Declares that it is the sense of the Congress that the United States should: (1) promote maximum conservation and protection of the world's whales; (2) work to postpone further review of the International Whaling Commission moratorium on the commercial killing of whales and maintain zero catch limits for all whale stocks for at least another decade; (3) work to strengthen the Commission and encourage it to carry out long-term, nonlethal research for all whale stocks on a global basis; and (4) in promoting protection, make use of diplomatic channels, domestic and international law, and all other means.

Directs the Secretary of Agriculture to recalculate advance deficiency payment refunds to be made by producers of the 1988 or 1989 feed barley crops. Directs the Secretary to allow similar payments owed by 1988 or 1989 wheat, feed grain, rice, or upland cotton producers to be made in interest- and penalty-free installments.

Amends the Consolidated Farm and Rural Development Act with regard to Farmers Home Administration loans to repeal the requirement that the Secretary of Agriculture sell inventory farmland to family farmers at a price reflective of the land's anticipated average income. Requires borrower good faith with regard to loan eligibility or farmland purchase. Authorizes the Secretary to consider all the assets of a borrower in calculating a restructured loan's value. Limits: (1) each borrower to one write-down; and (2) the total amount of any such write-down. Extends deadlines for loan service applications and application processing.

Benjamin Franklin Memorial Fire Service Bill of Rights Act - Title I: Minting of Benjamin Franklin National Memorial Commemorative Coin - Benjamin Franklin National Memorial Commemorative Coin Act - Provides for the sale of Benjamin Franklin commemorative coins at a surcharge of which 25 percent shall be paid to the Benjamin Franklin National Memorial and the remainder be distributed in specified percentages to the National Fire Center and Museum Account, the National Hero Scholarship Account, the Firefighter Tuition Assistance Account, the Hazardous Materials Response Computer Account, the Research and Education Account, and the Burn Research Grant Account of the Firefighter Assistance Trust Fund (Fund). Prohibits the issuance of such coins from resulting in any net cost to the Federal government. Title II: Fire Service Bill of Rights - Fire Service Bill of Rights Act - Amends the Federal Fire Prevention and Control Act of 1974 to establish a fire service bill of rights. Establishes the National Fire Center and Museum in the District of Columbia to provide information about the fire service and safety to the public and fire services. Establishes a National Hero Scholarship to fund the higher education of a child, spouse, or dependent parent of a deceased firefighter. Establishes a scholarship providing tuition assistance to firefighters for higher education in fire safety or protection. Authorizes the Administrator of the United States Fire Administration to use amounts in the Research and Education Account of the Fund to fund other specified programs under the Fire Prevention and Control Act of 1974 and the provision of information concerning surplus Federal property and infectious diseases pursuant to this Act. Establishes the Firefighter Assistance Trust Fund. Places the National Academy for Fire Prevention and Control within the United States Fire Administration. Directs the Administrator to provide States with funds from the Hazardous Materials Response Computer Account of the fund for distribution to local fire services that wish to purchase computer equipment. Directs the Administrator to make a grant from the Burn Research Grant Account of the Fund to one national firefighter's burn foundation dedicated to reducing burn injuries. Requires the Administrator to prepare and make available to fire services, upon request, a manual describing Federal procedures for disposing of surplus property and highlighting how fire services could obtain such property. Directs the Administrator to distribute to such marshals information on the infectious diseases to which firefighters are particularly vulnerable. Permits the Administrator, in certain circumstances, to award to a domestic firm a contract that, under the use of competitive procedures, would be awarded to a foreign firm.

National Disaster Preparedness Inventory Act of 1990 - Amends the Disaster Relief Act of 1974 to require the Director of the Federal Emergency Management Agency to: (1) establish the Committee on Standards to identify resources and establish standards for those resources needed to provide relief and assist in search and rescue operations following a major disaster or emergency; (2) inventory resources identified by the Committee that are available to the Federal Government for such uses in a manner as to facilitate the dispatch of resources on a regional basis; (3) make the inventory available to the Governor of each State for requesting Federal assistance after a major disaster or emergency; (4) prepare a plan to deploy such resources to major disaster or emergency sites following the declaration of such by the President; and (5) request all Governors to identify the public safety officials responsible for coordinating or overseeing State and local responses to disasters and emergencies. Requires such officials to have direct and immediate access to information in the inventory to expedite State and local responses to disasters and emergencies not declared as such by the President.

Federal Used Property for Domestic Use Act of 1990 - Amends the Federal Property and Administrative Services Act of 1949 to authorize the Administrator of the General Services Administration to make available to foreign governments or international relief agencies for humanitarian relief purposes nonlethal surplus personal property. Requires transfer of such property to the Secretary of State for distribution. Repeals provisions authorizing the Secretary of Defense to make available for humanitarian relief purposes any nonlethal excess supplies of the Department of Defense.

B-2 Production Termination Act - Prohibits funds appropriated to the Department of Defense (DOD) after FY 1990 from being used to commence production of B-2 aircraft. Limits the use of funds already appropriated to DOD for the B-2 to: (1) the completion of the production of such aircraft which began with funds appropriated for a fiscal year before FY 1991; and (2) research, development, test, and evaluation, including flight testing. Directs the Secretary of Defense to preserve production facilities and tooling for production of such aircraft in order to maintain an option to produce such aircraft in the future.

Harvest of Peace Resolution - Expresses the sense of the Congress that the United States should establish as a primary foreign and domestic policy objective the achievement of common security by: (1) negotiating agreements with the Soviet Union and urging other nations to reduce military forces and spending with the goal of halving worldwide military spending by the year 2000; (2) reducing military assistance and arms sales to developing nations; (3) encouraging the peaceful settlement of conflicts; (4) providing increased assistance to developing nations to overcome hunger and poverty, reduce debt burdens, promote human rights, ensure sustainable development, and protect the environment; (5) increasing support domestically for programs that address human needs; (6) helping defense industries and their employees convert to productive nondefense work; and (7) reducing the Federal deficit.

National Traffic Fatality and Injury Reduction Act of 1990 - Authorizes the Secretary of Transportation to make grants for traffic safety programs to States which require any person riding a motorcycle to wear a helmet and any driver or front seat passenger of a passenger car to have seat belts properly fastened. Requires States receiving grants to agree to maintain their average levels of expenditures for traffic safety programs over the preceding two fiscal years. Prohibits a State from receiving such a grant in more than three fiscal years. Specifies the Federal share of grants and the aggregate amount of such grants to each State. Sets forth requirements with respect to: (1) States' eligibility for grants; and (2) measurement of compliance with State safety laws. Eliminates a provision prohibiting a highway safety program approved by the Secretary from requiring that motorcycle operators or passengers 18 years or older wear a safety helmet. Amends the National Traffic and Motor Vehicle Safety Act of 1966 to authorize the Secretary to conduct or provide assistance to States in promoting the use of safety belts, child safety restraints, motorcycle helmets, and other safety equipment. Authorizes appropriations. Directs the Secretary to withhold a certain percentage of Federal-aid highway funds apportionment to any State where it is lawful to: (1) operate or ride a motorcycle without wearing a motorcycle helmet; or (2) occupy a front seating position in a passenger car without using a safety belt or child safety restraint. Provides that such funds shall remain available to such State for a specified period provided for State compliance with safety requirements.

Provides for all Federal civilian and military retirees to receive the full cost-of-living adjustment in annuities payable under Federal retirement systems for FY 1991. (Includes benefits payable under the Civil Service Retirement and Disability System, military retirement and survivor benefit programs, the Foreign Service Retirement and Disability System, the Central Intelligence Agency Retirement and Disability System, and railroad retirement programs.)

Medicare Benefit Improvements Act of 1990 - Amends title XVIII (Medicare) of the Social Security Act to cover screening mammographies for women over age 34 at a frequency which varies on the basis of a woman's age and risk of developing breast cancer. Covers up to 80 hours of annual in-home respite care furnished to an individual who has incurred expenses equal to a specified Medicare Part B (Supplementary Medical Insurance) cost-sharing limit and, for the preceding three months, has been unable to perform at least two specified daily living activities without the assistance of an uncompensated primary caregiver with whom he or she resides. Covers nursing care and home health aide services as home health services if such services are needed less than seven days each week or are needed for up to 38 consecutive days. Amends part A (Hospital Insurance) of the Medicare program to create an extension period of hospice care for terminally ill beneficiaries which is to follow the two 90-day periods and the subsequent 30-day period of hospice care coverage currently provided in an individual's lifetime. Increases the Medicare part B premium.

Expedited Consideration of Proposed Rescissions Act of 1990 - Amends the Congressional Budget and Impoundment Control Act of 1974 to require a special message, in the case of budget authority proposed to be rescinded or reserved, to include language amending the law authorizing such programs to allow them to continue to function at the proposed new level of budget authority. Allows the President to transmit to both Houses of the Congress, for expedited consideration, one or more special messages proposing to rescind all or part of any item of budget authority provided in an appropriation bill. Requires that such special message be transmitted not later than three days after the President approves the appropriation bill and be accompanied by a draft bill or joint resolution that would, if enacted, rescind the budget authority proposed to be rescinded. Sets forth House and Senate procedures for the expedited consideration of such a proposal.

Hurricane Hugo Timber Tax Assistance Act - Amends the Internal Revenue Code to provide a tax deduction for timber losses resulting from Hurricane Hugo. Makes such deduction inapplicable to certain corporations. Increases the dollar limitation in the amortization of reforestation expenditures incurred after September 18, 1989, and before January 1, 1992, with respect to Hurricane Hugo property. Excludes any deduction for Hurricane Hugo timber damage assessment expenses as a miscellaneous itemized deduction. Provides for the nontaxable treatment of the sale or exchange of timber damaged by Hurricane Hugo and of the use of such proceeds for related mortgage payments. Exempts from late-filing penalties any taxpayer affected by Hurricane Hugo who fails to file a return during a specified period. Amends the Internal Revenue Code to provide for the treatment of passive timber activities under the passive loss rules, for losses suffered as a result of Hurricane Hugo.

Directs the heads of Federal departments or agencies which hold or receive records and information which have or could possibly have been correlated to U.S. personnel listed as prisoners of war or missing in action in World War II and the Korean and Vietnam conflicts to publicly disclose such records and information, except where such disclosure would compromise national security. Requires the Department of Defense to publicly disclose a complete list of such personnel including those killed in action (body not returned) in such hostilities with each service member's current classification as well as any changes in such classification occurring during or after such hostilities.

Amends the Internal Revenue Code to allow a tax credit for unused disaster losses attributable to a disaster occurring before December 31, 1991. Prohibits the use of the tax credit together with the tax deduction for losses. Sets forth special rules for disaster losses involving residences. Allows penalty-free withdrawals from retirement plans for disaster losses occurring after July 31, 1989, and before January 1, 1992. Provides a tax exemption for State and local bonds used to provide disaster loans to small and moderate businesses for disasters occurring after July 31, 1989.

Declares it is in the interests of the United States to support efforts to protect South Pacific marine resources (including albacore tuna, porpoises, whales, seals and other marine mammals, birds, sea turtles, and fish) from the slaughter of driftnet fishing. Supports the Tarawa Declaration and the South Pacific Commission resolution calling for an immediate ban on driftnet fishing in the South Pacific. Urges the Secretary of State to work toward an international convention banning driftnet fishing in the South Pacific. Urges Japan and Taiwan to immediately cease the use of driftnets in international South Pacific waters.

Hugo Forestry Restoration Act - Directs the Secretary of Agriculture to assist private timber producers who suffered 1989 losses from Hurricane Hugo to reestablish their timber stands. Limits assistance to disaster-designated counties in South Carolina, North Carolina, Puerto Rico, and the United States Virgin Islands. Requires producers to: (1) develop forest management plans to qualify for such assistance; and (2) request assistance by December 31, 1995. Authorizes cost-sharing where appropriate. Limits assistance to: (1) 75 percent of costs for producers with 1,000 or fewer acres of timber; and (2) 50 percent for producers with more than 1,000 acres of timber. Authorizes appropriations.

Authorizes the Secretary of Agriculture to make grants to aid businesses unable to secure credit and create jobs in rural areas. Amends the Consolidated Farm and Rural Development Act to increase annual water and waste facility assistance limits. Authorizes the Secretary to provide water and waste facilities loans to specified rural entities. Authorizes the Farm Credit System to provide loans and other financial assistance to rural sewer and water projects. Establishes in the Farmers Home Administration a national rural waste water circuit rider grant program. Amends the Rural Electrification Act of 1936 to establish: (1) a technical assistance unit; and (2) an Assistant Administrator for Economic Development. Amends the Consolidated and Rural Development Act to authorize a rural business development grant program. Directs the Secretary to establish within the National Agricultural Library a National Rural Assistance Information Clearinghouse. Treats a rural county experiencing specified population reduction as a labor surplus area.
