Recognizes the service of General David H. Petraeus, and other members of the Armed Forces serving in good standing, in defense of the United States, as well as the personal sacrifices made by General Petraeus and his family, and other members of the Armed Forces and their families. Commits to judging the merits of the sworn testimony of General Petraeus without prejudice or personal bias. Condemns the personal attacks on the integrity and professionalism of General Petraeus made by the advocacy group MoveOn.org. Honors all members of the Armed Forces and civilian personnel serving in harm's way, and their families. Pledges to move forward on all policy debate regarding the war in Iraq with the respect and commitment to intellectual integrity that the sacrifices of these members and civilian personnel deserve.

Amends the Internal Revenue Code to allow holders of clean renewable water supply bonds a tax credit of 25% of the annual credit amount as determined by the Secretary of the Treasury. Defines "clean renewable water supply bond" as any bond issued by a governmental body or an entity qualified to issue tax-exempt bonds that is used for capital expenditures for projects involving a qualified desalination facility, a recycled water facility, or a groundwater remediation facility. Sets forth rules for maturity limitations, arbitrage, and expenditures, including a requirement that 95% of the proceeds of a bond issue be spent on one or more clean renewable water supply projects within five years from the date of a bond issuance.

Congratulates Mr. Ron Adam, Israel's Chair of the U.N. Committee on Program and Coordination, and the government and people Israel on Israel's first appointment to chair a U.N. committee. Supports continued expansion of Israel's role at the United Nations. Welcomes recent attempts by the United Nations to address anti-Semitism. Urges the members of the Western Europe and Others Group to extend full and permanent membership to Israel until such time as Israel can serve as an effective member of the Asian States Group. Calls upon U.N. Secretary-General Ban Ki-Moon to work to end any unfair vilification of Israel at the United Nations and to use his good offices to support Israel's bid to join the Asian regional grouping.

Unborn Child Pain Awareness Act of 2007 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt); (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child; (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic; and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception to save the life of the mother. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the U.S. Attorney General to bring a civil action under this Act; and (2) private rights of action for violations of this Act.

Early Treatment for HIV Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to give states the option of providing Medicaid coverage for certain low-income HIV-infected individuals. Provides states taking advantage of this option with an enhanced federal Medicaid match.

Student and Teacher Safety Act of 2007 - Requires local educational agencies to have in effect policies that deem to be reasonable and permissible a search of any minor student on public school grounds if conducted by a full-time teacher or school official, acting on any reasonable suspicion based on professional experience and judgment, to ensure that the school and students remain free from the threat of all weapons, dangerous materials, or illegal narcotics. Requires search measures to be reasonably related to search objectives, without being excessively intrusive in light of the nature of the offense and the student's age and sex. Denies Safe and Drug Free School funds, provided under the Elementary and Secondary Education Act of 1965, to local educational agencies that fail to comply with this Act.

Travel Promotion Act of 2007 - Establishes the Corporation for Travel Promotion as a nonprofit corporation that is not an agency or establishment of the U.S. government. Makes the Corporation subject to the provisions of the District of Columbia Nonprofit Corporation Act. Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, identify and address perceptions in other countries regarding U.S. entry policies, and promote U.S. travel. Establishes in the Treasury the Travel Promotion Fund. Requires the transfer of Treasury funds to the Corporation, requiring nonfederal matching funds. Authorizes the U.S. government, if a fully automated electronic system is implemented to determine, in advance of travel, the eligibility of an alien to travel to the United States, to charge an applicant a system use fee. Amends the International Travel Act of 1961 to replace references to the United States National Tourism Organization with references to the Corporation. Modifies various requirements applicable to the Tourism Policy Council. Amends the Department of Commerce and Related Agencies Appropriations Act, 2003 to remove provisions establishing the United States Travel and Tourism Promotion Advisory Board.

National Infantry Museum and Soldier Center Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the courage, pride, sacrifice, sense of duty, and history of the U.S. Infantry, in commemoration of the legacy of the U.S. Army Infantry and the establishment of the National Infantry Museum and Soldier Center. Expresses the sense of Congress that the coins should be struck at the U.S. Mint at West Point, New York, to the greatest extent possible. Restricts coin issuance to calendar year 2012. Requires a $10 surcharge per coin, and payment of all surcharges received to the National Infantry Foundation to establish an endowment to support the maintenance of the National Infantry Museum and Soldier Center.

Meth Mouth Correctional Costs and Reentry Support Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to require the Director of the Bureau of Justice Statistics to: (1) include in criminal justice system statistics data about the oral health of federal inmates and dental care provided in federal correctional facilities; and (2) conduct a study on how methampehtamine use affects the demand for (and provision of) oral health care in such facilities. Provides for Department of Justice (DOJ) grants to states and local, territorial, and tribal governments for: (1) oral health dental programs for federal inmates; (2) evaluating the extent to which poor oral health undermines or impedes an inmate's successful reentry into the community; and (3) establishing adult and juvenile offender reentry demonstration projects for inmate oral health programs during incarceration and after release.

Meth Mouth Prevention and Community Recovery Act - Requires the Director of the Center for Substance Abuse Prevention to make grants to enable public and private nonprofit entities to determine whether educating youth about meth mouth (oral decay that is commonly associated with methamphetamine use) is an effective strategy for preventing or reducing methamphetamine use. Reserves a portion of appropriated funds for Indian tribes and tribal organizations. Amends the Public Health Service Act to require the Secretary of Health and Human Services to expand and intensify the clinical research, health services research, and public health research on associations between substance use disorders, oral health, and the provision of dental care. Requires the Secretary to study the effect methamphetamine use has on the demand for, and provision of, dental care. Directs the Administrator of the Substance Abuse and Mental Health Services Administration to support training and offer technical assistance to ensure that dentists and allied dental personnel are prepared to: (1) recognize signs of alcohol or drug addiction; (2) discuss the nature of substance abuse as it relates to their area of expertise; (3) understand how certain dental therapies can affect the relapse potential of substance dependent patients; and (4) help those affected by a substance use disorder find appropriate treatment for their conditions. Authorizes the Administrator to collaborate with professional accrediting bodies to develop and support substance abuse training courses for oral health professionals.

ADA Restoration Act of 2007 - Amends the Americans with Disabilities Act of 1990 to remove from the definition of "disability" a reference to substantially limiting one or more major life activities. Prohibits, in determining whether an individual has an impairment, considering the impact of any mitigating measures the individual may be using or whether any impairment manifestations are episodic, in remission, or latent. Considers actions taken because of an individual's use of a mitigating measure to be actions taken on the basis of a disability. Defines "record of physical or mental impairment" as having a history of, or having been misclassified as having, a physical or mental impairment. Defines "regarded as having a physical or mental impairment" as being perceived or treated as having a physical or mental impairment whether or not the individual has an impairment. Prohibits employment discrimination on the basis of disability (under current law, against a qualified individual with a disability because of the disability). Allows, as a defense to a charge of discrimination, that the individual alleging discrimination is not a qualified individual with a disability. Requires that the Act's provisions be broadly construed. Empowers: (1) the Attorney General to promulgate regulations and guidance to provide for consistent and effective standards among enforcing agencies; and (2) the Equal Employment Opportunity Commission (EEOC) and Secretary of Transportation to then issue implementing regulations or policy guidance consistent with the Attorney General's requirements. Entitles duly issued federal regulations and guidance to deference by administrative bodies or officers and courts.

Saving Our Community Pharmacies Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to provide for: (1) use of median retail acquisition cost as the basis for Medicaid reimbursement limits on generic drugs; and (2) establishment of an evidence-based prescription drug program. Directs the Comptroller General to study and report to Congress on the costs of community retail pharmacies to dispense prescription drugs.

Stranahan House, Trading Post and Campsite Historic Preservation Act - Directs the Secretary of the Interior to conduct a special resource study of the Stranahan House, trading post and camp historical and archeological site in Broward County, Florida, including both the property on which Stranahan House is located at 335 S.E. 6th Avenue in Fort Lauderdale, Florida 33301, as well as the adjacent property, at 500 East Las Olas Boulevard, where parts of the trading post and the campsite were located.

Global Resources and Opportunities for Women to Thrive Act of 2007 or GROWTH Act of 2007 - Targets assistance for women in developing countries with respect to: (1) microenterprises; (2) small and medium enterprises; (3) private property rights and land tenure security; (4) employment access; (5) trade benefits; (6) exchanges with U.S. entrepreneurs; (7) Millennium Challenge Account assistance; and (8) indigenous women's organizations. Directs the Secretary of State to establish the Global Resources and Opportunities for Women to Thrive (GROWTH) Fund to enhance economic opportunities for very poor, poor, and low-income women in developing countries with a focus on: (1) increasing women-owned enterprise development; (2) increasing property rights for women; (3) increasing women's access to financial services; (4) increasing women in leadership in implementing organizations, such as indigenous nongovernmental organizations, community-based organizations, and regulated financial intermediaries; (5) improving women's employment benefits and conditions; and (6) increasing women's ability to benefit from global trade.

Broadcaster Freedom Act of 2007 - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC), notwithstanding any other provision of any Act, from having the authority to require broadcasters to present opposing viewpoints on controversial issues of public importance, commonly referred to as the Fairness Doctrine.

Revises corporate average fuel economy standards (CAFE standards) provisions for non-passenger and passenger automobiles to: (1) provide for increased average fuel economy standards for non-passenger and passenger automobiles; (2) permit separate average fuel economy standards for non-passenger and passenger automobiles based on vehicle attributes related to fuel economy; (3) establish a a corporate average fuel economy credit transferring program within a manufacturer's fleet; (4) establish an account to fund domestic commercialization and production of advanced technology vehicles and vehicle components; and (5) extend for 10 years provisions providing manufacturing incentives for alternative fuel automobiles. Establishes a national tire fuel efficiency consumer information program. Provides for the establishment of a public education campaign to provide information to U.S. drivers about immediate measures that may be taken to conserve transportation fuel.

Iran Sanctions Enhancement Act of 2007 - Amends the Iran Sanctions Act of 1996 to direct the President to impose two or more sanctions under such Act if a person has, with actual knowledge: (1) made an investment of $20 million or more (or any combination of investments of at least $5 million which in the aggregate equals or exceeds $20 million in any 12-month period) that directly and significantly contributed to Iran's ability to develop its petroleum resources; or (2) on or after December 31, 2007, provided Iran with refined petroleum resources or engaged in an activity that could contribute to the enhancement of Iran's ability to import refined petroleum resources. (Under current law, imposes sanctions upon investments of $40 million and does not include refined petroleum resource imports.) Extends existing presidential waiver authority to such activities. Directs the President to report to the appropriate congressional committees every six months on such activities.

Airline Flight Crew Technical Corrections Act - Amends the Family and Medical Leave Act of 1993 with respect to hours-of-service requirements airline flight crews must meet to qualify for leave under such Act. Declares that a flight attendant or flight crewmember will be considered to meet such requirements if he or she has been paid for or has worked 60% of the employer's monthly hour or trip guarantee, or the equivalent annualized over the preceding 12-month period.

NASA and JPL 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA) and the Jet Propulsion Laboratory (JPL), to mint and issue $50 gold and $1 silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA and JPL. Requires all such coin sales to include a surcharge of $50 per $50 coin, and of $10 per $1 coin. Requires distribution of the first $4 million to the NASA Family Assistance Fund for financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties. Requires distribution of: (1) one-half of the next $1 million of the remaining amounts to the Dr. Ronald E. McNair Educational (D.R.E.M.E.) Science Literacy Foundation and the Dorothy Jemison Foundation for Excellence; and (2) the remainder to the Secretary of the Smithsonian Institution for the preservation, maintenance, and display of space artifacts at the National Air and Space Museum (including the Steven F. Udvar-Hazy Center). Authorizes the Secretary to strike and sell bronze duplicates of the $50 gold coins.

Tax Increase Prevention Act of 2007 - Repeals the general termination date of the Economic Growth and Tax Relief Reconciliation Act of 2001 (i.e., December 31, 2010), thus making the tax reductions enacted by that Act permanent. Repeals the termination date for provisions of the Jobs and Growth Tax Relief Reconciliation Act of 2003 reducing income tax rates on dividends and capital gains. Amends the Internal Revenue Code to make permanent: (1) the tax deduction for state and local sales taxes; (2) the tax deduction for tuition and related expenses; (3) the increased expensing allowance for small business assets and related provisions; and (4) the tax credit for increasing research activities. Expresses the sense of the House of Representatives that the Committee on Ways and Means should report legislation on or before December 31, 2008, to simplify the federal income tax system.

United Nations Transparency, Accountability, and Reform Act of 2007 - Sets forth U.S. policy with respect to: (1) shifting the funding mechanism for the regular budget of the United Nations from an assessed to a voluntary basis; (2) reform of U.N. peacekeeping operations; and (3) Security Council expansion. Withholds nonvoluntary U.S. contributions to the regular budget of the United Nations: (1) unless the Secretary of State certifies to the appropriate congressional committees that 80% of the the total regular budget of the United Nations is apportioned on a voluntary basis; and (2) to a U.N. human rights treaty monitoring body or committee that was established by a convention or a covenant to which the United States is not party. Establishes the Office of the United States Inspector General for Contributions to the United Nations System. Prohibits the obligation or expenditure of a U.S. contribution to any U.N. entity unless the entity has provided the Inspector General with a transparency certification and is in compliance with such certification. Directs the Secretary to audit and report to the appropriate congressional committees respecting duplicative entities and efforts related to Israeli-Palestinian issues. Withholds funds for such entities until any report recommendations are implemented. Directs the President to use U.S. influence at the United Nations with respect to: (1) publication of all U.N. subsidiary bodies and their functions, budgets, staff, and contributions; (2) employee, agency, and funding financial disclosure; (3) waiver of immunity; (4) adoption of a definition of terrorism and a comprehensive convention on terrorism; (5) anti-Semitism at the United Nations; and (6) Israel's inclusion in the Western European and Others Group. Directs the President to use U.S. influence at the International Atomic Energy Agency (IAEA) to: (1) establish an Office of Compliance in the Secretariat of the IAEA; and (2) prohibit Iran's access to nuclear material, technology, equipment, or assistance until the IAEA determines that Iran is providing full access to IAEA inspectors and has permanently ceased and dismantled all nuclear-enrichment and reprocessing activities. Directs the Secretary to report to the appropriate congressional committees regarding U.N. reforms and personnel. Limits annual U.S. contributions to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). Withholds U.S. contributions to the United Nations Human Rights Council until the Secretary certifies to Congress that the Council does not include a member state: (1) subject to Security Council sanctions; (2) under a Security Council-mandated investigation for human rights abuses; (3) subject, within the prior five years, to a country-specific resolution passed by the former U.N. Human Rights Commission; (4) which the Secretary has determined is a government that has repeatedly provided support for acts of international terrorism; or (5) which the President has designated as a country of particular concern for religious freedom.

Calls on fathers across the United States to use Father's Day to: (1) reconnect and rededicate themselves to their children's lives; (2) spend Father's Day with their children; and (3) express their love and support for their children. Urges men to understand the level of responsibility fathering a child requires, especially in the encouragement of children's moral, academic, and spiritual development. Encourages active involvement of fathers in the rearing and development of their children, including the devotion of time, energy, and resources.

SSI Extension for Elderly and Disabled Refugees Act - Amends the Immigration and Nationality Act to extend for two years (through FY2010) the eligibility of certain refugees, asylees, and other immigrants with pending applications for naturalization for supplemental security income (SSI) benefits. Amends the Internal Revenue Code to require the Secretary of the Treasury to offset overpayments of federal taxes by any amount owed to a state for a covered unemployment compensation debt. Defines "covered unemployment compensation debt" as a past-due debt (including penalties and interest) for erroneous payment of state unemployment compensation due to fraud which has become final and remains uncollected.

Condemns the vote by the University and College Union of May 30, 2007, to boycott Israeli academics and academic institutions. Urges the international scholarly community, the European Union, and individual governments, to reject, or continue to reject, calls for an academic boycott of Israel and reaffirm their commitment to academic freedom and cultural and scientific international exchange. Urges governments and educators throughout the world to reaffirm the importance of academic freedom and open dialogue and to condemn measures that would prevent the production, sharing, and exchange of knowledge. Urges other unions and organizations to reject the troubling and disturbing actions of the UCU. Urges the general members of the UCU to reject the call of the union's leadership to boycott Israel.

Assured Funding for Veterans Health Care Act - Requires the Secretary of the Treasury to make available to the Secretary of Veterans Affairs for programs, functions, and activities of the Veterans Health Administration for FY2008 130 percent of the amount obligated during FY2006. Adjusts the amount provided for fiscal years after FY2008 based on the number of enrolled veterans and the number of other persons eligible but not enrolled who are provided care, multiplied by the per capita baseline amount for FY2006, as increased by the percentage increase in the Consumer Price Index. Prohibits the availability of such funds for: (1) construction, acquisition, or alteration of veterans' medical facilities (other than for repairs provided for before the date of enactment of this Act); or (2) grants for the construction of state home facilities for the furnishing of veterans' domiciliary, nursing home, and hospital care.

Recreational Boating Act of 2007 - Amends the Federal Water Pollution Control Act (popularly known as the Clean Water Act) to redefine the term "pollutant" to exclude any deck runoff from a recreational vessel, any engine cooling water, gray water, bilge water effluent from properly functioning recreational marine engine, laundry, shower, and galley sink wastes from a recreational vessel, or any other discharge incidental to the normal operation of a recreational vessel. Declares that such exclusion does not apply to rubbish, trash, garbage, or any other such materials discharged overboard by a recreational vessel. Defines "recreational vessel" to mean a vessel that is: (1) manufactured for operation, or operated primarily for recreational purposes; or (2) leased, rented, or chartered to an individual for recreational purposes.

Recalls the essential role that transparency and the free flow of information play in creating democratic institutions and civil society. Recognizes the vital contribution made by independent journalists in Russia in bringing transparency and a free flow of information to readers after decades of Communist censorship and repression. Notes the disturbing trend of murders of independent journalists in Russia over the last decade. Encourages the President of the United States to offer Russian President Vladimir Putin and other officials of the Russian government law enforcement investigative assistance to help identify and bring to justice those responsible for the many unsolved murders of journalists in Russia.

National Hurricane Research Initiative Act of 2007 - Requires the Under Secretary for Oceans and Atmosphere of the Department of Commerce and the Director of the National Science Foundation (NSF) to establish a National Hurricane Research Initiative and to cooperate with other specified federal agencies to carry it out. Requires such Initiative to set research objectives (based on a National Science Board report on the need for such Initiative) to: (1) make recommendations to the Board and to the National Oceanic and Atmospheric Administration (NOAA) Science Advisory Board; (2) assemble the science and engineering expertise of state or local government agencies and nongovernmental entities through a multi-agency effort focused on improving severe tropical storm forecasting capabilities, on durable and resilient infrastructure, and on mitigating impacts on coastal populations, the coastal built environment, and the natural coastal environment; and (3) make grants for hurricane research, including regarding storm internal dynamics, predicting high winds, tornadoes, and storm surge, and improving measurements of hurricanes and tropical storms through specified technologies. Directs the White House Office of Science and Technology Policy, through the National Science and Technology Council, to coordinate U.S. activities related to the Initiative as a formal program with a well-defined organizational structure and execution plan. Directs the Under Secretary and the Director to: (1) issue a request for proposals to undertake the basic and applied research with a sufficient annual budget to accomplish the desired research results during a 10-year term; (2) establish a National Infrastructure Database; and (3) develop a National Hurricane Research Model.
