Workplace Democracy Act This bill amends the National Labor Relations Act and related labor laws to preserve workers' rights to join labor organizations and engage in collective bargaining. Specifically, it prohibits employers from classifying employees as independent contractors or supervisors to avoid employee participation in union activities; allows the National Labor Relation Board to certify a union, without a secret election, if it receives the consent of the majority of eligible workers; requires employers to begin negotiating with a new union within 10 days of its certification; prohibits coercion of employees to to participate in campaign activities unrelated to their job duties; requires employers to make disclosures of anti-labor organization activities; and repeals provisions allowing states to prevent labor organizations from collecting dues from nonunion workers who benefit from union representation (right to work laws).

Protect and Serve Act of 2018 This bill amends the federal criminal code to add a new section that imposes criminal penalties on a person who knowingly causes (or attempts to cause) serious bodily injury to a law enforcement officer in certain circumstances that affect interstate commerce.

Burn Pits Accountability Act This bill requires the Department of Defense (DOD) and the military departments to evaluate whether each member of the Armed Forces has been (1) based or stationed where an open air burn pit was used to dispose of waste, or (2) exposed to toxic airborne chemicals. Members located where an open burn pit was used or exposed to toxic airborne chemicals must be enrolled in the Airborne Hazards and Open Burn Pit Registry, unless the member elects not to enroll. The evaluations must be included in periodic health assessments, physical exams conducted immediately prior to separation from active duty, and deployment assessments. DOD must share the results of the evaluations with the Department of Veterans Affairs.

Special Counsel Transparency Act of 2018 This bill establishes reporting requirements with respect to a special counsel appointed under Department of Justice (DOJ) regulations. Specifically, it establishes these requirements: a special counsel must report periodically on the status of an investigation; a special counsel who is removed from office must report on the status of an investigation, as of the date of dismissal; and DOJ must report on the status of an investigation following the removal of a special counsel.

Special Counsel Independence and Integrity Act This bill sets forth requirements and limitations with respect to the removal from office of a special counsel appointed by the Attorney General, or of another official appointed by the Attorney General who exercises a similar degree of independence from the Department of Justice (DOJ) chain of command. Specifically, a special counsel or other appointed official: may only be removed by the Attorney General or the most senior Senate-confirmed DOJ official, in certain circumstances; may only be removed for misconduct, dereliction of duty, incapacity, conflict of interest, or other good cause; must be provided written notice that specifies the reason for removal; and may file an action to challenge the removal not later than 10 days after notice was provided.

Music Modernization Act This bill makes various changes to copyright law related to sound recordings, including providing protection for sound recordings fixed before February 15, 1972, creating a system for paying royalties to producers and sound engineers, and establishing a statutory blanket license for digital music services. The blanket license allows music services to distribute sound recordings covered by the license without negotiating for the rights for each individual recording, as long as the music service complies with the license's requirements, such as paying the required royalties.

Federal Employee Retroactive Pay Fairness Act This bill requires federal employees furloughed due to a lapse in appropriations that begins on or about March 23, 2018, to be compensated at their standard rate of compensation for the period of such lapse as soon as practicable after such lapse ends.

Student Non-Discrimination Act of 2018 This bill prohibits discrimination, under a federally assisted program, against public school students on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. The bill authorizes federal departments and agencies to terminate the educational assistance of recipients found to be violating this prohibition. An aggrieved individual may assert a violation of this bill in a judicial proceeding and recover reasonable attorney's fees.

Secure Communities and Safe Schools Act This bill amends the Homeland Security Act of 2002 to prohibit the use of a grant awarded under the Urban Areas Security Initiative or the State Homeland Security Grant Program to purchase firearms and firearms accessories, such as ammunition, including for use by teachers.

Department of Homeland Security Reserve Service Act This bill amends the Homeland Security Act of 2002 to authorize the Department of Homeland Security (DHS) to establish a Homeland Security Reserve Service in each covered component of DHS, which shall provide for the temporary employment of former employees or the reemployment of annuitants of such component to stand ready to mobilize during elevated demands for, or critical shortages of, personnel and in times of crisis. DHS shall develop and implement an expedited process for hiring such employees and shall not use a competitive process. "Covered component" is defined as: U.S. Customs and Border Protection, U.S. Immigration and Customs Enforcement, the Transportation Security Administration, the U.S. Secret Service, or the Federal Protective Service of the National Protection and Programs Directorate. An individual who is employed or reemployed may be employed on a full-time or part-time basis, not to exceed one year for each assignment for which the individual is called into service. Not more than 1,000 individuals may be employed in the reserve service at any given time, to be divided across the covered components. DHS may waive this limitation for up to 90 days. DHS must implement the requirements of this bill within 180 days after its enactment and must certify to Congress that each covered component has a sufficient number of reserve personnel.

Clean and Efficient Cars Act of 2018 This bill provides statutory authority for rules concerning corporate average fuel economy (CAFE) standards for automobiles with model years 2021 through 2025 and greenhouse gas emission standards for light-duty vehicles (e.g., trucks) with model years 2017 through 2025. Specifically, the bill provides statutory authority for rules issued in 2012 by the National Highway Traffic Safety Administration (NHTSA) on the CAFE standards and the Environmental Protection Agency (EPA) on the greenhouse gas emission standards. NHTSA and the EPA may not take actions that could reduce the stringency of the standards.

Global Food Security Reauthorization Act of 2018 This bill amends the Global Food Security Act of 2016 to revise policy objectives and to: (1) extend through FY2021 the program to carry out those portions of the global food security strategy that relate to the Department of State and the U.S. Agency for International Development, and (2) expand requirements for reporting by the President regarding strategy implementation. The Foreign Assistance Act of 1961 is amended to extend through FY2021 the assistance program for international disaster relief and rehabilitation, including the set-aside for the emergency food security program.

This joint resolution nullifies the rule submitted by the Federal Communications Commission entitled "Restoring Internet Freedom." The rule published on February 22, 2018: (1) restores the classification of broadband Internet access service as a lightly-regulated "information service"; (2) reinstates private mobile service classification of mobile broadband Internet access service; (3) requires Internet service providers to disclose information about their network management practices, performance characteristics, and commercial terms of service; and (4) eliminates the Internet Conduct Standard and the bright-line rules.

Assault Weapons Ban of 2018 This bill amends the federal criminal code to make it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is: (1) manually operated by bolt, pump, lever, or slide action; (2) permanently inoperable; (3) an antique; or (4) a rifle or shotgun specifically identified by make and model. Additionally, the bill does not prohibit, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The legislation amends the NICS Improvement Amendments Act of 2007 to require law enforcement agencies to be notified when a prohibited person attempts to purchase a grandfathered SAW. It also amends the Omnibus Crime Control and Safe Streets Act of 1968 to allow a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.

Heroes Lesley Zerebny and Gilbert Vega First Responders Survivors Support Act of 2018 This bill makes changes to benefits under the Public Safety Officers' Benefits (PSOB) program. The PSOB program provides death, disability, and education benefits to public safety officers and survivors of public safety officers who are killed or permanently disabled in the line of duty. Among other things, the bill increases the death and disability benefit and increases the monthly education assistance benefit.

International Violence Against Women Act of 2018 This bill provides for a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the Department of State an Office of Global Women's Issues which shall be headed by an Ambassador-at-Large for Global Women's Issues. The Ambassador-at-Large shall: (1) coordinate U.S. government efforts regarding gender equality and the advancement of women and girls in foreign policy, and (2) develop or update periodically a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the U.S. Agency for International Development the position of Senior Coordinator for Gender Equality and Women's Empowerment who shall direct policies, programs, and funding regarding gender equality and women's empowerment. The bill requires that U.S. assistance made available for humanitarian relief, conflict mitigation, and post-conflict reconstruction prevents and responds to violence against women and girls. The Department of State shall also identify incidents that occur during armed conflict and implement emergency responses.

Election Security Act This bill directs the Election Assistance Commission to establish grant programs to support (1) states' compliance with certain voting system security requirements, including the use of voting systems that require individual paper ballots marked by hand; (2) states' audits of federal election results (i.e., manual counts of paper ballots); and (3) research and development directed at improving the security and reliability of election infrastructure. The bill also (1) requires the President to develop a national strategy to protect against attacks on U.S. democratic institutions, and (2) establishes the National Commission to Protect U.S. Democratic Institutions.

Commonsense Legislation Ensuring Accountability by Reporting Access of Non-Cleared Employees to Secrets Act or the CLEARANCES Act This bill requires the President to submit quarterly reports to Congress on security clearance information with respect to individuals working in the White House or in the Executive Office of the President.

James Weldon Johnson was a renowned statesmen, educator, songwriter, author, lawyer, and civil rights activist.

Due Diligence for FEMA Disaster Contractors Act of 2018 This bill directs the Federal Emergency Management Agency (FEMA), before awarding a covered contract (i.e., a contract for goods or services, awarded in response to a major disaster or emergency, and in an amount that equals or exceeds $1 million) to: (1) conduct a review of the potential contractor, and (2) determine whether the past performance and resources of the contractor are adequate for the contract's performance. In carrying out such review, FEMA shall assess the past experience and resources of the potential contractor using specified criteria. FEMA may waive requirements of this bill upon determining that the waiver is in the public interest.

Keep Our Pets Safe Act of 2018 This bill amends the Animal Welfare Act to prohibit a person from knowingly confining a common household pet in an enclosed space if the confinement could harm or kill the pet through exposure to excessive heat or cold, lack of ventilation, or lack of water. A common household pet is a domesticated animal (e.g., dog, cat, bird, rodent, rabbit, fish, or turtle) that is traditionally kept in the home for pleasure rather than for commercial purposes. The bill specifies the applicable criminal penalty—a prison term of up to one year, a fine, or both—for a person who violates this prohibition.

Border and Port Security Act This bill requires U.S. Customs and Border Protection (CBP), every fiscal year, to hire, train, and assign at least 500 new officers above the level as of September 30 of the immediately preceding fiscal year until the total number of officers equals the requirements identified each year in the Workload Staffing Model developed by the CBP. The CBP shall, every fiscal year, hire, train, and assign specified levels of new agricultural specialists, full-time investigators within its Office of Professional Responsibility, and support staff, including technicians, to perform non-law enforcement administrative functions. In calculating the number of officers needed at each port of entry through the Workload Staffing Model, the Office of Field Operations of the CBP shall: (1) rely on data collected regarding the inspections and other activities conducted at each such port of entry; and (2) consider volume from seasonal surges, other projected changes in commercial and passenger volumes, the most current commercial forecasts, and other relevant information. The bill amends the Homeland Security Act of 2002 to require CBP's annual report on staffing to include information on how many agricultural specialists are assigned to each field office and port of entry and information concerning the progress made toward meeting officer, agricultural specialist, and support staff hiring targets, while accounting for attrition. The CBP must also report on infrastructure and equipment needed to prevent the illegal transportation of opioids and other drugs through U.S. ports of entry.

Clarifying Lawful Overseas Use of Data Act or the CLOUD Act This bill amends the federal criminal code to specify that an electronic communication service (ECS) or remote computing service (RCS) provider must comply with existing requirements to preserve, backup, or disclose the contents of an electronic communication or noncontent records or information pertaining to a customer or subscriber, regardless of whether the communication or record is located within or outside the United States. An ECS or RCS provider may challenge a domestic warrant that compels disclosure of the contents of an electronic communication if: the customer or subscriber is not a U.S. citizen or national, lawful permanent resident, corporation, or other unincorporated entity; the customer or subscriber does not reside in the United States; and the required disclosure creates a material risk that the provider violates the laws of a foreign government with which the United States has in effect an executive agreement on data access. In response to an order from a foreign government with which the United States has an executive agreement on data access, an ECS or RCS provider may: intercept or disclose the contents of an electronic communication, and disclose the contents of a stored electronic communication or noncontent records or information pertaining to a subscriber or customer. It establishes a framework to allow the United States to enter into executive agreements with foreign governments to govern data access. To be valid, an executive agreement must meet certain requirements, including that the foreign government affords robust procedural privacy protections and adopts minimization procedures. This bill does not preclude a foreign authority from obtaining assistance in a criminal investigation or prosecution.

Women and Climate Change Act of 2018 This bill establishes a Federal Interagency Working Group on Women and Climate Change within the Department of State. The duties of the working group include: (1) coordinating the development of policies and activities of the federal government relating to addressing the effects of climate change on women, and (2) identifying and disseminating best practices for improved data collection relevant to the disparate impact of climate change on women. The working group and the State Department's Office of Global Women's Issues must develop a strategy to prevent and respond to the effects of climate change on women. The office must designate a Senior Coordinator for Women and Climate Change.

Keeping Our Commitment to Ending Veteran Homelessness Act of 2018 This bill extends through FY2019 authority for the following Department of Veterans Affairs (VA) programs: homeless veterans reintegration programs, the homeless women veterans and homeless veterans with children reintegration program, referral and counseling services for certain veterans at risk of homelessness, treatment and rehabilitation services for seriously mentally ill and homeless veterans, and the grant program for homeless veterans with special needs. The bill extends through FY2020 authority for the following VA programs: housing assistance for homeless veterans, and financial assistance for supportive services for very low-income veteran families in permanent housing. The bill extends through 2019 authority for the Advisory Committee on Homeless Veterans.

Safe Coasts, Oceans, And Seaside Towns Act or the Safe COAST Act This bill provides statutory authority for specified safety regulations that govern offshore oil and gas production in the Outer Continental Shelf and provide protections for human, marine, and coastal environments. The Department of the Interior must contract with the National Academies of Sciences, Engineering, and Medicine to complete the study titled "Review and Update of Bureau of Safety and Environmental Enforcement Offshore Oil and Gas Operations Inspection Program" within 21 months.

Justice Served Act of 2018 This bill amends the DNA Analysis Backlog Elimination Act of 2000 to add, as a purpose area under the Debbie Smith DNA Backlog Grant Program, increasing the capacity of prosecutors to address the backlog of violent crime cases involving suspects identified through DNA evidence. The Department of Justice (DOJ) must allocate a specified percentage of grant funds for such purpose, subject to limitations. Additionally, of amounts made available over FY2019-FY2022 for a DNA analysis and capacity enhancement program and for other forensic activities, DOJ must allocate at least 5% for grants to prosecute cold cases involving violent crime, where suspects have been identified through DNA evidence.

Public Safety Employer-Employee Cooperation Act This bill requires the Federal Labor Relations Authority to determine whether a state substantially provides public safety officers or employees: the right to form and join a labor organization; recognition by public safety employers of the employees' labor organization, agreement to bargain with the organization, and reduction of any agreements to writing in a contract or memorandum of understanding; the right to bargain over hours, wages, and terms and conditions of employment; and binding interest arbitration to resolve an impasse in collective bargaining negotiations. The bill makes the authority responsible for: (1) determining the appropriateness of units for labor representation; (2) supervising elections; (3) conducting hearings and resolving complaints of unfair labor practices; and (4) protecting the right of employees to form, join, or assist any labor organization, or to refrain from doing so. An employer, public safety officer, or labor organization may not engage in a lockout, sickout, work slowdown, strike, or any other organized job action that will measurably disrupt the delivery of emergency services and is designed to compel an employer, public safety officer, or labor organization to agree to the terms of a proposed contract.

This bill requires the Joint Committee on the Library to enter into an agreement to obtain a statue of Shirley Chisholm. The committee may authorize the Architect of the Capitol to enter into the agreement as well as related contracts. The committee shall place the statue in a suitable permanent location in the U.S. Capitol.
