes programs carried out by the administration; (3) establishes a National Service Foundation to accept and administer gifts on behalf of the administration; and (4) modifies the calculation of national service educational awards. Furthermore, the bill creates a 21st Century American Service Outreach Program to notify individuals age 17 and not more than age 30 about their eligibility to participate in national service programs,; increases living stipends for such volunteers and the cap on such full-time positions; provides a living allowance to members of the National Civilian Community Corps, under specified conditions; and provides an exclusion from gross income, for income tax purposes, for such educational awards and living allowances.

Public Service Freedom to Negotiate Act of 2019 This bill prohibits strikes by certain individuals and requires the issuance of rules that provide for federal minimum standard collective bargaining rights and procedures. The Federal Labor Relations Authority (FLRA) shall determine for each state whether the laws of such state substantially provide for each of the minimum standard collective bargaining rights and procedures specified by this bill, including the right of public employees and supervisory employees to self-organize, form or join a labor organization, or collectively bargain. The FLRA must issue rules and take actions to establish and administer bargaining rights and procedures for those states that do not substantially provide for them. No employers, emergency services employees, or law enforcement officers may engage in a lockout, strike, or any other organized job action that would probably result in a measurable disruption of the delivery of emergency or public safety services. Furthermore, no labor organization may be the cause of a violation of such prohibition.

Local Public Health And Safety Protection Act This bill authorizes the Department of Justice to make grants to states that allow local governments to impose firearms laws that are more restrictive than state firearms laws. A state that receives a grant must award subgrants to localities to help implement the more restrictive firearms laws.

Defending All Veterans In Education Act or the DAVIE Act This bill requires a for-profit institution of higher education (IHE), in order to participate in federal student-aid programs, to derive at least 20% of its revenue from sources other than federal funds. Current law requires a for-profit IHE to derive at least 10% of its revenue from sources other than federal funds. The bill also expands the definition of federal funds to include GI education benefits, with an exception for the monthly housing stipend provided under the Post-9/11 Educational Assistance Program.

Parent PLUS Loan Improvement Act of 2019 This bill modifies requirements concerning the applicable terms and conditions of Federal Direct PLUS Loans made by parent borrowers (i.e., parent PLUS loans) on behalf of their dependent college students. Specifically, it reduces the interest rate and eliminates the origination fee for a parent PLUS loan disbursed on or after July 1, 2019. The Department of Education must ensure, prior to disbursement, that parent PLUS loan borrowers receive counseling that includes comprehensive information on the terms and conditions of the loans and the responsibilities of the borrowers. The bill makes parent PLUS loans eligible for the income-contingent and income-based repayment plans. Additionally, it makes consolidation loans that repay parent PLUS loans eligible for the income-based repayment plans.

Universal Child Care and Early Learning Act This bill provides funds to the Department of Health and Human Services (HHS) for an affordable child care and early learning program. Children who are at least six weeks of age but not yet required to attend school may participate in the program regardless of family income, disability status, citizenship status, or employment of a family member. Under the program, HHS must support sponsors (e.g., states, local governments, tribal organizations, and nonprofit community organizations) that provide child care and early learning services for families. Families must pay a subsidized fee, based on their income, for the services. The fees are waived for children from families with incomes below 200% of the poverty line. The fees are capped at 7% of a family's income regardless of the family's income level.

Deceptive Practices and Voter Intimidation Prevention Act of 2019 This bill generally prohibits deceptive practices, false statements, and voter interference regarding federal elections. Specifically, the bill prohibits any person, within 60 days before an election, from communicating, causing to be communicated, or producing for communication certain information on voting, if the person (1) knows such information to be materially false, and (2) has the intent to impede or prevent another person from exercising the right to vote in an election. The bill also prohibits false statements regarding public endorsements and hindering, interfering with, or preventing voting or registering to vote. A private right of action for preventive relief is established for persons aggrieved by violations of these prohibitions. Criminal penalties are also established for violations. If the Department of Justice (DOJ) receives a credible report that materially false information has been or is being communicated in violation of these prohibitions, DOJ must communicate to the public accurate information designed to correct the materially false information.

Global Respect Act This bill imposes visa-blocking sanctions on foreign persons responsible for or complicit in violating the human rights of individuals due to actual or perceived sexual orientation, gender identity, or sex characteristics. The President shall report and periodically update a list of foreign persons responsible for such human rights violations and apply sanctions accordingly. The Department of State shall designate at least one senior officer who shall be responsible for tracking violence and discrimination against individuals based on actual or perceived sexual orientation, gender identity, or sex characteristics in foreign countries.

Services for Ending Long-Term Homelessness Act This bill requires the Substance Abuse and Mental Health Services Administration to design national strategies and implement programs to address chronic homelessness. The bill further requires the Department of Health and Human Services to award grants for permanent supportive-housing services; mental health services; substance use disorder treatment; integrated, coordinated treatment for co-occurring disorders; health education; services designed to help individuals and families make progress toward self-sufficiency; and other supportive services that promote an end to chronic homelessness. Priority for grants is given to applicants that target services to individuals and families who have experienced more homelessness, use more public emergency-care services, or have a history with the criminal justice system.

United States Call Center Worker and Consumer Protection Act of 2019 This bill establishes restrictions on businesses that relocate call centers or redirect customer service calls to locations outside the United States. Specifically, a business must notify the Department of Labor that it intends to move its customer service call center overseas and Labor must maintain a publicly available list of such businesses. Subject to narrow exceptions, a business appearing on such list is ineligible to receive federal grants or guaranteed loans for five years after the business is added to the list. Further, agencies must condition the awarding of government contracts on the requirement that any call center activity pursuant to the contract must be performed in the United States. Additionally, the bill requires call center employees to disclose their physical location at the beginning of each call initiated or received, unless all employees of the business participating in the communication are located in the United States, among other exceptions.

Land and Water Conservation Fund Permanent Funding Act This bill makes permanent, beginning in FY2020, funding for the Land and Water Conservation Fund (LWCF). The President shall annually submit to Congress specified details regarding the allocation of funds to the LWCF. Congress may provide for alternate allocations using specified procedures.

Stop Automatically Voiding Eligible Voters Off Their Enlisted Rolls in States Act or the Save Voters Act This bill requires verification and notice of the removal of registrants from an official list of eligible voters. Specifically, the bill requires a state or political subdivision to provide notice to individual registrants that are removed, the grounds for the removal, and information on contesting the removal. Public notice must be provided after any systematic removal of names. The bill provides conditions for the removal of names from an official list of eligible voters. A state is prohibited from removing a name unless the state verifies that the registrant is ineligible to vote. A state is prohibited from considering failure to vote in an election or failure to respond to a notice as evidence of ineligibility to vote.

Mental Health Parity Compliance Act This bill revises the mental health parity rules to require private health insurance plans that offer both medical and mental health coverage to prepare a comparative analysis of nonquantitative treatment limitations (NQTLs). (NQTLs are limitations on the scope or duration of benefits for treatment, such as preauthorization requirements.) The comparative analysis must be available for the Department of Health and Human Services upon request and must include (1) a description of the NQTL and the specific services to which it applies, (2) the factors used to determine when the NQTL will apply, and (3) a description of how the NQTLs applicable to mental health or substance use disorder benefits are comparable to, and no more stringent than, the NQTLs applicable to medical or surgical benefits, among other information.

This resolution authorizes the House Committee on the Judiciary to initiate or intervene in federal judicial proceedings to enforce compliance with certain subpoenas issued to Attorney General William Barr and former White House Counsel Donald McGahn. Additionally, the resolution provides explicit authority for each congressional committee, if authorized by the Bipartisan Legal Advisory Group, to initiate or intervene in federal judicial proceedings to enforce compliance with congressional subpoenas.
