Ensuring Coverage for Patients with Pre-Existing Conditions Act This bill establishes provisions under the Health Insurance Portability and Accountability Act of 1996 relating to the guaranteed availability of health insurance coverage as well as prohibitions against discriminatory practices based on preexisting conditions or health status; the bill also prohibits related exclusions or limitations of benefits and establishes certain enforcement mechanisms.

Kerrie Orozco First Responders Family Support Act This bill amends the Immigration and Nationality Act to waive the naturalization requirements of residence and physical presence for an alien who is the surviving spouse, child, or parent of a U.S. citizen who dies from an injury or disease incurred in or aggravated by employment as a first responder. (A surviving spouse must have been living in marital union with the citizen spouse at the time of death.) The bill defines U.S. citizen and citizen spouse to include persons granted posthumous citizenship under this bill. The Department of Homeland Security shall, upon approval of a request for posthumous citizenship filed by the next-of-kin or U.S. Citizenship and Immigration Services, provide such citizenship as of the time of death to an alien or noncitizen national who was employed as a first responder and died as a result of injury or disease incurred in or aggravated by such employment.

Veteran Empowerment and Training to Facilitate Agricultural Revitalization and Mobilization Act of 2018 or the VET-2-FARM Act of 2018 This bill expands the assistance that is available to veteran farmers or ranchers from Department of Agriculture (USDA) programs. The bill also specifies or modifies the definition of "veteran farmer or rancher" for several USDA programs, requires the USDA Military Veterans Agricultural Liaison to provide additional information to veterans and members of the Armed Forces regarding agriculture-related employment and training opportunities, requires the USDA Military Veterans Agricultural Liaison to consult with specified federal departments and agencies regarding activities that assist veterans with agriculture-related employment, and requires USDA to report annually to Congress regarding positions and training opportunities for members of the Armed Forces and veterans.

Science, Technology, Engineering, and Math (STEM) and Trade in Schools Act This bill amends the Higher Education Act of 1965 to specify that applicants who have expertise in career and technical education are eligible for Teacher Education Assistance for College and Higher Education (TEACH) grants. (TEACH grants support teachers who have expertise in high-need subjects or teach in schools serving students from low-income families.) In selecting teacher candidates for these grants, the Department of Education (ED) shall give priority to applicants who are members of a group that is underrepresented in teaching subjects related to science, technology, engineering, mathematics (STEM), or computer science. The bill amends the Elementary and Secondary Education Act of 1965 to: (1) provide a specified funding level for the STEM master teacher corps program, and (2) require a STEM master teacher corps to establish and consult with a private-sector advisory board that meets specified requirements.

Border Security and Immigration Reform Act of 2018 This bill directs the Department of Homeland Security (DHS) to achieve situational awareness and operational control of the border, including by increasing enforcement personnel. The bill provides funding for infrastructure, law enforcement, and border security, including funds for a border wall along the southern border. The bill provides for: (1) an Integrated Border Enforcement Team Program within DHS; (2) Tunnel Task Forces; (3) a pilot program on the use of electromagnetic spectrum to support border control operations; (4) a Biometric Identification Transnational Migration Alert Program; (5) construction of new border ports of entry; (6) a biometric exit data system at certain airports, seaports, and land ports of entry; (7) electronic passport screening and biometric matching; and (8) protections for children apprehended at the border from parental separation and for children in DHS custody. DHS may provide assistance to a foreign country to address migrant flows affecting the United States. DHS may provide six-year renewable contingent nonimmigrant status for certain aliens who were under the age of 16 when they first entered the United States. Adjustment to immigrant status is provided based on a point system. Children of long-term temporary foreign workers are also eligible for such status adjustment. DHS may designate certain groups as a criminal gang. Such individuals may not seek asylum, withholding of removal, or temporary protected status. Indemnification is provided for law enforcement entities sued for complying with DHS detainers. DHS detainer authority is revised. The bill creates a private right of action against a state or local jurisdiction that declines to honor a DHS detainer for a convicted illegal alien who then commits murder, rape, or sexual abuse of a minor. The bill eliminates: (1) the diversity visa program, (2) certain family-based visa categories, and (3) the per-country limit for employment-based immigrants. The per-country limit for family based-immigrants is increased. Asylum and visa screening provisions are revised.

Department of Veterans Affairs Creation of On-Site Treatment Systems Affording Veterans Improvements and Numerous General Safety Enhancements Act or the VA COST SAVINGS Enhancements Act This bill directs the Department of Veterans Affairs (VA) to install and operate an on-site regulated medical waste treatment system at each VA facility that would benefit from such a system's cost savings.

Water Resources Development Act of 2018 This bill reauthorizes, deauthorizes, and modifies various projects under the Water Resources Development Act of 1986 and the National Dam Safety Program Act and provides for specified studies. The bill extends the National Levee Safety Program and the National Dam Safety Program through FY2023. The U.S. Army Corps of Engineers shall issue guidance on the use of mitigation banks (sites where resources such as wetlands or streams are restored, established, enhanced, or preserved to compensate for the impact of authorized activity) to meet specified goals. Before developing implementation guidance for certain water resources development laws, the Corps of Engineers shall: (1) inform nonfederal stakeholders of the intent to develop guidance, and (2) provide an opportunity for such stakeholders to provide input and recommendations. The Corps of Engineers shall enter into an agreement with the National Academy of Sciences to study: (1) the ability of the Corps to carry out its statutory missions and responsibilities, and (2) improving the Corps's project delivery processes. The bill extends the nonfederal implementation pilot program through FY2023. The Corps of Engineers must develop a list of water resources development projects to deauthorize. A water resources development project, or separable element thereof, authorized by this bill is deauthorized after 10 years unless: (1) funds have been obligated for construction or a postauthorization study, or (2) the authorization has been modified by a subsequent Act of Congress.

Burma Unified through Rigorous Military Accountability Act of 2018 or the BURMA Act of 2018 This bill provides humanitarian assistance for Burma (Myanmar) and Bangladesh and imposes sanctions on Burmese military or security officials responsible for serious human rights abuses. The bill provides humanitarian assistance for Burma, Bangladesh, and the surrounding region, including assistance for the Rohingya minority. The Department of State, the Department of the Treasury, and the U.S. Agency for International Development shall jointly submit to Congress a strategy for promoting economic growth in Burma.

Non-Federal Reservoir Operations Improvement Act This bill authorizes the U.S. Army Corps of Engineers to receive and expend funds from an owner of a nonfederal reservoir to formulate, review, or revise reservoir operational documents. The reservoir must have been constructed at least in part with federal funds provided for the use of storage for flood risk management or navigation.

Medical Cannabis Research Act of 2018 This bill amends the Controlled Substances Act to establish a new, separate registration process for manufacturers of cannabis for research. The Drug Enforcement Administration must assess whether there is an adequate and uninterrupted supply of research cannabis and register additional manufacturers.

FAA Reauthorization Act of 2018 This bill reauthorizes and extends the Federal Aviation Administration (FAA) and associated programs through FY2023 at increased levels. The Department of Transportation's (DOT's) State block grant program is expanded. The Air Traffic Control Contract Program is modified. Grant authority for competitive land use planning and projects by state and local governments is extended. Various requirements are imposed on the FAA, including those for: (1) conducting a review of the relationship between aircraft noise exposure and its effects on communities around airports; (2) establishing a Safety Oversight and Certification Advisory Committee; and (3) convening a multidisciplinary expert review panel to conduct a survey of Organization Designation Authorization (ODA) holders and ODA program applicants to document and assess FAA certification and oversight activities. The General Accountability Office shall conduct a review to assess the workforce and training needs of the FAA Office of Aviation Safety in the anticipated budgetary environment. Safety provisions are outlined, which include safety critical staffing provisions, as well as air service improvement provisions, which include a cell phone voice communication ban. Provisions with regard to aviation consumers with disabilities are also outlined. The Robert T. Stafford Disaster Relief and Emergency Assistance Act is amended with respect to wild fire prevention, eligibility for code implementation and enforcement, and program improvements. FAA Leadership in Groundbreaking High-Tech Research and Development Act or the FLIGHT R&D Act Appropriations are authorized with respect to various research and development (R&D) related matters including Safety Research and Development programs. FAA shall appoint an Associate Administrator for Research and Development. Provisions are set forth regarding unmanned aircraft systems, cybersecurity, and FAA R&D activities. The Internal Revenue Code is amended with regard to: (1) expenditure authority from the airport and airway trust fund; and (2) extension of taxes funding such trust fund.

Retirement Enhancement and Savings Act of 2018 This bill amends the Internal Revenue Code and the Employee Retirement Income Security Act of 1974 (ERISA) to modify requirements for tax-favored retirement savings accounts, employer-provided retirement plans, and retirement benefits for federal judges. With respect to employer-provided plans, the bill modifies requirements regarding: multiple employer plans, automatic enrollment and nonelective contributions, loans, terminating or transferring plans, reporting and disclosure rules, nondiscrimination rules, selecting lifetime income providers, and Pension Benefit Guaranty Corporation premiums. The bill also increases the tax credit for small employer pension plan startup costs and allows a tax credit for small employers that establish retirement plans that include automatic enrollment. With respect to Individual Retirement Accounts (IRAs), the bill: treats taxable non-tuition fellowship and stipend payments as compensation, repeals the maximum age for traditional IRA contributions, and permits any IRA to be a shareholder of any S corporation that is a bank. The bill makes several modifications to retirement benefits for magistrate judges of the U.S. Tax Court and other federal judges. The bill also modifies various tax provisions to: reinstate and increase the tax exclusion for benefits provided to volunteer firefighters and emergency medical responders, revise the required distribution rules for pension plans, increase penalties for failing to file tax or retirement plan returns, and require the Internal Revenue Service to share returns and return information with U.S. Customs Border Protection to administer the heavy vehicle use tax.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends Military Financing Program grants for Israel through FY2023. The Department of Defense shall conduct a joint assessment with Israel regarding: (1) precision guided munitions needed by Israel in a sustained armed confrontation with Hezbollah and other armed groups and terrorist organizations, and (2) related U.S. assistance and resupply planning. The President may utilize the Special Defense Acquisition Fund to transfer precision guided munitions and related defense articles and services to reserve stocks for Israel. Authorities for loan guarantees and the war reserves stockpile for Israel are extended through FY2023. The Department of Homeland Security shall establish a seven-year grant program with Israel to support: (1) cybersecurity research and development, and (2) commercialization of cybersecurity technology. The U.S. Agency for International Development may enter into memoranda of understanding with Israel to advance common goals on energy, agriculture and food security, democracy, economic growth, education, and health. The National Aeronautics and Space Administration (NASA) shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The President may enter into a cooperative project agreement with Israel to carry out research and joint production of defense articles and services to detect and destroy unmanned aerial vehicles (i.e., drones) that threaten the United States or Israel. The bill states that it is U.S. policy to ensure that Israel maintains its qualitative military edge.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

Recovery Home Certification Act of 2018 This bill requires the Center for Substance Abuse Treatment and Recovery to establish model criteria for recovery homes and award grants to states that establish and operate recovery homes based on such model criteria. The bill also makes it unlawful to make or receive payments for referrals to recovery homes or clinical treatment facilities.

Women and Lung Cancer Research and Preventive Services Act of 2018 This bill requires the Department of Health and Human Services to conduct an interagency study regarding research on lung cancer in women, access to lung cancer preventive services, and public awareness and education campaigns on lung cancer. The study must include a comprehensive report on research and knowledge gaps related to lung cancer in women in the federal government and recommendations for: (1) a research program that would encourage innovative approaches to eliminate knowledge gaps, (2) the development of a national lung cancer screening strategy with sufficient resources to expand access to screening, and (3) the development of a national public education and awareness campaign on lung cancer in women and the importance of early detection of lung cancer.

Permanent Tax Cuts for Americans Act This bill makes permanent the provisions of subtitle A (Individual Tax Reform) and subtitle B (Alternative Minimum Tax) of P.L. 115-97 (commonly known as the Tax Cuts and Jobs Act) that are currently scheduled to terminate on December 31, 2025.

Uniting and Securing America Act of 2018 or the USA Act of 2018 This bill provides conditional permanent resident status for an alien meeting specified requirements, including having entered the United States when younger than 18 years old and residing in the United States since December 31, 2013. An individual may apply to have such conditional basis removed after meeting specified eligibility requirements. The Department of Homeland Security (DHS) shall cancel the removal of, and adjust to the status of an alien lawfully admitted for permanent residence on a conditional basis, an individual who was granted Deferred Action for Childhood Arrivals (DACA) status, unless such individual has engaged in disqualifying conduct. The bill repeals provisions that deny an unlawful alien eligibility for higher education benefits on the basis of residence within a state unless a U.S. citizen or national is eligible for such benefits without regard to whether such citizen or national is such a resident. DHS shall: (1) deploy the most practical and effective technology available in order to achieve situational awareness and operational control along the U.S. border; (2) submit to Congress a comprehensive southern border strategy to achieve border control; and (3) begin eradicating the carrizo cane plant and salt cedar along the Rio Grande River. DHS may construct new ports of entry along the northern and southern borders. The bill establishes Operation Stonegarden in DHS to provide border security grants to law enforcement agencies in border or maritime border states that are involved in U.S. Customs and Border Protection operations DHS shall establish a two-year grant program to improve emergency communications in the southern border region for individuals who are at risk of violence and lack cellular and LTE network service. The number of immigration judges is increased. The President shall designate a senior official to coordinate federal and international efforts to strengthen citizen security, the rule of law, and economic prosperity in Central America.

Abby Honold Act This bill directs the Department of Justice's Office on Violence Against Women to make competitive grants to law enforcement agencies and victim services organizations to implement evidence-based, trauma-informed approaches in responding to and investigating domestic violence, dating violence, sexual assault, or stalking.

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in Washington, DC, and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

Welfare of Our Friends Act of 2017 or the WOOF! Act This bill amends the Animal Welfare Act to prohibit the Department of Agriculture (USDA) from licensing a dealer of dogs whose previous licenses have been suspended or revoked in the last 10 years if the license is for operating a facility that the dealer previously used. Further, USDA may not issue or renew a license to: (1) the dog dealer's immediate family members, (2) a person who resides at the same address as the dog dealer, or (3) certain legal entities if such dealer holds an ownership interest in the entity.

Curbing Realistic Exploitative Electronic Pedophilic Robots Act of 2017 or the CREEPER Act of 2017 This bill amends the federal criminal code to broaden the prohibition on importation or transportation of obscene materials. Specifically, the bill makes it a crime to import, or knowingly use a common carrier or interactive computer service to transport in interstate or foreign commerce, a child sex doll.

Jobs for Tribes Act Indian Community Economic Enhancement Act of 2017 This bill amends the Native American Business Development, Trade Promotion, and Tourism Act of 2000 to establish duties for the Office of Native American Business Development. This bill amends the Buy Indian Act, including to require the Department of Health and Human Services to use Native American labor and purchase Native American industry products. This bill amends the Native American Programs Act of 1974 to permit the Bureau of Indian Affairs to provide financial assistance to certain Native American community development financial institutions. Native American Business Incubators Program Act The Department of the Interior must establish a grant program in the Office of Indian Energy and Economic Development for establishing and operating business incubators that serve Native American communities. A business incubator is an organization that: (1) provides physical workspace and facilities resources to startups and established businesses, and (2) is designed to accelerate the growth and success of businesses through a variety of business support resources and services. Indigenous Peoples Exchange and Economic Cooperation Act The President must submit to Congress a strategy to promote and facilitate: (1) cross-investments between tribes and indigenous peoples in tribal businesses and commercial enterprises that involve indigenous peoples, and (2) the development of supply chains for U.S. entities that include products produced by tribes and indigenous peoples. The Department of State must provide assistance to countries in the Western Hemisphere in a manner that promotes and facilitates entrepreneurship among indigenous peoples.

Directs the Committee on House Administration to issue regulations requiring Members, officers, and employees of the House of Representatives to complete a training program on workplace rights and responsibilities, including anti-discrimination and anti-harassment training, during each congressional session. Requires Members, officers, or employees to certify completion of such training within 90 days after a congressional session begins or within 90 days after beginning service during a session. (Sets forth a special rule requiring such training to be completed within 180 days after the beginning of the second session of the 115th Congress.) Directs the committee to issue regulations requiring that each House employing office post in a prominent location in its office and in each Member's congressional district office a statement of rights and protections provided to House employees under the Congressional Accountability Act of 1995, including procedures for responding to and adjudicating allegations of violations of such rights and protections.

Supporting Mitigation Activities and Resiliency Targets for Rebuilding Act or the SMART Rebuilding Act This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the President to provide incentives to invest in measures that increase readiness for, and resilience from, a major disaster. The Federal Emergency Management Agency (FEMA) must issue comprehensive guidance on measures and investments that will be recognized for the purpose of increasing the federal share of disaster assistance. The bill authorizes the President to: (1) establish a National Public Infrastructure Predisaster Mitigation Fund which may be used for activities to implement design standards to protect the welfare of buildings' users against disasters, and (2) contribute to state and local governments for their associated expenses which shall include base and overtime wages for extra hires to facilitate the implementation and enforcement of adopted building codes for a period of not more than 180 days after the major disaster is declared. The President may contribute up to 75% of the cost of hazard mitigation measures determined to be cost-effective and which substantially reduce the risk of, or increase resilience to, future damage, hardship, loss, or suffering in any area affected by a major disaster.

Moving Americans Privacy Protection Act This bill amends the Tariff Act of 1930 to revise requirements regarding the public disclosure of personally identifiable information contained in the manifest of vessels or aircraft entering any U.S. port or place to direct the U.S. Customs and Border Protection (CBP) to ensure that any such information, including social security numbers, passport numbers, and residential addresses, are removed from any manifest signed and transmitted to the CBP before it is disclosed to the public.

California Wildfire Disaster Tax Relief Act of 2017 This bill amends the Internal Revenue Code to allow various tax credits, deductions, and modifications to existing rules for individuals and businesses affected by wildfires in California. With respect to individuals and businesses in the affected areas, the bill: waives the 10% additional tax on early distributions from retirement plans for up to $100,000 in distributions made on or after October 8, 2017, and before January 1, 2019; permits individuals to recontribute funds to retirement plans if the funds were distributed for a home purchase in a wildfire disaster area that was cancelled on account of the wildfires; increases the limit and extends the repayment deadline for loans from retirement plans; allows an employee retention tax credit for a portion of the wages paid to an employee whose principal place of employment on specified dates was in a wildfire disaster zone; temporarily suspends the limitation on charitable contributions for relief efforts in the wildfire disaster areas; modifies the rules for the deduction for personal casualty losses, and allows taxpayers to use earned income from the immediately preceding year for the purpose of determining earned income for the earned income tax credit and the child tax credit. The bill is designated as an emergency requirement, which exempts the budgetary effects of the bill from certain budget enforcement rules, such as Pay-As-You-Go (PAYGO) rules.
