Syria Accountability Act of 2002 - Prohibits the President from exporting any item on the United States Munitions List or Commerce Control List of dual-use items in the Export Administration Regulations, providing any U.S. assistance to U.S. businesses with respect to investment or other activities, or conducting Overseas Private Investment Corporation and Trade Development Agency programs in or with respect to Syria. Directs the President to impose two or more specified sanctions against Syria. Requires maintenance of such prohibition and sanctions until the President certifies that Syria meets specified requirements, including that it: (1) does not support international terrorist groups; (2) has withdrawn all of its military personnel from Lebanon; (3) has ceased the development and deployment of ballistic missiles and biological and chemical weapons; (4) is no longer in violation of United Nations (UN) Security Council Resolution 661 and subsequent relevant resolutions; (5) has made substantial progress in negotiations aimed at a peace agreement with Israel and a peace agreement between Israel and Lebanon; and (6) is respecting the sovereignty and political independence of Lebanon as required under UN Security Council Resolution 520. Authorizes the President to provide development assistance to Syria and Lebanon if these six requirements are met.

Expresses: (1) solidarity with Israel as it takes necessary steps to provide security to its people by dismantling the terrorist infrastructure in the Palestinian areas; and (2) commitment to Israel's right to self-defense and support for additional U.S. assistance. Condemns the recent wave of Palestinian suicide bombings and the ongoing support and coordination of terror by Yasir Arafat and other members of the Palestinian leadership. Demands that the Palestinian Authority fulfill its commitment to dismantle the terrorist infrastructure in the Palestinian areas. Expresses concern that Arafat's actions are not those of a viable partner for peace. Urges all Arab states to declare their unqualified opposition to all forms of terrorism, particularly suicide bombing, and all parties in the region to pursue peace in the Middle East. Commends the President for his leadership in addressing the Israeli-Palestinian conflict.

American Dream Downpayment Act - Amends the Cranston-Gonzalez National Affordable Housing Act to: (1) authorize the Secretary of Housing and Urban Development to make grants to participating jurisdictions for downpayment assistance to low-income, first-time home buyers; and (2) make the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 inapplicable to such assistance. Amends the Housing Opportunity Program Extension Act of 1996 to authorize appropriations for the self-help housing provider program. Amends the United States Housing Act of 1937 to authorize appropriations for the public housing agency grant program for project demolition, revitalization, and replacement, and tenant-based assistance. Extends the program sunset date to September 30, 2003.

Declares that Congress expresses its deepest gratitude for the service of the District of Columbia Army National Guard in protecting Congress and increasing security around the Capitol complex. Congratulates the National Guard and Capitol Police on the fine work they have done to increase security around the Capitol grounds since the terrorist attacks of September 11, 2001.

Amends the Microenterprise for Self-Reliance Act of 2000 to make as one of its purposes encouraging the U.S. Agency for International Development (AID) to develop, assess, and implement effective outreach methods and tools to ensure that at least 50 percent of all microenterprise assistance authorized under such Act for developing countries be used to assist the poorest of the poor, that is, those persons living in the bottom 50 percent below the poverty line or whose average daily living expenses are equal to, or less than, the equivalent of one dollar per day. Directs the Administrator of AID to take certain actions to increase the involvement of the Peace Corps in microenterprise initiatives to assist the poorest of the poor. Amends the Foreign Assistance Act of 1961 to require that, in carrying out sustainable poverty-focused microenterprise development grant assistance programs under the Act, 50 percent of all microenterprise resources be targeted to very poor entrepreneurs. Declares that, in order to maximize the sustainable development impact of microenterprise development grant assistance authorized under the Act, the Administrator of the agency primarily responsible for administering such assistance shall establish a monitoring system that, among other things, adopts the widespread use of proven and effective poverty assessment tools to identify the poorest of the poor and ensure that they receive needed microenterprise credits, loans, and assistance.

Central American Security Act - Amends the Nicaraguan Adjustment and Central American Relief Act to: (1) extend permanent resident status adjustment provisions to qualifying Salvadoran, Guatemalan, and Honduran nationals; and (2) revise the application filing deadline. Permits certain pending applications filed by Salvadoran or Guatemalan nationals to be converted to an application for status adjustment under the Act. Amends the Act to: (1) authorize the Attorney General to waive certain grounds of inadmissibility; and (2) provide for issuance of immigrant visas to certain spouses and children. States that applicants for relief: (1) shall not be granted a waiver from any security or criminal background investigation required by the Act; and (2) shall submit fingerprints to the appropriate Federal agencies. Provides for the limited reopening of certain orders of deportation, exclusion, or removal by certain Cuban, or Nicaraguan nationals.

Veterans Judicial Review Improvement Act of 2002 - Amends Federal provisions relating to the Court of Appeals for Veterans Claims (Court) to: (1) hold unlawful and set aside a finding of material fact when not supported by a preponderance of the evidence (currently, only when clearly erroneous); (2) allow the Court to enter a default judgment against the Secretary of Veterans Affairs upon a determination that the Secretary has unlawfully withheld or unreasonably delayed action on a claim or has failed to plead or otherwise defend; and (3) allow judicial review by the Circuit Court of Appeals of any question of law, or application of law to the facts, that was relied upon by the Court. Directs the Secretary to provide for the expeditious treatment: (1) by the appropriate office of the Veterans Benefits Administration of any claim remanded to that office by the Board of Veterans' Appeals; and (2) by such Board of any claim remanded to the Secretary by the Court. Authorizes the Court, in claims remanded to the Secretary involving compensation, dependency and indemnity compensation, or pension, to order the Secretary to pay interim benefits when a decision on such claim is not rendered within 180 days. Authorizes the Court, upon a showing of excusable neglect or good cause, to extend the time for filing a notice of appeal.

Staffing for Adequate Fire and Emergency Response Firefighters Act of 2002 - Amends the Federal Fire Prevention and Control Act of 1974 to require the establishment of a new office within the United States Fire Administration to administer the Staffing for Adequate Fire and Emergency Response (SAFER) Firefighter grant program under this Act. Authorizes the U.S. Fire Administrator to make grants to States, local governments, Indian tribal governments, other public entities, and multijurisdictional or regional consortia thereof to increase career firefighter presence and enhance their ability to save lives, property, and effectively respond to all types of emergencies. Limits such grants to three years and their use for programs to hire new, additional career firefighters. Requires grantees to commit to retaining such career firefighters for at least one year beyond the termination of their grants.

Expresses the sense of Congress that the United States should use its influence with the Government of Turkey and as a permanent member of the United Nations Security Council to suggest that the Turkish Government: (1) assure that steps are taken to reopen the Theological School of Halki; (2) provide for the protection and safety of the Ecumenical Patriarch, Patriarchate personnel, and visitors; and (3) establish conditions to ensure that the Patriarchate is free to carry out its religious mission.

Expresses the sense of the House of Representatives that the President should give serious consideration to recognizing the authorities of Tibet who are currently exiled in Dharamsala, India, as the legitimate representatives of Tibet, if such authorities and the Government of the People's Republic of China have not signed, within three years, an agreement that provides for the political autonomy of Tibet.

Colon Cancer Screen for Life Act of 2002 - Expresses the sense of the Congress with respect to the use of and reimbursement for colorectal cancer screening tests covered under the Medicare program under title XVIII of the Social Security Act (SSA). Amends SSA title XVIII to: (1) increase reimbursement for colorectal cancer screening and diagnostic tests; (2) cover an outpatient office visit or consultation for the purpose of beneficiary education before a colorectal cancer screening test consisting of a screening colonoscopy or in conjunction with the beneficiary's decision to obtain such a screening, regardless of whether such screening is medically indicated with respect to the beneficiary; and (3) waive the deductible for colorectal cancer screening tests.

Hurricane, Tornado, and Related Natural Hazards Research Act - Requires the Director of the Office of Science and Technology Policy to establish an Interagency Group to be responsible for the development and implementation of a coordinated Federal windstorm and related natural hazards reduction research, development, and technology transfer program (the Windstorm and Related Natural Hazard Impact Reduction Program) based on identified public needs to achieve major measurable reductions in losses within ten years. Requires that such program feature: (1) pertinent basic and applied research that takes into account locality-specific weather, susceptibility to natural hazards, design and construction practices, and performance of the built environment during windstorms and related natural hazards; (2) systematic collection of data for buildings and other structures for use in developing and deploying mitigation measures; (3) an ongoing program of information dissemination on cost-effective and affordable hazard reduction research results and hazard-resistant building construction techniques to industry, State and local governments, and the general public; and (4) improved technology for loss estimation, risk assessment, hazard identification, prediction, warnings, advanced planning, and disaster response. Requires the Interagency Group to develop and submit to Congress a ten-year implementation plan. Requires the Director to prepare, with other program agencies, an annual program budget. Establishes a National Advisory Committee to review progress made under the Program, advise on any improvements, and report to Congress on actions that have been taken to advance the Nation's capability to reduce windstorm and related natural hazard impacts.

Coal Industry Retiree Health Benefit Stability and Fairness Act - Amends the Internal Revenue Code to authorize appropriations to the Combined Fund and the United Mine Workers of America 1992 Benefit Plan to: (1) pay any benefit or administrative costs of unassigned beneficiaries of the Combined Fund; (2) pay any benefit or administrative costs of unassigned beneficiaries of the 1992 UMWA Plan; and (3) eliminate any annual deficit in any premium account of the Combined Fund as certified by the Trustees of the Combined Fund. Makes other related revisions, including: (1) providing for refunds to certain operators; (2) reductions in annual health benefit premiums to the Fund in the event of a surplus. Redefines a coal wage agreement as: (1) the 1988 agreement, meaning the collective bargaining agreement between the settlors which became effective on February 1, 1988; and (2) the coal wage agreement, meaning the 1988 agreement and any predecessor to the 1988 agreement.

Community Access to Emergency Defibrillation Act of 2001 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to award grants to States, political subdivisions of States, Indian tribes, and tribal organizations to develop and implement public access defibrillation programs by: (1) training and equipping local emergency medical services personnel to administer immediate care, including cardiopulmonary resuscitation (CPR) and automated external defibrillation (AED), to cardiac arrest victims; (2) purchasing AEDs, placing the defibrillators in public places where cardiac arrests are likely to occur, and training personnel in such places to administer CPR and AED to such victims; (3) setting procedures for proper maintenance and testing of such devices; (4) providing training to members of the public in CPR and AED; (5) integrating the emergency medical services system with the public access defibrillation programs; and (6) encouraging private companies to purchase AEDs and provide training for their employees to administer CPR and AED to cardiac arrest victims in their community. Directs the Secretary to award grants to States, Indian tribes, and tribal organizations to develop and implement innovative, comprehensive, community-based public access defibrillation demonstration projects that: (1) provide CPR and AED to cardiac arrest victims in unique settings; (2) provide training to community members in CPR and AED; and (3) maximize community access to AEDs. Directs the Secretary to award a grant to a health care organization to establish a national information clearinghouse that provides information to increase public access to defibrillation in schools.

Health Care Safety Net Improvement Act - Amends the Public Health Service Act (PHSA) to increase the authorization of appropriations for health centers for FY 1997 through FY 2002 and authorize such appropriations as may be necessary for such centers for FY 2003 through FY 2006. Includes within: (1) "required primary health services" appropriate cancer screening (currently, screening for breast and cervical cancer), specialty referral when medically indicated, and specified housing-related services; and (2) "additional health services" behavioral and mental health substance abuse services. Permits grants to health centers for the planning and development of management networks. Rewrites PHSA provisions regarding rural health. Provide grants for expanded delivery of health care services in rural areas, for the planning and implementation of integrated health care networks in rural areas, and for the planning and implementation of small health care provider quality improvement activities. Telehealth Grant Consolidation Act of 2001 - Provides for the establishment: (1) of telehealth network and telehealth resource centers grant programs; and (2) an Office for the Advancement of Telehealth. Provides for grants to eligible entities to enable such entities to provide for improved emergency medical services in rural areas. Reauthorizes and rewrites PHSA provisions regarding the National Health Service Corps program. Prohibits an entity to which a Corps member is assigned from denying requested health services and discriminating in the provision of services because an individual is unable to pay. Provides for a community access demonstration program to improve the effectiveness, efficiency, and coordination of services for uninsured and underinsured individuals. Expands the availability of dental health services.

Public Health Security and Bioterrorism Response Act of 2001 - Amends the Public Health Service Act to add provisions directing the Secretary of Health and Human Services, building upon core public health capabilities, to carry out health-related activities to prepare for and respond to bioterrorism and other public health emergencies. Requires collaboration with States and local governments to ensure a national bioterrorism and public health emergency preparedness plan. Establishes within the Department of Health and Human Services the position of Assistant Secretary for Emergency Preparedness. Expands the role of the Centers for Disease Control and Prevention. Directs the Secretary to provide for the establishment of a coordinated network of public health laboratories. Provides for: (1) the education of health care personnel regarding recognition and identification of bioweapons; and (2) grants to train health professionals and register volunteers. Requires the maintenance of a national stockpile or stockpiles of drugs, vaccines and other biological products, medical devices, and other supplies adequate to meet the health security needs of the United States in the event of a bioterrorist attack or other public health emergency. Provides for countermeasure research, development, and evaluation. Provides for the waiver of certain Medicare, Medicaid, and SCHIP requirements during national emergencies. Provides for enhanced regulatory control of dangerous biological agents and toxins. Amends the Federal Food, Drug, and Cosmetic Act to provide for the protection of the food and drug supply against intentional adulteration. Amends the Safe Drinking Water Act to protect the water supply against terrorist and other intentional acts.

Stroke Treatment and Ongoing Prevention Act of 2001 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to carry out a national education and information campaign promoting stroke prevention and immediate treatment. Directs the Secretary to: (1) maintain the Paul Coverdell National Acute Stroke Registry and Clearinghouse, including conducting and/or making available research concerning best practices for prevention, treatment, and rehabilitation; (2) make grants to States to establish statewide stroke prevention, treatment, and rehabilitation systems; and (3) develop a model curriculum for training emergency medical services personnel. Sets forth requirements for the State grant program, including matching funds, standards for care and facilities, central data reporting and analysis, special consideration for geographic areas with high rates of disability from stroke or significant need, and technical assistance. Authorizes the Secretary to make grants to develop and implement education programs for appropriate medical personnel with regard to newly developed diagnostics, technologies, and therapies for stroke prevention and treatment.

Designates the national cemetery in Saratoga, New York, as the Gerald B. H. Solomon Saratoga National Cemetery. Directs the Secretary of Veterans Affairs to provide for the placement therein of a suitable memorial to honor Solomon's service to the United States.

Condemns the terrorist attacks resulting in the death of 26 and the wounding of at least 175 innocent people in Israel within 14 hours during December 1-2, 2001, and extends the deepest sympathies of Congress to Israel and to the families of the victims. Expresses outrage at the ongoing Palestinian terrorist campaign and insists that the Palestinian Authority take all necessary steps to end it. Urges the President to take all necessary steps to ensure that the Palestinian Authority takes specified actions. Urges the President to insist that countries harboring or materially supporting Palestinian terrorist groups end their support, dismantle the groups, and bring them to justice. Commends the President for his strong leadership against international terrorism. Expresses U.S. solidarity with Israel in their struggle against terrorism.

National Sea Grant College Program Act Amendments of 2001 - Amends the National Sea Grant College Act to include an emphasis on ocean and coastal resources conservation and management and collaboration between academia and the scientists and programs of the National Oceanic and Atmospheric Administration. Excludes grants to assist coastal and ocean research from the two-thirds limitation otherwise applicable. Revises and expands the terms of membership for the sea grant review panel. Authorizes appropriations for zebra mussel, oyster, harmful algal bloom, and coastal ocean research.

Medicare Patient Access to Physical Therapists Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize qualified physical therapists to provide services for Medicare beneficiaries without the requirement of a physician referral. Provides for treatment of outpatient speech-language pathology services separately from outpatient physical therapy services.

Medicare Physician Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to set the conversion factor (update) for payments under the Medicare physician fee schedule for 2002 at 0.9 percent less than the conversion factor for 2001. Declares that this conversion factor and a specified update adjustment factor for a year after 2002 shall be applied as if this Act had not been in effect. Directs the Medicare Payment Advisory Commission (MEDPAC) to study and report to Congress on replacing or modifying the use of the sustainable growth rate as a factor in determining the update for such payments such that the factor used more fully accounts for changes in the unit costs of providing physicians' services.

Help America Vote Act of 2001 - Directs the Administrator of General Services to establish programs under which the Administrator makes payments to each eligible State or local government to: (1) replace a punch card voting system with a voting system which does not use punch cards; or (2) make technical enhancements to the performance of its punch card voting system. Establishes: (1) an independent Election Assistance Commission to serve as a national clearinghouse and resource for the compilation of information and review of procedures with respect to the administration of Federal elections; and (2) the Election Assistance Commission Standards Board and the Election Assistance Commission Board of Advisors to review any of the voluntary standards for engineering and procedural performance, for maintenance and enhancement of the accessibility and privacy of registration facilities, polling places, and voting methods, and for election management practices recommended by the Commission. Establishes the Technical Standards Development Committee to assist the Executive Director of the Commission by recommending standards to ensure the usability, accuracy, security, accessibility, and integrity of voting systems and voting equipment. Directs the Commission to: (1) provide for the testing, certification, decertification, and recertification of voting system hardware and software by accredited laboratories; (2) make payments to States for voting system improvements, grants to entities for voting equipment and technology research and development, and grants for pilot programs to try out new voting systems and equipment technologies; and (3) develop the Help America Vote College Program to encourage college students to assist State and local governments in election administration. Amends Federal law to create the Help America Vote Foundation as a nonprofit charitable corporation to mobilize secondary school students to participate in the election process in a nonpartisan manner as poll workers or assistants. Outlines minimum standards for State election systems. Sets forth provisions regarding voting rights of military members and overseas citizens. Amends Federal postal service law to replace reduced rates for voter registration purposes with reduced rates for official election mail.

Spirit of America Commemorative Coin Act of 2001 - Directs the Secretary of the Treasury to mint and issue $50 gold coins, one-dollar silver coins, and half-dollar clad coins emblematic of the tragic events that occurred at the Pentagon, in New York City, and in Pennsylvania, on September 11, 2001. Establishes the Victims of September 11th Fund which shall consist of amounts from surcharges received from the sale of such coins transferred to the Office for Victims of Crime for individuals who were injured, and to the families of individuals who were killed or injured, in the terrorist attacks against the United States on September 11, 2001.

Combatting Illegal Gambling Reform and Modernization Act - Amends the Federal criminal code to revise provisions regarding interstate gambling. Increases the term of imprisonment for violations. Prohibits (with exceptions) any person engaged in a gambling business from knowingly using a communication facility for the transmission: (1) of bets or wagers, or betting information, in interstate or foreign commerce, within the special maritime and territorial jurisdiction of the United States, or to or from any place outside the jurisdiction of any nation regarding any transmission to or from the United States,; or (2) of a communication in such interstate or foreign commerce which entitles the recipient to receive money or credit as a result of bets or for information assisting in the placing of bets. Prohibits (with exceptions) any person engaged in a gambling business from knowingly accepting credit, an electronic fund transfer, a check, or the proceeds of certain other forms of financial transaction as the Secretary may prescribe in connection with the transmission of such a communication of information assisting the placing of bets. Lists exceptions, including certain: (1) transmissions of information assisting in the placing of bets (such as for use in news reporting); and (2) uses of communication facilities for the transmission of bets (e.g., where a State or Tribe has explicitly authorized such bets). Sets forth remedies for violations. Bars imposition of damages, penalties, or forfeiture against any person or entity for an act done in compliance with notice received from a law enforcement agency.

Staffing for Adequate Fire and Emergency Response Act of 2001 - SAFER Act of 2001 - Amends the Workforce Investment Act of 1998 to authorize the Secretary of Labor to make matching grants for up to 75 percent of the costs of projects to hire firefighters to eligible States, local governments, tribal organizations, or other public entities, or multi-jurisdictional or regional consortia of such entities.

Safe Highways and Infrastructure Preservation Act - Amends Federal transportation law to prohibit a State from prescribing or enforcing any regulation that allows a restricted property-carrying unit (any trailer, semi-trailer, container, or other property-carrying unit longer than 53 feet, except for a fire-fighting unit) to operate on the National Highway System (including the Interstate System), unless the operation of such unit is authorized by the State on August 1, 2001, and in actual and lawful operation on a regular or periodic basis (including seasonal operations) on or before that date. Prohibits a State from allowing the operation of a commercial motor vehicle combination on the National Highway System (except a vehicle or load that cannot be dismantled or divided easily, and that has been issued a special permit under State law) with more than one property-carrying unit (excluding the truck tractor) whose property-carrying units are more than: (1) the maximum combination trailer, semi-trailer, or other type of length limitation allowed by State law on August 1, 2001; or (2) the length of the property-carrying units of those commercial motor vehicle combinations, by specific configuration, in actual and lawful operation on a regular or periodic basis (including continual seasonal operation) in such State on or before August 1, 2001. Permits a commercial motor vehicle combination authorized in a State to continue to operate on System highways provided it is in compliance with State law, including routing-specific and configuration-specific designations and all other restrictions in force in the State on August 1, 2001. Amends Federal highway law to prohibit a State from allowing the operation of a vehicle or combination (other than a longer combination vehicle) exceeding Interstate weight limits on the Interstate System unless its operation was lawful: (1) on July 1, 1956; (2) in the case of the overall gross weight of any group of two or more consecutive axles, on the date of enactment of the Federal-Aid Highway Amendments of 1974; or (3) under a special permit pursuant to State (grandfather) law. Subjects such vehicles and combinations to all routing-specific, commodity-specific, and weight-specific designations in force in such State on August 1, 2001. Sets forth requirements with respect to: (1) the operation of vehicles and loads which cannot be easily dismantled or divided (nondivisible loads) on the Federal-aid highway system as they relate to Interstate weight limitations; and (2) waiver of weight limitations for vehicles that operate on the Federal-aid highway system during periods of national emergency. Declares that Interstate weight limitations on vehicles and combinations (other than longer combination vehicles) that operate on the Interstate System shall also apply to such vehicles and combinations that operate on non-Interstate segments of the National Highway System, unless: (1) such segments are subject to lower State weight limits; or (2) a State allows the operation of any vehicle or combination on an existing non-Interstate segment of the National Highway System that could be so operated lawfully on August 1, 2001. Requires establishment of a model schedule of fines for violations of this Act.

Calls for a joint session of Congress in New York City, New York, during the 107th Congress at such date, time, and location as the Speaker of the House of Representatives and the President Pro Tempore of the Senate may jointly select, for the purpose of conducting such business as the Speaker and the President Pro Tempore may consider appropriate.

True American Heroes Act - Authorizes the President to present on behalf of Congress a gold medal to the next of kin or other representation of each officer, emergency worker, or employee of a State and local government agency, including the Port Authority of New York and New Jersey, and of the Federal Government, who responded to the attacks on the World Trade Center in New York City, and perished in the tragic events of September 11, 2001 (including those who are missing and presumed dead).

Expresses the sense of Congress that the President should award and present a Public Safety Officer Medal of Valor to those public safety officers who were killed and to those select public safety officers who have earned special recognition for outstanding valor above and beyond the call of duty in the aftermath of the terrorist attacks in the United States on September 11, 2001.
