Alien Children Protection Act of 2001 - Requires, with exceptions, an alien under the age of 18 who does not have an adult relative or guardian in the United States to be placed in a facility appropriate for children while awaiting final immigration status adjudication. Amends the Immigration and Nationality Act to authorize the Attorney General to adjust the status of an alien under the age of 18 with no lawful immigration status to that of a permanent resident alien if: (1) the alien or parent or guardian has so applied, and the alien has resided in the United States for five consecutive years; or (2) no foreign-domiciled parent or guardian has requested the alien's return, and the Attorney General determines that a return would subject the alien to physical or mental abuse, and it is in the alien's best interests to remain in the United States. Directs the Attorney General to appoint a child welfare professional or trained individual as such alien's guardian ad litem. Expresses the sense of Congress commending the Immigration and Naturalization Service for issuance and implementation of specified children's asylum claims guidelines.

Authorizes a State to apply to the Secretary of Health and Human Services for approval of a demonstration project to provide Medicaid coverage of up to a specified maximum number of children with a potentially severe disability. Amends SSA title V (Maternal and Child Health Services) to make appropriations to the Secretary for special projects of regional and national significance for development and support of family-to-family health information centers. Amends SSA title XIX to provide for the restoration of Medicaid eligibility to certain SSI (Supplemental Security Income) (SSA title XVI) beneficiaries under age 21.

Military Survivor Benefits Improvement Act of 2001 - Adjusts the basic Survivor Benefit Plan (SBP) annuity amount for surviving spouses, age 62 or over, of former military personnel to: (1) 35 percent of the retired pay of the decedent (current law), for months beginning on or before the enactment of this Act; (2) 40 percent of such pay, for months beginning after enactment of this Act until October 2004; (3) 45 percent of such pay for months beginning after September 2004 and before October 2011; and (4) 55 percent of such pay for months after September 2011. Adjusts similarly the percentage amounts of SBP supplemental annuity authorized to be provided for such surviving spouses. Directs the Secretary of Defense to ensure appropriate adjustments in the computation of retired pay reductions for such supplemental annuities.

Project Exile Safe Streets and Neighborhoods Act of 2001 - Amends the Violent Crime Control and Law Enforcement Act of 1994 to direct the Attorney General to provide firearms sentencing incentive grants to eligible States that: (1) demonstrate that they have implemented laws requiring that any person who uses or carries a firearm in any violent crime or serious drug trafficking crime be sentenced to not less than five years in prison (without the possibility of parole) in addition to the punishment provided for such crime, or requiring that any person who possesses a firearm, having at least one prior conviction for a violent crime, be sentenced to five years' imprisonment (without the possibility of parole); or (2) can demonstrate that they have in effect an equivalent Federal prosecution agreement; and (3) demonstrate that they have or will implement a public awareness and community support program that seeks to build support for, and warns potential violators of, such firearms sentencing laws; and (4) provide assurances that they will coordinate with Federal prosecutors and Federal law enforcement agencies and will allocate resources to reduce crime in high-crime areas. Sets forth allowable uses for such grants, including to: (1) support law enforcement agencies, prosecutors, courts, probation officers, correctional officers, the juvenile justice system, the improvement of criminal history records, or case management programs involving the sharing of information about serious offenders; (2) carry out such a public awareness and community support program; and (3) build or expand correctional facilities.

Child Custody Protection Act - Amends the Federal criminal code to prohibit transporting an individual under age 18 across a State line to obtain an abortion and thereby abridging the right of a parent under a law in force in the State where the individual resides requiring parental involvement in a minor's abortion decision. Makes an exception if the abortion was necessary to save the life of the minor. Specifies that neither the minor transported nor her parent may be prosecuted or sued for a violation of this Act. Makes it an affirmative defense to a prosecution for, or to a civil action based on, such a violation that the defendant reasonably believed that before the individual obtained the abortion, the parental consent or notification or judicial authorization that would have been required had the abortion been performed in the State where the individual resides, took place. Authorizes any parent who suffers legal harm from a violation to obtain appropriate relief in a civil action. Defines "parent" to include a guardian, legal custodian, or person standing in loco parentis who has care and control of the minor, and with whom the minor regularly resides, who is designated by such law as a person to whom notification, or from whom consent, is required.

Requires the Secretary of the Interior to continue discussions concerning trade in bear viscera with the appropriate representatives of Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora and with other representatives of countries that are not party to the Convention which are determined to be the leading importers, exporters, or consumers of such products, in order to establish coordinated efforts with such countries to protect bears. Declares that nothing in this Act shall be construed to affect State regulation of bear population or to affect the lawful hunting of bears under State law.

Amends the Immigration and Nationality Act to revise detention of criminal alien provisions, effective as if included in the Act. Repeals, as if included in the Act: (1) certain provisions respecting termination of continuous presence or physical presence in the United States; and (2) the definition of "conviction." Authorizes the Attorney General to admit certain lawfully admitted permanent resident aliens returning to the United States who temporarily proceeded abroad voluntarily and not under an order of deportation or removal, effective as of a specified date, as if certain sections of the Antiterrorism and Effective Death Penalty Act of 1996 and the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 had not been enacted. Revises provisions respecting judicial review of removal orders. Requires the Attorney General to establish a post-proceeding removal relief process for affected aliens.

Urges the President to increase efforts to secure appropriate medical attention for Pope.

Needlestick Safety and Prevention Act

Needlestick Safety and Prevention Act - Revises the bloodborne pathogens standard, in effect under the Occupational Safety and Health Act of 1970 (OSHA), to include safer medical devices, such as sharps with engineered sharps injury protections and needleless systems, as examples of engineering controls designed to eliminate or minimize occupational exposure to bloodborne pathogens through needlestick and other percutaneous injuries. Requires certain employers to: (1) review and update exposure control plans to reflect changes in technology that eliminate or reduce such exposure, and document their consideration and implementation of appropriate commercially available and effective safer medical devices for such purpose; (2) maintain a sharps injury log, noting the type and brand of device used, where the injury occurred, and an explanation of the incident (exempting employers who are not required to maintain specified OSHA logs); and (3) seek input on such engineering and work practice controls from the affected health care workers (exempting employers who are not required to establish exposure control plans). Requires such modifications of the standard to: (1) be in force until superseded by regulations promulgated by the Secretary of Labor under OSHA; and (2) take effect without regard to specified procedural requirements.

Restoring the Everglades, an American Legacy Act - Approves the Comprehensive Everglades Restoration Plan contained in the "Final Integrated Feasibility Report and Programmatic Environmental Impact Statement" dated April 1, 1999, as modified by this Act (the Plan) as a framework for modifications and operational changes to the Central and Southern Florida Project that are needed to: (1) restore, preserve, and protect the South Florida ecosystem; and (2) provide for the water-related needs of the region. Directs the Secretary of the Army (the Secretary): (1) in carrying out the Plan, to integrate such activities with ongoing Federal and State projects and activities; (2) to carry out specified listed projects included in the Plan, taking into account the protection of water quality by considering applicable State water quality standards and including features necessary to ensure that all ground water and surface water discharges from any authorized project feature will meet all applicable water quality standards and applicable water quality permitting requirements; and (3) in developing the projects authorized, to provide for public review and comment in accordance with applicable Federal law. Sets forth provisions regarding: (1) specified pilot projects and initial projects included in the plan that are authorized for implementation; (2) conditions (i.e., reporting requirements, funding contingent on approval, modified water delivery, maximum costs of projects) for project implementation; and (3) the maximum cost of authorized project features. Sets forth provisions regarding additional program authority, authorization of future projects, the Federal cost share (50 percent), project evaluation, and exclusions and limitations from the Plan (regarding 245,000 acre-feet of water, wastewater reuse, and approval with limitations for the Loxahatchee National Wildlife Refuge and the Southern Corkscrew regional ecosystem). Directs the Secretary: (1) on completion and evaluation of the wastewater reuse pilot project, in an appropriately timed five-year report, to describe the results of the evaluation of advanced wastewater reuse in meeting, in a cost effective manner, the requirements of restoration of the natural system; and (2) to submit such report to Congress before congressional authorization for advanced wastewater reuse is sought. States that the overarching objective of the Plan is the restoration, preservation, and protection of the South Florida Ecosystem while providing for other water-related needs of the region, including water supply and flood protection. Directs that the Plan be implemented to ensure the protection of water quality in, the reduction of the loss of fresh water from, and the improvement of the environment of, the South Florida Ecosystem and to achieve and maintain the benefits to the natural system and human environment described in the Plan and required pursuant to this Act, for as long as the project is authorized. Prohibits any appropriation from being made for the construction of a project contained in the Plan until the President and the Governor of the State ensure, by regulation or other appropriate means, that water made available under the Plan will not be permitted for a consumptive use or otherwise made unavailable by the State until sufficient reservations of water for the restoration of the natural system are made under State law and consistent with the Plan.. Authorizes any person or entity that is aggrieved by a failure of the United States or any governor or other officer of a State to comply with any provision of the agreement to bring a civil action in U.S. district court for an injunction or other appropriate relief, subject to specified limitations. Directs the Secretary, within two years, after notice and opportunity for public comment, and with the concurrence of and consultation with specified parties, to promulgate regulations which shall establish a process to: (1) provide guidance for the development of project implementation reports, project cooperation agreements, and operating manuals that ensure that Plan goals and objectives are achieved; (2) ensure that new information resulting from changed or unforeseen circumstances, new scientific or technical information or information that is developed through the principles of adaptive management contained in the Plan, or future authorized changes to the Plan are integrated into implementation of the Plan; and (3) ensure protection of the natural system consistent with Plan goals and purposes. Directs the Secretary and the non-Federal sponsor (subject to specified requirements) to: (1) develop project implementation reports in accordance with the Plan; (2) execute project cooperation agreements in accordance with the Plan; and (3) develop and issue, for each project or group of projects, an operating manual that is consistent with the water reservation or allocation for the natural system described in the project implementation report and cooperation agreement for the project or group of projects. Requires that the Secretary ensure that Plan implementation, including physical or operational modifications to the Central and Southern Florida Project, does not cause significant adverse impact on existing legal water users. Prohibits the Secretary from eliminating existing legal sources of water until a new source of water supply of comparable quantity and quality is available to replace the water to be lost as a result of implementation of the Plan. Directs the Secretary to maintain authorized levels of flood protection in existence on the date of this Act's enactment. Directs the Secretary and the Governor to develop an agreement for resolving disputes between the Corps of Engineers and the State associated with Plan implementation. Requires that such agreement establish a mechanism for the timely and efficient resolution of disputes, including: (1) a preference for the resolution of disputes between the Jacksonville District of the Corps of Engineers and the South Florida Water Management District; (2) a mechanism for the Jacksonville District of the Corps of Engineers or the South Florida Water Management District to initiate dispute resolution process for unresolved issues; (3) the establishment of appropriate time frames and intermediate steps for the elevation of disputes to the Governor and the Secretary; and (4) a mechanism for the final resolution of disputes, within 180 days from the date that the dispute resolution process is initiated. Prohibits the Secretary from approving a project implementation report under this Act until the agreement established herein has been executed. Specifies that nothing in such agreement shall alter or amend any existing Federal or State law or the responsibility of any agreement party to comply with Federal or State law. Directs the Secretary, the Secretary of the Interior, and the Governor to establish an independent scientific review panel convened by a body such as the National Academy of Sciences to review the Plan's progress toward achieving the natural system restoration goals of the Plan. Requires the panel to produce a biennial report to Congress, the Secretary, the Secretary of the Interior, and the Governor that includes an assessment of ecological indicators and other measures of progress in restoring the ecology of the natural system, based on the Plan. Directs the Secretary to ensure that: (1) in executing the Plan, small business concerns owned and controlled by socially and economically disadvantaged individuals are provided opportunities to participate; and (2) impacts on socially and economically disadvantaged individuals, including individuals with limited English proficiency, and communities are considered during Plan implementation and that public outreach and educational opportunities are provided to individuals of South Florida. Sets forth reporting requirements.
