Amends the Federal Trade Commission Act to make it unlawful for any person to advertise any product unless the advertisement discloses: (1) the country in which the product is finally assembled; and (2) if parts constituting 50 percent or more of the cost to the assembler were manufactured in one or more foreign countries, then the name of the country or the disclosure that the parts are from a foreign country.

Health Facilities Protection and Primate Center Rehabilitation Act - Amends the Public Health Service Act to establish certain protections for health facilities receiving financial assistance under such Act. Prohibits anyone from releasing from a facility any animal held for research and from destroying records of the facility. Imposes criminal penalties for violations and allows private civil actions to redress violations. Authorizes the Director of the National Institutes of Health, with respect to activities to support regional centers for research on primates, to reserve, for FY 1990 and 1991, certain amounts for the purpose of making grants to improve such regional centers.

Prohibits the Environmental Protection Agency (EPA) from enforcing, during the 12-month period following the enactment of this Act, its underground petroleum storage tank financial responsibility regulations promulgated pursuant to the Solid Waste Disposal Act with respect to certain underground tank owners. Permits enforcement after such period if the Administrator of the EPA determines that such enforcement would not impose an unjust economic burden on the owners. Requires the Administrator to conduct a study for the purpose of identifying the principal economic difficulties associated with compliance by underground tank owners with EPA technical standards for such tanks. Directs the Administrator to report the results of such study to specified congressional committees. Amends the Solid Waste Disposal Act to: (1) delete the requirement that regulations under such Act include provisions for compensation of third parties for injury and property damage caused by accidental releases from underground storage tanks; and (2) reduce financial responsibility requirements for specified underground petroleum storage tanks.

Farm Animal and Research Facilities Protection Act of 1989 - Amends the Food Security Act of 1985 to make it unlawful to disrupt or damage a farm animal facility, its animals, or property. Sets forth penalties for violations of this Act. Allows the Secretary of Agriculture to investigate such offenses. Grants U.S. district courts jurisdiction in such cases. Provides for a private right of action.

Drug Paraphernalia Control Act of 1989 - Establishes criminal penalties for the possession, sale, delivery, manufacture, or advertisement of drug paraphernalia. Defines "drug paraphernalia" and sets forth guidelines for determining whether an object falls within such definition. Provides for enhanced penalties for delivery of drug paraphernalia to a minor. Includes drug paraphernalia within the civil forfeiture provisions of the Controlled Substances Act. Directs the Administrator of the Drug Enforcement Administration (DEA) to establish within the DEA a task force to monitor enforcement of this Act.

Science Museum Assistance Act - Directs the National Science Foundation (NSF) to establish: (1) a merit based, competitive program of awards to science museums to make their services more available and to foster their involvement in local science and technology education; and (2) a peer review process to select award recipients. Sets forth selection criteria. Requires the program established under this Act to be administered through the Science and Engineering Education activity at the NSF. Authorizes appropriations for FY 1990 and subsequent fiscal years.

Amends the Rural Electrification Act of 1936 to permit prepayment and refinancing of Rural Electrification Administration guaranteed loans made to rural electrification and telephone systems if: (1) private capital is used for such prepayment; and (2) the borrower certifies that any savings incurred will be passed on to customers, used to improve the borrower's financial strength, or used to mitigate future rate increases. Sets forth the interest rate for such loans. Prohibits any additional loan charges.

Agricultural Extended Retirement Credit Act of 1990 - Extends creditable service under the Civil Service Retirement System for periods of service in certain Federal-State cooperative programs which had agricultural or related purposes. Establishes a hiring limitation period of four fiscal years after 60 days following enactment of this Act on the replacement of retirees in the United States Department of Agriculture. Prohibits the obligation or expenditure of any budget authority or outlays saved in any fiscal year by reason of reduced pay and personnel resulting from implementation of this Act. Requires that the budget authority and outlays thus saved: (1) be carried to the surplus fund of the Department of Agriculture and deposited by the Secretary of Agriculture in the Treasury to the credit of the Civil Service Retirement Fund, as a Government contribution; and (2) credited against pay and other personnel costs required to be sequestered under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Requires the Comptroller General to notify the Congress, of of each instance of noncompliance with the requirements of this Act. Directs the Director of the Office of Personnel Management to report to the Congress on an evaluation of the extended credit retirement program and the limitation on replacement of retirees provided under this Act.

Children's Trust Fund Act of 1989 - Amends the Internal Revenue Code to allow taxpayers to designate on their income tax returns that any amount of their income tax refund be paid to the Children's Trust Fund. Establishes the Children's Trust Fund to receive amounts designated on tax returns, repayments of misused funds from the Trust Fund, and investments. Declares that amounts from the Trust Fund shall be used to make payments to qualified children's services organizations as directed by the Secretary of Health and Human Services through a matching grant or no-interest loan. Requires an annual congressional report on the use of the Trust Fund.

Recognizes and commends the hard work and dedication of certain individuals and organizations and urges activities that support community and alcohol education during such week. Encourages Americans to wear or display red ribbons during such Week to present and symbolize their commitment to a healthy, drug-free lifestyle, and to develop an attitude of intolerance to the use of drugs.

Drug War Bond Act of 1989 - Directs the Secretary of the Treasury to issue: (1) Drug War Bonds for a three-year period with a 12-year maturity date; and (2) Drug War Stamps to evidence payments for or on account of such bonds. Amends the Internal Revenue Code to exclude the interest earned on such War Bonds from an individual's gross income. Authorizes a taxpayer to designate a specified portion of any tax overpayment or make cash contributions to the War on Drugs Trust Fund (established by this Act). Authorizes the Attorney General to make expenditures from the Department of Justice Assets Forfeiture Fund into the War on Drugs Trust Fund. Amends the Internal Revenue Code to establish the War on Drugs Trust Fund. Transfers to such Fund: (1) proceeds from the sale of Drug War Bonds and stamps; and (2) certain cash contributions and portions of tax overpayments. Prescribes expenditures from the War on Drugs Trust Fund, including the construction of Federal prison facilities and education and rehabilitation programs. Precludes the receipts and disbursements from the War on Drugs Trust Fund from being included in either the congressional budget totals or in the budget totals as submitted by the President. Exempts the receipts and expenditures from the War on Drugs Trust Fund from: (1) statutory expenditure and lending limitations; and (2) certain orders issued under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Requires the Secretary to report to the Congress on programs established by this Act. Directs the Attorney General to make recommendations to the Congress regarding the merits of privatizing Federal prisons.

Farm Spouse Fairness and Equity Act of 1989 - Amends the Food Security Act of 1985 to treat a husband and wife who each provide active personal management or labor to their farm or to an after-acquired inherited farm as separate persons for farm program payment purposes (thus qualifying them for two separate payments). Continues a farm's multiyear program payments to a person who receives such farm by way of gift or descent. States that such payments shall: (1) not exceed the previous owner's payments; and (2) continue without regard to other payments received by the new owner from such farm or from other farming operations.

Honesty in Deficit Accounting Act of 1989 - Amends the Congressional Budget and Impoundment Control Act of 1974 to exclude Federal Old-Age and Survivors Insurance Trust Fund and Federal Disability Insurance Trust Fund receipts and outlays from Federal deficit determinations for purposes of the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Increases the permissible maximum deficit amounts for FY 1991 through 1993. Establishes allowable maximum deficits for FY 1994 and 1996, to reach zero with respect to FY 1997. Decreases the times for debate in the House of Representatives on budget resolutions.

Directs the American Battle Monuments Commission to establish a memorial on Federal land in the District of Columbia or its immediate area to honor World War II veterans and to commemorate U.S. participation in that conflict. Directs the Commission to plan, design, construct, and oversee the operation of the memorial. Specifies that such design shall provide for accessibility by, and accommodations for, the physically handicapped. Establishes the World War II Memorial Advisory Board to: (1) promote the establishment of the memorial and encourage the donation of private funds for construction maintenance; (2) assist and cooperate with the Commission in the selection of the site and design for the memorial; and (3) transmit annual reports on its activities to the Congress. Authorizes the Commission to solicit private contributions for such memorial. Establishes a fund in the Treasury which shall be made available to the Commission to carry out this Act. Authorizes Federal funding, in addition to such private funds, for site preparation, design, planning, establishment, construction, maintenance, and operation of the memorial. Authorizes assistance from specified Federal departments and agencies, including the Library of Congress. Authorizes Federal property to be transferred to the Commission. Authorizes the Commission to purchase suitable property within the District of Columbia for the establishment of such memorial. Urges the Government to encourage 50th anniversary commemorations of the U.S. role in World War II. Urges the Smithsonian Institution and other Federal museums to develop commemorative exhibitions to be shared with academic institutions.

International Banking Environmental Protection Act of 1989 - Amends the International Financial Institutions Act to preclude the U.S. Executive Director of a multilateral development bank from voting in favor of any proposed action which would have a significant environmental impact unless a comprehensive environmental impact assessment has been furnished. Requires that: (1) an environmental impact assessment accompany loan proposals through the agency review process; (2) such banks develop and make available to member governments and borrowers a systematic environmental assessment procedure for development projects; and (3) appropriate U.S. Government personnel be made available to train and assist bank staff in making environmental impact assessments. Directs the Secretary of the Treasury to report to certain congressional committees on the efficacy of U.S. efforts to encourage consistent and timely environmental impact assessments of proposed multilateral development bank actions.

Southeast Interstate Low-Level Radioactive Waste Compact Amendments Consent Act of 1989 - Grants congressional approval to amendments made by the party States to the Southeast Interstate Low-Level Radioactive Waste Management Compact which provide for: (1) withdrawal from the Compact; and (2) the maximum length of time a party State is required to operate a regional facility.

Authorizes the Speaker of the House of Representatives and the President pro tempore of the Senate to present a bronze medal to individuals: (1) who were members of the armed forces and were present in Hawaii on December 7, 1941; and (2) who participated in combat operations that day against Japanese military forces attacking Hawaii. Directs the Secretary of the Treasury to strike such medals. Authorizes the Secretary to provide for the sale of bronze duplicates of the medal. Authorizes appropriations which are to be reimbursed out of the proceeds from sales of the medals.
