Andean Trade Promotion and Drug Eradication Act - Amends the Andean Trade Preference Act to authorize the President to grant duty-free treatment to certain non import-sensitive articles imported into the United States from Andean Trade Preference Expansion Act (ATPEA) beneficiary countries (Bolivia, Ecuador, Colombia, and Peru) designated under such Act. Extends, through December 31, 2006, treatment free of any duties, quantitative restrictions, limitations, or consultation levels to certain apparel articles imported into the United States from ATPEA beneficiary countries. Sets forth penalties for exporters and countries that have engaged in transshipment with respect to such articles from an ATPEA beneficiary country. Amends the Caribbean Basin Economic Recovery Act and the African Growth and Opportunity Act to provide duty-free and quota free treatment to imported apparel articles that are sewn or otherwise assembled, or cut in a U.S.-Caribbean Basin Trade Partnership Act (CBTPA) or sub-Saharan African beneficiary country from components knit-to-shape in the United States. Increases the allowable amount (cap) over a eight year period of certain apparel made in a sub-Saharan African country from regional fabric formed from yarn originating either from such country or from the United States that can be imported into the United States duty-free and quota free.

Directs the Attorney General to provide for the granting of posthumous citizenship, as of September 12, 2001, to certain nonculpable aliens or noncitizen nationals otherwise eligible for naturalization who died as a result of the hijackings of four airliners, the attacks on the World Trade Center and the Pentagon, or as a result of injuries sustained while assisting in the emergency response to the events of September 11, 2001.

Clean Diamond Trade Act - Prohibits the importation of rough diamonds into the United States unless the exporting country is implementing a system of controls on the export or import of rough diamonds that: (1) meets specified requirements, consistent with United Nations General Assembly Resolution 55/56 adopted on December 1, 2000, or is functionally equivalent; or (2) meets the requirements of an international agreement which requires such controls and to which the United States is a party. Prohibits the importation of polished diamonds (including jewelry containing diamonds) into the United States unless the exporting country: (1) is implementing a system of controls on the export and import of rough diamonds, except such system shall not be required for countries that do not import rough diamonds; and (2) requires that its own imports of diamonds originate from countries that have implemented a system of controls on the export and import of rough diamonds. Provides a waiver of the requirements of this Act. Urges the President to negotiate an international agreement to eliminate trade in diamonds used to support conflict in the country or regions in which such diamonds are mined.

Expresses the sense of Congress that: (1) the President and Congress should save Social Security as soon as possible; (2) Social Security surpluses must be vigorously safeguarded and used only for purposes of saving Social Security or reducing the publicly held debt; and (3) the President's Commission to Strengthen Social Security, recognizing the immense financial commitment of every American worker in the Social Security system, should present in its recommendations innovative ways to protect that commitment without benefit cuts or payroll tax increases.

Commends and congratulates Daw Aung San Suu Kyi on the tenth anniversary of her receiving the Nobel Peace Prize. Recognizes her contributions and work toward bringing peace and democracy to Burma. Expresses the sense of Congress that: (1) the President and Secretary of State should continue to encourage the Government of Burma to restore basic human rights to the Burmese people, to eliminate the practice of human trafficking, to address the manufacture of heroin and methamphetamine, to continue releasing political prisoners, to recognize the results of the 1990 democratic elections, and to allow Daw Aung San Suu Kyi and the National League for Democracy to enjoy unfettered freedom of speech and freedom of movement; and (2) Daw Aung San Suu Kyi should be invited to address a joint meeting of Congress.

Social Security Fairness Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) pension offset provisions applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to Old-Age and Survivors insurance benefit payments; and (2) windfall elimination provisions with respect to computation of the primary insurance amount of an individual.

Expresses the sense of Congress that the Government of the People's Republic of China should cease its persecution of Falun Gong practitioners. Calls for the U.S. Government to urge the Chinese Government to: (1) release from detention all Falun Gong practitioners and end the torture and other cruel, inhumane, and degrading treatment of such practitioners and other prisoners of conscience; and (2) abide by the International Covenant on Civil and Political Rights and the Universal Declaration of Human Rights by allowing Falun Gong practitioners to pursue their personal beliefs.

Tropical Cyclone Inland Forecasting Improvement and Warning System Development Act of 2001 - Requires the National Weather Service (NWS) to: (1) improve the capability to forecast accurately inland flooding associated with tropical cyclones; (2) develop, test, and deploy an inland flood warning index or system for use by the public and emergency management officials which clearly defines inland flood risks and dangers; (3) train such officials, NWS personnel, meteorologists, and others as appropriate regarding improved forecasting techniques for inland flooding, risk management techniques, and use of such flood warning index or system; and (4) conduct outreach and education activities for local meteorologists and the public regarding the dangers and risks associated with tropical cyclone-induced inland flooding and the use and understanding of such index or system.

First-time Homebuyer Down Payment Assistance Act - Amends the Internal Revenue Code and the Employee Retirement Income Security Act of 1974 (ERISA) to exempt from prohibited transaction rules any home equity participation arrangement under which the trustee of a qualified plan, at the direction of the eligible participant, shall acquire an ownership interest (not to exceed $10,000, and repayable in full upon resale or other transfer) in any dwelling unit which within a reasonable period of time is to be used as the principal residence for a first-time homebuyer.

Medicare Dialysis Benefit Improvement Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to provide for: (1) payment under the Medicare Program for four hemodialysis treatments per week for specified patients; and (2) an increased update in the composite payment rate for renal dialysis treatments for FY 2002. Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to restore a specified exception to renal dialysis composite rate under rate update provisions.

Expresses the sense of Congress that: (1) the status quo on Cyprus must end and the island and its people must be reunited in a bi-zonal, bi-communal federal Cyprus, on the basis of United Nations Security Council resolutions; (2) the accession of Cyprus to the European Union (EU) would act as a catalyst for the solution of the Cyprus problem without such solution being a precondition for accession; (3) membership of Cyprus to the EU should be strongly supported; (4) all Cypriots should be urged to support and encourage efforts to bring Cyprus into the EU; and (5) U.S. agencies should pursue initiatives that will help promote and achieve reunification, reconciliation, stability, and prosperity on Cyprus.

Pharmacy Education Aid Act of 2001 - Amends the Public Health Act to include pharmacist services within the National Health Service Corps program of scholarships, including first-year pharmacy studies, loans, and funding. Authorizes the Secretary of Health and Human Services to award grants and contracts to qualifying pharmacy schools for: (1) student and faculty recruitment and retraining, with scholarship preference for students with financial need; (2) computer-based pharmaceutical education systems; and (3) facilities construction. Authorizes the Secretary to establish a loan repayment program for qualifying individuals who become pharmacy school faculty.

Federal Firefighters Fairness Act of 2001 - Amends Federal law to provide that, with regard to an employee in fire protection activities: (1) heart disease, lung disease, specified cancers and infectious diseases shall be presumed to be proximately caused by the employee's employment; (2) the disability or death of an employee in fire protection activities due to such a disease shall be presumed to result from personal injury sustained while in the performance of such employee's duty; and (3) such presumptions may be rebutted by a preponderance of the evidence.

Nutrition Assistance for Working Families and Seniors Act of 2001 - Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to make legal immigrants eligible for food stamp program benefits. Amends the Food Stamp Act of 1977 respecting the food stamp program to: (1) increase standard income deductions; (2) increase the minimum household allotment; (3) increase the transitional benefits period; (4) provide for personnel training, a toll-free information number, pilot programs for inter-program application and verification, and Internet and telephone participation; (5) provide grants for partnerships and technology to enhance program access, including outreach to families with low program participation, or participating in (or unable to participate in) the temporary assistance for needy families program. Amends the Emergency Food Assistance Act of 1983 to authorize additional appropriations for emergency food assistance commodities.

Student Adjustment Act of 2001 - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the provision prohibiting an unlawful alien's eligibility for higher education benefits based on State residence unless a U.S. national is similarly eligible without regard to such State residence. Amends the Immigration and Nationality Act to direct the Attorney General to cancel the removal of, and adjust to permanent resident status, certain (inadmissible or deportable) alien middle or secondary students with qualifying years of U.S. residency. Makes such aliens eligible for Federal and State higher education assistance during the pendency of their application for cancellation of removal.

Nazi Benefits Termination Act of 2001 - Denies Federal public benefits to individuals who have been participants in Nazi persecution. Authorizes the Attorney General, if an individual who has applied for or is receiving a Federal public benefit may have been such a participant, to provide an opportunity for a hearing on the record with respect to the matter. Requires an immigration judge who finds that the respondent has been a participant in Nazi persecution to: (1) promptly issue an order declaring the respondent to be ineligible for any Federal public benefit and prohibiting any person from providing such a benefit to the respondent; and (2) transmit a copy of the order to any governmental entity or person known to be providing such a benefit. Authorizes the Attorney General to review any finding or conclusion made or order issued and to complete such review within 30 days (otherwise such finding, conclusion, or order shall be final). Provides for the appeal of findings or orders by an aggrieved party to the U.S. Court of Appeals for the Federal Circuit.

Law Enforcement Officers Equity Act - Redefines the term "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) Federal employees not otherwise covered by such term whose duties include the investigation or apprehension of suspected or convicted individuals and who are authorized to carry a firearm; and (2) such employees of the Internal Revenue Service whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns. Requires that such service which is performed by an incumbent law enforcement officer be treated: (1) on or after the enactment date of this Act, for all purposes, as service performed as a law enforcement officer, irrespective of how such service is treated under the following; and (2) before, on, or after such date, for purposes of CSRS and FERS, as service performed as such an officer, but only if an appropriate written election is submitted to the Office of Personnel Management five years after such date or before separation from Government service, whichever is earlier. Provides that nothing under current law respecting mandatory separation from Government service under CSRS or FERS shall cause the involuntary separation of an officer before the end of the three-year period beginning on such date.

Middle East Peace Commitments Act of 2001 - Imposes specified sanctions with respect to the Palestine Liberation Organization (PLO) or the Palestinian Authority if the President determines that such entities have not complied with certain commitments made with Israel. Authorizes the President to waive such sanctions in the U.S. national security interest.

Tibetan Policy Act of 2001 - Sets forth congressional declarations, including that it: (1) reaffirms that Tibet is an occupied country under the established principles of international law; (2) commends the Republic of India and the kingdom of Nepal for providing asylum and humanitarian care to the Dalai Lama and Tibetans in exile; (3) expresses concern over incidents of ill treatment of transiting Tibetans in border areas; and (4) urges continued cooperation with the Office of the United Nations High Commissioner for Refugees in Kathmandu. Expresses the sense of Congress that the President and the Secretary of State (as well as U.S. and European parliamentarians in the United States-European Interparliamentary Group) should initiate steps to encourage the Government of the People's Republic of China to enter into negotiations with the Dalai Lama or his representatives leading to an agreement on Tibet. Establishes within the Department of State a United States Special Coordinator for Tibetan Issues who shall promote substantive dialogue between the Government of China and the Dalai Lama or his representatives. Directs the U.S. executive director of each international financial institution, including the Export-Import Bank of the United States, the Overseas Private Investment Corporation, and the Trade and Development Agency, to support projects in Tibet consistent with specified principles. Sets forth provisions with respect to: (1) the release of, and access by humanitarian organizations to, Tibetan prisoners detained in China because of their political or religious beliefs; (2) the establishment of a U.S. branch office in Lhasa, Tibet; (3) Tibetan language training to U.S. foreign service officers assigned to the consulate in China; (4) U.S. promotion of economic development, cultural preservation, health care, and education and environmental sustainability for Tibetans inside Tibet; (5) Tibet considerations at the United Nations; and (6) the end of religious persecution in Tibet.

Breast Cancer and Environmental Research Act of 2001 - Amends the Public Health Service Act to direct the Director of the National Institute of Environmental Health Services, based on recommendations from the Breast Cancer and Environmental Research Advisory Panel (established by this Act), to make grants, after a process of peer review and programmatic review, to public or nonprofit private entities for the development and operation of not more than eight centers for the purpose of conducting multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer.

Human Cloning Prohibition Act of 2001 - Prohibits any person or entity, in or affecting interstate commerce, from: (1) performing or attempting to perform human cloning; (2) participating in such an attempt; (3) shipping or receiving the product of human cloning; or (4) importing such a product. Expresses the sense of Congress that: (1) the Federal Government should advocate for and join an international effort to prohibit human cloning; and (2) the President should commission a study by the National Bioethics Advisory Commission or a successor group of the arguments for and against the use of cloning to produce human embryos solely for research.

Veterans' Citizenship Act of 2001 - Amends the Immigration and Nationality Act to revise provisions respecting naturalization through armed forces' service to provide that an alien who, after acquiring permanent resident status, serves on active duty status in the U.S. armed forces for at least three years of honorable service, or who is awarded the Purple Heart, may apply for naturalization without regard to other naturalization requirements. Permits such an application to be filed abroad.

Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) mandate a single national average standardized payment amount for inpatient hospital services furnished, regardless of whether in an urban or non-urban area, under the Medicare prospective payment system (PPS) for discharges occurring in FY 2002 and thereafter; and (2) establish a minimum factor of .925 as a floor for area wage adjustment factors used under the PPS for inpatient and outpatient hospital services.

Internet Freedom and Broadband Deployment Act of 2001 - Amends the Communications Act of 1934 to define "high speed data service" as a service capable of transmitting electronic information at a rate generally not less than 384 kilobits per second in at least one direction. Prohibits the Federal Communications Commission (FCC) and each State from regulating the rates, charges, terms or conditions for, or entry into the provision of, any high speed data service or Internet access service, or to regulate the facilities used in the provision of such service. Prohibits the FCC from requiring an incumbent (established) local exchange carrier to: (1) provide unbundled access to any network elements used in the provision of any high speed data service, other than those elements described in FCC regulations; or (2) offer for resale at wholesale rates any high speed data service. Requires each incumbent local exchange carrier to provide: (1) Internet users with the ability to subscribe to and have access to any Internet service provider that interconnects with such carrier's high speed data service; (2) any Internet service provider with the right to acquire necessary facilities and services to facilitate such interconnection; and (3) any Internet service provider with the ability to collocate equipment in order to achieve such interconnection. Includes high speed data service or Internet access service within the definition of "incidental interLATA services" permitted for a Bell operating company.

American Hospital Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by Federal law commonly referred to as the (Medicare, Medicaid, and SCHIP) Benefits Improvement and Protection Act, to: (1) increase (restore the full) market basket update for inpatient prospective payment services hospitals; and (2) maintain the indirect medical education adjustment percentage at 6.5 percent.

Family Reunification Act of 2001 - Amends the Immigration and Nationality Act to revise the conditions under which the Attorney General may cancel the removal of certain aliens from the United States, including cancellation of removal for humanitarian or public benefit reasons for certain aliens convicted of aggravated felonies. Authorizes the Attorney General to release such an alien pending the removal decision. Revises conditions for termination of continuous physical presence or residence periods. Permits certain permanent resident aliens: (1) whether physically present in the United States or not, to request administrative relief in exclusion, deportation, or removal proceedings; and (2) to return to the United States without seeking admission.(Eliminates certain conviction-related restrictions on such return.) Directs the Attorney General to establish processes for discretionary waiver of inadmissibility or deportation for certain aliens who would otherwise be subject to exclusion or deportation.

Public Safety Employer-Employee Cooperation Act of 2001 - Provides collective bargaining rights for public safety officers employed by States or local governments. Directs the Federal Labor Relations Authority (FLRA) to determine whether State law provides specified rights and responsibilities for public safety officers, including: (1) granting public safety employees the right to form and join a labor organization which excludes management and supervisory employees, and which is, or seeks to be, recognized as the exclusive bargaining agent for such employees; and (2) requiring public safety employers to recognize and agree to bargain with the employees' labor organization. Requires the FLRA to issue regulations establishing collective bargaining procedures for public safety employers and employees in States that do not substantially provide for such public safety employee rights and responsibilities. Directs the FLRA, in such cases, to: (1) determine the appropriateness of units for labor organization representation; (2) supervise or conduct elections to determine whether a labor organization has been selected as an exclusive representative by a majority of the employees in an appropriate unit; (3) resolve issues relating to the duty to bargain in good faith; (4) conduct hearings and resolve complaints of unfair labor practices; and (5) resolve exceptions to arbitrator's awards. Grants a public safety employer, employee, or labor organization the right to seek enforcement of such FLRA regulations and authority through appropriate State courts. Prohibits public safety employers, employees, and labor organizations from engaging in lockouts or strikes. Provides that existing collective bargaining units and agreements shall not be invalidated by this Act.

Nurse Reinvestment Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to: (1) develop and issue public service announcements that advertise and promote the nursing profession, highlight the advantages and rewards of nursing, and encourage individuals from diverse communities and backgrounds to enter the nursing profession; and (2) award grants to designated eligible entities in order to increase the number of nurses. Establishes a fast-track nursing school faculty training program. Establishes a National Nurse Service Corps Scholarship program that provides scholarships to individuals seeking nursing education in exchange for service by such individuals in areas with nursing shortages. Amends the Internal Revenue Code to provide for the exclusion from gross income of accounts received under the National Nursing Service Corps Scholarship Program. Amends title XVIII (Medicare) of the Social Security Act to provide for nurse education training payments to qualified entities. Amends title XIX (Medicaid) of the Social Security Act to temporarily increase the matching rate for Medicaid nurse aide training and competency evaluation programs.

Fairness for Florida's Veterans Act - Directs the Secretary of Veterans Affairs to establish a second veterans benefits office in Florida. Directs the Secretary to report to Congress a plan for the near- and long-term reduction of the backlog of claims for benefits pending at the Bay Pines, Florida, veterans benefits office.
